Cuba Visa for Indians: Based on First-hand Experience

If you are an Indian passport holder, you already know the pain of procuring a Visa for entering a vast majority of countries on this planet. The pain feels even more real when you see people around you from other nationalities. They can just hop on a plane to land in some faraway land on the other side of the ocean. On a whim! Nope. That is a luxury we, Indians, simply cannot afford. Well, in most cases. So, how difficult is it to score a Cuba Visa for Indians?

Cuba is a country where the entry process is complicated even for the supposedly privileged American passport holders. However, we have good news for you! Instead of going through the ordeal of filling lengthy forms, you just need to get something called “Cuba Tourist Card”. Read on to know the details. We have included all the information about Cuba Visa based on our first-hand experience of traveling to Cuba on Indian passports in 2019.

Note: Many of our readers, friends and fellow travelers shared with us their experiences of procuring Cuba entry stamps on Indian passports. So, to provide an even broader perspective to you, we have updated this post in 2020 incorporating some other experiences of Indian travelers who have already been to Cuba.

Do Indians need Visa to enter Cuba?

There are two separate types of documents for entering Cuba – Cuba Visa or Cuba Tourist Card, the latter being easier to procure. Arriving tourists of most nationalities need just the Cuba Tourist Card to enter Cuba. But does the Cuban Tourist Card suffice for Indian passport holders too? Or do Indians need to apply for a separate Cuba Visa?

Unfortunately, there is a lot of conflicting information on the internet about whether Indians need a visa to enter Cuba. Stay with us, so that we can clear all those confusions about this.

According to Wikipedia, Indian citizens requires Visa for entering Cuba. However, the “Cuba Tourist Card” should suffice if the Indian citizen holds a valid visa or a residence permit issued by Canada, the United States or an EU member state. (This is NOT 100% accurate though, more details to follow.)

There is very little information available online about the details. So, when we planned our Cuba trip, we scoured the internet for first-hand experiences of Indians who have traveled to Cuba. The result was more confusion!

In many travel forums and sites, people (Indian passport holders) had actually stated that only the Cuba Tourist Card should suffice for entering Cuba. But two facts about those statements raised some skepticism for us. First, all such statements that we read, were made by Indians living in USA or Canada. Second, there were lot of ‘replies’ and ‘comments’ to those statements citing counter examples.

Cuba Tourist Card for Indian passport holder

We decided not to get bewildered by all that we read on the internet about Cuba visa for Indians. Instead, we planned our Cuba itinerary , booked our flights and reserved all accommodation. And we believed that just the Cuba Tourist Card would suffice. We left it for the D-Day for that belief to get validated, based on our first-hand experience. [That is, if we were going to be allowed to enter the country!  ] What? We never said we are wise!

Turns out, Indian citizens CAN travel to Cuba using the Cuba Tourist Card, irrespective of their residence status or other visa holding.

What is Cuba Tourist Card (Tarjeta del Turista)?

Cuba Tourist Card is a mandatory entry card required for traveling to Cuba. It is a piece of paper that looks like a bank checkbook slip. You will need to fill in some details like name, Passport number etc. with a pen, before you land in Cuba. At Havana airport, the immigration official will tear off one half of the paper document. You have to retain the other half carefully as you need to return this part before you exit Cuba.

This is how the Cuba Tourist Card looks like. Cuba Tourist Card should suffice as Cuba Visa for Indians or Cuba entry requirement for Indian citizens.

Where can you buy Cuba Tourist Card?

You have three different options for places where you can buy your Cuba Tourist Card.

  • At the airport before the last leg of your international flight travel to Havana, Cuba
  • Through a local travel agency that handles Cuba travel
  • At Havana airport, after arriving

We recommend the first option, as it is the most convenient one. Keep cash (USD) ready for purchasing the Tourist Card at the airport.

Note: We have had some readers tell us that some Mexican airlines do not sell Cuba Tourist Card to Indians at the airports in Mexico. In fact, according to the Aeromexico website , they sell Cuba Tourist Cards at Cancun and Mexico City airports to everyone except people of certain nationalities that include India. However, we have known some exceptions to this as well.

Our recommendation: If possible, do not plan your Cuba travel via Mexico. Look for connecting flights from Miami (USA) or Panama City (Panama). But in case you have to book your Havana bound flight from Mexico, we suggest you to purchase your Cuba Tourist Card in advance through a local travel agency.

How much does Cuba Tourist Card cost?

  • Pink Tourist Card: If departing from US, Cuba Tourist Card costs up to $99.
  • Green Tourist Card: At airports of other countries, Cuba Tourist Card costs $20-$30.

Our first-hand experience of traveling to Cuba on Indian passports: With details of our experience at each airport

We currently live in Costa Rica. But Costa Rica does not have direct flight connections with many nearby countries, including Cuba. So, our flight itinerary included a layover at Panama City. We flew with Copa Airlines. This is how our flight itinerary looked like:

San Jose (Costa Rica) > Panama City (Panama) > Havana (Cuba)

You must have realized by now, that we had dared to leave a lot to chances about Cuba entry requirements for Indians. Needless to say, there were a lot of related apprehensions as well. At each of the three airports, various questions clouded our minds. We were constantly speculating different imaginary scenarios. We even went to the extent of deciding that if at any stage of the travel, entering Cuba starts to become unfeasible, we would just buy tickets to another destination. But we would not let go of this anniversary celebration!

However, turned out the apprehensions were not necessary. In the next sections, we explain what happened at each of the three airports. What were our apprehensions vs. what we actually experienced.

Flying to Havana (Cuba): Flying out from San Jose (Costa Rica)

Our apprehensions:.

Will we be allowed to board the plane? What if the airline is not aware of Cuba Visa requirements for Indians residing in Costa Rica? What if the entry requirements have changed?

Our experience:

Everything went smoothly at San Jose airport. While we waited at the check-in counter, the airline officials probably spent some time reading the guidelines on travel requirements for Indian citizens. [We have come across this in Costa Rica on multiple occasions!] They informed us that we would need to buy the Cuba Tourist Card at Panama City airport. They told us the cost could be $20 or $30, but it had to be paid in cash, and in (US) dollars only.

The officials did check our US B1/B2 visas as well, because we had our return ticket to Costa Rica. We told them that we are residents here and showed our Costa Rica Residence Cards. There were no follow up questions.

Flying to Havana (Cuba): Transferring at Panama City (Panama)

What if we are denied the Tourist Card? (This was unlikely as it is sold to anyone). What if there is a long queue for buying the Tourist Card? What if the layover time is not sufficient for buying the Tourist Card?

Buying the Cuba Tourist Card was the easiest thing about the whole process!

There was a kiosk next to the boarding gate. We had to show our Passports and Boarding Cards and pay US$20 per person in cash to buy 2 Tourist Cards for the two of us. The whole transaction took less than 20 seconds. No, there was no queue.

[Behind the scenes: We did  almost  miss our flight though. But that is another story! The only thing that I can tell you now is that 1-hour time zone differences are worse and more confusing than say 8-hour time zone difference.]

Flying to Havana (Cuba): Arriving at Havana (Cuba)

We were allowed to board the plane from San Jose. We were sold the Tourist Cards at Panama City airport without any questions asked. Will Havana airport allow us entry to Cuba? Is the Tourist Card good enough for Indians to enter Cuba? Do we need to buy additional insurance? What if we are sent for further official processing before authorizing entry?

The immigration queue at Havana airport required the husband and me to appear at the immigration counters, one by one – not together as family. Unlike in Costa Rica.

I appeared before the immigration officer at the immigration counter. She took my photo, saw my (Indian) passport and immediately asked me to step aside. She gave my passport to another official (a woman who was not in uniform). Indranil proceeded to the immigration counter and the same process was followed with him as well.

While we waited, the woman with our passports handed over our passports to another man (another official who was not in uniform). The man was talking to another woman – another tourist. We noticed that there were quite a few people who had been asked to step aside and their passports had been given to this officer. We were trying to assess the country from their passport cover pages to determine the algorithm behind the practice of asking some people (not all) to step aside at the immigration counter. Before we reached a conclusion, it was our turn. The official, with our passports in his hands, came to us with a series of questions.

The conversation

The officer asked us several questions. To start with, he asked us about the language that we could speak.

Officer: English or Spanish? Us: Spanish – a little. English – yes.

The conversation that followed was partly in Spanish and partly in English. Here is how it went:

Officer: Where do you live? Us: Costa Rica. Officer: What is the purpose of your visit? Us: Holiday. Tourism. Officer: Do you know everyone in Cuba speaks Spanish? So you will need to speak Spanish. Do you understand? Us: Yes. Officer: When are you going back? Us: In 10 days. Officer: Which is your way back? Havana > Panama > Costa Rica? Us: Yes. Officer: How long have you been living in Costa Rica? Us: 8 months. Officer: What is your profession? Us: Data analysis. Officer: Which company do you work for? Us: **Company name** Officer: Do you have proof of residence in Costa Rica? Us: Yes. We showed our residence cards to the officer.

He checked our passports thoroughly – all the pages – the visas, the entry and the exit stamps, and the blank pages as well! Then he took us back to the immigration counter. Indranil and I were standing in parallel at two adjacent immigration counters. Our photos were taken, and then the much-coveted “ entrada ” was stamped on our respective passports!

