How can I extend my stay in Singapore?

A short-term visit pass (STVP), generally in the form of an electronic visit pass or e-Pass, is issued at the point of entry to visitors who are eligible for entry and short-term stay in Singapore as a tourist; for social visit, or medical treatment. To check the validity of your STVP, you may use the  visit pass validity tool  or the  e-Pass enquiry portal .

Visitors who need to extend their STVP may apply for an extension of stay by using the  e-Service , seven days before their STVP expires. Visiting Singapore: Obtaining a Short Term Visit Pass

If you’re thinking of travelling to Singapore, you’re not alone. Despite its small size, over 15 million travellers arrived in Singapore in 2015. Whether you’re thinking of visiting the country for business or pleasure, or whether you’re considering moving here entirely, we’ve compiled all the necessary information and procedures you’d need to know before you book those tickets.

Applying for an Entry Visa

According to Singapore’s Immigration & Checkpoints Authority (ICA), travellers holding passports from 37 countries or regions need to apply for an entry visa before their arrival.

Each visa application involves a non-refundable S$30 processing fee. Aside from the necessary paperwork, a security deposit ranging between S$1,000 and S$3,000 may be collected, and refunded within 4 weeks from date of departure if no conditions have been breached. An approved duration of stay will be stated in the visa.

One of the trickier components of an entry visa application is the Letter of Introduction (LOI). This document has to be furnished from a local contact in Singapore. If you’re here on a business trip, the LOI contact has to be a representative from a business entity that is registered in Singapore. However, if you’re unable to obtain an LOI, please seek help from your country’s embassy to obtain this document.

Applying for a Short-Term Visit Pass

Citizens who do not belong to the 37 countries and regions listed above, generally do not require an entry visa in order to travel to Singapore. Upon their arrival, they would be given a short term visit pass. This is of course subject to ICA’s approval upon the traveller’s fulfilment of miscellaneous conditions, such as having sufficient funds to cover the duration of the trip, a passport valid for the following six months post-entry, and so on.

Applying for an Extension of my Short Term Visit Pass

Let’s say you fall madly in love with Singapore during your stay here. Did you know that you could extend your visit and remain here for up to 89 days in total? Provided that you had not obtained a prior extension of stay on the same trip, and that you would not be returning to Singapore within five days from the final departure date, you may be eligible for this extension.

Please note that nationals of 20 countries (listed above in the Visa Assessment Level 2 category) require a local sponsor to endorse their extension. Without a local sponsor, the applicant can seek help from their embassy to fulfil this requirement. All applicants must also submit their requests at least three working days, excluding weekends and public holidays, before their short term visit pass expires.

SINGAPORE — The growing cluster of Covid-19 cases linked to KTV nightclubs involving non-Singaporeans has cast a spotlight on short-term visit pass holders.

These pass holders are not supposed to work as part of immigration rules, but it emerged on Friday (July 16) that at least eight short-term visit pass holders have been linked to the KTV cluster.

The eight include the Vietnamese hostess first linked to the cluster .

She had entered Singapore in February this year on a short-term visit pass via the Familial Ties Lane sponsored by her Singaporean boyfriend, the Immigration and Checkpoints Authority (ICA) and Ministry of Manpower (MOM) said.

ICA clarified later on Friday that this allowance was made in October last year so that Singaporeans who were in relationships with foreign partners could be reunited after being separated for long periods due to the pandemic. This allowance was, however, removed in March this year.

The authority was making a clarification on the matter because now, those who are applying for entry through the Familial Ties Lane need to be an immediate family member, relative or a spouse-to-be of a Singapore citizen or a Singapore permanent resident.

Minister for Home Affairs and Law K Shanmugam said in February that between January 2020 and January 2021, 4.9 million short-term visit pass holders entered Singapore, of whom 4.1 million entered before April 2020.

TODAY looks at what short-term visit passes are and finds out who can apply for one and under what conditions.

What is a short-term visit pass?

A short-term visit pass is issued to eligible foreigners entering Singapore for short visits.

Short-term visits by foreigners via travel lanes are now allowed only for countries or regions with low risk of Covid-19 importation, the SafeTravel website states.

It adds that these lanes have been made available to facilitate controlled entry to Singapore, “based on the traveller’s profile and purpose of travel”.

Who can apply for a short-term visit pass?

All short-term visitors, including those with a previously issued short-term visa or multiple-visit visa, are not allowed to enter Singapore, ICA’s website states.

Visitors are only allowed to enter the country if they have a valid SafeTravel Pass and Air Travel Pass or if they have an approval letter of entry from the relevant agency in Singapore.

