SINGAPORE: On Friday (Oct 8), Ms Sim Peck had decided that she would book a trip to France with her friends in December, and was prepared to serve a seven-day stay-home notice at home.

When it was announced on Saturday that France was one of the countries in expanded vaccinated travel lane (VTL) arrangements , the product manager at a multinational company wasted no time securing her ticket as it meant that she would not need to serve the stay-home notice upon returning.

Although the surge in interest for travelling led to some difficulty accessing the Singapore Airlines website , she managed to book a seven-day trip to France by Sunday.

“I am really missing the great outdoors, I am really missing experiencing a different culture, being able to eat a different cuisine in that country, that sort of simple thing we took for granted,” said Ms Sim, 50.

“It was all very serendipitous … I’ve learned in the past year that you can’t really plan things. You just have to do it.”

Other travellers CNA spoke to have plans to visit New York, Germany and South Korea.

Singapore, South Korea to launch vaccinated travel lanes on Nov 15

On Saturday, Transport Minister S Iswaran said that from Oct 19, fully vaccinated travellers from Canada, Denmark, France, Italy, the Netherlands, Spain, the United Kingdom and the United States will be able to enter Singapore without quarantine.

This came a day after the announcement that Singapore and South Korea agreed to launch vaccinated travel lanes from Nov 15.

Together with Germany and Brunei, the first two countries in a VTL pilot announced earlier, Singapore residents will soon be able to travel to 11 countries with far fewer restrictions. 

Travellers will still have to take COVID-19 polymerase chain reaction (PCR) tests within 48 hours of departing for Singapore and on arrival, but there are no restrictions on the purpose of travel and no controlled itinerary.

The Civil Aviation Authority of Singapore also said on Monday that unvaccinated children aged 12 and below will be allowed to travel into Singapore from countries under the VTL scheme from Oct 19.

Saturday's announcement sparked a surge in travel demand that temporarily crashed the Singapore Airlines website and had travel agencies working at full tilt over the weekend.

SIA said there is strong demand for its VTL flights, but declined to reveal any figures due to commercial sensitivity.

Mr Jeremiah Wong, senior marketing communications manager at Chan Brothers Travel, said that the travel agency saw a more than five times surge in inquiries on their website.

Customers also contacted the agency through messaging apps, email, phone and social media.

He said that the inquiries have become “more direct” and people are “ready to book flights”, compared to before when interest had been more tentative.

“This announcement is opportune as the year-end period is when Singaporeans are looking to travel,” said Mr Wong.

Chan Brothers is rolling out itineraries for South Korea, which is a popular destination with Singaporeans, and Mr Wong thinks that Europe will also be more attractive now that travellers can choose to visit a few destinations there.

The agency has also received many queries from potential travellers about safety protocols and the COVID-19 situation in the countries they are interested in visiting.

TRAVEL INTEREST TO SOUTH KOREA, SOME EUROPEAN COUNTRIES

Ms Lim En Yu, 45, has already booked a trip with her husband and teenage children to South Korea in December. 

While they had planned to go to Japan over Christmas if the country opened up, they switched the destination to Korea after the VTL announcement.

The family of four will be visiting Seoul and a ski resort on their first family trip in two years.

“The kids wanted to ski in Korea again for nostalgic reasons as it's where they first learnt to ski seven years ago. We also have some Korean friends and intend to catch up with them in Seoul,” said the marketing director at a property firm.

At Nam Ho Travel, a spokesperson told CNA that the agency is seeing more demand for travel to South Korea than European countries.

More people have been asking for private, small-group tours and there is a preference for more relaxed itineraries rather than those that try to cover as many destinations as possible – a norm in the past.

“I think right now some customers … just don’t like to mix with other people anymore,” she said.

Singapore Airlines launches seasonal flights to Vancouver, first to Canada since 2009

Ms Stella Chow, senior marketing manager at Hong Thai Travel, said that the agency is getting more enquiries for South Korea and European countries like Italy, France, Netherlands and UK.

“These destinations have always been popular pre-COVID,” said Ms Chow.

“Customers are showing a lot of interest in our packages, but they are still more cautious about making bookings, taking time to consider.”

Ms Chow said that group sizes will be smaller, with about 20 or fewer travellers per tour. She expects tour costs to be higher due to the smaller group size and the need for PCR tests.

Some sightseeing places and performances may also be affected by the local restrictions, so there will be some changes to itineraries, she added.

Online travel agent Booking.com said it has seen an increase in searches by Singapore residents for accommodation in London, Seoul, Paris, Munich, New York and Barcelona.

“While this is an exciting announcement signalling the gradual reopening of Singapore’s borders, we expect that Singaporeans will likely remain cautious and prioritise travelling safely even as restrictions ease,” said Mr Nuno Guerreiro, Booking.com’s regional director for South Asia Pacific.

On Monday’s announcement that unvaccinated children can travel on the VTL scheme, Chan Brothers’ Mr Wong said that it did get enquiries from travellers asking if their children would be allowed to travel and they were initially disappointed.

“These travellers will be thrilled to now know they have the opportunity to bring their little ones on an overseas holiday,” he said.

Starting 1 Apr 2022, the VTL scheme will be replaced with the Vaccinated Travel Framework , making travelling easier for everyone 🛫.

According to the new rules, there will no longer be any VTL countries or designated flights back to Singapore. So you can travel to any country and take any flight back home without serving quarantine upon arrival!

While you’ll still need a supervised ART or PCR test within 48 hours of departure, there won’t be on-arrival tests in Singapore.

If you’re returning to Singapore from a non-VTL country/flight, you are required to:

  • Serve 7-day Stay Home Notice (regardless of risk categories )
  • Take a COVID-19 PCR test to exit SHN

The vaccination certificate is only valid if: – It’s 14–180 days from the second dose/booster – Vaccine is recognised on the World Health Organisation Emergency Use Listing — includes Pfizer-BioNTech and Moderna

EU Digital Covid Certificate

In Europe, travelling across borders and entering certain attractions require proof of vaccination via Europe’s Digital Covid Certificate . You can now upload your Singapore-issued vaccination certificates on any of the Covid apps for easy access.

– Some countries require a minimum amount of Covid coverage – Examples of coverage include overseas medical expenses, quarantine overseas, repatriation, trip cancellation due to Covid – Print in hard copy for safe travels

1) Pre-departure Testing (SG)

– Depending on the VTL country, can be either a PCR or ART test taken in Singapore – Should be taken within a certain period before the flight – From MOH-approved list – Factor in time taken for results (usually takes one day)

*Pro-tip: Book the swab test via Klook for discounted prices from three different MOH-approved medical groups —  Healthway Medical Group ,  Doctor Anywhere  and  AcuMed Medical Group .

*Note: All pre-departure ART tests should be administered by a medical professional.

– Professionally administered PCR or ART test within 48 hours before departure – From an internationally accredited or recognised laboratory, clinic, or medical facility in the VTL country – Test certificate must be in English – Test certificate must state the date taken, traveller’s name, date of birth or passport number

*Note: Submit an SG Arrival Card (SGAC) with pre-trip health and travel history declaration three days before arrival in Singapore.

Vaccinated travellers who have recovered from Covid

If you have recovered from Covid recently, you might be eligible to skip the pre-departure PCR/ART test (back to Singapore). All you need is an official positive test dated between 7-90days (inclusive) before departure.

4) On-arrival PCR/ART Test (SG)

Travellers with a valid positive test dated between 7-90days are exempted from the on-arrival test. For all other travellers:

– Mandatory unsupervised ART within 24 hours of arrival and submit the results online

1) Can I travel to different countries before coming back to Singapore?

Yes, as long as you’re in a VTL country for the last 7 days before returning to Singapore.

2) Where can I take my on-arrival ART test in Singapore?

You can take an unsupervised ART test within 24 hours of arrival and submit the results online

3) What if I test positive for Covid before returning to Singapore?

This can be stressful but it’s not the end of the world! On the bright side, you can now skip the on-arrival test back in Singapore.

The first thing you should do is to seek a Covid testing centre to obtain an official positive test result.

Hi! No pre-departure test from Singapore is required if you are fully vaccinated at least 14 days before travelling to Turkey. However, you’ll need to provide proof of your vaccination status. As for entry into Singapore, you’ll need to take either a PCR or ART test within 2 days before departure from Turkey.

