• In Sao Paulo at Guarulhos Airport (GRU), at the laboratory located in Terminal 3.
• All passengers aged 6 and over are required to use a mask that covers the nose and mouth . If a passenger cannot use the obligatory mask for medical reasons, they must send Air Europa, more than 48 hours before flight departure, an email with the medical certificate issued no more than two months before the date of the flight and that accredits this. Also, they must present at any Air Europa counter on the day of the flight a negative certificate of a PCR test carried out within 72 hours before departure.

Air Europa informs its passengers about country-specific regulations and recommendations that are required to travel safely. Air Europa’s aircraft cleaning protocols are maintained extremely stringent. The number of in-depth cleanings to disinfect with specific hospital-grade products that are perfectly suited to kill the coronavirus has increased. Also, it’s important to know that cabin air never stagnates and it is a mixture of outdoor air and filtered air using HEPA filters that can capture virus-containing particles with an efficiency of more than 99.9%.

All aircraft have been provided with disinfectant wipes, and crews are equipped with masks and gloves. To reduce unnecessary contact points, newspapers and magazines on board have been removed.  After each flight, each blanket is washed, dried, and folded by industrial cleaning machines and returned on board in a plastic bag, where they remain until delivered to the customer.

Flexibility

Air Europa offers unprecedented flexibility to its travelers – for purchases from March 1, you are allowed to change the date without penalty when there are at least 7 days remaining until the flight departure . You will only pay the difference in fare if the original fare is not available.

If your flight has been changed, you have the following options:

• Change the date free of charge, in the same cabin.
• Save the amount of the ticket to use it as credit in a future purchase (valid for any destination operated by Air Europa or on the same route as the original ticket to be used within one year).

Visitors who now travel visa-free will need to get approval prior to departure.

Americans eyed upcoming travel to European destinations slightly differently due to news of a requirement that was set to start in 2024 for U.S. passport holders. But now, EU officials have postponed the European Travel Information and Authorisation System ( ETIAS ) launch until spring of 2025.

SchengenVisaInfo.com, a website dedicated to the world's largest visa-free zone where 27 European countries abolished their internal borders known as the Schengen Area, first reported that an EU official confirmed ETIAS won't go live until May 2025, "due to continued delays with the introduction of the related Entry-Exit System (EES), which needs to be operational before ETIAS can be implemented."

An official for the European Union did not immediately respond to ABC News' request for comment.

What to know about ETIAS for US travelers

If you previously traveled to Europe without a visa, you will now need to apply for authorization through the ETIAS , before visiting.

Today, American travelers have visa-free access to 184 global destinations, according to the Henley Passport Index . And while the U.S. passport is currently ranked eighth-most powerful passport to own, that could be set to shift when the European Union adds its new documentation requirements for U.S. visitors.

The application form, which will be available on the official ETIAS website as well as a mobile application, has a fee of 7 euros or $7.79 U.S. dollars. All communication is done by email.

Once you are approved for travel, the authorization entitles visitors to stay in European countries that require ETIAS for up to 90 days within any 180-day period and travelers must be in possession of a valid ETIAS during their entire stay.

According to ETIAS, most applications should be processed within minutes, but in case an application takes longer, decisions will be sent within four days or up to 14 days if the applicant is asked to provide additional documentation.

The European Union encourages travelers to apply for an ETIAS authorization "well in advance of your planned journey."

Confirmation of application submission will be sent on email with a unique number that is needed for future reference.

Upon receiving ETIAS travel authorization, travelers are to ensure that their name, passport number and other information is correct because any mistake will prevent them from crossing the border.

If an application is refused, the email will include the reasons for the decision along with information about how to appeal.

ETIAS travel authorization is valid for three years, according to the EU, or until the travel document you used in your application expires, whichever comes first.

The ETIAS authorization is linked to a person's travel document -- such as a U.S. passport -- and both documents will be needed to board a flight, bus or ship to enter any of the European countries that require ETIAS.

