Prison boss describes what it’s like inside Silverwater Correctional Complex

Ray Hadley has taken a tour inside the Silverwater Correctional Complex.

Corrective Services NSW Commissioner Kevin Corcoran guided Ray throughout the tour.

Mr Corcoran told Ray Hadley the staff tries to “prepare” the inmates for life outside of prison once they have served their sentence.

Tasks, such as sanitising the cells and cleaning up blood spills, are dealt out.

“We make sure they are ready to get back into the community,” he said.

“That hygiene job gives them a Cert 3 in hygiene practices at the highest level so they can go out and start their own business.”

Life on the inside

Silverwater Correctional Complex in western Sydney is one of NSW’s most notorious prisons, having housed convicts from Rene Rivkin to Kathleen Folbigg since its opening in 1970. It is also one of the busiest in the state – as it not only accepts prisoners convicted under state and Commonwealth law, but also serves as a reception for inmates on remand. Corrective Services Commissioner Peter Severin took us on an exclusive tour inside the prison, discussing the challenges and changes he has faced during a 40-year career on the inside. Ask Peter Severin to nominate the single-most profound change to hit the prison system in the 40-odd years he’s been in corrections and you’ll likely get a single-word answer: drugs.

When the NSW Corrective Services Commissioner walked into his first jail in north-west Germany in 1980, the most the 24-year-old rookie was likely to find when he tossed a cell was a little bit of cannabis or LSD, perhaps some heroin. The harder stuff – cocaine, opioids, the drugs that send inmates psychotic or kills them in their sleep – was virtually unheard of.

That has changed to the extent that managing drug-affected prisoners is now one of the main challenges for prison officers.

“[A] large number of people come with acute symptoms of withdrawal, or at least it is evident that they have misused drugs,” Severin tells LSJ . “That’s what the staff have to deal with. That’s the reality. And that is quite different to when I started with my job.’’

It has been 40 years since Severin began a career in corrections. The 64-year-old German migrant (Severin’s mother was Australian, his father a German doctor) arrived in Australia a naive 32 year old, armed with a sociology degree and a few years’ experience as a casual prison officer in Germany.

Oddly, it was the degree rather than the job that landed him a role at Brisbane Correctional Centre, then the Sir David Longland Correctional Centre. Severin spent four years working as a social worker at the centre before moving back into the operational end of the prison system. It would not be a stretch to say it was his background in sociology that has guided his approach to corrections.

Prisons will never be places of Aristotelian contemplation and reflection, no matter how creative those who run them are. But, more than most, Severin has tried to emphasise the opportunities for reform of the prison system. Now he is the NSW Corrections Commissioner, a job he inherited from Ron Woodham, an old-school prison boss who ran the NSW system from 2002 to 2012.

The two men couldn’t be more different. Severin is softly spoken and urbane, more schoolteacher than security guard. He began his career on a graduate trajectory, although he has been in his fair share of scraps. No officer who spends more than a few months inside a prison escapes the dangerous reality of prison life. Severin has been king-hit and quelled riots. But these are not the experiences he emphasises when he reflects on his four decades inside the prison system.

“The experiences of having a constructive engagement outweigh the things that you actually unfortunately are subjected to as a prison officer,’’ he says. “For me, it was always really about the experience I had in working with people, staff and prisoners alike.”

Managing prisons is, for most, an unenviable job. The system’s two main purposes – rehabilitation and punishment – are in theory complementary, but in practice often at odds. The politics are tricky. Enlightenment notions of progress and perfectibility fall on sallow ground in an environment that rewards toughness and punishes subtlety.

Few politicians have campaigned and won parliamentary seats on a platform to soften prison conditions and temper the laws that helped create them. The impetus is all in the other direction: “tough on crime” is a more popular stance. Thus, decades of law and order one-upmanship have seen the NSW prison population balloon from around 7,300 in 2000 to 12,800 today.

Today, however, the main challenges the system faces are drugs and mental illness.

