Make Sure Your Charter Fishing Trip is Legal and Sustainable

NOAA Enforcement targets illegal charter fishing activity by educating the public on legal trips.

Offshore fishing charters in the Southeast are a great way to experience the outdoors. As with any business, there are those who follow the rules and a few who do not. Properly licensed charter captains  incur expenses related to permits, safety gear, and other operational costs. This ensures they comply with regulations and that their customers are given a legal, safe, and sustainable experience. NOAA’s Office of Law Enforcement (OLE) continues to make investigating illegal charters a high priority in the Southeast through increased patrols and targeted enforcement operations.

“Tips routinely come into our enforcement hotline reporting illegal charter fishing operations,” said Manny Antonaras, Assistant Director of OLE, Southeast Division. “Illegal charter operations are very concerning to us because they affect legally permitted fishing operations and fair market prices. They can also put customers’ safety at risk, or encourage them to lie about their relationship with the captain.”

OLE uses a multi-faceted approach to curb illegal charter activity. This includes public outreach at Fishery Management Council meetings, engagement with stakeholders, and increased patrol presence on the water. With the help of state enforcement partners and the U.S. Coast Guard, enforcement patrols continue throughout the region.

Do Your Part When You Book a Trip

NOAA advises the public to ask some important questions before booking a trip.

1. Does the captain/owner hold a valid captain’s license? 2. Do they possess the required permits to fish in federal waters? 3. Do they have a safety plan? If so, request to see the safety equipment on board.

Asking these questions ahead of time will keep people from unintentionally booking an illegal charter.

Understanding Federal Permits and Legal Charters

Federal charter/headboat permits are prevalent in the South Atlantic and Gulf of Mexico—with more than 1,300 Gulf of Mexico Limited Permit Holders fishing from Texas to the Florida Keys. Permits for Gulf of Mexico Charter/Headboat for Reef Fish and Coastal Migratory Pelagics are significantly more difficult to obtain than the open access permits allowed in the South Atlantic area. But, illegal operators exist throughout the Southeast region. The Southeast Regional Office maintains information about charter permit types and which vessels hold federal charter permits.

OLE works hard to protect properly licensed charter captains and owners from those willing to break the rules. “I’m blessed to have an established charter business, but one of my biggest worries is that illegal operators cut corners and take shortcuts when fishing and will endanger the safety of others through poor decisions that a properly licensed captain would not make,” said Dylan Hubbard, captain and owner of Florida-based Hubbard’s Marina. “Illegal charters reflect poorly on the whole industry and put a huge burden on upstart captains competing in an over saturated market of legal operators.”

Fisheries Charter Boat Permit

Beyond concerns about customer safety that stem from illegal charters, captains stress the costs that are associated with running a legal business. “The largest cost is the federal permit  (limited access) and time to keep up on safety drills and our drug and alcohol consortium requirements,” said Captain Hubbard. Captains also cite the amount of time and money invested in proper safety and conservation equipment for turtle mitigation gear, descender devices, and safety equipment like life rafts. Lastly, legal outfits incur higher costs associated with newly enacted monitoring equipment that aids in fishery stock assessments, and through non-required actions like carrying extra liability insurance or performing drills beyond U.S. Coast Guard standards.

OLE’s targeted patrols and enforcement, coupled with continued dialogue with the public and vested stakeholders, help increase compliance among anglers by making them aware of the regulations and deterring illegal activity. In addition, these efforts benefit conservation and protect our nation’s marine life.

NOAA and the regional fishery management councils may also implement future preventative measures as the public and industry continue to report illegal charter fishing activity. Newly implemented measures such as the Southeast For-Hire Electronic Reporting Program requirements provide more accurate and reliable fisheries information on more than 3,000 charter vessels in the Gulf of Mexico and South Atlantic.

