Nigeria Tourism Development Corporation (NTDC)

The Nigerian Tourism Development Corporation started out as Nigerian Tourist Association in 1962 before it was changed to NTDC in 1992 as a Federal Government Corporation under the Ministry of Culture, Tourism, and National Orientation.

The Corporation is responsible for the planning, supervision, development and marketing of tourism in Nigeria. Tourism is a central pillar of economic growth and diversification in any country and the major functions of NTDC among other things include: to encourage people living in Nigeria to take their holiday therein and people from abroad to visit Nigeria and also to encourage the provision and improvement of tourism amenities and facilities in Nigeria.

National Travel Bureau

The National Travel Bureau (NTB), established by decree 81 of 1992, is a tour operating company responsible for tour services and operations within and outside Nigeria.

The Bureau acts as the commercial arm of NTDC, conducting guided tours/excursions, Bus Rental Services, Travel Consultancy and Tour Guide Services. The vision for the establishment of a National Travel Bureau was that of the Nigerian Tourist Association. It was done at that time to ensure that guided tours, sightseeing and package holidays are in place. The NTB is to strengthen private tour companies which are unable to purchase tourist bases.

Tourism: Now that NTDA Act is law, what next?

A new chapter is about to open in the tourism industry following the signing into law of an Act sent to the National Assembly a long time ago. ELEOJO IDACHABA writes on what awaits the sector according to industry players.

For years, the tourism industry that is supposed to be a major driver of revenue for the country had remained a shadow of itself; no thanks to the absence of an enabling legal instrument to enable the sector function like a statutory government agency with revenue generation at the background while not jettisoning growth.

During the administration of former president Olusegun Obasanjo up till the late Umar Yar’Adua, the sector witnessed phenomenal growth. Unfortunately, the gains were not preserved by subsequent administrations; that was when Otumba Olusegun Runsewe was at the helm of affairs at the Nigeria Tourism Development Corporation (NTDC). His stewardship actually saw Nigeria achieving some successes.

Although not much was achieved in those years, to a large extent, the sector threw Nigeria up for reckoning in so many ways. For instance, that was when the All Nigeria Cultural Festival usually held in Abuja was enunciated even though it was ditched later. Subsequent administrations after then to date have painfully treated the sector with disdain. In fact, one of the conspiracies against the sector was the abrogation of the status of its parent ministry. As a consequence, it was transferred to be supervised by the Ministry of Information that has no semblance with tourism.

As a result of this, tourism remained comatose, placing excuse on lack of enabling act until recently.

In early February 2023, President Muhammadu Buhari appended his signature to the Nigerian Tourism Development Authority Bill and Related Matters, 2022, thereby repealing the Nigerian Tourism Development Corporation Act, cap. N.137, laws of the Federation of Nigeria 2004.

With the new bill the Nigerian Tourism Development Authority is expected to develop and promote Nigeria as a travel and tourism destination by encouraging people living in Nigeria to take their holiday in the country while encouraging those abroad to visit Nigeria. By this, the new act is to discourage the culture of Nigerians paying huge foreign currencies for tourism abroad. According to the new bill, the authority shall be a body corporate with perpetual succession and a common seal and may sue and be sued in its corporate name.

Part of the details states that, “There shall be established a governing board of the authority which shall consist of a part-time chairman who shall be appointed by the president and shall be a person of proven integrity and experience in the field of hospitality, travel and tourism, a director general, two representatives from Federation of Tourism Association of Nigeria (FTAN), one member representing public interest who must be a private tourism practitioner and other government agencies like Customs, NIPC, SON, Nigeria Police, NIHOTOUR, Immigration, Ministry of Foreign Affairs,  among others. This development is to take the sector to the next level of effective collaborations, regulations and revenue generation.

The director-general of NTDA, Mr. Folorunsho Coker, said, “The new law is speaking of temporary issues in tourism. It is not a draconian law. It is collaboration between states and the federal government towards driving revenue in the tourism and hospitality industry.