Those who need to visit Singapore due to “extenuating reasons” may submit an application for a short-term visit pass through the Familial Ties Lane for Singapore citizens and permanent residents.

This lane was implemented on March 30 last year.

The visitor needs to be an immediate family member, relative or a spouse-to-be of a Singapore citizen or a Singapore permanent resident.

For reasons such as the death of a family member or critical illness of a family member in Singapore, non-residents may also apply for the pass. However, only a maximum of two visitors for each case is allowed.

How can one enter Singapore?

Business and official travellers may commute between Singapore and mainland China — Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin and Zhejiang — and Singapore and Brunei Darussalam under the Reciprocal Green Lane arrangement.

These travellers will need to apply for the SafeTravel Pass with ICA for entry into Singapore.

Alternatively, foreigners who are short-term visitors, including business and official travellers, travelling from Brunei and mainland China may seek entry into Singapore by applying for an Air Travel Pass. Those travelling from New Zealand may also apply for this pass.

Changi Airport’s website states that the main difference between the SafeTravel Pass and the Air Travel Pass lies in the nature of the intended travel.

While the SafeTravel Pass facilitates only essential business and official travel, the Air Travel Pass enables all forms of short-term travel from approved countries or regions, including leisure travel to Singapore.

Applications must be made between seven and 30 calendar days before the visitor’s intended date of entry into Singapore.

The pass is valid for single entry anytime from the visitor’s intended date of entry and up to seven calendar days after that.

Visitors must also remain in their declared point of departure in the last 21 consecutive days before departing for Singapore.

For those hoping to obtain a pass via the Familial Ties Lane, applications are allowed for all travellers except those who have travel or transit history to Bangladesh, India, Nepal, Pakistan and Sri Lanka in the past 21 days before arriving in Singapore.

The purpose of the visit includes to reunite with their Singaporean or permanent resident family here or to complete long-term immigration facilities.

How long can a short-term visitor stay in Singapore?

Foreigners with family ties here such as spouses, siblings, parents, children, parents-in-laws of a Singapore citizen or permanent resident, or are seeking medical treatment here are eligible to apply for an extension of stay of up to 90 days.

Applicants have to include original supporting documentary evidence in support of the application.

ICA’S joint statement with MOM on Friday stated: “During this pandemic, ICA has been assessing applications to extend short-term visit passes on a case-by-case basis taking into consideration extenuating reasons, such as international travel restrictions and flight availability, and whether the applicants have family ties in Singapore.”

Are short-term visit pass holders allowed to work?

The authorities said that short-term visitors cannot engage in any form of employment (paid or unpaid), or in any business, profession or occupation in Singapore. Offenders caught breaking this law could have their visit pass cancelled, be deported and be barred from re-entering Singapore.

What is the penalty for overstayers?

The Immigration Act states that any person who remains in Singapore unlawfully for a period not exceeding 90 days can be jailed for up to six months or fined up to S$4,000, or both.

Those who overstayed for longer than 90 days will also be caned.

Although a Singapore tourist visa allows you to visit the country, you must first obtain a Singapore Short-Term Visit Pass before entering the country. It implies that the visa is only a pre-entry permit, not a Singapore entry guarantee.

The majority of visitors to Singapore do not require a visa. Countries requiring Singapore visas are classified as Assessment Level I or Assessment Level II. They can apply online using Singapore's e-Service.

To be eligible, you must:

  • be a tourist for medical purposes, or it should be a social visit.
  • hold a valid passport.

You need to provide the following documents for a Short-Term Visit Pass using the e-Service:

  • Travel document (e.g., passport) with at least six months validity.
  • Disembarkation/Embarkation (D/E) number that can be found in your SG Arrival Card.
  • For foreigners with family ties whose immediate family members are Singapore Citizens or permanent residents, they require original supporting documents. These supporting documents must provide an evidence of your relationship with them. 
  • Proof that you are financially stable enough for your stay.

You are allowed to travel to Singapore once your visa is processed. But you should know that while entering the country, the ICA (The Immigration and Checkpoints Authority) officers will decide if you're allowed to enter the country.

When to Apply You should apply a week before you need it to be in the safe zone.

Visa Processing Time It takes atleast three working days to process this visa. 

How to Apply All Short-Term Visit Pass applications must be submitted online using the e-Service. You may also consult a visa consultant in that matter.

Duration The visa is for 30 days, and you should not stay any longer. But if you need to stay a bit longer, you can apply for a Short-Term Visit Pass extension of 90 days.

Fees The visa costs you 30 SGD. But if you want to extend it via a Short-Term Visit Pass extension, you may have to pay 40 SGD.

