We live in a digital world nowadays, or an ‘e’ world as some may like to put in. We have concepts such as ‘e-business’, ‘e-commerce’, ‘e-marketing’ and ‘e-service’, so it seems it was only time before the idea of ‘e-tourism’ emerged. But what exactly is e-tourism, how does it work and why is it important? Read on to find out…

What is e-tourism?

Research and development, reservation and bookings, marketing and promotion, the tourist experience, is smart tourism e-tourism, the benefits of e-tourism, the disadvantages of e-tourism, how is e-tourism changing travel, e-tourism- further reading.

What is e-tourism

E-tourism is all about the introduction of digitalisation into the tourism industry. This manifests itself in many different ways. We see e-tourism before, during and after a holiday or trip itself – and actually there is a lot of e-tourism that goes on behind the scenes, so we don’t actually ‘see’ it at all!

Dimitrious Buhalis is known as an expert in the field of e-tourism and he defines it as the digitization of all processes and value chains in the tourism, travel, hospitality and catering sectors that allow organizations to maximize their efficiency and effectiveness.

This digitalization, over the years, has changed the way that the tourism industry works and in turn has altered the structure of the tourism industry , often for the better- making it more efficient and productive. And this is not unique to the tourism industry by any means, our whole world has been becoming increasingly digitalised for many years now. In fact, we have become so reliant on the digital aspects of our lives that the functioning of the contemporary tourism system and its future seem unthinkable without the technological innovation that we have today!

What is e-tourism

Examples of e-tourism

E-tourism is ingrained throughout the tourism system, from the booking process right through to the tourist experience and everywhere in between. It would be impossible to discuss every way that technology is used in the tourism industry (ok, well perhaps not impossible, but I would be here a very long time!). Below I have outlined some of the most common ways that that e-tourism occurs.

E-tourism is used to a large extent during the research and development stages of a tourism product or service. There are a wealth of digital resources at the disposal of tourism industry stakeholders , which enables them to collect large amounts of data and research their (potential) customers. In turn, this helps organisations in the travel and tourism industry to better understand their customers and therefore to better satisfy their needs and desires.

Likewise, recent years have seen many options for the tourists themselves to research their travel choices to a greater extent than they have previously been able to. Reading blogs, looking at travel pictures on Instagram, scouring Pinterest… when it comes to heading off on a city break or relaxing beach vacay, tourists often turn to the internet as a source of location inspiration- this is also evidence of e-tourism.

What is e-tourism

Central reservation systems have come a long way in the past couple of decades. First introduced in the 1960s by airlines, central reservation systems were quickly adopted by hotels and other businesses operating in the travel and tourism industry. Most recently these have been further developed to allow the tourist to play a key role in the booking process by linking their reservation systems to popular online booking platforms such as Expedia or Syscanner as well as in-house developed booking systems.

Nowadays, pretty much everything can be booked online. Tourists don’t need to make a trip into town specifically to visit a travel agent, and sit there while they look through brochures and databases to find a trip that ticks every box for them- tourists can do it for themselves! There is far more freedom and independence now, as consumers are part of the process from the start. Bookings and changes can be made at the tap of a button or the click of a link. This not only makes the process simpler and easier for the tourist, but it also helps the business to operate faster and more efficiently, reducing overhead costs and maximising productivity.

Some years ago the likes of travel agencies and tourist boards would focus their marketing efforts on printed advertising such as posters, brochures and flyers… but those days are long gone now. Whilst there will always be a place for physical advertising of this type, travel and tourism organisations now have a wealth of valuable data at their fingertips that they can use to inform their marketing.

As we live more of our lives online (think shopping, researching, connecting with our friends on social media etc), the organisations that want to sell us their products and/or services are more informed to do so than they have ever been before. Adverts can be targeted to specific customers based on location, age and other relevant demographics. It can also be based around the user’s online activity- yes, if you begin to research ecotourism holidays it is likely that you may begin to be shown adverts about eco lodges in the Gambia or ecotourism in Costa Rica ! Whilst there are certainly some ethical questions about how much of our data is used by organisations for advertising purposes, there is no disputing that the organisations of today have a big foot up in comparison to their counterparts from a decade or two ago!

In addition to this, we have new platforms where marketing can take place. Social media platforms such as Instagram or Facebook allow for both large companies and individuals to promote products, services or places. As I explain in my article about Instatourism , these social media platforms can be powerful tools for the purposes of marketing. And more and more people are working in the field too- many argue that the growth of travel influencers around the world has changed the marketing industry forever!

Technology has also enhanced the travel sector in many ways. More efficient aircraft, trains, cars etc have enabled us to travel further and faster than ever before. They typically create less damage to the environment too, with more environmentally friendly initiatives being researched and implemented such as bio fuels and hybrid models.

Travel is easier for the consumer these days too. No longer do we need to carry around our pocket-sized road maps, or get stressed out when we can’t read directions- all we need nowadays is a 4G connection and a navigation app! There are plenty of other apps that help us travel too, from train apps with timetables to flight comparison sites and more.

There are many ways that e-tourism has helped to enhance the tourist experience and to make the tourism industry more efficient. From having your room service brought to you by a robot, to checking a menu in a restaurant using a QR code, to downloading an app in a theme park that shows queue times for the rides to having an audio programme give you information on your phone as you walk through a museum. E-tourism is everywhere we look!

What is e-tourism

Is virtual tourism e-tourism?