I know that the questions were probably a little too many. But it was a very friendly discussion. At no point did we feel threatened or overwhelmed. The officer was wearing a smile on his face throughout our conversation.

We were not asked for our US B1/B2 visas at the Havana airport.

Steps to follow at Havana airport

  • Immigration check
  • Security check
  • Your nationality
  • Country of originating flight
  • Baggage claim
  • Currency exchange (just outside the airport arrival gate)

To Summarize

  • Tourist Card is mandatory. [Remember to keep this safe as you need to return this before departing Cuba.]
  • You can buy Tourist Card through travel agencies or directly at the airport from your final boarding point.
  • Cost of card: $20 at the airport (non-US). To be paid in US dollar, cash only. Agents could be more expensive.
  • Nobody asked to check our US visas at Panama City airport or Havana airport. However, we were asked for it at check-in counter in San Jose airport.
  • You can still be pulled aside for some additional Q&A at Havana airport. Be confident and answer all questions honestly to the best of your knowledge.
  • Have any backup documents ready for review (if applicable). [Example, in our case, it was Costa Rica residence cards].
  • Nobody asked us about insurance.
  • Specific ‘category of travel’ is not required, unlike for US citizens . Just ‘holiday’ or ‘tourism’ is good enough.

I haven’t been to Cuba yet but I have been to many islands and southern counties. It is not unusual to have to get a tourist card even as a Canadian. I am so glad that you didn’t have any major issues as I am aware that some nationalities to have issues when travelling to different countries. Great post! I would just like to mention that the tourist card thing also depends on the discretion of airlines. I was flying from Cancun to Havana with AeroMexico, and on checking their website, they clearly stated that they do not sell or let Indians (along with some other nationalities) to travel with the Tourist Card. So, I panicked and got a sticker visa last minute (despite having US and Canadian visas). At Havan, they also pulled me out during immigration despite having gone through the trouble of getting a sticker visa, and unlike your case, they were pretty rude and just generally awful about it. Like they couldn’t tell if their own visa is genuine or not.

We just checked the Aeromexico website – while it says that they do not sell Tourist Cards to tourists of certain nationalities, including Indian, it does not state anything about the requirement of a separate “sticker” Cuban visa. Also, the website does not clarify how these conditions would change in the event of the tourist holding a valid US visa.

Hi Pravin, you should be able to buy the tourist card from the airport. Please confirm this with your airlines before flying. For people traveling from US, the travel to Cuba has to be for one of the 12 authorized categories of travel. Tourists mostly choose ‘Support for the Cuban people” and execute that by staying in local homestays and transacting at local restaurants and businesses. Please select your category of travel and maintain related documentation.

About the Tourist Card, you can confirm with the airlines with whom you are flying out of Paris.

Traveling in Central America should not be a challenge for the most part although we agree that some airfares tend to be exorbitant given the short distance/ flying time. But you can choose the sequence of countries such that you can optimize your total flight budget. Example, Costa Rica to Guatemala is very cheap.

We have been living in Costa Rica for close to 2 years now and have traveled a bit in other Central American countries as well as Colombia. Please do not hesitate to email us if you have any questions while researching for your Central America/US/Colombia/Cuba trip.

Great article. I would require some assistance from you in regards to the Tourist card for Cuba. I am travelling from Mexico City, Mexico to Havana, Cuba (Indian Passport, Schengen Visa issued and No US Visa). I am flying Interjet and the airline says they don’t sell the Tourist Cards anymore. Based on our Cuba travel experience and also from what we have learnt from our readers, your parents should be fine to enter Cuba with the Cuba Tourist Card and the Canada multiple entry visa should allow them to re-enter Canada after their Cuba trip.

However, please check if there are any pandemic specific restrictions in place for your travel dates.

Cuba Visa for Indians: Requirements and Tips.

About this post: I travelled to Cuba with my Indian passport in mid 2018, and luckily for us, the Cuba tourist card serves as a Cuba visa for Indians too. The Cuba tourist card – which can be bought before boarding the final flight to Cuba – means that the Cuba tourist visa requirements for Indians are merely an onward boarding pass, though having other documents available for inspection at immigration is always helpful. Here’s a detailed guide on scoring a Cuba visa as an Indian citizen, based on my personal experience.

While in Guatemala, I impulsively bought a flight ticket to Cuba, only to realise that no one had really written about their experience with travelling to Cuba on an Indian passport – especially as a resident of India, not that of the US. Instead of a specific visa, Cuba offers tourist cards – sold at airlines counters – for most nationalities, but it wasn’t clear whether Indian passport holders were included.

On further research, I found a post on the TripAdvisor forum , where an Indian passport holder says he was told by the Cuban embassy in India to physically apply for a visa at the Cuban embassy. He was able to do this in Mexico; he submitted his documents to the Cuban embassy in Mexico City and collected his visa a few days later. However, I found another post by my friend Ashray over at Bkpk.me with contradictory advice (dating back to 2012 though); as an Indian passport holder, he said he was allowed to enter Cuba with the Cuba tourist card.

So I decided to take my chances and showed up to the airport to board my flight…

Are Indians eligible for the Cuba tourist card if they do not have a US permanent resident status?

In short, YES.

At the check-in counter for my Interjet flight in Mexico (Tuxla airport in Chiapas), I asked about the possibility of buying a Cuba tourist card, which would serve as my tourist visa for Cuba. I was told that I’ll be able to buy it at the airline counter in Mexico City – where I was transiting through – and allowed to board the flight.

Sure enough, at the boarding gate in Mexico City, along with a couple of other passengers of different nationalities, I was able to buy a Cuba tourist card, valid even for my Indian passport. It cost me 250 Cuban Pesos (~ 12.5$), and only my boarding pass was checked for it to be issued.

Cuba visa (Cuba tourist card) requirements for Indian citizens – at Havana airport

Landing in Cuba was an adventure in itself. First, the flight captain announced that the air condition over Havana wasn’t great, so the flight was going to take a detour to Verdadero on the coast for refueling! Then, while waiting in the passport control line, the electricity went off. I was taken aback, then amused, as people began clapping and joking: welcome to Cuba .

When I finally had my turn to see a visa officer, he examined my passport and tourist card, and as often happens with the Indian passport, sent it in for further verification. I waited in the corner for 10-15 minutes, wondering if I was going to be deported and if so, where I’d go. But another officer finally showed up to return my passport, stamped with the Cuba immigration stamp, no questions asked!

Besides the Cuba tourist card and my Indian passport, I had carried print-outs of my return flight, accommodation, travel insurance and bank statements, but none of these were checked.

Cuba visa for Indians: Things to know before you go

  • The Cuba tourist card serves as the tourist visa for Cuba.
  • As of July 2018, when I travelled to Cuba, Indians are not required to apply for a Cuba visa at the embassy. Like other nationalities, Indians can buy the Cuba tourist card before they board their flight. This also applies to Indians who do not have a US permanent residence or a US tourist visa; I was only asked to show my boarding pass for Cuba while buying the tourist card.
  • There is no wifi or any form of internet at Cuba airport; it’s best to carry proof (email / print-out) of your return flight, accommodation, bank statements and travel insurance – just incase!
  • It is possible to buy the Cuba tourist card online as an Indian passport holder, but it works out more expensive.
  • The Cuba tourist card is valid for 30 days.

You certainly can. You can apply to the Cuban immigration authorities for a 30-day extension of your Cuba Tourist Card, allowing you to stay in Cuba for 60 days.

If you are a Canadian citizen, you can renew your Cuban tourist visa for another 90 days, allowing you to stay in Cuba for up to six months (180 days).

The only difference between the green and pink tourist cards is where you are travelling from. If you are a US citizen or travelling from the US, you will receive a pink tourist card. Anyone who does not travel from the US to Cuba will receive a green tourist card.

As a Canadian citizen, you can stay up to 90 days in Cuba with a Tourist Card. Alternatively, you can only stay for 30 days if you are not a Canadian.

The average processing time for a Cuba tourist card is 20-30 days. If you apply online, you may be able to get your Cuba Tourist Card sooner.

What are the visa and entry requirements to Cuba?

US Citizens

Planning a trip to Cuba as a US citizen? There are special regulations you need to be aware of. While tourism trips to Cuba aren't yet authorized, general licenses have been issued for a variety of travel categories. If you meet the requirements of the general license under which they plan to travel, you won't need to apply for another permit from the OFAC (Office of Foreign Assets Control of the Treasury Department) for your trip.

However, it's important to note that the US Embassy in Havana and the State Department in Washington D.C do not process visa applications for trips to Cuba. If you need to apply for a visa or have any questions regarding your specific case, you should contact the Cuban Embassy in Washington D.C.

And remember, certain activities may not be allowed, so it's best to check with the US embassy for information on organizations or businesses in Cuba that U.S. citizens are not allowed to engage with due to economic sanctions or other legal restrictions.

Canadian Citizens

As a Canadian citizen, you'll need a valid passport for the duration of your stay in Cuba. Make sure your passport's expiration date isn't near to avoid any travel hiccups. Depending on your trip's purpose, you may need different types of visas. If you're traveling as a tourist, you'll need a tourist visa, which can be obtained from tour operators, airlines, or a Cuban government office in Canada.

European Citizens

If you're a European citizen planning to travel to Cuba, remember that visa protocols can vary depending on your country of residence. For most European citizens, a valid passport is required during your stay in Cuba. Some countries, like Spain, require the passport to be valid for at least 6 months.