Plan Your First Charter Fishing Trip

To make your first charter successful, you need to plan ahead and set expectations with your Captain. Charter fishing offers a wide range of options. No two charter fishing trips are alike. The first time you go out on the boat may be very different than someone else’s. What you bring and what to watch out for while fishing will depend on the type of trip that you select. Here are some tips on how to plan your trip.

Before you go

Before you even step foot on a boat, you can start planning your first fishing trip. Doing your research early is crucial, from knowing how to communicate with your guide to what to pack.

Communication

As soon as you have booked your trip, it’s important to speak with your captain or guide. This is the best way to set expectations and make sure you are both on the same wavelength. You can ask yourself some questions when you book:

What am I looking for from this charter? Do I want time on the water, or to target game fish?

What kind of fish am I going to catch?

Do I want to release my fish after catching it or keep it?

You can use these tips to find the perfect charter for you. Your captain will also appreciate your responses. They can then make sure that the trip you booked with them is suitable for your needs.

What you want from your trip

You probably have some ideas about what you would like to do, even if you have never been on a charter. You may want to try a new technique, catch a certain species, or visit a particular fishing spot.

Now is the time to tell your captain if you or other anglers are thinking of something in particular. Let your guide know this is your very first fishing trip. They’ll know your level of skill and be more prepared to teach you.

The most important thing to consider is the type of trip that will suit you and your group. The first thing people think of when they hear about fishing is deep sea for large game species. However, this is not the only kind of trip that is available. Charters are not always about fighting huge Marlins in deep water.

You can ask yourself these questions.

How far would you like to travel?

It is important to reach the hotspots first. It takes time to get to the biggest fish, which are usually offshore. Do you have the patience to wait? In that case, an inshore trip or bay trip would be better. The fish will be smaller but you will spend more time fishing.

Do I want to catch a lot of fish?

Filling the boat is seen as a sign of an enjoyable trip. However, this is not always the case. What will you do if you catch a lot of fish? It can be a disappointing experience to have to throw away your catch. Some people dream of spending a whole day on the water. Some people may be seasick and not want to spend a full day at first. How, where and what you catch will depend on how much time you have available. You can’t expect to catch large species if you have only a few hours.

What is my level of involvement in actual fishing?

It may seem silly, how involved do you want to be in your fishing trip? You may think this is silly, but how hands-on do you want your fishing trip to be? You could cruise the water and only grab your rod when you see something bite. If you are charter fishing for the very first time, consider whether you would like to learn a certain technique or let the captain handle the situation.

It is important to discuss these issues with your guide before the trip for two reasons:

Your guide can prepare for you exactly what you need.

Your guide will inform you if something you requested is not possible (for instance, a certain fish is out-of-season), and you can then agree to go fishing for another species. You can also avoid disappointment by setting realistic expectations.

Included in the Policies

It is important to ask about the “onboard policy” of your guide. Your captain might not find it acceptable for you to smoke a cigar while on board. Alcohol and food are also subject to the same rules. It never hurts asking.

Don’t wait until the last minute to ask for anything. Some guides will pick you up and drop you off for free, while others won’t or charge extra. Apply the same logic to fish cleaning and filing, live baits, licenses, gear and other items that are not listed as included.

Check if the fuel cost is included in your trip. Fuel costs can be expensive, especially when you travel far from the shore. Many captains include fuel costs in their trip prices, but you should confirm this with them before your trip to avoid unexpected charges.

Arrival time and directions to the boat

Confirm your departure time and location one final time before leaving so you can start on a good note. Many things can happen between the time you book your trip and the actual day. Your guide could have moved to a new base or a marina may be undergoing renovations.

Ask your guide for directions and where the closest parking lot is. Your guide knows the area probably better than you do! Don’t be late to your fishing trip. Your guide may have another fishing trip in Myrtle Beach scheduled in the afternoon if you plan to fish in the morning. If you are late, the trip may be cut short.

How to Prepare

Now that you’ve got all the information in your guide, it’s time to pack. Clothing will depend on both the location and season. Below are a few essential items.

