San Juan is the capital of Puerto Rico and the capitol building, called El Capitolio, is located in Old San Juan.  The idea for its construction came from the Commissioner of Puerto Rico, Luis Muñoz Rivera in 1907. Rivera was a proponent for Puerto Rican autonomy. He began planning it as early as 1911 but actual construction did not begin until 1925. The completion of construction and dedication of the building occurred in 1929. At completion, no dome existed. The addition of the dome in 1961, designed in a Neoclassical Revival style, utilized the same expensive Italian Marble used by Michelangelo.

A local architect, Rafael Carmoega, created the actual design of El Capitolio building. Its interior took shape as an artistic masterpiece through the collaboration of local artists like Jose Oliver, Jorge Rechani, Rafael Tufino and others.

El Capitolio has two main entrances, one on the north side and one on the south. Each entrance has 8 pillars and 7 doors which represent the seven senatorial districts in existence at the completion of the building. Each door has the name of the district it represents etched on its threshold. The names of these districts are San Juan, Guayama, Humacao, Arecibo, Aguadilla, Mayaguez, and Ponce.

Located in the rotunda on the main floor is a permanent ballot box. The original copy of the Constitution of Puerto Rico is also on display. The interior facade of the main floor has illustrations of different moments in Puerto Rico’s history:

Beautiful red carpeting and chairs decorate the senate chambers where legislative meetings take place. Mosaics and friezes accentuate the architectural design.

El Capitolio  hosts the house of representatives in one wing and the senators’ in the other wing. Regular sessions of legislature meet inside as well as all types of rallies. People are able to watch the senate through thick protective glass from the gallery above.

Admission is free and tours are conducted in both Spanish and English. There is a metal detector and security check point that all visitors must go through.

El Capitolio (Capitol Building), also known as El Palacio De Las Leyes (The Laws Palace), is home to Puerto Rico’s House of Representatives and Puerto Rico’s Senate.

What is the Capitol Building?

The Capitol Building is a neo-classical white marble building that houses Puerto Rico’s bicameral legislative assembly.

The House of Representatives and The Senate of Puerto Rico have used the building for over 90 years.

What is the history of the Capitol Building?

Puerto Rico’s Capitol building has two histories: the history of the building and the one within the building.

Before the construction of El Capitolio, the Legislative Assembly of Puerto Rico used the Provincial Delegation Building (that building is the Department of State Building now).

The former Resident Commissioner Luis Munoz Rivera introduced the idea of constructing a capitol building in 1907.

In September 1907, Commissioner of the Interior Laurence Grahame sent an official request for architects to submit plans for Puerto Rico’s Capitol building.

They chose Frank E Perkins’s proposal, and construction began in 1921. The Capitol building was inaugurated on February 11, 1929.

Since 1977, Puerto Rico’s Capitol Building has been on The US National Register Of Historic Places.

Where is it located?

You will find the Capitol Building of Puerto Rico astride the Ponce de León and Muñoz Rivera avenues in Puerta de Tierra, just a short walk from the “heart” of Old San Juan .

On the South Side of the Capitol, you will find life-size statues of the United States Presidents that have visited Puerto Rico while in Office.

Is it worth visiting?

The Puerto Rico Capitol Building is worth visiting. 

If you like history and art, you will find both at El Capitolio.

There is the history of the Capitol and the one within the Capitol.

When you enter the building and go to the Rotunda, look up; eighty feet above the floor, you will see a glass mosaic of Puerto Rico’s Coat of Arms.

Surrounding the  coat of arms are mosaics of the twelve muses.

There are four mosaics on the Rotunda arcs depicting Puerto Rican history scenes. The Northwest mosaic represents the discovery of Puerto Rico. The North mosaic depicts the colonization of Puerto Rico by the Spaniards.

The Southwest mosaic represents the autonomist movement of 1857, and the South mosaic commemorates the abolition of slavery in Puerto Rico.

Twelve rose marble columns (four on each side) support the second floor. On the second floor of the Rotunda, they carved twelve friezes depicting scenes of Puerto Rican history.

The Northside has the Taino period of Puerto Rico.

Spanish Governors and the abolition of slavery are on the East side.

