Despite COVID-19 pandemic, Space Coast tourism sets $9.2 million record

COCOA, Fla. — The Space Coast economy is shattering records for tourism, beating even pre-pandemic numbers, experts say.

 the space coast economy has just seen a record $9.2 million in tourism dollars from march to july 2021  this is despite losing about 20% of the funds because the cruise ship industry was shut down by the covid-19 pandemic the previous record of $8 million was set in 2019.

Some call the tourism numbers amazing, especially considering the cruise industry was shut down for months by the COVID-19 pandemic.

But visitors have still been coming, and officials say it shows the pent up demand for people to get out and open their pocketbooks.

Cruising accounts for 20% of local tourism dollars.

For Amy Elkavich, who runs Hello Again Books in Cocoa Village, said the page is always turning in her store, wher 80% of the books are used.

"When tourists come in, we welcome them, we are just so happy to have them here," she said, noting that more than half of her customers are from out of town.

"Here on Brevard Avenue in the heart of Cocoa Village, we've really been able to benefit from the tourism that's taken place," Elkavich said.

And it's not just her shop, the entire Space Coast has benefited — the area just saw a record $9.2 million in tourism money from March to July 2021.

That number beats the previous high of $8 million set back in 2019.

The record was set even without the 20% usually seen when cruising is up and running.

"I think the overnight stays, people really wanted to get away and not just do a day trip," said Peter Cranis, executive director of the Space Coast Office of Tourism.

He said the pandemic and it's shutdowns played a part in the rebound.

"It was the chance for people to have somewhat of a normal vacation," he said. "And the thing that's great about the Space Coast is we had a lot of launches going on, we have great beaches, great outdoor experiences, and I think it's exactly what families were looking for."

"We were surprised that the customers just kept coming," Elkavich​ said. "There was a real need for books, for shopping and community.

If things stay on the current track, officials with the Space Coast Office of Tourism say the area will break the revenue record of more than $16 million set in 2019.

Situated in the heart of Historic Cocoa Village, the Village Playhouse opened in 1924 and remains one of the most important old buildings in the city of Cocoa. Among the museum's interesting displays are the remains of the oldest human discovered to date in North America, the Windover Woman. Other exhibits detail the lives of Native Americans and the early pioneers, as well as the early days of the railroad in Cocoa.

Cocoa Beach Kayaking will take you out to see these wonderful 2,000-pound creatures on a guided kayak tour through the beautiful Thousand Islands or the Indian River Lagoon.

If you've never kayaked before, don't worry, they will give you a quick lesson before you embark, and guides will be right alongside you or in your craft the entire time. You don't need to bring any gear, either. All you have to do is show up with your camera, and they'll do the rest.

You can't really say you've been to Cocoa Beach until you visit this legendary landmark. The Cocoa Beach Pier is an honest-to-goodness, old-fashioned, woodsy structure that's right out of the history books and where you can walk over water for some 800 yards. Along the way, you'll pass funky restaurants, gift shops with unique items and souvenirs, and great local bands performing outside.

There are also beach volleyball courts nearby and, in the waters around the pier, some of the best fishing in the United States. It's also popular for its surfing, a fact that's led to the area being called the "East Coast Surfing Capital."

Highlights include interactive exhibits showcasing the area's diverse wildlife, the indigenous peoples who lived here, the first settlers from Europe, as well as the environment. Also, be sure to linger at the fascinating exhibit relating to the history of Port Canaveral, including a fun game that allows you to practice steering a ship.

Next, there is the Behind The Gates Mission Zone.

Tours of the area are usually conducted by the Kennedy Space Center Bus Tour when it’s available.

You’ll see the Vehicle Assembly Building, which is working to support a Space Launch System, as well as Launch Pads 39A and 39B.

The Mission Zone beyond that is Race To The Moon, which details the events leading up to the moon landing in the space race.

The central attraction here is the Apollo/Saturn V Center, where you can see the Saturn V, the biggest rocket to ever take flight.

