By your leave might be said by an inferior person (by status or military rank) when making a request to a superior to do something. Im modern day language it is equivalent to (I will do the thing) 'with your permission'.

What's the origin of the phrase 'Without so much as a by your leave'?

'Without so much as a by your leave' is an old phrase but is still often used when someone, who might have been expected to have asked permission first, is disapproved of for acting on their own authority. The expression began life in the early 19th century. The first mention that I can find of a version in print is from The New-England Magazine Volume 3 , September 1832:

The evil creature [a mosquito] ... lit upon my forehead. Already he had inserted his atrocious tube, and was drawing blood, without so much as the civility of By your leave.

An example of the precise current version came a few years later, in Blackwood's Edinburgh Magazine, Volume 51 , 1842:

"You [an itinerant peasant] have taken a place by our fire, without so much as a 'by your leave'".

This expression is an unusual example of a phrase made from two separate phrases. The form 'without so much as...' has been used since the 16th century to indicate that someone had failed to do something that they had been expected to do; for example, this piece from The Countesse of Pembrokes Arcadia , by Sir Philip Sidney, 1590:

Lifting his feete aboue his head, making a great deale of salt water to come out of his mouth, they layd him vpon some of their garments... At length, opening his eyes, he gaue a great groane... Hee (without so much as thanking them for their paines) gate vp. [ got up ]

Before we can decipher what 'without so much as a by your leave' means, we also need to understand 'by your leave'. I have to admit that, as a callow youth and when my mother used this phrase, I thought it was 'without a by or leave', not really knowing what a 'by' or a 'leave' might be.

The phrase 'By your leave' - meaning and origin.

To 'ask leave' of someone wasn't to request to depart their presence but to ask permission of them to do something and, as it would only be asked of someone who had the power to grant or bar such permission, it was often expressed as 'by your leave, sire'. That may be the association that has caused another misstated version of it, as 'by your liege'.

'Leave' has been used with the meaning of permission since at least the 9th century. It was still commonplace in Shakespeare's day and he used it numerous times in his plays, for example, in The Merchant of Venice , 1596:

Shylock: I pray you give me leave to go from hence.

Very soon after that comes the first example of 'by your leave' that I can find in print, in Henry Buttes'  Dyets drie dinner , 1599:

(by thy leaue) Ile be a Guest of thine.

Nikki Haley suspended her presidential campaign on Wednesday after being soundly defeated across the country on Super Tuesday, leaving Donald Trump as the last remaining major candidate for the 2024 Republican nomination.

Haley didn’t endorse the former president in a speech in Charleston, South Carolina. Instead, she encouraged him to earn the support of the coalition of moderate Republicans and independent voters who supported her.

“It is now up to Donald Trump to earn the votes of those in our party and beyond it who did not support him. And I hope he does that,” she said. “At its best, politics is about bringing people into your cause, not turning them away. And our conservative cause badly needs more people.”

Haley, a former South Carolina governor and former U.N. ambassador, was Trump’s first significant rival when she jumped into the race in February 2023. She spent the final phase of her campaign aggressively warning the GOP against embracing Trump, whom she argued was too consumed by chaos and personal grievance to defeat President Joe Biden in the general election.

Her departure clears Trump to focus solely on his likely rematch in November with Biden. The former president is on track to reach the necessary 1,215 delegates to clinch the Republican nomination later this month.

Haley’s defeat marks a painful, if predictable, blow to those voters, donors and Republican Party officials who opposed Trump and his fiery brand of “Make America Great Again” politics. She was especially popular among moderates and college-educated voters, constituencies that will likely play a pivotal role in the general election. It’s unclear whether Trump, who recently declared that Haley donors would be permanently banned from his movement, can ultimately unify a deeply divided party.

Trump on Tuesday night declared that the GOP was united behind him, but in a statement shortly afterward, Haley spokesperson Olivia Perez-Cubas said, “Unity is not achieved by simply claiming, ‘We’re united.’”

“Today, in state after state, there remains a large block of Republican primary voters who are expressing deep concerns about Donald Trump,” Perez-Cubas said. “That is not the unity our party needs for success. Addressing those voters’ concerns will make the Republican Party and America better.”

Haley has made clear she doesn’t want to serve as Trump’s vice president or run on a third-party ticket arranged by the group No Labels. She leaves the race with an elevated national profile that could help her in a future presidential run.

By staying in the campaign, Haley drew enough support from suburbanites and college-educated voters to highlight Trump’s apparent weaknesses with those groups.