It's also important to note that if you plan to travel to the United States after visiting Cuba, you'll need a visa. This is because the electronic system for travel authorization (ESTA) is not sufficient for those who have traveled to Cuba before. This visa must be obtained at the Consulate General of the US Embassy in your place of residence.

What items can I bring to Cuba?

When packing for your trip to Cuba, you can bring personal effects, including personal phones and computers, free of charge. The range of objects you can bring to Cuba is quite wide, from musical instruments to televisions. However, some items may be subject to charges depending on Customs regulations.

Some items can be brought into the country without having to pay any import taxes. These include used personal objects, art and literature books, music discs, manufactured pharmaceutical products, and wheelchairs, among others.

However, it's crucial to be aware of prohibited items. While some of these, like explosives, drugs and narcotics, and blood derivatives, may seem obvious, others might surprise you. For instance, literature, articles or objects that are considered obscene, pornographic or that attack the general interests of the nation are also prohibited.

If you attempt to bring into the country articles that are not allowed for import, the General Customs of Cuba can exercise administrative sanctions. This means that Customs can seize those imported articles whose entry is prohibited in Cuba, as well as products that have been entered with a fraudulent declaration.

Health and Vaccinations

Before you embark on your journey to Cuba, it's important to ensure you're up to date with routine vaccines. This includes vaccines against chickenpox, tetanus, influenza, rubella, and polio. In the current climate, being vaccinated against COVID-19 is also essential.

Additionally, consider getting vaccinated against Hepatitis A and Hepatitis B. If your trip to Cuba includes exploring nature or venturing into rural areas away from the city center for activities such as outdoor camping, the rabies vaccine is also recommended. Travelers are also advised to consider the typhus vaccine.

Almost every traveler to Cuba will need to have a Cuban tourist visa when they arrive in the country. Also known as a Cuban tourist card or Cuba travel card , the Cuba tourist visa is something that every non-Cuban traveler will need to present this tourist visa at immigration when entering and exiting Cuba. This is one of the most crucial entry requirements for Cuba .

Only Cuban citizens and travelers with other types of Cuban visas (like student visas, business visas, or permanent residency) will not need to present a Cuban tourist visa upon arrival in Cuba.

Cuban Tourist Visa

Cuban tourist visas are required for most travelers to Cuba who are not Cuban citizens or don’t have another visa status in Cuba (a student visa, permanent residency, etc). Thankfully, visas to travel to Cuba are very easy to get . Most travelers to Cuba get their Cuba visa before they travel, either online through the EasyTouristVisa website or from their airline, if possible.

Since there is no option for a Cuba visa on arrival, you’ll have to get your visa before you land in the country.

Types of Cuban Tourist Visas

Pink tourist visas.

Pink tourist visas are required for travelers arriving in Cuba on a flight from the United States (regardless of whether the traveler is a citizen of the United States or another country). Pink tourist visas generally cost between $50-110 .

Green Tourist Visas

Green tourist visas are for travelers arriving in Cuba from any country other than the United States. These green tourist visas generally cost between $20-50.

How To Get a Cuban Visa

There are several ways to get the Cuban tourist visa card required before you arrive in Cuba – some more challenging than others. You can get yours one of three ways:

  • Get your Cuba visa online from the EasyTouristVisa website
  • Get your Cuban visa from your airline
  • Get a Cuban embassy visa

Cuba Visa Online

Cuba does not currently offer an online “e-visa” version of the tourist visa. You must have an official, physical tourist visa that you will present in immigration when arriving in the country.

However, you can obtain the Cuban visa online before your trip and have it sent to your home before you travel. I recommend looking into EasyTouristVisa as the most convenient way to get your tourist visa!

Cuba Visa from Airlines

Another way to get a Cuban tourist visa card is directly from the airline that will take you to Cuba. Each airline is responsible for making sure its travelers have a tourist visa before boarding a flight to Cuba, so they’ll generally offer the Cuban tourist visa for sale.

Most airlines offer these tourist visas for sale through their website after booking, and others may offer them prior to boarding the plane.

  • American Airlines: The Cuban tourist visa from American Airlines costs $85 if purchased online through the airline prior to your flight or $125 if purchased at the airport during check-in or at your departure gate.
  • Delta : The Cuban tourist visa from Delta costs $85 and can be purchased during check-in or at your departure gate.
  • Copa Airlines: The Cuban tourist visa from Copa Airlines costs either $20 or $30, depending on your departure airport.

Generally, I don’t recommend this method of obtaining a Cuban tourist visa. This tends to be a more challenging and time-consuming way to go about what is a straightforward and simple process with EasyTouristVisa or through your airline.

Remember, it’s only required that you pre-apply for a Cuban tourist visa through an embassy if you’re from a small list of Asian and African countries . If you aren’t from one of these countries you’re free to purchase your tourist visa card online or through your airline.

When heading to Cuba, a tourist must have a valid passport or travel document issued in his name and a Visa or Tourist card.

With the exception of countries with which Cuba has visa-free agreements.

Tourist cards can be ordered at Cuban customs offices. Also, in travel agencies and airlines. There are two types: for individual tourists or for tourists traveling in groups.

All tourists, including Cuban citizens residing outside of Cuba, must have valid return tickets and proof of health insurance. Non-Cuban passport holders must also provide proof of financial solvency of at least 50 US dollars per day. All travelers must fill out a digital form on the new "DViajeros" portal. Visa-free regime

Citizens of the following 19 countries can visit Cuba without a visa:

  • 90 days: Bosnia and Herzegovina, Kenya, Malaysia, Montenegro, North Macedonia, Russia, Serbia, United Arab Emirates
  • 60 days: Grenada, St. Vincent and the Grenadines
  • 30 days: Antigua and Barbuda, Belarus, Mongolia, St. Kitts and Nevis, St. Lucia, Singapore
  • 28 days: Barbados, Dominica
  • indefinite term: Namibia

Tourist card

Citizens of all other countries must purchase a Visa / Tourist Card (Visa - Tarjeta de Turista) prior to arrival, which can be purchased at Cuban offices, travel agencies, airlines or licensed online stores. The tourist card allows a maximum stay of 30 days (90 days for Canadian citizens) and can be extended once for the same period in Cuba. Those flying to Cuba from US airports should purchase a "Pink Tourist Card", which is mainly available in the US, and fill out a form, US airlines will be able to provide more information on how to purchase a Pink Tourist Card. These pink tourist cards are required for anyone flying directly from the US to Cuba. Those entering Cuba from non-US airports must purchase a "green tourist card." They are not stamped or placed in the passport.

Citizens of the following 20 countries are not eligible for a tourist card and must obtain a Cuban visa: Afghanistan, Bangladesh, Cameroon, Eritrea, Ethiopia, Ghana, Guinea, India, Iran, Iraq, Nepal, Nigeria, Pakistan, Philippines, Sierra Leone, Somalia, Sri Lanka, Syria, Uzbekistan, Yemen

However, they are eligible to travel to Cuba with a tourist card if they also have a valid visa or permanent residence permit issued by Canada, the United States, or an EU member state.

You can apply for a visa to Cuba in one of the following ways:

  • Submit the application yourself to the Cuban consulate in your country, if there is one.

If not, you can go to the nearest one, for example, to a neighboring country.

Mail the application and required documents to the Cuban consulate.

For a child (under 18):

  • 2 color photos (3.5 x 4.5 - 60-70% of the face, on a light background).
  • Original + copy of birth certificate (notarized)
  • Notarized permission (original) of the parents for the departure of a child traveling without parents or with one of the parents, indicating the accompanying person and the phrase "for travel to the countries of the Schengen Agreement" (issued at the notary's office if the child's birth certificate and parents' passports are available).
  • Proof of current rabies vaccination given at least 30 days and no more than 12 months prior to entry.
  • Veterinary certificate for Cuba completed by a licensed veterinarian shortly before entry. It is recommended that a USDA or CFIA licensed veterinarian complete the APHIS Form 7001 and have it approved by the USDA or CFIA if traveling from the United States or Canada. If you are traveling from another country, the animal import and export authority must validate the forms.
  • A copy of the rabies certificate should also be attached for verification.
  • Screening: All domestic dogs and cats must be free of any disease that can be transmitted to humans when screened for entry into Cuba. If your dog or cat is not in good health, a further examination by a licensed veterinarian may be required at the tourist's expense.
  • Other animals: birds, invertebrates, tropical fish, reptiles, amphibians, mammals such as rodents and rabbits are not subject to rabies vaccination but may need to meet other requirements and have a health certificate to enter Cuba. If your pet is not a dog, cat or ferret, you should make sure that it is not protected by the Convention on International Trade in Endangered Species of Wild Fauna and Flora. If so, you will need to apply for additional permits.
  • Any amount of foreign currency. Amounts over USD 5,000 are subject to declaration.
  • Duty-free up to 200 pcs. cigarettes or up to 250 g of tobacco.
  • Perfumes, medicines and household items within the limits of personal needs.
  • 1 photo and video camera per person, 1 binocular, 1 portable music center, 1 portable computer (subject to mandatory export).
  • Cars, motorcycles and spare parts for them.
  • Pornography.
  • Narcotic substances and medicines without indication of the manufacturer's brand.
  • Explosives and weapons.
  • Some foods.
  • Singing and exotic birds.
  • Bark and wood of valuable species.
  • Skins and feathers of exotic animals and birds
  • Precious metals.
  • Sea shells.
  • Antiquities and cultural values, as well as books and documents of historical value or printing of libraries or other organizations.