It also has numerous other interactive and hands-on exhibits.

Don’t forget to check out the Moon Tree Garden, Astrovan and Umbilical Tower, and The People’s Moon in this zone.

Next, head to the Space Shuttle Atlantis Zone.

It’s dedicated to NASA’s space shuttle program.

You can view the Space Shuttle Atlantis and the Hubble Space Telescope Theater up close in all their glory.

This zone also has a ton of cool experiences!

Experience re-entry at Fiery Ride Home, launches at Shuttle Launch Experience, microgravity at ISS Triumph of Technology, and various Astronaut Training Simulators.

The zone also has a Forever Remembered memorial for fallen astronauts and a huge 9 ton Kugel ball with 88 constellations.

Finally, there’s the last Mission Zone: NASA Now + Next.

To meet the increasing need as tourist numbers continue to climb, the Space Coast Office of Tourism opened a new visitor center in Cocoa Beach.

“We wanted to have a place where people could come and help plan their itinerary, answer questions about launches, where’s the best place to watch them,” said Peter Cranis, executive director at the Space Coast Office of Tourism.

Located where 520 meets A1A, the new center will be open every day from 10 a.m. to 6 p.m.

The Space Coast has been seeing more and more people coming in. Each month for the last 15 years, a new tourist arrival number has been set.

“We went from $17 million in tourist development tax collection to over $23 million. So, nearly a 40% increase,” Cranis said.

That money goes to the tourist office marketing budget but also to repairs at beaches damaged from the recent hurricanes.

The booming cruise industry out of Port Canaveral, setting new records of its own, has played a role in Brevard's overall tourist revenue increase.

“About half of the people on a multi-day cruise stay overnight. And that’s a huge number, of course, we are always trying to increase that number, but with 13 home-ported ships right now, they are as busy as they have ever been.”

Now all eyes are focused on the upcoming spring break holidays that will likely be busy this year thanks to the harsh winter most of the country has faced.

Florida Tourism statistics for 2023 show a full recovery from pre-covid 2019 and 2020. 2022 pipped 2023 tourism numbers by 2 million. Statistics from VISIT FLORIDA Research show the total number of visitors in 2023 hit 135 million. This can be compared to 2022 when 137.4 million visitors visited Florida.

8.3 million visitors traveled from overseas to Florida and 3.8 million from Canada. This is an increase from 2022 when 7 million visitors came from overseas and 2.6 million visitors traveled from Canada. This represents an 18.3% and 45.5% increase, respectively.

Florida Tourism Data for 2023

Florida tourism numbers decreased for overseas visitors in 2023, so let’s look at the data to see where the visitors came from.

Florida Tourism Statistics in 2021 and 2022

Record numbers of visitors came to Florida for nine consecutive years between 2011 and 2019, crashed in 2020 due to the COVID-19 pandemic and the various global lockdowns, and then started to recover in 2021.

Florida Tourism Statistics for 2021 and 2022 show that visitor numbers recovered to their pre-pandemic 2019 numbers despite a prolonged recovery from international visitors, especially from Canada.

The data from VISIT FLORIDA Research shows that visitor numbers to Florida in 2021 and 2022 are returning to their pre-pandemic 2019 figures despite a slow recovery from international visitors. Many global markets were prohibited from entering the USA until November 2021 due to COVID-19 restrictions imposed by the USA.

With 0.71 million visitors, Columbia was not subject to any travel bans. It came out on top for all international visitors, beating Canada with just 0.58 million (down from over 4 million in 2019).

Domestic visitor numbers surged to over 117 million (a new record), up 55% from 2020, while total visitor numbers increased to 122 million.

Top out-of-state domestic US visitors were from Georgia 9.5%, New York 9.3% and Alabama 6.4%.