I would like to ask if travelling to Tasmania, Australia possible as there isnt any direct flights from Singapore to Hobart? I am planning to go around late March.

Another question, the last returning flight back to Singapore is a VTL flight as stated in the SQ website but the first flight before transit is not stated as a VTL flight. Would it still be qualified as quarantine free?

Hi, glad that this article has been useful for you! Even if there are no direct flights, it is still possible to travel to Tasmania by transiting through a different area or by interstate travel in Australia. You’ll have to check the specific airline for the flight details though as it would be more updated.

Also, based on our knowledge, as long as your flight back to Singapore is a direct VTL flight and you’ve stayed in a VTL country (e.g. any part of Australia) for at least 7 days, it should be qualified as quarantine-free. However, do check with the airline or respective embassy to be absolutely sure, as well as for any latest updates.

Looking to travel to Bali in Mid-April for 2 weeks. Fully vaxed with 3 shots. Am I correct that I still need 3 days Quarantine on arrival to Bali ? Are there designated Quarantine hotels ? Coming back to Singapore, do I need to serve SHN?

The Latest VTL Travel Requirements You Need To Know Before You Take Off

Travelling via VTL Singapore and not sure about the rules? Find the latest VTL travel requirements for air, land, and sea travel here.

By now, you probably know that you can travel overseas from Singapore without needing to be quarantined via the Vaccinated Travel Lane (VTL). Fully-vaccinated travellers can fly to selected VTL destinations via the VTL (Air), across the Causeway to Malaysia via the VTL (Land), and to Indonesia via the VTL (Sea).

However, the emergence of the Omicron variant as well as rising COVID-19 cases both locally and globally have seen changes made to the VTL scheme.

As such, you may be confused with the latest VTL requirements in Singapore, especially if you’re looking to travel soon and haven’t been keeping tabs. 

[Updated on 24 March] As announced by the Civil Aviation Authority of Singapore, existing VTLs will be removed from 1 April 2022 as Singapore reopens its borders for international travel. A new framework known as the vaccinated travel framework will be in place instead.

Under this framework, all fully vaccinated travellers, including children aged 12 and below, will be able to enter Singapore with just a pre-departure PCR test two days before flying. On-arrival ART will no longer be required.

Additionally, visitors do not need entry approvals or serve a stay-home notice.

Unvaccinated long-term and short-term visitors aged 13 and above are still not allowed to enter Singapore, unless they are medically ineligible for vaccines or have valid entry approval for compassionate reasons.

This group of travellers would still need to take a pre-departure test within two days before departure for Singapore, serve a 7-day stay-home notice, and take a PCR test after their isolation period.

VTL (Air): what is it and which countries are available?

The VTL (Air) allows quarantine-free air travel from Singapore to selected VTL destinations and vice versa.

At the time of writing, there are currently 30 VTL countries/regions, and new VTLs with Greece and Vietnam will also be available from 16 March onwards.

Additionally, there will also be new air VTLs to Penang, Malaysia; Bali, Indonesia; and two-way, quarantine-free travel to European countries with direct flights to Singapore from 16 March.

To travel via VTL (Air), you must meet the various vaccination requirements and eligibility conditions as the rules are slightly different in Singapore and other countries.

VTL (Air): eligibility and requirements

Departure from singapore.

There are no specific entry requirements for travellers who want to travel from Singapore. However, the entry requirements for each country — including vaccination certificates and pre-departure tests — varies from one another. 

Therefore, it’s crucial that you check the requirements of the destination country beforehand (see the current list of VTL countries and the testing requirements below). 

For example, travellers to Malaysia are required to take a Polymerase Chain Reaction (PCR) test two days before flying and must also undergo another PCR test upon arrival. By contrast, the UK will no longer mandate fully-vaccinated travellers to take COVID-19 tests from 11 February onwards . 

If you need to take a PCR test to travel, you may book an appointment at one of these MOH-approved clinics . Note that you would need to pay for the tests out of your own pocket and can’t use any government subsidies to offset the cost. 

You will receive a digital certificate of your test results issued by Notarise via email, and you can use the QR code within the certificate for boarding and imigration clearance (TraceTogether may not be acknowledged by foreign authorities).

Entry requirements to Singapore

  • Hold an accepted proof of vaccination
  • Meet the minimum doses and interval period required based on the type of vaccine that you took
  • Have a digital vaccination certificate in English from Singapore or a VTL country
  • For short-term visitors and Long-Term Pass holders: you must apply for a Vaccinated Travel Pass (VTP) at least three days before your arrival in Singapore (you may also need to upload your vaccination certificate QR code on the VTP (Air) application portal).
  • Short-term visitors must also apply for travel insurance (see below)
  • Produce a negative result from a professionally-administered PCR or Antigen Rapid Test (ART) test within two days prior to your departure to Singapore
  • Must have only have a travel history to a VTL destination (including Singapore) in the past 14 days
  • Download the TraceTogether app for contact tracing while in Singapore
  • Apply for entry visa (if required)

Short-term visitors travelling to Singapore are also required to purchase travel insurance with a minimum coverage of S$30,000 for COVID-19-related medical treatment and hospitalisation costs in Singapore. 

You must purchase this prior to your departure to Singapore, and bring the digital or physical copy of your travel insurance with you to facilitate your entry into Singapore.

Meanwhile, employers of Work Pass, Training Work Permit, and S Pass holders are required to purchase travel insurance for their employees before they can enter Singapore. You may refer here for the list of insurance and coverage offered .

Likewise, Long-Term Pass Holders (e.g. Employment Pass) are also encouraged to purchase medical insurance to cover any medical expenses for COVID-19 within 14 days of arrival. 

Travel insurance isn’t mandatory for SCs and SPRs as they have access to Government subsidies and MediShield Life to help offset any medical bills should they contact COVID-19, but you may also purchase it if you want extra protection.

Non-Malaysian males on Work Permit and S Passes in the construction, marine shipyard or process (CMP) sector, as well as workers staying in dormitories aren’t eligible to travel to Singapore via VTL (Air). 

However, employers of workers in the CMP may apply to MOM for entry approval , while employers of all other workers can apply under the Work Pass Holder General Lane (WPHL) to gain entry into Singapore.

VTL (Air): vaccination requirements

  • The traveller's name with date of birth or passport number
  • A negative COVID-19 test result
  • The date and time of the COVID-19 test; and
  • The name of the testing institution conducting the COVID-19 test

Upon arrival in Singapore, travellers must also take another PCR test and travel directly to their place of accommodation, remaining there until the PCR test is negative.

Fully-vaccinated travellers from 23 January onwards are also no longer required to take ARTs every day. Instead, you’d only need to swab yourself (and test negative) if you wish to head out from your place of residence from days two to seven of your arrival.

What if I'm unvaccinated?

Only unvaccinated SCs, SPRs, and long-term pass holders who have received entry approval via the SC/PR Familial Ties lane may travel to Singapore, but can only travel on a non-designated VTL flight and must serve a Stay-Home Notice (SHN) .

What if I was vaccinated overseas?

If you didn’t take your vaccines in Singapore, you must show your vaccination certificate from the country that you were vaccinated in, and upload your QR code during your VTL application. You may see the full list here.  

The certificate must be in English and be reflected on either the TraceTogether or HealthHub app, which you can attach digitally to your SG Arrival Card up to three days prior to arriving in Singapore. You can also show your vaccination certificate to the imigration officer. 

Short and long-term visitors may also be required to self-verify the QR codes in their vaccination certificates by verification tools provided, and the full instructions can be found here .

How long will my vaccination status last in Singapore?

Depending on the type of vaccine you took, your vaccination status in Singapore will be valid for 30 to 180 days from the day you arrive in Singapore. 

If you plan to travel to Singapore for more than four months, you must take a third dose if you had taken Sinovac/Sinopharm vaccines, or take a serology test at a clinic if you had received non-Sinovac/Sinopharm vaccines. 

Can unvaccinated children travel via VTL (Air)?

Unvaccinated children 12 years old and below can travel via VTL (Air) and do not need to apply for a VTP, or have a vaccination certificate . 

