Ibero-American Leaders Urged to Embrace Tourism as Driver of Development

The unique power of tourism to drive sustainable development was made clear as UNWTO took part in the 27th Ibero-American Summit of Heads of State and Government in Andorra.

With a special focus on the role of innovation in sustainable development, the hybrid summit united leaders of the 22 Spanish and Portuguese-speaking countries of Latin America and Europe. Held against this backdrop, the Ibero-American Business Meeting brough together top executives from the region’s top companies, including from the banking and aviation sectors. Addressing this meeting, UNWTO highlighted its leading role in addressing the key challenges facing tourism. Secretary-General Zurab Pololikashvili noted the sector’s proven economic and social importance to all the participating countries and reiterated his strong call for clear leadership, coordination and joined-up action.

With tourism a pillar of development and employment in all Ibero-American economies, Mr Pololikashvili underscored “the opportunity for tourism to help us grow back better”. At the same time, he pointed to the pressing need to “coordinate the introduction of protocols for safe international travel to avoid adding uncertainty and undermining confidence”. The ‘ Digital Green Pass’ , which aims to restart tourism in the European Union by June or July, “should be an example for other global regions and countries to follow; the cost of more chaos is simply too high not to”, he added.

UNWTO outlined its new Destination Tracker , produced in partnership with the International Air Transport Association (IATA) to address uncertainty and lack of confidence in travel. Participants were also informed of UNWTO’s enhanced partnerships with international finance organizations to ensure tourism jobs and businesses receive the support they need in this time of crisis. Looking ahead, UNWTO’s work with the Inter-American Development Bank and with the Food and Agriculture Organization of the United Nations will help ensure the restart of tourism delivers benefits for rural communities on both sides of the Atlantic.

Leaders united

The UNWTO Delegation joined His Majesty King Felipe VI of Spain, alongside the Head of Government of Andorra, Espot Zamora, the President of the Government of Spain, Pedro Sánchez, the President of Portugal, Marcelo Rebelo de Sousa, the President of the Dominican Republic, Luis Abinader, and the President de of Guatemala, Alejandro Giammattei, in Andorra for the biennial meeting. Leaders from across the other 17 Member States of the Ibero-American Community, as well as its Associate Observers and Consultative Observers from international organizations, joined in the proceedings virtually.

The Andorra summit followed on from high-level meetings between the UNWTO leadership and the Presidents of both the Dominican Republic and Guatemala . On the day before the start of the summit, President of the Dominican Republic, Luis Abinader, and the President de of Guatemala, Alejandro Giammattei both paid official visits to the UNWTO headquarters in Madrid.

In these meetings, UNWTO stressed the importance of cooperation in restarting tourism in a joined-up manner. The importance of tourism to both countries was also highlighted, including not just the sector’s economic importance but its contributions to rural development and the opportunities it creates for indigenous communities.

An Alliance is based on the identification of common interests that must be protected; a Community is something different, a Community lays its foundations on identity elements shared by all members, from which joint projects are built.

It has been said many times that one of the most homogeneous regions of the world is Latin America, a continuous territory that has shared a history and culture for over 500 years (which merged with other own original elements of each sub-region), with close blood ties that flow through the continent, two very similar languages that are closely related and similar political and economic systems. This Latin America is a community that shares the same features that define it (language, culture, history, blood ties, democracy and market) with the Iberian Peninsula, thus widening this Community and creating the Ibero-American Community. Its manifestations are countless. Our businesses, universities, professional associations, journalists, etc. have created a complex network based on interests and cooperation that generate the Ibero-American Community.

Spanish, with over 450 million native speakers is an essential element for Latin American cultural, social and economic cohesion and a first-order geostrategic element

And our citizens, with a social and family network whose intensity cannot be matched anywhere else in the world, are the real foundation on which the Ibero-American space is built.

