Arriving and Departing passengers (International or Domestic) are not separated within their respective levels airside (after security/immigration/customs). Domestic passengers areas are on Level 3, in the Contact Pier of the Main Terminal.  International passengers can move freely between Level 4 in the contact Pier and the Satellite building.

There is no security check for arriving passengers transiting to another flight. However there are gate checks as you enter the Departure holding room. There are no toilets inside.

Transit  (KLIA)

International transit.

All International passengers, whether arriving or departing, are able to mix freely on the airside of security/immigration/customs. The International areas cover the satellite building (Gates C1-C37) and central hub, Level 4 in the Main building (Gates GG1-10 and H-10) and the Contact Pier.

If you are catching an onward flight at the same Gate grouping you can go straight to the gate on the same level.  G and H Gates are opposite arms of the Contact pier so you may move freely between them on the same level. The same applies to Gates on the 4 arms of the Satellite building.

If your new Gate requires you to move between the Satellite Pier (C Gates) and the Contact Pier (G & H Gates), catch the free aerotrain service which runs regularly between the two buildings. Gates C1-C6.

Most airline Lounges (Airline and other) and a Transit Hotel are located in the Satellite building. They are signposted but if you need assistance the Information Counter is in the centre of the hub.

Both areas (Satellite and main building) offer free internet, clean drinking water fountains and clean toilets. Transit passengers have a number of options to Rest and Relax .  If you’d like to go shopping , both international and domestic travellers have a good range of choices.

Feeling hungry or thirsty ? You can grab takeaway, or choose from the range of bars, cafes and snack bars.

Foods on offer are a a range of sit down cafes and take-away options.

Domestic transit

All Domestic Arriving and Departing passengers use Level 3 of the Contact Pier in the main Terminal building.

Malaysia Airlines has a Golden Lounge and there are both sit down and takeaway food options.

International

The main feature of the central hub is the well established mini tropical rainforest in the centre.

• The Information Counter and Transfer desks are in front of the Aerotrain platform.
• Airline and special lounges are located on the mezzanine floor.
• Access is via steps, escalators and lifts.
• All food and duty free shopping outlets are located around the Central Hub
• Most outlets open between 6am and midnight.

International/Domestic

International and Domestic passengers are separated  by Immigration/Customs formalities.

Visitors to Malaysia must obtain a visa unless they come from one of the visa exempt countries. A visa is an endorsement in a passport or other recognised travel document of a foreigner indicating that the holder is allowed to enter, leave, or stay for a specified period of time in Malaysia.

The Malaysian government issues three types of visas to foreign nationals:

This is issued to foreign nationals who require a visa to enter Malaysia mainly for a social visit. It is normally valid for a single entry and for a period of three (3) months from the date of issue.

This is issued to foreign nationals who require a visa to enter Malaysia mainly for business or government-to-government matters. It is normally valid for a period within three (3) months to twelve (12) months from the date of issue. Citizens of India and the People's Republic of China who wish to enter Malaysia for the purpose of a Social Visit are eligible to apply for the Multiple Entry Visa. The validity of the Multiple Entry Visa is one (1) year. Each entry is for 30 days only and the extension of stay is not allowed.

Conditions for the Multiple Entry Visa are:

• The applicant must show proof of sufficient funds for staying in Malaysia.
• The applicant must possess a valid and confirmed return ticket.
• Tour groups are not eligible to apply for Multiple Entry Visa.
• The Multiple Entry Visa costs RM100.00 for Indian citizens and RM30.00 for citizens of the People's Republic of China.

This is issued to foreign nationals who require a visa to enter Malaysia on transit to other countries. Foreign nationals on transit without leaving the airport premises and who continue their journey to the next destination with the same flight do not require a transit visa.

The Malaysian Immigration Department also allows online visa application to foreign nationals from certain countries through eVISA.

You can check for visa eligibility, requirements and fees by country, as well as eVISA eligibility and any other pertinent information by going to the website of the Malaysian Immigration Department at www.imi.gov.my

Nationals of the following countries DO NOT REQUIRE VISA FOR SOCIAL / BUSINESS VISIT not exceeding the length of stay as stated. For other purposes of visit, apart from social and business visits, and a longer stay, a visa is then required. Visa exceptions are given to nationals of African nations mentioned above who enter Malaysia as invitees or under sponsor by the Malaysian Government. In accordance to the period of invitation mentioned, proof is required to be shown upon entry to this country.

For a Malaysia trip, you get the option of acquiring a visa depending on your travel purpose. Malaysia visitors apply for a Malaysia visit visa when they are planning a Malaysia holiday. Who needs a Malaysia Transit visa?

A transit visa allows a person to temporarily land in a foreign country for a short duration for the sole purpose of changing flights. If you are a foreigner who wants to stop at Malaysia as a transit point before connecting to a flight that goes to a different destination, you will need a transit visa. In other words, with a Malaysia Transit visa, you only land at the airport and do not have the intention of staying in Malaysia. Those travellers from countries who require a pre-approved valid visa to enter Malaysia are also required to apply for a transit visa to catch connecting flights from Malaysia. It is needed for individuals who will have to pass through Immigration to board the next connecting flight and the transit time is more than 24 hours. A transit visa is not required if you do not have to change terminals or step out of the flight you have currently boarded which will fly to your final destination on your journey. A transit visa is procured in the same way a normal Malaysia visit visa is obtained. For a Malaysia transit visa apply online, through a visa servicing consultant, or directly through the Malaysian Embassy/Consulate. A transit visa is frequently used at airport immigration but is not limited to just air travel. It is also used at Malaysia’s borders and seaports that offer access to Malaysian land.

What is a Malaysia transit pass?

