A teenager has been charged after another teen died in a car crash on Phillip Island in Victoria .
A 19-year-old died on Saturday night when the car in which he was a passenger lost control and crashed into a tree at the intersection of Millennium Way and Justice Rd, Cowes.
There were five men in total inside the car, with the driver and three other passengers taken to hospital with non-life-threatening injuries.
The driver, an 18-year-old man, has now been charged with dangerous driving causing death.
He has been bailed and will face Latrobe Valley Magistrates Court on October 4.
Three men have been charged after a stabbing attack in Brisbane's South West involving a pair of scissors. The police say the reasons behind the fight between the three men are unknown.

Victorians are being urged to take care in the outdoors after a woman fell down a cliff while taking photos at a popular surfing spot.
The woman, aged in her 20s, fell at Cape Woolamai in Phillip Island and was winched to safety by an air ambulance on Sunday.
She was transferred to the Alfred hospital in Melbourne in a stable condition.
An Ambulance Victoria spokesperson said the woman had been stuck for “some time”, with injuries to her back and upper body.
A Victoria police spokesperson said she fell down the cliff face on Sunday afternoon and confirmed that “crews worked to winch the woman to safety”.

Bass Coast acting police inspector Dave Fyfe told the ABC that the woman’s injuries were not life-threatening but included multiple fractures.
“She’s in hospital now,” he said. “They’re not fatal injuries but they’re still pretty serious.”
Fyfe warned that “physics doesn’t come with a selfie clause and gravity’s a one-way trip”.
“I don’t mean to make light of what happened to her,” he said. “I’m certainly hoping the lady makes a full recovery.”
Phillip Island is a popular tourist destination, particularly due to its world famous penguin colony . But the woman’s fall occurred on the other side of the island to the popular penguin parade .
Fyfe said the incident was a reminder for people to be careful in the outdoors as warmer weather approached.
“She walked off the walking trail and unfortunately she’s taken a tumble down the cliff face,” he said.
“So where there’s tracks, stick to tracks, especially those people who might be visiting this area.”
In 2015, police said two people who fell down a Cape Woolamai cliff face while abseiling were “lucky” to be alive .
The pair were reportedly halfway down the rock wall when they fell 10 metres on to rocks near the waterline, sparking a large rescue effort.

Investigations continue for Island crash
POLICE are investigating after a multi vehicle collision occurred in Newhaven/Cape Woolamai on December 27.
Officers believe a Lexus travelling west sideswiped three vehicles, before colliding with a VW travelling east on Phillip Island Road about 4.20pm.
Paramedics and police officers were called to the scene on Phillip Island Road alongside members from the local SES and CFA.
The driver of the Lexus, a 74-year-old Cape Woolamai man, was airlifted to The Royal Melbourne Hospital in a serious condition with a suspected medical condition as well as upper and lower body injuries.
The male driver in his 40s and female passenger in her 20s of the VW were taken to Dandenong Hospital with non-life-threatening upper body injuries.

Six people taken to hospital following multi-car crash at Phillip Island
Six people have been taken to hospital following a multi-car crash on Phillip Island.
A primary school aged girl was taken to Wonthaggi Hospital, while two men, aged in their 20s and 30s, were taken to Dandenong Hospital with minor upper body injuries.
A man in his 70s was taken to Frankston Hospital with no obvious injuries.
Paramedics were called to the crash at Rhyll shortly after 12.30pm on Wednesday.
Emergency crews are at the scene on Phillip Island Road between Rhyll -Newhaven Road and Back Beach Road.
People are being told to delay travel to Phillip Island until later if possible.
There are no further details at this stage.

Two Philippine navy pilots killed after a training helicopter crashes near a public market and homes
CAVITE, Philippines (AP) — A Philippine navy training helicopter crashed near a seaside city, killing the two pilots on board and narrowly missing a fruit market and neighborhood, where some horrified residents ran for their lives, officials and witnesses said on Thursday.
Nobody on the ground was injured when the Robinson R22 helicopter crashed near early-morning marketgoers and residents in Cavite City, 21 kilometers (13 miles) south of Manila.
Military spokesperson Col. Francel Padilla said the cause of the crash was not immediately known, but the two pilots had “executed emergency procedures."
Joann Nicolas Laristan said she was hanging her laundry when she saw the helicopter flying unusually low near a church before it collided with two trees beside an empty workers' shed about 50 meters (164 feet) from her home.