Rubber-soled sneakers. They will help you stay steady and firm on the boat. To avoid leaving tracks on your boat, make sure that they are non-marking.

Clothing in layers. You can adjust to changes in the weather. Choose materials that are easy to dry and warm but also offer protection from the wind.

Use sunscreen and polarized glasses. Polarized sunglasses will not only protect you from the weather, but they can also help with some fishing techniques like sight fishing.

Seasickness medications (like Dramamine). These are great options if you are prone to motion sickness and will be traveling in rougher waters. 

Bring a backpack for storage and zip-lock bags to store your valuables. One cooler is for drinks and food, while the other is for fish (if you intend to keep it).

Drinking lots of water. Drink lots of water! Even though almost all fishing charters provide bottled drinking water, staying hydrated on the boat is important due to the sun. Dehydration can make you feel seasick. You’re better off with too much water rather than not enough.

Last but not least, get a good sleep before you leave! If you are out on the boat, you’ll regret a party night with your friends.

It’s finally the day of your adventure! It’s always thrilling to go charter fishing for the first time, but you still need to do a few things. Make sure that you have packed everything. A checklist is the best way to ensure you have everything.

You should also leave early. This is so important; we can’t emphasize it enough! Give yourself enough time to travel, even without news about traffic jams.

Arrive at least 15 minutes before the scheduled departure. Arriving early will give you more time to meet the crew and share your expectations. This brings us to our next step…

Meet the Crew

Knowing your captain and your first mate can greatly impact the quality of your trip. Respect and a friendly attitude will make your trip on the boat more enjoyable.

Many fishing guides are a showman with amazing stories about fish. Some fishing guides are more reserved but still very knowledgeable. They are an excellent source of information. These guys are not only here to drive your boat and bait hooks; they’re also here to teach you how to fish.

When you are charter fishing for the very first time, it is important to ask questions. It’s important, to be honest with yourself about your knowledge and what you don’t understand.

Get on Board

If this is your first boat trip, you’ll probably need some time to get comfortable. This is not solid ground, even if there are calm waters, as is the case on shorter trips inshore. Hold on to something when the boat is moving, and you have to move.

Your belongings are the first thing to be taken care of once you step aboard. You can ask the crew to provide a safe, dry place for your belongings. The wetness and sliminess of the water can be shocking to a first-time fisherman.

Book a six-hour fishing trip . You won’t likely spend six hours straight fishing. You’ll be away from your dock for six hours on average (the time you return may vary depending on how good the bite is). The travel time includes the trip to and from the fishing spots. You’ll spend most of your time traveling to the deep waters if you want to go deep-sea fishing.

You can make the most of this time. If you are charter fishing for the first time, feel free to ask any questions and get more information about the fishing. Your guide or mate will give you an overview of the gear as you depart from the dock. Depending on your technique, you’ll use one or more rods and/or bait and/or lure sets. Ask questions and pay attention to the crew.

The fishing

It’s in the name: it’s not called catching, but fishing! You will enjoy fishing more if you have realistic expectations. Many factors, including the weather and the time of the year, can influence how well fish bite. It doesn’t have to be a bad experience.

If you don’t catch any fish, it’s okay. You’re just charter fishing. Give yourself a little break. Spending time on the water with family or friends and learning a new sport is a great way to pass the time. What’s there not to love?

Your experience will be determined by where you fish, what you are fishing for and which techniques you and your skipper decide to use.

Inshore trips are usually conducted in calm waters with smaller fish. They are popular amongst first-time anglers and especially with families. Nearshore trips are generally directed away from the coast towards underwater structures such as wrecks and reefs. You can try bottom fishing and catch some tasty fish.

Deep sea fishing is another option. Fishing charters in Myrtle Beach take you far enough from the shoreline that you cannot see it. Depending on the location, a deep sea trip may last a day, an overnight or even a week. It is the goal to catch a big fish, so it will be difficult for newbies.