Many travellers who stop at Malaysia airport to board a connecting flight to another destination are not familiar with the Malaysia transit pass. This travel pass is available for citizens of selected Asian countries. Certain citizens of non-visa-exempt Asian countries for Malaysia visas can avail of a Malaysia transit pass if they are eligible and tick all the boxes of requirements for a Malaysia transit pass. This transit pass lets its holder transit and clear immigration for a period of 120 hours without a transit visa in hand. It is a visa-free facility allotted only to certain countries where the citizens travelling to Malaysia as a stopover destination for connecting to an onward flight do not require to acquire a Transit visa before their arrival.

What are the requirements for a Malaysia transit pass?

One of the requirements to avail of a Malaysia transit Pass is that your citizenship belongs to a selection of Asian countries. For instance:

• Citizens of Bhutan, Myanmar, Vietnam, Nepal, and China can get a Malaysia Transit Pass if they arrive at Kuala Lumpur International airport and depart on an Air Asia or Malaysian Airlines flight to their onward destination within 120 hours of landing at Kuala Lumpur International airport.
• Citizens from Bangladesh, India, Pakistan, and Sri Lanka can acquire a Malaysia transit pass provided they additionally hold a valid visa or residence permit of one of the following countries:
• New Zealand
• South Korea

Furthermore, you must be arriving from one of the countries mentioned in the list above or must have a confirmed flight ticket to any of these countries as your onward destination from Malaysia. Your flight must be from Kuala Lumpur International Airport or Low-Cost Carrier Terminal.

If you fulfil the above conditions, Then you do not require to apply for a Malaysia transit visa. The hassles to pre-acquire a transit visa by cumbersome paperwork, filling out application forms, and submitting them to the embassy before you arrive in Malaysia are no longer needed. Instead, you can just present the immigration with the following documents to get a transit pass.

• A valid passport with a 6-month validity from the time you arrive in Malaysia
• The visa and residence permit of the USA, Australia, New Zealand, Taiwan, Japan, China, and South Korea if applicable.
• Confirmed flight tickets that show that you will fly to your destination within 120 hours.
• Financial proof such as bank statements that reflect your ability to stay in Malaysia for the stipulated time and cover all expenses as needed by you.

In any case, you can stay for transit in Malaysia with a Transit pass for 120 hours only and you cannot leave the airport and enter Malaysia for social or travel purposes. Also, the decision of whether you will receive a transit pass or not even after you are eligible depends on the immigration department at the Malaysia airport.

However, having a free transit pass eases your stress in transiting through Malaysia for your onward journey and is an option a traveller should try out if he or she fits the criteria.

Malaysia tourist visa: Visa types, requirements and application procedure

Malaysia tourist visa requirements are fairly easy to understand. Most nationalities are exempt from a tourist visa. Rest can obtain an eVisa or Visa on Arrival.

Currently, there are 5 different visa options available to enter Malaysia as a tourist.

• Visa Exemption: 167 nationalities are visa exempt for stays up to 90 days
• Visa on Arrival: 2 nationalities are eligible to obtain Visa on Arrival for stays up to 15 days
• eVISA: 34 nationalities can obtain eVisa for stays up to 30 days
• Transit Without Visa (TWOA): 9 nationalities are eligible to obtain TWOA for 120 hours (5 days)
• Visa from the embassy: 35 nationalities require a pre-approved visa from the Malaysian embassy prior to arrival

MALAYSIA VISA EXEMPTION

Malaysia has a liberal visa policy offering visa exemption to over 160+ nationalities. Most nationalities can stay up to 30 days without requiring a tourist visa. About one-third of these nationalities can stay up to 90 days without a visa. 

Entry permission

As a visa-exempt nationality, you can stay either 30 days or 90 days depending on your nationality.

Documents to carry

Apart from your passport, you must also carry the below documents in print or on your smartphone.

• Proof of return or onward travel (your return or onward flight/bus/train ticket)
• Proof of accommodation (a hotel reservation for the first few days)
• Proof of funds to sustain your trip (some cash or ATM/Credit cards)

If you are traveling on a one-way ticket, make sure to get proof of return ticket from an onward ticket agency such as onwardticket.com .

MALAYSIA VISA ON ARRIVAL

Malaysia Visa on Arrival (VOA) is available to China and India passport holders arriving from Thailand, Singapore, Indonesia or Brunei with a valid visa from those countries. 

Visa on Arrival is granted only for stays up to 15 days. There are some specific rules to follow for Malaysia Visa on Arrival.

Visa on Arrival can be obtained at the following international airports, land borders and seaports.

• Penang International Airport, Penang
• Langkawi International Airport, Kedah
• Senai International Airport, Johor Bahru
• Sultan Abdul Aziz Shah International Airport, Selangor

• Miri International Airport, Sarawak

Land borders

• Sultan Abu Bakar Complex (KSAB), Second Link, Johor Bahru

• Sungai Tujoh Immigration Cont rol Post, Sarawak
• Labuan International Ferry Terminal Immigration Control

Validity of Malaysia Visa on Arrival

Visa on Arrival is valid for 15 days, single entry only. 

How long can you stay in Malaysia with Visa on Arrival

Malaysia Visa on Arrival allows you to stay up to 15 days. 

Passport validity required for Visa on Arrival

Your passport must be valid for at least 6 months at the time of obtaining Visa on Arrival.

Documents required

You must present the following documents.

• Original passport
• Valid visa from the arriving country (Thailand, Singapore, Indonesia or Brunei)
• Confirmed return or onward ticket
• Proof of financial ability of at least 500 MYR (must be in the form of cash or credit/debit card)

The Visa on Arrival fee is 200 MYR, payable only with a credit/debit card. 

MALAYSIA E-VISA

Malaysia eVISA application is online and you can apply from anywhere in the world. 

If you are applying from a country other than your country of passport, you must provide proof of residency in that country. The Malaysia eVISA portal tracks the IP address. Therefore the eVISA application knows where you are applying from and expects proof of residency from that country. 