“I got really scared because the crash happened just nearby,” Laristan told The Associated Press. “I ran back to my home and grabbed my children."
Other residents said they were roused from sleep by the loud noise of the crash.
Several residents expressed relief that the helicopter did not hit their homes or the nearby public market, which was starting to draw a crowd after daybreak.
Police investigator Armangel Genuino told AP the helicopter took off from Sangley Airport for a routine training flight around Cavite province and crashed less than 10 minutes later.
The instructor pilot and his navy colleague were extracted from the wreckage by paramedics and rescuers but were later declared dead in two hospitals, Genuino said.
The navy mourned the death of the pilots and said an investigation was underway.
“No stone will be left unturned as we endeavor to prevent this kind of accident from happening again,” a navy statement said.
The Philippine military is among the weakest in the region and has struggled for decades to modernize and strengthen its navy, army and air force while dealing with long-running Muslim and communist insurgencies.
In recent years, it has started to shift its focus to external defense, including in the disputed South China Sea, where the Philippine navy and coast guard have faced an increasingly aggressive Chinese coast guard and suspected militia fleets in high-seas territorial confrontations.
Radiators fail once more: Moscow suburbs residents appeal to Putin
R esidents across the Moscow suburbs are besieged by a heating problem, for which they plead direct intervention from President Vladimir Putin. These individuals have yet to experience any semblance of home heating since winter started due to a dwindling supply of heating oil. The issue, one largely avoided by local authority communication, has left residents desperate to the point of directly appealing to the president.
While plots have been uncovered to disrupt Ukraine's infrastructure for a second consecutive winter, thus depriving civilians of heating, it seems Russians are now mired in their crisis. Irony drips from the fact that those under Putin's leadership are looking to cause turmoil in Ukraine, yet at home, they face a similar predicament.
Many dwellings within the Moscow agglomeration are presently without heat. The capital's residents are desperate, directly appealing to President Putin due to a perceived lack of alternate avenues for assistance. The absence of suitable heating functionality since winter commenced pushes them towards desperation with no relief in sight.
This seems improbable, but in Russia, it appears that anything can happen.
It remains uncertain if Vladimir Putin is actively addressing the heating crisis. Some experts suggest that Russia's heating oil reserves are depleting, which negatively affects residents' quality of life. Plagued by cold radiators and plummeting winter temperatures, these citizens have directly addressed their pleas to their head of state.
This heating crisis is happening in Elektrostal, a town approximately 71 miles from Moscow.
Ironically, Russia has constantly aimed to destroy the Ukrainian infrastructure since war broke out, deliberately trying to leave Ukrainians without heating during the harsh winters, aiming to break their strong will. It's an irony they now struggle with a domestic heating crisis, particularly near Moscow, their largest and most pivotal city.
Desperate individuals are reaching out to Vladimir Putin. They question his knowledge of the heating infrastructure conditions in the Moscow suburbs and the dire situations residents face there. Sundown brings no relief from the harsh Russian winter and without heating, their houses turn cold. With elections nearing, more and more residents find themselves reaching out directly to their president.
"Since winter's start, we've been without heating. This has been a yearly occurrence for the past three years. Despite paying for heating, we don't have enough. We implore you, help us!" - these are the desperate pleas from the heavily dressed populace dealing with the Russian winter conditions.
Experts attribute the heating oil shortage to international sanctions and surging demands for diesel fuel, pivotal to military operations. Russia now grapples with a dearth of raw materials essential for boiler and heating plant operation. As supplies dwindle, houses grow cold with little hope of any immediate corrective intervention.
It would be adequate if the war ceased, residents were prioritized, and attention accorded to their welfare.

