You can browse listings on your own or submit a no-obligation  housing request. When you send a request, the CHBO team searches for you and then sends a tailored list of properties that meet your budget and needs via email. The company also offers customer care by phone or online chat 24 hours a day, seven days a week.

Fees:  No fee to search properties or contact owners; CHBO charges owners an annual or monthly fee for their listing.

6. CraigsList (CL)

For most nurses who take the stipend, finding the most safe and comfortable housing at the lowest rate is the goal. That’s where Craigslist (CL) comes in. 

Wait, I know what you’re thinking. And the answer is yes. Nurses still use CL to find housing. The online directory has been around since the 1990s and is free to use. 

The problem is that most travelers will tell you that CL has more scams than other sites. So, be wary of the red flags we cover below. That said, you can typically find bargains on CL without the fees that other sites add in.

Although Zillow is well regarded as the finest option to search for yearly leases or properties to buy, it will also have a fair number of short-term leases. To find them, search rentals by city, add “furnished”, and add the keyword “short term”. You can also add parameters for price, features, and even the type of housing.  

The best feature that Zillow offers over other sites on this list is third-party data about the neighborhood, including a  Walk Score and Bike Score. These walkability rankings can help you plan whether or not you’ll need a car and how you will get around town. It is a useful tool even if you don’t book through Zillow.

Zumper is the largest privately owned rental platform in North America, boasting more than 178 million site visits annually. Zumper has a huge bank of listings because it links to additional sites, including VRBO, Evolve, and Rentals United. 

Properties on the Zumper platform also show the “neighborhood vibe” and rate the location’s parks, shopping, nightlife, and transit.

In March, the company announced  major expansions , including a  Flex Pass annual subscription for travelers. This annual membership gives travel nurses access to fully furnished short-term rentals with the best rates, waived security deposits, and dedicated booking support. The Flex Pass is $300 per year, but you can try it free for a limited time.

ShortTermHousing.com focuses on 30-day corporate housing rentals for traveling professionals. This site has over 30,000 rentals in more than 6,000 US cities. It is worth checking out, but the rates you’ll find will be higher — starting at $2,800 per month. 

When you visit the website, click “Browse Our Furnished Apartments”, and you’ll be directed to a list of hospitals nationwide with links to “Furnished Housing Near Medical Centers”. This quick tip is an incredibly convenient hack to add to your travel nurse housing search. 

Users also have the option to submit a housing request and have a rental expert contact them. When you pick a property, Short Term Housing collects the deposit, schedules move-in, and sends the lease contract.

HomeStay’s tagline is: “Live Like a Local, with a Local”. This platform offers travel nurse housing that is different from others on this post because it usually means a shared or private room in a family home. 

HomeStay is much like the company AirBnB started as a way to truly experience a locale by staying in a host’s home and becoming a part of the community. Think of accommodations for an exchange student. That means you won’t find private spaces here. 

HomeStay listings are priced much lower than the other sites on our list. You can find rooms for $30 per night or $900 monthly. Some hosts even include meals. Book directly with the host by sending a message and ironing out the details.

Fees:  Renters pay a 15% booking fee and 25% deposit upfront to secure their arrangement; deposits are refunded with a seven-day notice

Booking details : Message the host to confirm availability and ask questions. When your dates are confirmed, you can pay to reserve the space

The company  joined Blueground , a corporate apartment rental site, earlier this year. The company plans  continued US growth  to over 20,000 cities over the next two years. Prices on Blueground are slightly lower for corporate-style apartments in desirable neighborhoods. However, these leases typically exclude utilities.

  • Travel agencies may lease multiple units at a time, meaning they can get discounted rates nurses won’t find. That usually means that agency-provided housing is a better living experience, with professional management and desirable locations. 
  • Few, if any, options
  • Inability to negotiate lower living expenses
  • Agency-placed housing means that the travel  nursing  agency covers the cost of housing (usually an apartment or rental home) while a nurse is on assignment. This is the simplest way to secure housing. 
  • Nurses forfeit some of their preferences as well as the housing stipend. As traveler Kelli Leach puts it, “Agencies send you  two to three housing options  to choose from (if available and if you ask), but ultimately, they’re going to place you where is most convenient for them (typically what is currently available and the cheapest).” 

Stipend for Travel Nursing Housing

  • More choice
  • Possibility to pocket additional pay. A stipend for travel nurse housing means that the agency gives the nurse tax-free money (a stipend) to cover their housing expenses while on assignment. If you are looking for a lucrative career that will allow you to go and explore different places, then you should highly consider being a traveling nurse. This job is one of the most in-demand specialties for a lot of reasons.

By taking a 13-week (give or take a few) assignment in hospitals across the country, you can live the dream of caring for patients in a myriad of locales. If you work three 12-hour shifts, that will leave you with four whole days each week to explore. You can sunbathe on the beach, hike the mountains or explore the city- all in the same year.

Temporary Housing For Travel Nurses

Another thing you’ll love about being a traveling nurse is the temporary housing in which you’ll live during your assignment. Traveling nurse housing can vary widely based on location and agency. There are generally two housing options for traveling nurses.

