Justin Chang wins criticism Pulitzer for Los Angeles Times

Former Los Angeles Times film critic Justin Chang was awarded a Pulitzer Prize for criticism on Monday for his “richly evocative and genre-spanning film criticism that reflects on the contemporary moviegoing experience,” according to Pulitzer judges.

Chang was honored for his work published last year, led by an article in August that defended director Christopher Nolan’s controversial decision to avoid depictions of the horrific atomic bombings of the Japanese cities Hiroshima and Nagasaki in Nolan’s epic movie “Oppenheimer,” which went on to win the Academy Award for best picture .

Chang was a critic with The Times for nearly eight years ; he left the paper in late January to become a film critic for the New Yorker magazine. He began his career at Hollywood trade magazine Variety, where he spent 12 years, starting as an intern and working his way up to become the publication’s chief film critic before segueing to The Times .

“It’s been my great honor and privilege at the L.A. Times to advocate for the art that I love, and the art that moviegoers in Los Angeles love,” Chang said during an emotional speech in a Zoom staff meeting convened to celebrate Chang and contributions of others. “I know critics at other papers and other publications who’ve had to fight tooth and nail to cover the things that really matter to them. That was never a battle that I had to fight for one second at the L.A. Times.”

The Times’ staff was selected as a Pulitzer finalist for breaking news for its coverage of the January 2023 mass shooting at the Star Ballroom Dance Studio in Monterey Park that left 11 people dead . About 20 minutes after the Lunar New Year shooting , the suspect walked into another studio in nearby Alhambra, but a young man disarmed him and he ran away.

An enormous manhunt began and ended when law enforcement officers converged on a strip mall parking lot in Torrance , where the suspect died of a self-inflicted gunshot wound. Times editors said the coverage demonstrated the paper’s commitment to covering L.A.’s diverse communities .

“The Monterey Park shooting was an extremely difficult event to cover ... there were a number of reporters who worked throughout the night, no matter how tired they were,” Managing Editor Hector Becerra said during the Zoom call. “We live in a state where a lot of things happen, from wildfires to mass shootings and all kinds of horrible events. And we step up — the staff steps up.”

Times Executive Editor Terry Tang said, “The coverage of the Monterey Park shooting and the community and lasting well into the whole year is truly a public service — that’s why we are here.”

In addition, Times staff writer Keri Blakinger was named a finalist for a feature story, “ The Dungeons & Dragons Players of Death Row ,” about how the fantasy game served as a lifeline for Texas inmates, which she wrote while with the Marshall Project, and published in the New York Times Magazine. Blakinger joined the paper last year to cover criminal justice and the L.A. County Sheriff’s Department.

The Times’ owner, Dr. Patrick Soon-Shiong , joined the call to congratulate Chang and the finalists. He said the awards speak “to the spirit and the importance of what you do and it speaks really to your commitment. ... You write stories that matter.”

The New York Times and the Washington Post each won three Pulitzer Prizes. The New York Times and Reuters news service were honored for their coverage of the Oct. 7 Hamas attack on Israel and its aftermath. The Washington Post staff garnered the national reporting award for its “sobering examination” of the cultural impact of the AR-15 semi-automatic rifle.

Judges bestowed the most prestigious Pulitzer award, for public service, to the non-profit newsroom ProPublica for its reporting on a murky practice by some U.S. Supreme Court justices to accept lavish trips and gifts from billionaires.

Marjorie Miller, the administrator of the Pulitzer Prizes, kicked off Monday’s virtual announcement ceremony by noting the strain facing the industry and individual journalists.

Miller noted that dozens of publications folded last year and cutbacks trimmed 3,000 journalists from the industry.

Chang’s award marked the sixth year in a row that The Times won at least one Pulitzer, bringing the newspaper’s all-time Pulitzer total to 52.

“Justin dives deep into his ideas with a rigor that’s not only rare, but singular,” said Times Film Editor Joshua Rothkopf, who edited most of Chang’s columns that were submitted. “His clarity of thinking and creativity are beacons to all of us who love movies and well-considered writing on them. Our work together was immensely enjoyable.”

Last year, The Times won the Pulitzer for breaking news for its coverage of a secret audio recording that exposed L.A. City Council members scheming in crude and racist ways — a jarring look at the city’s political factions and power struggles.