Prison officers to whom LSJ spoke on condition of anonymity estimate that at least 60 per cent of prisoners coming in off the streets are in some way affected by drugs. (Severin doesn’t disagree.) The biggest problem is ice, which is readily available and easily smuggled into prisons. It contributes to hyper-volatility among inmates, but also an explosion of mental illness that staff are struggling to manage.

Attempts to keep drugs out of jails have proved as futile as attempts to ban weapons or phones. Prisoners always find a way. Still, authorities must try. Severin’s latest initiative is by banning original hard copy letters.

“Nobody gets an original letter anymore,’’ he says. “They get photocopies of the mail that comes in and the rest is shredded. I can’t have my staff having to finger through mail and identify whether its laced with anything or not.”

This includes:

  • New 110-bed accommodation blocks.
  • New “safe cells” for at-risk inmates.
  • Upgrading and supporting infrastructure to meet the needs of a large workforce and inmate population.

Construction is expected to finish in 2021.

At the Metropolitan Remand and Reception Centre, one prisoner we find doing leg-presses using industrial detergent bottles as weights puts the dilemma of prison life more bluntly: “This is the beginning, so nobody’s happy.”

The prisoner is referring specifically to life in a remand centre. The MRRC, better known as Silverwater Jail, is the first footfall for prisoners coming in off the street or transiting through other jails. It’s a shifting, volatile environment where the inmates are unsentenced and the average stay is no more than a few months. Fates are uncertain, hierarchies are fluid. Drugs are everywhere. For prison staff, the challenge is not just in managing a high number of drug-affected prisoners, it is dealing with prisoners about whom they know very little.

Our guide through the MRCC is a cheerful Islander named Sam Mariner. Mariner has worked at Silverwater on and off for the best of 20 years. He is a friendly, genial sort of chap who one suspects could diffuse most confrontations with a chat and a smile, although his hulking shoulders make it clear he has other means at his disposal, should the situation require them.

“Methamphetamines has changed it,’’ Mariner says of Silverwater. “And gangs.’’  

Mariner escorts us through Silverwater’s main reception area, a large cavernous area that once housed lounges and televisions. Outside, truck bays back into holding cells. Silverwater is a hub for the state’s 38 jails. It moves more than 300 inmates a day and all must transit through reception. The reception area is a good example of what can happen when well-intentioned idealism collides with reality. Mariner says the original intention was to have an airport-style departure lounge, where prisoners could repose on couches and watch movies. The reality was chaos: fights, violence and riots.

“It didn’t work out that way,” Mariner observes dryly.

In the Darcy Unit, we encounter the other harsh reality of prison life – mental illness. Rows of safe cells house high-risk prisoners. These are the men at high risk of suicide or self-harm. They live in isolated cells with 24-hour CCTV monitoring.

In one cell, an old man with long grey hair sits barefoot on his bed, his head in his hands. In the one next to him, an inmate lies on a partially severed foam mattress, his food scattered around him like a nest. They are wretched souls, dangerous perhaps, but also ill. Mariner says the prison struggles to cope with the high number of mentally ill inmates. The deinstitutionalisation of mental health, a process that has occurred across the Western world, has had a massive impact on prisons. Men and women who in previous decades would have been kept in a psychiatric institution find themselves on the street or in jail.

“We are in many ways, for a large number of people, almost a substitute emotional and mental health institution,” Severin says. “Which, of course, our staff are not trained to manage, [but] nevertheless do that very well.”

Silverwater is being expanded. Currently, the jail has a maximum capacity of just under 1,200, although the COVID-19 pandemic has forced the numbers down to around half that.

New wings will house an additional 440 new beds. The upgrade is scheduled to be finished next year and the hope is it will relieve some of the pressure on the jail.

For lawyers, that pressure is most keenly felt in the plodding, opaque nature of prison bureaucracy. Gaining access to clients is time consuming, difficult, and frequently unsuccessful. Processes vary from prison to prison. Visits are short and often cancelled at the last moment, sometimes on the slimmest of pretexts.