“It is about a tourism trust fund which is now a vehicle in use to invest in tourism assets. We must understand that if the laws are not right, investments will not come in.

“The operation of an old law in a dynamic environment that is constantly changing will not get us to where we want to be. Dubai, South Africa and Kenya amended their laws during Covid-19 pandemic and they thrived, but we did not.

“However, I will do a comprehensive breakdown of the new law and share it with the 36 states. I will invite the 36 commissioners of tourism to Abuja, so that we can sit down, discuss, reach an agreement and take it to the next level.

“If you could recall, fantastic legal frameworks were given to the telecommunication and banking sector and we had positive results. It is time for tourism to flourish with the help of the new law.

“I want to thank those that made the new law possible. NTDC is now NTDA, and it is going to be a different ball game that will sanitise the sector and generate huge revenue to the country.”

This is just as President Muhammadu Buhari has also signed the National Institute for Hospitality and Tourism (NIHOTOUR) bill into law.

The information was contained in a statement by the special assistant (Technical) to the director general of NIHOTOUR, Joesef Karim.

The law established the institute for training, certification and registration of hospitality, travel and tourism personnel in Nigeria.

Necessity of the new law

Justifying the necessity of an enabling act, head of legal unit of the new NTDA, Mrs. Funebi Otu Umondak, noted that the old law was over 20 year-old, obsolete and not helpful to the agency and the industry.

“We are grateful to Buhari for signing the bill into law. This law now made it possible for collaborations with states, local governments, private sector and international organisations and also made provision for Tourism Fund to help industry players grow and develop the economy. There would also be an alliance that will make tourism more attractive to everyone in the sector.

“What is important and key is the collaboration and partnership with stakeholders to make tourism better and flourish for our great nation.”

Immense benefits

Speaking on the sideline of this development, a tourism expert, Paul Adalikwu, said it has the magic wand to transform the sector for the good of the industry. “As it is, there is no reason why the industry should not experience a shift. It has been redundant for a while because operators and of course potential investors were looking out for areas of potential benefits that would be mutually agreed by all until now. What the drivers of the new law needs now is to create the awareness to attract investors. There are a lot of incentives in the new act that would be beneficial both to tourists, fun seekers, investors and government,” he said.

 According to him, what the new act would do to the industry is akin to what the telecommunications act has done to telephony in Nigeria. He, therefore, advised everyone with genuine interest in tourism to partner with NTDC in evolving a new phase for the industry.

Another tourism expert, Mr. Ini Akpabio, said over the years, the industry has been the whipping child of the government because it had been left to fend for itself without any sense of direction.

Akpabio, who is the current chairman of Akwa Ibom Tourism Board and former chairman of NANET Suite, Abuja, said regrettably that the former state of the industry is the reason many erstwhile tourism initiatives did not survive few years after their conception.

“I ran a successful tourism outfit in Abuja, but due to lack of enabling environment, making progress became a herculean task such that one needed to rely on bank overdraft to stay afloat, but for how long? I want to believe that we are in for a new deal following this new law,” he said.

Before the new Act was signed into law recently by President Buhari, opposition to it had mounted way back in 2017. For instance, a group, Nigeria Hotels Association, had openly expressed its disapproval of the new law.

Mr. Lanre Awoseyin, the president of the association, had in 2017 criticised the Senate’s passage of the bill for an Act to amend the NTDC Act No 81 of 1992.

He had said that the contents of the bill were against the spirit of the constitution of the country, therefore advised President Buhari not to assent the bill, as according to him, the bill proposes that accreditation, registration and grading of hotels should all be handled by the NTDC.

He said that the bill also stated that one per cent of hoteliers’ charges each year would be remitted to the federal government, describing the remittance as outrageous, obnoxious and abnormal.

He said tourism and hotels are on the Residual List to be managed by the state government and not the federal government.

“The Constitution states that tourism and hotel management are under the Residual List, to be controlled by the state government and not the federal government. In spite of the private sector’s objection to the bill, the National Assembly still went ahead to pass it. Therefore, we urge the president not to sign it and disregard it.”

