Fourth fastest Travel & Tourism GDP growth rate for any country in the world in 2021

MANILA, Philippines: The World Travel & Tourism Council’s latest Economic Impact Report revealed last year the Philippine’s Travel & Tourism contribution to the nation’s economy climbed 129.5.% year on year, to reach US$ 41 billion.

Following an 80% decline, this impressive rise saw it ranked as the world’s fourth fastest growing economy during 2021.

News of the sector’s growing revival from the pandemic was revealed today by Julia Simpson, President & CEO of the World Travel & Tourism Council ( WTTC ), which represents the global Travel & Tourism private sector, at its prestigious Global Summit in the Philippines.

It was delivered in the capital, Manila, before more than 1,000 delegates from across the global Travel & Tourism sector, including CEOs, business leaders, government ministers, travel experts and the international media.

WTTC’s Economic Impact Report (EIR) for the Philippines shows that in 2021, the sector supported 7.8 million jobs, representing a substantial 20.5% rise in 2020, compared with a global increase of 6.7%.

Before the pandemic, the Philippines Travel & Tourism sector’s contribution to GDP was ​​22.5% of the total economy (worth US$92.6 billion). However, due to damaging travel restrictions it then plunged by 80.7% to a mere US$ 17.8 billion, dropping to just a 4.8% share towards the country’s GDP.

But in 2021 this rose to US$ 41 billion, representing a 10.4% share of the nation’s total economy, which signals the recovery of the sector is well underway.

The latest EIR also takes a forward look at the sector with the global tourism body forecasting that the Philippines Travel & Tourism contribution to GDP will grow by 6.7% over the next decade, exceeding the expected country's overall economy average growth rate of just 5.6%.

Julia Simpson, WTTC President & CEO, said: “Our latest EIR for the Philippines signals the astonishing recovery of the country’s Travel & Tourism sector.

“Resulting in a massive employment boost for the sector, leading to the recovery of 1.3 million more jobs compared to the previous year. Our expert analysis shows that the economy has turned a corner and is firmly on the road to recovery.”

As a result, WTTC forecasts that the Philippines Travel & Tourism contribution to GDP could be worth in excess of US$ 155 billion in 2032, accounting for 21.4% of the whole economy.

With Travel & Tourism employment forecast to grow annually by an average of 3% over the next 10 years, nearly three million new jobs could be created, accounting for 21.5% of all jobs in the Philippines.

WTTC’s 2022 EIR marks a vast change in fortunes for the embattled Travel & Tourism sector in the country, which was left reeling by the impact of the pandemic but is now firmly on the road to recovery.