Please note that you can extend your visa at specific locations within Cuba, such as the Ministry of Immigration, City Hall, and some hotels. However, you must demonstrate accommodation, sufficient funds, and your intention to leave the country eventually. Local authorities have the discretion to approve or disapprove visa extensions. If your visa has already expired, it cannot be extended.

Country Summary:  Petty crime is a threat for tourists in Cuba. Also, violent crime, including armed robbery and homicide, sometimes occurs in Cuba.

Travel outside of the Havana area for U.S. Embassy employees requires a special notification process which may affect the Embassy’s ability to provide emergency assistance to U.S. citizens in Cuba.

U.S. credit and debit cards do not work in Cuba. You should bring U.S. dollars or Euros to Cuba and exchange them for Cuban Pesos (CUP) at authorized banks, CADECA offices, airports or hotels. Travelers should confirm alternative payment options before traveling, as policies concerning the use of U.S. dollars in Cuba are subject to change. The Cuban government requires that travelers declare cash amounts over the equivalent of 5,000 USD.

When departing Cuba, we advise U.S. travelers to spend or exchange CUP to a foreign currency well before reaching airport security checkpoints. Currency exchange houses in the departure area at airports are currently closed and Cuban pesos are not internationally convertible outside of Cuba.. International airlines flying to the United States include departure fees and taxes in the price of airline tickets. U.S. dollars are not accepted for payment of any additional products purchased at the airport. Under Cuban law, travelers may export up to the equivalent of 5,000 USD out of the country. Anyone wishing to depart Cuba with more than this amount of cash must demonstrate evidence that the currency was acquired legitimately from a Cuban bank.

Entry, Exit and Visa Requirements

Travel to Cuba from or transiting through the United States by persons under U.S. jurisdiction (defined as [BE1] U.S. citizens located anywhere, and anyone located in the United States regardless of citizenship and nationality) , is regulated by the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury.  All travelers falling under U.S. jurisdiction must comply with these regulations.  Individuals seeking to travel to Cuba are not required to obtain licenses from OFAC if their travel is covered under the 12 travel categories authorized by a general OFAC license.  If travel is not covered by a general license, you must seek OFAC authorization in the form of a specific license .  Travelers who fail to comply with regulations may face penalties and criminal prosecution.  For travel-specific questions, please see  31 C.F.R. 515.560  and  OFAC’s Frequently Asked Questions .

Cuba requires visitors to have non-U.S. medical insurance, which is usually included in airline ticket prices on flights originating in the United States. If you do not have insurance, it can be purchased upon arrival to Cuba at an airport kiosk.  Asistur Medical Insurance is the official company that airlines contract.  Please confirm your coverage with your airline prior to arrival in Cuba and seek additional medical insurance if needed.

Cuba does not recognize the U.S. citizenship of Cuban-born U.S. citizens who maintain residency status in Cuba.  The Cuban government requires Cuban dual nationals to enter and depart Cuba using Cuban passports. Cuban-born U.S. citizens who maintain their residency status in Cuba will be treated as Cuban citizens and may be subject to Cuban restrictions and legal obligations.  

Some HIV/AIDS entry restrictions exist for visitors to and foreign residents of Cuba.  Foreign students on scholarships are required to test for HIV/AIDS.  Please verify this information with the  Embassy of Cuba  before you travel.

Cuban Requirements for Authorized Travelers:   Attempts to enter or exit Cuba illegally, or to aid the irregular exit of Cuban nationals or other persons, are prohibited.  Entering Cuban territory, territorial waters, or airspace without prior authorization from the Cuban government may result in arrest.  Immigration violators are subject to prison terms ranging from four to thirty years. 

Temporary Sojourn License:  Most aircraft and maritime vessels on temporary sojourn to Cuba are no longer eligible for an Aircraft, Vessels, and Spacecraft (AVS) License Exception.  See 15 C.F.R. § 740.15.  If you are planning to enter Cuba with a U.S. or foreign-registered aircraft or maritime vessel on temporary sojourn, you must meet the criteria set forth in 15 C.F.R. § 740.15. Please see the U.S. Department of Commerce’s  Bureau of Industry and Security website  for additional information. 

In addition, a vessel of the United States, as defined in 33 C.F.R. §107.200, may not enter Cuban territorial waters without advance permission from the U.S. Coast Guard.  The U.S. Coast Guard provides permission information at (305) 415-6920. 

Safety and Security

The security environment in Cuba is relatively stable and characterized by a strong military and police presence.  Demonstrations are infrequent but can draw violent responses from government forces.  Even demonstrations intended to be peaceful can turn confrontational without warning.  Avoid demonstrations and maintain security awareness at all times. The Cuban government has detained U.S. citizens suspected of engaging in activities perceived to undermine state security.  The Cuban government may detain individuals for activities that would not be considered criminal or offensive in the United States.

Crime:   With the recent influx of travelers, there has been an increase in the number of property crimes. Crimes of opportunity, such as pick pocketing, purse snatchings, and car break-ins, are on the rise. Exercise vigilance everywhere . Do not display large amounts of cash.  Do not leave your valuables unattended.  Carry money in your front pockets, hold your purse and cellular phone securely and be mindful of purses or bags when dining out. 

  • Do not leave a beverage unattended or accept beverages from persons unknown to you. 
  • Locations such as Habana Vieja, Playas del Este, Varadero, and other attractions tend to have a higher incidence of property crime than other parts of Cuba. 
  • Be wary of misdirection schemes where someone attempts to gain your attention while another comes from behind to steal your purse, wallet, or other valuable items. 
  • If confronted by criminals, do not resist, try to remain calm, clearly display your hands and do not make any sudden moves that could be interpreted as resistance. 
  • Carry a cell phone with Cuban cellular service for emergency communications and travel in groups if possible. 
  • Be aware of your surroundings, especially at night or when traveling in an unfamiliar area. 
  • While in your car, place valuables out of sight or in a locked trunk.  When unattended, avoid leaving items in the car, especially on the seat or in plain view.
  • Only use marked taxis. 
  • Carry a copy of your passport and secure the original. 
  • Beware of scam artists, who may speak English and appear friendly. 
  • When exchanging currency, use the state-run offices known as CADECAs or official banks.

Victims of Crime:   We strongly urge U.S. citizen victims of sexual assault to contact the U.S. Embassy for assistance.  Report crimes to the local police by dialing 106 and contact the U.S. Embassy at +53 7839-4100.  Remember that local authorities are responsible for investigating and prosecuting crimes.

Domestic Violence:   U.S. citizen victims of domestic violence are strongly encouraged to contact the Embassy for assistance.

Tourism:   The tourism industry is unevenly regulated, and safety inspections for equipment and facilities do not commonly occur.  Hazardous areas/activities are not always identified with appropriate signage, and staff may not be trained or certified either by the host government or by recognized authorities in the field.  In the event of an injury, even basic medical treatment is typically available only in/near major cities.  First responders are generally unable to access areas outside of major cities and to provide urgent medical treatment.  U.S. citizens should maintain health insurance in Cuba.  If stays exceed 30 days, [CM1] U.S. citizens should purchase medical insurance when they process their visa extensions. 

Local Laws & Special Circumstances

Criminal Penalties:  You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

Arrest Notification:  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately.  See our  webpage  for further information.

Cuban penalties for the following are particularly severe: 

  • Possession, use, or trafficking of illegal drugs. 
  • Suspicion of assisting Cubans to leave the country illegally. 
  • Drivers involved in accidents that result in injury or death, regardless of fault. 
  • Importing weapons or ammunition. 
  • Photographing military or police installations or personnel, or harbor, rail, or airport facilities. 
  • Crimes against minors.

The Government of Cuba does not recognize the U.S. citizenship of Cuban-born U.S. citizens who maintain residency in Cuba and may not allow U.S. consular access to Cuban-American prisoners. 

Telecommunications:  Many U.S. mobile service carriers provide roaming services in Cuba.  Your U.S. mobile phone will work in Cuba if your mobile phone is capable of roaming in Cuba and your mobile service provider has an international roaming agreement with ETECSA, Cuba's state-owned telecommunications provider.  Currently AT&T, Sprint, Verizon, and T-Mobile have roaming agreements with ETECSA. Wi-Fi is often slow and unreliable. Be sure to confirm your carrier’s coverage before traveling.

SIM cards with a data plan can be purchased at Havana-José Martí International Airport (HAV) and local ETESCA telecommunications offices. To ensure family and friends can reach you in Cuba, check with your mobile provider about roaming options and cost or purchase a Cuban SIM card. See the  FCC Travel FAQs  for more information. 

Cuba-related Travel Transactions:  Only persons whose travel falls into the 12 OFAC approved travel categories or who have received a specific license from OFAC are authorized by the U.S. Department of the Treasury to travel to, from, or within Cuba.  Direct financial transactions with certain entities and sub-entities under the control of, or acting for or on behalf of, the Cuban military, intelligence, or security services are also generally prohibited. Licenses for Remittances:   In June 2022, OFAC published updated Cuba-related regulations .  The new regulations eliminated a cap on remittances to family members in Cuba, and authorized remittances to non-family recipients as well.  Certain Prohibited Officials of the Government of Cuba , Prohibited Members of the Cuban Communist Party , and the close relatives of these two groups, are not eligible to receive remittances.  For information on remittance authorizations, see OFAC’s  Cuba Sanctions website .

