Frequently Asked Questions: Guidance for Travelers to Enter the U.S.

Since January 22, 2022, DHS has required non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide proof of vaccination upon request.  On April 21, 2022, DHS announced that it would extend these requirements. In determining whether and when to rescind this order, DHS anticipates that it will take account of whether the vaccination requirement for non-U.S. air travelers remains in place.

These requirements apply to non-U.S. individuals who are traveling for essential or non-essential reasons. They do not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

Effective November 8, 2021, new air travel requirements applied to many noncitizens who are visiting the United States temporarily. These travelers are also required to show proof of COVID-19 vaccination. All air travelers, including U.S. persons, must test negative for COVID-19 prior to departure. Limited exceptions apply. Entering the U.S. Through a Land Port of Entry or Ferry Terminal

Q. what are the requirements for travelers entering the united states through land poes.

A:  Before embarking on a trip to the United States, non-U.S. travelers should be prepared for the following:

  • Possess proof of an approved COVID-19 vaccination as outlined on the  CDC  website.
  • During border inspection, verbally attest to their COVID-19 vaccination status. 
  • Bring a  Western Hemisphere Travel Initiative  compliant border crossing document, such as a valid passport (and visa if required), Trusted Traveler Program card, a Department of State-issued Border Crossing Card, Enhanced Driver’s License or Enhanced Tribal Card when entering the country. Travelers (including U.S. citizens) should be prepared to present the WHTI-compliant document and any other documents requested by the CBP officer.

 Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?

A:  Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.

Q: Which vaccines/combination of vaccines will be accepted?

A:  Per CDC guidelines, all Food and Drug Administration (FDA) approved and authorized vaccines, as well as all vaccines that have an Emergency Use Listing (EUL) from the World Health Organization (WHO), will be accepted.

Accepted Vaccines:

  • More details are available in CDC guidance  here .
  • 2 weeks (14 days) after your dose of an accepted single-dose COVID-19 vaccine;
  • 2 weeks (14 days) after your second dose of an accepted 2-dose series;
  • 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial;
  • 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart.

Q. Is the United States requiring travelers to have a booster dose to be considered fully vaccinated for border entry purposes?

A:  No. The CDC guidance for “full vaccination” can be found here.

Q: Do U.S. citizens or lawful permanent residents need proof of vaccination to return to the United States via land POEs and ferry terminals?

A:  No. Vaccination requirements do not apply to U.S. citizens, U.S. nationals, or Lawful Permanent Residents (LPRs). Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.

Q: Is pre- or at-arrival COVID testing required to enter the United States via land POEs or ferry terminals?

A: No, there is no COVID testing requirement to enter the United States via land POE or ferry terminals. In this respect, the requirement for entering by a land POE or ferry terminal differs from arrival via air, where there is a requirement to have a negative test result before departure.

Processing Changes Announced on January 22, 2022

A:  Since January 22, 2022, non-citizens who are not U.S. nationals or Lawful Permanent Residents have been required to be vaccinated against COVID-19 to enter the United States at land ports of entry and ferry terminals, whether for essential or nonessential purposes. Previously, DHS required that non-U.S. persons be vaccinated against COVID-19 to enter the United States for nonessential purposes.  Effective January 22, all non-U.S. individuals, to include essential travelers, must be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request. DHS announced an extension of this policy on April 21, 2022.

Q: Who is affected by the changes announced on January 22?

A: This requirement does not apply to U.S. citizens, U.S. nationals, or U.S. Lawful Permanent Residents. It applies to other noncitizens, such as a citizen of Mexico, Canada, or any other country seeking to enter the United States through a land port of entry or ferry terminal.

Q: Do U.S. citizens need proof of vaccination to return to the United States via land port of entry or ferry terminals?

A: Vaccination requirements do not apply to U.S. Citizens, U.S. nationals or U.S. Lawful Permanent Residents. Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation. 

Q: What is essential travel?

A:  Under the prior policy, there was an exception from temporary travel restrictions for “essential travel.” Essential travel included travel to attend educational institutions, travel to work in the United States, travel for emergency response and public health purposes, and travel for lawful cross-border trade (e.g., commercial truckers). Under current policy, there is no exception for essential travel.

Q: Will there be any exemptions? 

A: While most non-U.S. individuals seeking to enter the United States will need to be vaccinated, there is a narrow list of exemptions consistent with the Centers for Disease Control and Prevention (CDC) Order in the air travel context.

  • Certain categories of individuals on diplomatic or official foreign government travel as specified in the CDC Order
  • Children under 18 years of age;
  • Certain participants in certain COVID-19 vaccine trials as specified in the CDC Order;   
  • Individuals with medical contraindications to receiving a COVID-19 vaccine as specified in the CDC Order;
  • Individuals issued a humanitarian or emergency exception by the Secretary of Homeland Security;
  • Individuals with valid nonimmigrant visas (excluding B-1 [business] or B-2 [tourism] visas) who are citizens of a country with limited COVID-19 vaccine availability, as specified in the CDC Order
  • Members of the U.S. Armed Forces or their spouses or children (under 18 years of age) as specified in the CDC Order; and
  • Individuals whose entry would be in the U.S. national interest, as determined by the Secretary of Homeland Security.

Q: What documentation will be required to show vaccination status?

A:  Non-U.S. individuals are required to be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request regardless of the purpose of travel.

The current documentation requirement remains the same and is available on the CDC website . Documentation requirements for entry at land ports of entry and ferry terminals mirror those for entry by air.

