Both tours with Joanna & Cesar were excellent! We saw more than we could have done any other way and more importantly understood more of what we were looking at!

We appreciated Nick’s humor, enthusiasm, and knowledge. He made the daytime and the night tours very enjoyable!

Ralph was fantastic! He interacted with everyone in a personal way and made the tour great!

Tripadvisor Reviews

My husband was skeptical at first since it was a bus tour and I was worried we wouldn’t get enough time at our stops, BUT it was great! I felt like there was a perfect amount of time to look and take pictures and even, when available, to stop at the gift shops. Our guide was informative and dependable. The complimentary water was great and we appreciated the access to free ponchos since it was a heavy sprinkle off an on during our tour. The bus was great, the perfect temperature and the seats are comfortable.

Google Reviews

Did it on my first day in DC and gave me ideas on what to revisit or what other venues to go to. The guide Christopher was very knowledgeable and came over excellently.

We had a wonderful tour with Joey! She was knowledgeable, engaged, funny, friendly and a terrific host. We highly recommend this tour. Our only regret is that we didn’t have another day to spend in DC sightseeing!

The best cocktail bars in Washington, DC

A bold collection of speakeasies, rooftop bars and hotel haunts are turning Washington, DC into a mecca for mixologists. With an inventive and unique list of libations, this city is quickly becoming a destination for cocktail connoisseurs.

dc travel vip

Come for the Capitol, stay for the cocktails. Washington, DC invented the Gin Rickey, after all, but these days, the US capital is harnessing this heritage with a wave of innovative cocktail bars and meccas of molecular wizardry. From sleek hotel lounges, like The Pembroke, to moody, subterranean speakeasies, like Allegory, there's been lots of new openings and refreshed menus in recent years, with mixologists utilising unusual ingredients like hay-smoked bee larvae and almond blossoms. Here's our selection of the most atmospheric, creative cocktail spots to visit.

1.   The Wells

Juniper junkies converge on Capitol Hill for this gin-centric cocktail lounge. The intimate bar is backed by a glass menagerie of gin: London dry, citrus-forward Japanese bottles, oak-aged varieties and smooth, small-batch American sips. These are the stars of seasonal cocktails like Let the Beet Drop, a concoction of yoghurt gin, red beet, honey, egg white and lemon. The design is just as spirited: The Wells is swathed in green, while carrot-coloured banquettes edge alcoves, the floor is tiled in honeycomb and a planetary-like light fixture is strung with copper. Pair drinks with elevated snacks like beluga caviar and chips or wagyu skewers with spicy habanada.

Bartender’s choice: The Martini is a staple. The addition of olive oil in the gin allows for the sweetness of olives to play with the botanicals of gin, while Cocchi Americano smooths out the edges. “It’s an olive oil cake, and it’s all grown up,” says lead bartender Alex Pisi.

dc travel vip

2.   Allegory

Molecular magic is made at Allegory. You just have to find it first: the sleek speakeasy is hidden behind a black door in the lobby library of progressive hotel Eaton DC. This dimly-lit den spans leather banquettes, a glowing semi-circular bar and moody black pendant lights. A series of magical realist murals by Erik Thor Sandberg line the walls, fusing whimsical Alice in Wonderland themes with the story of civil rights activist Ruby Bridges. The innovative cocktail menu is inspired by the artwork, and bar bites include artisanal cheese plates and crispy pork bánh mì.

Bartender’s choices: Beat of the Drums is Allegory’s version of the classic margarita, blending agave spirits with a Mesoamerican orgeat and fermented huckleberries, then garnished with a piece of huckleberry popcorn. Other inventions, such as the viridescent Garden of Live Flowers (made with gin, rhum agricole, aloe, snap peas, cardomom and coconut black pepper) are also well worth a try.

3.   Silver Lyan

Bring your bucks to this historic former national bank. Its current guise is the grande dame Riggs Washington DC hotel, where the underground cocktail bar is built into an old vault. Silver Lyan’s decor reflects its heritage: brass detailing, stately pillars, oversized art deco lights and plush red velvet. At the helm is award-winning mixologist, Ryan Chetiyawardana (known as Mr Lyan), whose cutting-edge cocktails use unique ingredients, such as tart riberry, arrowroot tea and mulberry soda to name a few.