You will see the arrival of the United States troops in 1898 on the South side frieze.

And the political reforms that gave Puerto Ricans United States citizenship are on the west frieze.

In the middle of the Rotunda Hall is a Copy of The Puerto Rican constitution.

No, there is no entrance fee at El Capitolio.

The Capitol of Puerto Rico, also known as the Palace of Laws, is the seat of the Legislative Assembly of Puerto Rico , which is made up of the House of Representatives and the Senate.

The building is located on Juan Ponce de León avenue in the Puerta de Tierra sector, in the city of San Juan , Puerto Rico.

Things to See in the Capital District of Old San Juan

Due to COVID-19, At this time, the Capitol building is closed to the public and no tours are being offered. But you can still walk around outside.

I am always surprised at the new things we find to do in Old San Juan . We recently decided to take some family to see the Capitol building and, afterwards, we went walking around the area and found a bunch of parks, plazas and memorials dedicated to a vast array of things. We also noted that access to the beach at the back of the Capitol building has been improved.

We spent a couple hours just walking around, taking pictures, and enjoying the day. I think anyone who visits the area will be impressed by what you can find there.

Old San Juan

To start off, the Capitol building ( El Capitolio de Puerto Rico ) is right at the end of the Puerta de Tierra sector of Old San Juan, just before you get to the old section. To get there, you can walk east from Fort San Cristobal on Muñoz Rivera Avenue (along the waterfront). You can also take the trolley and get off at Stop 18a. It is a short walk from the Old San Juan cruise ship piers and parking decks.

You can’t miss the Capitol building. It is a huge white marble building with a large dome, just across the street from the ocean.

We started our day by going into the Capitol building, through the entrance that faces the Atlantic Ocean. There is always a guard at this door, but you are welcome to go in and look around.

The building is open to the public during the weekdays only. We visited the first floor and it is great!

The dome is magnificent, with mosaics depicting important events in Puerto Rico’s history — like the arrival of Columbus, Spain’s first encounters with the Tainos, the freeing of the slaves, and the end of the Spanish American war. Beneath the dome, in the rotunda, the Puerto Rico Constitution is on display.

Old San Juan

Inaugurated in February of 1929, the Capitol remains a beautiful symbol of liberty and democracy that should make Puerto Ricans proud. It is listed on the US National Register of Historic Places.

This really should be a must see stop for locals and tourists alike. You can call or email ahead of time to schedule a guided tour. Or you can just show up the people at the desk will probably tell you a little about the building, how it was made, where all that marble came from, and the significance of the scenes depicted on the dome.

Beyond the Capitol Building

Old San Juan

San Juan Bautista Plaza is on the north side of the Capitol building, overlooking the Atlantic Ocean. It contains a couple nice sculptures and mosaics of the Coats of Arms of each of the towns (municipios) Puerto Rico. There is a set of stairs that leads down from the Plaza to Playa Capitolio or Playa Bajamar.

There are a number of beautiful plazas and memorials on the south side of the Capitol building, along Constitution Avenue (Route 25).

Paseo de los Presidentes (Presidents’ Lane) is just across the street from the Capitol building. Here, you can find life-size bronze sculptures of all the US presidents who have visited (or even stepped foot in) Puerto Rico.

Old San Juan

There are monuments to Puerto Rican police who have died in the line of duty, Puerto Rico’s fallen soldiers from each of the wars, Puerto Rican teachers, important Puerto Rican women, Puerto Rican artists, and other important Puerto Rican figures.

There is plaza that has bronze busts of past Puerto Rican governors. There is the Altar de la Patria , which has a nice bronze statue and a relief mural depicting Puerto Rican history/culture. There is a playground with a garden and even a beautiful Jibaro on horseback sculpture, with the Lamento Borincano song written out (in Spanish). These plazas and memorials went on and on, one plaza after another. Some, like the Plaza de los Leones , are still under construction.

Old San Juan

The most moving monument is the Holocaust Memorial. Besides the beautiful sculpture, all around it are bilingual historical accounts of the atrocities committed during World War II. The photos and information are moving beyond words.

