In this article, we will discuss the requirements for travel to Singapore from the Philippines, as well as travel documents required for Singapore. We’ll also talk a bit about the Singapore Arrival Card (SGAC) for Filipino tourists.

Yes, all Filipino travelers are welcome to Singapore regardless of COVID-19 vaccination status. But in this article, we’ll keep it specific to vaccinated tourists only so it’s easier to understand.

Now let’s talk about what the entry requirements from Philippines to Singapore are.

Requirements for Travel to Singapore from Philippines (2023)

The country is slowly opening their borders and easing Singapore travel restrictions, you only need a few requirements to be able to travel as a tourist.

Fully vaccinated travellers can enter Singapore with no entry approvals, pre-departure tests, on-arrival tests and quarantine required. (Fully vaccinated and non-fully vaccinated children aged 12 and below by year of birth will be allowed to enter Singapore.)

Are you a Filipino citizen who would like to travel to Singapore in 2023 as a  vaccinated tourist ? Here are the Singapore travel requirements you need:

1. Valid Philippine passport

As usual, ensure your Philippine passport has at least 6 months remaining before expiration, or you won’t be allowed to board (or even check in for your flight).

2. Recognized Proof of Vaccination (Certificate of Vaccination)

Another Singapore entry requirement for post-COVID travel is a recognized vaccination certificate.

3. Singapore Flight Tickets

Of course, you’d need to secure roundtrip tickets to Singapore since you’re travelling as a tourist.

Roundtrip tickets mean you have a flight from Philippines to Singapore, and another return flight ticket from Singapore to Philippines, so you can avoid getting offloaded .

You can keep a screenshot of your flight tickets in your phone. Based on my experience, though, the Philippine immigration prefers printed copy of your flight details so it’s good to also have one just in case.

4. Confirmed Hotel Booking

This next travel requirement is mostly required by the Philippine immigration department to make sure you’re travelling as a tourist abroad.

A confirmed booking document is as proof that you’ll be staying in one of Singapore’s accredited hotels or hostels. Here are the top-rated hotels in Singapore:

5. travel insurance.

ln the past, Singapore required travel insurance for Filipino travelers. But now, there is no need for travel insurance for fully-vaccinated short-term visitors.

BUT it’s different because the Bureau of Immigration in Philippines is requiring Filipinos to have travel insurance .

If you’re travelling internationally as a Filipino tourist, you NEED to have:

Travel and health insurance to cover travel disruptions and hospitalization in case of COVID-19 infections during their allowable period of stay abroad

6. Singapore Arrival Card (SGAC)

3 days before arrival to Singapore (including the day itself), you’re required to submit SG Arrival Card and e-health declaration via the official and free e-service on the Immigration & Checkpoints Authority (ICA) website.

When you visit the Immigration & Checkpoints Authority (ICA) website, make sure to click on the Foreign Visitors section like this:

Yes, Singapore arrival card (SGAC) is still a travel requirement for travel to Singapore from the Philippines.

The SGAC is an electronic document that can be applied for completely online. Here are important details about it:

  • SGAC is valid for a single entry into Singapore.
  • Furthermore, entry to Singapore must be done in the 3 days following the approval of their Arrival Card, or this will expire.
  • Filipino travelers who wish to re-enter Singapore will need to get a new Arrival Card each time they travel.
  • Filipino citizens can use the SGAC to enter Singapore for tourism , leisure, medical treatment, business, or study (together with the visa, when required). Entry is allowed via air, land, or sea.

A Philippine Visa is an endorsement made on a travel document/passport  by a consular officer at a Philippine Embassy or Consulate abroad denoting that the visa application has been properly examined and that the bearer is permitted to proceed to the Philippines and request permission from the Philippine Immigration authorities at the ports of entries to enter the country.

Visiting Singapore

We welcome all visitors to Singapore. To ensure you have a successful and memorable trip, please read on to find out what you need to know.

You should submit your personal information, trip details and health declaration electronically within three days prior to the date of your arrival in Singapore. This can be done using the SG Arrival Card e-Service.

Please note the SG Arrival Card is  not  a visa and the use of the SG Arrival Card e-Service is  free of charge .