Moscow metro to be more tourist-friendly

For many years now, Moscow has lagged behind St. Petersburg when it comes to making life easy for tourists, especially where getting around the city is concerned. Whereas the northern capital installed English-language maps, signs and information points throughout its subway system in the late 2000s, the Russian capital’s metro remained a serious challenge for foreign visitors to navigate.
Recent visitors to Moscow may have noticed some signs that change is afoot, however. In many stations of the Moscow subway, signs have appeared on the floor – with large lettering in Russian and English – indicating the direction to follow in order to change lines. Previously, foreign visitors using the Moscow metro had to rely solely upon deciphering the Russian-language signs hanging from the ceilings.

However, this new solution has a significant drawback. “The floor navigation is visible only to a small stream of people – fewer than three people per meter. During peak hours, this navigation will simply not be noticed,” said Konstantin Trofimenko, Director of the Center for Urban Transportation Studies.
One of the biggest problems for tourists in the Russian capital remains the absence of English translations of the names of subway stations in the station vestibules and on platforms. The Department of Transportation in Moscow has not commented yet as to when this problem will be solved. However, Latin transliterations of station names can already be found in the subway cars themselves.
Finding the right exit
At four of the central stations – Okhotny Ryad, Teatralnaya, Ploshchad Revolyutsii, Lubyanka and Kuznetsky Most – the city authorities have now installed colorful stands at the exits with schematic diagrams of the station’s concourse and surrounding area, which provide information about the main attractions and infrastructural facilities.
The schematic diagrams are the work of British specialists from the City ID and Billings Jackson Design firms, who have already implemented successful projects in New York and London.
According to Alexei Novichkov, expert at the Design Laboratory at the Higher School of Economics, the design of these information booths raises no objections: The color solutions, font, layout and icons are consistent with international standards.
However, the stands do have some shortcomings. “Many questions are raised about the fact that the developers of these maps did not apply orientation to the north, and have provided layouts of the surrounding areas with respect to the exits,” says Novichkov. “A system like that is used for road navigators, but most of the ‘paper’ guides and maps are oriented strictly to north. The subway map is also oriented to north, so people may become confused.”
Muscovites and foreign visitors are generally positive about these navigation elements, with most of them citing the numbered exits from the subway as the most useful feature.
The fact is that many Moscow subway stations have several exits. One of the busiest central stations of the Moscow subway in particular, Kitay-Gorod, has more than a dozen exits. Previously, these exits were differentiated from each other only with signs in Russian referring to the names of streets and places of interest to which they led – making it easy for tourists and those with poor navigation skills to get confused.
Now, when making an appointment to meet a friend, instead of struggling to find the right spot when they tell you: “I'll meet you at the exit to Solyanka Street,” you can just propose to meet under a specific exit number.
“I’ve lived in Moscow for seven years,” says Angelika, a designer from Voronezh, “but I still don’t always know where to go to find the place I need, so the new schematic diagrams will be very useful. Previously, some subway stations had maps, but not with so much detail.”
Teething problems
Foreigners, meanwhile, focus their attention on other elements. “It is good that the new information boards have QR-codes, which can be ‘read’ by smartphones,” says Florentina, a writer from Vienna. But there are also shortcomings. “The English font of the information on posters and in the captions to theaters and museums is too small – you have to come very close to see it well,” she says.
Pleasant encounters on the streets of Moscow
Florentina was also dissatisfied with the fact that such posters are not provided at all subway stations: “When I was trying to find Tsaritsyno Park (a museum and reserve in the south of Moscow) at a subway station with the same name, it turned out to be quite difficult,” she says.
“There are no maps with landmarks for other areas, such as those already in the city center. There were no clear pointers in the English language, and the passers-by I met did not speak in English, so they could not help me,” she adds.
Officials say that the navigation system is gradually being redeveloped and improved. According to Darya Chuvasheva, a press representative for the Department of Transport of Moscow, the introduction of a unified navigation system will take place in stages.
“By the end of 2014, the system will first appear on the first subway stations on the Circle Line. By the end of 2015, we plan to install the system at all major stopping points, subway stations and transport interchange hubs,” says Chuvasheva.