The first option is to have your agency find you an apartment, house or hotel room to live in while you’re completing your assignment. Clearly, there are distinct pros and cons to agency-provided housing. The most obvious pro is that it takes much of the uncertainty and guesswork out of travel nursing. Provided housing will most likely be in a safe part of town and in decent shape but it will almost certainly be no-frills living.

The second option in traveling nurse’s housing is to take the agreed-upon housing stipend and secure your own living quarters. This is where you can really bank some good money.

If your living stipend is $2000 per month and you find a place to stay for $1000, you get to pocket that extra grand. Apart from saving money, choosing this option can also allow you to immerse yourself deeper into the culture of your temporary home. While this is something that will take time and effort, your agency should be able to assist you in seeking short-term housing options.

Now, the best part about travel nursing? You can change tactics with each contract.

Tell your recruiter immediately if you’re traveling with a significant other

Some housing options may only provide one bedroom while others do not allow pets. If you are searching for your own housing, be upfront with the landlord or leasing agent. Make sure to let them know that you are seeking a short-term lease and clarify what their rules are regarding pets and having someone else live with you. Be prepared to pay deposits and extra fees if needed.

Ask about early termination policies

If you are staying in an agency-obtained housing, this is less of an issue. It’s a good idea to have some money set aside in case you need to pay for cancellation.

Don’t pass up discounts at hotels.

They can offer great rates for extended contracts so be sure to speak with the manager rather than the front desk to get the best deals. Additionally, your hotel may have hospital or government discounts that can apply to you. You can ask about any reward programs they have where you can earn points and get free nights during your current or future assignment.

Extended stay hotels are fully furnished and usually in decent neighborhoods. If you have a few days lag-time between when you get to town and when your lease for another apartment starts, extended stay hotels can be an economical option to bridge that gap.

Don’t forget Craigslist, Airbnb, Facebook Buy/Sell/Trade pages and good ol’ Google

There are a lot of options if you search for traveling nurse housing. If you’re leaning towards Airbnb, be sure to contact the owners of any place that interests you. There will almost certainly be a lower rate for extended contracts (more than a week’s vacay, that is) than what is posted on the site.

Why The Confusion About Travel Nurse Housing Stipends?

Travel nurse housing stipends cause confusion for several reasons. First, we’re not used to dealing with them because they are not a part of normal pay packages.

Second, different agencies handle housing stipends in different ways. For example, some agencies quote stipends as a monthly value. Others quote them by the week. And still others quote them by the hour.

Similarly, some agencies offer higher stipends than others. Although, as we’ll see below, that doesn’t necessarily mean they pay more overall.

Let’s begin with a definition.

What is a Housing Stipend?

Simply put, a housing stipend is a sum of money an agency provides to a travel nurse to cover the housing costs that the travel nurse incurs while working a travel assignment. People also refer to the housing stipend as a “housing reimbursement”.

Most travel nursing agencies offer a choice between company housing or the housing stipend . You do not get both.

If you take the company housing , then the agency takes care of everything related to housing. If you take the housing stipend, then you’ll be responsible for finding, securing and paying for the housing .

While this all sounds simple enough, all the nuances make it much more complex. Now, to fully understand the housing stipend, we have to understand its legal and regulatory underpinnings.

Where does the concept of a travel nurse housing stipend come from?

There are actually multiple regulatory regimes that agencies can defer to regarding how they pay tax-free reimbursements like the housing stipend. For example, the IRS publishes “Special Per Diem Rates” annually. Meanwhile, the federal General Services Administration also publishes an annual list of per diem rates.

The rules are slightly different for each of these regimes. This means that different travel nursing companies will have slightly different polices and approaches to tax-free money depending on the regime they defer to.

That said, most travel nursing companies defer to the General Services Administration’s rates and rules. Therefore, we will focus on that regime in this article.

The “General Services Administration” (GSA) is a branch of the US Federal Government whose mission is to “oversee the business of the US Federal Government.” Of course, this means the GSA has many responsibilities.

One of those responsibilities is to establish the “per diem rates” for federal employees. “Per diem rates” are “the maximum allowances that federal employees are reimbursed for expenses incurred while on official travel.”

The GSA defines three expense categories: housing, meals, and incidentals. The GSA recognizes that these expenses vary with the cost of living across the country. Therefore, the  GSA publishes different rates for different locations throughout the United States .

Why are the GSA Per Diem Rates important if they only apply to federal employees? Well, the IRS allows private sector employers to use the same GSA per diem rates for their employees.

Travel Nurse Housing Stipend vs. Per Diem

Now, you might be wondering why the GSA calls it “Per Diem” and we’re referring to it as a “stipend.” “Per Diem” is a Latin term that means per day. And the GSA quotes the lodging rates as daily figures. For example, the current Per Diem lodging rate for Sacramento, CA is $145 per day.

By contrast, a “stipend” is a “fixed regular sum paid as a salary or allowance.” This definition is a better fit for the travel healthcare industry because most agencies pay their housing reimbursements in lump sums. They typically pay them weekly or biweekly. Moreover, agencies typically quote their housing reimbursements as a monthly figure.

Also, using the term stipend helps avoid confusion with the healthcare industry’s use of “per diem” as meaning daily or on-call staffing.

Where does the travel nurse housing stipend money come from?