What May Be Brought Back From Cuba:  Importation of Cuban merchandise for commercial purposes is restricted, with very limited exceptions.  Certain imports of goods produced by independent Cuban entrepreneurs are authorized, as set forth on the Department of State’s  Section 515.582 List  (see 31 C.F.R 515.582).  There are no limits on the import or export of informational materials.  For more information related to imports, including merchandise entering the United States for personal use as accompanied baggage, please see the  CBP Public Notice .

Cuban law requires foreigners to obtain authorization to remove souvenir paintings and sculptures out of Cuba. Most authorized points of sale, such as galleries and art studios, should be familiar with this process and should provide the proper documentation at the time of purchase.  You can also apply for an export permit via the Cuban Fund of Cultural Assets. Travelers without a valid export permit may have their items confiscated at the port of departure. The U.S. Embassy cannot assist in these cases.  For more information, please contact the embassy of Cuba . 

Travelers may purchase alcohol and tobacco products while in Cuba for personal consumption in Cuba, but may not enter the United States with alcohol and/or tobacco products acquired in Cuba. Persons subject to United States jurisdiction may purchase or acquire Cuban-origin merchandise for personal consumption, including alcohol and tobacco products, while in a third country, but may not import such products into the United States.  For a complete description of what this general license authorizes and the restrictions that apply, see  31 CFR § 515.585(c) and (d).

LGBTI Travelers:  There are no legal restrictions on same-sex sexual relations or the organization of LGBTI events in Cuba, and on September 26, 2022 Cubans passed the referendum legalizing same sex marriage.

Travelers Who Require Accessibility Assistance .  Individuals with mobility issues are likely to find accessibility difficult .   Few facilities or services are available, and information is limited. Most roads and sidewalks are poorly maintained.

Currency Restrictions:  Be advised that policies concerning the use and convertibility of U.S. dollars in Cuba are subject to change.  Obtaining U.S. dollar cash is nearly impossible through official channels.  The Cuban Central Bank prohibits certain U.S. dollar cash transactions, including conversion of U.S. dollars to Cuban pesos, the use of U.S. dollars for cash payments, including in government-run establishments such as hotels and restaurants, and the purchase of pre-paid debit cards.. U.S.-issued credit and debit cards do not work in Cuba.  Travelers should bring sufficient cash for the duration of their trip, and consider bringing multiple currencies, such as Euros.

  • 104 for an ambulance or contact the nearest  hospital  directly
  • 105 for fire 
  • 106 for police 

Ambulance services are

  • not present throughout the country or are unreliable in most areas
  • not equipped with state-of-the-art medical equipment
  • not staffed with trained paramedics and often have little or no medical equipment

Injured or seriously ill travelers may prefer to take a taxi or private vehicle to the nearest major hospital rather than wait for an ambulance.

We do not pay medical bills.   Be aware that U.S. Medicare/Medicaid does not apply overseas.  Hospitals and doctors in Cuba do not accept U.S. health insurance.  Most hospitals require payment up front before services are rendered.

Medical Insurance:   Ensure your airline ticket includes health insurance.  Cuba requires all U.S. airlines departing the United States to pay for health insurance for each passenger.  The health insurance from airlines is valid for 30 days upon your arrival in Cuba.  If you are planning to stay in Cuba for more than 30 days, you will need to extend your coverage before you can extend your visa.   It is important to keep a record of your arrival into Cuba, such as your airline ticket, so that the Asistur agency can coordinate with the hospital on payment MEDEVAC flights from Cuba are difficult to arrange, with costs starting at $15,000 U.S. dollars.  Visit the  U.S. Centers for Disease Control and Prevention  for more information on type of insurance you should consider before you travel overseas.

We strongly recommend supplemental insurance to cover medical evacuation.

Ensure you have all medicine you require for your time in Cuba.  Medicine (prescription and over the counter) is not readily available in Cuba.  Always carry your prescription medication in original packaging, along with your doctor’s prescription.  Check with the embassy of Cuba to ensure the medication is legal in Cuba.  Note: This site is in Spanish only.

Diarrheal illness is common among travelers, even in luxury accommodations.  Travelers should wash their hands, drink bottled water, and avoid street and undercooked food.

Pharmaceuticals:  Even the most common over the counter medications are unavailable in Cuba. Other medication, medical equipment or supplies are also unavailable on the island.  If you are able to find medicine, exercise caution when purchasing medication overseas. Counterfeit medication may prove to be ineffective, the wrong strength, or contain dangerous ingredients.  Medication should be purchased in consultation with a medical professional and from reputable establishments.

U.S. Customs and Border Protection and the Food and Drug Administration are responsible for rules governing the transport of medication back to the United States.  Medication purchased abroad must meet their requirements to be legally brought back into the United States.  Medication should be for personal use and must be approved for usage in the United States.  Please visit the  U.S. Customs and Border Protection  and the  Food and Drug Administration  websites for more information.

Water Quality:  Tap water is not potable.  Bottled water is often unavailable for purchase and you should be aware that some restaurants and hotels serve tap water unless bottled water is specifically requested. Be aware that ice for drinks may be made using tap water.

General Health Issues

  • There are severe shortages of food, potable water, medicine, medical supplies, etc.  throughout Cuba.

Air Quality:  Air pollution is a problem in several major cities in Cuba. Consider the impact seasonal smog and heavy particulate pollution may have on you and consult your doctor before traveling if necessary. Travel and Transportation

Road Conditions and Safety:  Road accidents, many involving pedestrians and bicyclists, are Cuba’s leading cause of death.  Cuban authorities may prohibit drivers from leaving the country until claims associated with an accident are settled.  Drivers found responsible for accidents resulting in serious injury or death may receive long prison sentences.  U.S. citizen drivers are often found at fault for accidents they are involved in. 

Drive with extreme care.  Major streets are generally well-maintained, but secondary streets are not.  Major potholes and obstacles are common on all roads.  After heavy rains in 2022, several bridges collapsed.  Damaged bridges may not be well marked.  

Outside of major cities, avoid driving at night as many roads are unlit. Emergency lights or signals are rare, making it virtually impossible to detect hazards after dark.  Street signage is insufficient and confusing. Many Cuban cars are old, in poor condition, and lack reliable safety equipment.  Heed caution throughout the country as there are rolling blackouts which may leave streets dark and without traffic lights, even in major cities.

The principal Cuban east-west highway is in good condition but extends only part of the way from Havana to the eastern end of the island.  Hazards – including unfenced livestock and farm vehicles – are common. 

When traveling by road, you should carry a printed map of the area, as electronic (smartphone) maps frequently fail due to connectivity issues.

Traffic Laws:   Speed limits are sometimes posted and passengers in automobiles are required to wear seatbelts, if available.  All motorcyclists are required to wear helmets.  Traffic from major roads generally does not stop when entering roundabouts.  Use care at intersections: stop signs are often hard to see. 

Public Transportation: 

Buses designated for tourist travel, both between and within cities, generally meet international standards.  

The public bus and rail system in Cuba is under-resourced and in poor condition.  Public buses used by Cubans, known as "guaguas," are crowded, unreliable, and are sometimes preyed upon by petty criminals. There is a heightened threat of pickpocketing on crowded buses and trains. Embassy personnel are advised not to use public transportation.

Avoid using informal taxis or hailing private vehicles for rides as they are unregulated, the vehicles are often in disrepair, and usually do not have normal vehicle safety equipment such as seat belts and air bags.  “Cocos,” smaller, yellow ball-shaped “tuk-tuk” style vehicles, are not safe, and the Embassy advises its personnel not to use them.

Rental car agencies provide roadside assistance to their clients as a condition of rental contracts.  Travelers should not permit unauthorized persons to drive their rental vehicles.

Aviation Safety Oversight:   As there is no direct commercial air service to the United States by carriers registered in Cuba, the U.S. Federal Aviation Administration (FAA) has not assessed the government of Cuba’s Civil Aviation Authority under its International Aviation Safety Assessment program (IASA) for compliance with International Civil Aviation Organization (ICAO) aviation safety standards. Further information may be found on the  FAA’s IASA website.  The U.S. Embassy in Havana prohibits U.S. government personnel from using any commercial airline for domestic flights within Cuba due to safety concerns.  The Embassy does not authorize government personnel to travel via Cubana Airlines.

Maritime Travel:  Mariners planning travel to Cuba should also check for  U.S. maritime advisories and alerts .  Information may also be posted to the  U.S. Coast Guard homeport website , and the  NGA broadcast warn ings .

Cuba Tourist Visa Requirements - Documents, Eligibility & Fees

Indian passport holders who are willing to apply for a Cuba Tourist visa can find the necessary visa information on this page. Following is the list of documents required for Cuba Tourist visa for Indians.

A passport is a document that is required at the time of international travels. It is issued by the government of the country to verify the identity and nationality of the candidate.

The submitted passport must meet the parameters given below

  • It must be original and genuine.
  • It must be valid for 6 months ahead of the span of stay.
  • It must have minimun two blank pages for the visa stamp.
  • It must not be torn, ripped, split, or damaged in any kind of way.