However, they must be accompanied by a fully-vaccinated adult who meets all the VTL travel requirements. Children 12 years and below aren’t required to take a PCR/ART prior to arriving in Singapore, but must take a PCR test upon arrival in Changi Airport. 

Unvaccinated children 13 years and above won’t be eligible for VTL (Air) and must quarantine themselves upon returning to Singapore. 

What if I test positive for COVID-19?

If you test positive for COVID-19 upon arrival in Singapore, you will have to undergo the recovery protocol immediately . 

You can self-quarantine at your place of residence or at a hotel for 72 hours, and can only leave if you produce a negative ART result three days later. Telemedicine services will be accessible if required. 

On the other hand, if you’re assessed to be ineligible for home recovery, you will be sent to a medical facility (e.g. hospital) for medical care until you’re fit for discharge.

Contacted COVID-19 before you received the full dose? You may still travel to Singapore provided that you took at least one of the vaccine doses at least 28 days after your first diagnosis of COVID — you’ll still be considered as fully vaccinated.

VTL (Air): which countries require vaccination certificate and travel insurance?

The VTL landscape is always changing, so to help you keep up to speed with things, here’s an overview of the basic vaccination requirements and whether travel insurance is required:

VTL (Land): What is it and which countries are available?

As the name suggests, the VTL (Land) allows quarantine-free travel between Singapore and Malaysia via the Johor-Singapore Causeway, and is open to fully-vaccinated citizens, Permanent Residents, and Long-Term Pass Holders in both countries.  

Currently, travellers can only travel between Woodlands Checkpoint to Bangunan Sultan Iskandar in Johor via bus services operated by two providers: Transtar Travel and Causeway Link. 

Travellers from Singapore may board a bus from Queen’s Street Terminal or Woodlands Temporary Bus Interchange, and disembark at Larkin Sentral Bus Terminal.

VTL (Land): eligibility and requirements

Entry requirements to malaysia.

As mentioned above, the VTL (Land) scheme is available for fully-vaccinated travellers who are:

  • Singapore or Malaysia Citizens
  • Singapore or Malaysia Permanent Residents
  • Long-Term Pass Holders in Singapore or Malaysia

In addition, you must fulfil these vaccination requirements:

  • Have a COVID-19 vaccination certificate recognised by the Health Ministry of Malaysia
  • Take a professionally administered pre-departure PCR, ART, or Rapid Testing Kit (RTK) two days prior to the departure date, and use the QR code in the digital certificate for boarding and imigration clearance
  • Remained in Singapore or any VTL country in the last 14 days before departing to Malaysia
  • Take a professionally-administered RTK test at Larkin Sentral Bus Terminal upon arrival
  • Purchase a Travel/medical Insurance that has a minimum coverage of RM100,000 for COVID-19-related medical treatment and hospitalisation costs before departing to Malaysia
  • Register at MySafeTravel portal and upload your vaccination certificate
  • Download the MySejahtera app for contact tracing 
  • Upload your digital vaccination certificate QR Code onto the MySejahtera app
  • Print your vaccination certificate with QR code 

Note that from 3 March 2022 onwards, travellers to Malaysia are no longer required to take daily ARTs and PCR tests , and will only need to take a pre-departure PCR two days before departure, and an on-arrival ART (at Larkin Bus Terminal) or PCR test (at KLIA).

You must meet the vaccination requirements above and register on the MySafeTravel portal before you can proceed to purchase bus tickets , which you can purchase online on the Causeway Link and Transtar Travel websites.

Although the quota for air and land VTLs were previously capped at 50%, the quotas have been fully restored from 16 February onwards.

Can unvaccinated children travel to Malaysia via VTL (Land)?

Yes. Unvaccinated children aged 12 years and below can travel to Malaysia via VTL (Land) without a proof of vaccination but must take pre-departure and on-arrival COVID-19 tests (children two years old and below are exempted). 

They must also be accompanied by a fully-vaccinated adult with a vaccination certificate recognised by the Health Ministry of Malaysia. 

Only the following groups of travellers can enter Singapore via the VTL (Land):

  • Long-Term Pass holders in Singapore (Work Pass, Student’s Pass, Long-Term Visit Pass)

Similar to the VTL (Air), non-Malaysian males on Work Permit and S Passes in the CMP sector, and workers living in dormitories aren’t eligible to travel via VTL (Land). Employers of CMP workers must obtain entry approvals from MOM , while all other employers may apply under the  WPHL .  Malaysian males Work Permit holders are allowed to travel via the VTL (Land), but must isolate themselves in a dorm if they test positive for the on-arrival ART.

In addition, travellers to Singapore via VTL (Land) must fulfil these vaccination requirements/conditions:

  • Be fully-vaccinated and meet the minimum required doses at least two weeks before arrival in Singapore
  • Remain in Malaysia, Singapore, or any other VTL country in the past 14 days
  • Take a PCR test or ART clinic/medical facility recognised by the Malaysia Health Ministry two days before departing to Singapore. The PCR test must be in English and contain the following: a negative test result, the traveller’s name, date of birth and passport number, date and time of the test, and name of the institution conducting the COVID-19 test
  • Arrive in Singapore from Malaysia via the designated bus services by Transtar Travel or Causeway Link
  • Undergo an a supervised ART within 24 hours of arrival at Queen Street Terminal or Woodlands Temporary Bus Interchange
  • Download the TraceTogether app for contact tracing
  • For short-term visitors (travellers who are not SCs, SPRs, or Long-Term Pass holders), you must purchase a suitable COVID-19 travel/medical insurance with a minimum coverage of S$30,000 against COVID-19 medical expenses. You must bring the electronic or physical copy of your insurance plan with you to facilitate your entry into Singapore
  • Short-term visitors and Work Permit holders are also required to apply for VTP to enter Singapore, and upload the QR code in your vaccination certificate during the application if you were not vaccinated in Singapore. Long-Term Pass holders do not need to apply for a VTP
  • Submit your health declaration on your SG Arrival Card before you arrive in Singapore. For SCs/SPRs who were not vaccinated in Singapore, you must submit your vaccination certificate as part of your SG Arrival Card submission

Can unvaccinated children travel to Singapore via VTL (Land)?

Yes. Unvaccinated children 12 years old and below can travel via VTL (Land) and do not need to apply for a VTP or have a vaccination certificate. However, they must be accompanied by a fully-vaccinated adult VTL traveller. The child must also be either a Singaporean, SPR, Malaysian, or a Singapore Long-Term Pass holder. 

In addition, they must also take professionally-administered, pre-departure and on-arrival PCR tests/ARTs, and must also undergo self-administered ARTs on days two to seven of their arrival should they need to leave their place of residence. Children aged two and below are not required to take any COVID-19 tests.

VTL (Sea): what is it and which countries are available?

Fully-vaccinated travellers between Singapore and the islands of Bintan and Batam in Indonesia, will be able to travel via the VTL (Sea) from 25 February onwards.

Travellers can travel between Tanah Merah Ferry Terminal to Nongsapura International Ferry Terminal (NIFT) in Batam and Bandar Bintan Telani Ferry Terminal (BBTFT) in Bintan without needing to be quarantined. The ferry services will be operated by Batam East and Bintan Resort Ferries.

For now, there will be a cap of 350 travellers from Bintan and 350 from Batam under the VTL (Sea). Here's what you need to know about the VTL (Sea):

VTL (Sea): eligibility and requirements

Vtl (sea): entry requirements to singapore.

Only the following groups of fully-vaccinated travellers can enter Singapore via the VTL (Sea):

  • Long-term Pass Holders
  • Short-term visitors

Like the air and land VTLs, the VTL (Sea) isn't available for non-Malaysian males on Work Permit and S Passes in the CMP sector, and workers living in dormitories. Employers of CMP workers must obtain  entry approvals from MOM , while all other employers may apply under the  WPHL . 