Bartender’s choice: Splurge on the Silver Service Martini. Choose one of four different styles of martini, poured into an elegant John Jenkins vintage-style glass. The drink is served with Castelvetrano olives, house-pickled onions, a lemon twist and a freshly shucked oyster. “My personal favourite version is the Ford’s 50:50,” says Vlad Novikov, head of bars for Riggs.

dc travel vip

4.   Bresca

With one beaming Michelin star, this Parisian-style bistro on 14th Street may be serious about sustenance, but it’s equally as playful. Inside are pops of perky yellow, booths of deep blue and a living wall swollen with earthy moss. Pull up a pew at the airy bar lined with wooden stools, where Bresca's cocktail menu, Myths & Legends, is a work of art — it whimsically weaves stories with colourful illustrations and innovative seasonal sips.

Bartender’s choices: In the Circle is a twist on the traditional Manhattan, using culinary techniques to accentuate the vanilla, dark chocolate and spice notes of the D’Ussé Cognac and Michter’s Rye. It’s batched and sous vide with earthy shiitake mushrooms to complement the sweeter local squash cordial. Alternatively, pair a cavier tart with Flora & Fire, a subtle, smoky tipple made with mezcal, cachaca, Aperol, yellow chartreuse and strawberry fuse.

5.   Off The Record

Paint the town red at Off the Record. This iconic basement boozer in The Hay-Adams hotel is dripping in the dramatic: deep rouge crawls from tufted banquettes to the walls and lampshades. A wedding cake ceiling is strung with chandeliers, while caricatures of political figures adorn the walls. Situated on the edge of Lafayette square, to the north of the White House, this bar is a hallowed haunt of savvy locals. Pair its sprawling list of scotches and signature cocktails with bites like lobster rolls, burgers or yellowfin tuna tartare.

Bartender’s choice:   Served in a collins glass, the Lowrider is a refreshing grapefruit cocktail made with Ilegal Mezcal, lime, Aperol, Bittermens Hellfire Habanero Shrub, Fever Tree Pink Grapefruit and Tajín. “This cocktail is a tantalising way for lovers of the Paloma to spice up their game,” suggests bar manager Rachel Sergi.

6.   VUE Rooftop

The glistening crown atop Hotel Washington, this swish 11th-floor rooftop bar boasts fantastic panoramas of the city’s skyline, including views of the White House and stately Washington Monument. The interior is pared-back luxury: dark wood, billowy light fixtures and intimate booths. This is a space that seamlessly stretches from brunch to beats as live DJs play into the night. Soak up the Sazeracs with crispy calamari, lamb burgers or creamy burrata on rustic bread.

Bartender’s choice: Power to the Peaches blends white peach and rosemary Grey Goose Essence, which is complemented by Cointreau, chamomile, honey, lemon and a refreshing Chandon Garden Spritz. Alternatively, try one of the various seasonal cocktails like the Bi-partisan Blend, VUE's take on an espresso martini with horchata and chicory pecan bitters.

dc travel vip

7.   Jane Jane

Step into a Southern hospitality daydream. On 14th Street NW, retro-style Jane Jane may be small, but it has big energy. Plaid blue mosaic tiles trace the floor and bar, there are walnut-wood walls, vintage-inspired cocktail wallpaper and forest green pendant lights and booths. With only 32 seats, the intimate vibe is a cocktail party at a pal’s place which is welcoming, unpretentious and playful. Two dozen cocktails are organised by liquor, five of which are house varieties, while comfort bites are inspired by the owner’s Southern hospitality. Try the pickled okra, pimento cheese or Jane’s caviar with trout roe, creme fraiche and potato chips.

Bartender’s choice:   Should We Be Bad is the bar’s take on a classic espresso martini, replacing vodka with bourbon and adding velvet falernum for extra depth and body. Meanwhile, the jazzy Jane Jane Mule, where bourbon, fino sherry, lemon, mint, ginger beer and Angosturra are swirled on the rocks, is also well worth a try.