The functioning of this Community is relatively autonomous, it merely requires a favorable context that enables and promotes the expansion of the networks of affections and interest that constitute it. This is where politics in general and the Ibero-American Conference and Summits in particular need to intervene. Indeed, the Summits are the expression, at the highest political level, of this active Community. Ibero-American institutions, whether Summits, SEGIB or several Ibero-American Organizations, are at the service of the Community, to promote its activity, contacts, cooperation and integration of the 22 societies that comprise it, the 650 million people that are part of it.

Undoubtedly, the nexus of this Community is culture. As Carlos Fuentes stated, the culture is the infrastructure of Ibero-America. That probably is a pending task, explaining what Ibero-America is, a challenge that SEGIB seeks to meet as a part of its renovation process. It is mandatory to design an Ibero-American presence in the U.S., a country that has over 55 million Latin Americans. The status of the Spanish language (the U.S. will become a bilingual country in the next years), will also depend on the initiatives implemented by the Spanish-speaking countries at a national level and within the Ibero-American institutions. The Ibero-American conference provides the required framework and tools to undertake initiatives in this field.

Education is very linked to culture, as the backbone of the elements that define Ibero-America, it is also an essential element for this community and, at the same time, the way into the future. Everything that has been said so far as regards a common language and culture promotes a large Ibero-American educational project. This project could be articulated around two pillars, the mobility of talent and knowledge transfer.

Talent mobility calls for the transfer of professionals; in the places where there is a surplus, talent must leave towards places where there is demand and implementing this requires the removal of many barriers: administrative (recognition of qualifications), corporate (professional associations) and immigration (visas) for engineers, architects, doctors, teachers, etc., so that they can freely move within the Ibero-American space.

Education is an essential element for the Ibero-American Community and, at the same time, the way into the future

Knowledge transfer requires specific programs and projects to promote students’ and teachers’ mobility, cooperation in the fields of research and technological transfer in order to develop an Ibero-American knowledge market.

Edmundo O’Gorman, a prominent Mexican historian, defended, with good arguments, that America was not discovered, but invented. We could say the same about Ibero-America, not even as a Community, which is prior to all of us, but as a political project based on culture, education and cooperation between all Member States. The renovation of the Ibero-American system that currently involved all the countries of the Summit will contribute to the consolidation of this process.

Leaders at Ibero-American Summit Discuss Haiti, Vow Cooperation on Environment

SANTO DOMINGO (Reuters) -Leaders attending the Ibero-American Summit meeting in the Dominican Republic on Saturday discussed the need to address Haiti's deepening humanitarian crisis while vowing to cooperate on environmental issues.

"From what various presidents have said, the issue of Haiti has become an extraordinarily important issue for the Ibero-American community," summit leader Andres Allamand told reporters.

The Caribbean state faces a worsening crisis driven by gangs that rights groups say now control most of the country.

Colombian President Gustavo Petro said he was considering going to Haiti to assess the most "constructive" role for Colombia there.

The leaders also pledged to address issues like the loss of biodiversity, pollution, soil degradation, and scarcity of water resources. They also said they would fortify regional cooperation on information security.

The meeting of presidents and representatives from 22 countries comes as the region is grappling with stubbornly high inflation and global concerns about the financial sector after the failure of U.S. regional banks Silicon Valley Bank and Signature Bank this month.

"At this point in time, with so much (of the financial sector) concentrated, with so much speculative play, we should already understand that the current financial system doesn't need anymore help. We must drastically change it," said Argentina President Alberto Fernandez.

Leaders also called for regional collaboration on migration as thousands of people flee Latin American countries for the U.S. border due to economic hardship, rising violence and other challenges.

"Today migration management constitutes one of the great regional challenges," said Chilean President Gabriel Boric. "There is no infallible recipe and any solution requires working together with countries of origin, transit and destination."

Venezuelan President Nicolas Maduro did not attend after testing positive for COVID-19, though he has since tested negative twice, Vice President Delcy Rodriguez said.

The summit would have marked Maduro's first foreign trip this year.