An extension fee of 40 SGD is applicable when the current valid pass accumulates for 90 days or more from the pass's date of entry/issuance. This fee is chargeable for every subsequent extension of stay, accumulating to 90 days or more.

Foreigners widely use this extension in Singapore. Even if you are on a student pass and want to stay longer after it ends, you may apply for a Short-Term Visit Pass.

Conditions for extending your Singapore Short-Term Visit Pass

The following are the requirements for extending your Singapore Short-Term Pass: 

  • You need a local sponsor who is a minimum of 21 and has a SingPass account. 
  • Before your current Short-Term Visit Pass expires, you must apply for it three working days in advance. 
  • You do not plan to return to Singapore in the next five days after your visit ends.

Work You cannot work on this visa.

Travel The visa is for visit and tourism purposes. So, you can travel.

Citizenship Applicants cannot get citizenship through this visa.

Becoming a Long-Term Visit Pass Holder

You are eligible to apply for a Long-Term Visit Pass if you are a:

Spouse of a Singapore citizen

Singapore citizen – Non-resident (NR) couples are strongly encouraged to complete their Pre-Marriage LTVP Assessment (PMLA) before marriage. A foreign spouse of a Singapore citizen can apply for a Long-Term Visit Pass (LTVP) after marriage under the sponsorship of their Singapore citizen spouse.  ICA will assess the foreign spouse’s eligibility for LTVP Plus (LTVP+) during the LTVP application. There is no separate application for LTVP+.

Spouse of a Singapore Permanent Resident (PR)

A foreign spouse of a Singapore PR can apply for a Long-Term Visit Pass (LTVP) after marriage under the sponsorship of his/her PR spouse.

Child under the age of 21 (unmarried) born within the context of a legal marriage to a Singapore citizen/Singapore Permanent Resident (PR), or has been legally adopted by a Singapore citizen/Singapore Permanent Resident (PR)

A child under the age of 21, who is not married and born within the context of a legal marriage to a Singapore citizen or PR, or has been legally adopted by, a Singapore citizen or PR, can apply for a Long-Term Visit Pass (LTVP) under the sponsorship of the Singapore citizen or PR parent.

Parent of a Singapore citizen or Singapore Permanent Resident (PR)

Parent(s) of a Singapore citizen or PR can apply for a Long-Term Visit Pass (LTVP) under the sponsorship of their Singapore citizen or PR child. The Singapore citizen or PR sponsor must be above 21 years old. Note: Parent(s)-in-law of a Singapore citizen or PR are not eligible to apply for an LTVP under their sponsorship.

Graduate from an Institute of Higher Learning seeking employment in Singapore

A graduate from an Institute of Higher Learning can apply for a Long-Term Visit Pass (LTVP) to seek employment in Singapore. No sponsor is required for the LTVP application.

Mother or Grandmother of a young person studying in Singapore on a Student’s Pass

The mother or grandmother of a Student’s Pass holder studying in eligible schools in Singapore can apply for a Long-Term Visit Pass (LTVP). A local sponsor, who is a Singapore citizen or Permanent Resident (PR) above 21 years old, is required for the LTVP application.

Visitor seeking permission to give birth in Singapore

A female visitor can apply for a Long-Term Visit Pass (LTVP) to give birth in Singapore. A local sponsor, who is a Singapore citizen or Permanent Resident (PR) above 21 years old, is required for the LTVP application.

  • Visa or MasterCard credit/debit card or,
  • American Express (AMEX) credit card or,
  • Internet Direct Debit (Citibank, DBS/POSB, OCBC, UOB and Standard Chartered Bank Internet accounts in Singapore) or,

Note: Additional fees will apply if the Long-Term Visit Pass (LTVP) application is granted in-principle approval.

All LTVP applications are carefully considered and reviewed by ICA. Applications are generally processed within six weeks, provided all the required documents are submitted and in order.

LTVP application by foreign spouse of Singapore citizen who did not complete the Pre-Marriage Long-Term Visit Pass Assessment (PMLA) will take longer, up to six months, to be processed.

You will be informed of the outcome of the LTVP application via email. You may also check the LTVP application status online through MyICA or the e-Service .

After you have received the in-principle approval notice for your LTVP application, refer to Completion of Formalities and Issuance of Long-Term Visit Pass  for the next steps. 

With effect from 27 Feb 2023, a digital Long-Term Visit Pass (LTVP) will be issued in place of a physical LTVP card.

The digital LTVP can be viewed directly on the Singpass app, or downloaded from MyICA or FileSG website in PDF or OA format.