In AP VoteCast surveys conducted among Republican primary and caucus voters in Iowa, New Hampshire and South Carolina, between 61% and 76% of Haley’s supporters said they would be so dissatisfied if Trump became the GOP nominee that they wouldn’t vote for him in the November general election. Voters in the early Republican head-to-head contests who said they wouldn’t vote for Trump in the fall represented a small but significant segment of the electorate: 2 in 10 Iowa voters, one-third of New Hampshire voters, and one-quarter of South Carolina voters.

Haley leaves the 2024 presidential contest having made history as the first woman to win a Republican primary contest. She beat Trump in the District of Columbia on Sunday and in Vermont on Tuesday.

She had insisted she would stay in the race through Super Tuesday and crossed the country campaigning in states holding Republican contests. Ultimately, she was unable to knock Trump off his glide path to a third straight nomination.

Haley’s allies note that she exceeded most of the political world’s expectations by making it as far as she did.

She had initially ruled out running against Trump in 2024. But she changed her mind and ended up launching her bid three months after he did, citing among other things the country’s economic troubles and the need for “generational change.” Haley, 52, later called for competency tests for politicians over the age of 75 — a knock on both Trump, who is 77, and Biden, who is 81.

Her candidacy was slow to attract donors and support, but she ultimately outlasted all of her other GOP rivals, including Florida Gov. Ron DeSantis, former Vice President Mike Pence and Sen. Tim Scott, her fellow South Carolinian whom she appointed to the Senate in 2012. And the money flowed in until the very end. Her campaign said it raised more than $12 million in February alone.

She gained popularity with many Republican donors, independent voters and the so-called “Never Trump” crowd, even though she criticized the criminal cases against him as politically motivated and pledged that, if president, she would pardon him if he were convicted in federal court.

New attacks by IS-linked group in Mozambique leave over 70 children missing. Thousands have fled

CAPE TOWN, South Africa (AP) — A surge of new attacks by an Islamic State-affiliated group in Mozambique’s Cabo Delgado province has left more than 70 children missing, with fears they may have drowned in a river or been kidnapped by militants as thousands of families fled, local authorities and a group of aid agencies said.

Around 30 families now seeking shelter in Nampula province to the south have asked police to help locate their children, according to a report released Wednesday by the Protection Working Group, a network of non-governmental organizations and United Nations agencies.

The attacks have hit areas that had been relatively untouched since the start of the jihadist insurgency in Cabo Delgado in 2017. They may mark a new stage in a crisis that aid agencies say forced more than a million people to flee their homes during nearly seven years of violence. Thousands were killed.

Cabo Delgado, Mozambique’s northernmost province that borders Tanzania, was thrust into the international spotlight in 2020 and 2021 when insurgents were accused of carrying out mass beheadings , including of children.

The U.N.’s migration agency said nearly 100,000 people were displaced between early February and early March after Islamic State Mozambique fighters launched a new offensive from their heartland in coastal central Cabo Delgado into the south. More than 61,000 of those displaced were children, it said.

Save the Children called it the largest displacement of children in Cabo Delgado in 18 months.

“There are repeated reports of beheadings and abductions, including multiple child victims,” Save the Children said.

The U.N. high commissioner for refugees, Filippo Grandi, is in Cabo Delgado and was due to update on the situation and humanitarian response on Thursday.

A total of 72 children have now been reported missing after the recent attacks, said Albertina Ussene, the Nampula provincial government’s director of gender, children and social action, who was quoted by the Lusa news agency. Ussene told a meeting of provincial officials this week that another 29 children had been reunited with their families.

The report by the Protection Working Group said around 27 villages in southern Cabo Delgado were attacked late last month. It said children and older people were reported to have drowned while trying to escape, and some men were believed to have been kidnapped.

The report said an unconfirmed number of people were killed and 500 buildings, including houses, churches and markets, were destroyed.

The U.N. children’s agency said the displacement of tens of thousands more people risks exacerbating cholera outbreaks due to overcrowding and the lack of clean water and sanitary facilities in displacement sites.

Insurgent attacks were relatively limited in Cabo Delgado last year. The head of the Mozambique army, Maj. Gen. Tiago Nampele, said in December that the troubled province was “90-95% secure.”

But over the weekend, Islamic State Mozambique fighters occupied the coastal town of Quissanga, one of Cabo Delgado’s district capitals, which the Mozambican military had left unprotected. The next day, insurgents beheaded three members of the security forces on a nearby island.

The army’s ability to stop the killings has long been questioned.

Mozambique has been fighting the jihadist militants in the north since October 2017. Initially known as Ansar al-Sunna, the insurgent group affiliated with Islamic State in 2019. It is composed mostly of Mozambicans with some fighters coming from Tanzania and further abroad.