When people hear that the housing stipend is related to the government in some way, they sometimes think it comes from the government. You’ll see this on social media sometimes. It’s not true.

Instead, the money for the housing stipend, like all components of the travel nursing pay package, comes out of the bill rate. The bill rate is the hourly rate that the hospital agrees to pay the agency for an hour of the travel nurse’s work.

Should I expect to get the maximum travel nurse stipend allowed by the GSA?

Another common misconception is that the government, or the hospital, somehow requires agencies to pay the GSA’s maximum housing stipend to travel nurses. Here again, this is not true.

Similarly, social media might tell you that you should expect to receive the GSA max or use it as a barometer for expectations. They say if you get less than the max or some arbitrary percentage of the max, then you’re getting ripped off. Here again, this is not true.

First, the GSA rates are the maximum amounts that an employer can reimburse tax-free. So, employers aren’t required to pay the maximum. Instead, they are required to pay the maximum or less. To be exact, if the employer pays more than the maximum, then the excess is taxable.

Second, the GSA rates are based on short term stays that typically require the use of a hotel. By contrast, travel contracts typically last for 13 weeks and are rarely less than 8 weeks. As you know, hotels are much more expensive than apartments. Moreover, hotels typically offer large discounts for long term stays.

What Does the IRS Say?

This is important because according to IRS rules, agencies must have a “reasonable belief” that the traveler will incur the costs that the agency reimburses them for. Meanwhile, many, if not most, of the GSA housing rates are much higher than the reasonable expectation for the cost of a 3 month stay.

For example, the GSA lodging rate in San Diego, CA is $161 per day. That’s $4,830 per month. Agencies should expect that their employees would be able to secure adequate accommodations in San Diego for much less than that.

How Travel Nursing Agencies Determine The Housing Stipend

So, how do agencies determine the housing stipend? Different agencies determine their housing stipends in different ways. Primarily, they consider three factors:

  • The bill rate
  • The GSA Max
  • IRS guidelines

The Bill Rate and the Housing Stipend

The bill rate is a major determining factor for the housing stipend and the entire pay package for that matter. Think of the bill rate like a pie of money that needs to cover every cost associated with a travel nursing assignment. The agency can slice this pie up in different ways , but they can’t increase the size of the pie.

The taxable hourly rate, the employer’s payroll taxes, the cost of benefits, the cost of credentialing, housing and, yes, the agency’s gross profit all come out of the bill rate. So, the larger the bill rate, the more the agency can allocate to housing or other items and vice versa.

It’s important to note that all these variables do, in a sense, have a hierarchy. For example, the agency must factor in a reasonable taxable hourly rate before they determine the housing stipend. Similarly, they must factor in the employer’s portion of payroll taxes before they determine the housing stipend.

That said, some agencies don’t follow all the rules. For example, an agency may offer really low taxable wages so they can offer higher stipends . They do this so that their “ net pay ” is higher and therefore more attractive.

Different companies approach the GSA maximums in different ways. Some agencies will provide the maximum amount when bill rates support it.

Other agencies will provide a set percentage of the maximum amount. For example, they might provide 60% of the max for all their contracts.

Still other agencies will provide more than the maximum amount when the bill rate supports it. This is against the rules and we recommend avoiding these agencies. Also, please note that amounts in excess of the maximums are taxable.

In any case, it’s important to remember the pie metaphor when you evaluate travel nursing pay. Just because one company is paying a higher housing stipend doesn’t mean they are paying more overall. That said, it’s true that you will net more money if you receive more non-taxable income all else being equal.

IRS Guidelines

Agencies also consider IRS guidelines when determining their housing stipends. For example, the agency is supposed to have a reasonable expectation that the traveler will incur a cost that matches what the agency reimburses.

What is the Average Travel Nurse Housing Stipend?

You’ll see travel nurse housing stipends as low as $700 per month and as high as $5,000 per month. Again, that’s partly because stipend maximums vary dramatically from region to region. Also, bill rates vary dramatically.

That said, housing stipends will almost always cover the cost of suitable housing in the area you are traveling to. In rare cases, the housing stipend is not enough to cover the cost of suitable housing.

Due to these variances, knowing the average travel nurse housing stipend across the entire nation will do you no good. Therefore, don’t fixate on the amount of the stipend. What Percentage of The GSA Max Should My Travel Nurse Housing Stipend Be?

Some people argue that the housing stipend should be at least a certain percentage of the GSA maximum. While we understand the logic, you should still consider the housing stipend in context of the entire pay package.

For example, let’s say an agency offered you a pay package where the housing stipend was only 30% of the GSA Max. However, the taxable rate was $150 per hour and they offered a $10,000 signing bonus. You might be wise to accept that assignment despite the low housing stipend.

Do I Qualify For The Travel Nurse Housing Stipend?

In order to qualify for the non-taxable housing stipend, you must meet the following requirements:

  • You have a legitimate tax-home
  • You are traveling away from that tax home for work
  • You are incurring an expense for housing.

Traveling Away From Tax Home

The IRS states that you can accept tax-free stipends if “you need to sleep or rest to meet the demands of your work while away from home”. It does not set a specific distance.