Q: What happens if someone doesn’t have proof of vaccine status?

A: If non-U.S. individuals cannot present proof of vaccination upon request, they will not be admitted into the United States and will either be subject to removal or be allowed to withdraw their application for entry.

Q: Will incoming travelers be required to present COVID-19 test results?

A: There is no COVID-19 testing requirement for travelers at land border ports of entry, including ferry terminals.

Q: What does this mean for those who can't be vaccinated, either due to age or other health considerations? 

A: See CDC guidance for additional information on this topic. Note that the vaccine requirement does not apply to children under 18 years of age.

Q: Does this requirement apply to amateur and professional athletes?

A: Yes, unless they qualify for one of the narrow CDC exemptions.

Q: Are commercial truckers required to be vaccinated?

A: Yes, unless they qualify for one of the narrow CDC exemptions. These requirements also apply to bus drivers as well as rail and ferry operators.

Q. Do you expect border wait times to increase?

A:  As travelers navigate these new travel requirements, wait times may increase. Travelers should account for the possibility of longer than normal wait times and lines at U.S. land border crossings when planning their trip and are kindly encouraged to exercise patience.

To help reduce wait times and long lines, travelers can take advantage of innovative technology, such as facial biometrics and the CBP OneTM mobile application, which serves as a single portal for individuals to access CBP mobile applications and services.

Q: How is Customs and Border Protection staffing the ports of entry? 

A: CBP’s current staffing levels at ports of entry throughout the United States are commensurate with pre-pandemic levels. CBP has continued to hire and train new employees throughout the pandemic. CBP expects some travelers to be non-compliant with the proof of vaccination requirements, which may at times lead to an increase in border wait times. Although trade and travel facilitation remain a priority, we cannot compromise national security, which is our primary mission. CBP Office of Field Operations will continue to dedicate its finite resources to the processing of arriving traffic with emphasis on trade facilitation to ensure economic recovery.

Q: What happens if a vaccinated individual is traveling with an unvaccinated individual?  

A:  The unvaccinated individual (if 18 or over) would not be eligible for admission.

Q: If I am traveling for an essential reason but am not vaccinated can I still enter?

A:  No, if you are a non-U.S. individual. The policy announced on January 22, 2022 applies to both essential and non-essential travel by non-U.S. individual travelers. Since January 22, DHS has required that all inbound non-U.S. individuals crossing U.S. land or ferry POEs – whether for essential or non-essential reasons – be fully vaccinated for COVID-19 and provide related proof of vaccination upon request.

Q: Are sea crew members on vessels required to have a COVID vaccine to disembark?

A:  Sea crew members traveling pursuant to a C-1 or D nonimmigrant visa are not excepted from COVID-19 vaccine requirements at the land border. This is a difference from the international air transportation context.

Entering the U.S. via Air Travel

Q: what are the covid vaccination requirements for air passengers to the united states  .

A:  According to CDC requirements [www.cdc.gov/coronavirus/2019-ncov/travelers/noncitizens-US-air-travel.html | Link no longer valid], most noncitizens who are visiting the United States temporarily must be fully vaccinated prior to boarding a flight to the United States. These travelers are required to show proof of vaccination. A list of covered individuals is available on the CDC website.  

Q: What are the COVID testing requirements for air passengers to the United States?  

A:  Effective Sunday, June 12 at 12:01 a.m. ET, CDC will no longer require pre-departure COVID-19 testing for U.S.-bound air travelers.

The Administration will end the COVID-19 vaccine requirements for international air travelers at the end of the day on May 11, the same day that the COVID-19 public health emergency ends. This means starting May 12, noncitizen nonimmigrant air passengers will no longer need to show proof of being fully vaccinated with an accepted COVID-19 vaccine to board a flight to the United States. Proof of Full COVID-19 Vaccination Required to Enter U.S. from Canada and Mexico

On January 20, 2022, U.S. Department of Homeland Security (USDHS) announced that all non-U.S. citizens entering the U.S. via land and ferry terminal ports of entry from Canada or Mexico must provide proof of full vaccination for COVID-19.  This requirement is effective as of January 22, 2022. These restrictions were originally announced by USDHS on October 29, 2021 to be effective “starting in January 2022”, but the new announcement confirms the effective date as January 22, 2022.   

The new restrictions apply to all non-U.S. citizens traveling to the U.S. for both essential (such as work, study) and non-essential (such as tourism) travel.   The restrictions do not apply to U.S. citizens, U.S. lawful permanent residents (Green Card), or U.S. nationals.  This announcement makes the travel restrictions at land and ferry ports of entry the same as at air ports of entry.

U.S. to end vaccine requirements for Canadians at land border, international air travellers: officials

The U.S. is ending its COVID-19 vaccine requirements for international air travellers and Canadians at the border as of next week, officials announced on Monday.

By the end of the day on May 11, international air travellers, federal employees and federal contractors will no longer need to show proof of COVID-19 vaccination , the White House said in a statement Monday.

“Our COVID-19 vaccine requirements bolstered vaccination across the nation, and our broader vaccination campaign has saved millions of lives,” the statement reads. “While vaccination remains one of the most important tools in advancing the health and safety of employees and promoting the efficiency of workplaces, we are now in a different phase of our response when these measures are no longer necessary.”

The statement added that the U.S. Department of Health and Human Services, along with the U.S. Department of Homeland Security, will also “start the process to end their vaccination requirements for ... certain noncitizens at the land border."