Live bait is required for many fishing trips, no matter where you choose to fish. Captains may ask you to start by fishing for live bait yourself. You should factor in the time it takes to fish, even though it is usually not long. You can also ask your captain to purchase bait in advance at the marina if this is possible.

Don’t be discouraged if you don’t get a bite on your first couple of attempts or even at all. Learning the ropes and cast lines is still a lot of fun. A good captain will do various things if the fish aren’t biting at a particular area. It could be as simple as moving to another location, changing your technique, or using different bait.

Ask if you want to try a new species, a different technique, or a different fishing spot. You’ll probably get a positive response from the captain as long as your request is reasonable.

What can I do with the fish?

The rules and regulations of the area you are fishing in will determine whether you can keep your catch or have it filleted.

The crew will inform you if you have caught a fish that is a keeper, provided it falls within the legal limits. They’ll bring the fish aboard. You can bring your catch as close as possible to the boat for the crew members to gaff and swing it on board.

You can also release your fish. Be sure to discuss this in advance with your captain. You may need to practice catch-and-release if, for instance, your fish exceeds the legal limit. After the Trip

You’ll be exhausted from the activity you did in the open. Be sure to collect your belongings before you leave the boat. Ask the crew to arrange a photo shoot of your catch with the boat.

Depending on where you are charter fishing for the first time, your captain and crew may be able to clean and filet your fish once you get off the boat. You can then take the fish home. Some crews charge for this service, while others don’t. Some crews will split your catch 50-50 with you, while others will allow you to keep the entire catch. If you decide on this in advance, there will be no surprises.

How much do I tip?

Paying for your trip afterwards is the most important thing you can do. You must pay the processing fee if you choose to pay by credit card on the dock.

Also, you should be prepared to tip. A 15-20% tip is expected in the recreational fishing business. This is not included in your trip price. Most captains will only accept cash and may not have access to card machines. Bring enough money.

This might seem excessive if this is your first-time charter fishing in Myrtle Beach , but think about it: If you tip someone to pour you a drink, why not tip someone who has spent hours with you on the water, teaching you how to fish? Deckhands are usually paid only through tips, so by rewarding them directly, you will be rewarding their hard work. It’s best to give tips when both the deckhand and captain are present.

Saying goodbye

All good things have to come to an end. You can always go back to fishing and try again. To round off your fishing trip, you should write a guide review. Many people wait until the next day to collect their thoughts and photographs.

Each guide has their individual policies. You or your captain may have to cancel your trip for various reasons. It’s vital that you keep in touch to stay informed. You can also reschedule your trip so you won’t miss out. If your plans don’t work out, here’s what you can do.

4 Fantastic Fishing Trips For Kids

F or adults of a certain age, the thought of a family fishing trip might evoke memories of Andy Griffth walking along with a young Ron Howard.  Whistling as they strolled through the pines, headed off for a relaxing day on the lake just outside of quaint Mayberry, North Carolina.  In an effort to recreate this idyllic scene, you may even be tempted to pack up your family and strike out for the town in hopes of creating your own bonding time, much like Andy and Opie.  

The trip would be much shorter than most Californians would assume, as the scene was actually filmed in Franklin Canyon, a man-made reservoir turned recreation area just outside of Los Angeles.  Franklin Canyon is gorgeous, and while it is well worth a visit, you’re more likely to run into the Rolling Stones shooting an album cover than you are a father/son duo from a black and white 1960s television show.

There is no shortage of people who consider Utah the Promised Land, both figuratively and literally.  The rivers that formed the Martian landscape as they snaked through the desert are teeming with wading opportunities every angler will love.  Who knows, maybe the great fishing was the true reason for Brigham Young’s cross-country trek!

The Fishing

 Ok, let’s get to the meat and potatoes of the trip.  The fishing.