Carol Younes is a partner at Younes + Espiner, a major criminal law practice specialising in serious matters. She says securing productive face time with clients inside prisons is an administrative nightmare.

“One of the main problems is restricted access and the effort you have to go through to see a client,” she says. “Then there are limitations around what you can take in with you, in terms of devices, and there are inconsistencies around getting approval to do that.”

It is a growing problem as criminal briefs become more complex and more reliant on electronic material. A major drug matter might turn on hundreds of hours of intercepted phone calls or CCTV footage, much of which will require nuanced explanations from clients.

Younes recalls one case, a serious sexual assault allegation in which the accused was eventually acquitted, which involved more than 16 hours of CCTV footage.

“We needed to go through it, and it was almost impossible to get substantial blocks of time with him. Because by the time you go out and they process you, you only get a short window. On one occasion we only got 15 minutes.”

Another problem is prisoners who claim to have been mistreated, Younes says. Many are reluctant to make complaints lest they find themselves mysteriously moved or have privileges like exercise rights or visits suddenly withdrawn. These sorts of punishments, which to the outside observer appear modest but which can take on huge significance in the microcosm of prison life, give prison officers considerable power over inmates.

To Severin, this is a fair cop. He acknowledges shortcomings around access and visitation, but argues the situation is improving. He says the COVID-19 pandemic has compressed years of technological reform into a tighter timeframe.

He says Corrections is rolling out in-cell technology that will in time allow prisoners access to their criminal briefs in their cells via customised tablets. It will also allow them to communicate with counsel via approved numbers of emails at any time.

“I accept that criticism that in some cases it has taken far too long and also that the level of engagement is not long enough because there’s a scheduling system,” Severin says. “But from where I’m sitting, it’s now important that we’re doing something about it and what we’re doing is really rolling out technology much, much faster.”

The other change roiling the system is terrorism and the challenge of containing large numbers of radicalised prisoners. Two decades of radical Islam has deposited around 40 inmates into the system. These are men and women either charged or convicted of serious terrorism matters.

In NSW, authorities have opted to concentrate such prisoners together, a strategy aimed at stemming the flow of radical Islam into the general population but which makes rehabilitation virtually impossible. Although these prisoners are not violent, Severin says they are among the hardest to manage.

“Terrorists are a group of people who simply do not want to cooperate with the system, and they make decisions based on entirely their own motivation,” he says.

Newington: Discovering the former Olympic Village

A self-guided walk in newington.

Newington, home of the former Sydney Olympic Village is completely new territory for me. Today, I’ll discover more about this ‘manufactured’ suburb of Sydney.

Whenever I catch a train into Sydney, the towering unit blocks near Rhodes Station flash past. Today, I get off the train at Rhodes Station. As my bus ventures west, the density of the unit blocks surprises me. So many people living in this small pocket of Sydney. Alighting at Footbridge Boulevard I set off.

Knocking and hammering from a nearby building site accompanies my footsteps as I walk towards Sydney Olympic Wharf. Savouring the crisp air, I take the riverside path towards Newington Armory. The Parramatta River sparkles in the early morning sunlight.

A tugboat, “The Arana” chugs past and then a Captain Cook Ferry speeds towards Sydney Harbour churning water in its wake.

Four grey haired, Lycra clad cyclists approach me. As they cross an uneven surface, the two at the back almost collide. One loses control, only just managing to right himself. He exclaims “Oops that would have been a beauty”.

Bushland stretches out beyond the fence lining the path to my left. While white-bellied sea eagles nest here, they remain elusive. Five broad-hatted gardeners in bright orange vests weed alongside the path where small orange witches hats have been placed at intervals. Safety at work.

Soon, I notice some of the over 100 heritage buildings, once part of the Royal Australian Naval Armament Depot, and now the Newington Armory.

