Road closures and parking restrictions for 2024 Mini-Marathon

INDIANAPOLIS — The OneAmerica 500 Festival Mini-Marathon will bring thousands of people downtown Indianapolis this Saturday.

If you are heading out to participate in the race, cheer on a runner or just need to get in and out of downtown, here are road closures and parking restrictions to know:

Road Closures:

According to Speedway Police, the following streets will be blocked off in the Town of Speedway from 7:30 a.m. until 12 p.m.

  • Crawfordsville Road from Lynhurst Drive to the 16th Street Roundabout: Restricted to local traffic only. No traffic will be allowed on the 16th Street Roundabout.
  • Main Street from 16th Street to 10th Street: Closed for all but emergency traffic. According to Speedway Police, no on-street parking will be available on adjacent lots & streets.
  • 16th Street from Lynhurst Drive to Main Street is restricted to local traffic only. No traffic will be allowed eastbound on 16th Street from Main Street.
  • 10th Street from Lynhurst Drive to Main Street is restricted to local traffic only. No traffic will be allowed eastbound on 10th Street from Main Street.
  • 10th Street from Olin Avenue to Main Street: Closed.
  • 16th Street from Livingston Avenue to Main Street: Closed.
  • Olin Avenue from 10th Street to 16th Street: Closed.
  • Polco Street from 10th Street to 16th Street: Closed.
  • Cossell Road from 10th Street to Grande Avenue: Local traffic only.
  • All streets intersecting Main Street between 10th and 16th Street will be closed at Main Street. In addition, Gilman Street, Allison Way, and Ford Street from 10th Street to Main Street will be closed.

Parking Restrictions:

Temporary “No Parking” signs will be posted on Main Street for both the east and west sides of the street on Friday at 4 p.m. Parking enforcement will not begin until 3 a.m. on Saturday.

After 3 a.m. on Saturday, any vehicle parked on Main Street between

10th and 16th Streets will be towed at the owner’s expense by the Speedway Police Department.

Parking restrictions will be lifted at the conclusion of the event.

Congestion Pricing Will Start on June 30 in New York City, M.T.A. Says

Transit officials announced the start of the program, which they have said will ease some of the nation’s worst traffic.

The first comprehensive congestion-pricing program in a major U.S. city will begin in New York on June 30, the Metropolitan Transportation Authority announced on Friday.

The plan remains contentious, however, and with months to go before its scheduled rollout, legal and political clashes could still dilute or stop it altogether. A growing number of opponents — including Gov. Philip D. Murphy of New Jersey, influential unions and some elected New York officials — recently ratcheted up their effort to block it.

The program is meant to ease some of the worst traffic in the nation, improve the city’s air quality, increase mass transit ridership and raise money to modernize the city’s subway, bus and commuter rail system. Congestion-pricing tolls are expected to generate $1 billion a year, with the revenue earmarked by law for capital projects, not operating costs.

The authority, which operates the mass transit system, also said on Friday that it had opened a portal for applicants seeking the program’s coveted discounts and exemptions. A website will guide drivers on who qualifies and how to apply.

Under the program, most passenger cars will be charged $15 a day to enter a so-called congestion zone below 60th Street in Manhattan. Trucks would pay $24 or $36, depending on their size. Taxi fares would increase by $1.25, and Uber and Lyft fares would rise by $2.50.

The program is widely unpopular by many measures. A survey of about 800 New Yorkers conducted this month by Siena College found that 63 percent opposed it. Still, out of more than 25,000 public comments about congestion pricing submitted to the transportation authority from late December to mid-March, roughly 60 percent expressed support, the authority said.

M.T.A. and federal transportation officials are defending it against six lawsuits in federal courts in New York and New Jersey that seek to halt the plan. The courts, which are expected to rule before the program starts, could possibly delay or block it.

“They are proceeding at their own risk in arrogant disregard of pending court cases,” said Jack L. Lester, a lawyer for a group of city residents who filed one of the suits.

This month, a federal judge in Newark heard arguments in a suit brought by New Jersey officials who argue that the congestion-pricing plan would shift traffic and pollution to some communities in the state as drivers try to avoid the tolls.

“We are awaiting a court ruling as early as next month on whether the M.T.A.’s unprecedented congestion-pricing scheme can go forward,” said Randy Mastro, a lawyer for the state of New Jersey, adding that “the jury is still out on this hugely flawed plan.”