The Senate had, on October 19, passed the Nigerian Tourism Development Corporation Act (Repeal and Re-enactment) Bill, 2017, until it was signed recently after being subjected to scrutiny by all stakeholders.

Minister Lauds Taraba Govt's Efforts At Developing Tourism Sector

The Minister of Tourism, Lola Ade-John, has commended Taraba State Governor Agbu Kefas for paying special attention to the development of the tourism sector.

The minister gave the commendation on Saturday in a goodwill message during the Nwonyo International Fishing and Cultural Festival at Ibbi, Taraba State.

She said the tourism sector is now a major source of foreign earnings globally.

She, however, stressed the need for states to fully develop their tourism sector in order to attract foreign tourists.

She said the decision of Governor Kefas to revive the fishing festival, which was abandoned for many years, was a clear indication that the governor was fully committed to developing the tourism sector.

The minister said Taraba had huge tourism potentials and rich cultural heritage, which if fully developed, the state and the country stood to benefit more in terms of foreign earnings.

She, therefore, pledged her ministry's support and assistance to Taraba government to enable the state achieve its desire to harness tourism potentials.

Also speaking at the event, the immediate past deputy governor of the state and senator representing Taraba Central Senatorial Zone, Alhaji Haruna Manu, said the fishing festival was an avenue to showcase the rich tourism potential of the state.

Manu who also represented the National Assembly at the event pledged that the National Assembly would assist Taraba State government to put the Nwonyo fishing festival on the global tourism map in order to attract tourists into the state.

During the event, 170kg fish catch was recorded and a new car was presented to the fisherman, Hudu Yakubu who caught the biggest fish and took the first position.

He was followed by Yusuf Abubakar who caught 150kg fish to take the second position and was presented with a brand new motorcycle while Samaila Yakubu who caught 120 kg fish took the third position and was presented with a grinding machine.

Governor Kefas presented the new car to Yakubu during the occasion.

Other events that featured during the fishing festival included boat racing and swimming.

NATURAL TOURIST SITES

Sukur Landscape

A UNESCO listed World Heritage site. The Sukur land- scape lies within the Cameroon-Nigeria border lands in present day Madagali Local Government Area of Adamawa State. The entire Sukur cultural landscape is a scenic blend of nature and culture. The Sukur site possesses rich soils and adequate supplies of natural and spring water. The plateau is also the home of Hidi (i.e. the king). It is a strategic loca- tion from which the Sukur resisted attacks from hostile neighbours.

Located along Kaduna- Abuja Highway in Niger State, about half an hour drive from the centre of the new Federal Capital, this is a beautiful giant rock used for defensive purposes by the Gwari people against invading neighbouring tribes during the inter-tribal wars. The legend, it is said, goes that the indigenes in the olden days believed that a couple of depressions that form a patch on the upper part of the rock were actual- ly eyes with which it could foresee danger from the sur- rounding and warn them through oracles. Zuma rock represents a beautiful and unique granite rock forma- tion. It offers a good envi- ronment for picnicking and relaxation. Olumo Rock

It is located in Abeokuta, Ogun State. Olumo rock is a massive outcrop of granite rocks of primitive formation. The highest point on the rock is about 137 metres from the base of the rock. It is a his- torical monument, which served as a shelter and fortress for the Egba people during the Yoruba inter-city wars. The centre consists of a fast food outlet, a museum, a giant telescope to view Abeokuta, a recreational park, etc. The centre has a heavy duty escalator band glass elevator running through the different levels of the rock alongside the old stairway for visitors who love climbing.

Kura falls is located 77 km from Jos, Plateau State. It is a fascinating and exciting place to visit. The village is situated within rich savannah vegetation with mountainous ranges and lakes, providing a beautiful scenery ideal for picnic, bird watching and nature trail.