“In the coming days, further details related to ending these requirements will be provided,” the White House said.

According to Democratic Congressman Brian Higgins, whose district encompasses Buffalo and Niagara Falls, N.Y. along the Canadian border, the COVID-19 vaccine requirement will also be lifted for Canadians seeking to cross into the U.S. through the land border as of May 11.

Higgins said this has been confirmed to him by the White House after he pushed for clarity on whether or not Canadian crossings at the land border would be impacted by the U.S. lifting its COVID emergency order on May 11.

“For over three years now there have been barriers to cross-border travel,” Higgins said in a press release. “It has kept families apart and impeded economic recovery. While long overdue, this last lifting of pandemic restrictions is certainly welcome news and critically important as we seek opportunities to encourage a robust cross-border exchange that delivers shared prosperity.”

Last month, U.S President Joe Biden signed a bill to end the COVID-19 national emergency.

Canada ended its requirement for proof of COVID-19 vaccination for all travellers entering the country by air or through the land border last October.

From vaccines to testing: What travelers need to know before the new US travel system on Nov. 8

  • The new travel system also adds more stringent testing requirements for unvaccinated U.S. travelers.

The United States is about to make it much easier for vaccinated international travelers to visit.  

The White House announced that a new air travel system will take effect Nov. 8, allowing entry for fully vaccinated foreign tourists .  The system is set to launch nearly two years after the U.S. began imposing travel restrictions to prevent the spread of COVID-19 . 

The move by the White House will essentially have the U.S. drop its travel ban on dozens of countries while also making entry more challenging for the unvaccinated. The new system will allow entry for foreign nationals only with vaccinations approved for emergency use by the World Health Organization and would add testing requirements for unvaccinated Americans.

Here’s what we know about the new travel requirements:

What are the entry requirements for foreign nationals?

Starting Nov. 8, non-citizen, non-immigrant air travelers   will need to show proof of full vaccination as well as a pre-departure negative coronavirus test taken within three days of travel before they can board a plane to the U.S.

Acceptable forms of proof of vaccination include:

  • Digital or paper verifiable record, such as a vaccination certificate or a digital pass with a QR code.  
  • Nonverifiable paper record, such as a printout of a COVID-19 vaccination record or COVID-19 vaccination certificate.
  • Nonverifiable digital record, such as a digital photo of a vaccination card or record, downloaded vaccine record, downloaded vaccination certificate or a mobile phone application without a QR code.  

The U.S. will accept nucleic acid amplification tests, including PCR tests, and antigen tests. The rules will go into effect for passengers on planes leaving for the U.S. at or after 12:01 a.m. ET on Nov. 8.  

Airlines will collect basic personal contact information   from all U.S.-bound travelers for contact tracing. Airlines are required to keep the information on hand so the Centers for Disease Control and Prevention   can reach out to travelers who may have been infected or exposed to COVID-19.

Masking will be required, but there will be no quarantine mandate for vaccinated travelers or unvaccinated children .

The change will make entering the U.S. possible for travelers from countries now listed on the U.S. travel ban, which prohibits entry for travelers who have been in any of the regions within the past 14 days. The travel ban  took effect in early 2020 and includes :

  • United Kingdom
  • Republic of Ireland
  • South Africa
  • The European Schengen area (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, Monaco, San Marino and Vatican City)

Currently, the U.S. asks international air passengers only to get tested within three days of their flight to the U.S. and show either the negative test result or proof of recovery  from COVID-19 before boarding. 

What about the land borders with Mexico and Canada?

New travel rules will also take effect for foreign nationals arriving by land or passenger ferry.

Starting Nov. 8, fully vaccinated foreign nationals can cross the land borders for nonessential reasons such as tourism or visiting friends and family . These travelers will need to verbally attest to their reason for travel and vaccination status and be prepared to show proof of vaccination  upon request. U.S. Customs and Border Protection will accept both digital and paper records showing proof of vaccination, including documents not in English.   Foreign nationals will also need appropriate travel documentation to enter the country.  

CBP will spot-check travelers' vaccination documents, and those without documented proof of vaccination can be denied entry. Travelers under 18 will be exempt from the vaccination requirement as long as they are traveling with a fully vaccinated adult, according to Matthew Davies, CBP's executive director of admissibility and passenger programs.  

The new travel rules will go into effect as soon as a port of entry opens on Nov. 8, or at midnight for ports that operate 24 hours a day changes will go into effect at midnight on Nov. 8 for ports that operation 24 hours a day.  

U.S. citizens reentering the country should also bring a Western Hemisphere Travel Initiative document, such as a valid passport, trusted traveler program card, enhanced driver's license or enhanced tribal card. 

Entry rules along the border will change again in early January, with all travelers – including those traveling for essential purposes – required to show proof of full vaccination.

Which vaccines does the US accept for travel?

The CDC has announced that vaccines approved for emergency use by the U.S. Food and Drug Administration and World Health Organization will be accepted for air travel. White House officials expect the CDC to approve the same vaccines for travelers entering the U.S. by land or ferry.  

The FDA has authorized three COVID-19 vaccines for emergency use during the pandemic: Moderna, Johnson & Johnson and Pfizer-BioNTech, the last of which has received the FDA's full stamp of approval.

Vaccines with WHO approval for emergency use include:

  • Johnson & Johnson
  • Pfizer-BioNTech
  • Oxford-AstraZeneca/Covishield 

The CDC confirmed that it would accept a mix-and-match approach to vaccinations. Travelers who have any combination of FDA- or WHO-approved vaccines will be considered fully vaccinated.