Islamic State Mozambique’s political goals have not been explicitly stated, but it recently made attempts to impose Islamic law in areas under its influence.

Piers Pigou, the head of southern Africa at the Institute for Security Studies, said the recent mass displacements showed how fragile security in Cabo Delgado remains.

“The government acknowledges that only a handful of insurgents can generate widespread uncertainty,” he said. “This will not change unless communities have far greater belief that the security forces will be able to provide the required stability.”

A woman visiting an inmate at the utah state prison was recently arrested after a hole was cut into the plexiglass separating her and the inmate she was visiting and drugs were allegedly passed to him, prison officials say. (utah department of corrections ).

SALT LAKE CITY — Administrators with the Utah Department of Corrections are warning visitors not to bring drugs into their facilities.

The message comes on the heels of the arrests of four people in eight days who allegedly attempted to pass drugs to inmates at corrections facilities in the state, according to the Department of Corrections. At least three of those incidents were at the main Utah State Prison in Salt Lake City, also known as the Utah State Correctional Facility.

One of those arrests included a brazen case of a small hole being cut in the plexiglass barrier separating visitors from inmates, and drugs were passed through the hole.

Diana Cruz-Rodriguez, 26, was arrested on March 2 for investigation of drug possession, damaging the prison and bringing prohibited items into the prison. On that day, Cruz-Rodriguez was visiting inmate Kevin Zamora. After her visit, officers searched the booth where she had met with Zamora and found "a hole in the glass of the barrier booth, that separated Diana and Zamora," according to a police booking affidavit.

Cruz-Rodriguez was detained and questioned.

"Diana admitted to cutting the hole in the glass with her car keys and passing a piece of paper through the hole that contained 10 strips of an orange substance. Based on my experience, I know this substance to be Suboxone," the arresting officer wrote in the affidavit. Suboxone is typically used to treat opioid addiction, but can also cause dependence if misused.

While being booked into the Salt Lake County Jail, two more strips of Suboxone were found on Cruz-Rodriguez, according to the affidavit.

Although Cruz-Rodriguez allegedly claimed she used her car keys to cut a hole in the plexiglass, corrections officials on Wednesday released a picture of a small bent piece of metal — similar to a bent nail — that was collected from the scene and said Zamora "made a hole in the plexiglass barrier." Administrators believe it is possible that both Zamora and Cruz-Rodriguez were digging a hole at the same time.

Zamora, 22, was convicted in 2019 of aggravated robbery and in 2021 of failing to stop at the command of police . On Feb. 15, just three weeks before the plexiglass incident, he pleaded guilty to having a homemade weapon in the prison, according to court records.

In another incident on Feb. 23, Chirine Touati, 45, was visiting her son at the prison when she "was observed putting an item in a crayon box used by children," according to a statement from the Department of Corrections. That item was later determined to be drugs.

A police booking affidavit further states Touati claimed she received the drugs from an unknown person in Magna but did not know what kind of drugs they were. She was arrested for investigation of having prohibited items in a correctional facility.

On Feb. 27, Anjeliatt Esmeralda Flores, 20, was visiting her boyfriend at the state prison.

"While sitting at a visiting table, she was observed leaning suspiciously over towards the ground and then he leaned over and picked something up. After a few minutes, he was observed placing his hands in his pants and what appeared to be putting something in his rectum. Both of them were detained and he was taken to a secure holding cell where he voluntarily produced a small package containing drugs," according to a police affidavit.

Flores was arrested for investigation of having prohibited items in a correctional facility. Her arrest came one day after entering into a plea bargain in Kaysville Justice Court in a misdemeanor drug case, according to court records

Information about the fourth arrest was not released.

"Those who bring drugs and other contraband to our facilities will be held accountable and we will prosecute," said Mike Schoenfeld, law enforcement bureau chief for the Utah Department of Corrections.

"Thanks to new investigative techniques … officers have information on possible future deliveries, and are keeping an eye on specific individuals," the department said.

Schoenfeld says all security measures are currently being reviewed, including whether thick glass should replace the plexiglass or if in-person visits should even be allowed. He said all of the county jails have video visits only. At the Utah State Prison, he said, the goal is to give inmates success and provide an opportunity for them to become sober and reenter society. But he says administrators may have to rethink the way they operate if visitors continue to try and take advantage of visiting privileges.

Schoenfeld's warning to visitors is to keep drugs away from the prison.

"Do not take the risk unless you want to go to jail," he said.