There is also a placard commemorating the 17 Puerto Rican tourists that died in the Lod Airport massacre in Israel in 1972. There is the Path of the Righteous — a walkway with names of people who have risked their lives to help others (many by hiding Jewish people during World War II). This site may be a bit sobering while on vacation, but it offers a reminder that people need every so often to accept others despite our differences.

Old San Juan

The Capitol Building is open to the public Monday- Friday from about 9am to 5pm. Admission is free. Prearranged tours, offered in Spanish or English, last about 1 hour. You can make a guided tour reservation by calling 787-721-5200, ext. 301 or 311.

The plazas and memorials are outside, so no admission, "hours", nor tours. Just walk around on your own and look at stuff.

A Walking Tour of Old San Juan's Architectural Treasures

One of the most convenient aspects of traveling through Old San Juan is that it’s walkable and easily accessible for pedestrians. Many people get to know the historic district by walking around without a plan and encountering architectural beauties by chance.

That is one way to do it, but with just a little bit of planning, visitors can make sure to see the architectural treasures the area has to offer. Put your comfortable shoes on, bring sunscreen and follow the path outlined here to see Old San Juan’s notable structures.

El Capitolio

Visitors are able to enter the Capitol building and take a tour in what is probably the most important government building on the island. El Capitoliois located at the beginning of Old San Juan. Inaugurated in 1929, it replaced what is now known as the State Department Building. Notable features of the structure include its rotunda, marble stairs, and prominent columns. The plaza in front of the building is a great spot to take pictures since it sits between the Capitol building and the oceanfront.

Dating back centuries, Fort San Cristobal once formed part of an intricate defence system for the city of San Juan, which served to keep the city safe both under Spanish and American rule. Now it’s a must-visit attraction in Old San Juan, for tourists and locals of all ages looking for a wonderful and historic experience with ocean-side views.

El Morro Castle

The most famous fortification—just edging out Fort San Cristobal for the distinction—is El Morro Castle , which also served to protect the capital city for centuries. Its strategic location in San Juan Bay was utilized for security purposes, but now that the castle is a tourist attraction, its location provides spectacular ocean-front views. The vast green lawn in front of the structure is perfect for walking around and having a picnic, among other outdoor activities. Visitors can easily access the impressive castle via Norzagaray Street.

Casa Alcadía (The Mayor’s Building)

The construction of the mayor’s building in its current location at San Francisco Street, began in 1604 and its development continued until 1814. Over the years important moments have happened with the building’s walls, such as the signing that ended slavery in 1873, and the founding of the Puerto Rican Athenaeum in 1876. The current structure was built between 1938 and 1939, and includes four floors, an elevator and a basement.

Apparently this small chapel on a cliff was built by Baltazar Montañez, a young man that was saved through divine intervention at this very spot. The chapel is still very similar to how it was in 1753, when it was, except for the tokens or ornaments that people with physical illnesses leave there for curative purposes. Thanks to a group of volunteers, the chapel on Cristo Street is taken care of and when open, visitors can leave ornaments there, if they want.

Originally a fortification, the first section of La Fortaleza was built between 1533 and 1540, with additional construction being done towards the end of that century; then in 1846 more changes were made to the structure. The governors of Puerto Rico have lived in this distinctive blue building since 1604.

San Juan Gate

Located along Clara Lair Street, the exterior, pink-red exterior of the door/gate is a notable exception to all the brick in the area. An inscription in Latin that reads “Benedictus qui venit in nomine Domini” sits atop the door, which roughly translates as “Blessed is he that comes in name of the Lord.” It is, like so many other attraction on this list, a remnant of when Puerto Rico was under Spanish-rule. Visitors have so many historic landmarks that they can walk to, including the gate, that it’ll motivate anyone to explore.

L ocated approximately 1,000 miles southeast of Miami , Puerto Rico is a popular Caribbean island with American travelers. Leave your passport at home and head to year-round summer, piña coladas, and occasionally getting caught in the rain. It's all part of the charm of being in the tropics.

Puerto Rico is best know for its abundance of places to unplug, unwind, and explore the unknown. The island is filled with secluded wonders, from beach coves and clear waters to tree swings with panoramic mountain views. It's also a place to eat, drink, and be merry. A half dozen brands of local rum collectively back Puerto Rico's claim to the title " Rum Capital of the World ."