You can submit the SG Arrival Card via https://eservices.ica.gov.sg/sgarrivalcard/  or through " MyICA " mobile application that can be downloaded for free from either the App Store  (iOS) or Google Play  (Android). Please refer to entry requirements for more information on entering Singapore.

You will receive your SG Arrival Card in the form of a PDF document (applicable for web service only, see below for a specimen) or email once ICA has successfully processed your submission. Please note that the SG Arrival Card comes with a unique DE Number that accompanies your passport number.

You must present yourself for immigration clearance at a point of entry into Singapore. You must satisfy the basic entry requirements before you can be considered for entry. The grant of an immigration pass will be determined by the ICA officers at the point of entry.

From 11 March 2022 , all foreign visitors arriving in Singapore will be notified digitally of their Visit Pass (e-Pass) through email. There will not be any endorsement on your passport. The e-Pass notification will indicate the period of stay granted and last day of stay allowed. Please ensure that you provide a valid email address when submitting the SG Arrival Card .

If you hold a travel document issued by one of the listed countries or places, you will require a valid Singapore visa to travel to, and seek entry, into Singapore. Please refer to  visa requirements  if you require a Singapore visa and for more information.

Upon successful processing of your visa application, you will be issued an e-visa in the form of a PDF document.

Please note that possession of a valid visa does not guarantee entry into Singapore . The grant of an immigration pass will be determined by the ICA officers at the point of entry. The period of stay granted is not tied to the validity of your visa.

If you are eligible for a visa-on-arrival (VFA) and choose to obtain your visa upon arrival at Singapore’s Changi Airport or land checkpoints, the processing is immediate. You will receive your visa at the point of entry .

Singapore’s visa policy is simple and the country is very open to visitors. Most nationalities can enter visa-free and enjoy stays of either 30 or 90 days. The rest can obtain an e-Visa although a local Singaporean contact or a visa agent is a requirement.

Owing to digitalization, entering and leaving Singapore is seamless through one of the automated lanes. If you’re eligible, you won’t even have to speak to an immigration officer!

Passport holders of 163 countries and territories can travel visa-free to Singapore for 30 or 90 days.

Those who aren’t visa-exempt must obtain a tourist visa. There are two ways to do that. The first is an e-Visa through a Singaporean contact. The second is through an authorized visa agent or a Singaporean embassy.

Lastly, certain nationalities can take advantage of the Visa Free Transit Facility (VFTF) if in transit in Singapore to or from a third country. This option allows stays for up to 96 hours (4 days).

Singapore does not offer Visa on Arrival.

Entry Requirements

These entry requirements apply to all foreign citizens entering Singapore:

  • At least 6 months of passport validity
  • Valid visa unless visa exempt or using the Visa-Free Transit Facility (VFTF)
  • Completed SG Arrival Card
  • Return or onward ticket
  • Proof of sufficient cash for your stay

Immigration officers very rarely ask for the last two. If you use the automated gates, you will not be asked for any proof.

It is also a good idea to check the list of Prohibited and Controlled Goods as Singaporean Customs can be a lot more curious.

The nationalities that require a Singapore tourist visa are split into two levels. 

The main difference is that Level II countries must also submit a Letter of Introduction for Visa Application (LOI).

Assessment Level I Countries

  • North Korea
  • Turkmenistan

Assessment Level II Countries

  • Afghanistan
  • South Sudan

Visa Requirements

Even though it’s an e-Visa, as an applicant, you cannot apply for the e-Visa on your own. The e-Visa application must be submitted by a local Singaporean contact or applied through an authorized visa agent approved by ICA such as VFS Global. 

The Singaporean contact must be at least 21 years old, a legal citizen or resident of Singapore, and have access to SingPass , the Singapore Identity Verification app.

Both Level I and Level II are required to submit:

  • Completed and signed Form 14A
  • A passport-sized color photograph taken within the last 3 months. These are the photo requirements .
  • A photocopy of your passport biodata page

Level II countries are additionally required to obtain:

  • Completed Form V39A which is a Letter of Introduction for Visa Application (LOI), issued by a local contact in Singapore.

Finding a local contact for LOI may prove troublesome for some travelers. A LOI issued by your Embassy can also be accepted if you are unable to secure an LOI from an individual.