8.   Hill Prince

This H Street haunt is the quintessential neighbourhood bar: convivial, affordable and pouring top-notch tipples. Set in a 100-year-old row house, Hill Prince is named after a racehorse and the classy equestrian vibe extends throughout: exposed brickwork, original pine flooring, brown leather sofas, gold-framed mirrors and a lick of hunter-green paint. There’s even a restored carriage house and a verdant courtyard to spill into on balmy nights. Head to the long main bar, dangling with moon-like pendant lights, where classic cocktails are created.

Staff picks:   Try the savoury Mole Old Fashioned on draft, made using rye whiskey, Montenegro Amaro, Xocolatl Mole Bitters and Angostura Bitters. Alternatively, sample the house-made syrups and elixirs included in signature, summery drinks like the Vodka Mule made with peach bitters and spicy ginger beer.

9.   The Pembroke

Parisian-style The Pembroke may draw bon vivants for a bite, but its cocktails make it a libation destination. Within the Dupont Circle hotel, this restaurant is airy, leafy and chic with cream-panelled walls, coral Chanel tufted banquettes and picture windows offering views out over a summery terrace. It centres around a classic marble cocktail bar topped with gold lamps, where tinctures are shaken and stirred. Alongside an enormous wine list, cocktails have seasonal twists and locally sourced organic fare includes homemade lobster bucatini and lamb tagine with citrus couscous, to name a few.

Bartender’s choice: “The Hibiscus Margarita is a sophisticated twist on the classic margarita, featuring Casamigos Blanco, Cointreau, freshly squeezed lime juice and organic hibiscus syrup. Hibiscus syrup contributes a unique floral note, creating a well-rounded and robust flavour profile,” says bartender Tashawn Jackson.

U nlock the advantages of traveling by train from the bustling Big Apple to the nation’s capital Washington DC with Amtrak. Say goodbye to airport security lines and traffic congestion as you embark on a relaxing journey from New York’s new Moynihan Train Hall.

With frequent departures, a generous baggage policy and the ability to move around during the under four-hour trip, Amtrak offers flexibility and convenience. Sit back and enjoy the ever-changing scenery while enjoying the onboard amenities that make your trip comfortable and enjoyable.

Amtrak Advantages: Travel Time

Anyone who has ever tried to drive out of New York City on a summer weekend, holiday or random gridlock alert day knows that the soul-crushing traffic can put a damper on the trip.

A journey from New York City to Washington DC by car can take anywhere from four to seven hours.

There are two Amtrak options:

  • Amtrak Acela  takes 2 hours and 46 (to 54) minutes. It stops at Newark Penn Station; Metropark, NJ; Philadelphia, Wilmington and Baltimore Penn Station, and the train can speed along at 150 miles an hour in some spots.
  • Northeast Regional  takes three hours and 20-40 minutes. It makes all of the stops the Acela makes, plus stops at the Newark and Baltimore airports, and it travels at slower speeds.

You can save almost an hour on the high-speed train, and up to four hours of hair-tearing hysteria by taking the train rather than your car.

Plus, the Acela has a First Class option, with free meals and drinks served to you at your seat. Philadelphia celebrity chef Stephen Starr curated the menu. The food in the Acela cafe car also has more interesting options than the cafe car on the Northeast Regional.

Price: Amtrak vs Car

On a recent summer weekend, we paid about $40 for our roundtrip Amtrak tickets, bought well in advance. Had we waited to buy our tickets at the last minute, or planned to travel during the holidays, it would have been far more expensive.

When we realized we could take a morning train, getting us into Washington DC much earlier in the day than our ticketed departure, we learned that we would have to pay the difference in price. The morning train would have cost us more than five times the price we originally paid.

Driving to DC, the tolls can be $40, depending on route. And the gas? Let’s say you have a car that gets 25 miles per gallon. Gas will cost about $30 for the trip.

This is, of course, just one way, so you’ll spend another $70 to get back to NYC from Washington DC. But if 2 of you are in the car, the price per person drops. And three or four along for the ride? Even less.