Virtual tourism is an example of e-tourism in practice. It is essentially a hybrid concept- it combines both the notions of virtual reality and tourism. In essence, virtual tourism facilitates a tourism experience, without actually having to travel anywhere. Virtual tourism takes many different forms and comes in vary degrees of technological capability.

In its simplest form, virtual tourism may comprise of a video of a tourism destination. The ‘tourist’ watches the video, utilising their hearing and sight senses. More sophisticated forms of virtual tourism include being immersed in an environment through use of a headset or simulator. It may involve use of various props, users may be required to wear gloves and there may be additional sensations such as movement (like in a rollercoaster simulator), feeling (for example if the user is sprayed with water ) and smell. Smart tourism and e-tourism are commonly interlinked, however smart tourism is not always an example of e-tourism. Smart tourism is all about tourism that is designed in a ‘smart’ way- the intention is to promote productivity and make the tourism industry efficient. Oftentimes this does require the use of digitalisation, or technology, hence making it a form of e-tourism, but this isn’t always the case 100% of the time. Ultimately, e-tourism is a good thing. The use of technology in the tourism industry has helped to make it more efficient, run more smoothly (with less risk of human error) and making it more productive. This generally means that consumers (or tourists) are more satisfied with their tourism experience and that the organisations involved have increased profit margins and lower overheads.

E-tourism has introduced us to a whole new way of thinking and has helped to expose us to invaluable developments in the travel and tourism industry- it has helped to make parts of the industry more environmentally friendly, it has helped to have more effective marketing and product development and it has helped us to embrace new forms of tourism too, such as smart tourism and virtual tourism.

However, as is the case with any form of tourism, there are some negative impacts of e-tourism too. The use of technology sometimes takes away the ‘human’ aspect- customer service from a robot will never replace the smiles and conversations that a real person would bring to the situation. And using technology to a large extent may reduce the number of jobs in the tourism industry too, which can have a negative economic impact on the host community. Furthermore, technology can go wrong- a booking system that is down or a website that doesn’t work properly can cause loss of money and business, for example.

Ultimately, e-tourism is all about making the tourism industry more efficient through the use of technology. As I have outlined in this article, there are many ways that this can be done and the benefits of this can be far reaching. From the perspective of the tourism industry, the digitalisation of travel and tourism can help to enhance business prospects- income, productivity, performance etc. And from the perspective of the tourist it can help to make their tourism experience more enjoyable.

Traveling to the Philippines: How to Get eTRAVEL QR CODE Online (Arrival Card)

Are you traveling to the Philippines? ALL incoming international travelers including Filipino citizens and foreigners, adults and children, must secure an eTravel QR code online 72 HOURS or THREE DAYS before your arrival.

Just like the old One Health Pass and eArrival Card, this new eTravel QR system serves as an all-in-one online platform for the arrival card, health declaration, and contact tracing.

But don’t worry, it’s easy to get one. In this article, we’ll walk you through the process one step at a time. Here’s how to do it.

WHAT'S COVERED IN THIS GUIDE?

1. Go to eTravel official website.

The official website is https://etravel.gov.ph .

Make sure it’s the legitimate website. Note that eTravel QR Code is FREE of charge. If you landed on a website requiring you to pay for the service, it’s a scam.

2. Start your registration.

On the home page, you’ll see the registration section. For Filipino citizens, click the PHILIPPINE PASSPORT HOLDER box. Then, start entering the following details:

  • Transportation Type
  • Date of Arrival
  • Email Address

Tick the DATA PRIVACY AND AFFIDAVIT OF UNDERTAKING box. It’s easy to miss because the tick box is quite small, but you’ll find it before the CONTINUE button.

When you check that, a page will pop. Read first, then click the YES, I AGREE button.

Finally, hit the CONTINUE button.

3. Provide your Personal Information.

Enter the following details:

  • Passport Number
  • Citizenship
  • Country of Birth
  • Mobile Number

If the system detected that you belong to the (legal) working age group, it will require you to answer the OCCUPATION section. Choose your professional field. If you can’t find it in the choices, select OTHERS . When you are done, click NEXT .

4. Enter your address.

You will be asked to provide your specific address down to house number or unit number.

If you live in Metro Manila, choose National Capital Region or NCR.

5. Submit your travel details.

Enter the following travel information:

  • Arrival Date
  • Country of Origin
  • Purpose of Travel
  • Flight Number
  • Seat Number (optional)
  • Name of Airline
  • Airport of Arrival
  • Traveller Type (aircraft passenger or flight crew).

When you are done, click NEXT .

6. Accomplish the Health Declaration Form

This includes your Vaccination Details. If you are fully vaccinated, answer NO for the section asking if you have a negative Antigen Test result. After that are the usual ‘Yes or No’ questions about history of exposure and if you’ve been sick in the past 30 days. After answering all the items, click ‘NEXT’.

7. Review the information you encoded.

Read the summary of all the details you provided. If you need to change or correct something, just click the pencil symbol on the upper right portion of the category you want to edit. If you are good and you have nothing to correct, click SUBMIT .

8. Download your QR Code.

Congratulations! You will instantly receive your QR Code.

Don’t forget to download or screenshot it! You’ll be presenting it upon arrival in the Philippines.