Similar to international border requirements with a passport, the ETIAS authorization doesn't guarantee automatic right of entry. "Border guards will verify that you meet the entry conditions" and anyone who does not meet the conditions "will be refused entry," according to the EU.

EASA/ECDC update air travel guidelines to factor in vaccination and latest scientific evidence

ECDC and The European Union Aviation Safety Agency (EASA) today issued a new version of the Aviation Health Safety Protocol providing clear operational guidance and risk-based recommendations for health-safe air travel to complement the European Union’s initiatives, such as the EU Digital COVID Certificates.

The new version of the document takes into account new evidence and information such as the circulation of variants of concern (VOCs) and the rollout of the COVID-19 vaccination programmes. The new version  also emphasises  the need to keep non-pharmaceutical measures in place – such as the wearing of medical face masks, hygiene measures and physical distancing. It is intended to provide support to national authorities in the Member States and to aviation stakeholders and is based on the latest scientific evidence, epidemiological situation and policy developments.

“We have reached a significant milestone in the pandemic: a real change in approach that can allow travellers to fly again without worrying excessively that the rules may change at short notice, complicating their journey or making it impossible,” said EASA Executive Director Patrick Ky. “The industry – and passengers – have been waiting for this moment for a long time. Thanks to the expert epidemiological input from ECDC we are confident that this protocol offers practical and pragmatic guidelines for health-safe travel.”  

In line with current scientific evidence and the European Council recommendation, the Protocol proposes that people who are fully vaccinated against COVID-19 or who recovered from the disease in the last 180 days should not be subject to testing or quarantine, unless they are coming from an area of very high risk or where a Variant of Concern is circulating. For travel from such destinations, the requirement for a negative test could be considered. This could be either a Rapid Antigen Detection Test (RADT) taken no more than 48 hours before arrival or a PCR test no more than 72 hours before arrival. Also, the use  of Passenger Locator Forms to facilitate  contact tracing is still considered very important.

In addition, physical distancing of at least one metre must be maintained and medical masks must be worn at all stages of the journey. Hand and respiratory hygiene measures also need to be observed.All these measures are recommended for EU air travel, but also for air travel to and from third countries. 

“The rollout of COVID- vaccination programmes has thankfully allowed for the relaxation of some measures for fully vaccinated travellers” said Andrea Ammon, ECDC Director. “But if measures are relaxed too soon also for non-vaccinated people, then we may see a rapid rise in cases again. This is based on the current scientific evidence as well as ECDC modelling predictions, which take into account the gradual relaxing of non-pharmaceutical measures, circulation of variants of concern, and the rollout of vaccination programmes. In order to effectively control community transmission of the virus, we need to continue the roll-out of vaccinations and exercise caution until a sufficient proportion of the European population has received their vaccine.”

Emphasis should be placed on ensuring that the new elements of the protocol, such as the checking of proof of vaccination or recovery should not create bottlenecks and queues in airport processes. The protocol recommends that the information should be checked once in each journey, ideally prior to arriving at the airport of departure. This should also be the case for transfer passengers.

The recommendations are non-binding on the Member States. Nevertheless, it is hoped that countries across Europe will adopt its recommendations so as to ensure harmonisation and the safe recovery of the air transport and tourism sector.  As part of the consultation process, the AHSP and the principles behind it were presented to the Health Security Committee and the members of the EU’s integrated political crisis response mechanism (IPCR) as well as the National Aviation Authorities and the EASA Advisory Bodies .

EASA will monitor the implementation of the protocol, which will be further updated in the future in line with the latest scientific evidence and epidemiological information.

Another important tool to facilitate safe travel within the EU, was the EU Digital COVID Certificate Regulation , which entered into force on 1 July 2021. The Certificate served as proof that a person was vaccinated against COVID-19, had recently received a negative test result or recovered from COVID-19. When travelling, every Certificate holder would have the same rights as citizens of the visited Member State who were vaccinated, tested or recovered from COVID-19. As such, the regulation aimed at facilitating the gradual lifting of travel restrictions put in place by the Member States.