The application costs 30 SGD (~22$).

If your application is successful, your Singaporean contact or the visa agent can send you the e-Visa file. You must print it and present it on arrival to enter the country.

Applications are processed within 3 working days (excluding the day of submission).

Singapore Visa-Free Transit Facility (VFTF)

The Visa-Free Transit Facility (VFTF) allows entry into Singapore for up to 96 hours under certain conditions.

Eligible Countries

The following countries are eligible for VFTF:

Requirements

India and china.

Nationals of India and China are eligible for VFTF if they meet the following requirements:

  • Enter Singapore by any mode of transport but leave only via air or sea to a third country. You may be asked to show an onward ticket departing Singapore within 96 hours. Flight, ferry, and cruise tickets are allowed.
  • Have a valid visa or long-term pass (valid at least one month after the date of entry into Singapore) issued by or allowing entry into any of the following countries:
  • United States of America

Schengen visas allow entry to both Germany and Switzerland, so they are accepted even if issued by another country.

  • If traveling on a single entry visa from one of the countries above, you may be eligible for the VFTF on the return from your journey if:
  • You travel directly from the country that issued the visa, through Singapore, back to your home country;
  • You have not been to your home country since you last used the visa.

All other countries

For the other countries on the VFTF list, these requirements are in place:

  • Enter Singapore by any mode of transport but leave only via air to a third country. You may be asked to show an onward ticket departing Singapore within 96 hours. Only flight tickets are acceptable.

Visa-Free Transit

Visa-free transit does NOT allow you to enter Singapore!

You are considered a transiting traveler if you travel via Singapore without clearing immigration. All nationalities are eligible.

As a transiting passenger, you are allowed to stay within the transit area of Singapore Changi Airport.

Most layovers don’t require you to clear immigration. However, be careful with low-cost carriers and tickets booked separately. If that’s your case, you likely have to pass through immigration and customs and recheck your luggage. In that case, you must have a visa or be visa-exempt.

SG Arrival Card

The SG Arrival Card is mandatory for all visitors to Singapore regardless of nationality.

You can complete the SG Arrival Card online up to 72 hours before arrival. There’s no minimum required time before arrival so you can complete it at the airport too.

The SG Arrival Card is automatically linked to your passport information. If you don’t complete it properly, automated lanes will reject you and you must see a border officer to amend it.

Automated Clearance

Singapore has made strides towards complete automation of its borders. It is expected that soon all arrivals will be processed through automated lanes. For now, these are the eligible countries:

The procedure is quick and straightforward. If this is your first time in Singapore, the machine will also collect your fingerprints, an iris scan, and a face picture.

You will NOT receive a stamp on your passport. After entry, you will receive an email to the one you provided in the SG Arrival Card with the last day of stay allowed in Singapore.

Exit is also automated.

Does singapore require a covid test or vaccination certificate.

All Covid-related restrictions were dropped on 13 February 2023. There are no requirements regarding testing or vaccination.

Is the SG Arrival Card still required?

Yes. All arriving travelers must complete and submit it to enter Singapore. Complete online here .

Can I get an SG Arrival Card at the airport?

Yes, you can. Regardless, it’s still online.

What documents are required to enter Singapore?

  • Passport valid for at least 6 more months;

Can I transit at Singapore Changi Airport without a visa?

Yes, you can, regardless of nationality, as long as you don’t leave the transit area.

Alternatively, you may be eligible for a visa-free transit facility allowing stays inside Singapore for up to 96 hours.

    Singapore is an island city-state on the southern tip of the Malay Peninsula in Southeast Asia. Singapore’s green sanctuaries and vibrant cities bustle with state-of-the-art architecture, luxurious resorts, history-rich neighborhoods, lush parks and gardens, beautiful waterfalls, and exciting world-class sites and events. For entry into Singapore, some foreign nationals can enter visa-free, while others are required to obtain a visa. You are advised to apply for a Singapore visa within 30 days prior to your trip to Singapore. Please note that a visa does not guarantee entry into Singapore, as the Immigration and Checkpoints Authority (ICA) makes final entrance determinations.

    Required Documents for Singapore Tourist Visa

    The following are the required documents for online application through your local contact or authorized visa agent or strategic partner:.