  • If your QR Code page is GREEN , it means you met the travel requirements and you can directly go to express lane where you will have the BOQ officer scan your QR Code.
  • If your QR Code page is RED , you have to let the Quarantine Officer manually verify the required additional documents to determine if you are compliant with the entry protocols set by the Philippine government. Travelers who usually get RED-marked QR Code are the unvaccinated and the partially vaccinated. Again, check the entry guideline set by the Philippine Government first before traveling to the Philippines.

One QR Code is issued per transaction and per entry. You can only use it once and you need to register again and get a new QR Code the next time you travel to the Philippines.

Frequently Asked Questions (FAQs)

I want to change something after generating the qr code. how to correct it.

You can still edit your info if you noticed a typo error or you entered wrong data. However, note that you can only do this BEFORE it gets validated or verified by the BOQ officer upon your arrival sa Pilipinas. Ensure that you make your corrections before your flight to the Philippines.

To do this, just go to the main page or home page of eTravel, then click the UPDATE REGISTRATION button. Provide your reference number or transaction number and birth date.

At what point of the airport process should I present the QR code?

From the team’s experience, we were asked to present our QR Codes at these stations:

  • Check-in Counter, before departure abroad (at the country of origin)
  • Bureau of Quarantine Area, after deplaning and before the Immigration counters in the Philippines. The staff/officers will be scanning the QR code. It’s a very quick and smooth process if you have a green QR code.

The staff may also ask for it at the boarding gate (country of origin/abroad), so just ready your copy during these times.

ATTENTION! Travel requirements change from time to time, so it’s best to check with the government of the country you want to visit the updated travel restrictions and requirements before you travel. For the Philippine’s updated entry requirements, you can check the official eTravel website: https://etravel.gov.ph/entry-guidelines.

Do I still need to accomplish One Health Pass and eArrival Card?

No need. The eTravel has officially replaced the now obsolete One Health Pass and eArrival Card starting 2 December 2022.

To be honest, all these systems are very similar. The changes are not too drastic. Some items were removed such as the Philhealth Number, and then some required items are now optional. The noticeable difference is not really the content but the appearance or the user interface.

Do I have to pay for eTravel QR Code? How much is the charge?

No, you don’t need to pay anything for the eTravel QR Code. It is FREE of charge. If you landed on a website requiring you to pay for the service, it’s a scam.

Philippine One-Stop Electronic Travel Declaration System

All passengers traveling to the Philippines must complete an electronic travel declaration both ahead of their journey and before departing the country.

The Philippine One-Stop Electronic Travel Declaration (previously called eTravel) replaces the eArrival Card ( originally the One Health Pass ) and the paper-based departure card.

The one-stop declaration requires less information and simplifies the process of authorizing your arrival in and departure from the Philippines and providing your health declaration.

Note that the eTravel declaration is not a visa or eTA . Passengers who require a visa or Philippines eTA must have both a visa/eTA and one-stop authorization. Visa-exempt travelers will still need to complete the One-Stop Electronic Travel Declaration .

What Is the One-Stop Electronic Travel Declaration for the Philippines?

Electronic travel registration includes providing a health declaration and information about the trip.

The data collected from eTravel enables Filipino authorities to perform contact tracing in the event that a traveler is found to have an infectious disease. In this way, it is an important measure to protect public health for both residents and visitors.

You must register with eTravel online before any trip to the Philippines , as well as before departure from the country . Once completed, you will receive a QR code or barcode to present on arrival or departure.

The declaration is the latest iteration of the Philippines’ digital health form. It has replaced the eArrival Card, which, in turn, replaced the One Health Pass. The original name for the form was the e-CIF. It also replaces the paper-based departure card.

The one-stop registration is now the only required health form . The eArrival Card, One Health Pass, and e-CIF are no longer in use.

How to Complete eTravel Declaration for the Philippines

Passengers register the Philippines eTravel declaration online. This is done through a web-based portal rather than a mobile app.

The registration involves completing a short online form with the requested information.

This can be done using a personal computer, laptop, smartphone, tablet, or other device connected to the internet.

The one-stop declaration form

The form asks for the following details:

  • Basic personal details
  • Travel plans
  • Accommodation
  • Vaccination status

There are fewer questions than on previous Filipino online health forms. The new form is more streamlined and quicker to complete .

Once the details are submitted, a QR code is generated .

Who Needs the Philippines eTravel Declaration?

All passengers entering or departing the Philippines must present a QR code or barcode from the one-stop declaration.

This includes:

  • Foreign residents of the Philippines
  • Filipino nationals

Travelers of all nationalities are required to complete a declaration for the Philippines. It is required for all purposes of travel, including transit through the country, and is also needed for departure.

Each traveler must complete a separate form . It is not possible to include multiple individuals on one form.

Do children need the one-stop declaration for the Philippines?

Yes, all travelers, including minors and infants , must have their own eTravel QR code/barcode on arrival/departure.

Parents or guardians may complete the online form on behalf of their dependents.

When Can I Complete the Philippines Electronic Travel Declaration?

Passengers should complete the registration process in the days leading up to their trip.

The information will be submitted for processing a maximum of 72 hours before traveling to the Philippines or departing from the country.

Can I Use the Same One-Stop eTravel Declaration More than Once?

No, the eTravel declaration is valid for a single use only .

The QR code can only be used to board a flight to/from the Philippines within 72 hours of completing the online form. Once it is scanned by a border officer on arrival/departure, it cannot be reused .

Each time you travel to or from the Philippines, you will need to register with the Philippine One-Stop Electronic Travel Declaration System..

