Missouri governor declines to give specifics on Britt Reid's commutation

One week after he commuted the drunken driving sentence of former Kansas City Chiefs assistant coach Britt Reid, Missouri Gov. Mike Parson declined to offer specifics about his decision.

In a statement to ESPN, the governor's office said, "No request, official or otherwise, was made on behalf of Mr. Reid for this commutation." A spokesperson for the office declined to comment beyond the statement.

Reid, the son of Chiefs coach Andy Reid, served 16 months of a three-year sentence after pleading guilty to felony driving while intoxicated resulting in serious physical injury. According to prosecutors, Reid was driving about 84 mph in a 65 mph zone when he hit two parked cars near Arrowhead Stadium in February 2021. Six people were injured, including then-5-year-old Ariel Young, who suffered a traumatic brain injury and was in a coma for 11 days. She was hospitalized for two months after the crash.

Reid admitted to having "two or three" drinks and had a blood alcohol level of 0.113% about two hours after the crash, according to police. The legal limit in Missouri is 0.08%.

Typically, according to the Missouri Department of Corrections, applicants for executive clemency, which includes a commutation of sentence, submit a request to the Missouri parole board, which investigates the request and makes a recommendation to the governor. The governor issues a final decision on the application and may also grant clemency unilaterally.

Neither the governor's office nor the parole board immediately released documents related to Reid's commutation. The governor's office indicated it had nearly 200 pages of documents related to the case but is reviewing whether it can make them public and won't release any before April 19. The Chiefs, the Missouri Parole Board and Reid's attorneys did not respond to requests for comment. Calls made to phone numbers listed for Reid were not returned.

Parson, a self-proclaimed "avid" fan of the Chiefs, attended the team's recent Super Bowl win in Las Vegas on Feb. 11 and spoke at their victory celebration Feb. 14. According to media reports, Reid was released March 1, hours before the public was alerted to the decision in a late-Friday news release, and will remain under house arrest for the duration of his sentence.

Jackson County prosecutor Jean Peters Baker told ESPN she would have never agreed to a plea deal if she knew Reid would serve only 1½ years.

"I really want my community to see a system of justice, believe that the system of justice will work for them. It's very difficult to have people put that kind of faith in this system," Peters Baker said. "And it took sort of a punch to the face by this action."

Parson's office told ESPN in a statement that Reid met parole eligibility requirements.

"Mr. Reid was sentenced to three years in a correctional facility with the eligibility for parole after serving 33 percent of his sentence (1 year in this case). Mr. Reid served one year and four months. He will serve the remainder of his sentence under house arrest until October 31, 2025, with strict conditions."

Parson has faced criticism for the commutation even from those within his own party. Missouri Secretary of State Jay Ashcroft, who is running for governor, said the situation is "not a good look," according to a report by The Kansas City Star. Missouri State Sen. Tony Luetkemeyer, a Republican who chairs the state Judiciary and Civil and Criminal Jurisprudence Committee, posted on social media, "I cannot imagine the pain this must cause to the family of the victim.... This is not justice."

Amid public criticism, Parson expressed "his deepest sympathy for any additional heartache this commutation has caused the Young Family, as that was certainly not his intention," according to the statement to ESPN.

Tom Porto, the lawyer for the Young family, said Ariel, now 8, has experienced development delays and takes special education classes. She also has balance issues and wears thick eye glasses she did not have before the accident, he said.

Ariel's mother, Felicia Miller, released a statement through Porto expressing her frustration with the commutation: "It seems the laws don't apply equally to the haves and have-nots. The haves get favors. The have-nots serve their sentence," Miller said.

Porto said the governor's statement offering his sympathy to the family was nothing more than "thoughts and prayers."

"[It's] suspicious to me because the governor was involved in so much of the lead-up to the Super Bowl, going to the Super Bowl, going to the after parties, going to the parade and rally and speaking at it," Porto said. "The whole thing just reeks."

Young's family and the Chiefs reached a confidential settlement agreement for an undisclosed sum in November 2021. As part of that agreement, the Chiefs will continue to pay for Ariel's medical care for the rest of her life.

Reid previously pleaded guilty to flashing a gun at another motorist in a 2007 incident, and while serving his sentence for that charge, he pleaded guilty to another unrelated charge of driving while under the influence of a controlled substance.