If you want to discover Puerto Rico beyond the San Juan cruise port, consider renting a car or hiring a guide to reach lesser-known destinations. Here are 12 of the best things to see and do in Puerto Rico.

1. Eat your fill of pork in Guavate

There's a pork trail in Guavate that is a meat lover's dream come true. Only 40 minutes from San Juan, the town within the mountain municipality of Cayey is most active on weekends when you'll also find live music and street vendors. There are lechoneras lined up one after another, small shops specializing in roasted pork-one of several essential Puerto Rico dishes to try.

How the lechoneras came to exist depends on who you ask : One account attributes them to the need to serve locals driving from San Juan, while another claims there used to be a penitentiary nearby, and that visiting families needed somewhere to eat; the prison had a farm that raised hogs. No matter their origin, the lechoneras in the area are a beloved part of the community, each serving their own version of pork-pair your cut of choice with arroz con gandules , a yellow rice and pigeon peas side item that is a Puerto Rican staple.

2. Experience natural waterslides at Las Paylas

Ever thrown yourself down a waterslide carved into giant boulders by the flow of a river? Las Paylas is a series of natural slides and pools located in a resident's backyard in Luquillo, about 45 minutes from San Juan. The slides are a three-minute walk from the driveway turned parking lot. Spend the morning in nature's playground, rope swing optional. Exercise caution and tuck in your elbows while going down the slides. If you work up an appetite, stop by the local kiosks for an empanada and chilled fresh coconut on your way back.

3. Marvel at pink lakes in Cabo Rojo

Cabo Rojo is only an hour from the airport in Aguadilla for those flying into the west side of the island. The area is a draw for its natural wonders, including salt flats that look like a vast span of pink lakes in the right light. While this phenomenon is not unique to Puerto Rico (other examples from around the world include Lake Tyrrell in Australia and San Francisco Bay's salt ponds), it's a rare sight and one that's largely unobstructed and unmonitored here.

There's a small, volunteer-run information center, but the salt flats are not officially labeled or advertised as a tourist destination. There are no designated entry points or tickets for admission. You can park by the side of the main road and enter for free. You'll find the salt flats en route to La Playuela, commonly referred to as Playa Sucia , a popular white-sand beach surrounded by large cliffs on which you can hike or bike.

4. Taste savory ice cream flavors at Heladeria Lares

Creative flavors and community connection are family traditions at Heladeria Lares , a small ice cream shop nestled in the small town of Lares in the center of Puerto Rico. The recipes are created in-house and can range from sweet potato to cilantro flavored. The ice cream shop makes the perfect stop after exploring the nearby cave system at Parque Nacional de las Cavernas del Río Camuy.

5. Meet "Flaming June" at the Museo de Arte de Ponce

The well-known painting Flaming June portrays a sleeping woman in a vibrant saffron dress. You can see this work by by Frederic Leighton ar the Museo de Arte de Ponce . The museum opened to the public in 1959 and houses an estimated 4,500 works of art, including pieces from Puerto Rico and Latin America.

6. See Ponce's Gaudí-style architecture

Located in the southern part of Puerto Rico's main island, Ponce is full of delights for art and architecture lovers ; the Parque de Bombas is a visually striking former fire station and one of the island's most notable landmarks, while Casa Weichers-Villaronga is a neoclassical mansion that doubles as an architecture museum.

Enjoy the city's own style of architecture, called Ponce Creole, which incorporates fantastical elements-think intricate, ornamental decorations on rooftops, stately columns, and exterior crown molding. 7. Go ziplining at Toro Verde

" The Monster " at Toro Verde is one of the longest ziplines in the world. It's hung between the trees in Orocovis, a mountain town toward the center of the island about 90 minutes from San Juan. The 1.57-mile-long line takes an adrenaline-packed two minutes to fly from one end to another, Superman-style. Other zipline options are available for those seeking moderate to mild thrills. You can make reservations online ; there is a restaurant and bar on site if you want a drink in celebration of your bravery afterwards.