If you reside in Singapore, Israel or North Korea, you cannot apply for Malaysia eVISA. You must apply for a Malaysian visa from your nearest Malaysian high commission. 

Also, you cannot apply for a Malaysia eVISA when you are already physically present in Malaysia. If you are already in Malaysia on an eVISA or any other type of visa, you must first exit Malaysia. Then you can apply for a fresh eVISA from your country of passport or legal residence. 

Malaysia eVISAs are single-entry only, valid for 3 months. Visa extensions are not allowed.

Word of caution on Malaysia eVISA Scams

There are fake websites posing as “official websites” and charging three or four times the visa fee. Do not fall prey to such scams.

Validity of Malaysia eVISA

The validity of Malaysia eVISA is 3 months from the day of issue. You can stay in Malaysia for either 15 days or 30 days depending on your nationality.

When to apply for E-Visa

You can apply for your Malaysia eVISA up to 1 month in advance. The E-Visa processing takes 2 working days. But due to high demand, the processing is currently taking much longer than 2 working days. I highly recommend applying for your eVISA at least a month prior to your travel date.

Passport validity required for eVISA

Your passport must be valid for at least 6 months from your expected date of arrival in Malaysia.

How long can you stay in Malaysia on eVISA

Stay granted on a Malaysia eVISA depends on the nationality. Refer to the below table for how long you can stay with an eVISA. 

eVISA application process

Malaysia eVISA is a simple application. Takes about 30 minutes to fill out and submit. The approval process takes about 2 working days. 

IMPORTANT After the approval, you must print your eVISA. A soft copy of eVISA on your phone is not accepted. The immigration officer will stamp the port and date of entry on your eVISA print. You may be asked to show this eVISA print with the stamp at the time of leaving the country. Therefore, carrying a print of your eVISA is very much necessary. 

You will need the following documents.

• Digital passport-size photo
• Passport ID/data page
• Confirmed round-trip flight tickets
• Hotel bookings
• Other supporting documents (ex: proof of residence, etc.)

IMPORTANT Even though the eVISA portal accepts onward tickets to your next destination after Malaysia, the Malaysian embassy/consulate responsible for processing your eVISA will later ask for complete round-trip flight tickets. That means, flight tickets originating and ending in your home country or country of residence are required.

For example, if your home country or country of residence is India and your trip is India-Singapore-Malaysia-Thailand-India, you must upload all flight tickets starting from India and ending in India. If you submit just the inbound and outbound tickets (ex: Singapore-Malaysia-Thailand), you will be later asked to upload your full itinerary.

Photo requirements

The digital photograph must meet the following specifications.

• Must be 35mm x 50mm in dimensions
• Must be on a pure white background
• Must have been taken within the last 6 months 
• Full face must be in the center without any headgear or glasses
• Must be a professional passport photo taken in a studio
• Cellphone photos, selfies and cropped photos are not accepted

The eVISA fee is 50 MYR for India, 30 MYR for China and 20 MYR for all other nationalities. A detailed table with eVISA fee is below.

Apart from the eVISA fee, there is also a processing charge and service charge. 

• Processing charge: 105 MYR
• Service Charge: 0.8% of total transaction value

Processing time

Malaysia eVISA processing time is 2 working days. But due to the high amount of applications, processing times are often longer than 2 working days. I highly recommend applying at least a month in advance.

IMPORTANT In certain cases, the Malaysian embassy/consulate responsible for processing your application may demand additional documentation or an in-person or video interview, which might further delay your processing. 

Application tracking

You can track your Malaysia eVISA application within your dashboard on the Malaysia eVISA portal. You will also be notified of any changes in status via email. Your application can have any of the 6 statuses.

• NEW APPLICATION: Your eVISA application hasn’t been submitted yet
• IN PROGRESS: Your eVISA application is in process
• APPROVED: Your eVISA application has been approved
• REJECTED: Your eVISA application has been refused
• REQUEST DOCUMENT/DATA AMENDMENT: You must correct the information or upload additional documents
• REQUEST INTERVIEW: You must attend an in-person interview

Request Document/Data Amendment

If your Malaysia eVISA application requires any additional information or documentation, the Malaysian embassy/consulate will notify you of the list of additional documents needed. You will be given 5 days to upload the requested documents. 

Once you have uploaded all the requested documents, the processing time will be reset. It will take 2 more working days from that point onward for the processing of your visa.

In certain instances, the Malaysian embassy/consulate may request additional documents multiple times until the embassy/consulate is satisfied with your documents.  

Request Interview

If your eVisa application requires an additional proof, the Malaysian embassy/consulate will simply set up a “request for interview” appointment on your behalf.

This can be annoying as you have no choice in selecting your date/time for the in-person interview. I have seen only a handful of cases where was requested to appear in person for an interview at the embassy or consulate.

NOTE There is no option to change the date/time of the appointment. If you cannot make it to the appointment, I suggest applying for the visa again on the eVISA portal.

Priority visa service (optional, not applicable to all visa guides)

Unfortunately, there is no priority visa processing. The visa process usually takes 2 working days. It can take much longer in some instances. So apply at least one month prior to your trip.

You can use the live chat support on Malaysia eVISA portal to ask any questions or inquire about the status of your visa application. The chat agents are available 24×7. 

MALAYSIA TOURIST VISA FROM THE EMBASSY

Validity of malaysia tourist visa.

The validity of a Malaysia tourist visa is 3 months for a single entry and 6 months for a multiple entry visa.

How long can you stay in Malaysia on a tourist visa

You can stay up to 30 days in Malaysia on a tourist visa. Passport holders from the African continent can only stay up to 14 days. 

Passport validity required for tourist visa

Blank pages needed in the passport for tourist visa.

You must have at least 2 blank pages in your passport for the tourist visa. One page for the visa sticker and one page for entry and exit stamps.