Notorious Gambino crime family hitman Joey Testa will be out on the streets in April after 35 years behind bars, the Federal Bureau of Prisons announced — just weeks after The Post reported on the release of Testa’s partner Anthony Senter, the other half of the murderous duo known as the Gemini Twins.

Both Testa, 69, and Senter, 68, were paroled after serving a fraction of the life-plus-20-year sentences they were handed in 1989 for participating in at least 11 murders, the feds confirmed.

“Joey’s had serious medical problems for years, and he has done well in prison,” Testa’s attorney Linda Sheffield told The Post.

“Those are things that play into setting a release date.”

In the 1970s and 1980s, Testa and Senter belonged to a mob crew run by Gambino made man Roy DeMeo.

The crew used the Gemini Lounge at 4021 Flatlands Ave. in Flatlands, Brooklyn, as the launchpad for murders, car thefts, drug trafficking and other crimes.

“It was a regular blue-collar place,” a one-time Gemini Lounge regular recalled of the bar, which has since become a storefront church.

“You didn’t know that there was a murderous maniac running around.”

The inseparable Testa and Senter, pals since childhood, spent so much time at their boss’s hangout that they were dubbed the Gemini Twins.

Federal and city authorities traced at least 75 deaths and disappearances to DeMeo’s crew — and independent researchers put their savage toll at more than 200.

Witnesses for the prosecution in Testa’s 1989 trial revealed that those marked for death would be lured to an apartment-turned-slaughterhouse next to the Gemini Lounge.

“When the [victim] would walk in, somebody would shoot him in the head with a silencer,” former gang member Dominick Mantigilio told the court.

“Somebody would wrap a towel around to stop the blood and somebody would stab him in the heart to stop the blood from pumping.”

Crew members would haul their prey into the bathtub to let his blood drain away, then “take him apart and package him,” Mantigilio testified — dumping the body parts in a nearby landfill.

Many of the gang’s alleged targets were never found.

The gruesome murders were “so horrendous and so inhumane and so unbelievable,” US District Court Judge Vincent L. Broderick said at Testa’s 1989 sentencing , that “the only sane course” was to send him to prison for life.

But because his crimes were committed prior to 1987, when new federal sentencing guidelines kicked in, Testa became eligible for parole after serving just 10 years of his lifetime term, according to the US Parole Commission.

Nephew and godson Tony Testa, 44, said the family is thrilled to see the ex-mobster set free.

“The Lord is amazing,” said Testa, a real estate developer in Commack, Long Island.

The couple has two grown daughters and two grandchildren.

“He is not well enough to go to a halfway house,” the attorney said.

“He’ll go home.”

But locals suspect the dual release signals new revelations to come.

“There’s a rumor going around that when those guys get out, they’ll spill the beans,” the former Gemini Lounge patron said.

“They know where a lot of bodies are buried. There is no reason for them to be let out unless they’ve been cooperating with someone.”

President Joe Biden is expected to huddle with his senior advisers at Camp David in the coming days to fine tune and rehearse his State of the Union address, a high-stakes moment as he looks to convince voters to give him a second term in the White House.

Biden and his team are drafting a speech heavy on economic populism, aides said, with calls for higher taxes on corporations and the wealthy – an attempt to draw a sharp contrast with Republicans and their likely presidential nominee, Donald Trump.

Biden will also push for lowering health care costs and discuss his efforts to go after drug manufacturers to lower the cost of prescription medications — all issues his advisers believe can help buoy what have been sagging economic approval ratings.

Depending on whether Biden and Trump debate each other in the fall — neither candidate has committed to the three traditional face-offs — Thursday’s speech could amount to the president’s largest television audience before November’s vote, making this year’s edition of the annual address perhaps the most important of his presidency thus far.

Aides view Thursday’s speech as a critical opportunity for the president to tout his accomplishments in office and lay out his plans for another four years in the nation’s top job. Even though viewership has declined over the years, the yearly speech reliably draws tens of millions of households.

Also looming large over Biden’s primetime address is the ongoing Israel-Hamas war , which has consumed much of the president’s time and attention over the past few months. The president’s top national security advisers have been working around the clock to try to finalize a ceasefire-hostages release deal by Ramadan, the Muslim holy month that begins next weekend. Israel has warned it would expand its military operations into Rafah in southern Gaza if a deal isn’t struck before then – a scenario that US officials want to avoid at all costs.