Aboriginal Artwork decorates Building 15, an Armory building, now known as Murama Healing Place. Here, Aboriginal and Torres Strait Islander people “share Aboriginal perspectives of the precinct with members of the public” (according to the Sydney Olympic Park Reconciliation Action Plan).

Spread out over three hectares, this park offers a range of activities for children of all ages. While inspecting the rope course, I turn at the whooshing sound as a row of water spouts rise and fall behind me.

Passing an innovative semi-circle of swings, tunnels, a climbing wall and a water feature (and the rest), I make my way to Spiral Hill.

Exactly as described, Spiral Hill is a spiral path to the top of a small hill. Walking round and round in gradually reducing circles, at one point, high walls topped with razor wire become visible.

My map confirms that this is the back of Silverwater Correctional Centre. Women’s voices, shouts and laughter reach me from over the walls.

Walking down Spiral Hill in now ever-increasing circles, I think about the lives of the inmates and what led them to this place.

‘Lost’ in Newington Armory

While the gates to Newington Armory are open, the buildings inside are closed. Although the train and other places of interest are only open on weekends, I am able to walk around this fascinating part of Australian Defence history. I wander around getting a feel for the place. There’s the Scout Museum and Armory Gallery and many numbered buildings sheltering behind walls built into man made hills.

No one home today

My route through Newington Armory should lead me to a path which exits near the Archery Centre of Sydney Olympic Park. With the area deserted and no one around to ask, I am unsure if there’s a gate at the end of the path and if there is, if it is open. I really don’t want to get stuck in here when they lock the main gates.

A black 4×4 ute drives past. Unfortunately, they’re “only working up there” and “don’t know, sorry” if there’s a gate further on. Just as I decide to walk back to the entrance, an old red car, hazard lights flashing, drives slowly towards me. The young driver tells me there is a gate and explains how to get there.

Through the gate I soon reach the Louise Sauvage Pathway and follow a path that should take me to the Archery Centre. Soon I feel totally disoriented. Walking first one way then the other, quite unsure of where I am, I finally give up my plan to visit the Archery Centre and walk briskly back to the Louise Sauvage Pathway.

The shaded path is a relief from the sun on this unusually hot winter’s day. An ibis flies overhead, a stalk clamped in its long beak. Occasionally a cyclist passes me.  A possum box placed high in a tree provides shelter to local wildlife, while a sign indicates that cats are prohibited and dogs must be on leash.

On my right, a series of duplex style homes face the bushland on either side of Haslam’s Creek.

The teacher explains softly but firmly that “if you roll the ball it might roll away. Pass the ball through your legs to person behind you”.

Nearby a young magpie digs in undergrowth, and I discover another “Spiral Hill” on the other side of the creek. I’ve since learnt that these spiral hills were created to cover ‘remediated landfill’.

Walking away from Louise Sauvage Pathway into suburban Newington, I wonder which if any of the homes around me were part of the Sydney Olympic Village. With Street names like Oceana, Europe and Africa, perhaps athletes from those continents stayed in those streets?

Almost twenty years since the Sydney Olympics, Newington is now a settled, leafy suburb. Many streets are named after athletes who participated in the games. I notice Perkins and O’Neill. Apparently street signs used to have a descriptor of who the athlete was, but these have vanished.

Plenty of Green

Newington is obviously a planned suburb. It almost appears to be a display home centre, with houses varying only slightly in design, mostly painted in shades of cream or white with features highlighted in grey.

Established trees line the streets and with parks and walking tracks there is plenty of green space. After a pleasant walk, I find myself in Pierre de Coubertin Park. Perhaps the accommodation on either side of this park was the Olympic Village?

Newington Marketplace, a circular shopping precinct built around a central grassed area features the usual range of local shops with a number of restaurants and eateries. Workers from a nearby business park sit at tables eating their lunch or return to the office, take-away in hand.

On the way back through the park to the bus stop, I am thrilled to discover the Sydney Olympic Village Memorial. I knew it existed, but no amount of research could point me to its’ location. On a long low wall, brass rectangular plaques list the athletes who participated in the Sydney Olympic Games and the Paralympics.