One cannot cross international boundries without the passport. It is considered a criminal offense otherwise.

The photo is provided to the authority so that you can be identified based on the same.

The photographs must be provided as per the given photo specifications

  • It must cover face 80% of the frame.
  • It must be of proper size with dimensions of 35x45 mm (length - 45mm, breadth - 35mm).
  • Two copies to be submitted with general photo guidelines.
  • It must be clicked on an all white background.
  • It must have a matte finish.
  • It must be a recent photograph.
  • The expressions on the face must be neutral, there must not be any kind of smiling of frowning in the photograph.
  • Any kind of glasses must not be worn in the photograph.
  • The hair must be tied back so that the face is clearly visible.
  • The ears must be visible clearly.
  • It must not have any headgear worn apart from religious reasons.
  • It is to be taken care that your teeth do not show in the photograph.

Recent pictures are mandatory as old pictures can cause the authorities to reject your application.

An air ticket is a ticket or pass that is possessed by the traveller who is taking a flight for travelling from one location to another.

It is an important document and it should be submitted for the given reason

  • The air ticket has to be booked for the complete round trip.
  • It must be confirmed for the complete round trip.

An air ticket shows your course of travel and confirms your return to the native country.

An old passport is a passport that has expired or is completely stamped. In the visa processing, it is required to track the travel history of the applicant.

If available, the old passport must also be provided meeting the given criteria

  • If any of the traveler has old passport, it must be submitted along with latest passport.
  • It must be original and in a good condition to access the required information.

Without the old passport, you cannot get the visa stamp. Professional visa consultation is recommended.

Bank statement is a document that issued from the bank. This is obtained for the savings bank account to show ratify if you will be able to support your stay in the country.

The Bank statement is a mandatory document and it should meet the following criteria

  • It must be provided with authentic seal and signature from the bank.
  • It must be original and obtained from the savings bank account.
  • It must be of your saving bank account for last 6 months.
  • It must be printed on an A4-size paper.
  • It must be evident of healthy balance amount in the account.
  • It must be original and should have the bank's stamp and signature on every page.

If the Bank Statement doesn't show enough funds or shows irrelevant expenditure, it could lead to visa rejection on financial means. Professional visa consultation is recommended.

It should match with the given requirements

Eligibility for getting Cuba Tourist Visa:

In order to be eligible to travel to the country on a visa, you will have to meet the following eligibility criteria.

Be a genuine traveller- You must have a valid and good intention behind travelling to the country.

Eligible to bear all expenses - You must possess sufficient funds to support yourself and any dependents throughout the stay.

Reasons to return - You must have strong ties in your home country that will ensure that you will return after your stay.

Be of good character - You must have a clean criminal track record and be of good character. You may have to provide PCC (Police Clearance Certificate) for the same.

Be in good health - You must at least meet the minimum health requirements required by the authorities.

Cuba is a beautiful Caribbean island with a complex history and rich culture. But for decades, it’s been just beyond the reach of many Americans. In addition to several difficult years involving devastating hurricanes, pandemic-era travel restrictions, ever-changing U.S. State Department travel advisories, and frequently updated trade and tourism regulations , it’s not surprising that many Americans may be confused about whether and how U.S. travelers can legally visit Cuba .

As of early 2024, the short answer is: Yes, you can travel to Cuba as a U.S. citizen. There are, however, some hoops you’ll need to jump through, because (technically speaking) travel to Cuba for pure vacationing isn’t allowed. For U.S. citizens interested in planning a trip to Cuba, here’s what you need to know before you go.

Can you travel to Cuba?

The relationship between the United States and Cuba has been tumultuous, to say the least. Following the Cuban Revolution during the 1950s and the subsequent rise of Fidel Castro’s regime, diplomatic ties between the two nations deteriorated rapidly. In 1960, the United States imposed a trade embargo on Cuba, effectively severing most economic and political connections.

In the time since, travel between the two countries has been heavily restricted by the U.S. government, which has implemented various policies to discourage or prohibit its citizens from visiting Cuba. Making matters more complex, those policies often changed with each presidential administration. The island nation was more accessible during the Carter, Clinton, and Obama years and more closed off during the G.W. Bush and Trump years.

In 2014, it became significantly easier for Americans to visit Cuba after President Obama announced a series of measures aimed at normalizing diplomatic ties and loosening travel restrictions to allow Americans to visit for certain purposes (more on that later). Additionally, in 2016, commercial flights between the United States and Cuba resumed for the first time in more than half a century.

However, the Trump administration made it significantly harder to visit Cuba. During his time in office, President Trump enacted more than 200 measures against Cuba , which included limiting what Cuban airports flights from the U.S. could fly into, banning cruises from stopping in Cuba, and eliminating the most common visa category under which U.S. citizens planned legal visits to Cuba (known as “people-to-people” travel).

Then in May 2022, President Biden’s administration announced it would undo many of the Cuba-related restrictions enacted under Trump and would work on expanding authorized travel. Under the new order, regular passenger and charter airplanes are again allowed to fly to any Cuban airport (and airlines announced new flight paths ). And officials said that the “people-to-people” category of travel, under which many tours and organized travel companies bring U.S. travelers to Cuba, will ultimately return, though there is no timeline on when that will happen.

How to travel to Cuba as an American citizen

U.S. law states that those who want to go to Cuba need to qualify for a “general license” based on one of 12 approved categories.

The 12 categories currently authorized by U.S. government, for travel to Cuba are:

  • Family visits
  • Official business of the U.S. government, foreign governments, and certain intergovernmental organizations
  • Journalistic activity
  • Professional research and professional meetings
  • Educational activities
  • Religious activities
  • Public performances, clinics, workshops, athletic and other competitions, and exhibitions
  • Support for the Cuban people
  • Humanitarian projects
  • Activities of private foundations or research or educational institutes
  • Exportation, importation, or transmission of information or informational materials
  • Certain authorized export transactions

Licenses are self-qualifying, meaning that when you purchase your airline ticket, you’ll be asked to state your category in a signed affidavit before checkout.

When former President Obama first eased travel restrictions to Cuba , the move allowed leisure travelers to pursue self-led trips under the “people-to-people” educational activities category. Today, the “support for the Cuban people” category is the most popular because it’s the broadest.

What the “support for the Cuban people” license entails

To adhere to the requirements for independent travel under “support for the Cuban people,” travelers must first declare the category (when prompted) while booking flights and lodging. As part of the license, travelers are also expected to prepare an itinerary outlining how their trip will fulfill the category’s terms and contribute to Cuba’s local economy. (This itinerary could be—but isn’t always—requested on arrival to the country.)

An appropriate “support for the Cuban people” itinerary could including staying in casa particulares (locally run guesthouses), visiting Cuban-owned businesses, going on tours (like classic car rides or architecture walking tours) run by Cubans, visiting independent museums and galleries, partaking in cultural dance and music classes, and eating at locally owned restaurants and markets. Travelers can visit independently under that category, though it’s important you keep a record of your itinerary and your receipts: The U.S. government can ask for them up to five years after the trip.

Can you still travel to Cuba with organized tour operators?

Even though the Trump administration’s tightened restrictions on travel to Cuba prohibited organized “people-to-people” tours entirely, many tour companies have switched their approach to adhere to the “support for the Cuban people” license, according to Tom Popper, president of U.S.-based tour operator InsightCuba . Other tour providers that offer “people-to-people” trips, such as GeoEx Adventure Travel , Flash Pack , Intrepid Travel, and G Adventures, have similarly transitioned their program itineraries in order to offer legal trips to Cuba that comply with the regulations.

Challenges and considerations for travel to Cuba

Despite the easing of restrictions, traveling to Cuba as an American still presents some challenges. For example, there are limited banking services available to U.S. visitors, and American credit and debit cards are not typically accepted (as noted on the website for the U.S. embassy in Cuba ), so it’s important to bring plenty of cash. Similarly, internet access in Cuba is limited —expect connections to be patchy .

How to get a Cuba Tourist Card

Regardless of the license under which you travel to Cuba, you’ll still need to organize a few important documents before you go.

The Cuban government requires that all travelers entering the country provide a valid passport and proof of travel insurance that covers medical emergencies and evacuation by air. In addition, all U.S. travelers—adults, children, and infants—must purchase a Cuba Tourist Card , which grants visitors a maximum stay of 30 days on the island. Tourist Cards are valid for 180 days after purchase, which means you will need to travel within six months of obtaining the document. Note that the terms Cuba Tourist Card and Cuban visa are sometimes used interchangeably; they’re the same thing.

There are several ways to buy a Cuba Tourist Card: Many U.S. airlines with direct service to Havana—among them United Airlines , JetBlue , American Airlines , Delta , and Southwest —offer Tourist Cards either online or at the gate; prices and purchase locations vary among carriers, so it’s important to check in advance.

Websites like Easy Tourist Card allow travelers to apply for and purchase Tourist Cards online with two-day international shipping. Those who plan to fly to Havana directly from the United States will need to purchase a pink Tourist Card at a rate of $100, while those departing from non-U.S. airports can purchase a green Tourist Card for $37, even with a U.S. passport.

“U.S. travelers should note that travel to Cuba has been regulated since 1963 and has changed under each presidential administration since that time,” states Popper of InsightCuba. “Cuba travel has always been a hot political topic, and you never know when the rules are going to change. I always tell people to go now—while you can.”