    For applicant:

    • A completed visa application Form 14A
    • One (1) photocopy of applicant’s biodata passport page, valid for at least 6 months from entry date into Singapore

    • on non-reflective, matte or semi-matte finish paper

    For Singapore local contact or strategic partner (if applicable):

    • A completed Form V39A

    These are the required documents for your application through the Singapore embassy, consulate or VAC:

    • One (1) photocopy of your passport biodata page and all passport pages bearing prior travel records
    • Return/onward ticket
    • Hotel reservations

    For local sponsor:

    • Photocopy of Singapore ID card

    Singapore Tourist Visa Application Steps

    Once the required documents have been gathered, make a copy for yourself and apply for your Singapore Visa through the following steps:

    Application through Singapore embassy, consulate, or VAC abroad

    Complete Singapore Visa application form online, or make a print out of the form and fill it out by hand then sign it. You will have to fill in data regarding your personal information and details about your stay in Singapore.

    Submit your Singapore visa application at the nearest Singapore embassy, consulate, or authorized Visa Application Center (VAC).

    The processing fees will be collected at the time of submission for each application.

    Receive your approved Singapore visa to your email or third-party service provider.

    Online Application

    If you have a local contact, who is a Singapore citizen or permanent resident, with a “SingPass” account, your local contact can apply online for a Singapore visa on your behalf, via the SAVE system at the Singapore Immigration & Checkpoints Authority (ICA) website. Your local contact can print a copy of your approved e-Visa through the online SAVE system.

    Singapore Tourist Visa Fees

    The Singapore visa processing fee is $30 and is non-refundable. For e-Service visas, you can make payment online with a major credit/debit card (MasterCard or Visa).

    Where to apply for Singapore Visas

    Within Singapore: A Singapore national, permanent resident, or authorized strategic partner can apply online on your behalf, via the SAVE system.

    Outside Singapore: You can apply for a Singapore entry visa at your nearest Singapore embassy, consulate, or visa authorization center (VAC).

    When to apply for Singapore Visas

    It is advisable to apply for a Singapore Visa within 30 days of your planned trip to Singapore, as times may vary depending on the individual application. For this reason, we advise you to apply well in advance of your planned trip.

    Singapore Tourist Visa Processing Time

    Your Singapore visa will be processed within 3 business days, after the day of your application.

    For Approved Singapore visa applications

    Once the Singapore Visa has been approved, you can legally enter Singapore and stay for the maximum number of days permitted within the visa’s validity period.

    For Denied Singapore visa applications

    If your Singapore visa application has been rejected, you can appeal within one month of the rejection date to [email protected] .

    To process your appeal, the following documents must be submitted:

    • Passport copy
    • In the case of application through a local contact, a signed letter by local contact requesting ICA to reconsider applicant's visa and reason for reconsideration
    • Any supporting documents
    • NRIC (National Registration Identity Card) date of issue of the local contact
    • Note: Appeal processing times are approximately 14 business days. Times may vary, as each appeal is reviewed on a case-by-case basis. Local contacts can track the visa appeal status online.

    Singapore Entry Requirements

    A Singapore Entry Visa is your pre-permission pass to request entry into Singapore. Once you are approved for a Singapore Visa to travel to Singapore, you must then obtain the permission to enter Singapore. Before ICA can consider you for entry into Singapore, you must meet the following basic requirements:

    • A Singapore Entry Visa
    • A submitted SG Arrival Card: All travelers are required to submit their health declaration information to ICA, within three days before their arrival in Singapore. You can apply via the SG Arrival Card e-Service or through a “SG Arrival Card” mobile application. Please note that the SG Arrival Card is not a visa or pass to enter Singapore.
    • Sufficient funds for your stay
    • Confirmed onward airline ticket (if applicable)
    • A yellow fever vaccination certificate, if coming from a country with risk of yellow fever transmission (listed here ).
    • Proof that you can enter your next destination (visa)

    To be permitted entry into Singapore, you must obtain a Singapore Visit Pass. As of 10 October 2021, all foreign nationals arriving to Singapore by air will be emailed a digital Visit Pass (e-Pass), which substitutes a passport entry stamp. Your digital e-Passes will state the maximum duration period you are allowed to stay in Singapore. Please note that the duration stay period of your entry pass is different than the validity period of your entry visa. Some countries may be eligible for Visa-Free Transit Facilities (VFTF), a visa-free 96-hour transit in Singapore. Eligible countries include Georgia, India, China, Turkmenistan, Ukraine, and the Commonwealth of Independent States.