The new travel policy does not accept foreign travelers who have had COVID and received just one shot in a two-dose series. White House press secretary Jen Psaki said Tuesday that the administration will "continue to review" its entry requirements.

How do the new rules affect kids? 

Foreign nationals under 18 are exempt from the vaccination requirement. Children under two will not need to take a pre-departure COVID test.

Kids 2 and older traveling with a fully vaccinated adult can test three days prior to departure, while children traveling alone or with unvaccinated adults will need to get tested within one day of departure. 

Currently, all air passengers 2 or older, including U.S. citizens and permanent residents, need to show a negative coronavirus test to fly to the U.S.

What are the entry requirements for Americans?

The new travel system adds more stringent testing requirements for unvaccinated U.S. travelers.

Starting Nov. 8, unvaccinated U.S. citizens and permanent residents will need to take a test one day before departure and test again upon arrival in the U.S.

Entry requirements will not change for vaccinated Americans. They will still need to show proof of a negative coronavirus test taken no more than three days before departure. 

Americans will not need to be fully vaccinated to board international flights to the U.S.

Are there any exemptions?

There is a limited set of travelers who are exempt from the vaccine requirement for entry.

Children under 18, certain COVID-19 vaccine clinical trial participants and travelers with adverse reactions to the vaccines – such as people who have had severe anaphylactic allergic reactions to a prior COVID-19 vaccine –  will be exempt.

People traveling on non-tourist visas from countries with less than 10% of its population vaccinated who need to enter the U.S. for emergency or humanitarian reasons are also exempt from the vaccine requirement. There are about 50 countries considered to have low vaccine availability at this time.

These exempt travelers will generally need to show that they will comply with public health mandates, including a requirement to be vaccinated in the U.S. if they plan to stay more than 60 days.  

Unless they have recovered from COVID-19 within the last 90 days, unvaccinated travelers  must agree to be tested with a COVID-19 viral test three to five days after their arrival and quarantine for seven days, even if their post-arrival test comes back negative. 

Unvaccinated travelers who are not U.S. citizens or permanent residents must also agree to self-isolate if their post-arrival test is positive or if they develop COVID-19 symptoms. 

Unvaccinated children under 18 will not need to quarantine but will still need to take a post-arrival test.

The CDC will not give exemptions  to people who object to the vaccinations due to religious or moral convictions. 

There will also be testing accommodations for travelers who can prove they recently recovered from the coronavirus. These travelers will need to show a positive COVID-19 viral test result on a sample taken no more than 90 days before their flight's departure and a letter from a licensed healthcare provider or public health official saying they are cleared for travel.

This week, the federal government announced that as of Oct. 30 , all travellers boarding a plane, train or marine vessel in Canada will need proof of full vaccination  against COVID-19.

"Fully vaccinated" is defined as a full series of a Health Canada-approved vaccine, with the last dose having been administered at least 14 days prior to the day of travel. A combination of approved shots is also acceptable.

There will be a period of transition through November for people who are in the process of getting fully vaccinated, but eventually, to travel by air, rail or water in Canada, or from Canada to international destinations on Canadian airlines, full vaccination will be required.

That prompted some questions from you. 

Will the government allow a 3rd shot for those who have mixed vaccines so they can fulfil November travel plans?

For domestic travel, your two mixed doses of Health Canada-approved vaccines are fine and entirely acceptable. 

Travelling internationally is not as straightforward, as countries have their own specific rules with respect to entry, vaccination status and whether a quarantine is required.

Right now, the Canadian government still advises against any unessential travel  outside of Canada. But many Canadians have travelled to the U.S., which sometime in November will have its own requirement for entrants to be fully vaccinated.

The U.S. Centers for Disease Control and Prevention (CDC) announced late Friday that the United States will accept international visitors inoculated with  COVID -19 vaccines authorized by U.S. regulators or the World Health Organization , which includes vaccines that were administered in Canada but not in the U.S., such as Oxford-AstraZeneca. 

While it's unclear whether that includes mixed doses, the CDC said it would release "additional guidance and information as the travel requirements are finalized."

The National Advisory Committee on Immunization (NACI) has not yet recommended a third shot simply for the ability of international travel.

But some provinces have moved ahead on that front. Saskatchewan , Alberta and Quebec  announced in the summer that they would offer a third shot to people whose vaccines weren't recognized internationally.

This week,  Manitoba announced it would also offer a 3rd shot of an mRNA vaccine to anyone who got a full mixed series, or two doses of AstraZeneca, or one dose of Janssen. 

"We don't recommend a booster shot for international travel," Dr. Joss Reimer, medical lead of Manitoba's vaccine task force said during a briefing Wednesday. "What we did instead is just make a third dose available for travellers where they are not allowed to go to certain destinations because that destination doesn't recognize what they received here."

Dr. Theresa Tam, Canada's chief public health officer, said late last month that the government continues to engage with other countries about accepting a mixed vaccine dose; those talks are still ongoing.

It is up to any individual country to decide what qualifies as "fully vaccinated" when it comes to allowing foreigners to enter. 

"We've been presenting our data, for example, in the vaccine effectiveness of the mixed dose schedule such as AstraZeneca followed by mRNA vaccines," Tam said Sept. 24 in Ottawa.

She added that progress may be quicker when it comes to European countries because some of them have also used the mixed-dosing schedules. 