In addition, you must also meet these requirements:

  • You must be fully vaccinated at least two weeks before arrival in Singapore
  • Have an accepted proof of vaccination (digital or physical) that's either reflected on your TraceTogether/HealtHub app, PeduliLindungi app, or Singapore Vaccination HealthCerts issued via the Notarise portal with a QR code. You must present this to the ferry service operator staff and immigration officers for clearance
  • Have only travelled to a VTL region or Singapore in the last seven days
  • Arrive in Singapore via the designated VTL (Sea) ferry services
  • Take a pre-departure PCR test or professionally-administered ART two days prior to arrival in Singapore
  • Take an on-arrival ART at Quick Test Centres (QTCs) or Combined Test Centres (CTCs) within 24 hours of arrival and self-isolate until you get a negative result
  • Fully-vaccinated travellers who have recently recovered may be exempted from COVID-19 tests under these conditions
  • Apply for a VTP (Long-Term Pass holders and short-term visitors only)
  • Travel insurance with a minimum COVID-19 coverage of S$30,000 (short-term visitors only)
  • Download TraceTogether app for contact tracing
  • Have hotel booking confirmation and return ferry ticket corresponding to your duration of hotel stay in Singapore (short-term visitors only)
  • Entry visa (if applicable)

Can unvaccinated children travel via the VTL (Sea)?

Yup they can. However, like the air and land VTLs, they must be accompanied by a fully-vaccinated adult and meet the vaccination requirements above. They also don't have to apply for a VTP.

Unvaccinated children aged two and below are excluded from COVID-19 tests.

How much do PCR tests and ART kits cost?

In general, COVID-19 tests are still required in most VTL destinations. Needless to say, you must also consider the additional costs as part of your budget before travelling via VTLs.

Luckily, ART kits aren’t expensive; in fact, at the time of writing, you can snag one from places like Watsons for as low as S$6.60.

If you can’t get your hands on an ART kit, don’t fret: you can also take an ART for as low as S$15 at QTC) nationwide, which will be supervised by an approved COVID-19 test provider. 

If you prefer to have an ART done by a professional instead, the lowest we could find is at Sata CommHealth for S$28. 

On the other hand, a PCR test is more expensive; the lowest pre-departure PCR test we could find is from Minmed for S$105. 

Last but not least, the mandatory on-arrival PCR test at Changi Airport will cost S$125 (including GST). 

Conclusion: should you travel via VTL?

While the cost of travelling via VTL can be pricey and the vaccine requirements are mostly still strict, it offers an opportunity for us to reconnect with our loved ones in other countries after years of travel restrictions. 

For many, it’s also a warm reminder of the pre-pandemic days, where we could travel freely and be excited about travelling overseas. However, keep in mind that COVID-19 cases are climbing globally. Therefore, it’s vital that you adhere to the vaccine requirements, particularly if you’re travelling with children.

Travelling to Singapore on the Vaccinated Travel Lane? Here's all you need to know to enjoy quarantine-free entry.

If you have questions about how Singapore’s Vaccinated Travel Lane (VTL) scheme works, you’ve come to the right place. 

In this guide, I’ll walk through everything you need to know about quarantine-free travel to Singapore (and for Singaporeans, how to enjoy two-way quarantine-free travel). 

VTL: Eligible Countries

The following countries are currently part of the VTL, or will be added to the VTL in due course. 

VTL: Eligible Travellers

In order to be eligible for VTL travel to Singapore, travellers must meet the following criteria. 

If all these criteria are met, travellers will not need to serve an SHN on arrival in Singapore. 

ICA determines your 7-day travel history as follows:

If the scheduled day of departure of the traveller’s flight to Singapore is D (e.g. 19 October 2021), the traveller must have only been to one or more of the VTL countries/regions and/or Singapore from D-7 to D (i.e. 12 to 19 October 2021, if D is 19 October 2021).

And since it’s asked so many times, no, there’s no requirement for your VTL trip to be at least 7 days long. So long as your 7-day travel history only includes Singapore and/or the VTL country/any Category I country, you’re fine.

Vaccination Certificates

In addition to Singapore-issued vaccination certificates (which can be displayed via the TraceTogether or HealthHub app), the following proof of vaccinations are accepted:

  • Australia:   Department of Foreign Affairs and Trade (DFAT) issued  International COVID-19 Vaccination Certificate (ICVC) .
  • Brunei :   BruHealth  issued in Brunei   + present  Vaccinated Travel Pass ( VTP ) .  
  • Cambodia:   Covid-19 Vaccination Card issue d  by the Ministry of Health /Ministry of Defence in Cambodia   (starting 16 December 2021) .

  • Sri Lanka:  Certificate of Covid-19 Vaccination issued by the Sri Lankan Ministry of Health (starting 16 December 2021).  
  • Thailand:  International Covid-19 Vaccination Certificate issued by the Department of Disease Control, Ministry of Public Health, Thailand (starting 14 December 2021).
  • The UK:   National Health Service (NHS) COVID Passes  downloaded from the NHS mobile app.
  • The  Smart Health Cards (SHC)  format on the CommonTrust Network (CTN) or the  Vaccination Credential Initiative (VCI) .  SHCs  can also be digitally verified on  the  SMART Health Card Verifier app .
  • A physical vaccination record and a letter signed by the state, local health authority, or vaccination provider attesting to the travellers vaccination status will also be accepted. This letter must contain the traveller’s name and one other personal identifier, such as the date of birth or passport number; as well as the date and name of the vaccine administered.
  • Digital vaccination record retrieved from the public health database of the state or the local health authority .    

Children 12 and under

Unvaccinated children 12 and under (regardless of nationality) are permitted to travel into Singapore under the VTL, provided they are accompanied by a vaccinated traveller.

Note that there is no requirement for children 12 and under to apply for a Vaccinated Travel Pass.

Singapore: Pre-departure testing

Depending on which VTL country you are flying to, you may or may not require a pre-departure test. 

Entry Restrictions by Country

Here’s a summary of the VTL countries that require a pre-departure test for travellers from Singapore.

Do note that not all countries require PCR tests; some accept the cheaper ART swabs too. 

For reference, here’s an idea of how much you can expect to pay at the major medical chains (prices may differ by clinic location). 

Not all ART swabs listed above may be suitable for international travel (you need a results certificate stating your name, time of swab, birth date and passport number). When in doubt, check with the clinic. 

Collinson has partnered with Singapore Airlines to offer discounted pre-departure testing at Raffles Medical . Passengers can do a PCR test for S$115 (code: SIARMGPCR ), or an antigen rapid test for S$27 (code: SIARMGART ).

Travel Insurance

It’s highly recommended you purchase travel insurance that includes COVID-19 medical expense and quarantine coverage, as well as protection for trip cancellation and curtailment (should you test positive). 

The following underwriters provide this. 

I would avoid Allianz and NTUC Income, since they provide no quarantine allowance.

If you’re travelling to South Korea in particular, a minimum coverage of 30,000,000 KRW (~S$34,000) for COVID-19-related medical treatment and hospitalisation costs is required. All of the above policies except Aviva meet this requirement.

Flights from Singapore

Repeat after me: there is no such thing as a VTL flight from Singapore.

The VTL concept only applies to flights returning to Singapore; on the outbound leg, you’re free to take any flight you please…with some caveats.

First of all, if your trip is 7 days or less, you’ll need to avoid transiting in non-VTL countries (except Category I) when flying out of Singapore. That’s because transits, no matter how short, will add that country to your 7-day travel history. It does not matter that you never technically entered that country!

Second, if the VTL country happens to impose restrictions on the country of transit, you transiting there may render you liable for quarantine on arrival in the VTL country. 

Therefore, the safest option is to take a non-stop flight, or a flight that transits in VTL country A, en route to VTL country B, where B does not impose restrictions on A. 

Will my vaccination certificate be recognised in day-to-day life?

One of the most commonly asked questions is how Singapore residents can prove their vaccinated status in countries where vaccination is required for day-to-day life. Will your HealthHub / Notarise certificate be accepted, or do you need to get it converted?

The good news is that if you’re travelling to Europe, Singapore vaccination certificates have been granted equivalency to the EUDCC, a decision that takes effect from 7 December 2021.  This means you’ll be treated the same way as any other vaccinated EU citizen, simply by showing your Notarise certificate.

While Overseas

While overseas, you may travel from VTL country to VTL country and still be eligible for an SHN waiver on return to Singapore,  provided you do not pass through a non-VTL country in the process (unless it’s a Category I or EEA country).