    Traveling To Singapore

    Singapore is an Island nation located in the Far East region of Asia.     What Is A Business Visa To Singapore?

    A business visa is a document issued to foreigners from non-visa-exempt countries. Citizens on the visa-exempt list do not require visas, but those from non-visa-exempt countries do. The Singapore visa allows the holder to enter the Island and do business for a period. 

    A business visa is a multiple-entry visa valid for up to 2 years and allows you to stay for 39 days. Interested visitors are advised to apply for the visa at least two weeks before their planned travel date. The good thing about holding a business visa is that you can also visit family and friends on the Island, not only for business purposes.

    Processing Time

    You can receive the visa at least 5-7 working days after the embassy receives your application.

    Singapore Business Visa Eligibility

    Only applicants who meet the following eligibility requirements will be issued a visa.

    Clear intentions:  Your intentions for visiting the country should only be for a short time, not extended stays.

    Financially Capable: You must be financially capable and show evidence of that effect. A statement of account will be requested.

    Return Home:  You must show evidence that you intend to return to your home country after your visit because you have strong family ties.

    Character & Health:  You must be of good character and provide a Valid and signed police report to that effect. You must also meet the minimum health requirements of the health ministry of Singapore.

    Singapore Business Visa Requirements

    Find below the documents required for a business visa to enter Singapore

    Completed Form V39: You must complete the business visa application form. Make sure you only provide valid information and sign it.

    Passport: A passport with a minimum validity of 6 months and at least two blank pages for Singaporean immigrants to place their stamps.

    Invitation Letter:  The host inviting you to Singapore must issue a signed letter attached to your application.

    Cover Letter: A Signed cover letter explaining the purpose of your trip.

    Confirmed Ticket: A confirmed Air ticket for the return trip to your home country.

    Bank Statement: A bank statement for the last six months sealed with the official seal of the bank 

    Aside from these documents, additional documents may be requested, such as a hotel reservation and a travel health insurance certificate, depending on the country you are coming from. You may be asked to provide an employment card or proof of business registration, among other things.

    Important Notice

    Singapore business visas are issued to applicants under the condition that the visitor enters the country for the purpose for which the visa is issued and that they will remain law abiding throughout their stay in the country. Holders of business visas are not allowed to work in Singapore as the visa doesn't qualify them for work permits.

    Those caught engaging in any direct paid employment will be sanctioned. Furthermore, visitors are advised not to overstay but must depart on or before the last allowed under their visa conditions.

    Applicants have two options; one is to visit the Embassy to apply in person, and the other is to apply online. While the embassy option is open to all nationalities, the online option is not. For in-person applications, you will need to book an appointment with the embassy a d submit physical copies of all documents.

    The Philippine Government declared Martial Law on the entire island of Mindanao on 23 May 2017 following clashes between government forces and a terrorist group in Marawi City. The Martial Law was lifted on 1 January 2020 while the state of national emergency in Mindanao was lifted in July 2023. Notwithstanding the lifting of Martial Law and the state of national emergency, travellers should note that there have been sporadic security incidents in the past few years such as bombings in Sulu in August 2020, in Cotabato City in January 2022, in Maguindanao in April 2022, in Koronadal City in May 2022 and in Marawi in December 2023 respectively. Singaporeans travelling to or residing in the affected areas of Mindanao are strongly advised to take all necessary precautions for their personal safety, including monitoring the local news and heeding the instructions of the local authorities. Singaporeans should remain vigilant and where possible, avoid crowded places, public gatherings, and areas where there are ongoing police or security operations. Singaporeans should also purchase comprehensive travel insurance and be familiar with the terms and coverage. Singaporeans are encouraged to eRegister with the Ministry of Foreign Affairs at https://eregister.mfa.gov.sg/ so that they can be contacted should the need arise. Singaporeans are also advised to stay in touch with their families and friends so that they know you are safe.     Whether or not a foreign citizen needs a visa for the Philippines depends on a variety of factors , the main ones being:

    A visitor visa to the country can be obtained through an Embassy or Consulate. Citizens of Taiwan need to complete an online form with a valid passport in order to obtain their eTA for the Philippines .