Ibero-American Summit seeks agreements on credit, climate change, food security and the digital divide

The meeting in the dominican republic, which will also address the region’s migratory challenges, seeks to define an agenda to promote integration on both sides of the atlantic.

XXVIII Ibero American Summit

The Organization of Ibero-American States (OEI) will convene for a conference on March 24 and 25 in the Dominican Republic to finalize four proposals drawn up by delegations from the 22 participating nations. The XXVIII Ibero-American Summit, convened under the slogan “Together for a fair and sustainable Ibero-America,” will discuss four major agreements on climate change, food security, the digital divide and a proposal on credit and international financial architecture. The meeting in Santo Domingo will also seek to lay the foundations for facilitating integration between OEI member nations on both sides of the Atlantic while some of the heads of state in attendance, such as Chilean President Gabriel Boric, are determined to encourage a debate on the Latin American region’s migratory challenges .

After holding sectoral workshops on the climate crisis and economic challenges, the summit plans to approve two charters, a strategy, and a joint communiqué. The first, christened the Ibero-American Environmental Charter (also known as the Green Pact), was first proposed in July 2022 as the “biggest political agreement ever reached by the Ibero-American Conference on environmental issues.” A working document has been in the draft stage since then and according to sources within the organization it will set out guidelines to orient public policies to protect biodiversity, combat pollution and manage the consequences of global warming.

The second is an Ibero-American Charter of Principles and Rights in Digital Environments. This agreement will be based on the diagnosis of the gaps that already exist between member countries and those within their own territories, which in some cases are particularly wide due to the economic fabric and geographical characteristics. According to the draft, the aim of the charter is to encourage inclusion and promote legislation that has an impact on both the public and private sectors, such as in education or in the digital transformation of companies and industries, with the aim of increasing competitiveness, development, and their impact on the labor market.

The third agreement the summit will aim to enshrine is a strategy related to food security. The proposals presented by the delegations seek to increase trade within the region, support the development of supply chains, promote and consolidate small-scale agriculture and improve financing systems both for the agrifood sector and the promotion of digital infrastructures in rural territories. This section will also focus on initiatives to tackle climate change. The most recent report produced by the Ibero-American Observatory on Climate Change and presented on Wednesday by the head of the Ibero-American General Secretariat, former Chilean foreign minister Andrés Allamand, notes that 45% of greenhouse gas emissions in the 22 countries that comprise the bloc are generated by the food sector as a whole.

The fourth objective of the summit is to issue a special communiqué on international financial architecture, the basis of which will be a proposal to pursue a more inclusive, flexible, and fairer financial system through credits, especially in a context of economic recovery from the Covid-19 pandemic. The proposals are, ultimately, based on the fight against inequality and energy transition processes. All the documents have been prepared with a gender focus, recommending measures to promote women’s participation and reduce the inequality gap in the labor market. Another focus is education, with special attention on children, as well as issues such as innovation and universal healthcare.

Spain to propose Ukraine war statement

Reaching such consensus is significant as doing so involves bringing together 22 delegations whose political and economic landscapes are marked by different agendas and which, in some cases, are ideologically diametrically opposed to each other. And it is common for presidents, foreign ministers, or delegations to attempt to draw attention to other urgent international matters on the sidelines of the Ibero-American Summit discussions. The Spanish government, for example, will propose the inclusion in the summit’s final declaration of a paragraph on Ukraine and a reference to a just peace within the framework established by the United Nations. On the other side of the coin, there are no plans to delve into the Nicaraguan crisis.

There are also countries that will seek a gesture toward their own interests. Cuban Foreign Minister Bruno Rodríguez called on Thursday for the Santo Domingo meeting to facilitate “financial and technological transfers to developing countries and equitable access to resources to reverse current enormous inequalities.” But, above all, Rodríguez took advantage of the presence of the Cuban delegation in Santo Domingo to make a statement against Washington and President Joe Biden’s administration.