But you have to weigh your sanity versus potential road rage. You do you.

Comfort in Coach

This is not your average airplace seat! Even in coach class on the slower Northeast Regional trains, there is plenty of legroom. You can put your bags up above, or in luggage areas at the end of cars.

Business class seats have the advantage of being assigned, so you don’t have to worry about dragging your suitcases through the train, looking for an available seat.

There is something weird with Amtrak train seats: If you have an aisle seat and don’t know the person sitting next to you, you have to run a cord across their seat to reach the power outlets.

And the free wifi isn’t really strong enough to do work on the train.

Quiet Car vs Other Seats on Amtrak Train

Now that my children are out of the house, I am a fan of the quiet car on Amtrak. Phone calls aren’t allowed and you have to use headphones if you use electronic devices, with the volume turned low.

But don’t take the quiet car with young children. Although you are allowed to talk in the quiet car, no one appreciates a loud child here. We once took this car because there were no other seats on the train. We were glared at until Philadelphia, when we escaped to the boisterous regular car.

Amtrak Pet and Baggage Policies

If you are bringing a dog, you might have to drive. Amtrak charges $26 for a dog, and it has to weigh under 20 pounds. My Labrador Retriever has plumped up to 70 pounds, so she is banned from the train, even though she works as a comfort dog. [Therapy dogs of any size are allowed].

Driving can also be the perfect option if you are schlepping a lot of stuff. Amtrak allows you to bring two pieces of luggage, and charges for oversized items like bicycles. On the Northeast Corridor, it costs $20 to bring a bicycle.

Though when I brought my daughter a folding bike, I didn’t have to pay extra.

Moynihan Train Hall, New York City

One of the best things about taking Amtrak anywhere from NYC is the new Moynihan Train Hall.

This glorious transformation of the historic Farley Post Office has transformed the former Amtrak area in Penn Station, which is across the street, to one of beauty and wonder.  You also have access to great food.

If you take the subway to Moynihan Train Hall, the walk from the filth of the MTA to the shiny new Amtrak station is like the change from black and white to color in the Wizard of Oz . Light streams in from above, brass gleams and the air is – or at least seems – fresher.

Moynihan Food Hall

The centerpiece of Moynihan Food Hall, the Bar at Moynihan, has lots of local craft beer on tap and classic cocktails. Sit at the wood bar while you wait for an evening train.

The food hall has easy to eat or carry out food, like sushi, chopped salad, pizza and burgers. Alidoro makes Italian sandwiches that travel well and Naya has Mediterranean inspired bowls, wraps and salads. A ramen shop is coming, but ramen is best slurped up before the train.

If you are visiting someone – say, your daughter – in Washington DC, and you’ve forgotten to bring her bagels, you can pick some up at H & H, along with a few cupcakes at Magnolia or chocolates at Maison du Chocolat.

Exclusive Access: Metropolitan Lounge

If you have treated yourself to an Acela train ticket, or you have elite Amtrak status, you get access to Metropolitan Lounge. Business class passengers can also buy a day pass to the lounge.

This expansive sanctuary has lots of clean, comfortable places to sit, and free (non-alcoholic) drinks and food. There is also a bar, but you have to pay for drinks.

Even if you don’t have access to the Metropolitan Lounge, The Amtrak waiting area at Moynihan, for ticketed passengers only, has very clean bathrooms and power outlets at every seat.

Getting to Your Amtrak Train

One issue the fabulous Moynihan Train Hall hasn’t addressed is the chaos that ensues when a train track is announced. There is only one escalator to the track and it’s a bloodsport to get on the line before it resembles a Black Friday queue.

But there are 2 semi-secret ways to avoid the line.

  • When the train is announced, go to the elevator and take it to the track. Very few people do this.
  • Passengers in the Metropolitan Lounge get an early announcement of the track number and can take the elevator before the line even forms.

Union Station Washington DC

When you walk into Union Station in Washington DC, you are in a beautiful historic train station. Unfortunately, the Amtrak area, while not as grim as Penn Station in Manhattan was, is still pretty dismal.

