Here is the full list of the Zimbabwe Tourism Authority Board that the Minister of Environment, Climate, Tourism and Hospitality Industry Honourable Nqobizitha Mangaliso Ndhlovu unveiled earlier this morning in Harare; Mr Ray Mawerera is the Chairman and will be deputised by Dr Precious Sibiya. Other Board Members are; Mrs Rita Likukuma Mrs Veneranda Munyoro Ms Beatrice Tonhodzayi Mr Tare Munzara Ms Precious Mazhande Mr Admire Ndlovu Ms Winnie Muchanyuka (Ex-Officio) Three more members will be announced in due course together with their profiles.

PRESIDENT Emmerson Mnangagwa has appointed Raphael Tayerera Faranisi as the new tourism ministry permanent secretary.

The post was previously occupied by Munesushe Munodawafa, who will be retiring in August.

Chief secretary to the president, Misheck Sibanda, made the announcement in a statement Wednesday.

“His Excellency the President has, in terms of Section 205(1) of the constitution of Zimbabwe of No. 20 of [2013], as amended, approved the appointment of ambassador Raphael Tayerera Faranisi as the permanent secretary in the ministry of environment, climate, tourism and hospitality industry.

“Ambassador Faranisi takes over as permanent secretary in the ministry of environment, climate, tourism and hospitality industry, following the retirement of Mr. Munesushe Munodawafa, with effect from 1st August 2022.

“Mr. Munodawafa will be reassigned within government service in due course,” Sibanda said.

Sibanda added: “Ambassador Faranisi holds a degree in politics and administration and a master’s degree in international relations.

“He is a seasoned career diplomat, with extensive experience in senior level administration, diplomacy, and protocol services.

“He also possesses high-level negotiating skills, horned in during his extensive service as a diplomat.

“These skills are key to navigating and optimizing national interests in the domain of multilateral engagements in relation to environmental management and climate-change compliance.

“Faranisi has worked, and rose through the ranks, in the ministry of foreign affairs to head the protocol department as director and served as a senior diplomat in different stations, including Uganda, Kenya, Tanzania, Botswana and in the Democratic Republic of the Congo [DRC] during which last post, he served as head of the SADC Group of Ambassadors.”

Zim traverses globe to reclaim tourism markets

THE battle to reclaim tourism markets have accelerated since governments eased Covid-19 pandemic restrictions this year. In an interview with our business reporter Freeman Makopa (FM) this week, Environment, Climate, Tourism and Hospitality Industry minister Mangaliso Ndlovu (MN) tells us the strides the country has made. Below are excerpts of the interview:

FM: What is the outlook for the tourism industry?

MN: Since the beginning of the year, global tourism has continued to exhibit signs of consistent recuperation from the adverse consequences of the Covid-19 pandemic. Current trends for Zimbabwe have shown recovery, which has been supported by the bouncing back of worldwide inbound travel and growth in domestic tourism.

FM: How has the industry performed this year?

MN: The first nine months of 2022 saw a 165% rise in tourist arrivals. Arrivals increased to 693 498 during the period, from 261 415 during the same period in 2021. This is more than double the number of international arrivals received during the first nine months of 2021.

FM: This means hotel room occupancies have also improved

MN: Yes, on average, occupancies for the first nine months of 2022 grew by 21 percentage points. Occupancies rose from 21% in 2021 to 42% in 2022. Overall, this performance has been reinforced by domestic tourism, which is dominant, contributing 95% of tourism business in 2022.

FM: How has Zimbabwe managed to drum up domestic tourism during this difficult period, economically?

MN: Like any other country, Zimbabwe is traversing through the recovery from the Covid-19 pandemic and the on-going war in Ukraine. These have affected global economies, travel and trade. Given this economic situation, the tourism sector is implementing the National Tourism Recovery and Growth Strategy (TRGS), which is driving the growth of tourism. This is mainly through campaigns to accelerate meetings, conferences and exhibitions (MICE) and domestic tourism. The ZimBho, MeetInZim and InvestInZim campaigns have stimulated domestic and business tourism.