Please note that there is no such thing as a “50 mile rule”. We say this because you will undoubtedly hear that you can accept tax-free reimbursements as long as the work site is 50 miles away from your home. This is not even remotely true. We covered this topic extensively in this article .

Can travel nurses take the housing stipend if they don’t pay for housing?

It is against the rules to take the housing stipend if you do not actually pay for housing. For example, if you have family or friends who live in the assignment’s area and you stay at their home for free, then you do not qualify for the housing stipend.

It’s quite simple. You must incur an expense for housing in order to qualify for the housing stipend.

Do I need to keep receipts for housing when I take the housing stipend?

Given that you must incur an expense to qualify for the housing stipend, it might seem obvious that you would need proof that you incurred the expense. However, you will find conflicting answers from tax professionals and other sources alike.

Our position is yes, you must be able to demonstrate that you incurred an expense for lodging. If you are staying at a hotel, then you can keep the receipts. If you are staying at an apartment, then you can keep the lease agreement. If you are using AirBnB, then you can print the invoices.

In any case, you must maintain proof that you incurred expenses for lodging.

Can I take the full housing stipend if I only incur expenses on certain days of the week?

Recall that the GSA quotes daily rates. However, travel nurses do not work everyday of the week. But, travel nurses typically are not able to return home in between shifts. It’s simply too far. Therefore, the vast majority of travel nurses must secure lodging for the entire duration of the assignment.

As a result, the agency has a reasonable expectation that the travel nurse will incur a lodging expense for every day of the assignment, not just the days they work. That’s why agencies are able to pay housing stipends for every day of the week and not just the days the travel nurse works.

But what if a travel nurse is close enough to home that they can return home in between shifts? As a result, they would only need to pay for lodging 2 to 4 days per week. Can the travel nurse take the full weekly housing stipend if they only incur expenses on certain days of the week?

The simple and safe answer is no. If you are receiving a stipend for the entire week, then you need to incur an expense for every day of the week.

On a side note, we’ve heard that some agencies quote stipends “per shift”. For example, if the max lodging stipend is $100 per day, then the agency will split the $700 total across the number of shifts in the week. Next, the company claims that travel nurses only need to incur lodging expenses on the days they work. This sounds like a tax avoidance scheme. It’s definitely contrary to the spirit and intent of the reimbursement regime. We urge you to avoid these companies or seek tax advice if you choose to work with them.

Do you need to submit an expense report for the travel nurse housing stipend?

Here again, the internet has a lot of conflicting information about expense reports as they pertain to travel nurse housing stipends. We’ve even spoken to some Certified Public Accountants who say you must submit expense reports to the agency and others who say you do not.

Our position is that you should submit an expense report to your agency in order to ensure that you qualify for tax free stipends. The reason is that the IRS has provided an FAQ document about per diems . That FAQ clearly states that per diems are taxable to the employee if the employee does not submit an expense report to the employer. The expense report must include the following:

  • The business purpose of the purpose of the trip
  • The date and place of the trip
  • The amount of the expense

The financial advantages of the housing stipend

Many travelers and recruiters tout the financial advantages of taking the housing stipend instead of company housing. And they’re right; in many cases, taking the stipend can be financially advantageous.

For example, if you are working with a company that offers a straight choice between a stipend and company provided housing, then you could pocket some extra cash if you’re able to find housing that costs less than the stipend.

There are other considerations and scenarios related to this particular topic. Contract cancellation risk with the travel nurse housing stipend

As you know, financial advantages and gains typically come with financial risks. And there are a couple of financial risks with the lodging stipend.

If you sign a 3-month lease and your contract gets cancelled, then you could potentially lose a significant amount of money. Your name will be on the lease and you will be the responsible party.

If the agency provides the housing, then they’re the ones who are on the hook if the contract gets cancelled. They know this all too well. This is one reason that many agencies sell you so hard on the financial advantages of taking the stipend. They’d much rather that you shoulder the risk.

Some may argue that the employment contract typically assigns responsibility for costs to the traveler in cases where contracts are cancelled. However, this is only true in cases where the contract is cancelled with cause, meaning the contract is cancelled for some disciplinary or performance issue.

Unfortunately, hospitals cancel contracts for many other reasons, such as low census. Moreover, even when a contract is cancelled with cause, it’s often more trouble to collect from the nurse than it’s worth. Therefore, agencies often shoulder the costs associated with housing when they’re the ones providing it.

Avoiding the risks

That said, there are ways that you can avoid this risk. First, you can use Extended Stay and other hotels.

Second, you can look for month-to-month apartment leases. These are relatively rare, but they do exist. Similarly, you can ask property managers if they can include an early cancellation clause in their lease.

Third, you can utilize   housing options like vacation rental services , share rentals, and sublets. These options typically have more flexible terms and more reasonable prices.

Missed hours and cancelled shift risk

If you take the housing stipend, then you may be at greater risk of financial losses due to missed hours or cancelled shifts . Whether or not you face a greater risk depends on the company you work with. Again, different companies handle this in different ways.

You see, most companies include clauses in their contracts that issue penalties for missed hours and/or cancelled shifts. And remember, while it’s true that most  travel nursing contracts include a “guaranteed hours” clause , these clauses typically allow the hospital to cancel a certain number of shifts per 13 week contract. Moreover, guaranteed hours clauses never cover missed hours (ie calling in sick or scheduled time off).