• Completed Malaysia visa application form ( download here )
• 2 photocopies of the passport bio page
• 2 passport-size photos (3.5cm X 5cm)
• Round trip flight tickets (return ticket must be within 30 days of arrival)
• Bank statement
• Invitation letter (if any)
• Payment of visa fee
• Yellow fever vaccination if applicable ( these countries require a yellow fever vaccination)

The photo must meet the following requirements.

• Must be of size 3.5cm X 5cm
• Must be in color with white background
• Must be the latest, taken in the last 6 months

The visa fee is anywhere from 6 MYR (about $1.5 USD) to 50 MYR (about $12 USD) depending on the country of your passport.

Please refer to the Malaysia Immigration Portal for the current visa fee for your nationality. 

The tourist visa processing time is about 3-5 working days.

TWOV (TRANSIT WITHOUT VISA) TRANSIT PASS

Transit Without Visa (TWOV) is for those passengers that are transiting via Malaysia but would like to leave the airport and enter Malaysia for a limited amount of time.

TWOV is available at Kuala Lumpur International Airport (KLIA1 and KLIA 2) only. TWOV is NOT available at any other airport, land border or seaport in Malaysia.

Issuing of TWOV transit pass is at the discretion of the immigration officer at the airport.

TWOV is available to the following nationalities only.

• GROUP 1: India, Bangladesh, Pakistan and Sri Lanka
• GROUP 2: Bhutan, China, Myanmar, Nepal and Vietnam

TWOV requirements for GROUP 1: India, Bangladesh, Pakistan and Sri Lanka

• Must hold a single/multiple-entry visa or residence permit from Australia, China, Japan, New Zealand, South Korea, Taiwan or the USA
• Must enter and exit KLIA1 or KLIA2 with Malaysian Airlines, Air Asia and Malindo Air only
• Must hold a confirmed (with e-ticket number) flight ticket to your country of passport or to a third country within 120 hours

TWOV requirements for GROUP 2: Bhutan, China, Myanmar, Nepal and Vietnam

• Can enter KLIA1/KLIA2 with any airline but must exit KLIA1/KLIA2 with Malaysian Airlines or Air Asia only

NOTE If you are transiting via Malaysia and not leaving the airport, then you do not need a TWOV transit pass. TWOV transit pass is necessary only if you plan to leave the airport.  

Validity of TWOV transit pass

The validity of Malaysia TWOV transit pass is 120 hours (5 days) from the date and time of issue at the port of entry in Malaysia. 

How long can you stay in Malaysia on a TWOV transit pass

You can stay up to 120 hours (5 days) in Malaysia on a TWOV transit pass. Extensions are not allowed.

Passport validity required for TWOV transit pass

Your passport must be valid for at least 6 months from the day of arrival in Malaysia

• A valid single/multiple-entry visa or a residence permit from Australia, China, Japan, New Zealand, South Korea, Taiwan or the USA ( *this requirement is applicable to India, Pakistan, Bangladesh and Sri Lanka nationals only )
• A confirmed (with e-ticket number) flight ticket to your country of passport or to a third country within 120 hours
• Proof of financial ability of 500 MYR in the form of cash or credit/debit cards 

TWOV transit pass is issued FREE of cost to all eligible passport holders. 

ENTRY AND EXIT PROCEDURE AT THE AIRPORT

Entering malaysia by air.

If you are obtaining Visa on Arrival or Transit Without Visa (TWOV), head to Visa on Arrival (VOA) section. You must produce all the required documentation and fee in order to obtain your VOA or TWOV. 

If you are visa-exempt or hold an eVisa or a visa from the embassy, head straight to the immigration and customs. Present your eVisa print along with your original passport. 

You may be asked what you plan to do in Malaysia, how many days you plan to stay, etc. You may be asked to show your return/onward flight ticket and hotel booking. If you are traveling on a one-way ticket, make sure to get proof of return ticket from an onward ticket agency such as onwardticket.com .

Leaving Malaysia by air

You will go through passport control on exit. Exit formalities are fairly quick but make sure to account for a bit of extra time for this. No questions will be asked unless you have overstayed your visa.

Malaysia tourist visa requirements are easy to understand. Though there are many types of visas, the requirements for each of them are very clear. Most nationalities are exempt from visas. Rest can obtain eVisa or Visa on Arrival.

Demonstrations in Kuala Lumpur

Due to the ongoing situation in Israel, the West Bank and the Gaza Strip, calls for protests on Fridays and weekends may continue for the duration of the conflict. Large-scale demonstrations are expected to continue.

Even peaceful demonstrations can turn violent at any time. If you're in Kuala Lumpur:

• remain vigilant at all times, especially near embassies, tourist attractions and markets
• monitor local media for the latest information on these demonstrations
• avoid all demonstrations and large gatherings
• follow the advice of local authorities

East coast of Sabah

Eastern Sabah is deemed a Special Security Area by the Malaysian government. Despite increased security in the region, the risk of kidnapping and violence perpetrated by Philippine militants remains, especially in the coastal areas. Tourist resorts, restaurants and watercrafts are targeted as well as resort islands and surrounding waters, including around Sipadan. The risk increases on the water and waterfront after nightfall. Land- and water-based curfews, including a Movement Control Order, are in effect in the coastal areas of Eastern Sabah.

The Eastern Sabah Security Zone (ESSZone) includes:

Check local media or with local police for the most recent curfew information. Follow the instructions of local authorities.

Violent crime against foreigners is not common. Petty crime, however, such as pickpocketing, purse snatching, and snatch-and-grab incidents is prevalent, especially in tourist areas and at the airport. Thieves on motorcycles frequently grab bags and other valuables from pedestrians, often resulting in injury. Women walking alone or with children are common targets.