The tolling rates, which the authority’s board approved last month , are still being reviewed by the Federal Highway Administration, which has already signed off on an exhaustive study of the program and is expected to approve the tolls.

Congestion pricing is expected to lower the number of vehicles coming into the zone by about 17 percent, according to a November report by an authority advisory committee. The report also said the program would reduce the total number of miles driven by motorists in 28 counties in the metropolitan region.

The fees are also supposed to discourage drivers from jamming roads and idling in gridlock, which contributes to soot and other harmful air pollutants. But some of the program’s harshest critics have pointed to evidence that certain neighborhoods could end up with dirtier air as a result of the traffic that is diverted. In response, the authority has vowed to work to diminish such potential harm .

Other cities that have adopted congestion-pricing programs, such as London, Singapore and Stockholm , have reported sharp drops in traffic and congestion.

David I. Weprin, a Democratic state assemblyman from Queens and a longtime congestion-pricing opponent, said of the plan that the authority was “trying to aggressively ram it down the public’s throat.”

“I don’t think the public wants it and I think it’s really unfair for people who have to drive and have no choice,” Mr. Weprin said. He has joined a lawsuit filed by Vito Fossella, a Republican and Staten Island’s borough president, and the United Federation of Teachers that seeks to keep the tolling plan from proceeding.

Danny Pearlstein, a spokesman for the Riders Alliance, an advocacy group, said in a statement that the start of the program “cannot happen soon enough.”

Congestion pricing, he said, “will be a win-win-win for all New Yorkers, commuters and visitors and will bring better public transit, cleaner air, and freer moving traffic.”

When It Comes to Gas Prices, May Starts Off Meh

WASHINGTON, D.C. (May 2, 2024)—The national average for a gallon of gas waffled up and down over the past week before settling higher by two cents at $3.67.  The slight increase in pump prices happened despite a lull in domestic gasoline demand and falling oil prices.

“From a demand perspective, we have entered the pre-Memorial Day funk,” said Andrew Gross, AAA spokesperson. “And the cost of a barrel of oil is nearly $10 less than two weeks ago, as oil prices have fallen into the upper $70s. This may keep pump prices somewhat flat for the immediate future.”

Flying Pig Marathon 2024: Everything you need to know, road closures, more

CINCINNATI — Flying Pig Marathon Weekend is jam packed with multiple races, road closures, events and more, which can make Cincinnati a bit chaotic.

The Saturday races during Flying Pig Weekend were delayed multiple hours due to inclement weather, with the 5K not kicking off until noon.

Here's everything you need to know, including road closures, for the weekend.

Sunday Race Schedule

The first race of the weekend if Friday evening's "50 West Mile," and then the weekend concludes with the full marathon on Sunday.

  • Flying Pig Marathon — Kicks off Sunday at 6:30 a.m.
  • Half Marathon — Kicks off Sunday at 6:30 a.m.
  • 4-Person Relay — Kicks off Sunday at 6:30 a.m.

Spectator Zones

For those not participating in any races but wanting to watch, the Flying Pig has multiple spectating areas. Here are the "Spectator Party Zones" you can join:

  • 7th Street & Elm Street — Marathon/Half Marathon 4.5-mile mark
  • Springer School in O'Bryonville — Marathon 9.2-mile mark

Traffic alert: More closures this weekend for Loop 1604 at I-10 interchange on NW Side

Loop 1604 west and east main lanes will close starting friday 9 p.m. to monday 5 a.m. (may 3-6).

SAN ANTONIO – It’s another round of major closures on the far Northwest Side as the Texas Department of Transportation will once again close Loop 1604 and parts of Interstate 10 this weekend to continue construction on the Loop 1604 North Expansion Project.

TxDOT will have a full closure of the Loop 1604 east and westbound main lanes at the I-10 interchange starting at 9 p.m. on Friday, May 3, until 5 a.m. on Monday, May 6, weather permitting.

Three of four cloverleaf ramps at the Loop 1604 and I-10 interchange will also be shut down. The westbound main lanes of I-10 will also be closed, but the eastbound main lanes of I-10 at the interchange will remain open. Another change is eastbound 1604 traffic will be closed to Lockhill Selma Road.

This is a full closure and lanes are expected to remain closed for the entire duration of the weekend. Crews are installing steel beams for a second flyover ramp.