The international breakdown by country showed the only gains were from South American countries that were not subject to travel bans (2020 figures in brackets):

• Canada 0.58 million (1.36 million)
• United Kingdom 0.14 million (0.18 million)
• Brazil 0.13 million (0.29 million)
• Columbia 0.71 million (0.17 million)
• Argentina 0.23 million (0.15 million)

These numbers for 2022 show the improvements in growth in comparison to 2021:

• In quarter 1 of 2022, total visitor numbers were up 41.5% on the same period in 2021
• In Quarter 2, the figures were up 4.9% on 2021
• In Quarter 3, total visitor numbers were up 5.2% in 2021
• In Quarter 4, total visitor numbers were up 5.1% in 2021

The last two quarters of 2021 also showed an increase on the same quarters in 2019.

How Many Tourists Visit Florida Each Year?

Florida’s great climate makes it a year-round destination for vacationers and business and leisure conventions. It is also an excellent draw for college students on spring break and snowbirds in the North Eastern seaboard during the cold winter.

Over the last ten years, visitor numbers have mostly continued to grow.

In 2013, an estimated 94.7 million tourists visited Florida in total, up 3.6% from 2012. In 2014, that number grew to 97.35 million, a 2.8% increase from 2013.

In 2015, despite a slight fall in international visitors, overall growth was around 6.5%, topping the 100 million mark and reaching a record near 105 million visitors. A further 5.9% increase in 2016 saw numbers reach nearly 113 million.

Though international numbers continued to fall, especially from South America, overall, 2017, 2018, and 2019 were record-breaking years with over 131 million visitors in 2019, despite the impact of hurricanes like Irma and the red tide outbreaks.

Of the major international countries, Canada continued to show growth, and Brazil started climbing again.

These figures demonstrated that for the ninth year running, Florida was still the “Number One” US attraction for holidaymakers with year-round appeal and that it had bounced back following the 2010 Gulf oil spill.

In 2019, domestic visitors still made up the lion’s share at over 116 million, a 3.7% increase, with Canada in second place and the United Kingdom in third place. In 2020, there was a 29.7% drop in domestic visitor numbers, a 64.5% drop for Canada, and a 70.4% drop in international.

The most significant change in the last couple of years is the drop in visitor numbers from overseas, particularly in South America, and specifically from Brazil, Argentina, and Venezuela. This was partly due to economic and political turmoil coupled with a poor economy and not being part of the US Visa Waiver Program .

For most of 2020 and 2021, the biggest factor was the global COVID-19 pandemic , which struck the USA and effectively put it into lockdown, though this varied by state.

Orlando Visitor Numbers in 2021

With its multiple conference facilities and theme parks , Orlando hosts the largest number of visitors to Florida each year, making tourism the largest private employer in the area.

In recent years, theme parks have seen more significant numbers of spring breakers wishing to spend time in theme parks rather than at beach resorts. Walt Disney World is estimated to receive over 50 million visitors annually, making it the most visited vacation resort globally.

Visit Orlando produces annual visitor statistics, and they estimated there were 59.3 million visitors to Orlando in 2021, a significant increase from 2020 with 35.3 million but well down on the record of over 75 million in 2019 and 2018.

The figure of 59.3 million includes 49.7 million domestic leisure visitors, 7.5 million domestic business visitors, and about 2.1 million overseas visitors.

The Orange County Convention Center saw nearly 1 million visitors, with over 40 million transiting through Orlando International Airport (MCO).

Visitors to Orlando bring in over $4bn in state and local taxes from hotels and businesses.

However, in 2020, that figure crashed to just 35.3 million visitors. International travel was down by 75%, not helped by the travel ban into the USA from so many countries.

Before the pandemic struck in 2019, Orlando witnessed record-breaking numbers: 75.8 million visitors overall, 69.3 million domestic, and 6.5 million overseas, making it the most visited destination in the USA, beating New York.

Orlando International Airport maintained its position as the busiest in Florida, with 50.1 million travelers to the airport, a 6.7% increase in 2018.

Miami Visitor Numbers in 2021

Though Miami lacks theme parks, it still has a lot to offer: great beaches, casinos, cruises to the Caribbean and beyond, culture, and the lure of the Florida Keys.