“We are confident that this meeting in the Dominican Republic will demonstrate the firm rejection of the arbitrary and unilateral U.S. classification of our country as a sponsor of terrorism and we hope count on the traditional and valuable support of Ibero-America over the just demand to end the criminal and illegal blockade imposed against the Cuban people, intensified to unprecedented extremes during the pandemic,” Rodríguez said in a video posted on social networks.

Conspicuous by their absence in the Dominican Republic will be the presidents of the two Latin American giants in terms of GDP and population, Brazil and Mexico. Luiz Inácio Lula da Silva will not attend the summit as he is on a five-day visit to China while the government of Andrés Manuel López Obrador, who is not overly keen on international summits, has chosen not to send Foreign Minister Marcelo Ebrard. The Mexican delegation will instead be headed by the undersecretary for Latin America and the Caribbean, Maximiliano Reyes. Meanwhile, Colombian President Gustavo Petro - who met with Nicolás Maduro (who will also not attend the summit) in Caracas on Thursday – Argentinean President Alberto Fernández and Boric will use the occasion of the conference to seek a strengthen of their alliance of progressive governments. At the same time, Fernández and Brazilian Foreign Minister Mauro Vieira will join forces to try to revive the Union of South American Nations, another regional forum comprising 12 Latin American countries that was largely disbanded between 2018 and 2020 when most participants withdrew.

XXVIII Ibero-American Summit

The XXVIII Ibero-American Summit seeks to advance political agreements and collaboration on a collective response to current challenges, including food security, the environment, digital access, climate change, migration, the economy and regional integration.

Santo Domingo .- President Luis Abinader advocated this Friday, at the opening ceremony of the twenty-eighth Ibero-American Summit of Heads of State and Government , for more just and sustainable societies for all, with revitalized democracies, defense of freedoms, effective public policies and strengthened institutions to improve the lives of all its citizens.

Accompanied by First Lady Raquel Arbaje, the president led the inauguration ceremony of this summit at the Ozama Fortress, which was attended by, among others, the Ibero-American Secretary General, Andrés Allamand; the King of Spain, Felipe VI, as well as the presidents and heads of state of Argentina, Chile, Cuba, Ecuador, Honduras, Paraguay, Portugal, Uruguay, and the Governor of Puerto Rico.

Also present were Vice President Raquel Peña and the Administrative Minister of the Presidency, José Ignacio Paliza .

XXVIII Ibero-American Summit

The summit serves as a stage to adopt instruments aimed at guaranteeing the development of the region through political agreement and cooperation among the 22 nations that comprise it and to provide a collective response to current challenges.

The Dominican president stated that democracy and freedom in the region are under debate,

“by an overwhelming polarization of the political debate and a growing dissatisfaction with the quality of democratic governance, a scenario in which extremist discourses and the threatening shadow of authoritarianism flourish.”

Regarding public policies and the strengthening of institutions, he added,

“It is urgent to rethink a fairer global financial system, which allows us to invest to create the bases for green, equitable and lasting economic development.”

For his part, the Ibero-American Secretary General, Andrés Allamand, expressed that the regional context in which this summit takes place mixes opportunities and challenges , citing in the first line, digital transformation as a channel to positively impact the functioning of the economy, learning and equal opportunities.

Together for a fair and sustainable Ibero-America

Under the motto “Together for a fair and sustainable Ibero-America,” this Saturday, March 25, will be the plenary session of the XXVIII Ibero-American Summit of Heads of State and Government at the Convention Center of the Ministry of Foreign Affairs.

The Dominican Republic will conclude its Pro Tempore Secretariat (SPT) , which it has held since 2021, and will hand over the torch to Ecuador .

As part of the Summit, President Luis Abinader will lead the adoption of three documents:

  • The Critical Path of Inclusive and Sustainable Food Security in Ibero-America
  • The Ibero-American Environmental Charter
  • The Ibero-American Charter of Principles and Rights in Digital Environments

On March 22, 23 and 24 , a series of collaborative meetings took place including: The meeting of national coordinators and cooperation managers; the meeting of Ibero-American ministers and foreign ministers, and the Ibero-American Business Meeting, among other activities.