The Lodge at Blue Sky , part of the Auberge Resorts collection, has a flawless reputation in the fishing tourism industry, and with great reason. Half-Day Wading Trip

There are two destination choices for a half-day wading trip. The Provo River (25-minute drive) and the Weber River (10-minute drive).  This is a great chance for a beginner fly fisherman to learn the basics of rod rigging, casting, basic knots, and fly tying, as well as the great diversity of trout species.  The whole trip takes roughly 3-4 hours, and all participants must be at least eight years of age .  Auberge also offers a full-day wading trip which travels further out to private property and includes lunch.  Offering a chance to further refine your family’s skills under the expert tutelage of your guide.

High Alpine Driftboat Trip

Families looking for a little more adventure will love this family fishing trip.  After a scenic 1 hour drive through the mountains, you will arrive at your destination.  A private reservoir tucked away in privacy.  Spend 6 hours with your guide as you target the elusive Cutthroat Trout. If ever you had the opportunity to land one, this is it.  This trip will last an entire day (6 hours) with a Max of 2 guests per boat and also has a minimum age of eight .

Heli-Fishing Trip

You came here for the ultimate fishing experience, right?  Well, here it is.  Board a private helicopter right at the Blue Sky Lodge and enjoy a scenic flight high in the Uintas Mountains.  After touching down in a remote mountain meadow, guests make the trek to isolated lakes and streams.  Here, they can try their hand in some of the least worked waters available besides experienced guides.  Before heading back, take the opportunity to enjoy a rustic lunch by the lake and let the experience sink in.  This trip lasts 4 hours and has an 8-guest max.

Gracies Farm

When Blue Sky first arrived, they found a beautiful landscape, excellent for artistic inspiration but ill-suited for farming.  The soil was hard-packed, over-grazed, and lacking essential nutrients.  Enter Blue Sky and their sustainable farming guru Lynsey Gammon.  A self-described ‘farmher,’ Gammon and her team of fellow farmhers have worked hard in pursuit of a successful grow operation without sacrificing their love of the soil.  You won’t see tractors pacing along straight lines for hours on end or sprayers misting fertilizer and pesticides in alternating increasing dosages.  Her all-natural approach has created an oasis of fertility and provides produce at the on-site farmers market from June-October.

Families wanting to add a little farm experience to their fishing trip can visit Gracies Farm on Tuesdays at 10:00 am. The farm offers a free 30-minute walking tour to all guests of the lodge.  This complimentary tour is an opportunity to learn more about their passion for sustainable farming.  If you don’t know the difference between a caterpillar tunnel and a high tunnel, this is a perfect introduction to a local small-scale farm.  If you’re looking to get a little more in-depth, maybe you’re a gardener yourself, then a private tour may be more your speed. Little Vaqueros Camp

All parents traveling with kids have been there.  You’re away with the family on vacation and put together a much-needed day of wine tasting or fly-fishing for the adults, but struggle to shake that feeling of guilt for leaving the kids behind.  Blue Sky has found just the solution with their Little Vaqueros Camp.

Each day of the week is themed to provide a full day of activities with a focus on engaging young minds, bodies, and senses with nature.  Counselors take kids ages 5-12 outside for adventure-based activities to learn about the local environment, history, and culture.  While the adults are enjoying their time away, the young ones are learning the basics of fishing, horse care, cooking, farming, mining, and even yoga.  Kids won’t be in a rush to leave by the end of the day.

Orlando, Florida – Lake Tohopekaliga

Yes, it is a mouthful.  The name dates back to the Seminole Indians who once lived around the lake and gave it the name.  Tohopekaliga is Seminole for “We will gather here,” but the locals refer to it simply as Lake Toho or West Lake to differentiate it from the nearby East Tohopekaliga.  

Lake Toho, just outside Orlando, is considered one of the finest Bass fishing hotspots in the country, best known for the record catch set (with a five-fish limit) in the Bass Anglers Sportsman Society contest that came in at a total of a whopping 45 pounds 2 oz. 