DOT reports increase in domestic tourism in 2021

The demand for domestic tourism soared in 2021 amid the pandemic, this is according to the data from the Department of Tourism (DOT). The DOT and the Philippine Statistics Authority (PSA) bared encouraging industry figures in the 2021 Philippine Tourism Satellite Accounts (PTSA) and Tourism Statistics Online Dissemination forum held Tuesday (June 28). According to the PTSA report, domestic tourism recorded a surge tallying 37,279,282 trips in 2021, a 38.16% growth compared to the 26,982,233 trips in 2020. The National Capital Region (1,973,851), followed by CALABARZON (1,953,419), and Central Luzon (1,905,758) were the top overnight destinations for local tourists last year. “The DOT attributes the resurgence of domestic tourism to the collaborative efforts of the national and local government units to standardize health and safety protocols, reinforced by the active participation of tourism stakeholders from the private sector. This, and the Department’s aggressive campaign on domestic tourism carried out with our regional offices, and with the help of local tourism offices across the country, restored Filipinos’ confidence to travel,”  explained DOT Branding and Marketing Communications Assistant Secretary Howard Lance Uyking. To recall, the DOT and the Tourism Promotions Board (TPB) Philippines spearheaded the “It’s More Fun With You” campaign to encourage Filipinos to travel during the recovery stages of the pandemic. The campaign was heavy on digital promotions, featuring virtual tours, in-depth websites, co-branding initiatives with the private sector, and generating awareness in new platforms. Meanwhile, based on the same report, tourism industries employed about 4.9 million individuals in 2021, 4.6 percent higher than the 4.7 million employed in 2020. Tourism contributed 11.1 percent to the total employment of the country. During the forum, the DOT noted the decline in foreign visitor arrivals as Philippine borders remain closed last year.  The country recorded a total of 163,879 visitors from January to December 2021, a decline of 88.95% from 2020 arrivals of 1,482,535. USA dominated the top visitor markets of the country with 39,326 arrivals. Japan, which ranked fourth in 2020, claimed the second spot with 15,024 arrivals. China followed in third place with 9,674 arrivals. An opportunity market before, India (7,202) rose to fourth place with Canada (6,781) at the fifth spot while Korea, the country’s top source market for many years, fell to 6th place with 6,456 arrivals. Turkey and the United Kingdom ranked 7th and 8th respectively, with each contributing more than 4,000 arrivals. Completing the top 10 markets are Middle East countries United Arab Emirates and Saudi Arabia with more than 2,000 arrivals each. “PTSA reports have been a critical tool in helping the DOT develop the tourism sector as a significant socio-economic activity, generate foreign exchange, employment, and information dissemination on the importance and benefit of the tourism sector for both private and public sectors,”  DOT OIC-Secretary Edwin Enrile said during his opening remarks at the forum. “Armed with this data and information, the DOT can further improve and refine its current plans and programs, learn from its weaknesses, and pinpoint where our strengths and opportunities lie amidst the pandemic,”  OIC-Secretary Enrile added. Manila, as the country’s main gateway through the Ninoy Aquino International Airport, maintained the lion’s share of the total air arrivals with 142,448 or 86.92%. This is followed by the Mactan-Cebu International Airport which received a total of 11,119 visitors (6.78%), and the Clark International Airport with 9,964 (6.08%) arrivals. Visitor spending or tourist receipts generated in 2021 recorded an estimated PhP 8.49 Billion, a decrease of 89.67% from the visitor receipts of PhP 82.24 Billion recorded in the same period of the previous year. In average, a tourist apparently spent around PhP 7,000 a day in the Philippines and stayed for an average of 10.58 nights.   “We continue to do this (online dissemination forum) because we recognize the considerable contribution of tourism to the Philippine economy and its role and importance in creating opportunities and in generating employment for our kababayans”,  National Statistician Claire Dennis Mapa cited in his keynote message. Tourists mostly visited the Philippines for holiday/leisure with a total of 15.99% purpose of visit followed by business trips (8.11%) and incentive travel (2.66%). The average age of tourists that comes to the Philippines is 39 years old, majority of whom are male travelers registering at about 59.25%, significantly edging female travelers at 40.49%. Meanwhile, according to the Survey on occupancy rates of Hotels in 2021, Metro Manila recorded an average hotel occupancy rate of 60.97%. In the forum hosted by Dr. Maria Cherry Lyn Rodolfo, DOT OIC-Director Warner Andrada presented the 2021 Tourism Industry Performance, while Assistant National Statistician Vivian Ilarina talked about the 2021 PTSA and Dr. Carlos Dela Reyna Jr. of the Bureau of Quarantine (BoQ) discussed the relevance of the One Health Pass (OHP). Meanwhile, DOT Undersecretary Woodrow Maquiling Jr. delivered the closing remarks at the forum. The Tourism Satellite Account is a standard statistical framework and the main tool for the economic measurement of tourism, developed by the United Nations World Tourism Organization (UNWTO), Organisation for Economic Co-operation and Development (OECD), among other statistical organizations, which allows the measurement of the contribution of tourism industries to Philippine economy.

Tourism, broadly defined, refers to travel for business or leisure. It is beneficial to an economy because it generates jobs and has income multiplier effects. In light of this pandemic, perhaps, it would be good to review the current state and outlook of global and Philippine tourism.

So, where is tourism now? Global data from the World Travel and Tourism Council (WTTC) web site reveal declines in both income and jobs from 2019 to 2020. In 2019, global tourism generated about $9.170 trillion in income (10.4 percent of global income); however, in 2020, it generated just $4.671 trillion (5.5 percent of global income)—a 49.1-percent decline from the previous year. This contraction was much deeper than the 3.7-percent decline in global income.