Presidents begin to arrive to participate in the XXVIII Ibero-American Summit

Santo Domingo .- At noon last Friday, the leaders who will participate in the XXVIII Ibero-American Summit of Heads of State and Government continued to arrive through the Las Américas International Airport. The Summit takes place in the country through Saturday March 25 in Santo Domingo and 22 Latin American nations are expected to be present.

The first to arrive in the country on Friday was the president of Ecuador, Guillermo Alberto Lasso , who arrived accompanied by the nation’s first lady, María de Lourdes Alcívar, and was received by the Ecuadorian ambassador to the country, Santiago Martínez Espíndola.

Lasso plans to present his position in favor of the integration of all of Ibero-America and thus seek paths of prosperity for the peoples. For his part, the President of Paraguay said that Summit will strengthen ties and deepen cooperation.

Later, at 1:26 in the afternoon, the head of State of the nation of Paraguay, Mario Abdo Benítez , arrived in the country, together with the first lady, Silvana López Moreira, who was received by the ambassador of Paraguay in the country, Enrique Luis Insfrán, Aurelio Benítez and the international adviser at the Embassy of the Republic of Paraguay in the Dominican Republic, Thaireth Ramos.

Abdo Benítez assured that it is a very important moment to be able to discuss the integration processes.

“We come from the south. We have an economy and a potential that can help to complement the integration processes,” he pointed out.

Also, after 1:29 in the afternoon, the Governor of Puerto Rico, Pedro Pierluisi, arrived for his participation in the Summit, and was received by the Ambassador of the Dominican Republic in Puerto Rico, César Cedeño; the director of the airport department, Víctor Pichardo, and the vice minister of Consular and Immigration Affairs, Opinio Díaz.

At 3:10 in the afternoon, Alberto Fernández, president of Argentina, arrived in the country and was received by the ambassador of the South American nation, Nora Capello.

Miguel Mario Díaz, President of Cuba , also arrived and was received by Milagros Soto Agüero, Dimas Lima, David Díaz, Rafael Márquez, Ángel Marrero Garate, Luis Hernández, Misael Reyes, Elier Tellería, Daniel Menéndez, Manuel García.

Three Initiatives

The Presidents will adopt three initiatives aimed at protecting the environment, guaranteeing the right to food and fundamental rights in digital environments, outlined the Ministry of Foreign Affairs, Dominican Republic .

The ministers of Foreign Affairs of Ibero-America prepared last Friday the documents with the agreements that the heads of state and government will address during the XXVIII Ibero-American Summit to be held this Saturday 25 March at the Ministry of Foreign Affairs of the Dominican Republic.

Dominican Foreign Minister Roberto Álvarez explained that the documents include a proposal for a “Critical Path for Food Security, Inclusive and Sustainable in Ibero-America,” the “Ibero-American Environmental Charter,” which helps protect our habitat and oceans; and the “Ibero-American Charter of Principles and Rights in Digital Environments,” to guarantee the exercise of fundamental rights within the framework of digital transformation.

“For the Government and the Dominican people, having coordinated the work of the Pro-Tempore Secretariat up to this Summit has been a valuable opportunity that has enriched our experience, the multilateral exercise and diplomatic relations among our Ibero-American countries, which reflects the deliverable results, in the issues and agenda that we have developed,” highlighted the Dominican Minister of Foreign Affairs, Roberto Álvarez.

In addition to these documents, the “III Four-Year Action Plan for Ibero-American Cooperation (III PACCI 2023-2026)” was approved, prepared by the Cooperation Officers of the countries of the Ibero-American Conference, which establishes the guidelines to promote compliance with the “Sustainable Development Goals of the 2030 Agenda” of the United Nations.

Regarding the contribution of the preparatory activities for the Summit, Foreign Minister Álvarez highlighted that the Pro-Tempore Secretariat organized 13 ministerial meetings and forums on essential issues for the region, in which specific commitments included in the sectoral ministerial declarations were established and will be reflected in the Declaration of Santo Domingo.