8. Taste local rum at Ron del Barrilito

Puerto Rico has no shortage of rum distilleries . Opened in 2019, the Ron del Barrilito factory offers guests the option to tour the building, Hacienda Santa Ana, for $40, or attend a mixology class or partake in a premium tasting tour for $80 each. Here you'll also find Ron del Barrilito 5 Star, a collector's edition aged up to 35 years and more than $700 per bottle.

You will also spot a special "freedom barrel" on your tour, undisturbed since 1942 and reserved for consumption by the people of Bayamon in the event Puerto Rico one day declares independence.

9. Explore Old San Juan with a food tour

Those looking to experience Old San Juan in a new way should consider a food tour around the city with Spoon . The area is walkable and the tour includes history about the city's plan and design. From freshly brewed coffee to avocado stuffed with pork, you'll taste the classics while simultaneously supporting small businesses.

For an upscale dining experience, head to Marmalade Restaurant and Wine Bar , which offers international dishes like a harissa-seasoned ahi tuna tartar.

10. Try river tubing at the Tanama River

The Tanama River in the town of Utuado offers a twist on the traditional lazy river; it'll float you into a pitch-black cave. The reward at the end of this adventure, which accommodates large groups, is a free facial thanks to a large supply of river clay. The word "Tanama" is Taino for "butterfly," so expect to see many of them on your visit.

11. Kayak in a bioluminescent bay

There are three places to find bioluminescence in Puerto Rico: Fajardo, Lajas, and Vieques. Mosquito Bay in Vieques is the brightest of them all, and several companies offer evening kayak tours on glass-bottom boats. Go with Bieque Ecotrips if you want a smaller group tour; Aqua Sunset Tours is an operator to consider if you want a fully clear kayak versus just a glass bottom. Plan your visit during the new moon to see the brightest contrast possible, and make reservations ahead of time as spots fill up quickly.

12. See Taino petroglyphs at Cueva del Indio

Cueva del Indio is about 25 minutes north of Cueva Ventana. If possible, aim to see both caves on one trip. Cueva del Indio is listed on the National Register of Historic Places. It's so scenic it's been featured in movies like Pirates of the Caribbean: On Stranger Tides . There are a number of Taino petroglyphs on site dating back nearly a thousand years. Wear sneakers or hiking shoes as the terrain is rugged and explore at your own risk.

WASHINGTON (AP) — Puerto Rico will hold a Democratic presidential primary on Sunday, which will be the only opportunity most registered voters on the island will have to officially weigh in on the race for the White House.

Like other U.S. territories, voters in Puerto Rico can’t cast ballots in the general election but may participate in presidential primaries and send delegates to both the Democratic and Republican national conventions this summer.

President Joe Biden has already won enough delegates to secure the Democratic nomination and faces minimal opposition on the ballot Sunday. The Democratic primary was originally scheduled for March 17, but party officials moved the event and implemented cost-saving measures like reducing the number of polling places once it became clear Biden had locked up the nomination. The party estimates the scaled-back primary will cost less than $60,000, down from the approximately $1 million the State Elections Commission had originally budgeted. Puerto Rico Republicans scrapped their traditional primary and instead awarded their 23 delegates to former President Donald Trump on Sunday in a caucus-style vote at which approximately 77% of 1,340 eligible party officials participated. Trump was the only candidate on the ballot.

Although residents of Puerto Rico can’t vote for president in November, they could potentially still influence Electoral College calculations. In the 2020 general election, both the Biden and Trump campaigns had outreach efforts in Puerto Rico with the hopes that voters there would in turn influence their friends and relatives on the U.S. mainland.

Last month, Vice President Kamala Harris visited Puerto Rico to tout the Biden administration’s record on disaster relief and to attend a fundraiser. The trip came days after Biden launched a new effort to target Latino voters .

According to a 2023 Pew Research Center analysis of Census data, about 5.8 million Puerto Ricans live in the 50 states and the District of Columbia. About 21% of stateside Puerto Ricans reside in Florida, followed by 17% in New York and 8% each in New Jersey and Pennsylvania.

Trump carried Florida by a margin of 3 percentage points in 2020 and 1 percentage point in 2016. The races were even closer in Pennsylvania, which Biden won by 1 percentage point in 2020 and Trump won by less than a percentage point in 2016.