In 2019, global tourism jobs numbered at 334 million, but this figure decreased by 18.6 percent to 272 million in 2020. From 2014 to 2019, on average, tourism accounted for 1 out of 4 net new jobs created. In 2020, however, the 272 million jobs registered by tourism accounted for just 1 out of 11 jobs globally.

For the Philippines, data from the WTTC web site reveal the same trends. In 2019, Philippine tourism generated about P4.468 trillion in income (22.5 percent of national income); however, in 2020, it generated just P2.619 trillion (14.6 percent of national income)—a 41.4-percent decline from the previous year. This contraction was much deeper than the 9.5-percent decline in national income.

Regarding employment, in 2019, Philippine tourism jobs numbered at about 9.571 million (22.8 percent of total employment). This figure decreased by 21.1 percent to 7.551 million (19.2 percent of total employment) in 2020.

The dampening effect of travel restrictions was also evident in tourist spending statistics. In 2019, total tourist spending in the Philippines was at P3.798 trillion, with P0.600 trillion (15.8 percent of total tourist spending and 10.7 percent of total exports) coming from international tourists and P3.198 trillion (84.2 percent of total tourist spending) coming from domestic tourists. In 2020, total tourist spending declined by 42.4 percent to P2.189 trillion, with P0.127 trillion (5.8 percent of total tourist spending and 2.8 percent of total exports) coming from international tourists and P2.062 trillion (94.2 percent of total tourist spending) coming from domestic tourists.

Nevertheless, more recent quarterly data from Cebu Pacific suggest a tentative recovery, as the number of passengers increased slowly from 61 in Q2-2020 (when strict lockdowns were first imposed) to 604 in Q2-2021. Prior to the lockdowns, in Q1-2020, the number of passengers was 4,391. The same pattern can also be seen in the number of flights, which slowly increased from 597 in Q2-2020 to 5,313 in Q2-2021. In Q1-2020, the number of flights was 29,695.

In a survey covering Indonesia, Malaysia, Philippines, Thailand, and Vietnam, as of May 2021, for domestic flights, the Philippines was still at 24 percent capacity—way behind Indonesia (64 percent) and Vietnam (114 percent). For international flights, though, the Philippines ranked first in restored capacity (17 percent) and second in passenger seats (298,000).

So, where is tourism likely to go? According to the WTTC, global tourism will likely exhibit four broad trends. One, there will be demand evolution, as traveler preferences and behaviors shift toward the familiar, predictable, and trusted. Domestic and regional vacations and the outdoors will reign in the short term, with tourism businesses and destinations already adapting.

Two, health and hygiene will become paramount in this new era. Personal experiences, advice from experts, and concerns for physical distancing will guide consumer behavior.

Three, amid stay-at-home orders, digital adoption and consumption will be on the rise, with consumers now expecting contactless technologies, including biometrics, as basic prerequisites for a safe and seamless travel experience.

Four, the world will be reinvigorated to tackle social, environmental, and institutional sustainability. In particular, heightened public awareness of the environment, wildlife markets, and poaching will boost advocacy for wildlife protection and ocean preservation.

Here in the Philippines, as reported by Colliers Market Intelligence, the tourism industry will not likely return to pre-pandemic levels until 2023 or 2024. The successful vaccine rollout should bolster travel confidence among foreign and domestic tourists and aid in the recovery of the tourism sector.

The same view is given by McKinsey & Company, which says that countries that have restored confidence—or are close to doing so—have seen economic activity return, or begin to return, to pre-crisis levels. McKinsey & Company also notes that uncertainty due to Covid-19 and related health risks has made many individuals, households, and businesses alter their behavior, even without formal restrictions from government.

Indeed, it all boils down to confidence, and this should not surprise anyone.

DOT: Dive industry contributed P73 billion to economy in 2023

The Department of Tourism, on Saturday, said diving was a successful income-generating industry for Philippine tourism, having contributed over P73 billion to the economy in 2023.