Local law enforcement will direct traffic through the intersections during this time. Drivers are encouraged to plan an alternate route and avoid the area, if possible. Below is a map and detour information.

I-10 westbound and to Loop 1604 westbound

All travelers on the I-10 WB main lanes and those looking to access Loop 1604 WB will exit to the IH-10 WB frontage road after UTSA Boulevard and follow the IH-10 WB frontage road through the interchange. Travelers will either re-enter the IH-10 WB main lanes at the first entrance ramp after the Loop 1604 interchange or utilize the U-turn at La Cantera Parkway to access Loop 1604 WB. Those looking to access Loop 1604 WB will follow the I-10 EB frontage road back to the Loop 1604 WB frontage road, entering the Loop 1604 WB main lanes after Valero Way.

I-10 eastbound to Loop 1604 eastbound

Travelers on I-10 EB looking to access Loop 1604 EB will travel through the Loop 1604 interchange and then exit at Exit 557. Travelers will utilize the U-turn at UTSA Boulevard and then follow the I-10 WB frontage road to the Loop 1604 EB frontage road. Traffic can enter the Loop 1604 EB main lanes via the entrance ramp just after Lockhill Selma Road.

Loop 1604 westbound main lanes

All Loop 1604 WB main lane travelers looking to continue through the IH-10 interchange will exit to the Loop 1604 WB collector-distributor and follow it through the IH-10 interchange. Traffic will enter the Loop 1604 WB frontage road at the termination of the Loop 1604 WB collector-distributor and re-enter the Loop 1604 WB main lanes at the entrance ramp after Agave Pass.

Loop 1604 eastbound main lanes and to I-10 westbound

All travelers on the Loop 1604 EB main lanes and those looking to access I-10 WB will exit to the Loop 1604 EB frontage road after La Cantera Parkway, follow the exit to the I-10 EB frontage road, then utilize the U-turn at UTSA Boulevard. To enter the Loop 1604 EB main lanes, travelers will follow the I-10 WB frontage road back to the Loop 1604 EB frontage road, entering the Loop 1604 EB main lanes just after Lockhill Selma Road. Travelers looking to access I-10 WB will follow the I-10 WB frontage road through the Loop 1604 interchange, entering the I-10 WB main lanes via the entrance ramp before La Cantera Parkway.

Additional major closures are currently scheduled through May at the Loop 1604 and I-10 interchange to allow crews to install approximately 20 steel beams for the construction of the flyover ramps.

Construction schedules are subject to change and weather permitting. The Loop 1604 North Expansion is planned in six segments with four segments currently under construction.

New Cuttlefish malware infects routers to monitor traffic for credentials

A new malware named 'Cuttlefish' has been spotted infecting enterprise-grade and small office/home office (SOHO) routers to monitor data that passes through them and steal authentication information.

Lumen Technologies' Black Lotus Labs examined the new malware and reports that Cuttlefish creates a proxy or VPN tunnel on the compromised router to exfiltrate data discreetly while bypassing security measures that detect unusual sign-ins.

The malware can also perform DNS and HTTP hijacking within private IP spaces, interfering with internal communications and possibly introducing more payloads.

Although Cuttlefish has some code that overlaps with  HiatusRat , which has been previously  observed in campaigns  that aligned with Chinese state interests, there are no concrete links between the two, and attribution was impossible.

Black Lotus Labs says the malware has been active since at least July 2023. It is currently running an active campaign concentrated in Turkey, with a few infections elsewhere impacting satellite phone and data center services.

Cuttlefish infections

The method for the initial infection of the routers has yet to be determined, but it could involve exploiting known vulnerabilities or brute-forcing credentials.

Once access is gained to a router, a bash script ("s.sh") is deployed and begins collecting host-based data, including details on directory listing, running processes, and active connections.

The script downloads and executes the primary Cuttlefish payload (".timezone"), which is loaded into memory to evade detection while the downloaded file is wiped from the file system.

Black Lotus Labs reports that Cuttlefish is available in various builds supporting ARM, i386, i386_i686, i386_x64, mips32, and mips64, covering most router architectures.

Monitoring your traffic

Upon execution, Cuttlefish uses a packet filter to monitor all connections through the device, and when it detects specific data, it performs a particular actions based on rulesets that are regularly updated from the attacker's command and control (C2) server.

The malware passively sniffs packets searching for "credential markers" within the traffic, such as usernames, passwords, and tokens especially associated with public cloud-based services like Alicloud, AWS, Digital Ocean, CloudFlare, and BitBucket.