If at any time you set foot in a non-VTL, non-Category I and non-EEA country, you will need to return to a VTL country/countries and wait 7 days before coming back to Singapore. 

VTL Country: Pre-departure testing

All travellers to Singapore must undergo a pre-departure COVID-19 ART/PCR test within 2 days of boarding their flight to Singapore. This means that if your flight departs at 8 p.m on 18 December 2021, you can take your test anytime from 12 a.m on 16 December 2021.

A negative result certificate must be obtained in English, from a recognised laboratory, clinic or medical facility. The certificate must mention the date the test was taken, traveller name and either date of birth or passport number as stated in the passport.

The MOH does not mention specific testing facilities for VTL countries (except Korea ), and travellers are advised to check with the local Department of Health for approved test providers.

I realise that’s uncomfortably vague for some people, but your hotel concierge should be able to assist with this. Use common sense- any swab provider in an airport or major hospital/clinic should pass muster, and Singapore Airlines provides a list for reference as well.

Germany VTL: Pre-departure COVID-19 PCR testing in Munich

Positive Result: Now What?

If your pre-departure COVID-19 test comes back positive:

  • The local health authorities will order/advise self-isolation (example: Germany ), the strictness of which depends on the country. This may last anywhere from a few days to two weeks, or until you can clear a follow-up PCR test
  • You may return to Singapore after 72 hours if a follow up PCR/professionally-administered ART comes back negative; otherwise you may return after 7 days without any testing requirement. This is in line with Singapore’s eased measures for recently recovered travellers

If your symptoms are mild or if you’re asymptomatic, it’s highly unlikely you’ll be sent to hospital- most of the VTL countries (Korea aside) don’t even operate a system of government-run quarantine facilities like Singapore. Home recovery (or a hotel, in the case of tourists) is the default option in most places. 

This means it’s imperative to get travel insurance with a COVID-19 quarantine allowance, to help defray some of the additional hotel and food costs should this happen. 

Singapore Airlines will refund the unused portion of your ticket with cancellation fees waived, should you test positive for COVID-19 during your pre-departure test. Alternatively, you will be able to make complimentary changes under their existing flexibility policy. 

VTL Flights to Singapore

VTL travellers must return to Singapore on a designated VTL flight in order to avoid an SHN on arrival. You can find the full details of VTL flights in the links below. 

Entering Singapore on a non-VTL flight means you’ll be subject to regular border control measures, depending on your 7-day travel history. The rules of the strictest country apply, e.g. if your 7-day travel history features Category I and General Travel (non-VTL) countries, the latter applies.

For the most up to date list of countries by category, do refer to the ICA’s SHN and Swab Summary page.  

Vaccinated Travel Pass (VTP)

This is an additional step for work permit or short-term visitors, and is not required for Singapore citizens, permanent residents, or long-term passholders.

VTP applications are open for travellers intending to enter Singapore 3 to 60 days after today. Travellers not entering Singapore during this date range should come back on a later date to apply. A VTP is valid for entry up to 13 calendar days after the traveller’s chosen date of entry.

VTPs are approved or rejected instantly (and there’s no need for your employer to get involved, unlike general re-entry approval), and there is no fee involved. Be careful of websites that look like the real thing, but charge a fee!

Each traveller requires their own VTP, except children aged 12 or under.

Recently recovered?

If you’re fully vaccinated and have recently recovered from a COVID-19 infection, you will not be required to undergo pre-departure testing or testing on arrival in Singapore, and will be exempt from SHN regardless of whether you return on a VTL or non-VTL flight. 

This is provided you can present either of the following documents:

  • a positive COVID-19 PCR or professionally-administered ART result dated between  7-90 days  before date of departure to Singapore  or
  • a discharge memo 

Either document must:

  • state the traveller’s name and at least one other personal identifier (e.g. date of birth, passport number)
  • state the date of infection or discharge date, which must be within  7-90 days  before the date of departure for Singapore
  • be issued by a relevant state authority or licensed medical professional

In other words, the only test requirements that apply to you in this scenario is the pre-departure ART/PCR test before travelling to Sri Lanka.

I think if you test positive for your pre-departure test and wait 14 days, you still have to do another PCR test before you can fly back to Singapore on a VTL flight. Does anyone knows what happens if you test positive a second (or third, or fourth) time despite having recovered? Will SQ let you board / ICA let you in? Yes, you are correct. I’ve friends who have contracted covid-19 and test positive on PCR 1 month after they have recovered.

I am a recovered covid-19 patient and I’m tested PCR positive on day 7 even though i’ve recovered. ART tests came back negative.

MOH do not need recovered covid-19 patients to do a PET testing for up to 270 days after they have recovered due to this issue of positive tests on PCR even after recovering from covid-19 when they are shedding the virus tissues. Does this exemption of PET apply to VTL?

Important add on to the ART/PCR for Italy. It is NOT 72 hours before departure, but 72 hours before ARRIVAL. I was just there and confirmed this with the embassy.

The wording in https://safetravel.ica.gov.sg/sc-pr/vtl states that travellers “should defer their travel” if they were diagnosed with COVID-19. Do you know with certainty if the previous wording was “travallers should not travel” ?

If so, do you think it means a relaxation of ICA’s stance on testing positive? That is, even if you tested positive on Day 0 of your PDT, you can fly back within 14 days as long as you can produce a subsequent negative PDT Let me know your thoughts.

I am a recovered covid-19 patient and I had some mild symptoms like sore throat and running nose. I recovered quite fast and my mild symptoms disappeared on Day 5 and i tested negative on ART from day 6 onwards even though my Day 6 PCR test was positive. I’ve heard of instances where recovered covid-19 patients were still testing PCR positive with a CT value higher than 25 1 month after they contracted covid-19. I am planning to go to Spain, which does not require any pre-departure test from Singapore. However, the flight to Barcelona transits in Milan. I wasn’t aware they needed two QR codes. From what I understand, so long as you have an EUDCC issued in the Netherlands, you’re fine. Don’t worry about it.

Hi Aaron, now I heard it’s not about the 2 QR code’s. But the problem is the EU DCC shows only one date of the second jab but not the date of the first one. ICU is facing this problem daily they say. Hopefully this won’t be a problem soon.

Update: EU DCC just updated the QR code. There are now 2 QR codes available for the 2 dates!

Anyone knows if I can take the regular Antigen Test at one of the approved centers and use that as Covid19 test requirement going to United States? My confusion stems from Raffles and other clinics telling me that ART is only valid for 24 hours while US requires 3 days before departure to test. Does it mean that if I want to take ART, I must take it within 24 hours of my departure time going to US? Coming back to Singapore, I understand only PCR is accepted.

I just got a hold of RafflesMedical and thought I would share here that their ART result will include dob and passport number, but the price quoted to me was $42 per pax. I have decided to take the ART within 24 hours of my departure just to be on the safe side.

Hi Aaron, I tried calling Korean Air and it seems they do care which flights are VTL when it comes to Korea. On the phone they mentioned I needed to change my 15th Nov flight to 16th because otherwise I needed to quarantine since their VTL flights only begin on 16 Nov (SIN-ICN/KE646). For Singaporeans travelling from UK to SG, for pre-departure we are required to take PCR or ART (not self administered). ART is almost half the cost of PCR. However, in UK they call it Antigen lateral flow test. Can i confirm if that will be recognized as ART. This way, will not need to spend money in UK for PCR

It is highly recommended you visit Bintan during the months of October to early December. The air is cool and dry and there are not yet many tourists (compared to the peak season of late December to early January). The period after school holiday from March to April is also a great time to visit as there are many amusing festivals in and around Bintan. 

Bintan is a safe place to be in. Here and there there can be petty crimes such as pick pocketing, so beware of your belongings.

It really depends on how much time you have got. The minimum recommended duration is 3 days while you can stay as long as 1 week to fully enjoy the city. Although Bintan island does not seem to have a lot of things to do at first sight, one will have to dig deeper to know the must-dos. From nightly street food scenes to the hidden shopping alleys, and occasional visit to craft village, specially in Tanjung Pinang. SINGAPORE: Border measures in Singapore will be simplified to facilitate the arrival of travellers who are less likely to become severely ill with COVID-19 and burden the country's healthcare system while they are here. 

