The flange nut Harley uses to secure the plate and bag to the rack is a 1/4"-20, I would say that maybe a 1/4-20 x 1/2"-3/4" long bolt would be sufficient to go thru the plate, bag, mounting rack and washer. If you don't go with flange nuts, I recommend nylon nuts. Something like this would be good and sits low.

Unplug the 3 or 4 connectors in the front of the tour pack (lighting, audio, antenna(s)), and take the four nuts off holding the tour pack on the fixed mounting bracket. Sit the tour pack out of the way. Take the 4 bolts out that are holding the factory tour pack mounting bracket on, and get rid of it. Put the 4 point dock on in its place.

2019 Tour Pak Is Different
A few days ago I ordered a tour pack relocation kit from J&P. Their web site assured me that it would fit a 2019 Trike. I know I read somewhere that my tour pack is slightly larger but I just figured the bolts and mounting was still the same as before. Kit arrived and I should have known it was wrong after looking at the directions. They said "remove the 4 bolts holding on the existing tour pack".