"But we still have to advise travellers that they must check in with the specific country requirements prior to travel because it is a bit of a varied landscape out there," she said.

Will the new rules mean that we won't need a negative COVID-19 test three days before a flight within Canada anymore?

There will be a short period of time when individuals who are in the process of being vaccinated will be able to travel domestically if they can show a negative COVID-19 molecular test within 72 hours of their travel date. 

But that period will end Nov. 30.

After that, showing a negative COVID-19 test to travel within Canada — rather than proof-of-vaccination — will no longer be an option.

"By the end of November, if you're 12 or older and want to fly or take the train, you'll have to be fully vaccinated as will staff," said Prime Minister Justin Trudeau, during a briefing Wednesday on the new rules. "Testing will no longer be an option before boarding."

For international travel, the rules around pre-flight testing remain unchanged .

International travellers coming to Canada still need to show a negative molecular COVID-19 test that was done within 72 hours of their flight departure time. Rapid antigen tests are not accepted.

It is recommended that anyone who received a COVID-19 vaccine not approved in Canada contact their local health authority for information about getting a Health Canada-approved vaccine.

What about people who have recovered from COVID? 

Recovery from COVID-19 is unlikely to get you an exemption from the need to be fully vaccinated to travel domestically. 

"For the vast, vast majority of people, the rules are very simple — to travel, you've got to be vaccinated," Trudeau said during the same briefing.

"If you haven't gotten your shots yet but want to travel this winter, let me be clear, there will only be a few extremely narrow exceptions, like a valid medical condition."

He said the government is working with Health Canada to define those exemptions, but warned they will be onerous to obtain. 

"Let me say that simply having a personal conviction that vaccines are bad will not be nearly enough to qualify for an exemption."

Right now, the government does not recognize travellers to Canada who have recovered from COVID-19 and had only one dose of a vaccine to be "fully vaccinated."

According to its information page on travel , "If you have recovered from COVID-19, you still need a full series of an accepted COVID-19 vaccine or combination of accepted vaccines."

International passengers traveling to the United States no longer have to show proof of vaccination against Covid as of midnight Thursday, when the coronavirus health emergency officially ended .

The Biden administration dropped its requirement for coronavirus testing last June but kept in place its vaccination policy for foreign travelers. In February, the House of Representatives voted to end the last remaining pandemic restrictions on May 11.

“As we continue to monitor the evolving state of Covid-19 and the emergence of virus variants, we have the tools to detect and respond to the potential emergence of a variant of high consequence,” President Biden said in a proclamation published on May 1.

“Considering the progress that we have made, and based on the latest guidance from our public health experts, I have determined that we no longer need the international air travel restrictions that I imposed in October 2021,” he added.

The Blaine, Wash., land border crossing between the United States and Canada stands empty, with no cars at the more than half a dozen entry lanes.

Why It Matters: Most other countries have dropped restrictions.

For 18 months during the height of the pandemic, the U.S. closed its borders to international travelers, separating families and costing the global travel industry billions of dollars.

In November 2021, those restrictions were eased, and international travelers were welcomed back to the United States with great fanfare. But foreign travelers were still required to be vaccinated and take a coronavirus test within three days of travel to all U.S. ports of entry. When the administration dropped its testing rule in June last year but kept vaccinations in place, it argued that they were still necessary to slow the spread of new variants of the virus entering the country.

As of last summer, the U.S. was one of the few remaining countries to maintain coronavirus travel restrictions, causing many travelers to choose alternative destinations that welcome them unconditionally.

The rules barred the world’s No. 1-ranked tennis player, Novak Djokovic, from competing in the U.S. Open in 2022 because he is not vaccinated.

Background: Spending by foreign travelers in the U.S. still lags.

The initial U.S. travel ban on international travel decimated the U.S. economy’s tourism sector and resulted in losses of nearly $300 billion in visitor spending and more than one million American jobs, according to the U.S. Travel Association, an industry group.

Until April last year, all passengers traveling to or within the U.S. were required to wear masks on airplanes — a contentious mandate that led to fistfights and altercations on planes and put off some international travelers from taking long-haul flights.

Even after the restrictions were eased, spending by international travelers in the U.S. was still down by 78 percent in March 2022 compared to 2019 levels and by 56 percent for business travel, the group said.

“Today’s action to lift the vaccine requirement eases a significant entry barrier for many global travelers, moving our industry and country forward,” Geoff Freeman, the chief executive of the association, said in a statement after the May 11 end date was announced.

Canada will not renew its last COVID-19 border restrictions when they expire at the end of this week, meaning visitors will soon be able to enter the country without showing proof of vaccination.

Ottawa confirmed Monday that requirements for international travelers, like vaccination, testing before or shortly after arrival and following quarantine rules, will expire Oct. 1.

It also means the end of the much-maligned ArriveCan app that travelers must use to show their vaccine status and test results.

“We’ve heard serious concerns, not just from travelers who are trying to cross the border, but from border town mayors,” said Taylor Bachrach, transport critic for the opposition New Democratic Party. “And so if this rumor that we’re hearing that they’re going to make the app optional, if that’s true, I think that is something that will be welcomed by a lot of people.”

As to the timing of the announcement, Prime Minister Justin Trudeau’s Liberals say decisions were made in the best interests of the health of Canadians and in line with scientific data.

For months, the travel and tourism industries have called for the heightened border restrictions to be lifted, saying they have cost them millions of dollars in revenue and fears that many Americans will change their habits and no longer consider visiting Canada in the future.