"As Singapore’s incidence rate is now comparable with most overseas destinations, imported cases are unlikely to affect the trajectory of local cases," said the Ministry of Health (MOH) on Wednesday (Feb 16). 

Singapore also announced the launch of new vaccinated travel lanes (VTLs) with Hong Kong and other regions on Wednesday. VTL quotas are also set to be restored and progressively increased. 

Here's what you need to know:  

HONG KONG VTL

As a Category I region, travellers from Hong Kong, including those who are unvaccinated, have been able to enter Singapore under a unilateral opening arrangement.

This arrangement will cease at 11.59pm on Feb 24 following MOH's review of the COVID-19 situation there. 

A new one-way VTL will replace it, meaning travellers from Hong Kong will now have to be fully vaccinated to be able to enter Singapore quarantine-free.

Air travel pass (ATP) applications for travel from Hong Kong will close at 11.59pm on Feb 17. 

Travellers with travel history to Hong Kong and who have valid ATPs can enter Singapore until 11.59pm on Feb 24. All ATPs for entry into Singapore from Hong Kong after this time will be rescinded.

Travellers with travel history to Hong Kong will be able to apply for a vaccinated travel pass (VTP) to enter Singapore from 10am on Feb 22 for entry on or after Feb 25.

FIVE MORE VTL COUNTRIES, MORE LINKS TO THAILAND

Previously announced VTLs with Qatar, Saudi Arabia and the United Arab Emirates, which were deferred amid the emergence of the Omicron variant , will be opened from Feb 25.

Travellers from these countries can apply for VTPs from 10am on Feb 22.

New VTLs with Israel and the Philippines were also announced on Wednesday, with two-way quarantine-free travel between Singapore and these countries to be established on Mar 4.

The VTL for Thailand will also be extended beyond Bangkok to include flights from all cities in Thailand, said the Civil Aviation Authority of Singapore (CAAS).

"Airlines that plan to operate from more cities from Thailand under the VTL may submit their plans for designated flights to CAAS for approval," the authority said.

Malaysia land vtl quotas to be reinstated.

In an effort to slow the spread of the Omicron variant, Singapore cut the quota for its land VTL with Malaysia by 50 per cent in December.

This quota will be fully reinstated from Feb 22, the Ministry for Trade and Industry (MTI) said. Sales for additional bus tickets from Feb 22 have commenced.

"As the imported cases are now unlikely to affect the trajectory of local cases, the Ministry of Trade and Industry will be restoring the VTL (Land) quota and streamlining the border measures for VTL (Land)," MTI said.

The streamlined measures are the same as those that apply to air VTLs.

SEA VTL WITH BATAM, BINTAN 

Two-way quarantine-free travel between Singapore and the islands of Batam and Bintan will be possible from Feb 25 when Singapore launches sea VTLs .

Indonesia currently allows travellers from Singapore to travel under its travel bubble to Nongsapura International Ferry Terminal in Batam and Bandar Bintan Telani Ferry Terminal in Bintan, without the need for quarantine.

Under the sea VTL, the usual rules apply - travellers to Singapore must be fully vaccinated and they must have a physical or digital proof of vaccination recognised by Singapore authorities.

Two COVID-19 tests will be required. The first, before departing Batam or Bintan, and the second, upon arrival in Singapore.

FEWER CATEGORIES 

Existing Categories II, III and IV will be combined into a single General Travel category. Fully vaccinated travellers arriving via VTL arrangements can continue to enjoy quarantine-free border measures. 

Travellers from Category I countries or regions, such as Macau, Taiwan and China, can continue to enter Singapore without going through quarantine. Hong Kong, which is currently a Category I, will be reclassified to the General Travel category from Feb 25.

There will also be a new Restricted category for countries or regions with developing COVID-19 situations that may call for stricter border measures to be imposed on arrivals. There are no countries or regions in this category now, said MOH. 

In view of the shorter incubation period of the Omicron variant, the duration for stay-home notices will also be standardised to seven days across all country or region categories. 

This will take effect for travellers arriving in Singapore from 11.59pm on Feb 21.

SIMPLER REQUIREMENTS FOR VTL TRAVELLERS

From 11.59pm on Feb 21, the enhanced seven-day testing regime for VTL travellers arriving in Singapore will be discontinued.

In addition, Category I and VTL travellers will no longer need to perform on-arrival polymerase chain reaction (PCR) tests at Changi Airport.

Instead, they will have up to 24 hours from their entry to take a supervised self-swab antigen rapid test (ART) at one of the testing centres located across Singapore. 

Except for going for the swab test, travellers are required to isolate at their place of accommodation until they have tested negative. They should also take private transport when travelling to and from the test centres. 

The travel history requirement will be reduced from 14 days to seven days for VTL travellers. 

They must have remained only in one or more of the VTL countries or regions, or a Category I country or region, in the last seven consecutive days prior to their departure to Singapore. 

Vaccinated long-term pass holders will also no longer have to obtain a VTP or an entry approval to enter Singapore.

From 11.59pm on Feb 21, only short-term visitors and work permit holders eligible to travel via VTLs will have to apply for a VTP to travel to Singapore on a VTL flight.

Hi, My parents and I have joined SA Tour's 14D European Treasure Trove (EETT14) from 3-16 Dec 2022. We are very grateful to Cyril for all the assistance that he rendered to my family and me throughout the trip. My parents are elderly (age 67 and 72) and compared to other tour members, needed more time to walk and help with luggage. At Jungfraujoch, I was impressed that Cyril prepared sweets and ginger to help all tour members gain the energy to adjust to the high-altitude effect as well as reminded us regularly to walk slowly and be careful of the slippery surfaces. Cyril's care and concern for the safety and comfort each member has been prevalent throughout the tour. At each hotel, Cyril has done his best to accommodate needs of the families travelling together (swapping rooms where necessary) and helped everyone with our heavy luggage such that any inconveniences were kept to the minimum. My family has been travelling to Europe for several years before Covid so we are familiar with the long distances expected in the itinerary and are cognisant that we will only be staying for a short time in each city. This is my third visit to Italy and my mother's second visit; visiting Sistine Chapel at Vatican City during each trip. Through our description of Sistine Chapel, my father (a devout Christian) was looking forward to visiting it at the Vatican City during this trip to Italy (his first visit). We realised that the visit to Vatican City did not include Sistine Chapel while we were waiting to enter the St Peter's Basilica. My father was distraught and kept saying that he really wanted to visit the Sistine Chapel once in his lifetime and at his age, he may have a chance to return to Italy again. Cyril heard my father saying this and explored with the local tour guide on how we can fulfil my father's wish to visit Sistine Chapel though my mother and I were explaining to my father that we should just continue with the tour itinerary in order not to inconvenience the other tour members. As we are in Rome on 14 and 15 Dec (15 Dec was a free day), it may be possible for my family to return to Vatican City to visit Sistine Chapel on our own on 15 Dec before meeting the tour group at the airport. After discussion with Cyril and the local tour guide, we decided that the best approach would be to skip the next leg of the walking tour in Rome (14 Dec) to Colosseum and go to Sistine Chapel (next to St Peter's Basilica) while we are still in Vatican City. We will catch up with the tour group at Trevi Fountain. As the local guide is with our tour group throughout the walking tour and will take care of the safety of 17 members, Cyril quickly brought the 3 of us to the entrance of Musei Vaticani to get tickets before he ran back in the rain to catch up with the tour group at the Colosseum. We went for a short route to Sistine Chapel and took a taxi to Trevi Fountain to meet the group within 2 hours to continue our walking tour to Spanish Steps. Cyril could have left the 3 of us to locate the entrance of Musei Vaticani on our own (which I offered) and stayed with the 17 members of the tour group and the local guide on the walking tour. Cyril went with us because it was raining the entire day and he was concerned about whether we can locate the entrance in time, particularly with my elderly parents. At the same time, the local guide was with 17 members of the tour group ensuring their safety while Cyril quickly caught up with them; drenched in the process. We apologise for the inconvenience caused to Cyril and the other members of the tour group to fulfil my father's wish. Weighing the options, this approach caused the least inconvenience to the rest of the tour members. It meant a lot to my family that Cyril made the extra effort to fulfil my father's wish to visit Sistine Chapel in his lifetime. My family and I have joined many packaged tours over the past 14 years. We know what a tour leader would typically do in a packaged tour. From this trip after Covid, we also saw that many things changed in Europe. Cyril has struck us as a tour leader who went above and beyond the typical role of the tour leader and went through hardship (carrying heavy luggage up flights of stairs at hotels) to ensure the safety and comfort of tour members. My parents and I would like to express our deepest appreciation for Cyril's assistance during our tour to Europe from 3 to 16 Dec 2022. I will like to take this opportunity to thank my tour manager Mr Cyril Sheng for the great experience that he has given me and my wife for the honeymoon holiday. Firstly, Mr Cyril Sheng has been very accommodating and very detailed in his daily itinerary planning for the whole trip. There were many requests put up during the trip by many passengers on an adhoc basis. Without any hesitation, he has been in the forefront to take care of all our needs and wants within the time limit. He has paid detailed attention to an elderly couple who wanted to pay their respects in the 16th Chapel whilst he ensured that we are safe in the hands of the local guide. He went the extra mile to reach our next destination on foot after bringing the couple which is admirable. Mr Cyril has also showed the care and concern for all his passengers. Since my wife and I are on a special diet of vegetarian and having fish and eggs, he ensured that we are served the right food at all times. This is an admirable character of his. What touched me was he came over to all his passengers including us to ensure the right food is served. When some of the fellow passengers changed their dietary requirements, he went the extra mile to change without any complaints. This is the star quality that we see in him. In addition, when my wife needed to go to the toilet as she was not feeling well, without much hesitation or complaints, he directed the bus captain to detour to show care and concern. He also checked in twice on the same day to see if she was fine and checked in again the next day. This is something that I have not seen in other tour manager in other agencies. In Switzerland, whilst other tour managers in other groups only brought their passengers up, Mr Cyril has gone the extra mile to buy sweets for passengers to have sugar and go up the mountain. This was on his own accord. He ensured all passenger young and old were fine throughout the journey. When an elderly passenger was not well,he rushed to help her and assisted the family. He also spent his own money to get doughnuts for his passengers. I am also amazed that Mr Cyril Sheng went the additional mile to carry all the luggage for his passengers. To the Management of SA Tours, I have just returned from the Hokkaido Package 8 days tour from 11 to 19th of May on the Scoot Flight Package.I would like to mention something today that is on every leisure traveller’s dream to have a pleasant and memorable trip just outside my usual business travels. When we landed in Sapporo , we were greeted with a 60 ?year old tour guide ( Tao yu , BEI ZI ) and my first impression was what can this lady do for the 8 days continuous journey that we are going to embark on while most of the time, I would expect a 30 to 40 years plus tour guide are the usual ones with the appropriate energy to carry us all the way throughout the comprehensive journeys . What we know about the container ship that crashed into the Baltimore bridge