Traveling to the Philippines With the One-Stop Declaration

After completing the online form, print or take a screenshot of the QR code or barcode . This is required to board a flight to or from the Philippines and must be shown to a Bureau of Quarantine (BOQ) officer on arrival or departure.

Passengers may present their QR or barcode in one of the following ways:

  • Printed copy
  • Digital copy on a smartphone or device

eTravel QR code or barcode?

The passenger will be issued with a QR code as long as the information provided:

  • Is complete
  • Meets the entry protocols

Travelers with a QR code will be able to use the "Express Lane" on arrival or when departing. This means that all they need to do is scan the code on arrival/departure. There is usually no further interview or checking of health-related documents.

The individual will be issued with a barcode in the following circumstances:

  • The information provided during one-stop registration is incomplete
  • The individual’s details or health documents require further checks

Upon arrival in the Philippines, they will be interviewed by a BOQ officer . Here, the information and documents will be checked. It may be determined that the individual will need to quarantine or undergo other measures.

eTravel registration: What, Where, and How

With the holiday season just around the corner, local and foreign tourists are expected to troop to airports and seaports for the much-needed vacation.

Before going to the ports, travelers need to visit the eTravel website, a free of charge online portal for the implementation of electronic passenger registration, border control, economic data analysis, and Health Declaration Checklist.

In an advisory, the Bureau of Immigration said the following are required to register at least 72 hours or three days prior to their intended travel to the country:

  • Arriving Filipino and foreign crew members,
  • Arriving Filipino and foreign passengers, and
  • Departing Filipino passengers.

Exempted from eTravel registration are:

  • Foreign diplomats and their dependents
  • Foreign dignitaries and members of their delegation
  • Holders of 9 (e) visas, and
  • Holders of diplomatic and official/service passports.

Since eTravel is a web-based online platform that is mobile-responsive, it can be accessed through cellphones, tablets, laptops, or personal computers.

Travelers are advised to have good and stable internet connection when accessing eTravel website.

Here is the step by step guide to register:

  • Visit the website ( https://etravel.gov.ph/ ) and click if you are a Philippine or foreign passport holder
  • From the dropdown, choose your citizenship, travel type (arrival or departure), transportation type (air or sea), date of travel
  • Enter your email address and then press either continue, update existing record, or registered crew
  • Enter your personal details such as name, passport number, gender, birthdate, country of birth, occupation, and mobile number
  • Enter your address and permanent country of residence
  • Enter your travel details
  • Fill up a health declaration

A QR code will be sent after a successful registration. The traveler should take a screenshot or download the QR code as it will be shown to an airline representative before boarding. The QR code can also be printed.

Red or green QR code

With the holidays right around the corner and travel returning to normal, more families are bound to reunite this Christmas season. More Pinoys are finally returning home from abroad after years-long of travel delays due to erratic travel restrictions and families might have travel plans to go abroad for a long-awaited vacation. To improve mobility and traveler experience, the Department of Tourism launched the new eTravel system on December 5 to replace old arrival requirements such as the One Health Pass and paper Arrival Card. Here’s everything you need to know about it:

What is the new eTravel System?

If you have relatives or friends who arrived in the Philippines from abroad, you’ve probably heard of the One Health Pass as a requirement to enter the country. In response to IATF’s derivate, the government has launched the new eTravel System to replace One Health Pass, and integrate other arrival requirements.

Basically, the new eTravel System serves as a free Health Declaration and Contact Tracing platform for both Foreign and Filipino travelers arriving in the Philippines. No more falling in line and filling out forms upon arrival.

Beginning December 5, the Bureau of Immigration will no longer require the paper arrival card as well.

How does it work?

All inbound Filipino and Foreign travelers, including infants and children, must register to eTravel individually at least 72 hours prior to their flight to the Philippines. Registration also serves as a requirement prior to flight boarding. Here’s how to register:

  • Visit the eTravel website . Remember, the system is FREE and will not require you to make any payments when registering.
  • Fill out your Personal Profile, which will ask for information such as your passport number and occupation.
  • Provide your Address Information.
  • Fill out the Health Declaration, which includes details of your COVID-19 vaccines.
  • Recheck your information Summary and submit it.

You will receive a QR Code

After submitting all requirements, a QR Code will be generated. Take a screenshot of the code before exiting the website as it will be scanned before boarding and upon arrival in the Philippines.

Note: Remember that you cannot use the same code twice. For your next travel, you need to register and generate a new QR Code.

Beginning December 1, 2022, the Philippine government replaced the eArrival card with a new e-Travel registration. A. FULLY VACCINATED (Filipino and Foreign Travelers)

– No pre-departure COVID-19 Test requirement – At least fourteen (14) days before departure from the country of origin/port of embarkation, you must have received the second dose of a two-dose series or a single dose of COVID-19 vaccine.

B. UNVACCINATED or PARTIALLY VACCINATED (Filipino and Foreign Travelers)

1. Travelers aged 15 and up must present a remotely supervised/laboratory-based Rapid Antigen Test administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, or other similar establishment taken 24 hours prior to departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding layovers.

2. Adults (15 and older) who fail a pre-departure test must submit to a laboratory-based Antigen Test UPON ARRIVAL at the airport.

3. Children under 15 years old who are not being vaccinated for any reason must meet their parents’ or guardian’s requirements. They must also follow the recommendations above.

NOTE: Any inbound traveler, whether Filipino or Foreign national, who shall test positive for COVID-19 through rapid antigen test shall be subjected to the latest prevailing quarantine and isolation protocols of the DOH.