There is an Acela Lounge at Union Station. For ‘regular’ passengers, there is a dim seating area and the usual scrum when the track is announced. One advantage here over Moynihan Train Hall is that the trains are on the same level as the waiting area. No crowded escalators, stairs or elevators to navigate.

Picking a Train

Some trains originate in NYC, which means finding a seat on the train going to DC is pretty easy. It also means that the train is cleaner. If the Amtrak is coming from Boston, people might be getting off in NYC. But they are not taking their garbage with them and no one is cleaning the train.

On our recent Amtrak ride, someone did come around collecting trash, but the guy next to me left a mess in his seat and no one addressed that.

And don’t even get me started on the bathrooms. I can’t imagine what the bathrooms look like on the trains going all the way to Miami or Chicago.

Before Going to DC, Ask Yourself…

A lot of considerations go into a trip from New York City to Washington DC.

Q: Do you want to see the cherry blossoms ?

A: Go mid-March to mid-April

Q: Do you want to take long walks around the National Mall?

A: Go late September to November or March to May

Q: Do you want to avoid tourists?

A: Don’t go to Washington DC

What to Do in Washington DC

Tour the us capitol.

The  US Capitol visitors center has an interactive gallery. There are also tours of the Capitol building, including the Crypt, the Rotunda and National Statuary Hall. Tours and exhibits are all free.

The rest of the National Mall includes the Lincoln Memorial and the Washington Monument,  the White House and Smithsonian museums. Again, everything is free.

Stop and See the Flowers

See the green side of Washington DC at Tregaron Conservancy. It has walking trails, gardens, fields, meadows and a lily pond. The conservancy, between the Woodley Park and Cleveland Park, is free. You can also see the free  National Zoo, near the conservancy

What’s the best bus to New York? We tested 5 for comfort and value.

Megabus the jet vamoose gold our favorite might surprise you..

dc travel vip

No matter how you travel between the major cities of the East Coast, the journey gets old fast. The New Jersey Turnpike is boring to drive. Amtrak prices can be outrageous. Flying looks good on paper, but you still have to figure out a ride to the airport ; plus it comes with a bigger carbon footprint.

Then you have the bus, which can be the most affordable way to get from one Mid-Atlantic metropolis to another.

East Coast travelers have a glut of options when it comes to buses. You have your ultra-budget lines, midrange and luxury tiers. Having so many companies to choose from is convenient, but it’s also confusing. We tested five companies on trips between Washington, D.C., New York and Boston to help you decide which to take.

Pros: Affordable. Robust schedule.

Cons: Often packed. Itchy seats. Long lines to board.

Megabus is the Starbucks of the pack: ever-available and a little more expensive than it should be, but mostly acceptable.

The best case for Megabus is the volume of options. Unlike some of the other brands with one or two departures a day, you can find a Megabus between big cities like Philadelphia, New York and Baltimore at all hours. It also has the standard fixings: personal power outlets, WiFi and a bathroom.

Last November, I booked a last-minute round trip between D.C. and New York. The first leg was about $50 for a priority seat I reserved in the front row of the top level of the bus. The second leg without a seat assignment was $45. Book a few weeks in advance and you can find serious savings; similar one-way tickets could have cost me just $4.99 if I’d planned ahead.

Sitting in that front seat on the way out felt like cruising on the freeway in a spaceship or watching an Imax movie. No staring at the back of another bus seat, or feeling crammed in a little row. I learned later this seat assignment isn’t for everyone. My in-laws recently booked it and said they felt like they were sliding off the seat the whole trip.

Last word: Megabus is a trusty steed. It’s no-frills, but it’s always there for you.

Tripper Bus

Pros: Timely. Nice customer loyalty program.

Cons: Misleading website.

I booked a ride ($58, one-way) on Tripper Bus because the website promised the “epitome of luxury” with “leather captain seats.” But when I boarded my trip from Manhattan to D.C., I found no leather or luxury — just another basic bus with cloth seats. The WiFi was so bad, I could barely connect to my email to find out what went wrong.