A container ship crashed into a major bridge in Baltimore early Tuesday, causing its collapse into the Patapsco River.

A livestream showed vehicles traveling on the Francis Scott Key Bridge just moments before the impact at 1:28 a.m. ET.

Baltimore first responders called the situation a "developing mass casualty event" and a "dire emergency," per The Associated Press.

James Wallace, chief of the Baltimore Fire Department, said in a press conference that two people had been recovered from the water.

One was uninjured, but the other was transported to a local trauma center in a "very serious condition."

Wallace said up to 20 people were thought to have fallen into the river and some six people were still missing.

Richard Worley, Baltimore's police chief, said there was "no indication" the collision was purposeful or an act of terrorism.

Wes Moore, the governor of Maryland, declared a state of emergency around 6 a.m. ET. He said his office was in close communication with Pete Buttigieg, the transportation secretary.

"We are working with an interagency team to quickly deploy federal resources from the Biden Administration," Moore added.

Understanding why the bridge collapsed could have implications for safety, in both the shipping and civil engineering sectors.

The container ship is the Singapore-flagged Dali, which is about 984 feet long, and 157 feet wide, per a listing on VesselFinder.

An unclassified Cybersecurity and Infrastructure Security Agency report said that the ship "lost propulsion" as it was leaving port, ABC News reported.

The crew notified officials that they had lost control and warned of a possible collision, the report said, per the outlet.

The Dali's owner is listed as Grace Ocean, a Singapore-based firm, and its manager is listed as Synergy Marine, which is also headquartered in Singapore.

Shipping news outlet TradeWinds reported that Grace Ocean confirmed the Dali was involved in the collapse, but is still determining what caused the crash.

Staff for Grace Ocean declined to comment on the collision when contacted by Business Insider.

"All crew members, including the two pilots have been accounted for and there are no reports of any injuries. There has also been no pollution," Synergy Marine said in a statement.

The company did not respond to a request for further comment from BI.

'Horrified'

Maersk chartered the Dali, with a schedule for the ship on its website.

"We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected," the Danish shipping company said in a statement.

Maersk added: "We are closely following the investigations conducted by authorities and Synergy, and we will do our utmost to keep our customers informed."

Per ship tracking data, the Dali left Baltimore on its way to Colombo, the capital of Sri Lanka, at around 1 a.m., about half an hour before the crash.

The Port of Baltimore is thought to be the largest in the US for roll-on/roll-off ships carrying trucks and trailers.

Barbara Rossi, associate professor of engineering science at the University of Oxford, told BI the force of the impact on one of the bridge's supporting structures "must have been immense" to lead to the collapse.

Dr Salvatore Mercogliano, a shipping analyst and maritime historian at Campbell University, told BI: "It appears Dali left the channel while outbound. She would have been under the control of the ship's master with a Chesapeake Bay pilot onboard to advise the master.

"The deviation out of the channel is probably due to a mechanical issue as the ship had just departed the port, but you cannot rule out human error as that was the cause of the Ever Forward in 2022 just outside of Baltimore."

He was referring to the incident two years ago when the container ship became grounded for a month in Chesapeake Bay after loading up cargo at the Port of Baltimore.

The US Coast Guard found the incident was caused by pilot error, cellphone use, and "inadequate bridge resource management."

Claudia Norrgren, from the maritime research firm Veson Nautical, told BI: "The industry bodies who are here to protect against incidents like this, such as the vessel's flag state, classification society, and regulatory bodies, will step in and conduct a formal investigation into the incident. Until then, it'll be very hard for anyone to truly know what happened on board."

This may not have been the first time the Dali hit a structure.

In 2016, maritime blogs such as Shipwreck Log and ship-tracking site VesselFinder posted videos of what appears to be the stern of the same, blue-hulled container vessel scraping against a quay in Antwerp.

A representative for the Port of Antwerp told BI the Dali did collide with a quay there eight years ago but couldn't "give any information about the cause of the accident."

The Dali is listed as being built in 2015 by Hyundai Heavy Industries in South Korea.

Search operations near the Key Bridge collapse have shut down for the night due to dangerous conditions, but the process of underwater mapping with many local, state and federal dive teams will begin Wednesday, Baltimore City Fire Chief James Wallace told CNN’s Anderson Cooper Tuesday night.

Wallace said the portion of the Patapsco River is “tidal influenced, so it goes through tide cycles just like the open waters of the Chesapeake Bay does.”

The water depths in the area under the bridge vary from 40 feet to more than 60 feet, Wallace said. The deeper the divers go, the colder the temperatures they encounter, and the visibility is zero, he added.

 Wallace said when crews arrived Tuesday morning, the surface water temperatures of the Patapsco River were about 47 degrees with an air temperature of 44-45 degrees.

The Francis Scott Key Bridge collapsed early Tuesday after a massive container ship lost power and crashed into the iconic Baltimore bridge, sending people and vehicles into the frigid Patapsco River.

Six people, believed to be part of a road construction crew, are presumed dead and the Coast Guard has ended its active search and rescue mission.