For those of you who have never fished Bass before, a 10-pound lunker is entering trophy fish territory.  The Florida Wildlife Commission performed a study of the lake that showed an average of one bass over 10 pounds for every 10 acres of lake.  With numbers like that, you begin to understand why this 23,000 Acre lake is so productive.  That’s a mind-boggling 2,300 wall-worthy bass!

Why is Lake Toho home to so many monster fish?  The lake is fairly shallow, with a maximum depth of about 13 Feet. Providing ample acreage for the grass flats that Bass shelter in during the summer months when the water temperature rises. 

Freshwater fishing brings in billions of dollars each year for the state, so it is a priority for them to manage the health of the lakes.  This includes opening up the dam to allow large drawdowns in the Lake level to allow for man-made droughts to help control invasive plant species and ensure healthy algae levels.

Where to stay near Lake Toho

Odds are this whole area would mostly be a swamp if not for the legendary House of Mouse.  Whether you intend on popping into the park to pay respect on your trip or not, the Disney Animal Kingdom Lodge makes a great base for your trip to Florida. A short drive to both Lake Toho and a plethora of theme parks, this resort features a stockpile of family-oriented activities in a fun atmosphere. 

Hakuna Matata Playground

Hakuna Matata, it’s a wonderful phrase and a wonderful playground.  Hotel stays with kids can go sideways fast.  The jumping from bed to bed and the bouncing off the walls can leave parents feeling crazed and worried about bothering the neighbors.  Having a playground on-site to take kids that are being…..well, kids, can feel like a miracle.  

The Hakuna Matata playground isn’t groundbreaking. It looks much like most playgrounds.  With two separate large features sized appropriately for their age groups.  There are various activities, such as a xylophone, a maze, and some speaking tubes.  The area is thoughtfully well-shaded to reduce the heat throughout the day, and the rubber mulch provides excellent drainage after the ever-present Florida rain showers.  Much like Yoda, don’t judge this amenity by its size.

Movies Under the Stars

Each night of the week, there is an outdoor movie available for guests of the lodge.  Luckily, Disney has no shortage of movie rights, and they are able to keep a fresh inventory in circulation.  The location of the movie is shared between the Hakuna Matata playground and the Pembe Savannah overlook.  Here is a handy site for checking the movie schedule, as well as a few extra tips for making the most of the evening activities.  The movies start at 8:30, which can be pretty late for the young ones, so you may want to consider putting on the pajamas before the opening credits.

We’ve looked at some dream destination fishing trips for kids, but we’ve been mostly hanging out inland.  Where can we go if we want to add a little salt to our lives? Montauk, New York, claims to hold more fishing records than any other port in the world! Is it true? I have no idea, but I do know this beautiful location is a highly productive sport fishing hotspot.

Montauk is located at the tip of Long Island and formed by the same glacial retreat that gave us Cape Cod and the Islands.  The sun, surf, and tourists should leave many West Coast travelers feeling right at home.  Let’s look at some great options for a family in Montauk.

Everyone who has seen the movie Jaws knows sharks are the undeniable king of the ocean.  Their history predates trees by 100 million years and Dinosaurs by an additional hundred.  Seeing them in the wild can be a magical experience from the safety of a boat.  The powerful creatures are a favorite target species for fishermen looking for a worthy opponent.  

The water off Montauk predominantly features Blue, Mako, and Thresher Sharks.  These fantastic beasts will provide families with a workout that is as hard as it is exciting.  Imagine hooking a Mako shark, able to reach speeds up to 50 mph, and battling him back to the boat as he launches himself 20’ in the air.  Or you can tango with a Thresher shark and their long powerful tail, which earned them the nickname ‘sea bull.  Some of these Threshers will leave your family working for hours to finally get the 300-pound monster on board.   If you thought that speckled trout gave you a fight, imagine one of these creatures tugging on your rod and reel!  Old tradition holds you should kiss the first fish you catch for good luck. Maybe best to skip that on this trip, though!