The Ibero-American Secretary General, Andrés Allamand, considered that “the Ibero-American Community demonstrates at the Santo Domingo Summit its full validity and capacity to generate agreements through consensus, propose responses to global problems and manage a useful cooperation system, as well as forge alliances that allow us to join forces.”

The XXVIII Ibero-American Summit of Heads of State is a crucial event due to its agenda -which will cover the fight against climate change, migration, the economy and regional integration.

The Vice President of Panama, José Gabriel Carrizo, is expected to travel this Saturday to Santo Domingo to participate in the Summit. On behalf of Guatemala , the Minister of Foreign Relations, Mario Búcaro , will represent the country on behalf of the President of the Republic, Dr. Alejandro Giammattei. Peru will be represented by Chancellor Gervasi.

Brazil and Mexico will not be represented by their presidents. Luiz Inácio Lula da Silva, who took office less than three months ago had already scheduled a visit to China; however was unable to attend due to illness. He will be represented in the Dominican Republic by the Minister of Foreign Affairs, Mauro Vieira, who intends to reaffirm Brazil’s commitment to a new impulse from the Union of South American Nations (Unasur), thus joining Argentina’s recent proposal.

Nor will Andrés Manuel López Obrador or the chancellor, Marcelo Ebrard, be in attendance. The Mexican delegation will be headed by an undersecretary, Maximiliano Reyes, in charge of the department for Latin America and the Caribbean.

El Salvador is expected to be represented by Vice President, Félix Ulloa.

Inauguration of the XXVIII Summit

The presidents and vice presidents, who have been arriving in the country through Las Américas International Airport since last Wednesday, March 22, will participate in the XXVIII Ibero-American Summit of Heads of State and Government, whose opening ceremony took place on Friday after five in the afternoon at the Ozama Fortress in the Colonial City.

For Saturday, March 25, the plenary sessions of the Ibero-American Summit are scheduled at the headquarters of the Ministry of Foreign Affairs (MIREX).

The XXVIII Ibero-American Summit Ends with Agreements on Environment, Food Security, Digital Rights and International Financing

With a declaration at the highest political level focused on strengthening the Ibero-American Community, the XXVIII Ibero-American Summit of Heads of State and Government, held in the Dominican Republic under the slogan “Together for a just and sustainable Ibero-America”, closed its doors.

During the meeting, the Declaration of Santo Domingo, the Program of Action of the XXVIII Ibero-American Summit and the III Quadrennial Action Plan of Ibero-American Cooperation (PACCI) for the period 2023-2026 were approved, as well as 16 special communiqués with proposals in the economic, social, sustainable energy or for the recovery of the tourism sector.  among other topics.

Likewise, the Santo Domingo Summit leaves as a legacy the approval at the highest political level of three key instruments for the future of the region:

-“The Ibero-American Environmental Charter”.

-“The Critical Path to achieve Inclusive and Sustainable Food Security in Ibero-America”.

-“The Ibero-American Charter of Principles and Rights in Digital Environments”.

Agenda for a sustainable and inclusive recovery

The Heads of State affirmed that Ibero-America needs to advance in a post-COVID recovery that leads to reducing inequalities and at the same time aligns the region’s commitments with the global development agenda. The instruments adopted at the XXVIII Ibero-American Summit—and explained below—are of key importance in this way, since, as the Declaration of Santo Domingo recognizes, they are “challenges that cannot be addressed in isolation.”

With regard to the environmental challenge, under the premise of common but differentiated responsibilities, the “Ibero-American Environmental Charter” constitutes a common reference to face global environmental challenges that have a particularly harsh impact on Ibero-America, such as climate change, loss of biodiversity, pollution, soil degradation, scarcity of water resources, among others.

Similarly, the “Critical Path to achieve Inclusive and Sustainable Food Security in Ibero-America” proposes actions to face the great impact of the current crises on agri-food systems to prevent hunger from intensifying in the region and guarantee the right to adequate food for all people.