These “penalties” exist to ensure the agency does not have to pay you if you do not work. As we mentioned above, agencies need to bill hospitals for a travel nurse’s time and they can’t bill if the nurse does not work.

To clarify, these “penalties” are designed to cover all the compensation variables except the taxable hourly rate. It’s not that the agency is going to take money from you that they have not paid you. Instead, they are going to claw back what they have already paid you or simply not pay it to you.

How it works

The missed-hours/cancelled shift penalties are typically equal to the value of all the stipends. The contract typically quotes them as an hourly value.

For example, if the lodging stipend, M&IE stipend and travel stipend have a combined value of $22 per hour, then the penalty for missed-hours would be $22 per hour.

How does this pertain to the stipend? If you take the stipend, then it’s much easier for the agency to simply withhold the prorated value of any missed-hours from your paycheck. They can just treat everything as an hourly payment. So, if you don’t work the hours, then you don’t get the payment.

It’s important to note that there are questions over the legality of this practice . The issue is that treating tax-free reimbursements this way may qualify as “wage recharacterization.” However, this doesn’t change the fact that many agencies engage in this practice. Therefore, it’s something travel nurses must consider when making their decision about the housing stipend.

By contrast, if the agency is paying for your housing, then they must actually garnish your wages to recoup the costs of housing. There are laws and legal issues that they may run afoul of when they garnish wages.

As a result, many agencies withhold stipend payments when you miss hours but don’t penalize you if you’re taking the company provided housing. Therefore, you wouldn’t lose money if you took the company housing and missed-hours, but you would lose money if you took the stipend and missed-hours.

My assignment was delayed by a week by the hospital agency, and at no fault of mine. My company in turn is trying to charge me for a week in the apartment, saying the aren’t able to get any money from the hospital and they are out of “wiggle room” to make a profit. Am I to pay this money or find a lawyer? Seems like it should be between the hospital agency and my travel company. They are saying because they explained in the beginning the hospital was a “nightmare” I should be the one to pay. I have been with this travel company for 4 years and have met more issues lately. Seems like I’m the one who was out of work for a week that I shouldn’t get double deducted.

Before weighing in I must say that I’m not a lawyer, so this is for informational purposes only. The practice itself is common in the travel nursing industry. However, that doesn’t mean it’s legal in all circumstances, or any circumstance for that matter. I’m not sure about the legality of the practice, and it’s tough to tell how a court or the labor relations board would rule in your particular case. The fact that you haven’t actually started the assignment yet might be a factor against you. However, my guess is that this shouldn’t matter. If the agency deducts the cost from your pay check, then you could file a complaint with the State’s labor relations board. It’s not a guaranteed victory, but it might be worth your time. Walkers will travel 3.1 miles to the Head Start Community Action Program and real adventurers can continue for the full eight mile walk.

Armed with the knowledge that one-in-three girls and one-in-five boys are sexually abused before age 18 , and 95 percent of that abuse is preventable with awareness and education, Book’s Walk in My Shoes raises awareness about child sexual abuse and empowers survivors.

Book, former classroom teacher and founder of Lauren’s Kids , endured sexual abuse for six years of her childhood at the hands of her nanny. She launched the Walk in My Shoes campaign in 2010 to raise awareness of the issue of child sexual abuse and encourage survivors to speak out about their experiences.

The senator and Lauren’s Kids have had immeasurable impact through providing child abuse prevention education and awareness efforts, as well as changing legislation to empower victims of child abuse and improve the intervention system.

American Red Cross to host evacuation shelter fundamentals and simulation

The American Red Cross of North Florida is hosting a Shelter Fundamentals and Simulation event from 9 a.m. to noon Saturday, April 27 at the Clyde L. Gracey Community Center, 5629 Byrom St., in Milton. Potential evacuation shelter volunteers, observers, and partners are welcome to attend by registering online.

The first hour of the event will be the shelter fundamentals portion for partners and community members to:

  • Understand the Red Cross philosophy and principles of sheltering
  • Identify client needs
  • Describe different types of shelters
  • Identify how an evacuation shelter is structured and operates
  • Understand the activities and tasks that take place in shelters
  • Understand the types of work shelter workers will perform and how to do it

The shelter simulation portion will provide practical experience on how to conduct various tasks required to maintain a functioning shelter. It will also expose participants to the types of situations they may encounter. The simulation is a good opportunity for participants to practice skills, discuss ways to handle situations that may arise, promote teamwork and reinforce understanding of shelter needs while in operation.

Escambia County seeks volunteer for Housing Finance Authority

The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an appointment to the Escambia County Housing Finance Authority. Appointees serve without compensation. The term will begin Aug. 1.

Prohibition Repeal Dinner raises $16,000 for Neurodiversity Resource of the Panhandle

Restaurant Paradis recently announced their eighth annual Prohibition Repeal Wine Dinner, presented by Inlet Beach Real Estate, raised $16,000 for Neurodiversity Resource of the Panhandle.

Guests gathered at the Rosemary Beach fine-dining restaurant for an intimate private dinner that was Gatsby-inspired. Upon entry, ticket holders made their way into the bar area to enjoy specialty cocktails made with Black Sheep Tequila and served in a commemorative glass courtesy of Buddy’s Seafood.