The Greater Miami Convention & Visitors Bureau publishes annual visitor numbers to Miami. In 2021, Miami hosted some 24.2 million visitors, matching the pre-pandemic numbers 2019.

8.7 million overnight guests and 3.4 million day trippers were domestic visitors, plus about 3.5 million Florida residents overnight and the same number of day trippers.

There were around 5.1 million international visitors, the largest group were from Columbia with 0.50 million.

Like Orlando and Florida, Miami was also severely hit by the COVID-19 pandemic, particularly in 2020. There were only 11.6 million visitors, 7.9 million overnight, and 3.7 day trippers, 52% down from 2019.

In 2019, there were estimated to be a record 24.2 million visitors, 16.3 million overnight, and 7.9 million day trippers.

In 2018, there were 23.3 million, 16.5 million overnight, and 6.8 million day trippers.

Florida Tourism Statistics in 2020

VISIT FLORIDA Research figures for 2020 significantly declined compared to 2019, especially in the second, third, and fourth quarters.

Overall, quarter 1 was down by 14.5%, quarter 2 by a massive 66.6%, and quarter three by 31.4%. Quarter 4 figures showed a drop of 31.9%.

The total number of visitors to Florida in 2020 was just over 79 million, of which over 75 million were from the United States.

The international breakdown by country figures showed significant losses (2019 figures in brackets):

• Canada 1.36 million (4.09 million)
• United Kingdom 0.18 million (1.33 million)
• Brazil 0.29 million (1.30 million)
• Columbia 0.17 million (0.55 million)
• Argentina 0.15 million (0.56 million)

With the closing of the borders to many countries, overseas visitor numbers decreased by around 75%, whereas domestic USA visitor numbers were only down by around 35%.

One of President Donald Trump’s last actions before he left office on January 20, 2021, was to rescind the overseas travel ban that came into effect in early 2020. Still, before it took effect, the new President, Joe Biden, reintroduced it and added another country (South Africa) to the list.

So the question “Is Florida open to visitors?” was a moot point as anyone who had been in the following countries in the last 14 days was still banned from entering the United States:

• European Schengen area (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, Monaco, San Marino, Vatican City)
• United Kingdom (England, Scotland, Wales, Northern Ireland)
• Republic of Ireland
• South Africa

These bans were finally lifted in November 2021.

Florida Tourism Statistics in 2019

The total number of visitors to Florida in 2019 was over 131 million, of which over 116 million were domestic travelers from the United States. This represented a 3.8% increase on 2018.

Looking at the 2019 international numbers (2018 figures in brackets):

• Canada 4.09 million (3.55 million)
• United Kingdom 1.33 million (1.50 million)
• Brazil 1.30 million (1.22 million)
• Columbia 0.55 million (0.60 million)
• Argentina 0.56 million (0.65 million)

Overseas tourists showed a 0.1% increase compared to 2018.

In prior years, the United Kingdom (UK) was always at the top of the international tourist list behind Canada. Still, in 2011, the UK, at 1.3 million, was knocked off the second spot by Brazil with 1.5 million visitors. Brazil has now slipped back to third place behind the UK.

Comparing these figures from as far back as 2010, the biggest percentage gains came from emerging markets like Mexico, Argentina, Venezuela, and Brazil, reflecting the impact of the economic downturn in Western Europe.

Florida Tourism Statistics In Previous Years

The breakdown for 2009 was an estimated 71.2 million domestic (US) visitors plus a further 2.6 million from Canada.

Visitors from the United Kingdom were in third spot with 1.2 million, down 12% from 2008, whereas Brazil was in fourth place with 0.7 million, up 29%. In 2010, Brazil’s visitor numbers topped the 1 million mark.

Tourists spend over $60 billion per annum in Florida, bringing in nearly $4 billion in sales tax revenues (a quarter of all sales tax revenues) and creating over 1 million jobs in the tourist industry.

Another interesting statistic is the amount of money spent by foreign tourists. Again, Brazilians spent far more per person than visitors from the United Kingdom; they spent twice as much, taking advantage of low prices and a favorable exchange rate at the time.