Biden won the 2020 Puerto Rico primary, which was postponed twice to the very end of the Democratic primary calendar in mid-July because of the coronavirus pandemic. He received 62% of the vote over Bernie Sanders, who received 15% of the vote, and Michael Bloomberg, who received 14%. Hillary Clinton had a similar showing in 2016 with 61% of the vote to 38% for Sanders. Clinton also won Puerto Rico in 2008, when the territory was one of the last places to vote in the marathon nomination fight between the former U.S. secretary of state and then-Sen. Barack Obama.

Here’s a look at what to expect on Sunday:

PRIMARY DAY

The Puerto Rico Democratic presidential primary will be held Sunday. Polls are open from 9 a.m. to 3 p.m. ET.

WHAT’S ON THE BALLOT

The Associated Press will provide coverage for the Democratic presidential primary. It is the only contest on the ballot. Appearing on the ballot are Biden, self-help author Marianne Williamson and U.S. Rep. Dean Phillips, who suspended his campaign after Super Tuesday and endorsed Biden.

WHO GETS TO VOTE

Puerto Rico does not register voters by party, so all voters who registered by March 29 are eligible to participate in the primary, provided they are willing to sign a document at the polls declaring themselves as Democrats. Those unwilling to sign the document will not be permitted to vote.

DELEGATE ALLOCATION RULES

Puerto Rico’s 55 pledged Democratic delegates are allocated according to the national party’s standard rules. Twelve at-large delegates are allocated in proportion to the statewide vote, as are seven PLEO delegates, or “party leaders and elected officials.” The state’s eight state Senate districts have at stake a combined 36 delegates, which are allocated in proportion to the vote results in each district. Candidates must receive at least 15% of the statewide vote to qualify for any statewide delegates, and 15% of the vote in a congressional district to qualify for delegates in that district.

DECISION NOTES

Biden is the overwhelming favorite in the primary. The first indications that he is winning statewide on a level consistent with the overwhelming margins seen in most other contests held this year may be sufficient to determine the statewide winner.

The AP does not make projections and will declare a winner only when it’s determined there is no scenario that would allow the trailing candidates to close the gap. If a race has not been called, the AP will continue to cover any newsworthy developments, such as candidate concessions or declarations of victory. In doing so, the AP will make clear that it has not yet declared a winner and explain why.

WHAT DO TURNOUT AND ADVANCE VOTE LOOK LIKE

Turnout in past Democratic Puerto Rico primaries has varied greatly depending on the competitiveness of the race and other factors.

Only 6,302 votes were cast in the 2020 primary. In 2016, Democrats in Puerto Rico cast 89,188 votes in the June 5 contest, held on the second-to-last day of the primary calendar. Nearly 387,000 votes were cast in the 2008 primary between Obama and Clinton.

Voters had until March 14 to request a mail-in absentee ballot. According to party officials, a limited amount of early voting was available to those who qualified and requested it by March 9. Early voting will also be offered to inmates at correctional facilities on Friday.

HOW LONG WILL VOTE-COUNTING TAKE?

Polls close at 3 p.m. ET. Party officials expect to have final results by about 5 p.m. ET.

ARE WE THERE YET?

As of Sunday, there will be 113 days until the Democratic National Convention in Chicago and 191 until the November general election.

In 2016, the last contested GOP primary, Florida Sen. Marco Rubio won the territory with 70% of the vote, defeating then-candidate Trump.

SAN JUAN, Puerto Rico (AP) — President Joe Biden won the Democratic presidential primary Sunday in the U.S. territory of Puerto Rico.

Puerto Rico was authorized to open only a dozen voting centers this year compared with more than 100 in previous years given recent austerity measures imposed by a federal control board that oversees the island’s finances.

On Sunday, Puerto Rico’s Democrats also chose 36 of 65 delegates they hope to send to the National Democratic Convention that will be held in Chicago in late August.

Although residents of Puerto Rico are U.S. citizens, they are not allowed to vote in presidential elections.

Earlier this year, Charlie Rodríguez, president of Puerto Rico’s Democratic Party, said he would seek to hold a symbolic presidential election in November for those on the island eager to cast a vote for the next president.