Used by most Member States from its launch in 2021 until mid-2022, the EU Digital COVID Certificate was a major success in Europe’s efforts to address and mitigate the impact of the COVID-19 pandemic on societies and economies. With more than 2.3 billion certificates issued, it was crucial to support free movement and Europe’s hard-hit tourism industry. As the epidemiological situation improved, requirements to hold EU Digital COVID Certificates for intra-EU travel decreased. On 29 June 2022, to ensure continued travel in the case of a significant worsening of the epidemiological situation, the EU Digital COVID Certificate Regulation was extended until 30 June 2023. By August 2022, all Member States had lifted all intra-EU travel restrictions.

On 5 May 2023, the World Health Organization declared the end of the COVID-19 pandemic as a public health emergency of international concern. Reflecting this situation, the Commission did not propose a further extension of the EU Digital COVID Certificate Regulation beyond 30 June 2023. Since 1 July 2023, the regulation and accompanying Council recommendation are no longer in force.

The positive impact of the EU Digital COVID Certificate system extended beyond the EU, as it became a global standard firmly based on the EU’s values of openness, security and data protection. Overall, 78 countries across five continents benefited from the system. This success contributed to the resumption of safe international travel and global recovery. The World Health Organization has decided to take up the EU system of digital COVID-19 certification to establish a global system that will help protect citizens across the world from on-going and future health threats, including pandemics.

Travel from non-EU countries to the EU

Early on during the pandemic, on 16 March 2020, the Commission adopted a Communication recommending a temporary restriction of non-essential travel from third countries into the EU . On 17 March 2020, Member States agreed to implement the temporary restriction, with the four Schengen Associated States also implementing it.

On 30 June 2020, following a proposal from the Commission on the 11 June, the Council adopted a recommendation on the gradual lifting of the temporary restrictions on non-essential travel into the EU . The Council recommendation was updated multiple times in response to the developments of the pandemic.

During the period where restrictions for travel to the EU were in force, some exemptions were put in place to ensure free movement of citizens, goods and services – with full respect of health and safety measures. These can be consulted here:

Exemptions to coronavirus travel restrictions

Following the adoption of Council Recommendation (EU) 2022/2548 of 13 December 2022 , Member States should impose no restrictions on travel on the grounds of public health due to the COVID-19 pandemic. However, EU countries have put in place some safeguards in case of a deteriorating epidemiological situation or appearance of a new variant of concern.

European Commission publishes legislation to enhance global aviation harmonisation

On April 11, 2024, the European Commission published a set of Standardised European Rules of the Air (SERA) requirements harmonising the EU and International Civil Aviation Organization (ICAO) regulatory frameworks, to ensure a high uniform level of aviation safety in Europe and globally.

The amending regulations, based on European Union Aviation Safety Agency (EASA) Opinion No 02/2023 , synchronise SERA with ICAO provisions, clarify, improve, and facilitate the implementation of SERA requirements, and bring operational and safety benefits also in the domains of Air Traffic Management / Air Navigation Services (ATM/ANS) and Aerodromes (ADR) .

The new package consists of the following implementing and delegated acts:

• Commission Implementing Regulation (EU) 2024/403 ;
• Commission Implementing Regulation (EU) 2024/404 ; and
• Commission Delegated Regulation (EU) 2024/405 ,

updating the SERA framework, as well as the related ATM/ANS Common Requirements and ADR rules, for regulatory consistency.

EASA is working to complete this Rulemaking Task RMT.0476 by issuing the associated acceptable means of compliance (AMC) and guidance material (GM), expected in May 2024.

Flying With Dogs or Cats? These Are Airlines’ Pet Policies

American recently relaxed its rules for pets traveling inside the cabin with their owners. Here’s what the major U.S. airlines require to travel with a pet.

Flying with a pet can be expensive and confusing, with fees, weight limits, carrier size rules and the need to make sure there’s no loud barking (or meowing) on board.

Recently, American Airlines relaxed its pet policy to allow passengers to bring a carry-on bag in addition to a pet in a carrier, and more private flight options have been emerging in recent years for pet owners who can afford them.