Who should apply for an eTravel Card?

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has mandated that all travelers entering the country complete an eTravel registration.

eTravel Card registration

eTravel is an online platform and information system that is web-based and responsive to mobile devices. To utilize eTravel, all you need is a mobile device such as a smartphone or tablet, a laptop, or a desktop computer. You can access the eTravel platform via the web browser on your mobile device or personal computer.

When to register

Individual eTravel registration applications must be submitted a minimum of 72 hours before an inbound traveler enters the Philippines. This requirement applies to all inbound travelers, regardless of nationality or place of origin, including infants and children.

It is extremely important that the eTravel registration form be completed in its entirety since you will be asked to produce proof of registration in order to board the aircraft.

Process for eTravel Card Registration

Registering on the eTravel platform is simple. Here are a few steps you can follow:

Step 1 : Go to the eTravel registration website .

Step 2: Choose either “Philippine passport holder” or “Foreign passport holder” based on your nationality.

Step 3: Enter your trip details and email address, then hit “Continue.”

Step 4: Fill out your registration form by providing your personal information and signing a health declaration form.

That’s it! Simple, right? After you have successfully registered for the eTravel Card, your QR Code will be sent to you. You can download or take a snapshot of this QR Code before exiting or closing the eTravel application or website. You will then be required to present this code to the airline representative before boarding the plane.

Green QR Code

Once you have submitted all required information and files, the eTravel system will generate a Green QR Code for you. When you are given a Green QR Code and your online registration information and associated documents are authenticated, you will be able to use the airport’s “Express Lane,” where your Green QR Code will be scanned and tagged with your arrival date and time. There could be no additional interviews or document submissions.

Red QR Code

If you are lacking prerequisites, you will be issued a Red QR Code and will be interrogated by Bureau of Quarantine (BOQ) workers upon arrival at the airport to manually verify and determine if you are required to undergo facility-based quarantine and RT-PCR Testing.

Cost for eTravel Card

Unlike other travel registration sites, eTravel does not require a payment method. It is free of charge, and you can register without any form of payment. Be wary of websites that claim to be legitimate, but require payment in order to operate.

Follow the instructions below to try and find your transaction number. If it’s still valid, you can proceed to your account and receive your email address.

If you have not been verified, processed, and tagged as you were when you entered the eTravel by the border health authorities, you can still change some of your details in the website’s “Open My Profile” section.

However, you will not be able to edit the data that you have collected since you have arrived due to the quarantine officer’s strict requirements. The data that you have collected includes your arrival date, address, and other personal information.

Guide: Mandatory eTravel Registration For Entry Into The Philippines

It had been years since I last visited the Philippines and I arrived in Manila unaware that eTravel registration, formally known as Philippine Travel Information System, is required to enter the country. Don’t make the same mistake I did.

Guide: Mandatory Philippines eTravel System

Upon arrival into Ninoy Aquino International Airport (MNL), I was among the first off the aircraft and bolted for passport control since I wanted to try to catch an early flight to Bangkok. The line was not long and I soon reached the front.

An immigration official asked me for my QR code, which left me with a blank look on my face. He referred me to the front of the line, where a sign provided more details on eTravel. Looking around, it seemed like everyone on the United flight was being turned away to do the same thing.

We were given arrivals forms onboard, but those were for customs, not immigration.

The process was fairly straightforward and complimentary wi-fi was available in the terminal. Details were collected including passport information, flight details, and destination info within the Philippines.  You can register here .

Once the process was complete, just click submit and a QR code will be generated, with a border in either green or red.

Data submitted in the eTravel is reviewed and verified by the Bureau of Quarantine (BOQ), hence, if you receive a green QR code, you may directly proceed with immigration inspection upon arrival. However, if you receive a red QR code, you will be required to undergo further inspection by BOQ before immigration formalities.

I was thankful the QR code was generated instantly for me and was green.

I proceeded back to the immigration counter (and watched many more people from the United flight turned away) before reaching the front again and having no trouble entering the country.

Very simple: save yourself hassle and register in advance with the Philippines eTravel system. Theoretically, United should have checked this in San Francisco prior to boarding my flight, but since it was only United’s second day of service to MNL I understand that some gaps were still in place. Register in advance here .

I travel October 2023. I too did not know of QRCode requirement. Immigration official asked for code. Like you, I looked puzzled. Official said don’t worry, type into his system for two minutes, and said you are good to go.

I was denied boarding at Seattle airport for lack of Etravel QR code, Delta airlines staff thought it was mandatory at point of orogin outside the Philippines like in Seattle, it’s a hassle coz I have to pay my rebooked ticket to resume my flight to the Philippines

I don’t believe there are any transit security areas at any of Manila’s 4 NAIA terminals. All arriving int’l passengers including transiting ones will have to clear immigration and customs…You should have been reminded upon check-in at your departure city about the mandatory e-travel requirement, ranging from 72 hours and up to 2 hours before departure. A few passengers have been deported and black-listed from future entry into the country due to this infraction.

There are inT3 but you have to ask an agent to take you. In T1 there is a clear separation for transit pax now that all PAL intl flights are using T1.

I had the same thing in March, had no idea I had to do this. In immigration I scanned a QR code on my phone and did it in a few minutes. This October I did it ahead of time, and was never asked for it.