I’ll Return to Newington

Today has been a most enjoyable day exploring Newington, the nearby Newington Armory and Blaxland River Park. I’ll definitely return, with the family in tow. Newington is worth sharing.

LOL another of the sites I was the accessibility consultant on. They told us the mounds were built in more recent times as a way to ensure public safety over areas that may contain contamination from historical uses of this land including military/armoury activities.

Blaxland park looks like a fun place for kids, next to a not so fun place – Silverwater jail. The Newinton Armory looks interesting as does Athlete’s Village and the Olympic Memorial. Thanks for another great post.

Do take the children there. However, if you visit on a weekend, parking is at a premium. I suggest driving to Rydalmere (if you need to drive) and catch the ferry from there. Otherwise, catch the train to Meadowbank and walk down to catch a ferry from there.

It’s a very well used place and on weekends you can hire bicycles to ride around the many, many paths in and around Olympic Park. We often do this and go as far as the Bicentennial Park have a picnic lunch and return. The Armoury Cafe is always busy on weekends too, so if you choose to have lunch there, book a table!

Quite possibly, many families of inmates make use of the park. It always seems busy.

Valerie, that would make sense. I have been told the park is less busy during the week, but the parking is really at a premium over weekends.

Here’s what you need to know this morning.

New inmates test positive to virus

Four inmates at Silverwater jail have tested positive to COVID-19, Corrective Services NSW said.

The four inmates had just entered custody and were being held at the jail's remand and reception centre. 

The prison routinely tests all new inmates for the virus when they arrive and they are held in quarantine for 14 days before being cleared to move into the general population. 

Staff who were exposed to the four inmates have been directed to go for immediate testing and to isolate until they get a negative result.

Meanwhile, three patients and two staff members from St George Hospital's oncology ward have tested positive to coronavirus, health authorities have confirmed.

As a precaution, the hospital is treating all patients in the ward as close contacts with additional infection control measures implemented.

Two of the three patients who tested positive have had one dose of the vaccine, one patient had not been vaccinated, and both staff members were fully vaccinated.

Woman dies in caravan fire

A woman has died and a man has escaped with burns after a caravan blaze on the Central Coast last night.

Six fire trucks and 30 firefighters responded just after 8:00pm to the caravan fire at the Homeland Park caravan park in Wadalba, near Wyong. 

Fire and Rescue NSW Superintendent Adam Dewberry said despite a quick response by firefighters, the caravan was completely engulfed, with flames threatening nearby structures and two large gas cylinders.

A man, aged in his 50s, managed to escape, while the body of a woman, also believed to be in her 50s , was found inside. She has not been formally identified.

The man suffered minor burns to his hands and was treated for shock and smoke inhalation.

Superintendent Dewberry said it was a tragic reminder to ensure caravans had working smoke alarms fitted to them.

"Smoke detectors save lives," he said.

A crime scene has been established as inquiries into the fire continue.

Calls for walk-up vaccination clinic

In western Sydney, Blacktown City's mayor says it's "unacceptable" that his repeated requests for a walk-in vaccination clinic, to give residents in the ethnically diverse region their COVID jab, have been denied by the State Government.

Tony Bleasdale said the COVID outbreak was "out of control"  and while greater compliance with public health orders was needed, vaccination was equally important.

"If we cannot get a walk-up vaccination centre in Blacktown City, then mobilise ADF medical personnel and naval personnel and set up these vaccination centres in Blacktown ASAP," he said.

"In other LGA'S they already have walk-up vaccination centres. We do not have any — this is absolutely unacceptable."

Blacktown is one of Sydney's hotspot areas with tighter restrictions than the rest of the state lockdown.

COVID-19 concerns for Dubbo

Authorities say they are concerned by the number of COVID-19 cases emerging in Dubbo in the state's central west.

Of the 99 active cases in the Western NSW local health district, more than 90 are in Dubbo and 40 per cent are in children aged 10-19.