When you want to leave your Medicare Advantage Plan — but feel stuck

About half of Medicare Advantage members left their plans by the end of five years, according to a 2023 study from Brown University School of Public Health. Most switched to another Medicare Advantage plan, but not necessarily because they liked Medicare Advantage. Returning to Original Medicare can be tricky after you first sign up, because you may not be able to get a Medicare Supplement Insurance plan, known as Medigap.

But for people with serious or chronic health conditions who have Medicare Advantage, limited provider networks and prior authorization requirements may make it difficult or expensive for them to get the care they need. It’s helpful to understand your options.

WHEN MEDICARE ADVANTAGE ISN’T THE RIGHT PLAN

Medicare Advantage plans typically require members to get health care from doctors and hospitals within a network. Members might have trouble if their doctor falls out of network or they want to see a specialist who doesn’t take their plan. Medicare Advantage plans also may require you to get approval before they cover some services or medications.

While most Medicare Advantage enrollees are in plans with a $0 premium, getting medical care costs money, and Medicare Advantage plans can have an annual out-of-pocket maximum as high as $8,850 in 2024.

Joanne Giardini-Russell, owner of the insurance agency Giardini Medicare in Michigan, recalls a client who had a Medicare Advantage plan and got cancer. “He was hitting his max out-of-pocket year after year,” she says. “And then throw in prior authorizations, which he wasn’t a fan of.”

WHEN YOU CAN CHANGE PLANS

If you have Medicare Advantage and you want to switch plans or go back to Original Medicare, there are two annual opportunities: Medicare’s fall open enrollment from Oct. 15 to Dec. 7 and Medicare Advantage open enrollment from Jan. 1 to March 31 .

However, if you want to return to Original Medicare and you have health issues, you may not qualify for Medigap, which helps keep Original Medicare affordable. In most states, after Medigap’s initial enrollment period — in which you can buy any plan from any insurer, regardless of health status — companies can decline to cover you.

“Everybody thinks the open enrollment in the fall is going to save them,” Giardini-Russell says, remembering a client with a Medicare Advantage plan who couldn’t qualify for Medigap due to a heart condition.

“She said, ‘I thought in November, you could just change during open enrollment,’” Giardini-Russell says. “She didn’t have any way to get out.”

WHAT ARE THE EXCEPTIONS?

There are two “trial rights” scenarios in which someone with Medicare Advantage can switch back to a Medigap plan without a medical exam:

— If you start with a Medicare Advantage plan when you first qualify for Medicare, you have 12 months to go back to Original Medicare with any Medigap plan.

— If you have a Medigap plan and drop it to try a Medicare Advantage plan for the first time, you have 12 months to return to Original Medicare and the Medigap plan you dropped, as long as the company still sells it.

If you work with an insurance agent, they might also know which Medigap company would approve you based on your health. “There are some that will treat certain conditions differently than others,” says Adam Hyers, an insurance broker and founder of the insurance agency Hyers and Associates in Columbus, Ohio. “We keep a list of who might be more likely to accept a client who is in a gray area.”

In four states, residents have a chance at least once a year to buy a guaranteed-issue Medigap plan: Connecticut, Maine, Massachusetts and New York. There are also quirky exceptions: In 2022 and 2023, Blue Shield of California offered an “underwriting holiday” during which California residents could join Medigap Plan G without medical underwriting.

Blue Cross Blue Shield of Illinois offers guaranteed-issue Medigap plans to Illinois residents. “Obviously, the premiums are going to be higher, because they’re going to have higher claims,” says Cynthia Pruemm, founder and CEO of SIS Financial Group in Hoffman Estates, Illinois.

In the worst-case scenario, moving out of your plan’s service area grants you another chance at guaranteed-issue Medigap.

WHAT IF YOU CAN’T GET MEDIGAP?

If it’s not possible to get Medigap, you may have to find the best Medicare Advantage plan for your needs. Don’t get sidetracked by perks; pay attention to doctors and drug coverage.

For guidance, call a broker rather than the providers directly. “You want to talk to somebody who’s independent, that represents all of the companies,” Pruemm says.

Safety Xavier McKinney didn’t want to think last week about the possibility of being tagged by the New York Giants as he approaches NFL free agency.

“I’m not the one for tags,” McKinney said during an appearance on “Talkin’ Ball with Pat Leonard ,” “so I don’t even really get into it because mentally, like I said before, I believe in my worth and I’ve been able to be a highly productive player. I’ve been able to put up really good numbers. I’ve been able to show that I am a top safety in this league, and I’ve been able to show that I am worth every penny of whatever I’ll get paid.