To cater to this increase in Brazilian visitors, all the main theme parks started employing Portuguese-speaking workers and launched websites in Portuguese.

Brevard County Tourism Development Office

The Tourism Development Office (TDO) consists of Brevard County employees who serve as the staff for the department and report to the County Manager’s Office.  The Tourist Development Council (TDC) is a nine-member advisory board that is appointed by the Board of County Commissioners and makes recommendations to them regarding grants, budget allocations, and other items related to tourism activities.  The day-to-day operations such as promotion and advertising, visitor information services, as well as budget preparation and financial reporting of the Tourist Development Tax revenues and expenditures are managed through the Tourism Development Office. How To Spend The Perfect Day In Cocoa Beach

Start the day at the beautiful shores of Cocoa Beach, enjoying the fresh sea breeze and taking the breathtaking scenery of the Atlantic. Enjoy a short swim or bask on the sand dunes before strolling through the vibrant Cocoa Beach Pier. Hunt for a souvenir at the different shops on the pier or pop into a café for a cup of coffee and snacks.

Later, head to downtown Cocoa Beach to explore the laid-back town, making sure to roam around the historic Cocoa Village. After admiring the hidden historical gems in the quaint neighborhood, grab a quick lunch in one of downtown’s restaurants.

With an unbeatable natural setting, Cocoa Beach rides the wave of top economic development expansion

Life’s a beach, some would say. For Cocoa Beach residents this adage stands true every day they step out their door. As a city of 12,000, Cocoa Beach is anything but a sleepy small town.

Serving over 2.5 million tourists annually, the community offers 6 miles of ocean beaches, a variety of park and recreation amenities, excellent accommodation options, and a wide range of fabulous entertainment and dining choices to suit every taste. Located on Florida’s Space Coast, visitors and residents can gather on the beach to experience the awe of a space launch from Cape Canaveral Space Launch Center, a spectacle not to be missed. For surfing enthusiasts, Cocoa Beach is a haven and has been rated the best surf spot in the US, by the travel blog, Park Sleep Fly.

It’s always been a tourist-centric community,” says Mayor Ben Malik. “Of course, the growth really exploded during the Apollo program, the first space race.” When the Apollo program ended in the 1970s, Cocoa Beach and all of Brevard County felt the effects, as a large portion of the workforce migrated out of the area, causing the real estate market to plummet and unemployment to soar.

When the space shuttle program was closed in 2011 similar effects were felt, but Malik maintains it was to a much lesser extent. “Frankly, it was one of the best things that happened because it forced the diversification of our area into the commercial sector that has taken a center stage now. Right now, the entire region is a hub of high-tech defense, aeronautics, and avionics. We have literally 1000s of engineers coming here with all these industry clusters that we have.”

With this diversification comes a need for more permanent housing, and Cocoa Beach is making it happen. The Drift will bring 220 units to the city. Robin R. Hayes, City Manager, describes, “We have four new building potential opportunities for us here in Cocoa Beach, and that’s one of them. It will be two facilities, approximately six to eight stories in structure and height.” A 412-unit condominium development by BVH Investments will also bring more housing options to the city, which Hayes notes is a much-needed opportunity.

“That will change the number of residents that we’ve been able to open the doors to, so to speak. We’ve been pretty much landlocked, so any opportunity we have in which we can look at permanent residents with a permanent tax base associated with their homes, that’s important.” In other development, Driftwood Capital is finalizing plans for a $380 million Westin Resort and Convention Center, which will have 502 rooms. “There is some funding from the county tied to that convention center through the use of our tourism dollars. So that’s a great opportunity for us,” relays Hayes.

A new build of the Westgate Cocoa Beach Resort, is also in the plans, at an investment of approximately $80 million. “It will be 116 rooms, and it’s attached to our pier. Our pier is one of our signature areas to visit. It is a privately owned pier, but we have a great working relationship with Westgate,” she adds.