Several schools have been shut after students and staff tested positive.

Chief health officer Kerry Chant said she was particularly concerned about the impact the virus was having on Aboriginal communities in the area. 

ADF personnel will arrive in the western city today to help local health officials, whose resources are stretched. 

Communities in Bourke, Parkes, and Lennox Head were told to be vigilant after traces of the virus was found in sewage.

Kean pushes climate action

NSW Environment Minister Matt Kean.

NSW Liberal Environment Minister Matt Kean will today call for an end to climate change politics based on "vested interest".

"Australia should not be a climate laggard. We should be a climate leader," he will tell the Better Futures Forum. 

"We need to move beyond a politics focused on vested interest to a politics focused on the national interest."

Prime Minister Scott Morrison last week said any further commitments made by Australia would only come after an analysis of the costs of meeting those commitments.

Mr Kean urged a different approach, saying: "Too often political leaders in Australia have focused on the cost of taking action on climate change.

"The reality is taking action on climate change should not be about the cost to our economy but rather, about the dividends from preserving our planet and setting our country up for the future."

A 24-year-old inmate has allegedly been murdered while being held on remand at a maximum security jail in Sydney's west.

NSW Police on Thursday evening said they'd charged a 28-year-old man with murder after the younger man's body was found by Corrective Services staff at Silverwater's Metropolitan Remand and Reception Centre about 6.30am.

The suspect Peter Juyong Ahn was previously charged with inflicting grievous body harm on a cellmate in Parklea in April.

Despite this Corrective Services still housed him in a cell with another prisoner.

'There is no indication as far as we are aware of in these initial phases of the investigation that this was about to occur,' Assistant Commissioner of NSW Police Custodial Corrections, Kevin Corcoran, told Seven News . 

'I would like to extend my deepest sympathies to the family and friends of this particular man.' 

The accused will appear before the Burwood Local court on Friday. 

'Every aspect of the incident, including management and placement of the inmates involved, response times and action, will be thoroughly reviewed,' a police spokeswoman said in a statement.

Riding the Metro with Lena was a real adventure and a lot of fun. In Saint Petersburg we found Anna well versed in the history of the Tsars and in the Hermitage collection. Arkady in Veliky Novgorod was a very good guide and answered all of our questions with ease. Novgorod was perhaps a long way to go for a day trip, but we did enjoy it. Vasily was a great driver to have and kept us safe with good humour and skill. We enjoyed ourselves so much, my daughter says she is already planning to return. We would both have no hesistation to recommend ExpresstoRussia to anyone we know.

Just wanted to let you know that My grandson Bruno and I couldn´t have been more pleased with our week in Moscow (6/15 - 6/21). We were absolutely enchanted with the whole experience, including getting lost a couple of times in the Metro during our free time. Although both our guides (both Eleanas) were excellent, I would particularly commend the first one (she took us to the Tatiakov, the KGB tour, and to that beautiful cemetery where so many great Russian artists, authors, composers, musicians, militarists, and politicians are buried). What is the best time to visit moscow.

Do they speak English in Moscow?

As Russia’s capital city, tourists are well accommodated in Moscow. There should be English-speaking staff in restaurants, bars, hotels, shops and attractions in tourist hotspots, and there are also English-speaking tourist police. Transport services have English translations on their maps and English announcements via intercom; alternatively, order taxis from the Yandex Taxi app (Russian Uber), though it’s unlikely that your taxi driver will speak English. If you get stuck and cannot communicate, it’s fine to use Google Translate.

Is it safe to travel to Moscow?

It is no less safe to travel to Moscow than to any European city if you exercise common sense and look after your belongings. As with every city some regions can be more unsavoury than others, but no tourist attractions are located there. The traffic in Moscow is notorious, so exercise caution when crossing roads. Do not take unlicensed taxis; book in advance or take public transport, which is widespread and perfectly safe. If you encounter any problems, look for the special tourist police who can help you.