Attendees then made their way into the main dining room where they were seated for a special five-course meal prepared by Paradis’ award-winning chef, Mark Eichin. Each course was expertly paired with wines by Southern Glazer’s Wine and Spirits and sponsored by local businesses and individuals including Ali and Rob Weil, Seed Cleaning and Services, Swiftly Catered, and Tracery Interiors.

Recently, I was building a flat-pack wardrobe when I noticed something odd in the instructions. Before you assembled the wardrobe, they said, you needed to measure the height of the ceiling in the room you were going to put it in. The Cabinet committee on migration and integration will be a closely watched one next Thursday, with a number of new proposals due to be discussed as the Government continues its efforts to tighten immigration rules.

Pat Leahy reports this morning that Ministers will discuss a possible move to end visa-free travel from South Africa.

Such a move would come less than three years after the need for visas for travel from South Africa was abolished and results from officials’ warnings that people from Zimbabwe and the Democratic Republic of Congo are travelling on South African passports.

Figures released by the Department of Justice show that the authorities are currently processing the applications of 198 people who arrived on South African passports this year – just over 3 per cent of the total.

All of our recent polls in the Irish Times Snapshot series have shown that immigration is an issue that, since last year, is right at the fore of what’s on the mind of the public. The recent hardening of the Government line on immigration reflects this, and comes just weeks before the local and European elections.

Already this week we have seen moves by Minister for Justice Helen McEntee to introduce faster processing times for the countries that are providing the highest number of new arrivals – at the moment that country is Nigeria.

Another immigration issue on the minds of politicians is the number of applicants for international protection (IP) – or asylum – who are coming over the Border with Northern Ireland .

Taoiseach Simon Harris has told a Dáil committee that the Government will “do more” to reduce this number.

Earlier this week, it emerged that more than 80 per cent of IP applicants have been arriving in the State via Northern Ireland.

We also carry a report today that the Government has written to church dioceses asking them to make buildings or lands available to help accommodate asylum seekers as part of a renewed push to find beds.

In 2022, the Government sought church lands to accommodate those fleeing the war in Ukraine but has now asked dioceses for assistance in helping house asylum seekers. There are currently 1,600 unaccommodated single males.

Harris makes big promises on housing

The same Snapshot series of polling shows that besides immigration, housing is another one of the biggest issues for the public.

The level of progress made to address the housing crisis – and the perception of the level of progress – will feed directly into the results of the next general election.

Given the fact a general election could very well still happen this year, the building figures for this year are extremely important.

Harris was bullish about the Government’s progress at a press conference on Wednesday, saying that targets are being met despite commentary that it wouldn’t happen. He made a prediction that the number of new homes delivered this year will be close to 40,000.

Under the Coalition’s Housing For All plan, a target of 34,500 new homes for 2024 has been set.

“This year we are likely to be closer to 40,000 homes than 30,000. It will be on the upper end rather than the lower end of that range,” he said.

The Government is under pressure to publish new revised housing targets and Harris said these would be announced in the summer, with more detail on the types of houses – such as social and affordable – due to be revealed in the autumn. Harris said in his view “to not lift our scale of ambition would be very underwhelming for people living in box rooms” across the country.

“We know we need to work to raise our level of ambition in relation to targets in the years ahead because we do have a rapidly growing population.”

But is he already backing away from his headline promise made at his first Fine Gael conference, when he promised 250,000 new homes by 2030? He has now said that 250,000 is the “ballpark figure” he expects to see delivered.

Former soldiers resume military training in Libya

On our front page today, Conor Gallagher carries a story that will give Tánaiste Micheál Martin pause for thought.

He reports that former soldiers of the elite Army Ranger Wing have resumed military training operations in Libya in apparent breach of international sanctions, despite warnings from the Irish Government.

“Irish Training Solutions (ITS), which was founded by former members of the special forces unit, now has 16 instructors training the troops of Libyan warlord Khalifa Haftar under a contract worth more than €10 million. The deal is due to run into 2025.”

Earlier this month, The Irish Times published an investigation detailing a contract between ITS and Russian-backed general Haftar to train a special forces unit for his Libyan National Army in apparent contravention of EU and UN arms embargoes on the country.

The activity was condemned by Martin and referred to gardaí for investigation to determine if a criminal offence had been committed.

Martin is understood to be examining new regulations to prevent serving and former Defence Forces troops providing security services in regions subject to sanctions.

In the Dáil , Minister for Social Protection Heather Humphreys will kick proceedings off by answering questions on her brief at 9am. This will be followed by questions to Minister for Agriculture Charlie McConalogue. Leaders’ Questions are up at noon. Topical Issues are up at 5.35pm and the Dáil adjourns at 7.38pm.

The Seanad is not sitting today.

In the committee rooms , the Public Accounts Committee meets at 9.30am and will hear financial statements from Inland Fisheries Ireland. The Seanad Public Consultation Committee will meet at 10.30am and will discuss the future of local democracy. The Joint Committee on Public Petitions will meet at 1pm and will discuss the Kiltimagh Water Scheme among other issues.