"This caught our attention as many of these services would be used to store data otherwise found within the network," explains the Black Lotus Labs report.

"Capturing credentials in transit could allow the threat actors to copy data from cloud resourcesthat do not have the same type of logging or controls in place as traditional network perimeters."

Data matching those parameters is logged locally, and once it reaches a certain size (1048576 bytes), it is exfiltrated to the C2 using a peer-to-peer VPN ( n2n ) or proxy tunnel ( socks_proxy ) created on the device.

Proxy functionality

For traffic destined to private IP addresses, DNS requests are redirected to a specified DNS server, and HTTP requests are manipulated to redirect traffic to actor-controlled infrastructure using HTTP 302 error codes.

"We suspect this capability enables Cuttlefish to hijack internal (a.k.a. "east-west") traffic through the router, or site-to-site traffic where there is a VPN connection established between routers," explain the researchers.

"The additional function opens the door to secured resources that are not accessible via the public internet."

Protecting against Cuttlefish

Cuttlefish is a serious threat to organizations worldwide as it enables attackers to bypass security measures like network segmentation and endpoint monitoring and dwell undetected in cloud environments for extended periods.

Black Lotus Labs suggests that corporate network admins eliminate weak credentials, monitor for unusual logins from residential IPs, secure traffic with TLS/SSL, inspect devices for rogue iptables or other abnormal files, and routinely reboot them.

When establishing remote connections to high-value assets, it is advisable to use certificate pinning to prevent hijacking.

For SOHO router users, it is recommended to reboot the devices regularly, apply the latest available firmware updates, change default passwords, block remote access to the management interface, and replace them when they reach end-of-life (EoL).

Spring 2024 Commencement: What You Should Know Before You Go

From parking information to regalia returns, here’s what you need to know about commencement, which takes place May 3-4.

Congratulations to our Knights who are soon graduating! As we prepare to celebrate all that you have accomplished, here are a few key tips to help you and your loved ones have a fantastic experience at commencement.

Ceremony Information for Grads

UCF’s commencement ceremonies will start at 9 a.m., 2 p.m., and 6:30 p.m. Friday, May 3 and Saturday, May 4.

Please arrive at the Addition Financial Arena 90 minutes prior to your commencement ceremony. Bags larger than 12 inches by 6 inches x 12 inches are not allowed and graduates are not permitted to bring signs into the arena.

Ceremony Information for Guests

Doors will open for guests 60 minutes before the start of each ceremony. Please anticipate lines due to security measures. Backpacks of any kind or bags larger than 12 inches by 6 inches by 12 inches are not permitted inside the arena. Guests may bring signs no larger than 8.5 inches x 11 inches, but they must not be disruptive or impede the view of others. A full list of prohibited items can be found here .

Each guest entering the arena, including children and infants, is required to have a ticket for the ceremony. Family and friends who are unable to attend can view live streams on UCF’s YouTube channel . Ceremonies also will be simulcast at the FAIRWINDS Alumni Center and at the Student Union , where additional guests can watch with no ticket required.

Parking and Traffic

Graduates and guests may park in Garage D and Garage H for free. Mobility impaired individuals may be dropped off in front of the Addition Financial Arena prior to parking.

The area immediately surrounding the arena will be closed for the majority of these days. Those driving on campus are encouraged to follow the directions displayed on message boards throughout campus.

Decorations and Celebrations

Let your creativity shine, but remember that loved ones will be traveling from across the globe to see you and your fellow Knights graduate. Please respect your fellow graduates and their families during the ceremony.

Graduates are required to wear official UCF regalia. Honor cords and academic stoles from various honor societies may be worn if they are the official designation of an officially recognized group.

Graduation cap decorations must lay flat against the cap and extend no higher than the cap button. Moving or flashing lights are not permitted, but stagnant LED lights are allowed. Language and content on decorated caps must be appropriate for a family-friendly event.

Bachelor’s and master’s graduates are allowed to keep the cap and tassel ONLY. It is highly encouraged that graduates return rented regalia to the Barnes and Noble @UCF Bookstore located next to the Addition Financial Arena immediately following their commencement ceremony or by the end of business day on Saturday, May 4. Late fees will apply to those not turned in by the deadline and credit cards will be charged full price for any regalia not returned by Monday, May 12.