When travelling outside Canada, you may be at risk for a number of vaccine preventable illnesses.

You should consult a health care provider or visit a travel health clinic preferably six weeks before you travel. This is an opportunity to:

  • review your immunization history
  • make sure your provincial/territorial vaccination schedule is up-to-date
  • discuss any trip-related health concerns you may have
  • assess your needs based on where you plan to travel and what you plan to do

You may need additional vaccinations depending on your age, planned travel activities and local conditions. Preventing disease through vaccination is a lifelong process.

Yellow fever vaccination.

Some countries require proof that you have received a yellow fever vaccination before allowing you to enter the country. Consult an embassy or consulate of your destination country in Canada for up-to-date information on its entry and exit requirements before you travel abroad.

Other countries may require you to have been vaccinated for yellow fever if you have passed through an area where yellow fever may occur .

Proof of vaccination must be documented on an International Certificate of Vaccination or Prophylaxis . You must carry the original certificate with you.

In Canada, the vaccination is only given at designated yellow fever vaccination centres .

Backgrounder

The Government of Canada will adjust some of Canada’s border measures beginning on Nov. 30 to include additional COVID-19 vaccines accepted for entry to Canada and changes to certain exemptions, testing and ArriveCAN requirements.

Today, the Government of Canada announced upcoming adjustments to Canada’s border measures. This backgrounder provides additional context to support travellers in understanding COVID-19 testing and vaccine requirements, as well as other border measures, which are an important part of Canada’s response to the global COVID-19 pandemic and serve to protect the health and safety of all Canadians.

Eliminating COVID-19 testing for air and land crossings of less than 72 hours

Effective November 30, 2021, fully vaccinated individuals with right of entry to Canada, who depart and re-enter the country within 72 hours of leaving Canada are exempt from providing a pre-entry COVID-19 molecular test result . This exemption is only for trips originating in Canada taken by fully vaccinated Canadian citizens, permanent residents or individuals registered under the Indian Act , who depart and re-enter by land or by air and can demonstrate they have been away from Canada for less than 72 hours.

The exemption will also apply to:

  • people with medical contraindications as defined in the Orders in Council (OIC); and
  • unvaccinated children under 12 who are accompanying their parent, step-parent, guardian or tutor. The accompanying adult must be fully vaccinated (or have a contraindication) and have right of entry into Canada.

For fully vaccinated travellers with right of entry into Canada who are travelling by air, the 72-hour period runs from the initially scheduled departure time for their flight leaving Canada to the scheduled departure time for their return flight to Canada. Travellers will be responsible for maintaining proof of the 72-hour period to show airline/rail companies and border officials as required (e.g., boarding pass, travel itinerary).

Expanded list of accepted vaccines for the purpose of travel

Effective November 30, 2021, the Government of Canada will expand its list of accepted vaccines for the purposes of entry into Canada and exemption from some testing and quarantine requirements. The list will include Sinopharm, Sinovac and COVAXIN, matching the World Health Organization (WHO) Emergency Use Listing (EUL).

The EUL is an internationally recognized process to assess vaccines within an existing regulatory structure. The WHO uses the EUL to accelerate the availability of medical products needed in public health emergency situations. The process is based on an expert review of available data on the quality, safety, and efficacy/immunogenicity/performance of each individual product. The COVID-19 Vaccines Global Access (COVAX) also leverages the WHO EUL for its COVID-19 vaccine portfolio.

To be considered fully vaccinated, a traveller must have received the full series of a vaccine—or combination of vaccines— accepted by the Government of Canada at least 14 days prior to entering Canada. Travellers can receive their vaccine in any country, and must upload their proof of vaccination in English or French into ArriveCAN when travelling to Canada. If the proof of vaccination is not in English or French, travellers must provide a certified translation in English or French. Travellers must bring proof with them when they travel that includes text with the vaccinations and dates received. Travellers must also comply with all other measures under the OICs, including pre-entry testing (unless exempt) and a suitable quarantine plan. Where available, Canadians are strongly encouraged to use the Canadian COVID-19 proof of vaccination .

The expanded list of COVID-19 vaccines and the definition of what is considered fully vaccinated will also be applied to the national vaccination requirements for the federally regulated transportation sectors.

Entry Requirements: Adjustments for certain travellers entering Canada

As of January 15, 2022, certain groups of travellers, who are currently exempt from entry requirements, will only be allowed to enter the country if they are fully vaccinated with one of the vaccines approved for entry into Canada. These groups include:

  • Individuals travelling to reunite with family (unless they are under 18 years of age if travelling to reunite with an immediate or extended family member who is either fully vaccinated or a Canadian citizen, permanent resident, or person registered under the Indian Act. )
  • Fully vaccinated students will be allowed to attend any provincially or territorially designated learning institution in Canada.
  • Unvaccinated students under the age of 18 must attend a designated learning institution with a COVID-19 readiness plan approved by the province or territory where the school is located.
  • Professional athletes and their support staff, and amateur athletes.
  • Individuals with a valid work permit, including temporary foreign workers, outside of agricultural and food processing.
  • Most essential service providers (including truck drivers, emergency service providers and marine researchers).

As of November 30, 2021, travellers need to be fully vaccinated to travel within Canada with very few exceptions. There is a limited period, until January 14, 2022, during which individuals in specified exempt groups can continue to enter the country if unvaccinated or partially vaccinated, as well as take a connecting flight to their final destination that is scheduled to depart within 24 hours of the departure time of their flight to enter Canada. However, if they remain unvaccinated or partially vaccinated, they will not be allowed to take a plane or train beyond their original connection, except to depart Canada before February 28, 2022. As such, all travellers are strongly advised to make plans to get vaccinated as soon as they can, in order to travel freely in and outside the country.