Photographer Christina House was also awarded a Pulitzer in feature photography in 2023 for her striking and empathetic images of a young unhoused woman who was living alongside the Hollywood Freeway while dealing with drug issues and childbirth.

In 2022, Times photographer Marcus Yam received the breaking news photography award for his sobering images of the U.S. departure from Afghanistan that captured the human cost of the historic change in the country.

The newsroom celebrated Chang and his major accomplishment, which continued the recognition for several Times columnists who have captured the prize for criticism over the years. Times art critic Christopher Knight won the award in 2020. Five years earlier, senior critic Mary McNamara was honored for her columns that strayed beyond television to examine larger cultural trends.

“We all know Justin is such an illuminating thinker about films, the artists who make them and the art form itself,” said Craig Nakano , assistant managing editor for entertainment and arts. “What folks might not know is that his intelligence and graceful writing are matched with an amazing work ethic and kindness, even under deadline pressure. All of his brilliant work since joining The Times in 2016 led up to this moment.”

Chang’s columns focused on works for the screen, singling out those he felt deserved praise for artistry, humanity and sheer storytelling.

Similarly, he did not hide his disappointment in other works, such as Alexander Payne’s “The Holdovers.” His review of that film was titled: “ Bah, humbug! ‘The Holdovers’ is a clunky, phony white-elephant gift of a movie. ”

In an interview, Chang praised his mentor, The Times’ longtime film critic Kenneth Turan , as his “first great teacher of film and film criticism.”

“I learned a lot from Kenny just about how to carry oneself, how to approach the work with humility, which is something I’ve tried to do,” Chang said. “I have this thing in my head, it’s a formulation that I can’t let go of — which is that humility and authority go hand in hand. You start with the one, the other will follow.”

“My years at The Times were just an amazing experience,” the 41-year-old Anaheim Hills native said.

“From the moment I walked in the doors on Spring Street — when we were still on Spring Street — The Times gave me all the freedom in the world to approach this job as I saw fit. And I don’t take that for granted,” he said.

“People have a lot of ideas and assumptions about what a critic should be, what a critic should cover, what they should prioritize and sometimes those agendas are very much tied to the agendas of the American commercial movie industry,” Chang said. “While I love the American movie industry, I’m really interested in other kinds of movies, too. I’m interested in the whole cinematic spectrum. And I’m so grateful to The Times because they’ve just always let me explore that spectrum to the fullest.”

Two decades ago, eight artists moved into a ‘secret’ room in the Providence Place mall. Now there’s a film about it.

There’s a striking scene partway through Jeremy Workman’s documentary “Secret Mall Apartment” where a group of artists walk into Pottery Barn in the Providence Place mall.

“Here,” one answers.

As in, the mall?

In the footage, mall “resident”/public artist Michael Townsend reveals he and his artist friends have been “methodically” moving into the mall, where they have created a secret, furnished apartment.

“Really? That’s hilarious,” the employee says.

They ask where they might shower. How to get mail delivered.

“If we can get mail here,” Townsend says, “then we’ve done it.”

But done what? Pulled off the ultimate prank? Completed a surreal public art performance standing against corporatization and gentrification?

Exactly what eight local artists set out to accomplish in 2003 by moving into the Providence Place mall is the crux of Workman’s documentary , which premiered at SXSW and screens Sunday at Somerville Theatre, as part of the Independent Film Festival Boston.

In southern New England, the mall apartment has near-mythic status. If you’re old enough to remember the early aughts, or were gripped by the “99% Invisible” podcast episode “Accidental Room,” you likely know the basics about the artists who built a secret apartment in a 750-square-foot space in the Providence mall.

They had furniture, including a large sofa, not to mention a PlayStation, TV, waffle-maker. They moved some two tons of cinder blocks, bought at Home Depot, to build an apartment wall. In 2007, mall security discovered the apartment; Townsend was caught and banned.

“The Mall Eight,” as Workman calls them, had been approached over the years by various filmmakers, but many “wanted to tell the sensational story: ‘Oh my God, they lived in a mall for four years!’ — which is incredible, don’t get me wrong. I love that,” Workman told the Globe. “But I was intrigued that this story is like a Trojan horse.

“It’s about living your life with meaning,” he said. “About art and the purpose of art, gentrification, the idea of public versus private space.”