“But I’m not really into the whole tags, franchise tag, transition – I don’t really know much about the transition tag anyways. But I don’t even want to speak on it much because I’m not even going to put my energy or entertain those things.”

In the end, the Giants might have entertained it, but they didn’t get past that. The deadline for each NFL team to use its franchise tag or transition tag for the 2024 season passed at 3 p.m. CST Tuesday without New York placing either designation on McKinney.

Without the designation, the former Alabama defensive back is headed toward unrestricted free agency at 3 p.m. CST March 13 unless the Giants can work out a contract extension with McKinney before then.

At the NFL Scouting Combine last week, New York general manager Joe Schoen said he had a meeting scheduled with McKinney’s agent later in the week to start contract negotiations. But there’s been no announcement on a new deal.

“Xavier is another player that we’d like to have back,” Schoen said on Feb. 27. “He’s 24 years old, he was a captain, played 100 percent of the snaps. We think a lot of X and look forward to getting to the negotiation period here later this week.”

McKinney said he preferred to remain with the Giants.

“I’ve always said from the get-go, I’m one of them guys, I like staying on the same team in my career,” McKinney said . “Even when I went to Bama, I never thought about transferring. I’m a guy, I’m loyal to the soil, so for me, regardless of if it’s going good or if it’s going bad, regardless of if I’m frustrated or if I’m not frustrated, I always want to be the person to stand 10 toes down throughout the storm whether it’s good or it’s bad because I do understand that everything is not going to be perfect.

“Nothing is perfect ever in life, so for me, and I’ve always been like this, I like to fight through adversity and try to be the person or the solution to help, to figure it out, to turn things around, so for me, I love to fight through that adversity. I’m able to do that. I would consider myself pretty mentally strong regardless of if I’m frustrated or not. I just like to try to figure things out. I never try to quit or give up or run away because that’s just not how I’m built.”

New York went to the playoffs after the 2022 season for the first time since 2016. But in 2023, the Giants fell to 6-11.

During the 2023 season, McKinney played all 1,128 of New York’s defensive snaps. He recorded 116 tackles, three interceptions and 11 passes defended. Only three other NFL players reached those numbers in 2023 – Atlanta Falcons safety Jessie Bates III, San Francisco 49ers linebacker Fred Warner and Tampa Bay Buccaneers safety Antoine Winfield Jr. Bates was a Pro Bowler and Warner and Winfield were first-team All-Pro picks. McKinney did not receive either honor.

As a second-round selection in the 2020 NFL Draft, McKinney signed a four-year, $8.391 million contract as a rookie. The sports financial website spotrac.com estimated McKinney’s market value this offseason as a five-year, $52.401 million contract .

“I think my play, my leadership, that kind of speaks of itself,” McKinney said . “And I’ve already said how I feel about as far as being paid a certain way. I do believe I should be paid as a top-five guy because I am that. I believe in that, and the numbers speak for that. But also there are other factors that play a role into ultimately what I want to do. It’s kind of like a mix of both at the end of the day.

“Like I said, I do really love the idea of playing and being with the same team for my entire career. That’s something that I’ve always stuck with growing up at any level.”

If the Giants had used the franchise tag on McKinney, they would have extended their period to work out a new contract with the safety until July 15. They also would have been obligated to pay McKinney $5.984 million for the 2024 season if no deal materialized. The transition tag would have cost $5.433 million .

Lala Kent claims she was well aware of Jax Taylor and Brittany Cartwright ’s marital struggles.

“I mean, she’s one of my dearest friends, so I obviously knew that things were not great,” Kent, 33, said on the Tuesday, March 5, episode of Watch What Happens Live With Andy Cohen . “I told her, ‘I support you,’ but I always say, ‘Leave him.’”

Cartwright, 35, confirmed late last month that she and Taylor, 44, had hit a rough patch in their marriage. As a result, she moved into another house to “take some space.”

Many Bravo fans speculated that Cartwright’s announcement was a way to drum up publicity for their reality TV return on the network’s The Valley , which premieres later this month.

Cartwright and Taylor, who left Vanderpump Rules in 2020, have been together since 2015. They got married nearly five years later in 2019. They welcomed their only child, son Cruz, in 2021.

Since their separation, Cartwright has removed Taylor’s legal last name , Cauchi, from her Instagram bio. Taylor, meanwhile, has asserted that they are working things out.

“We’re together. We’re living in our home right now,” Taylor told Page Six in February. “It’s not evil or nastiness. It’s just two people that you now are hitting a 10-year mark in their marriage. We’re just spending some time apart and just trying to re-assess, you know, our situation. We have a child involved, and we just wanna do what’s best for our kid.”