@ Jance: You must search the entry requirements of all host countries that you plan to visit before booking air tickets or leaving home. Then you must bring USD, a passport with 2-6 months validity, hard copies of reservations of flights and accommodations plus your tech gadgets. You should be grateful that English and USD are widely common and accepted around the globe. All airlines will not allow you to board if you do not produce air ticket to the next country. If you have no working phone overseas, you can eliminate many countries to visit on your list. Japan tops the list followed by South Korea, Taiwan, HK, etc.. Without a cell phone to navigate the transit system, you must be proficient at using it as well, you only choice is hiring a tour guide. These are basic knowledge and common practice for all travelers to any destinations.

I completed the online form prior to travel and got my QR code. Upon arrival at NAIA immigration nobody asked to see it. More inconsistent and pointless bureaucracy.

Travelers 15 years and older shall present a remotely supervised/laboratory-based Rapid Antigen Test administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, or other similar establishment taken 24 hours prior to the date and time of departure from country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that, he/she has not left the airport premises or has not been admitted into another country during such lay-over. 2. Travelers 15 years and older who fail to present a negative pre-departure testing shall be required to undergo a laboratory-based Antigen Test UPON ARRIVAL at the airport. 3. ACCOMPANIED minors below 15 years of age who are NOT VACCINATED for any reason whatsoever shall follow the quarantine protocols of their parent/s or an accompanying adult/guardian traveling with them. 4. In one of the recent updates from the Philippine government, eTravel registration has been mandatory for all foreign travelers who will be coming to the Philippines. The government is implementing this new regulation to ensure that all tourists are safe in the country.

E-Travel Registration for Traveling in the Philippines

The eArrival card served as a platform for online health declarations and contact tracing, allowing foreign tourists to transit from their place of origin to their destination’s Local Government Unit (LGU) in the Philippines.

The goal of eTravel registration will be similar to that of the eArrival card, but it will require less information, be easier to complete, and have an easy user interface. The prior eArrival card registration website will be accessible and accepted during a temporary transition period.

On December 1, 2022, the Philippine government replaced the eArrival card with a new e-Travel registration . That being said, the One Health Pass Website will be closed off to public access beginning December 5, 2022.

The BOQ’s Health Declaration checklist is available on the platform. It also has an electronic version of the arrival card, which is required for immigration clearance.

Beginning December 2, all inbound travelers to the Philippines must register for the country’s new e-travel system to gain entry into the country.

This new e-travel system is a mandatory requirement for all travelers to ensure safety and to help prevent the spread of the coronavirus. Those who fail to register in advance will be subject to quarantine restrictions upon arrival.

Furthermore, the Bureau of Immigration will no longer accept the paper version of the Arrival Card downloaded via the One Health Pass Website. International travelers must have the electronic edition of the Arrival Card found in the eTravel platform.

Travelers must be informed of the various entrance processes for the Philippines, according to IATF Resolution No. 2. These are the admission requirements for visitors entering the Philippines. This information came from etravel.gov.ph :

A. FULLY VACCINATED (Filipino and Foreign Travelers)

No pre-departure COVID-19 test required – You must have had the second dose of a two-dose series or a single dose of COVID-19 vaccination at least fourteen (14) days before departure from your country of origin/port of embarkation.

3. Children under the age of 15 who are not vaccinated must meet their parents’ or guardians’ criteria. They must also follow the previously given recommendations.

NOTE: Any inbound visitor who tests positive for COVID-19 utilizing a rapid antigen test, whether Filipino or foreigner, will be subject to the most recent DOH quarantine and isolation protocols.

Anyone traveling to the Philippines must utilize this system to gain entry into the country. The requirements vary based on the age group they are categorized under, as outlined above.

Travelers, including babies and children, must register for eTravel at least 72 hours before leaving for the Philippines. Prior to boarding an airplane, you must also register. Here’s how to join:

1. Visit the eTravel’s website. Remember that the system is completely free and has no registration cost.

2. Fill up your Personal Profile, which contains your passport number and occupation.

3. Please specify your mailing address.

4. Fill out the Health Declaration, which includes information about your COVID-19 vaccines.

5. Please review and submit your information summary.

A QR Code will be generated once all requirements have been met. Before exiting the page, take a snapshot of the code, as it will be scanned upon boarding and arrival in the Philippines.

The eTravel system will generate a GREEN QR Code if your submission of the required information and attachments is complete and complies with the IATF’s most recent entry regulations.

If you do not meet the conditions, you will be given a RED QR Code upon arrival at the airport. A BOQ representative will next determine if RT-PCR or quarantine testing is required.

IMPORTANT: Remember that you cannot use the same code twice. You must register and generate a new QR Code for your forthcoming trip.

GOVERNMENT TO ROLL OUT E-TRAVEL FULLY ON APRIL 15

MANILA, Philippines — Travelers to and from the Philippines will now experience a faster and more convenient immigration procedure through the use of the e-Travel System starting April 15, said the Bureau of Immigration (BI).

BI Commissioner Norman Tansingco defined the e-Travel System as a single data collection platform for arriving and departing passengers for purposes of establishing an integrated border control, health surveillance, and economic data analysis.

"Not only does this speed up immigration clearance, but this initiative also ensures interoperability among border management agencies, and saves government resources,” said Tansingco.

The system is an initiative of a sub-technical working group of the Inter-Agency Task Force (IATF), chaired by the BI. It is a joint project of the agency with the Department of Information and Communications Technology (DICT), the Department of Tourism (DOT), the Bureau of Quarantine (BOQ), the Bureau of Customs (BOC), the Department of Health (DOH), the Department of Transportation (DOTr), the Department of Justice (DOJ) and the National Privacy Commission (NPC).