Q. You might get this from other southern New Englanders — but I’ve been interested in this story for so long.

A. So many people from the Boston and Rhode Island area are like: “Wait, what? I know this story.”

Q. Exactly. So how did this come together?

A. Very randomly. I was in Athens, Greece, at a building covered with tape art — this incredible whimsical piece. I was blown away. I sought out the artist: It was Michael Townsend.

We became fast friends. One night he told me this crazy story. It stuck in my brain. What I didn’t know at the time was Michael had been approached over the years by upwards of 25 filmmakers. I think [the artists] understood my approach. I had their back. I was thinking about them as artists and not just: “Tell me what you ate at the food court.” Which, again, I love — but they’d gotten a lot of that.

Q. You saw the apartment as a “Trojan horse” to explore deeper themes. How did you start out seeing it, and how do you see it now?

A. It kept changing in front of my eyes. At one point, it was a “Jackass”-style prank. At other points, I’d think, “They’re occupying the very space that occupied them.” “It’s a unique dada art project, a happening.” Other times, a headquarters for them to plan their [other] art. Even as the filmmaker, I saw it shape-shift.

Q. There was a popular podcast episode about this story.

A. That was the first thing Michael did. That captivated everybody and got everybody interested in a film. But the artists kept turning it down. It was important for this movie to capture the why.

Q. What do you see as the why?

A. It’s complex. They felt powerless. Gentrification was coming. This response was kind of cockeyed and absurd — but had real meaning for them.

Q. I had no idea they filmed so much. Their old footage is a goldmine.

A. It’s unreal. There [were] 20-some-odd hours. They sat on it for 17 years. Not a soul saw it until Michael was like, “Yeah, here’s all the footage.”

We went from this bounty to absolutely nothing. But the movie already was starting to move in this interesting direction of being self-reflexive and meta. The making of the documentary was kind of mimicking the making of the apartment.

Q. You literally rebuilt the apartment.

A. Artists from Providence worked on it. So it was almost the movie folding in on itself.

Q. Michael still lives in Providence.

A. Near the mall. When he wakes up and looks out the window, it’s the mall. He’s still banned.

Q. Do you see what they did as art?

A. Sometimes it’s a stance against gentrification. Sometimes it’s this surrealist public/ private artwork. Sometimes it’s a treehouse. Sometimes it’s an F-you to the man. Sometimes it’s all these things. That’s why I love it.

10 Important Mall Scavenger Hunt Rules

If you’re planning an activity like this for kids or teenagers – perhaps with a youth group or for a birthday party – it’s important to have a set of mall scavenger hunt rules.

By pre-teaching  your expectations for their behavior, you’ll help ensure the game runs smoothly and none of them are rude or get in trouble.

Some of these rules might seem obvious, but they’re still worth mentioning so that they’re at the forefront of their minds.

So here are 10 important mall scavenger hunt rules to put in place:

1. Call The Mall – This first one is actually for you rather than the young people. Contact the mall in advance and discuss the activity you’ve got planned.

Some malls have rules regarding photo taking, so it would be a shame to organize a photo scavenger hunt only to find out it’s not allowed. Other malls may have rules that affect some of the tasks you’re planning, so it’s good to know this in advance so that you can make appropriate changes.

If nothing else, the mall will appreciate that you’ve taken the time to contact them. This can be especially important for church youth groups or other organizations, as it will help you have a good name in your local community.

2. Be Polite – There’s a good chance that the teenagers will be having to talk to members of the public at some point, whether that’s shoppers, workers, security guards, etc.

Remind them therefore to say things like please, thank you, excuse me, etc, particularly if they’re asking for help with one of the tasks on their list.

3. No Means No – Some of the tasks will involve asking people to help out with tasks or items. Make sure that if someone says no, the youth accept the answer and try asking someone else.

4. Don’t Be Rude – If someone does say no, the young people shouldn’t be rude or insulting.

5. Stay Together – Mall scavenger hunts are a great opportunity for team building. The group should therefore stay together throughout the game rather than going off and doing tasks separately.

6. Listen To The Adult – It’s a good idea to have an adult go around with each team. This isn’t just so that they can help ensure there are no problems, but it provides a great opportunity to build relationships with the teenagers.

The youth should therefore listen to (and obey!) anything the adult says.

7. Don’t Run From Security – Even if you’ve called the mall in advance, you may find that security haven’t be told that there will be a scavenger hunt going on.