On January 15, 2022, unvaccinated or partially vaccinated travellers will only be allowed to enter Canada if they meet one of the limited exceptions, including:

  • agricultural and food processing workers;
  • foreign marine crew members;
  • those entering on compassionate grounds;
  • new permanent residents;
  • newly resettled refugees;
  • children under the age of 18 who are currently exempt from the travel restrictions, including international students who are studying at a designated learning institution that has a COVID-19 readiness plan; those travelling with a parent, step-parent, tutor or guardian who is either fully vaccinated, or a Canadian citizen, permanent resident of Canada or person registered under the Indian Act ; and those travelling to reunite with immediate or extended Canadian family members in Canada; and
  • national interest exemptions.

Unvaccinated children under the age of 12 who are travelling with fully vaccinated adults do not need to quarantine BUT must follow public measures:

  • Attend school, camp or day care.
  • Attend a setting where they may have contact with vulnerable people (e.g., long term care facility), including people who are immunocompromised, regardless of that person’s vaccination status or public health measures.
  • Travel on crowded public transportation that does not ensure physical distancing and masking.
  • Attend large crowded settings, indoors or outdoors, such as an amusement park or sporting event.
  • In addition, the child must take COVID-19 molecular tests as instructed, unless their parent, step-parent, tutor or guardian has evidence that the child had a positive COVID-19 test taken 10 to 180 days prior to arrival in Canada or the child is under 5 years of age.

Unless exempt, unvaccinated or partially vaccinated travellers eligible to enter Canada will be required to:

  • have proof of a negative molecular pre-entry test taken no more than 72 hours before their flight’s initial scheduled departure time or arrival at the land border, or a previous positive COVID-19 molecular test taken within 10 and 180 days before arrival;
  • complete arrival (day 1) and post-arrival (day 8) testing;
  • quarantine for 14 days in a suitable place; and
  • submit all of the information above in ArriveCAN via the free mobile app or website.

ArriveCAN: New requirements for essential travellers

As of November 30, 2021, all exempt essential service providers will be required to identify their vaccination status in ArriveCAN , regardless of whether or not they are allowed to enter as unvaccinated. ArriveCAN will prompt them to provide details on their vaccine(s), including manufacturer, country received and date received, and to upload their proof of vaccination.

Exempt essential travellers include those travelling as/for:

  • most essential service providers (including most temporary foreign workers, emergency service providers and marine researchers);
  • cross-border work (e.g., you regularly cross the border to work);
  • medical and health care support (e.g., health care practitioner, to receive medical care, or to transport medical equipment or supplies);
  • trade and transport (e.g., truck driver or crew member on any aircraft, shipping vessel, or train); and
  • people who live in integrated trans-border communities.

If an exempt essential traveller previously created a reusable ArriveCAN receipt, they will be required to either download the latest version of the free ArriveCAN mobile app or sign in to the web version after November 30, 2021, and re-submit all of their information, including the newly required information on proof of vaccinations, to get a new exempt reusable ArriveCAN receipt. Once an exempt traveller creates a new reusable receipt, the receipt can be used for subsequent trips.

Until January 15, 2022, if an exempt essential traveller is not vaccinated, they will still be able to get an ArriveCAN receipt. After January 15, 2022, they must be fully vaccinated to get an ArriveCAN receipt. As of this date, most travellers who are currently exempt from quarantine will need to be fully vaccinated to enter Canada. They will also be required to upload their proof of vaccination in ArriveCAN.

Mandatory vaccination for federally regulated transportation sectors

As announced on August 13, 2021 , travellers in the federally regulated air and rail sectors will need to be vaccinated with a COVID-19 vaccine accepted by the Government of Canada for the purpose of travel. After extensive consultations, Transport Canada issued orders and guidance to airlines and railways to implement the vaccination requirements for travellers, which came into effect at 3 AM (EDT) October 30, 2021.

The vaccination requirements apply to all travellers, 12 years of age plus four months, who are:

  • Air passengers flying on domestic, trans-border or international flights departing from most airports in Canada; and
  • Rail passengers on VIA Rail and Rocky Mountaineer trains.

As of November 30, 2021, a valid COVID-19 test will no longer be accepted as an alternative to vaccination for travel within Canada. To take a flight or a train, travellers must be fully vaccinated with one of the expanded list of vaccinations unless they qualify for a limited exemption to this requirement. These include:

  • Medical inability to be vaccinated;
  • Essential or urgent medical services and treatment;
  • Sincere religious beliefs;
  • Emergency travel; and
  • Other travel in the national interest.

For domestic and outbound travel, airlines and railways will administer the process for considering a traveller’s medical inability to be vaccinated, essential medical services and treatment, sincere religious beliefs, and emergency/urgent travel (including for urgent medical reasons). Travellers who think they may be eligible for one of these exemptions should contact their airline or railway company to obtain the necessary form and submit it in accordance with their carrier’s approval process (forms available starting November 30, 2021).

Transport Canada will administer exemptions for other domestic and outbound travel in the national interest. Travellers granted an exemption will need to have a valid COVID-19 molecular test, taken no more than 72 hours before boarding a regulated flight or train. Travellers will be able to submit applications under the domestic National Interest Exemption Program starting November 30.