Shere Hills

The Shere hill is the apex of the Jos Plateau. The hill peaks at 1, 829 metres above sea level.  The hilltop presents beautiful and relaxing scenery in an area excellent for picnic, mountaineering, and sightseeing and camping.

Agbokim Waterfalls

Agbokim waterfalls is a beautiful scenic attraction. Water from the falls run into a large pool surrounded by thick vegetation.

Gurara Water Falls

Gurara waterfalls, best described as Nigeria’s premier falls, is located off Minna Suleja road in Niger State. It is one of the nation’s greatest holiday resorts. The fascinating periods of the falls occur when the water level is at its peak during the months of April-August. However, it is low between September and March there by giving a good view of the waterbed.

Mambilla Plateau

The Mambilla plateau is a table land located at Gembu in Sarduna local government council of Taraba State. The Plateau is about 1,830 metres above sea level with a temperate climate comparable to any temperate region of the world. The Mambilla Plateau is characterised by an undulating landscape and the clean free flow of Barup, Manchewa, Rufi, Tiba and Bambika waterfalls. It is an ideal site for high altitude sport, training, gaming, adventure, relaxation, picnicking, leadership training and holidaying.

Idanre and Oka Hills

Idanre hill is located 15km southwest of Akure, Ondo state. Idanre hill is steep sided, smooth and dome shaped. It is an inspiring and beautiful site for tourists. Oke Maria (Virgin Mary Hill) is located at Oka Akoko about 113 km from Akure town. It has a beautiful Virgin Mary statue at the top of the hill. It provides an attractive scenery and excellent environment for pilgrims.

Obudu cattle ranch

Obudu cattle ranch is about 350 km from Calabar, Cross river state. It is located at the exotic Oban Obudu Plateau which is over 5,200 feet above sea level. The ranch provides a semi-temperate climate of between 26°C (78°F) and 32°C (89.6°F), which may drop to between 4°C (36°F) and 10°C (50°F). The scenery is breathtakingly beautiful with hills, valleys as far as the eyes can see. The ranch is peaceful and close to nature: it comprises stonewalled, chalets, ranch, bar and restaurant, lawn tennis court and cable cars for utmost recreational experience. Oguta Lakes The Oguta Lake in Imo State is a lake resort complex comprising a motel, and 18 hole golf course, relics of the civil war, natural confluence of Oguta Lake and Orashi river. Activities at the Lake include: boat cruising, fishing and bird watching.

Ikogosi Springs It is located in Ikogosi, Ekiti state, about 52 km North- West of Ado-Ekiti, Ekiti State. This is an irresistible site where warm and cold water ooze out from different sources. The springs flow side by side and meet at a spot with each maintaining its thermal identity the first of such in the world. The natural vegetation of the spring is left untouched for eco-tourism appeal. Lekki, Mayegun and Bar Beaches

Lekki Beach The Oso Lekki beach water is located at Lekki Peninsula area of Lagos. It is the site for the state fishing and cultural festival.

Mayegun Beach Mayegun beach is splendid resort located at the beginning of Lekki peninsula. Bar beach: Bar beach is a captivating long stretch of beach, located along Ahmadu Bello way, Victoria Island, Lagos. Whispering Palms

PARK AND GAME RESERVES

Yankari National Park The park is located around the Gaji River in Alkaleri Local Government Area; about 110 km south-west of Bauchi State. The reserve covers an area of about 2,224.10/km2 of savannah woodland and is stocked with elephants, baboons, waterbucks, monkeys, buffaloes, hippotamus, among several other big animals. The park is inhabited by a variety of birds such as saddle bills, herons, and eagles. Within the park is the Wiki warm spring which is one of the best features of the park.

Kuyamba Game Reserve This resort is a wildlife reserve of about 10 km2 at Madada in Kuyambana, Zamfara State. The reserve is known to be a natural habitat for wild animals such as lions, tigers, hyenas, etc. It is an ideal site for game hunting, adventure, etc.