• Ensure that your personal belongings, including your passport and other travel documents, are secure at all times
• Try to limit the number of valuables you carry
• Wear your purse facing away from the street and don’t put the strap over your shoulder or wrap it around your arm
• Don’t leave valuables unattended in vehicles

Scam artists operate in Malaysia. Male travellers, usually alone, have been approached in public places with invitations to participate in card games offering attractive opportunities for winning large amounts of money. Victims have lost thousands of dollars before realizing they were being scammed. Companies have also been the target of scams. Scammers will often pose as representatives from phony loan companies and fabricate documents, emails and receipts to appear legitimate. They then ask for up-front payments in order to facilitate the fake loans. Don’t enter into agreements without conducting appropriate research.

There are reports of travellers encountering serious problems after responding to advertisements to do volunteer work with some adventure or environmental organizations. If you are interested in doing volunteer work abroad, conduct careful research before making a commitment.

Internet dating and other financial scams are common. Foreigners, including Canadian expatriates, may be targeted.

Credit cards and debit cards should be safeguarded at all times as theft, fraud and skimming does occur. Credit card magnetic strips have been duplicated, even in international hotels. Swiping your own card may not always be possible.

• Pay careful attention when your cards are being handled by others
• Use ATMs located in well-lit public areas or inside a bank or business
• Avoid using card readers with an irregular or unusual feature
• Cover the keypad with one hand when entering your PIN
• Check for any unauthorized transactions on your account statements

Overseas fraud

Spiked food and drinks

Never leave food or drinks unattended or in the care of strangers. Be wary of accepting snacks, beverages, gum or cigarettes from new acquaintances, as the items may contain drugs that could put you at risk of sexual assault and robbery.

Women’s safety

Women travelling alone may be subject to some forms of harassment and verbal abuse.

Advice for women travellers

There is a threat of terrorism. Terrorist attacks could occur at any time. Terrorist targets could include:

• government buildings, including schools
• places of worship
• airports and other transportation hubs and networks
• public areas such as tourist attractions, restaurants, bars, coffee shops, shopping centres, markets, hotels and other sites frequented by foreigners

Always be aware of your surroundings when in public places.

Stay at hotels that have robust security measures; however, keep in mind that even the most secure locations cannot be considered completely free of risk.

Demonstrations

Large-scale demonstrations may occur. Even peaceful demonstrations can turn violent at any time. Demonstrations are usually accompanied by a heightened police presence and traffic delays. Law enforcement officials have deployed crowd control measures such as tear gas and water cannons, and participants and bystanders have been injured.  It is illegal for foreigners to participate in demonstrations.

• Avoid areas where demonstrations and large gatherings are taking place
• Follow the instructions of local authorities
• Monitor local media for information on ongoing demonstrations

Mass gatherings (large-scale events)

Public transportation

Touts at Kuala Lumpur International Airport, including at the KLIA2 terminal, attempt to get travellers to take their “taxi” into town. Several incidents of robbery and/or assault have occurred, as well as gross overcharges by such individuals. Take registered airport taxis only: before leaving the customs and arrivals hall, obtain a coupon from the airport taxi stand near the exit.

Many taxi drivers will often refuse to use the meter even though it is illegal not to use it. You should either look for another taxi or agree on a rate before entering the taxi.

If possible, book taxis by phone. Use a taxi desk or a trusted application on a smartphone, and confirm that the identity of the driver matches that of the photo in the dashboard and seatback.

Taxis are not permitted to pick up additional passengers. If they do, disembark when it is safe to do so.

Report any taxi-related problems to the SPAD (Malaysian body regulating public land transportation) at 1 800 88 7732. English-speaking operators are available. Be ready to provide details such as the vehicle number, the taxi company name as well as the time, date, locations and the nature of the incident.

Road safety

Road conditions and road safety can vary greatly throughout the country. Signage is in the local language. In some remote areas, there may be a lack of guard rails.

Be extra cautious when driving in the rain as your visibility may be impaired.

Aggressive driving habits by motorcyclists, including driving between vehicles, may pose a risk to foreign drivers who may not be accustomed to these driving techniques.

Bus accidents have occurred on long-distance tour buses, particularly at night. Choose a reputable tour company and avoid overnight routes.

Maritime travel

Boat accidents occur. Don’t board vessels that appear overloaded or unseaworthy.

Pirate attacks and armed robberies occur against ships in and around Malaysia, particularly in the Strait of Malacca and in the waters between Sabah and the southern Philippines. Mariners should take appropriate precautions.

Every country or territory decides who can enter or exit through its borders. The Government of Canada cannot intervene on your behalf if you do not meet your destination’s entry or exit requirements.

Passport with “X” gender identifier

While the Government of Canada issues passports with an “X” gender identifier, it cannot guarantee your entry or transit through other countries. You might face entry restrictions in countries that do not recognize the “X” gender identifier. Before you leave, check with the closest foreign representative for your destination.

For stays of over 90 days, you must apply for an extension at any Malaysian Immigration office.

A special visa is available to individuals who participate in the Malaysia My Second Home or Mm2h program.

Other entry requirements

From December 1, 2023, you must complete a Malaysia Digital Arrival Card (MDAC). This is an online pre-arrival form and can be filled in up to three days prior to your arrival in Malaysia.

You must present your passport and a complete MDAC for border officers to validate before leaving the immigration counter.

Employment pass

Before you apply for an employment pass (at an immigration office or a Malaysian high commission overseas), your prospective employer must apply for approval from the Standing Committee for Malaysianisation or the Malaysian Industrial Development Authority to fill the position with an expatriate. While waiting for the approval, your employer can apply to bring you into the country on a social visit pass (for example, temporary employment). We strongly recommend against this last step: you should obtain your employment pass before arrival because it is very difficult to change visa status once in Malaysia. Foreigners are limited to three visit pass extensions, after which they must leave the country or a fine will be imposed for overstaying.

Foreigners are required to register their biometrics (fingerprints) at their port of entry. Children under 12 years of age and diplomats accredited to Malaysia are exempt from this process.

