Tourism Satellite Account 2018-19, Uttarakhand

Tourism is  clearly an important activity in Uttarakhand in view of its immense contribution to both revenue generation as well as employment creation in the State. It is in this context that the present study, NCAER undertook this study to prepare a Tourism Satellite Account (TSA) for quantifying the economic value of tourism in terms of the Gross Value Added (GVA) it generates and the number of jobs it creates in the State, assumes great significance. Based on the methodology delineated by the United Nations World Tourism Organisation (UNWTO) in its publication called “Tourism Satellite Account: Recommended Methodological Framework, 2008 (TSA: RMF 2008)”, this study adopts the internationally adopted framework of TSA tables and accounts to arrive at the economic value of tourism, at the sub-national level, for Uttarakhand. This value is referred to as the direct share of tourism to the economy. In addition, this study estimates the indirect share of tourism, which results from its linkages with other sectors of the economy.

Uttarakhand aims Rs. 20,000 crore+ investment in tourism

Offers 100 PPP projects by 2030

Realising that tourism could be a major contributor to state’s GDP, the Govt. of Uttarakhand is focussed on creation of tourism circuits and destinations along with supporting infrastructure by inviting private sector investments in hospitality and tourism projects. The government has identified 40+ locations for new and innovative tourism product development with private participation.

The State Tourism Department has earmarked 200+ acres of land bank for development of tourism. The Department has decided to offer as many as 13 greenfield luxury hospitality project worth Rs. 2,900 crore to private players. Also on the offer is the upgradation and O&M of state’s 11 guesthouses at the cost of Rs. 320 crore.

To attract the investment, Uttarakhand is offering up to 25% capital subsidy in form of allotment of land from Government Land Bank or Capital subsidy of up to 25% of CAPEX in case of privately acquired land.

The state has launched Tourism Policy, 2023 to support growth of the sector.

• Up to 100% capital subsidy for tourism products and services

• Incentives for marketing an promotion

• Incentives for training and skilling

• Heli transport and stamp duty incentives

• First of its kind policy ‐ Providing incentives to existing units and Incentives for premium hospitality, MICE, foreign tourist attraction etc.

According to the Policy 2023, tourism to contribute US$ 10 billion to Uttarakhand’s economy annually and at least 15% of the State’s GSDP. The idea is to increase average length of stay of tourist in Uttarakhand to 4-5 days as well as to increase foreign tourist visits as a proportion of total non-religious tourist visit in Uttarakhand to 5%.

Uttarakhand opens 30 new peaks & 10 trails for climbers

The move follows the central government’s decision in August 2019 to open up 137 Himalayan peaks across Uttarakhand, Himachal Pradesh, Sikkim, and Jammu and Kashmir. Incidentally, a proposal was received to open 51 such peaks and treks in Uttarakhand. However, the state after analysing the peaks and their criticality to the country’s security and ecosystem have kept 11 peaks out of the purview of climbers.

Tourism sector holds strategic importance in the Indian economy providing several socio economic benefits. Provision of employment, income and foreign exchange, development or expansion of other industries such as agriculture, construction, handicrafts etc. are some of the important economic benefits provided by the tourism sector. In addition, investments in infrastructural facilities such as transportation, accommodation and other tourism related services lead to an overall development of infrastructure in the economy. Uttarakhand is rich in scenic beauty with healthy climate and ample avenues for adventure sports and eco-tourism. River rafting, trekking, rock climbing, camping etc. are emerging as serious tourism businesses. As per CSO data, this sector is a leading contributor to the service sector GDP of the state. The main objective of the research paper is to examine the status, scenario and growth rate of tourism industry in India and Uttarakhand in particular. The socio economic impact and effect of Himalayan Tsunami on the tourism industry in the state of Uttarakhand has also been covered in the present study. During 2012 the foreign tourist data was just 2.38 million but it augmented three fold in a decade to 6.97 million in 2013 with an average annual growth of 28.78%. At present India’s global ranking in terms of total tourist arrival is 42 and in terms of FEE it got 16th position which means that India is one of the most favoured nations of the world in top 50 tourist countries. India can increase its standing in the list of most favoured nation if it will take care of negative incidents. The Uttarakhand tourism industry also shows the almost same trend as in case of Indian tourism but instead of continuous increase in the total number of tourist arrival it shows decrease in number (2008-2013) because in this hilly state there were so many negative incidents happened like continuous landslides and cloud outburst in rainy season and as it is a tourist dominant state of all the seasons. The total tourist arrival in Uttarakhand is doubled in a decade but if we exclude 2013 then we can observe that it tripled in 2012 but due to Himalayan tsunami the tourism trend in Uttarakhand is badly affected by a negative growth rate of - 28.07%.