For Mayor Malik all of the development happening in Cocoa Beach is a welcome sign, and something he believes was long overdue. He elaborates, “The only reason I got involved in government 10 years ago was because Cocoa Beach had just kind of languished for the past 20 years. We had very archaic and restrictive land development codes, that frankly drove away any outside investment in our community, to the point where we had not one new major building built in 20-something years.”

With a long process to get buy-in from residents, and a referendum to increase height limits, Malik says the city is finally starting to see the fruits of that labor. The Westin Resort and Convention Center will be the only 5-star resort in the county, something which is needed to retain the high-profile companies who are currently in the area.

“We have companies such as L3Harris, SpaceX, Blue Origin, Boeing, Northrop Grumman United Launch Alliance, we have really high-tech companies in aerospace and defense. They want to stay local, but they have migrated to Orlando because we didn’t have a venue that was nice enough to host them,” asserts Malik. “So, this convention center, the hotel, and resort, will be a game changer for the entire region.” Recognizing the importance of this addition to the city, the county commissioners awarded a $30 million grant from the local bed tax to the Westin project.

As a tourist city, events and festivals are part of the fun at Cocoa Beach. Surf festivals are a major draw, including the annual charity event, Surfing Santa’s, where sleighs are traded in for surfboards and Santa tries to catch some waves. With hundreds of Santa’s participating, this event draws a huge crowd every year.

“We’ve been working a lot at sponsoring different events that the bigger organizations do in our towns, such as Surfest and Thunder Boats,” says Karin Grooms, Public Information Officer. “It helps not only the businesses, but it helps with recognition for the city. These events are usually worldwide. Cocoa Beach has a very positive name across the eastern seaboard, especially the west coast. So, we try to assist and help with the surf contests or any other worldwide event that would come here, just trying to focus on these small businesses here in town that put on these larger events.”

Cocoa Beach is also looking into an incubator program, as Hayes explains, “We’ll look at our downtown, look at possible incubator programs in the sense of potential businesses that might wish to open, we’ll work with the owners of the facilities and try to support them from that perspective.”

Likewise, the revitalization of a downtown district designated as a Community Redevelopment Area (CRA) is underway. “It’s an area of our downtown that was considered many years ago as a blighted area. So, it comes with some restrictions on how the funding can be spent. As part of that area, we can definitely look at some facade improvements,” she says.

“I think that will go a long way in supporting the downtown businesses, but also supporting those owners who may invest in the incubator program that we’re putting together, as well as just overall growth of our downtown.”

Several years ago, the city took on the challenge of parking, adding a parking garage to the CRA district. As another way to support businesses, Cocoa Beach has dedicated some parking spaces for restaurant and business clientele to park and shop. “We definitely feel that we are a contributor to the downtown in the sense of helping some of our businesses re-establish themselves,” says Hayes.

Strong partnerships are key for the city, and Cocoa Beach relies on companies like Florida Power and Light, who are a huge source of support during hurricanes. As for other partners, Cocoa beach is proud to be the original location of Ron Jon Surf Shop, and to have a good relationship with the company, often working with them on events. “Many years ago, they spent quite a bit of capital in investing in Cocoa Beach and in the surfing information out there. They put it out on billboards, they were the big advertising marketing firm that stood up and took care of a lot of that for the city,” acknowledges Hayes.

She adds that support from Brevard County, as well as Governor DeSantis and Senator Mayfield, are all important in the continued success of Cocoa Beach. “We received $36 million from the combination of the two $12 million appropriations from the state toward a grant for our capping program- environmental protection along our shoreline of our golf course. The county gave us the other $24 million,” she reports.

“Those are partnerships that we just wouldn’t know what to do without. They’ve been an integral part of what we’ve done here in Cocoa Beach.” Of course, a city like Cocoa Beach couldn’t survive without the valuable partners in the hospitality industry, the hotels and motels, the restaurants, and all the many businesses that support tourism.