Still, flying with large or medium-size dogs can be tricky, and many travelers are wary of leaving a pet in the plane’s cargo hold.

For those traveling on the major carriers with their pets as carry-ons, here’s what to know about each major domestic airline’s policy.

Southwest Airlines

On Southwest, a Dallas-based carrier, two checked bags can fly at no cost, but not pets. Southwest charges $125 per pet carrier on its flights.

Dogs or cats are allowed to travel below a seat in an approved carrier — up to 18.5 inches long by 8.5 inches high and 13.5 inches wide — according to the airline .

Southwest has a few caveats for those traveling with pets: The pet must stay in its carrier during the flight, and the carrier is considered a personal item or carry-on bag.

Up to six pets are allowed on Southwest flights. Once six pets are booked onto a flight, no further customers may add a pet companion to their booking.

United Airlines

United Airlines has no weight or breed restrictions for cats and dogs as long as they are in an approved hard or soft-sided carrier, measuring 17.5 inches long by 9 inches tall and 12 inches wide for a hard carrier, or 18 inches long by 11 inches tall and 11 inches wide for a soft carrier.

United charges $125 each way for travel with pets. There is no fee for service animals on United flights, but some forms are required before the flight.

The carrier must fit under a seat, and where a passenger is allowed to sit can vary according to the type of aircraft. For example, people traveling with pets cannot sit in emergency rows. If you’re traveling with two pets (the maximum allotted), you are required to book two seats.

Delta Air Lines

Small dogs and cats can travel on Delta Air Lines flights as long as they can fit inside a carrier stored below the seat. The size of the carrier depends on the aircraft, but in general the airline recommends a soft-sided carrier no larger than 18 inches long by 11 inches tall and 11 inches wide.

Your pet must be at least 8 weeks old and small enough to have some room to move around in the carrier, which must have ventilation openings on three sides.

Delta charges $95 for pets traveling as carry-on companions, and the passenger can bring only one personal item along with the pet. Certain seats cannot be booked for travel with an animal, such as those in an emergency exit row.

American Airlines

American Airlines allows cats and dogs to travel in a carry-on container, which must remain under the seat in front of the pet owner throughout the flight. The airline recommends a soft-sided carrier that measures 18 inches long by 11 inches tall and 11 inches wide.

The fee for a carry-on pet on a domestic American Airlines flight is $150.

Flights are limited to seven carry-on pets, not including service animals, and American Eagle flights are limited to five carry-on pets, with one in first class. There is no charge for service animals flying on American flight, but the airline requires forms to be filled out in advance.

The airline said in a statement that it had recently changed its cabin pet policy to allow customers with a pet to also bring either a personal item or carry-on bag stowed in the overhead bin (but not both).

“We made the change to provide a more convenient and comfortable experience to customers whose pets fly American,” the airline said.

Spirit, JetBlue, Frontier and Alaska

Spirit allows dogs and cats on its flights in a carrier no larger than 18 inches long by 14 inches wide and 9 inches tall for a fee of $125. The weight of the pet and the carrier cannot exceed 40 pounds, according to the airline .

Small dogs and cats can fly on JetBlue for fee of $125 each way , in an approved carrier. Up to six pets are allowed on JetBlue flights.

Frontier allows pets on board for a $99 fee each way, as long the pet fits in a carrier. Passengers can have only a personal item or carry-on in addition to their pet carrier.

Pets can travel in a carrier on Alaska Airlines flights for a fee of $100 each way. A passenger can travel with a pet carrier and a personal item, or a carrier and a carry-on bag.

Private or charter flights

Those who take their pets on private or charter flights, which can cost many thousands of dollars, have much more leeway. Dogs that weigh less than 150 pounds can sit on seats.

BarkAir, a charter operator tailored specifically for those flying with dogs, charges about $6,000 for a dog and its owner to travel, with flights between New York and Los Angeles and New York and London. Carriers are not required, and dogs can sit on laps, seats or beds.