Screening measures

Malaysian authorities have implemented screening measures in response to various virus outbreaks. Travellers entering Malaysia from Canada may be subject to a body temperature check. In some cases, travellers may be isolated and treated.

Drug screening

Custom officers can subject you to a drug screening test at the point of entry to Malaysia. If you test positive for drugs, you can be arrested and prosecuted, even if the drugs were consumed prior to your arrival in the country.

This section contains information on possible health risks and restrictions regularly found or ongoing in the destination. Follow this advice to lower your risk of becoming ill while travelling. Not all risks are listed below.

Consult a health care professional or visit a travel health clinic preferably 6 weeks before you travel to get personalized health advice and recommendations.

Routine vaccines

Be sure that your  routine vaccinations , as per your province or territory , are up-to-date before travelling, regardless of your destination.

Some of these vaccinations include measles-mumps-rubella (MMR), diphtheria, tetanus, pertussis, polio, varicella (chickenpox), influenza and others.

Pre-travel vaccines and medications

You may be at risk for preventable diseases while travelling in this destination. Talk to a travel health professional about which medications or vaccines may be right for you, based on your destination and itinerary. 

Yellow fever   is a disease caused by a flavivirus from the bite of an infected mosquito.

Travellers get vaccinated either because it is required to enter a country or because it is recommended for their protection.

• There is no risk of yellow fever in this country.

Country Entry Requirement*

• Proof of vaccination is required if you are coming from or have transited through an airport of a country   where yellow fever occurs.

About Yellow Fever

Yellow Fever Vaccination Centres in Canada * It is important to note that  country entry requirements  may not reflect your risk of yellow fever at your destination. It is recommended that you contact the nearest  diplomatic or consular office  of the destination(s) you will be visiting to verify any additional entry requirements.

There is a risk of hepatitis A in this destination. It is a disease of the liver. People can get hepatitis A if they ingest contaminated food or water, eat foods prepared by an infectious person, or if they have close physical contact (such as oral-anal sex) with an infectious person, although casual contact among people does not spread the virus.

Practise  safe food and water precautions and wash your hands often. Vaccination is recommended for all travellers to areas where hepatitis A is present.

Japanese encephalitis is a viral infection that can cause swelling of the brain.  It is spread to humans through the bite of an infected mosquito. Risk is very low for most travellers. Travellers at relatively higher risk may want to consider vaccination for JE prior to travelling.

Travellers are at higher risk if they will be:

• travelling long term (e.g. more than 30 days)
• making multiple trips to endemic areas
• staying for extended periods in rural areas
• visiting an area suffering a JE outbreak
• engaging in activities involving high contact with mosquitos (e.g., entomologists)

  Hepatitis B is a risk in every destination. It is a viral liver disease that is easily transmitted from one person to another through exposure to blood and body fluids containing the hepatitis B virus.  Travellers who may be exposed to blood or other bodily fluids (e.g., through sexual contact, medical treatment, sharing needles, tattooing, acupuncture or occupational exposure) are at higher risk of getting hepatitis B.

Hepatitis B vaccination is recommended for all travellers. Prevent hepatitis B infection by practicing safe sex, only using new and sterile drug equipment, and only getting tattoos and piercings in settings that follow public health regulations and standards.

Malaria  is a serious and sometimes fatal disease that is caused by parasites spread through the bites of mosquitoes.   There is a risk of malaria in certain areas and/or during a certain time of year in this destination. 

Antimalarial medication may be recommended depending on your itinerary and the time of year you are travelling. Consult a health care professional or visit a travel health clinic before travelling to discuss your options. It is recommended to do this 6 weeks before travel, however, it is still a good idea any time before leaving.    Protect yourself from mosquito bites at all times:  • Cover your skin and use an approved insect repellent on uncovered skin.  • Exclude mosquitoes from your living area with screening and/or closed, well-sealed doors and windows. • Use insecticide-treated bed nets if mosquitoes cannot be excluded from your living area.  • Wear permethrin-treated clothing.    If you develop symptoms similar to malaria when you are travelling or up to a year after you return home, see a health care professional immediately. Tell them where you have been travelling or living. 

 The best way to protect yourself from seasonal influenza (flu) is to get vaccinated every year. Get the flu shot at least 2 weeks before travelling.  

 The flu occurs worldwide. 

•  In the Northern Hemisphere, the flu season usually runs from November to   April.
•  In the Southern Hemisphere, the flu season usually runs between April and   October.
•  In the tropics, there is flu activity year round. 

The flu vaccine available in one hemisphere may only offer partial protection against the flu in the other hemisphere.

The flu virus spreads from person to person when they cough or sneeze or by touching objects and surfaces that have been contaminated with the virus. Clean your hands often and wear a mask if you have a fever or respiratory symptoms.

In this destination, rabies is carried by dogs and some wildlife, including bats. Rabies is a deadly disease that spreads to humans primarily through bites or scratches from an infected animal. While travelling, take precautions , including keeping your distance from animals (including free-roaming dogs), and closely supervising children.

If you are bitten or scratched by an animal while travelling, immediately wash the wound with soap and clean water and see a health care professional. Rabies treatment is often available in this destination. 

Before travel, discuss rabies vaccination with a health care professional. It may be recommended for travellers who are at high risk of exposure (e.g., occupational risk such as veterinarians and wildlife workers, children, adventure travellers and spelunkers, and others in close contact with animals). 

Coronavirus disease (COVID-19) is an infectious viral disease. It can spread from person to person by direct contact and through droplets in the air.

It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19. While vaccination provides better protection against serious illness, you may still be at risk of infection from the virus that causes COVID-19. Anyone who has not completed a vaccine series is at increased risk of being infected with the virus that causes COVID-19 and is at greater risk for severe disease when travelling internationally.

Before travelling, verify your destination’s COVID-19 vaccination entry/exit requirements. Regardless of where you are going, talk to a health care professional before travelling to make sure you are adequately protected against COVID-19.