Apparently, the company has two different bus options: standard coach and Elite. The website doesn’t make that very clear; neither does the company’s Instagram account. Its profile tagline calls itself an “Upscale Luxury coach service.” I felt part culpable, part catfished.

Last word: At the end of the day, Tripper is fine. It got me to my final destination as planned, even leaving a few minutes early once all passengers had been accounted for. The electrical outlets worked. The company also offers a buy-six-tickets-get-one-free scheme, which is nice for frequent travelers.

Pros: Luxurious and exclusive-feeling. An ocean of legroom. Reliable WiFi.

Cons: Limited schedule. Often expensive.

The Jet is a bona fide fancy bus between New York and D.C. reminiscent of the long-defunct (and much beloved) Royal Sprinter. It’s a smaller bus than your mega coach and seats only 14 passengers.

A huge selling point is the seats. They’re 22 inches wide — 5 inches wider than some airline seats — and made with a gel-foam base and a memory-foam back. They recline 45 degrees, boast motion-canceling technology and have six feet of distance between rows.

When I reviewed the company after it debuted in 2021, they offered lots of free perks onboard, from coffee to snacks. One-way fares were just $99. Now it’s usually closer to $200 — rivaling prices of Amtrak or flying — and you have to pay for coffee and snacks (although alcohol remains free for up to two drinks). I recently bought a one-way ticket for my fiancé, Dan, for $155, including tax, but have seen fares as low as $89.

While the motion-canceling seats are very comfortable, Dan did comment that his most recent driver accelerated and braked so aggressively that it did not feel like a smooth ride.

Last word: If your budget allows for a more expensive ticket than the typical bus, the Jet does feel like a special treat.

Pros: Prompt. Cheap. Skilled driver. Clean bathroom.

Cons: Old bus. Old seats. Less privacy.

For $38, I took a Boston to New York trip on a Peter Pan bus; fares start at just $14 for the same route if you book them further in advance, according to the website . So it was no surprise that the bus was old, from its exterior paint job to the cloth seats. It claimed to have WiFi (it didn’t work for me) but it did have functioning electric outlets.

My favorite part of the Peter Pan experience was that the driver was a seasoned professional who seemed like he had a lifetime of experience; you could tell by the way he breezed through his intro spiel — “please be nice,” and don’t make calls on speakerphone — “that is just obnoxious.” He moved the big old vehicle through traffic like butter.

The company does offer a perks rewards program to encourage repeat customers.

Last word: Peter Pan isn’t worth going out of your way to book, but if you need a ride in a pinch, it’ll do.

Vamoose Gold

Pros: Quiet. Clean. Thoughtful touches. Friendly service.

Cons: Bumpy ride. Spotty WiFi.

Vamoose Bus offers an economy version and a business class. In early April, I took the more expensive ($83 one-way) Vamoose Gold Bus to New York from Bethesda, Md. — an affluent Washington suburb — on the recommendation of a colleague. As a D.C. resident, it wasn’t ideal to Uber almost a half-hour north to catch the bus, but for me that was only 10 minutes longer than driving to Union Station, where the other buses depart. The company also leaves from Arlington, Va.

There was helpful signage at the departure location and an attendant handing out complimentary full-sized water bottles for customers.

I boarded the sleek black beauty to discover a pristine interior, plush leather and lots of open seats. My fellow passengers took some work calls but maintained a courteous volume throughout the trip. The bus was bouncier than you’d expect from its appearance; I switched seats mid-trip and found a seat closer to the back that somehow felt a little smoother. Worse, the WiFi was not dependable for a service marketed toward business travelers. Sometimes it had speeds capable of uploading a high-res file; sometimes it was so bad I couldn’t open an email.

Last word: Overall, Vamoose Gold was my favorite. It was nice enough to justify the price difference between Megabus but isn’t as expensive as the Jet.