If Biden can tout his successful efforts to bring the first cessation in fighting in the war since late November in his State of the Union speech, it could offer significant reprieve for the White House, which has come under mounting criticism and pressure to call for a permanent ceasefire.

Expected to be in attendance at the president’s address will be a number of the family members of the remaining Israeli-American hostages in Gaza, who plan to attend at the invitation of members of Congress, a source familiar told CNN.

White House officials and Biden allies hope that the Israel-Hamas war – which has eroded support for Biden among key constituencies like Arab Americans, young voters and progressives – will be fully in the rear-view mirror by November, and that perhaps Thursday’s speech could help mark a public turning of the corner in the deadly conflict.

The president is planning to travel to two key battleground states in the days immediately after the speech, with events in Philadelphia on Friday and Atlanta on Saturday, sources familiar with the plans said. Biden has yet to seriously ramp up his election year politicking with large rallies, making the post-speech swing notable, and additional travel is expected through the month.

This year’s State of the Union comes two days after Super Tuesday – a moment when campaign officials believe the Biden vs. Trump race will come into clearer focus for voters. In addition to travel, the campaign is planning to use the month of March to ramp up its efforts to organize and mobilize voters.

Huddling at Camp David

Last year, Biden and his team huddled at the mountainside presidential retreat to pour over drafts of the speech, fueled by coffee and chocolate chip cookies. The president practiced his delivery from a podium and teleprompter set up in one of the rustic lodges.

The speech comes as Biden is preparing for a repeat match-up against Trump, who has yet to secure the GOP nomination, but campaign officials believe will be the president’s fall opponent.

Biden has a tough sell to make with 39% of voters approving of his job performance, according to CNN’s poll of polls, and polling of hypothetical matchups between Biden and Trump showing a close contest between the two rivals. Most Americans in polls register disapproval of Biden’s economic record.

Preparations for Biden’s televised speech have been underway for months as his team looks to “lay out the historic achievements he has delivered on for the American people and his vision for the future,” a White House official said.

There are key parallels between State of the Union speeches delivered by Presidents Bill Clinton and Barack Obama during their reelection years. Both faced Republican majorities in Congress after losing the chamber during midterm elections.

Like Obama, Biden will lean into a message of economic populism, touting his record on lowering certain drug prices while insisting corporations and wealthy Americans must pay more in taxes.

The president is expected to tout key pieces of legislation that garnered bipartisan support, including the bipartisan infrastructure bill and the domestic chips manufacturing law known as the CHIPS Act, officials said. Biden will talk about efforts he’s taken so far to highlight so-called junk fees – a kitchen table issue advisers believe appeals to voters.

Looking toward the future

The president also will lean into outlining economic plans going forward, including plans to drive down health care costs, prescription drug prices, and other costs and “making the wealthy and corporations pay their fair share,” officials said.

The president is also expected to discuss the need to preserve democracy – a key focal point of his arguments against Trump – and protect reproductive rights, which campaign officials believe will serve as a motivating factor for voters in November.

It wasn’t clear yet how much he planned to discuss the issue of IVF, which has become a political flashpoint after an Alabama Supreme Court ruling that found frozen embryos are children and that those who destroy them can be held liable for wrongful death.

He is, however, expected to lean into messaging on women’s reproductive health and abortion access, an issue the Biden campaign says will be a centerpiece of its efforts to attract moderate voters. Kate Cox , the Texas mother of two who has been locked in a high-profile legal battle with her state after being denied an abortion to end a life-threatening pregnancy, is expected to attend the address as a guest of the first lady.

Biden is also expected to continue to press lawmakers to pass the Senate border bill that was scuttled by Republicans – an extension of his remarks on the US southern border Thursday and an attempt to seize on a political liability ahead of November.

Behind the scenes, immigrant advocacy groups anxious that border security will drown out other immigrant rights issues are pushing the White House to balance out Biden’s messaging with other Democratic priorities like a pathway to citizenship for so-called Dreamers .

The president is also expected to promote his so-called unity agenda, a hallmark of his previous addresses to Congress that includes curbing fentanyl, ending cancer and helping veterans. But this year’s unity section is expected to have a new add – addressing “privacy and Big Tech,” aides said.

“We want to get as much done as we can, as soon as we can,” a White House official said. “We’re going to be pedal to the metal this year – and there’s much more to come in a second term.”