If they stop one of the teams, make sure that they don’t run away and also bear points 2, 3 and 4 in mind. This is another good reason to have an adult with each team, as they can talk to security and resolve any problems.

8. Don’t Steal – This should go without saying, but if the scavenger hunt involves collecting items, some young people may be tempted to take items without asking.

9. Stay Inside The Mall – Unless one of the tasks involves them going outside, they should stay inside the mall. This ensures that all teams are playing within the same boundaries so one team isn’t getting an unfair advantage, plus it helps them stay safe by not running around in the parking lot.

10. Be On Time – Before starting the game, make sure everyone knows where and what time they should meet at the end. To make sure they’re on time, let them know that they’ll have one point deducted from their total for every minute that they’re late.

Having these mall scavenger hunt rules in place shouldn’t be too onerous and will make sure that the game is fun for all the teenagers and doesn’t disrupt the day for other shoppers and workers at the mall.

How hudson yards went from bust to boom.

The planned neighborhood in the far west of Manhattan has rebounded, at least in terms of leasing office space.

Good morning. Today we’ll look at how the big Hudson Yards development became a success story. We’ll also get details on arrests on the Manhattan campus of Fordham University, where pro-Palestinian activists said they had been inspired by the events at Columbia University.

Hudson Yards — the $30 billion planned neighborhood with office towers and luxury apartments — has become a success story, at least as far as leasing the offices is concerned. That very success has brought into focus the widening gap between the city’s few high-end office buildings and the rest of the office market in Manhattan, which is hurting. I asked Matthew Haag, who writes about commercial real estate, to explain why Hudson Yards appears to be doing so well.

Hudson Yards was deserted during the pandemic and looked like a bust as far as real estate was concerned. Now it’s flourishing. What happened?

As the pandemic faded, companies with offices in Hudson Yards called their employees back into the office, which injected life back in the neighborhood.

The companies there have embraced a return to work more so than most other companies in the city. That’s because they are mostly law firms and financial firms, which have largely encouraged a robust in-office presence three or four days a week. Fridays remain a work-from-home day, for the most part.

But remote and hybrid work seem to be here to stay, so why does Hudson Yards have some of the city’s highest rents and lowest vacancy rates?

It just so happens that the companies that can afford Hudson Yards’ expensive office rents are the same firms that have demanded their workers return to their desks.

Developers and businesses in Hudson Yards said that employee attendance is around 80 percent on Monday through Thursday, roughly the same as before the pandemic because some people are always out of town, on vacation or sick. Attendance on Fridays is quite low, maybe in the 20 percent range.

Also, the biggest, wealthiest companies want high-end work environments to attract and retain employees. There is no part of New York City with a larger cluster of brand-new or nearly new high-end offices than Hudson Yards.

When Hudson Yards opened, I remember going there and coming away thinking that the developers were trying to invent a neighborhood, that they were trying to put a neighborhood in a part of Manhattan that no one went to. Is it any more neighborhood-y? Any more community-like?

Hudson Yards is absolutely a developer-made neighborhood, which has been a chief complaint about the area.

Many local New Yorkers consider it inauthentic. After all, most of Manhattan took shape over many decades and centuries. Hudson Yards rose up over a few years.

The main developers of Hudson Yards, the Related Companies and Brookfield Properties, are well aware of these criticisms. Related executives have tried to bring in New York City shops and restaurants, and recently lured the venerable and much-loved Russ and Daughters deli to the ground floor of an office building.

Brookfield Properties has positioned its development, known as Manhattan West, to offer retail options anchored by a Whole Foods store.

Has any of that drawn people?

One way to measure whether the area is more neighborhood-y is through the residential population. It nearly doubled to 20,000 residents in 2020 from 2010, according to the census. Still, many community leaders, including those at Community Board 4, wish that developers would build more housing there.

The developers originally believed that the real moneymaker would be the mall they were planning. There was a Neiman Marcus store, but it closed when Neiman Marcus filed for bankruptcy. What has happened to the stores and the restaurants?

The mall, which was developed by Related, was intended to be a centerpiece of the neighborhood. Related staked the mall’s relevance and future on Neiman Marcus, the luxury retailer that owns Bergdorf Goodman but had never operated a store of its own in New York City. Neiman Marcus signed a 50-year lease.