Do Indian citizens need a Cuba Visa?

Yes, Indian citizens who want to travel to Cuba for tourism must get a visa before entering the country .

Indians are eligible for the Cuba Tourist Card . This is a single-entry visa whose validity starts once you enter the country. The expiration date of the Tourist Card is the day you leave Cuba. Once you land on the island, the maximum amount of time you can stay is 90 days. This can be extended for another 90 days while in the country.

What is the difference between a Cuba Tourist Card and a Cuba Tourist Visa A1?

Also called Tarjeta de Turismo, a Cuba Tourist Card is a Cuban visa that’s a paper stub not fixed to a passport and is required by most visitors to Cuba . It comes in two colors: a pink card for US citizens and travelers arriving in Cuba directly from the US and a green card for travelers arriving in Cuba on a flight that departed from any other country that’s not the US.

There are three main ways to get a Cuba Tourist Card: from the Cuban embassy or consulate in your home country, through a licensed third-party travel agency, or as part of a travel package offered by a travel agency or airline.

A Cuba Tourist Visa A1 is for visitors to Cuba who are not visa-exempt or eligible for a Cuba Tourist Card . This visa is physically affixed to your passport and can only be applied for at a Cuban embassy or consulate.

How to get a Cuba Visa from India

Although we currently don’t handle Cuban visa applications , we can provide the information you need to apply confidently.

There are two main ways to get a Cuba Tourist Card as an Indian: by applying for one at the Cuban embassy in New Delhi, or purchasing one at check-in or the departure gate of your flight to Cuba.

How to apply for a Cuba Tourist Card in India

Visit the Embassy of Cuba in India website and download the visa application form . Complete the form accurately and affix a passport photo.

Schedule a visa appointment via [email protected] .

Gather and prepare the required documents.

These typically include:

Filled out visa application form.

Indian passport that’s valid for 6 months after you arrive in Cuba.

  • A recent passport-size photo taken according to Cuba’s visa photo guidelines.

A flight itinerary including a return ticket or proof of onward travel from Cuba.

Proof of your accommodation reservations in Cuba.

Bank statements for the last three months as evidence of sufficient funds to finance your entire trip.

A notarized affidavit stating that the purpose of your travel to Cuba is only for tourism.

Proof of a comprehensive travel insurance policy valid for the duration of your stay on the island.

On the day of the appointment, submit your visa application at the embassy.

Wait for the application to be processed. You will be notified when your visa is approved so that you can pay the visa fee.

Pick up your visa from the embassy as instructed.

Once your visa is issued, you’ll need to fill out the D’Viajeros Travel Form . This is not a visa but a traveler's declaration form that must be filled out by every traveler visiting Cuba, whether visa-exempt or requiring a visa.

The form can be completed online 72 hours before your trip on the official government website . Once you’re done, print out the form and save a digital copy on your mobile device before your trip to Cuba.

How to purchase a Cuba Tourist Card at an airport

India does not have direct flights to Cuba. You’ll need a connecting flight to reach the island.

Some airlines, such as Air Canada and Iberojet, include the cost of the Cuba Tourist Card in their ticket prices. Each airline operating flights to Cuba has its own method and pricing for issuing Tourist Cards. If you're considering this option, confirm with your airline before finalizing your booking.

Additionally, you can buy a Tourist Card at certain airports during check-in or at your departure gate. Airlines like American Airlines, Delta Air Lines, and Southwest Airlines offer this service in the USA. If you decide on this option, make sure to check that the airport from which you are departing to Cuba offers Tourist Cards. Also, confirm whether you need a transit visa for the connecting country. Again, check with your airline before booking your flight.

Cuba Travel Guide for U.S. Citizens: What to Know Before You Go (Updated 2023)

Planning this trip to Cuba was the most challenging thing I’ve done to date in the name of travel. Out of all 26 countries, thousands of miles, from 5 years of traveling the world.

Once we landed in Havana, I knew that this place was unlike any I’d visited before.

Had I allowed the logistical challenge of traveling to Cuba as a US citizen deter me from visiting this country, it would have been my greatest mistake.

This Cuba travel guide for US citizens is up to date as of early 2023, based on my experience traveling to Cuba in December 2022.

In this post, I will cover Cuba travel FAQ and share how to visit Cuba legally as a US citizen or from a US airport.

Before you read, please note that there are sanctions from the U.S. government that restrict travel to Cuba.

It is the responsibility of each visitor to follow all laws and regulations, at home and abroad.

Can Americans Travel to Cuba?

Yes. And you can even do so independently.

The key is to visit legally, within the confines of OFAC (Office of Foreign Asset Control) regulations due to the embargo and sanctions.

IMPORTANT: These regulations also apply to non-US citizens that are departing from a US airport.

How to Travel to Cuba Legally

There are 12 categories of legal travel to Cuba under OFAC:

  • Family visits
  • Official business of the U.S. government, foreign governments, and certain intergovernmental organizations
  • Journalistic activity
  • Professional research and professional meetings
  • Educational activities
  • Religious activities
  • Athletic competitions by amateur or semi-professional athletes or athletic teams
  • Support for the Cuban People
  • Humanitarian projects
  • Activities of private foundations or research or educational institutes
  • Exportation, importation, or transmission of information or information materials
  • Certain authorized export transactions

The most common is Support for the Cuban People, which requires the following:

§ 515.574 Support for the Cuban People. (a) General license. The travel-related transactions set forth in § 515.560(c) and other transactions that are intended to provide support for the Cuban people are authorized, provided that: (1) The activities are of: (i) Recognized human rights organizations; (ii) Independent organizations designed to promote a rapid, peaceful transition to democracy; or (iii) Individuals and non-governmental organizations that promote independent activity intended to strengthen civil society in Cuba; and (2) Each traveler engages in a full-time schedule of activities that: (i) Enhance contact with the Cuban people, support civil society in Cuba, or promote the Cuban people’s independence from Cuban authorities; and (ii) Result in meaningful interaction with individuals in Cuba. (3) The traveler’s schedule of activities does not include free time or recreation in excess of that consistent with a full-time schedule. Source: Code of Federal Regulations

It will not be a vacation where you go to the beach and prop your feet up, buy things wherever you want, and stay wherever you want.

You must have a full-time schedule of activities that result in meaningful engagement with Cubans.

For us, that looked like many, many art tours and private gallery visits where we connected with local artists and had countless meaningful, deep conversations.

No topic was off-limits.

Everyone opened up (including us) and shared our passions, life experiences, opinions, and learned about one another. And yes, we talked about politics.

We were on the go, all day, every day.

And we didn’t really spend time with other foreigners. We crossed paths with foreigners a couple times, but everyone else we spoke to and spent time with was Cuban.

Casas particulares and paladares

Aside from your full-time schedule, you should also stay in casas particulares and eat at paladares.

A casa particular is a room in someone’s house. It’s been a normal way to travel in Cuba for years. There’s an infrastructure around it. You can find them on Airbnb.

We highly recommend this casa particular in Havana and this casa particular in Viñales.

Paladares are privately-owned small restaurants. Download A La Mesa for a list of restaurants all over the country. Each listing shows if it’s privately-owned.

The app also works offline, which will make your life much easier in Cuba.

Pro tip: If you’re also a vegetarian, make sure you try Camino al Sol ! It’s an all-vegetarian paladar in Havana.

What you are banned from doing in Cuba

You cannot spend money in OR interact with any of the places on this list from the US Treasury Department.

Many are hotels, so pay attention!

I copied and pasted these into a list to have on my phone, then accessed it offline while in Cuba to ensure there wouldn’t be any issues.

Is Cuba safe to visit?

Absolutely.

As a young woman who visited 25 countries before going to Cuba, I’ve been in a few…sticky situations. Cuba was amazing.

I never worried about being robbed and just felt at ease the entire time I was there. I tend to be a more anxious person, so that’s new for me.

This is my personal experience and I was not in Cuba as a solo female traveler, so yours could be different.

Is Cuba open for travel right now?

As of late 2022, visitors no longer need to show proof of Covid-19 vaccination or testing before entering Cuba. We brought our vaccine cards just in case, but no one asked to see them.

Please refer to this government site for updated information before your visit.

On our way back to the United States, we did have to share contact tracing information with our airlines using a form before we could check in. It was quick and easy.

Although many online sources claim masks are mandatory in certain settings, we did not see any places where masks were required in December 2022.

Accessing Money in Cuba: 2023 Updates

Everything you need to spend in Cuba must be in cash.

Because of the sanctions, your credit and debit cards will not work in Cuba.

If you try to use them, your bank will probably lock your account and it will take a lot of effort to get it unlocked.

In prior years, you would need to convert money to Cuban pesos before using it. Euros were the best to have because CADECA (the government exchange houses) charged a higher fee on USD exchanges.

As of late 2022, everywhere we went accepted U.S. dollars as payment. This was highly unexpected and deviated from every piece of advice I read online before leaving for Cuba.

However, it is still good to have some pesos for a fairer exchange rate. Some menu exchange rates were awful.

When we were in Cuba, we typically got 150 CUP for 1 USD. The CADECA rate was 110.40 CUP for 1 USD.

We exchanged money at our first casa particular and spent USD on activities, private taxis, and one of our casas. We usually spent pesos on art, food, and coffee.