According to the Declaration of Santo Domingo, this strategy “will help to work together on regional food security”, strengthening open, free and non-discriminatory trade, developing inclusive and resilient agri-food supply chains and consolidating family farming, among other measures.

In the field of digital transformation, the Ibero-American Charter of Principles and Rights in Digital Environments, also approved by the Heads of State, becomes a reference to guide the updating of national regulations so that “the construction of the information society is centered on people” and human rights are protected in the digital environment.

Likewise, for current technological progress to expand access to rights, Ibero-American countries agree to reduce inequalities and close the digital divide, promote access to affordable and quality connectivity, promote secure digital environments that guarantee privacy, develop actions to combat disinformation and promote the free choice of services and digital content,  among other measures.

The Declaration of Santo Domingo also approves at the highest political level the III Quadrennial Action Plan for Ibero-American Cooperation (PACCI) 2023-2026, which strengthens regional cooperation action with new areas to accelerate the fulfillment of the 2030 Agenda for Sustainable Development, just seven years before its implementation deadline.

In this sense, the Heads of State highlight the strategic potential of Ibero-American cooperation to promote relations with other regions and create synergies with more actors in international cooperation.

In the economic field, a Special Communiqué on the International Financial Architecture was approved, which calls for structural reform of international financing conditions to expand access for low- and middle-income countries to financial resources for sustainable development.  The text underlines the need for innovative financial instruments, with conditions that facilitate sustainable borrowing to mitigate the effects of climate change and adaptation to it.

Similarly, the Declaration of Santo Domingo underlines the commitment to mainstreaming gender equality and equity in all the activities of the Ibero-American Community, as well as the inclusion of the gender perspective in all the agreements reached at this Summit.

Strengthening Ibero-America

During his speech before the Heads of State and Government, the Ibero-American Secretary General, Andrés Allamand said that the strategic objective of his administration will be “Strengthen the Ibero-American Community” which in his words, “implies maintaining Ibero-America as a privileged space for dialogue, political articulation, consensus and cooperation”.

To consolidate this Community of countries, Allamand highlighted three fundamental pillars: 1) the generation of rights, 2) the creation of opportunities and 3) the incorporation of new actors.

Precisely in the line of incorporation of new actors, during the XXVII Summit the admission of the Community of Portuguese-Speaking Countries (CPLP) as a consultative observer of the Ibero-American Conference was also approved, thereby reinforcing a group of 18 high-level international and multilateral organizations and 12 countries from all continents (associate observers) that enhance the international projection of Ibero-America.

This incorporation also reflects the firm commitment to bilingualism as a transversal axis for all the work of the Ibero-American Community and all the agreements of this Summit, as established in the Declaration of Santo Domingo: “Bilingualism is a distinctive characteristic and a common heritage of Ibero-America in a context of linguistic diversity of extraordinary value.”

Finally, the Ibero-American Secretary General highlighted the fact that 22 countries maintain fully in force “a unity that does not crack in the face of differences” and that they decide to join efforts “for the benefit of their peoples and so that their voice is heard strongly in the international arena (…) No one can deny that together we are doing better,” he concluded.

At the end of the XXVIII Ibero-American Summit, the Pro-Tempore Secretariat of the Ibero-American Conference was transferred to Ecuador, which will host in 2024 the XXIX Ibero-American Summit of Heads of State and Government, to be held in Quito, under the slogan “Innovation, inclusion and sustainability in Ibero-America”.

5 facts about presidential travel abroad

American presidents and other world leaders frequently travel internationally, most commonly for conferences and bilateral meetings. This face-to-face diplomacy can offer insights into political priorities, partnerships and tensions, as well as key international issues.

The COVID-19 pandemic disrupted international travel in 2020 and 2021, but diplomatic travel picked up significantly in 2022. Here are five facts about presidential travel abroad:

Pew Research Center conducted this analysis to examine the international travel history of recent U.S. presidents and other heads of government through Jan. 20, 2023.