Airlines and railways will continue to be responsible for confirming the vaccination status of travellers. In the aviation mode, the Canadian Air Transport Security Authority (CATSA) will also support operators by confirming vaccination status.

This vaccination requirement continues to include specific accommodation to recognize the unique needs of travellers from small, remote communities (some of which are not accessible by road) to ensure they will be able to travel to obtain essential services in support of their medical, health, or social well-being, and return safely to their homes. The specific requirements for these communities will continue to evolve based on engagement with Indigenous organizations and provinces and territories in the coming weeks.

Transport Canada continues to work with the cruise ship industry, and other domestic and international partners, to permit the safe re-opening of Canada to cruise ship travel in spring 2022, including the specific vaccination requirements for cruise ship passengers, and other health protocols. Additional information will be available in the coming weeks.

The Government of Canada will continue to engage with key stakeholders, employers, airlines and railways, bargaining agents, Indigenous Peoples, local authorities, and provinces and territories to support the implementation of the vaccination requirement.

For travellers entering Canada: While Canadian citizens, permanent residents, and persons registered under the Indian Act will still be able to enter Canada if they are unvaccinated or partially vaccinated, they will not be permitted to travel beyond their point of entry within Canada on a connecting flight or by rail. These travellers should plan their return accordingly by selecting a Canadian airport that is closest to their final destination, and expect to be subject to testing and quarantine.

After January 15, 2022, unvaccinated or partially vaccinated agricultural and agri-food workers, new permanent residents, and some children under the age of 18 will still be allowed to travel onward domestically to get established in Canada, but will also continue to be subject to testing and quarantine. Unvaccinated or partially vaccinated resettled refugees will continue to be allowed to enter Canada and stringent health and safety protocols remain in place.

Foreign nationals who reside in Canada temporarily, and who entered Canada as unvaccinated or partially vaccinated, will be allowed to leave the country without being fully vaccinated up until February 28, 2022. After that time, foreign nationals will need to be fully vaccinated to board a flight or train in Canada.

The Centers for Disease Control and Prevention updated its guidance Wednesday for travelers in the wake of a global rise in measles outbreaks, as cases have mounted  across 17 states .

Americans planning to travel abroad should consult their doctors at least six weeks before traveling if they are unsure about whether they are up to date on their vaccines, the agency now says, in order to avoid catching the highly contagious virus during their trip.

The CDC previously said in November that travelers only needed to schedule an appointment at least one month before their trip, in order to have enough time to get vaccinated .

Russia and Malaysia were also added Wednesday to the CDC's map of 46 countries now facing large measles outbreaks. However, the agency warns that the global rise in measles cases remains a threat in other parts of the world too.

"Measles spreads rapidly and may become a risk to travelers in places not included on the list above. CDC recommends all travelers are fully vaccinated against measles when traveling to any international destination," the agency says.

It is not clear what prompted the CDC's new measles guidance tweaks. A spokesperson for the agency did not immediately answer a request for comment.

In recent weeks, health authorities have ramped up their plea for Americans to get vaccinated before spring break travel this year. 

Officials have cited recent outbreaks linked to travelers who were infected abroad and had been eligible to be vaccinated. 

Those include a cluster over the winter in Philadelphia , linked to an unvaccinated baby. The infant had been old enough to get a shot of the measles-mumps-rubella or MMR vaccine, which is recommended for travelers at least 6 months old. 

Another had been in Idaho, which state health authorities linked to an unvaccinated adult who traveled to Europe, where many countries are now facing resurgent outbreaks of the virus.

"The World Health Organization has noted a significant increase in measles cases worldwide, with a 30-fold increase in Europe.  This includes popular international tourist destinations for Americans, like England," the CDC said in a report on March 8.

What to know about the measles vaccine

Two doses of MMR vaccine offers 97% protection against measles, the CDC says , and at least one dose offers 93%. The shot offers lifelong protection against measles.

Most Americans got two doses of the vaccine by the time they were 6 years old, under CDC recommendations and widespread school requirements, though vaccination rates have slipped in recent years.

For adults born after 1957 who are unsure if they are protected, all are recommended to get at least one dose of the vaccine if they do not have evidence of immunity , like records of vaccination or previous infection.

Growing measles cases in the U.S.

In the United States, state and local health authorities have announced at least 55 confirmed or suspected cases of measles so far this year across 17 states. 

That is close to the 58 total measles cases the CDC says were reported for all of 2023. The last peak of yearly measles cases was in 2019. That year 1,274 infections were reported, making up the most on record in a single year since 1992.

Most new cases in the past week have been in Illinois, where Chicago health authorities have been responding to an outbreak in a migrant shelter. That outbreak prompted the deployment of CDC and state teams to aid the response, as the city has sought to screen and vaccinate hundreds potentially exposed.

New infections have also been announced over the past week in California and Arizona.

A spokesperson for the California Department of Public Health said Wednesday there were four reported measles cases statewide, and that "cases have been linked to travel to countries with epidemics in the wake of decreased routine immunization."

Hundreds may have been exposed at a hospital in Sacramento, authorities warned on March 8, after a child contracted the virus following a trip outside of the country.

State officials said their measles trends remain "similar to pre-pandemic levels" so far.

Officials in Arizona's Coconino County also announced a new case on March 11. Three previous infections were reported this year in Arizona's Maricopa County, which spans Phoenix, but the new case wasn't linked to those or to international travel, a county health and human services department spokesperson said Tuesday.