Here's what you should know about the historic bridge:

  • How old?: The Francis Scott Key Bridge, also referred to as just the Key Bridge, opened to traffic in March 1977 and is the final link in the Baltimore Beltway, according to the Maryland Transportation Authority (MDTA.) It crosses over the 50-foot-deep Patapsco River, where former US attorney Francis Scott Key found inspiration to write the lyrics to the Star Spangled Banner, the MDTA says.
  • How long?: The bridge was 1.6 miles long when standing, MDTA reports.
  • Traffic volume: More than 30,000 people commuted daily on the bridge, according to Maryland Gov. Wes Moore.
  • How much did it cost?: The bridge cost $60.3 million to build, MDTA says. Since its collapse, President Joe Biden said he’s committed to helping rebuild the bridge as soon as possible.
  • About the port: Baltimore ranks as the ninth biggest US port for international cargo. It handled a record 52.3 million tons, valued at $80.8 billion, in 2023. According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services.
  • About the ship: The bridge collapsed after a container vessel called Dali collided with one of its supports. Dali is operated by Singapore-based Synergy Group but had been chartered to carry cargo by Danish shipping giant Maersk . The ship is about 984 feet long , according to MarineTraffic data. That’s the length of almost three football fields.

Baltimore woman says bridge collapse was "like a piece of family dissolved"

For longtime Baltimore resident, Ceely, who opted not to share her last name, seeing footage of the Francis Scott Key Bridge collapse  Tuesday was deeply personal.

“I was very heavy-hearted,” Ceely told CNN. “Very tearful, thinking about the families whose loved ones may be in the water and just remembering when the bridge was constructed, and it was just like a piece of family dissolved.”

Ceely was at a prayer group Tuesday morning when she saw the news. She recalled being afraid when she first crossed the bridge while in Ford Maverick in 1975, but grew to like it because it saved time on the road.

“It was a main artery just like a blood line. It was a main artery to the other side of town. It was awesome. It beat going through the city all the time,” she said.

Elder Rashad A. Singletary , a senior pastor who led Tuesday night’s vigil at Mt. Olive Baptist Church told CNN that many church members watched the bridge's construction.

"It’s a part of the community. A lot of our individuals in our congregation drive that bridge to go to work, and so now it’s really a life changing moment,” he said.

More than 18 hours after the collapse of the Baltimore bridge, Maryland Gov. Wes Moore said it was a heartbreaking conclusion after the Coast Guard ended the search-and-rescue operation for the six people who were on the bridge when it collapsed.

It's a "really heartbreaking conclusion to a challenging day," he said.

"We put every single asset possible — air, land and sea" to find the missing people, he told reporters on Tuesday evening. "While even though we're moving on now to a recovery mission, we're still fully committed to making sure that we're going to use every single asset to now bring a sense of closure to the families," the governor added.

6 people presumed dead after Baltimore bridge collapse, Coast Guard says. Here's what we know

As the sun sets in Baltimore, six people are presumed dead after a major bridge collapsed overnight Tuesday, according to the Coast Guard. The Francis Scott Key Bridge came down around 1:30 a.m. ET after a cargo ship collided with it.

The Coast Guard said it has ended its active search-and-rescue operation for the missing construction workers who were on the bridge when it collapsed.

  • What we know: Eight people were on the bridge when it fell, according to officials. At least two people were rescued — one was taken to the hospital and has been discharged . The Coast Guard has been searching for six other people. But, around 7:30 p.m. ET, the Coast Guard said it has transitioned to a “different phase” of operation, now it did “not believe we are going to find any of these individuals alive,” Rear Adm. Shannon Gilreath said.
  • About the ship: The bridge collapsed after a container vessel called Dali collided with one of its supports. The vessel is operated by Singapore-based Synergy Group but had been chartered to carry cargo by Danish shipping giant Maersk . The US Embassy in Singapore has been in contact with the country’s Maritime and Port Authority, a State Department spokesperson said.
  • The investigation: The National Transportation Safety Board is leading the investigation into the collapse. A team of 24 experts will dig into nautical operations, vessel operations, safety history records, owners, operators, company policy and any safety management systems or programs, said NTSB Chair Jennifer Homendy. A voyage data recorder will be critical to the investigation, she added. 
  • Vehicles on the bridge: Officials are also working to verify the numbers of how many cars and people were on the bridge, Homendy said. Gov. Wes Moore said the quick work of authorities in closing the bridge had saved lives . Radio traffic captured how authorities stopped traffic and worked to clear the bridge seconds before the impact . Maryland State Police Secretary Col. Roland L. Butler Jr. said there is a “ distinct possibility ” more vehicles were on the bridge, but authorities have not found any evidence to support that.
  • Looking ahead: NTSB will look into how the bridge was built and investigate the structure itself, including if it was flagged for any safety deficiencies , Homendy said. The federal government has also directed its resources to help with search and rescue, to reopen the port and rebuild the bridge, Vice President Kamala Harris said . Earlier, President Joe Biden said t he federal government will pay to fix the bridge.
  • The economy: Transportation Secretary Pete Buttigieg warned the collapse will have a serious impact on supply chains . Until the channel is reopened, ships will likely already be changing course for other East Coast ports. Ocean carriers are already being diverted from the Port of Baltimore, where the bridge collapsed, to the Port of Virginia to “keep trade moving."

NTSB will likely board the ship on Wednesday

The National Transportation Safety Board (NTSB) team will likely board the MV Dali for the first time on Wednesday, Chair Jennifer Homendy told CNN.

Right now, investigators are identifying their first investigative targets, including who they will interview and which entities will be party to the investigation, Homendy said.

Investigators are also preparing to look at the structure of the bridge and any debris that fell to the Patapsco River and onto the ship itself, she added.

Of the 24 NTSB investigators on the scene, Homendy said a specialized team would determine who was controlling the vessel and who was on the ship’s bridge at the time of the crash.

Ship suffered a total blackout before the collision with bridge, pilot association official says

The pilot of the ship that crashed into the Baltimore bridge Tuesday did “everything that he could have done” to slow the ship and keep it from drifting toward the bridge, said Clay Diamond, executive director and general counsel of the American Pilots Association.

Diamond has been in close communication with the Association of Maryland Pilots over what unfolded on the Dali cargo ship in the moments leading up to the crash. 

 “Just minutes before the bridge, there was a total blackout on the ship, meaning that the ship lost engine power and electrical power, it was a complete blackout,” Diamond told CNN. 

At that point, according to Diamond, the pilot did “everything that he could have done” to both slow the ship down and keep it from drifting to the right, toward the bridge.

The pilot quickly gave a string of orders, calling for a hard rudder to port — as far left as possible — and for the anchor to be dropped.

Additionally, Diamond said, the pilot was the one who contacted the pilot dispatch office to shut down traffic to the bridge. 

“Those were all the appropriate steps but it happened so quickly and with so little lead time ... neither one of those maneuvers were enough,” Diamond said. 

Diamond pointed out that while the lights on the boat could be seen turning back on — likely due to an emergency generator activating after the initial blackout — the ship’s engines never got running again. 

Maritime pilots, who are required to be licensed, temporarily board a ship and help guide the vessel as it maneuvers through local waters. Pilot training programs are extensive and rigorous, according to Diamond, requiring years of experience navigating ships on the water, classroom simulations, and working under the supervision of licensed pilots. 

Authorities will make their "best effort" to recover the missing people to help families find closure, official says

Recovery efforts will be focused to find the missing people to provide closure to their families, said Col. Roland L. Butler Jr., secretary of Maryland State Police.

"At this point, we do not know where they are. But we intend to give it our best effort to help these families find closure," he said at a news briefing on Tuesday evening.

Conditions have changed and made it dangerous for first responders and divers to be in the water around the collapsed Baltimore bridge, Col. Roland L. Butler Jr., secretary of Maryland State Police, said at a news briefing on Tuesday.

This comes as authorities announced they're moving from a search-and-rescue operation to a recovery phase for the missing people.

"The changing conditions out there have made it dangerous for the first responders, the divers in the water," he explained. "We will still have surface ships out overnight."

Elaborating on the changing conditions, he said: "The last thing we want to do is put divers in the water with changing currents, low temperatures, very poor visibility, and so much metal and other an unknown objects in the water. All it takes is one object to strike an individual and all of a sudden we have a first responder trying to recover another first responder."

He said divers are expected to be back in the water at 6 a.m. ET on Wednesday when "we'll find ourselves in a better position to understand the dynamics of what we're dealing with, and to address the issues in a much safer manner."