Safe food and water precautions

Many illnesses can be caused by eating food or drinking beverages contaminated by bacteria, parasites, toxins, or viruses, or by swimming or bathing in contaminated water.

• Learn more about food and water precautions to take to avoid getting sick by visiting our eat and drink safely abroad page. Remember: Boil it, cook it, peel it, or leave it!
• Avoid getting water into your eyes, mouth or nose when swimming or participating in activities in freshwater (streams, canals, lakes), particularly after flooding or heavy rain. Water may look clean but could still be polluted or contaminated.
• Avoid inhaling or swallowing water while bathing, showering, or swimming in pools or hot tubs. 

Cholera is a risk in parts of this country. Most travellers are at very low risk.

To protect against cholera, all travellers should practise safe food and water precautions .

Travellers at higher risk of getting cholera include those:

• visiting, working or living in areas with limited access to safe food, water and proper sanitation
• visiting areas where outbreaks are occurring

Vaccination may be recommended for high-risk travellers, and should be discussed with a health care professional.

Travellers' diarrhea is the most common illness affecting travellers. It is spread from eating or drinking contaminated food or water.

Risk of developing travellers' diarrhea increases when travelling in regions with poor standards of hygiene and sanitation. Practise safe food and water precautions.

The most important treatment for travellers' diarrhea is rehydration (drinking lots of fluids). Carry oral rehydration salts when travelling.

Typhoid   is a bacterial infection spread by contaminated food or water. Risk is higher among children, travellers going to rural areas, travellers visiting friends and relatives or those travelling for a long period of time.

Travellers visiting regions with a risk of typhoid, especially those exposed to places with poor sanitation, should speak to a health care professional about vaccination.  

Insect bite prevention

Many diseases are spread by the bites of infected insects such as mosquitoes, ticks, fleas or flies. When travelling to areas where infected insects may be present:

• Use insect repellent (bug spray) on exposed skin
• Cover up with light-coloured, loose clothes made of tightly woven materials such as nylon or polyester
• Minimize exposure to insects
• Use mosquito netting when sleeping outdoors or in buildings that are not fully enclosed

Find out what types of insects are present where you’re travelling, when they’re most active, and the symptoms of the diseases they spread.

There is a risk of chikungunya in this country.  The risk may vary between regions of a country.  Chikungunya is a virus spread through the bite of an infected mosquito. Chikungunya can cause a viral disease that typically causes fever and pain in the joints. In some cases, the joint pain can be severe and last for months or years.

Protect yourself from mosquito bites at all times. There is no vaccine available for chikungunya.

• In this country,   dengue  is a risk to travellers. It is a viral disease spread to humans by mosquito bites.
• Dengue can cause flu-like symptoms. In some cases, it can lead to severe dengue, which can be fatal.
• The level of risk of dengue changes seasonally, and varies from year to year. The level of risk also varies between regions in a country and can depend on the elevation in the region.
• Mosquitoes carrying dengue typically bite during the daytime, particularly around sunrise and sunset.
• Protect yourself from mosquito bites . There is no vaccine or medication that protects against dengue.

Zika virus is a risk in this country. 

Zika virus is primarily spread through the bite of an infected mosquito. It can also be sexually transmitted. Zika virus can cause serious birth defects.

During your trip:

• Prevent mosquito bites at all times.
• Use condoms correctly or avoid sexual contact, particularly if you are pregnant.

If you are pregnant or planning a pregnancy, you should discuss the potential risks of travelling to this destination with your health care provider. You may choose to avoid or postpone travel.

Animal precautions

Some infections, such as rabies and influenza, can be shared between humans and animals. Certain types of activities may increase your chance of contact with animals, such as travelling in rural or forested areas, camping, hiking, and visiting wet markets (places where live animals are slaughtered and sold) or caves.

Travellers are cautioned to avoid contact with animals, including dogs, livestock (pigs, cows), monkeys, snakes, rodents, birds, and bats, and to avoid eating undercooked wild game.

Person-to-person infections

Stay home if you’re sick and practise proper cough and sneeze etiquette , which includes coughing or sneezing into a tissue or the bend of your arm, not your hand. Reduce your risk of colds, the flu and other illnesses by:

•   washing your hands often
• avoiding or limiting the amount of time spent in closed spaces, crowded places, or at large-scale events (concerts, sporting events, rallies)
• avoiding close physical contact with people who may be showing symptoms of illness 

Sexually transmitted infections (STIs) , HIV , and mpox are spread through blood and bodily fluids; use condoms, practise safe sex, and limit your number of sexual partners. Check with your local public health authority pre-travel to determine your eligibility for mpox vaccine.  

Tuberculosis is an infection caused by bacteria and usually affects the lungs.

For most travellers the risk of tuberculosis is low.

Travellers who may be at high risk while travelling in regions with risk of tuberculosis should discuss pre- and post-travel options with a health care professional.

High-risk travellers include those visiting or working in prisons, refugee camps, homeless shelters, or hospitals, or travellers visiting friends and relatives.

Contact local health authorities, or the nearest Government of Canada office abroad to find out where you can get a COVID-19 test.

Good health care is only available in major cities. Quality of care varies greatly throughout the country.

Payment is expected at time of service and can be made either in cash or by using a major credit card.

Decompression/hyperbaric chambers are located in Ipoh, Kuantan, Labuan Lumut and Semporna.

Make sure you get travel insurance that includes coverage for medical evacuation and hospital stays.

Some aspects of Shari’a (Islamic) law have been introduced in Malaysia. Muslim travellers may be subject to these laws. In some states, such as Kelantan and Terengganu, particularly strict regulations on alcohol and public decency can be applied.

Religious preaching to Muslims, including distributing non-Islamic religious materials, is illegal.

Penalties for possession, use or trafficking of illegal drugs are severe. Convicted offenders can face the death penalty. Possession of as little as 15 grams of some prohibited substances will be considered trafficking.