U.S. tourist faces 12 years in prison after taking ammunition to Turks and Caicos

An Oklahoma man faces up to 12 years in prison on a Caribbean island after customs officials found ammunition in his luggage.

Ryan Watson traveled to Turks and Caicos with his wife, Valerie, to celebrate his 40th birthday on April 7. They went with two friends who had also turned 40.

The vacation came to an abrupt end when airport staff members found a zip-close bag containing bullets in the couple's carry-on luggage. Watson said it was hunting ammunition he had accidentally brought with him — but under a strict law in Turks and Caicos, a court may still impose a mandatory 12-year sentence.

"They were hunting ammunition rounds that I use for whitetail deer," Watson told NBC Boston in an interview conducted last week that aired after their first court appearance Tuesday.

"I recognized them, and I thought, 'Oh, man, what a bonehead mistake that I had no idea that those were in there,'" he said.

The couple were arrested and charged with possession of ammunition. Authorities seized their passports and explained the penalties they faced.

Valerie Watson said in the interview: "When I heard that, I immediately was terrified, because I was like we can't both be in prison for 12 years. We have kids at home, and this is such an innocent mistake."

The charges against her were dropped, and she returned home to Oklahoma City on Tuesday after the court hearing to be reunited with her two young children.

"Our goal is to get Ryan home, because we can’t be a family without Dad," she said.

The couple also spoke about the financial burden of a much longer-than-planned trip. "This is something that we may never recover from," Ryan Watson said.

The U.S. Embassy in the Bahamas issued a warning to travelers in September about a law that strongly prohibits possession of firearms or ammunition in Turks and Caicos, an overseas British territory southeast of the Bahamas that is a popular vacation spot.

It said: "We wish to remind all travelers that declaring a weapon in your luggage with an airline carrier does not grant permission to bring the weapon into TCI [Turks and Caicos Islands] and will result in your arrest."

The embassy added: "If you bring a firearm or ammunition into TCI, we will not be able to secure your release from custody."

The embassy and the government in Turks and Caicos did not immediately respond to requests for comment.

The same thing happened to another American, Bryan Hagerich, of Pennsylvania, who was arrested after ammunition was found in his luggage before he tried to board a flight out of Turks and Caicos in February. He said he accidentally left it in his bag.

Hagerich was on a family vacation with his wife and two young children but has now been in the country for 70 days. He spent eight days in prison before he posted bail.

"It’s incredibly scary. You know, you just don’t know what the next day may bring — you know, what path this may take," Hagerich told NBC Boston.

"You know, it’s certainly a lot different than packing your bags and going away with your family for a few days. It’s been the worst 70 days of my life," he said.

Hagerich, once a professional baseball player, was drafted by the Florida Marlins in the MLB 2007 June amateur draft from the University of Delaware.

His case goes to trial May 3.

Inflation surge has held off interest rate cuts, hurt stocks. Will it slow down in 2024?

Since a key inflation report this month showed an unexpected surge in consumer prices, hopes for a flurry of interest rate cuts this year have dimmed, the stock market has tumbled and an upbeat mood on the economy has soured a bit.

But inflation is still on course to gradually ease this year and in 2025, top forecasters say.  The recent price acceleration largely centers on a few categories, such as rent, car insurance and medical care.

While some economists say the cost of such services will continue to rise sharply in 2024, others expect a slowdown that could still allow the Federal Reserve to lower interest rates more than markets now anticipate.    

“Despite the hand-wringing, there are good reasons to be optimistic that inflation will soon resume moderating and approach the Fed’s (2%) target by the end of the year,” Mark Zandi, chief economist of Moody’s Analytics, wrote in a note to clients.

Barclays economist Pooja Sriram disagrees. “Inflation in some categories…will just be stickier than expected,” she said in an interview.

With inflation a main reason President Biden is trailing former President Trump in polls, its course could determine whether interest rates will fall in coming months and possibly tip the scales in the November election.

How high was inflation last month?

The Labor Department’s worrisome report on the consumer price index (CPI) revealed that overall prices rose 3.5% annually in March, down from a 40-year high of 9.1% in June 2022 but up from 3.2% the previous month. A core inflation measure that strips out volatile food and energy items and is watched more closely by the Fed was unchanged at 3.8%.

The report marked the third straight hot inflation reading to start the year and a reversal from a steady drop-off last fall.

Will the Fed cut interest rates in 2024?

Fed officials, who have lifted their key rate to a 23-year high of 5.25% to 5.5% to fight inflation, recently have doused hopes for a June decrease. And markets that forecast the rate expect as little as one cut this year, down from three cuts just a few weeks ago. Since the CPI report, the Dow Jones industrial average has shed 380 points and the S&P 500 index has fallen 2.7%, even after a partial rebound early this week on strong corporate earnings news.

What is PCE inflation?

Another inflation report due out Friday could provide some solace. The personal consumption expenditures (PCE) price index – which the Fed follows more closely - has been running lower than CPI because certain products and services have different weights. Economists polled by Bloomberg estimate overall PCE prices rose 2.6% annually in March, up from 2.5% the prior month, while core PCE prices increased 2.7%, down from 2.8%.