The platform, which was initially launched in December, was initially rolled out at the arrival area and was expanded to cover departing travelers.

All passengers and crewmembers arriving into the Philippines are required to register through etravel.gov.ph not earlier than 72 hours from their intended arrival.

Those who will fail to do so may be assisted by airline staff upon their arrival and before assessment by the Bureau of Quarantine (BOQ).

As a replacement for the paper-based departure cards, only outbound Filipino passengers are required to register in the e-Travel system 72 hours but not less than 3 hours from their scheduled departure from the Philippines.

Those departing Filipino passengers who will fail to register or update their e-Travel record may do this before undergoing immigration inspection or may fill out departure cards which are readily available inside the immigration area.

Already registered passengers may update their e-Travel status under the Edit Registration tab while crewmembers may update under the Registered Crew tab.

"The paper-based arrival and departure cards can only be used by passengers who are incapable of e-Travel registration and in the event that the e-Travel site is inaccessible,” the Bl Chief discussed.

Tansingco then clarified that registering and updating in the e-Travel portal is free of charge and fake sites who charge may be reported to the Cybercrime Investigation and Coordinating Center (CICC).

However, an EDL also permits travel in other countries, as well, and not just those that share borders with the U.S. So, what is this magical card all about, then?

To obtain an EDL, drivers must go to the DMV and apply for one. The cost of an enhanced license will vary based on the state, but there's always an extra fee to pay for having a license that also doubles as a means for travel identification. The ID will have a visible differentiation between what it is vs. a regular driver's license, which is to keep people from replicating them or counterfeiting an EDL. It also might take slightly longer to get an EDL in the mail since, while it is a driver's license, it does vary from the typical license.

EDLs are extended licenses allowing a person to travel between states and certain countries. They will have a different look than a standard license and should be permissible at border checks, state lines, and traffic stops. People can use them to get in and out of Mexico and Canada, which is helpful.

The benefit of having one of these is the fact that travelers can use it to get into both Canada and Mexico, and it can be shown at both border crossings as a form of legitimate identification for entry. An EDL can also be used in the event that a traveler is going to the Caribbean, which is helpful in the event that someone doesn't have a passport or doesn't have time to obtain one (always check territory restrictions before booking trips).

So, it could be said that an EDL is great for use in 'local' international travel. However, this doesn't mean that it's always a substitute for a passport. Additionally, since the EDL is not available in every state, it means that more than half of the country does not have access to such a form of identification. So, there are still downsides to this, and it does not grant travelers access across all international borders, nor does it replace a passport when boarding a plane to another country. Temporary EDLs also are not accepted at border crossings, so, similar to a passport, travelers will be required to wait until they've received the formal copy of their license before using it for travel purposes.

Enhanced ID Versus REAL ID: Which Is Better?

On top of an EDL, there is also something called a REAL ID. These work similarly, allowing government agencies to distinguish who's a US citizen versus a foreigner. With a REAL ID, the card will have a specialty stamp of citizenship, which can be used at airports, borders, etc. However, these aren't considered better than Enhanced Driver's Licenses, as they can't get people in and out of countries without a passport.

According to the Department of Homeland Security , a REAL ID is a nationwide effort to improve the integrity and security of State-issued driver's licenses and ID cards. They essentially offer a second layer of trust and protection to you and the ID in question, so this could be an alternative to look into. People still need a passport to enter the country with a REAL ID, so that's one downside. Domestically, it's not required to have both. They're also about $30 cheaper than EDLs.

If someone travels domestically often, a REAL ID is a good investment. They're cheaper than Enhanced Driver's Licenses but need a passport with them at international entry and exit points.

Is A Passport Better Than An Extended Driver's License?

For people who don't live in states where EDLs are available, obviously, it makes sense to get a passport. EDLs are much cheaper, but for those on a budget who are looking to do that 'local' international travel, a passport card might be something to look into. For those who do live in EDL states, it's a worthy thing to have, even if they're not planning on crossing international borders anytime soon. For a fee that's not extraordinary, it won't break the budget to splurge for the extra $30 or so license.

Anyone who does live in a state where an EDL is an option but is planning on traveling to a country that's not Canada, Mexico, or the Caribbean should absolutely invest in a passport. Simply put, EDL does not grant access to any other countries and will likely never be used for such purposes. It's easier to think of the EDL as a special privilege granted to certain states that share borders with other countries - it won't grant access to the world, but it will allow country-to-country crossings. A passport is a long-term investment that, in the long run, will permit travel practically anywhere and will last longer than an enhanced license.

Getting A Passport Just Got Easier

The United States is (finally) making it easier to apply for passports. Starting in 2023, Americans will be able to apply for their passport renewals online (but not for their first passports - that takes longer ). This will help make the whole process much simpler. It could be better as the new system will still lag behind the speed and convenience of other countries like New Zealand (which have been renewing passports online for many years).

The standard fee for renewing a passport will be $130.00, and it will be valid for 10 years. It will take 7 to 10 weeks to receive one's passport - although this can be expedited for an extra fee.

Over the border in Canada, the Canadians have been at work simplifying the renewals of their passport too.