Dates and destinations of U.S. presidential travel prior to 2021 are from the U.S. Department of State’s Office of the Historian, which has recorded international presidential travel since 1901. Travel data for 2021 and 2022 was compiled from White House press briefings. Information on visits to Ukraine by other world leaders were independently verified through official government websites.

Only trips where the head of government met face-to-face with another head of government are included. For example, Biden’s trip to the UK for Queen Elizabeth II’s funeral is excluded as Biden did not hold any diplomatic meetings with the British prime minister or other world leaders. Visiting leaders were only counted if they were the head of government at the time of their visit. Depending on the country’s political system, “head of government” could mean president or prime minister, but not both. Heads of state, monarchs and interim leaders are excluded from the visiting leaders count.

U.S. President Joe Biden has traveled internationally less frequently than his last two predecessors did. Biden traveled to 17 places outside the United States in his first two years in office, visiting some more than once. He made six international trips in 2021, all of them to Europe. In 2022, he made 12 trips, including to Europe, the Asia-Pacific region and the Middle East. And in early 2023, Biden traveled to Mexico for the North American Leaders’ Summit.

All told, Biden’s international visit count trails those of former Presidents Donald Trump, who made 23 international trips to 20 places during his first two years in office, and Barack Obama, who made 32 trips to 24 places in the first two years of his presidency.

Biden’s first presidential trip abroad was to the United Kingdom, while Trump’s was to Saudi Arabia and Obama’s was to Canada. A president’s first trip is often used to signal the importance of a strategic alliance. On his trip to the UK in June 2021, Biden reaffirmed the U.S.-UK partnership and committed to close cooperation throughout his presidency. Typically, U.S. presidents visit a close ally on their inaugural trip: Canada was the first international destination for both Obama and Bill Clinton, while Mexico was the first destination for George W. Bush.

U.S. presidents have visited the UK the most in the past decade – a total of eight times. American presidents have worked closely with their British counterparts over the past decade, cooperating on issues from defense and counterterrorism to climate policy . Travel to the UK has largely centered around conferences and summits, but in 2019, Trump made a ceremonial state visit to the UK .

In the past decade of presidential travel, Belgium (home to NATO headquarters ), France, Germany and Japan are the second-most visited destinations, at six times each.

So far, Biden has made the most trips to the UK and Belgium – two each. (Biden’s additional visit to the UK to attend the funeral of Queen Elizabeth II is not included in this count, since he did not hold any diplomatic appointments.) Just as these two European allies stand out in Biden’s presidential travel thus far, France stands out in Trump’s administration and Germany stands out in Obama’s – they visited those respective countries four times while in office.

Biden is among 38 heads of government who have visited Ukraine since the beginning of the war there. Biden traveled to Kyiv as part of a surprise trip in February, days before the first anniversary of Russia’s invasion .

While many heads of government visiting Ukraine have come from neighboring countries or countries in Europe (such as Poland’s prime minister, who has visited five times since the beginning of the war) that is not always the case. For example, Guatemala’s President Alejandro Giammattei and Guinea-Bissau’s President Umaro Sissoco Embaló traveled to Ukraine in July 2022 and October 2022, respectively.

Biden hosted 28 heads of government at the White House as of the end of 2022. Foreign leaders come to the U.S. for events including conferences, summits and bilateral meetings. Among those to visit the White House in 2021 and 2022 were then-Prime Minister Magdalena Andersson of Sweden, who met with Biden to submit her country’s application for NATO membership ; Ukrainian President Volodymyr Zelenskyy, who traveled to the White House on his first known wartime trip abroad ; and French President Emmanuel Macron, whose trip marked the first state visit of Biden’s presidency . In fact, the president of France has been the first leader to make a state visit to the U.S. for the past three presidential terms, with Macron visiting Trump in April 2018 and his predecessor, François Hollande, visiting Obama in February 2014. In April 2023, Biden hosted the second state visit of his administration , meeting with South Korean President Yoon Suk Yeol.