Okumu Wildlife Sanctuary It has an area of about 300 km2 and is about 65 km west of Benin City, Edo state. The forest has a unique collection of animal species including the endangered white- throated monkey.

Gashaka Gumpti The Gashaka Gumpti Park in Taraba State is a natural conservation of rare fauna and flora located at the foot of the Mambilla Plateau. The park is over 15 km2. The animal species include white monkeys, birds, crocodiles, etc.

Southern Africa stands at the cusp of an economic transformation, with the tourism sector poised to play a pivotal role in driving growth, creating jobs, and attracting foreign investment across the region.

Tourism is a multifaceted industry that can generate a ripple effect, creating opportunities for job creation, value addition, and foreign currency inflows. By investing in tourism infrastructure, training programmes, and skills development, Southern African nations can harness the job-creating potential of this industry, particularly for the youth.

The tourism sector can also drive value creation through the development of supporting industries and entrepreneurial ventures. Governments can incentivise the establishment of tourism-related educational institutions, equipping the local population with the necessary skills to thrive in the industry. This, in turn, can foster the growth of small and medium-sized enterprises (SMEs) that cater to the needs of visitors.

The influx of international tourists brings with it a steady stream of foreign currency, which can be leveraged to improve the balance of payments and strengthen the local economy. Moreover, the tourism sector’s potential to attract foreign direct investment (FDI) is significant, as investors seek to capitalize on the growing demand for high-quality tourism experiences.

Several developing countries have implemented innovative reforms and measures to transform their economies through tourism, offering valuable lessons for Southern African nations.

India’s “Incredible India” campaign, launched in 2002, was a strategic marketing initiative that showcased the country’s diverse cultural heritage, natural wonders, and unique experiences. The government invested heavily in promoting India as a must-visit destination through international advertising, participation in travel trade fairs, and collaborations with the private sector.

Additionally, India implemented visa reforms, such as the introduction of e-visas and visa-on-arrival schemes, to facilitate easier access for international travellers. Costa Rica has emerged as a global leader in sustainable tourism through a deliberate government strategy. The country’s tourism board administers the Certificate of Sustainable Tourism, a program that evaluates and certifies tourism businesses based on their environmental, social, and economic sustainability practices.

The government also invested in the development of eco-tourism infrastructure, such as national parks and wildlife reserves, and provided incentives for private sector investments in sustainable tourism initiatives. These efforts have not only preserved Costa Rica’s natural assets but also generated substantial economic benefits, with the tourism industry directly contributing over 5% to the country’s GDP and supporting more than 8% of total employment.

Unlocking Southern Africa’s Tourism Potential

African governments often mistake the sector as a cultural one. African leaders need to understand that Tourism is an economic sector and treat their respective Ministries accordingly.

To unleash the full economic potential of tourism in Southern Africa, officials must adopt a comprehensive and collaborative approach, addressing key challenges and implementing targeted reforms.

Investing in related transportation networks, accommodation facilities, and digital infrastructure is crucial to enhancing tourism appeal and accessibility. Embracing sustainable tourism practices can ensure the long-term viability of the industry while preserving the region’s natural and cultural heritage.

Fabio Scala is a senior investment banker who currently serves as an advisor to the Minister of Economy and Finance of Mozambique where among other responsibilities, he contributes for the creation of economic policies and reforms. Prior to this role, he held the position of managing director at a British family office, where he oversaw an equity portfolio focused on Southern Africa. Scala also serves on the board of Uhusiano Capital, a London-based boutique firm specialising in impact investment, and as a board advisor at Digilogic, a pan-EU-Africa network of Digital Innovation Hubs (DIHs) concentrating on smart logistics. Prior to his African experience, Fabio worked in the US, Portugal, and Brazil where he started his career at Caixa Economica Federal - the country’s largest state bank. In recognition of his contributions to preserving and promoting Italy's relationship with Mozambique, Fabio Scala was awarded the title of Knight of the Italian Republic of the Order of the Star of Italy by His Excellency the Italian President, Sergio Mattarella in 2024.