During the opening of the Philippine International Dive Expo (PHIDEX) 2024, Tourism Secretary Christina Garcia Frasco added that the income generated by the dive industry last year was almost double the P37 billion generated in 2022.

“United under the guidance and visionary leadership of our President, we can look forward to yielding additional revenue from this industry, reinforcing the Philippine position as the world's premier dive destination, and tourism's role as now one of the strongest pillars of our economy, providing livelihood and employment for millions of Filipinos,” said Frasco.

President Ferdinand Marcos Jr. had previously vowed to continue establishing the country as a hotspot for marine biodiversity, as every dive taken and reef explored was a chance ''to deepen our connection with our environment and reaffirm our duty to its preservation.''

Marcos also said that the government was working on showcasing new dive destinations and inviting potential investors to expand the country’s dive tourism sector.

According to the DOT, the World Travel Awards (WTA) named the Philippines the World’s Leading Dive Destination for five straight years since 2019.

“This distinction for the Philippines, we take to heart with a firm commitment to ensure not just the marketability, but more importantly, the sustainability of our dive industry,” said Frasco.

The Philippine International Dive Expo (PHIDEX) 2024, organized by the Department of Tourism, was a three-day gathering that caters to the country’s diving community. SAN FERNANDO CITY, La Union (PIA) – The Department of Tourism (DOT) continues its three-day Philippine Experience Program (PEP) in La Union on March 20.   The delegates were welcomed through a gastronomic experience at the famous Halo-Halo de Iloko Mansion in San Fernando City, featuring Ilocano specials, fusion dishes, and local delicacies, particularly the Halo-Halo with ingredients coming from various towns of La Union.

"The Halo-Halo of La Union is different because if you're going to taste it, you already tried to taste the different flavors of La Union,” Chef Xavier Mercado of Halo-Halo de Iloko Mansion said.   The dessert features a combination of caramelized sugarcane from Sudipen town, native banana from various towns of the province, corn from Tubao town, honey from the town of Bacnotan, and “camube” (camote-ube) from the towns of Bagulin, Santol, and Burgos.   Meanwhile, the Department of Trade and Industry (DTI)-La Union launched a mini trade fair, where some exhibitors in the province showcased their income-generating products and creative crafts to the visitors.

Dr. Gloria Caluyag, one of the delegates from Quezon City, urged the exhibitors to produce more of their quality and affordable products.   “Let us support local products which are locally made from the hands of local people,” Caluyag said.   In addition, the group also experienced the releasing of around 48 sea turtle hatchlings in a bid to let them survive in their natural environment at the San Juan beach in Barangay Urbiztondo.   The releases form part of the endeavor of the Coastal Underwater Resource Management Actions (CURMA), in partnership with the Provincial Government of La Union, and the Municipal Government of San Juan, which seeks to preserve threatened sea turtles in their natural habitat by caring for nesting areas and hatchling populations and raising public awareness.

To sustain its vision to be the heart of Agri-Tourism in Northern Luzon by 2025, the Provincial Government of La Union vows to continue exemplifying the unity of the constituents despite its diverse language and culture.   “That is why our tagline is ‘LOVE La Union’. We want everyone to Live, Own, Visit and Enjoy the province of La Union,” Julius Manabat, officer-in-charge/provincial tourism officer of the La Union Provincial Tourism Office said.   In her message, DOT Assistant Secretary Maria Rica Bueno said that the PEP serves as an information drive for stakeholders to get to know the Philippines, including its various cultural heritage.   ”Please allow me to emphasize that PEP of the DOT is really intended to inform not only our partners in the Philippines but also our partners and friends around the world," Bueno said.   The PEP, which is a heritage, culture, and arts caravan, aims to give opportunities for tourists to visit not only key tourist destinations but also lesser-known destinations to experience their food and local products.   The delegates composed of 83 individuals include the Ambassador of the Kingdom of Thailand to the Philippines, Mr. Tull Traitorat, DOT Secretary Christina Garcia Frasco, DOT employees, travel operators, and the media, among others.