Make sure you get cash in plenty of small bills. Twenties, tens, fives, and ones were useful. Anything larger than that will be annoying to deal with.

If your bank will only give you large bills, go to Publix and ask the customer service to break them when they’re not busy. Works like a charm!

Is it safe to exchange money on the street in Cuba?

You will be offered money exchange on the street wherever you go in Cuba. Just say “No, gracias,” and move on.

As a general rule of thumb, it is not safe or advised to exchange money on the street. This goes for wherever you are in the world.

The main reason it’s unwise to do this is forged currency. If it came from some random person, it may be counterfeit.

A local friend taught us how to know your Cuban pesos are real. Hold the bill up to the sun, and check the watermark.

The watermark will have a number on it, and that number must match the value of the bill.

If it’s a 100-peso bill, the number in the watermark should say 100.

Again, I do not recommend exchanging money in the street. We didn’t on this trip because we were able to get pesos from the front desk of our casa particular.

If you’re ever concerned about any bills you were given as change, use the tip from our friend for some peace of mind.

I also want to make it clear that we were never given counterfeit bills as change while in Cuba, but these things can happen anywhere.

You’re more vulnerable as a foreigner, because you don’t know exactly how the money is supposed to look.

Getting WiFi in Cuba

If a travel guide says there are only one-hour WiFi cards, it is outdated.

Now, you can access WiFi on a one-hour or a five-hour card.

WiFi is now cheaper in Cuba—it was $5 USD per hour; now, it’s $1 USD per hour.

We only needed one 5-hour card per person for the whole week.

Instead of waiting in the ETECSA line, we bought them from our first casa particular .

Overall, our Cuba WiFi experience was much easier than what we expected.

Don’t expect to be online all the time, but WiFi access is not as difficult as prior years.

Pro tip: The two main apps I highly recommend to download BEFORE you leave for Cuba are A La Mesa and Maps.me . Both work well offline and will save you such a headache.

On Maps.me specifically, also download the maps of each city/town you will visit in Cuba. In our case, I downloaded the maps for Havana and Viñales. When you have Internet access, put your casa particular addresses in a Note on your phone, so you copy and paste them into Maps.me whenever you need to. Same goes for any attractions you know you want to see.

If you want (and if your phone is unlocked), you could get a Cuba sim card, which comes with data. I don’t see the point for a one-week trip, but to each their own.

You can reserve those online in advance from Suena and pick them up at the José Martí airport (in Havana). If you go this route, you want the Tourist SIM Card from the top menu.

Can you drink the water in Cuba?

In short, no.

There was bottled water for sale everywhere on our trip in December 2022, but I read online before leaving that you can’t bank on that.

Instead, I bought this LifeStraw to have filtered water and it was the best travel purchase I’ve made. Ever.

Our Viñales casa particular hostess took one look at that bottle and pointed me to her giant drinking water spigot for us to have freely.

She was already familiar with the water situation for foreigners and told me it was smart to bring a reusable filtered bottle.

Highly recommend one of these !

Can you check in online for flights to Cuba?

There are too many documents the airlines must verify before they can issue a boarding pass.

You will also need a paper boarding pass for your Cuban health insurance, often included in your departure airfare.

Do you need to speak Spanish to visit Cuba?

Out of all Spanish-speaking countries I’ve visited, Cuba is the main one you need at least some language skills to visit.

There are people who speak English, especially young people, but it is not the norm.

If you don’t speak Spanish and you’re not traveling with a friend who does, download Google Translate for offline use before you arrive.

It won’t be ideal, but it will work when you need language help.

The best advice I can give is to travel with someone who speaks Spanish fluently. My best friend said many times while we were in Cuba that she would be toast without my language skills.

Can I bring Cuban cigars and rum back into the USA as souvenirs?

The answer used to be yes, as long as you purchased them from a private shop instead of a stated-owned one.

That answer is no longer the case, as of late 2022.

Now, you cannot bring any rum or cigars into the USA from Cuba, no matter how small the amount is or where they were purchased within Cuba.

When you arrive back into the USA, Customs and Border Patrol will ask if you have any rum or cigars. If you do, assume they will be confiscated.

What to Pack for Your Cuba Trip

I pack carry-on only and found Cuba to be one of the easier countries to pack for. The climate in December was perfect, with 80s in the day and 60s-70s at night.

Here is a short packing list of the things you need before going to Cuba:

  • Mosquito repellent, because the insects in Cuba will eat you alive (I use these .)
  • Comfortable shoes for lots of walking
  • Cardigan or light sweatshirt
  • Flowy/comfortable clothes (You can see one of the outfits I packed below.)
  • One active wear outfit for hiking/horseback or bike riding (if you’re going to Viñales)

Explained: How New Schengen Visa Rules Ease Europe Travel For Indians

A Schengen visa permits a brief stay of up to 90 days within a 180-day timeframe.

The European Union (EU) recently introduced a revamped visa system tailored specifically for Indian nationals. This new system offers substantial advantages to Indian citizens, allowing them access to long-term, multi-entry Schengen visas, which can significantly streamline travel plans and enhance the overall experience for those venturing into the Schengen area.

What Is Schengen Visa

The Schengen area comprises 25 countries out of the 27 EU countries except the Republic of Ireland and Cyprus. It includes countries such as Belgium, France, Germany, Italy, and Spain, along with Iceland, Liechtenstein, Norway, and Switzerland. This extensive area not only offers diverse cultural experiences but also facilitates seamless travel across borders for visa holders.

A Schengen visa permits a brief stay of up to 90 days within a 180-day timeframe. This visa may be issued as either a single-entry, enabling one entry into the Schengen area, or a multiple-entry, allowing multiple visits for the duration of its validity.

How The New Rules Affect Indians

Under the new regulations, Indian travellers can now obtain a two-year Schengen visa, a marked improvement from the shorter validity periods previously available. To qualify for this extended two-year visa, applicants must have acquired and appropriately utilised two Schengen visas within the preceding three years. Upon successful utilisation of the two-year visa, travellers can typically expect to be eligible for a five-year Schengen visa, provided their passport maintains sufficient validity.

The new rules essentially say that Indian travellers can move freely within the Schengen member countries for short stays, typically up to 90 days within any 180-day period, without the need for additional permits or authorisations. Under this system, eligible travellers with a proven track record of travel will have simplified access to visas with extended validity, provided their passport's validity permits.

The 'Cascade' system, as it's termed, is designed to reward frequent travellers with progressively longer visa durations. It begins with a two-year visa, and upon successful use, travellers can potentially qualify for a five-year visa. While these visas do not restrict the purpose of travel, they do not allow the right to work within the Schengen area.

The decision to tweak the rules comes in the broader context of improving relations between the EU and India

India advises citizens to reschedule non-essential travel to Dubai amid heavy rains

Dubai is one of the most popular destinations for Indian tourists, with at least 2.46 million visitors recorded between January and December 2023. The rare storms and floodings have prompted the Indian embassy in the city to issue helpline numbers for Indian citizens affected by the extreme weather events in Dubai and the northern part of the Emirates.

The UAE experienced an unprecedented weather event in the last few days as heavy rains and a storm struck the nation, sweeping its main city Dubai and leading to widespread disruption of essential services like traffic or air travel. Even now, the country is struggling to recover from the rainfall as its main airport worked to restore normal operations even as floodwater still covered portions of major highways and roads.

What did India's advisory say?

In its advisory, the Indian embassy said the situation in Dubai remains unprecedented after the rains as the city has limited inbound flights. "The Airport Authorities have advised that passengers may travel to the Airport ONLY AFTER final confirmation from the respective airlines regarding the departure date and time of the respective flights," it said.

"In light of the above advisory, inbound Indian passengers travelling to or transiting through Dubai International Airport are advised to reschedule non-essential travel till operations normalise," the embassy further said. On Thursday, the Indian Consulate General in Dubai said it had facilitated contact between stranded passengers and their families in India. It also said that relief measures have been extended with the help of Indian community organisations and regular updates from the airlines are being conveyed to travellers.

Unprecedented weather in UAE

The desert Arab country does not usually receive much rainfall. The state-run WAM news agency called the rains beginning from Tuesday “a historic weather event” that surpassed "anything documented since the start of data collection in 1949". The Emirates carrier, whose operations had been struggling since the storm, had stopped travellers flying out of the UAE from checking into their flights as they tried to move out connecting passengers. 

By the end of Tuesday, more than 142 millimetres (5.59 inches) of rainfall had soaked Dubai over 24 hours. An average year sees 94.7 millimetres (3.73 inches) of rain at Dubai International Airport. Other areas of the country saw even more precipitation. The UAE's drainage systems quickly became overwhelmed, flooding out neighbourhoods, business districts and even portions of the 12-lane Sheikh Zayed Road highway running through Dubai.

Emergency workers tried to clear waterclogged roads and people assessed the damage to homes and businesses on Thursday after the record-breaking storm. Flooding trapped residents in traffic, offices and homes. Many reported leaks at their homes, while footage circulated on social media showed malls overrun with water pouring from roofs. One person was reported dead in the UAE and 20 in neighbouring Oman.

Following Tuesday's events, questions were raised about whether cloud seeding, a process that the UAE frequently conducts, could have caused the heavy rains. Since 1982, the UAE has been using cloud seeding technology, which is also known as artificial rain. However, experts believe human-caused climate change is the main reason.