Tourism plays an important role in employment generation and economic growth of the country. It is accepted as the potent engine for inclusive social economic progressive at universal level through its forward and backward linkage and ability to create employment in the economy. The modes of tourism are discussed broadly and suggestions are given appropriately for sustainable development of tourism. It reveals that the pilgrimage tourism has been practicing here for centuries. Presently, mass tourism as mountaineering, trekking, skiing and river rafting is being common. The practices of tourism have a significant impact on the economy as many of the small towns emerged as the major service provider centers and the economy of the region grew tremendously. But, at the same time, its impact fell badly on the environment and the tourist places and pilgrimages have received severe environmental implications.

The Himalayan region in India remains a popular tourist destination as it attracts massive inflow of tourist round the year. The present study is focused on Uttarakhand as it provides both adventures and pilgrimage tourism along with educational tourism which made it one of the most important regions of Himalaya in terms of tourism. The state of Uttarakhad is divided in to two divisions the NorthWestern division is known as Garhwal and SouthEastern division is known as Kumaon. It is a hill state with beautiful forest and snow-capped mountains and sacred pilgrimage spot which attract touristsaltogether. It is a developing state and tourism plays an important role for generating the employment opportunities which provides source of living to local community. The tourism industry in the state creates environmental and socio economic consequences. The mountain tourism requires major concern as the massive infrastructural developmental activities are occurringfor the promotion of tourism with even estimating the tourism carrying capacity. The present study is focused to understand the general framework of tourism management for understanding problem's related to the region's requirement with " S " curve analysis and destination discontinuity for shifting the inflow of tourists from one destination to another destination for make this region a popular spot for tourists.

Tourism has become a huge industry in the contemporary world and India is also not an exception. This paper differentiates between tourism as a commercial activity and Tourism as liberating experience. Sometimes it has been argued and accepted it as an industry and also seen as an economic activity. The paper also argues that Does the limitation of tourism practices has been limited to selling and buying of each and every available resources to the tourists and making profit or apart from capitalising they are also focused on providing the social benefits for the communities and tourist as well. Taking an example of Uttarakhand the paper is addressing the problems that are being faced by the communities due to this industry and the understanding of tourism as a mode of consumption until its exploitation. This paper also focuses on the former meaning of tourism which was supposed to be exploring the new geographical location, cultural exchange, sharing of knowledge, exploring and how this massive industry has turned out to be the symbol of consumerism.

This study is an attempt to analyse the recent growth of tourism in north eastern region of India based on secondary sources of time series data. In order to understand the variation of tourist inflow and the resultant revenue generation, a time period of 2005-06 to 2016-17 has been considered for the study. The study basically investigates the state wise trends and annual growth rate of domestic as well as foreign tourist's inflow across the eight north eastern states of India during the time period. The study also examined the growth rate of tourism revenue and its contributions to state GDPs across selected north eastern states of India. The findings of the study reveals that, States like Assam, Sikkim and Arunachal Pradesh have shown better performance in attracting more domestic as well as foreign tourists over the study period. So far as foreign tourist's inflow is concerned, Sikkim and Arunachal Pradesh have attracted maximum tourists of this category. It has found that, contribution of tourism revenue to state GDPs by north eastern states is very negligible. The study clearly reveals that, Sikkim is the topmost performer in tourism in recent years. Thus, enormous potentialities of tourism industry can become a significant sector towards economic growth of north eastern region of India. Policy makers and other stakeholders are expected to get fruitful information from this study to design suitable policies in favour expansion of this industry.

Abstract: Despite of so many unique and natural beauties the North-eastern region of India is still place of least visited in India. Though the Government of India has been providing the financial assistance for development of tourist Infrastructure and promotion and marketing, the performances and development of the tourism in states is totally different. In this context, the present paper examines the tourism in North-eastern states of India. Major findings are the inflows of tourists are higher in Assam state and lower in Nagaland. Tourism sectors share in Gross State Domestic Product (GSDP) is high in Assam. As for the growth rate of tourists’ influx is concerned, the growth rate in Arunachal Pradesh is much higher with 55 percent compared to other states. Further, the Density of Tourist Population (DTP) and The Percapita Tourist arrival (PCT) is high in Sikkim with 101.57 and 1.19 respectively and lowest in Nagaland with 1.35 and 0.01. The major constraints of North-east tourism development and uneven performance among states are insufficient funds, lack of infrastructure, transportation, lack of alternatives means of transport, Marketing, boundary issues, terror effect and permit period.