Hahn Air Lines Agrees to Pay $26.8 Million to Resolve False Claims Act Liability for Its Alleged Failure to Pay Travel Fees Collected from Passengers

WASHINGTON – Hahn Air Lines GmbH, a privately owned company based in Germany, and its Minneapolis-based subsidiary Hahn Air USA, Inc. (collectively, “Hahn Air”) have agreed to pay $26.8 million to resolve allegations that Hahn Air violated the False Claims Act by knowingly failing to remit to the United States certain travel fees that Hahn Air collected from commercial airline passengers flying into or within the United States.

The settlement was announced by U.S. Attorney Matthew M. Graves, Principal Deputy Assistant Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division, Inspector General Joseph V. Cuffari for the Department of Homeland Security, and Acting Special Agent in Charge Charmeka Parker for USDA Office of the Inspector General (OIG).

Hahn Air Lines GmbH operates as a commercial travel company whose primary business includes offering an electronic ticketing database that allows travel agencies worldwide to issue airline passenger tickets for travel on airlines based on agreements that Hahn Air Lines GmbH has with numerous commercial airlines located around the world.  Pursuant to its business model, Hahn Air Lines GmbH collects certain mandatory travel fees, including certain passenger fees that are owed to the United States.

The settlement resolves allegations that, from 2012 to 2018, Hahn Air allegedly knowingly and improperly avoided paying to the United States certain travel fees that Hahn Air had collected from airline passengers purchasing Hahn Air tickets.  These included Animal and Plant Health Inspection Service Agricultural Quarantine and Inspection User Fees owed to the U.S. Department of Agriculture (USDA); Customs User Fees and Immigration User Fees owed to U.S. Customs and Border Protection (CBP); and Passenger Civil Aviation Security Service Fees owed to the Transportation Security Administration.

“Companies cannot pocket, for their own benefit, government taxes and fees that they collect from their customers,” said U.S. Attorney for the District of Columbia Matthew M. Graves. “This settlement shows that companies that intentionally do so will face stiff penalties.”

“Companies that benefit from air travel in the United States must pay their fair share of the costs associated with that such travel,” said Principal Deputy Assistant Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division. “Today’s settlement demonstrates that we will protect the taxpayers by ensuring that those who are obligated to pay money to the United States, whether in the form of travel fees or other types of payments, are held accountable for what they owe."

“I appreciate the continued partnership with the Justice Department’s Civil Division and our other law enforcement partners,” said Inspector General Joseph V. Cuffari for the Department of Homeland Security. “Today’s multimillion dollar settlement is a result of our collective efforts and demonstrates that the United States holds corporations accountable when they fail to comply with the law.”

“Participation in Government travel business programs is a privilege and should not involve actors who seek to circumvent paying travel costs to the U.S. Government,” said Acting Special Agent in Charge Charmeka Parker for USDA Office of the Inspector General (OIG).  “Thanks to the hard work and tireless efforts of the investigative team, the interests and integrity of the United States and the business process throughout Government continue to be protected. The USDA Office of Inspector General appreciates the commitment of the Department of Justice and the cooperative efforts of our law enforcement partners. Our resources are well utilized when we work together to investigate those who intend to defraud the U.S. Government. This resolution demonstrates that we are committed to holding businesses accountable when they choose to abuse the integrity of vital government programs.”

The settlement resolved a lawsuit filed under the qui tam or whistleblower provision of the False Claims Act, which permits private parties to file suit on behalf of the United States for false claims and share in a portion of the government’s recovery.  The qui tam case is captioned U.S. ex rel. MGSNOVA Advisory, LLC v. Hahn Air, Inc. et al,  No. 1:15‐cv‐02184 (D.D.C.).  As part of today’s resolution, the whistleblower will receive a total of approximately $4.8 million.

The resolution obtained in this matter was the result of a coordinated effort between the Justice Department’s Civil Division, Commercial Litigation Branch, Fraud Section and the United States Attorney’s Office for the District of Columbia, with assistance from the Offices of Inspector General for the Department of Homeland Security and the Department of Agriculture.

The matter was handled by Trial Attorney Richard W. Hagner of the Civil Division and Assistant U.S. Attorney Darrell Valdez for the District of Columbia.

The claims resolved by the settlement are allegations only. There has been no determination of liability.