    Travel visa and documents required to enter the Philippines

    The Philippines has visa exemption agreements with several countries around the world.

    Therefore, a great number of nationals are not required to apply for a visa. However, all foreigners who wish to enter the Philippines must meet the following requirements :

    • Passport valid for 6 months past the expected stay
    • Roundtrip flight itinerary
    • Hotel or accommodation reservations
    • Cash, debit or credit card

    Upon arrival in the Philippines, incoming passengers must go through border control.

    All travelers should keep the following in mind regarding Philippine customs regulations :

    • Firearms  are forbidden
    • Certain items like alcohol and tobacco can be imported duty-free in small amounts only
    • Foreign currency of more than US$10,000 and local currency of more than P10,000 must be declared upon entry or exit

    A Philippine Visa is an endorsement made on a travel document by a consular officer at a Philippine Embassy or Consulate abroad denoting that the visa application has been properly examined and that the bearer is permitted to proceed to the Philippines and request permission from the Philippine Immigration authorities at the ports of entries to enter the country.

    The visa thus issued is not a guarantee that the holder will be automatically admitted into the country, because the admission of foreign nationals into the Philippines is a function of the immigration authorities at the port of entry.

    Definition of a Foreign Tourist (Temporary Visitor)

    A “foreign tourist” is defined as a person without distinction as to race, gender, language or religion, who is proceeding o the Philippines for a legitimate, nonimmigrant purpose such as sightseeing, sports, health, family reasons, training or study (excluding enrollment in schools for the purpose of obtaining a title or degree), religious pilgrimage, business, cultural and scientific purposes.

    Standard Procedure/Minimum Requirements for applying a Temporary Visitor’s Visa

    Application for a temporary visitor’s visa must be made in person. In the case of a minor under eighteen (18) years of age, the application may be made for him by a person who, in the opinion of the consular officer, is responsible for his/her welfare. The minor, not an infant in arms, shall be required to appear at the Consulate for interview, together with the person making the application for him/her.

    Applicants for temporary visitor’s visa should normally apply at the Philippine Embassy or Consulate that has jurisdiction over their place of residence. While some visa applicants may apply at any Philippine Embassy or Consulate abroad, others are only allowed to apply his/her visa at the Philippine Embassy or Consulate in his country of origin or legal residence.

    The following are the minimum requirements for applying a temporary visitor’s visa:

    • Passport/Travel Document Valid for at least six (6) months beyond the intended period of stay in the Philippines;

    • Proof of bona fide status as tourist or businessman;

    • Affidavit of consent by either parent or legally appointed guardian of the child, naming therein the person who will be accompanying the child to the Philippines and with whom the child will stay while in the country. The said Affidavit must be duly notarized by a local notary public or the consular officer at the Philippine Embassy or Consulate in the applicant’s country or residence;
    • Clear photocopy of the data page of the child’s passport;
    • Clear photocopy of the data page of the passport of the accompanying adult or guardian; and
    • Payment of immigration fees (currently, P3,120 per child).

    • List of members of the reportorial team, nationality and passport details;
    • Planned itinerary and activities, with storyline for any films to be made;
    • List of equipment to be brought by each team member, with certification from the media organization that said equipment will be re-exported at the end of the trip to the Philippines;
    • Flight details (arrival and departure); and
    • For each team member, one (1) photograph, sixe 1″x1″, to be submitted to the International Press Center (IPC) for the issuance of accreditation card.
    • Letter request;
    • Certificate of Acceptance from the school accredited by the Bureau of Immigration to accept foreign students;
    • Photocopy of passport reflecting the applicant’s authorized period of stay;
    • Affidavit of Support and Proof of Financial Capacity; and
    • Birth Certificate.

    Extension of Authorized Period of stay in the Philippines

    In case of a temporary visitor’s visa holder whose stay in the Philippines will exceed the authorized period of stay, he/she will have to report to the Bureau of Immigration, secure an extension of stay and pay the corresponding immigration fees.