Mayor Malik asserts that the Space Coast EDC is another important relationship. He conveys, “They are one of the strongest EDCs in the state. We were written off after the shuttle program ended, and what we are seeing now is literally two billionaires, Elon Musk and Jeff Bezos, going head-to-head 15 minutes away from Cocoa Beach, winning billions of dollars worth of contracts. That market is a trillion-dollar market valuation. I mean, they’re talking about 300 launches by 2035. It’s just going to keep booming.”

As for what else the future holds, Malik says a reinvestment in aging infrastructure is on the table. “It’s not exciting, like a $400 million hotel or a park or something like that, but it has to be taken care of.” With that in mind, Cocoa Beach is sure to move forward as a thriving city, filled with possibilities.

Torres: Time for Brevard County Commission to support a Brightline station in Cocoa

Five million dollars.

That may be all that stands between a Brightline train station coming to the Space Coast. The alternative — Brevard continuing to be just a blur for passengers traveling between Orlando and Miami on the high-speed passenger rail — is not quite as exciting.

The vote on whether to free up $5 million in tourism tax funds goes before the County Commission for a vote tonight.

I'm hoping our commissioners vote with a resounding "yes."

Why? Well, in addition to the obvious notion that it would be better to have a train stop in Cocoa than none at all, there are these factors to consider:

■ The $5 million could become $25 million, due to a federal grant program that quadruples local investment. Applications for the grant must be submitted by May 28.

■ This is not property tax or a specialty tax or a loan. This is money the Brevard County Tourism Development Council already has at its disposal, through revenue collected from tourists, via a 5% tax on hotel rooms and vacation rentals. The council, by the way, already voted 8-0 i n favor of the money being used for a station.

■ The city of Cocoa already authorized $5 million for the station. (This number also could become $25 million, due to the federal grant program.)

■ The Space Coast Transportation Planning Organization already allocated $15.5 million in federal funding for the project.

■ If the county negotiators insist on a clawback stipulation, then the $5 million gets returned to the coffers if for some reason the federal funding does not materialize.

I know $5 million is a lot of money, but is it really, when you consider the railway's plans to connect to the Tampa area and eventually Jacksonville? Plus, there's no guarantee that unprecedented federal program will continue past this year. Additionally, a delay now will only result in rising construction costs, and who's to say Brightline won't find somewhere else to build another station.

It's also not a lot when you consider the cost of the $45 million station and the $30 million needed for track improvements needed to accommodate a stop.

Brevard County Commission Chair Jason Steele said "we'll be kicking ourselves until the day we die," if the county misses out on this opportunity. "Because I tell you what, when those trains start going to Tampa and we start missing out on the opportunity to be 'prime time,' then we're making a major mistake."

Steele added that the county has spent a lot more tourism tax money on things that didn't result in the "'heads to beds'' (hotel stays) a train stop will result in.

The Cocoa station would be 7,500 to 9,000 square feet. It would be built on a part of a 90-acre-plus site near Clearlake Road/U.S. 1 and State Road 528. Brightline is donating land for the project, as well as absorbing operating costs of the station and 500-space parking lot, totaling about $3 million annually.

Brightline currently operates 32 trains a day — 16 in each direction — from early morning to late evening on the roughly 3½-hour route between Orlando International Airport and Miami.

"This is the most exciting thing that's happened to Brevard County ever, in my opinion," Steele said. "Fifty years I've lived here, and I've never seen an opportunity like that."

Is this a perfect situation? No. Would it be better if the county had more time to consider the funding? Sure.

Brightline also had been losing money, but officials claim the company is solid and losses during the first few years of operating the new line were expected. There has also been some scuttlebutt about the trains not having enough seats to accommodate discounted monthly passes in south Florida, but more coaches have been ordered and should be in place by the end of the year.

The county made a mistake several years ago when we lost Major League Baseball spring training. Then, we lost minor league baseball. I know youth sports and amateur tournaments held at Space Coast Stadium bring in a lot of dollars, but let's not lose out on this when we're so close to seeing it materialized.