Today, Related says that foot traffic in the mall has nearly returned to 2019 levels. The Neiman Marcus store was not the only one to close for good, but others have moved in — though not to the multistory Neiman Marcus space. Related is converting that into an office for Wells Fargo.

And the apartments?

Given the city’s overall housing shortage, it may be no surprise that the rental buildings are full or nearly full.

They are not cheap. There are some below-market units, but most one-bedroom apartments start around $6,000, far above the city’s average.

Even the critics of Hudson Yards have come around. What changed their minds?

One vocal critic of Hudson Yards when it opened was Brad Lander, then a City Council member from Brooklyn. He had concerns about the generous property-tax breaks for developers in the neighborhood, which are among the largest in the city.

Lander is now the city comptroller, with an eye on city spending and revenue, a.k.a. taxes. He said the buildings there contributed an extra $200 million a year to the city’s coffers in 2023 and a projected extra $300 million this year.

The buildings would be contributing more if there were no property tax breaks, but the developers would argue that Hudson Yards would not exist without the city’s assistance and without infrastructure upgrades like the 7 Line subway extension from Midtown.

Expect clouds and sunshine overhead and temperatures that will reach the low 80s, about 20 degrees above the average. Tonight, it will be partly cloudy, and temperatures will drop to the mid-50s.

Adams as the face of the crackdown on student protests

For much of the time after pro-Palestinian demonstrations began at Columbia University, university officials remained in the background, making public pronouncements through campuswide advisories.

By contrast, Mayor Eric Adams, a Democrat and former police officer, has stepped in forcefully , becoming the face of a crackdown that he said had led to 300 arrests at Columbia and the City College of New York on Tuesday.

On Wednesday, the police arrested protesters on Fordham University’s Manhattan campus , where students who said they had been inspired by the protests at Columbia had put up tents in an academic building. Before the arrests, some protesters at Fordham said they had been suspended; outside the Leon Lowenstein Center, there were chants that being suspended “in the name of Gaza” was “nothing short of an honor.”

Adams had made the rounds of morning news programs on Wednesday, making it clear on “Morning Joe” on MSNBC that he had urged Columbia to take action. Later, at a news conference at Police Headquarters, the mayor again alluded to outside agitators and cast himself as a force against disorder.

“They are attempting to disrupt our city, and we are not going to permit it to happen,” Adams said as he praised officers for using restraint during the arrests.

Rep. Henry Cuellar, D-Texas, tells ‘Fox News Sunday’ that the U.S. needs to enforce stronger repercussions for those who cross the border illegally.

Texas Democratic Rep. Henry Cuellar mourned the tragic mass shooting in his home state over the weekend, arguing the U.S. needs to understand the "root problems" of mass shootings as the tragedies can unfold even in blue states with strict gun laws.  

"There's always a reason why certain people [carry out mass shootings] and there's always telltale signs before. There's indicators that we should have looked out for. But again, to the law enforcement that put a stop to this, again, I thank them" Cuellar told Shannon Bream on " Fox News Sunday. "

Eight people were killed and seven others injured on Saturday afternoon during a shooting at the Allen Premium Outlets, which is located about 20 miles north of Dallas. A local police officer "engaged the suspect and neutralized the threat," according to Allen Police Chief Brian Harvey. 

It was the second mass shooting in Texas in the span of roughly a week, following the execution-style shooting that left five people dead in the town of Cleveland last Friday.

Cuellar said the U.S. needs to "get at the root problems" of mass shootings, citing mental health programs to assist those in crisis, and arguing against calls to simply tighten gun laws. 

"If people talk about just… making the law stricter. You got to look at, you know, in states that are blue, very strict laws, you still get this type of mass shootings. So it does happen across the nation, and we have to get to the bottom of this," he said.

Republican Texas Gov. Greg Abbott released a statement Saturday on offering resources to investigate the shooting.

"Our hearts are with the people of Allen, Texas, tonight during this unspeakable tragedy," Abbott said in the statement. "I have been in contact with Mayor Fulk and DPS Director McCraw as well as other state and local leaders and offered the full support of the State of Texas to local officials to ensure all needed assistance and resources are swiftly deployed, including DPS officers , Texas Rangers, and investigative resources."