You must carry photo identification, such as your passport. Keep a photocopy of your passport in a safe place, in case it’s lost or confiscated.

Canadian driver’s licenses are valid in Malaysia and can be used locally for a period of 3 months. After this time, you can either drive with an international driving permit, or apply for a Malaysian driver’s license at a certified driving institute.

Seat belts are mandatory. Penalties for drinking and driving are severe. Convicted offenders can expect fines or imprisonment and could have their driver's licence suspended or revoked.

The use of cellular phones while driving is prohibited.

It is common to receive on the spot fines for disobeying traffic laws.

Marine transportation

Foreign vessels travelling in the waters off Sabah are subject to Malaysian law and must use routes designated by Malaysian authorities. Vessels must also fly both a Malaysian flag and the flag of their home country.

The laws of Malaysia prohibit sexual acts between individuals of the same sex, and transgender individuals have been arrested. LGBTQ2 travellers should carefully consider the risks of travelling to Malaysia.

Dual citizenship is not legally recognized in Malaysia.

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. It does not apply between Canada and Malaysia.

If your child was wrongfully taken to, or is being held in Malaysia by an abducting parent:

• act as quickly as you can
• consult a lawyer in Canada and in Malaysia to explore all the legal options for the return of your child
• report the situation to the nearest Canadian government office abroad or to the Vulnerable Children’s Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre.

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies.

Be aware that Canadian consular officials cannot interfere in private legal matters or in another country’s judicial affairs.

The majority of the population is Muslim. Dress conservatively, behave discreetly and avoid discussions on race or religion.

The rainy (or monsoon) season extends from November to March. Severe rainstorms have occasionally caused flooding and landslides, resulting in loss of life and damage to infrastructure. Nearly half of Lower Hudson transit oriented developments are in 'restrictive' areas

While the Lower Hudson Valley has a diverse housing stock, nearly half of municipalities along the Metro-North lines are considered unfriendly to multi-family developments, according to a report by the non-profit Regional Plan Association.

The Homes on Track report , released in March, analyzed land use and regulations regarding transit oriented development.

What is transit oriented development?

Transit oriented development (TOD) is an approach that aims to lower housing expenses by pairing housing developments with public transportation along 390 stations in New York and New Jersey commuter rail networks.

The concept was first introduced in 1993 by Peter Calthorpe in his book "The Next American Metropolis".

According to the Transit Oriented Development Institute , the strategy creates mixed-use communities that are both compact and walkable. TOD is also promoted as a solution to the climate change by reducing the need for driving and energy consumption. Municipalities designed around the use of public transportation are considered "transit cities".

The Homes on Track report designated several communities in the Lower Hudson Valley as "multi-family friendly", meaning that the TOD was ripe for multi-family housing thanks to a variety of factors, such as zoning regulations.

Marcel Negret, senior planner at the Regional Plan Association, said several factors need to be taken into account when considering the Homes on Track report: a multi-family friendly designation may only be applicable to a handful of sites, and developments might still be in the pipeline. Also, the Homes on Track report does not consider parking requirements, although high parking requirements could make it challenging when it comes to developing multi-family housing.

According to the Homes on Track report, about 38% of 55 stations in Westchester, Rockland and Putnam have high-density residential units (an average of 11 or more units per acre).

Nearly 50% of the stations were classified as restrictive, segregated and affluent neighborhoods based on household incomes, poverty rate and zoning policies. The report defined restrictive neighborhoods as communities regulated by zoning that severely limits or does not allow multi-family building around train stations.

'Makes things less affordable for people'

While some municipalities are considered multi-family friendly, it takes time to achieve affordability and benefits for local businesses in TOD communities. For example, Mamaroneck is classified as "most multi-family friendly" in the Homes on Track report, but the village is on the cusp of an affordable-housing crisis as residents utilize a higher percentage of their incomes to meet rent and cost burdens.

The issue of affordability is not necessarily exclusive to Mamaroneck, however.

The first Metro-North led Transit Oriented Development project, Avalon Harrison, was completed in 2023 and is located near the Harrison train station. The project, which includes 143 apartment units in three residential buildings, was applauded by Gov. Kathy Hochul as "a model for transit-oriented development everywhere."

As of April 23, a one-bedroom in the Avalon Harrison building costs $3,365 per month rent, according to its website . The median household income in Harrison village was $151,038 in 2022 .

The building just isn't on the radar for some locals seeking apartments, like Steven Markantonis, who grew up in the area and moved to Harrison two years ago.

"I had moved before this building went up, but I wouldn't even consider (the building) because it's a little bit out of our budget. It makes things less affordable for people," Markantonis said.

“A more affordable and balanced regional housing market is essential to a healthy economy with connections between all parts of the region,” said Tom Wright, president of Regional Plan Association.

Storefronts in the buildings that sprawl several blocks on Halstead Avenue remain empty since the project was completed in August 2023.

David Estrada, owner of Hal's Deli located across the street from the Avalon Harrison had expected a flow of customers brought in by the new development. But business has been slow since it opened in January.

"We have heard all the apartments have been rented out, but we haven't really seen anybody walking in or out of the building," he said.

New York lacks statewide guidance on housing development

Negret added that unlike neighboring states like New Jersey and Connecticut that have set parameters for land use and housing, New York lacks a statewide guideline to facilitate housing development.

“It’s complete deference to whatever individual municipality decides to do. Sometimes the municipalities just don’t have enough resources or technical capacity to figure out what to do. In some other cases, even if they have the capacity to do it, they just want to remain exclusionary,” Negret said. 

“Failure to act on ambitious TOD policy will only exacerbate the region’s housing crisis, add further strains to the transportation network, and lead to more missed opportunities from major investments,” the report reads. “By coupling housing policy with strategic planning for public transportation, New York has incredible potential to deliver abundant homes, improved affordability, thriving economies, and a sustainable environment.”