FM: Please share the investment levels into the sector attributable to these campaigns

MN: These campaigns have contributed to tourism growth doubling for January to September 2022 as alluded to earlier. There have been investments totalling US$306,7 million during the period, from US$90,4 million. This was mostly invested into accommodation facilities and vehicle hire.

FM: How do you plan to sustain this growth trajectory?

MN: The tourism sector is guided by the National Development Strategy (NDS) 1, 2021 to 2025 and the TRGS. NDS1 agitates for the growth of the tourism sector through increased investment into diversified products, while TRGS seeks to grow the tourism economy to US$5 billion by 2025. The ministry has the following programmes in place, in its endeavour to achieve the NDS1 goals: product development and diversification, instituting ease of doing business reforms, climate proofing of the tourism sector and establishing a tourism satellite account.

FM: Tell us about the role of the private sector in these initiatives

MN: Zimbabwe’s tourism sector is government-led and private sector driven. The ministry and the private sector already have synergies to promote the country through bilateral agreements signed with other countries in the region and abroad. The ministry is currently implementing memoranda of understanding on cooperation in the field of tourism with South Africa, Zambia, Malawi, Rwanda and the Democratic Republic of Congo. These provide the public and private sectors the opportunity to jointly market and promote destinations, exchange of programmes for professional in the sector and joint collaboration of private sector associations. Government also supports private sector participation at international travel fairs through subsidising participation fees of operators. The ministry through the Zimbabwe Tourism Authority (ZTA), jointly with the private sector, par t icipates annually at fairs such as World Travel Market in London, International Travel Bourse in Berlin, Germany and Indaba Travel Fair in Durban, South Africa.  

FM: What else is the government doing?

MN: Over and above the synergies, the ministry is establishing market presence in the country’s key tourism source markets. Two tourism attachés were deployed in August and September 2022 to China and the United Arab Emirates. An additional nine tourism attachés were recently appointed and are expected to be deployed in the first quarter of 2023 to Germany, France, the United Kingdom, the United States of America, India, South Africa, China and Japan. Physical presence in key source markets and the joint synergies with the private sector will aid government in promoting the destination internationally, attracting more tourists to the country.

FM: Tell us about financial support to the industry.

MN: The government of Zimbabwe has put in place several incentives to help the tourism sector. These include duty rebates on capital equipment for use in tourism development zones.  We also have SI 10 of 2022, which spells out rebate on duty for safari vehicles and tour buses and SI 279 of 2019, which spells out rebates in respect of new capital equipment for expansion, modernisation and renovation of hotels and restaurants within hotels.

The funding also supports boat equipment imports, among others. There are also tax breaks in tourism development zones and tax exemptions for investments into the Victoria Falls tourism special economic zone. 

FM: What are the developments on the electricity front, with regards to tourism?

MN: Electricity and water are already subsidised by the government. As a result, Zimbabwe has one of the cheapest utilities in the Sadc region in this respect. The government of Zimbabwe in 2018 launched the National Tourism Masterplan, which is an overarching guide to the development of tourism in Zimbabwe. The master plan identified potential tourism nuggets to grow new tourist attractions in Zimbabwe. The plan has identified 11 tourism development zones in Harare, Eastern Highlands, Chimanimani, Gonarezhou, Limpopo, Great Zimbabwe, Midlands, Bulawayo, Victoria Falls, Kariba and Mavhuradonha. Government has put in place incentives to support investments into special economic zones and tourism development zones that investors can take advantage of.

The national tourism policy agitates for an enabling environment to attract investment into the sector. It also uses tourism to attract foreign direct investment into the country. At the same time, the government will ensure the industry is protected from disinvestment through primary and secondary legislation.

FM: Are you happy with accessibility?         