PCE inflation, however, may have risen more sharply last month after Thursday's first-quarter GDP report said core PCE prices rose at an annual rate of 3.7% in the first quarter, more than the 3.4% economists had projected.

Although prices of goods such as used cars, furniture and appliances have declined as COVID-related supply chain troubles have resolved, service prices have jumped, in part because of increasing wages.

Here’s a breakdown of what’s keeping inflation elevated and how long it could take for it to return to normal.

Rent is by far the biggest culprit in the inflation run-up. It rose 0.4% in March and 5.7% the past year. And it’s up 23% since before the pandemic. That’s significant because housing contributed a whopping 36% to inflation last month, according to the CPI.

Rent soared during COVID as Americans living with roommates or family moved into their own homes for health reasons but faced a shortage of units available for purchase. If not for skyrocketing rent, core CPI inflation would be at 2.4%, instead of 3.8%, notes economist Bob Schwartz of Oxford Economics

For more than a year, rent for people moving into new apartments has fallen or flatlined. That has been expected to filter into renewals of existing leases on the belief that landlords fearful of losing tenants to rivals down the block would raise rents just modestly when existing leases expire.

But that hasn’t happened in part because landlords realize most tenants won’t go to the trouble of moving to save even $200 to $300 a month, says economist Matt Colyar of Moody’s Analytics.

“There’s a lot of inertia,” Sriram says.

A strong economy with healthy wage growth also gives tenants a reason to pay up and stay put, says Nomura economist Aichi Amemiya.

But analysts expect a shift in the second half of the year. There are lots of new apartment buildings opening and that should prod landlords to at least hold the line on rent, Colyar says. Tenants, however, are only surveyed by Labor every six months and so it takes time for moderating rent rises to show up in the CPI data, Colyar and Sriram say.

And while apartment rent increases already have slowed substantially, rent inflation for single-family homes will take longer to pull back and it carries more weight in the report, Goldman Sachs wrote in a note to clients.

Colyar expects a drop in yearly rent increases overall from 5.7% to 4.5% by December.

Auto insurance and repairs

New car prices have been virtually flat the past year as supply-chain snarls have resolved. Car insurance and repairs should follow since they're linked to the price of auto parts.

Instead, insurance rates jumped 2.6% in March and 22.2% annually while car repair costs increased 1.7% and 8.2% from a year ago.

Sriram doesn’t expect much relief in the near term. Both auto insurance and repairs are affected by technicians’ wages, which have risen briskly, she says. Many baby boomers have been retiring and fewer young people are going into the field.

Colyar says the bigger reason for rapidly rising insurance rates is that providers didn’t properly figure the risk of accidents into premiums a few years ago and they’re now catching up.

But he says insurance and repair cost increases have slowed as vehicle prices have stabilized, and the big leaps in both last month likely were blips. He expects inflation in those categories to downshift in the coming months.

Computer electronics and software

Holiday promotions drove down electronics and software prices at the end of 2023 and the end of those discounts propelled prices higher early this year, Goldman Sachs says. But the discounts largely have played out and prices should decline the rest of the year, Goldman says.

Medical care

Hospital service costs rose 1% in March and they’re up 7.5% annually.

Americans are undergoing elective surgeries and other procedures they put off during COVID, fueling strong demand, Sriram says. Meanwhile, many nurses, medical technicians and other professionals left the field during COVID, triggering labor shortages, Colyar says. The higher prices are still making their way into contracts between hospitals and health insurance providers, Sriram and Colyar say.

Colyar expects continued sturdy price increases for health services but not an acceleration.

Financial services

A roaring stock market swelled financial portfolios and drove up the commissions paid to investment firms, which are typically based on an annual percentage of the assets they manage. Financial services have a bigger weight in the PCE index than the CPI.

Recently, however, stock markets generally have fallen and that should lead to a drop in financial services inflation, Schwartz says.

Other services

The cost of services such as haircuts, dry cleaning and funerals also have advanced solidly in the past year, rising 5.4% overall. A measure of services inflation excluding housing that the Fed watches closely leaped by 0.6% in March.

Siriram points to labor costs.

Although wage growth has eased along with pandemic-induced labor shortages, Sriram notes that average monthly job growth of 276,000 this year signals that employers are still hunting for workers and willing pay them high wages.

A flood of immigrants have joined Americans returning to the work force after the pandemic, increasing the labor supply and softening pay increases, Colyar says. Also, the ranks of new hires and people quitting jobs have dipped below pre-COVID levels, underscoring that employers have growing leverage.

Yearly wage growth averaged 4.7% in March, down from 5% the previous month and 6.7% in June 2022, according to the Atlanta Fed's wage tracker. That’s still well above the 3.5% pace that aligns with the Fed’s 2% inflation goal.

But in March, just 21% of small businesses planned to increase employee compensation over the next three months, down from 30% in November, Schwartz notes, citing a survey by the National Federation of Independent Business.

What's the bottom line?

Sriram predicts that core PCE inflation will barely budge in the coming months and end the year at 2.8%, allowing the Fed to lower its key interest rate just once this year before cutting it four times in 2025.

Colyar is more sanguine, largely because of slowing pay increases. He looks for inflation to approach the Fed's 2% goal by year's end. He forecasts a rate cut in September, followed by another in December.
