ipad safari video 15 second skip

You could double tap any video in safari and it would skip 10 seconds. This feature started in iOS 12. Not with iOS 13 it's gone. The question is how do we turn it back on, or is it's elimination intentional to force people to hate using Safari. There must be someone who knows the answer.

Which mp4 iPad app that has 15-second skip buttons backward and forward? I want to be able to skip 15 seconds forward or 15 seconds backward without playing with the slider. I like the feature that YouTube has in their mobile app where you can double-tap the left and right edges of the player and it'll skip ahead slightly in that direction. Netflix has a similar feature that I also like. Both the scrubbing feature and the tiny player buttons in the iOS default Videos UI just feel awful in comparison.