MN: Accessibility is the backbone of the growth of tourism destinations. And air accessibility contributes significantly to the growth of regional and international tourist arrivals to any destination. Air Zimbabwe, therefore, plays a critical role in providing direct access to Zimbabwe from key source markets and an instrumental role in national identity. The airline connects Harare with local destinations such as Victoria Falls. To strengthen the role of Air Zimbabwe in connecting travellers, the government has allowed private sector players such as Fasjet and Kuva Air to fly from Harare to Bulawayo, Victoria Falls and Kariba. We are fully behind the capacitation of the airline and the massive investment in the expansion of the ports of entry.

FM: We have seen more airlines returning to this market. Please share with us what has been happening

MN: The cross-cutting role of infrastructure development, such as the expansion of airports has a huge impact on all sectors of the economy. Airport expansion will boost the country’s growth and transformation in trade and tourism as part of strides. Airport expansion, as seen with at Victoria Falls International Airport, will attract new aircrafts and airlines.

The expansion of Victoria Falls International Airport saw African airlines like Ethiopian Airlines, Air Botswana, Fastjet, Airlink and Kenya Airways increasing flight frequencies to the resort town.

It also attracted new airlines like Eurowings from Germany and Mack Air from Botswana.

This also increased the airport’s passenger handling capacity from 500 000 a year to about 1,5 million. 

Expansion will, therefore increase regional and international tourist arrivals into the country, tourism receipts and the sector’s contribution to gross domestic product as well as attainment of the US$ 5billion tourism sector by 2025.

Meet the Minister of Tourism Zimbabwe: Nqobizitha Mangaliso Ndlovu

Delve into the life and accomplishments of Nqobizitha Mangaliso Ndlovu, the charismatic Minister of Tourism Zimbabwe. Born on 16th November 1980, Ndlovu is a dedicated parliamentarian and minister who has made significant strides in the Zimbabwean political landscape .

Early Life and Education

Born in Bulawayo’s Mpilo Central Hospital, Ndlovu is the son of Zanu-PF Central Committee member, Richard Ndlovu. His journey to becoming the “Minister of Tourism Zimbabwe” started with his early education at Insukamini Primary School and continued at Mpopoma High School. His academic pursuit led him to the National University of Science and Technology, where he obtained a Bachelor of Commerce in Management with Finance, later upgrading to a Master of Science in Finance and Investment.

Stepping into the Professional World

Before entering the political sphere, Ndlovu honed his skills as a lecturer at Lupane State University’s Department of Accounting and Finance. He also served as a Regional Manager for Mat South at the National Indigenisation and Economic Empowerment Board (NIEEB).

Political Ascend

Ndlovu’s political career gained momentum when he won the Bulilima East Constituency seat in the 2018 Harmonised Elections. His active participation in the Zanu PF Youth League National Executive reflects his commitment to the nation’s youth. Initially serving as the Minister of Industry and Commerce, Ndlovu transitioned to the role of Minister of Environment, Tourism, Climate Change and Hospitality Industry after the dismissal of Prisca Mupfumira. His predecessor faced allegations of corruption involving the National Social Security Authority (NSSA).

Current Endeavours

As the current Minister of Tourism Zimbabwe, Ndlovu’s contributions are instrumental in shaping the environmental and tourism policies of the country. In March 2020, he issued a public notice intending to declare mapped wetlands in Harare, Ruwa, Epworth, and Chitungwiza as protected under the Environmental Management Act. This initiative indicated his dedication to striking a balance between conservation and development, a significant challenge for his Ministry.

Ndlovu’s journey from his humble beginnings to becoming the Minister of Tourism Zimbabwe is a testament to his dedication and commitment to serving his nation. His contributions to the political and economic spheres, and his role in shaping Zimbabwe’s environmental and tourism policies, hold a promising future for the country’s progress.