The question should not be an either/or debate about whether one should get a passport or an EDL. Instead, one should have both - especially if one lives near the borders with Canada or Mexico. That way, one can spontaneously decide to cross the border (one may not always be carrying a passport around). Most people should just invest in having both. BLM travel plan for Utah canyon clears first court challenge

A federal judge declined to issue a preliminary injunction sought by off-highway vehicle groups.

A federal judge has rejected a request by off-highway vehicle groups to halt implementation of a Bureau of Land Management travel management plan that curbs motorized access in a pristine Utah canyon until the merits of a federal lawsuit are resolved in court.

Judge Dale Kimball’s decision issued Wednesday does not end the lawsuit filed in December in the U.S. District Court for the District of Utah by the BlueRibbon Coalition, the Colorado Offroad Trail Defenders and its vice president, Patrick McKay.

But Kimball’s order rejecting the request for a preliminary injunction said the complaint failed to meet the legal standards required to prevent BLM from enforcing the Labyrinth Rims/Gemini Bridges travel management plan.

“The court concludes that Plaintiffs have not demonstrated a likelihood of success on the merits of their claims against BLM. Therefore, they have not established that they are entitled to a preliminary injunction,” the order states.

What time is the solar eclipse? Search your ZIP code for a viewing guide

Get ready for a spectacular show: A total solar eclipse will occur above the U.S. on the afternoon of April 8. Most Americans will be able to see it in some form, but the distance between your location and the path of totality will determine how much of the sun will be covered by the moon. Many places in the U.S. − Rochester, N.Y., Cleveland, and Austin, Texas, to name a few − will see a total eclipse, in which the sun is completely obscured. Other locations will see a partial eclipse. Search for your ZIP code below or select a major city to reveal the time, duration, peak and percentage of the eclipse in your area.

When is the eclipse?

On April 8 the moon will travel along the path of totality in North America starting in northern Mexico. The shadow of the moon will pass into Texas a little before 1:30 p.m. local time. It will then cover portions of the Midwest and East Coast and touch southeast Canada before it moves out to sea, according to NASA .

Are free eclipse glasses safe? How can I view the eclipse safely without glasses?

If you buy or are given eclipse glasses, be sure they are made by companies the  American Astronomical Society  and NASA have certified as safe. Eclipse glasses should all have the "ISO" (International Organization for Standardization) icon. The glasses also must have the  ISO reference number 12312-2 .

If you cannot find certified glasses, there are other ways to view the eclipse, including with a shadow box you can make yourself. Whatever you do, don't look at the sun without proper protection.

A total eclipse occurs when the moon appears the same size as the sun and blocks the entire disk, leading to a period of darkness lasting several minutes. The resulting "totality," when observers can see the outermost layer of the sun's atmosphere, known as the corona, confuses animals – nocturnal creatures stir, and bird and insects fall silent.

Dragon’s Dogma 2 features a colossal map, and you’re going to be walking across a lot of it. Happily, there are a couple of ways to fast travel . Unhappily, they’re pretty limited, so you’ll still end up hoofing it more often than not.

Our Dragon’s Dogma 2 guide will show you how to fast travel via two distinct methods, and explain the benefits (and limitations) of both.

Fast travel locations in Dragon’s Dogma 2

There are two ways to fast travel in Dragon’s Dogma 2 : oxcarts and portcrystals. You can only fast travel between specific locations as well. The map above shows the fast travel locations available to you in Vermund, the first region you’ll explore.

How to fast travel between cities with oxcarts

The most straightforward way to fast travel in Dragon’s Dogma 2 is to hop on an oxcart. The main benefit of fast traveling with an oxcart is that cheap — 100 or 200 gold.

Oxcarts are limited, though, in that they’ll only leave their stands in the morning — you’ll have to sit and wait at the stand if you get there at any other time of day. They’re also slow. You can doze off while sitting in one, but time still passes in the background. That’s really only a problem when you’ve got a time-sensitive quest, though.

The bigger problem with oxcarts is that there are only two of them in the starting region of Vermund, and they only travel to three towns — Melve , the capital of Vernworth , and the Checkpoint Rest Stop by Battahl . It’s still a good way to get across the kingdom relatively quickly, though.

Your oxcart also might (and, in our experience, will ) get attacked by monsters. That’ll disrupt your ride, but you can hop right back on once the baddies are dealt with — assuming you don’t accidentally destroy the oxcart in the fray. If you do happen to destroy the oxcart, you’ll just have to finish your trip on foot.

How to fast travel to portcrystals with ferrystones

The other method of fast travel is actually fast: teleporting with portcrystals . Teleportation is obviously faster than oxen, but it, too, is severely limited.

To use a portcrystal, you first have to find one and activate it. There are two in Vermund — one in Vernworth and one in Harve Village . Once a portcrystal is activated, it becomes a fast travel destination — and that’s it. You can’t interact with them beyond activating them.

To travel to a portcrystal, you’ll need to use a ferrystone . These are pretty rare items that you’ll find in out-of-the-way treasure chests or receive as quest rewards. You can also buy them from some vendors for 10,000 gold .

You might also come across a portcrystal as an item — you’ll get one as a reward during the “A Trial of Archery” quest in Sacred Arbor, for example. These are reusable items that you can place and pick up as you need. They act as portable portcrystals, meaning you still need a ferrystone to reach them.

You can have 10 of these non-fixed portcrystals active at a time, but they are also extremely rare. (Sensing a trend yet?) As of this writing, we’ve clocked roughly 50 hours into Dragon’s Dogma 2. We have found precisely one.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