The shooting has led some Democrat officials to call for increased gun control measures, including California Gov. Gavin Newsom, who argued that the U.S. has "​​ become a nation that is more focused on the right to kill than the right to live."

The mass shooting that left eight people dead and seven injured at a suburban Texas outlet mall over the weekend is the most recent in an acceleration of mass killings in the United States.

In a given year, the U.S. typically sees six mass shootings in a public place, and the most the country has ever witnessed was 10 in a year, according to James Alan Fox, a professor at Northeastern University who has studied mass killings for 40 years.

The massacre at Premium Outlets in Allen, Texas, on Saturday already marks the sixth public mass killing of 2023 − about one-third of the way through the calendar year. That's not a good sign, Fox said.

"Those are the kinds of events that make headlines, scare people and make them look around when they go into a supermarket or retail store," Fox said.

Texas is one of two states in the U.S. that have seen 17 mass shootings this year. The other is California.

How many mass killings in 2023?

There have been 22 mass killings in 2023 , defined as four or more people killed, not including the perpetrator, according to the USA TODAY/Northeastern University/Associated Press Mass Killings Database.

All of the mass killings this year have been shootings, and 12 were among families, said Fox, who oversees the database.

If the crash in Brownsville, Texas , on Sunday that left eight people dead is ruled intentional, it would be the 23rd mass killing, Fox said. A man has been charged with multiple counts of manslaughter after his SUV slammed into a crowd at a city bus stop near a migrant shelter.

The number of annual mass killings in the U.S. remained largely steady from 2006 to 2018 but started to increase in 2019, he said. Now, 2023 has seen more mass killings at this point in the year than in any other year, Fox said.

"We have seen a surge in the number of guns being purchased, and then you combine that with the impact that COVID had on people's emotional state and economic well-being. And of course, there's the political divisions that we have in our country," he said.

How many mass shootings in 2023?

Beyond the mass killings that often make headlines, there have been scores of other shootings daily across the country.

There have been at least 202 mass shootings in the U.S. this year, leaving 276 people dead and 792 injured, according to the Gun Violence Archive, a nonprofit publicly sourced database. The archive defines a mass shooting as at least four people struck by gunfire.

The archive also indicates an acceleration of mass shootings: The U.S. has not seen so many mass shootings at this point in the year since at least 2016, according to the data.

"Will things go back to a more average level we saw a decade ago? Maybe," Fox said. "But given the condition of America and the weaponry that's available, I wouldn't bet on it."

Texas, California see most mass shootings in 2023

Texas and California have seen the most mass shootings this year, according to the Gun Violence Archive. The shootings in California have killed 40 and injured 56. In Texas, 29 people have been killed and 61 injured. The shootings include four mass killings in California and three in Texas.

In California, the nation's most populous state, six people were killed in a home in the small community of Goshen in January. That same month, a gunman killed 11 people and injured nine at a Lunar New Year Festival in Monterey Park. Days later, a gunman killed seven people at two farms in Half Moon Bay. Last month, four people were killed in a home in Mojave.

In Texas, which has the second-largest population in the country, four people were killed in an apartment building in Dallas in March. The next month, a gunman killed five of his neighbors in their home in Cleveland. On Saturday, a gunman parked his car at the crowded suburban Dallas mall and began shooting people as they walked along sidewalks nearby.

Texas has seen several mass killings with high numbers of fatalities, Fox said. Of the nine mass killings in U.S. history with at least 20 people killed, four were in Texas, he said, in Killeen , Sutherland Springs , El Paso and Uvalde .

"We are just weeks away from the one-year mark of the horrific mass shooting in Uvalde, and Texas leaders have failed to do anything to make their state safer," former U.S. Rep. Gabrielle Giffords, founder of the gun violence prevention organization GIFFORDS, said in a statement Sunday.

Nashville school, Louisville bank among other mass killings of 2023

Mass shootings in Nashville, Tennessee, and Louisville, Kentucky, this year also spurred nationwide outrage. In March, a shooter killed three children and three school staff members at a small private Christian school in Nashville. In April, a gunman killed five people and wounded at least eight at a bank in Louisville.

President Joe Biden has called on Congress to act . In a statement Sunday, he urged lawmakers to reinstate the nation's ban on assault weapons and high-capacity magazines, which expired in 2004.

"States are banning assault weapons , expanding red flag laws and more − but it’s not enough," he said.