Beatrice brings extensive experience to the Board, and her appointment demonstrates the value of media relations in the promotion of tourism. Beatrice holds a Masters’ in Business Administration from Zimbabwe’s Midlands State University and a Bachelor of Arts Degree in Media Studies from the Zimbabwe Open University as well as Diplomas in Public Relations and Marketing. She has worked in media and communications for many years across a number of disciplines including Print and Broadcast Journalism, Public Relations, Corporate Communications, Corporate Social Responsibility, Stakeholder Relationship Management as well as HIV and Gender advocacy. For five years prior to joining APO Group, Beatrice was the Head of PR and Corporate Communications for the Zimpapers Group, Zimbabwe’s largest media company. She has also worked extensively in newspapers and radio, starting off as a reporter with The Herald and also becoming Head of News and Current Affairs at Star FM between 2012 and 2016. She has produced and presented radio shows on several issues including Health and Gender. Beatrice has also worked in the NGO sector, providing HIV programming and training to media across southern Africa while with the Southern Africa HIV and AIDS Information Dissemination Service (SAfAIDS). Winnie Muchanyuka is new CEO of Zimbabwe Tourism Authority

The Zimbabwe Tourism Authority has named Winnie Muchanyuka as the substantive Chief Executive.

Muchanyuka replaces Dr. Karikoga Kaseke who resigned last year due to ill health.

She takes over from Mr. Givemore Chidzidzi who has been with ZTA for the longest and also in his acting capacity as CEO.

Announcing the appointment, ZTA board chairman Mr. Raynold Mawerera commended Mr. Chidzidzi for holding forte in the past months.

Mr Mawerera commended Mr Chidzidzi under whose leadership and guidance he steered ZTA on a positive trajectory.

He mentioned the successful launch of the ZimBho domestic tourism campaign and the Meetings, Incentives, Conferences, and Exhibitions (MICE) initiative as some of Mr. Chidzidzi’s career highlights.

Environment, Climate, Tourism, and Hospitality Industry Minister Mangaliso Ndhlovu hailed the appointment of Muchanyuka as a step in the right direction.

“The appointment of Winnie Muchanyuka to the ZTA as CEO is apt in that she is not a stranger to the tourism industry. The industry awaited such an appointment with comfort. There are high hopes for tourism amid clear signs of recovery in the sector. Statistically, the first quarter of 2022 has been quite promising and there is a need to maintain that trajectory.

“Tourism inflows increased by 10o percent to register US$214 million this quarter. As we are opening up the sector, the tourism industry should grow bigger and bigger. ZTA is the critical bridge between the private sector and policymaking.

“Despite the fact that tourism struggled under COVID-19, there is hope for it to grow bigger. The US$5 billion tourism sector target is achievable if we work together collectively. We seek to review the targets only upwards. Tourism is the face of the country, the key voice of our country. The ZTA and the tourism sector should forge close ties with the media. Next week on Wednesday I will announce the new members of the ZTA Board. To the ZTA CEO and entire management, I urge your dedication towards growing the industry and to embrace success as we march towards the 2025 target of a US$5 billion tourism economy,” Hon Ndlovu said.

Ms Winnie as she is affectionately known in the industry, accepted the appointment with joy adding that she was happy to ride on the success of her predecessors.

“The ZTA Team has done and continues to do tremendous work towards growing the tourism industry. I pledge my support to the mandate given to me by the Principal, Honourable Mangaliso Ndlovu, the tourism minister and the US$5 billion tourism target he alluded to is not changing.

“In fact, we can surpass it. Zimbabwe needs to achieve a middle-income economy by 2030 and tourism plays a key role in achieving that goal. I also looking forward to a close partnership with the media in telling the good story of this country. I am excited to be starting on this journey,” Muchanyuka said.

Hon Barbra Rwodzi, the Deputy Minister of Environment, Climate, Tourism, and Hospitality Industry congratulates the new CEO of the ZTA and alluded to the full stakeholder representation at the announcement of her appointment as a clear sign of endorsement of her new role.

She encouraged stakeholders to open doors for ZTA through collaboration, and partnerships while working closely with the media as well. This, she said, should be done in the spirit of the ‘Zimbabwe is open for business’ mantra through tourism.

Muchanyuka brings a wealth of experience to the ZTA. She was on the board of the Tourism Business Council of Zimbabwe and the Chinhoyi University School of Tourism. She has vast experience in the aviation industry with a stint as an air hostess for Air Zimbabwe and Swiss Air. She also worked as an executive for the South African Airways.
