It also employs millions of Filipinos, with an estimated 5.7 million people employed in the sector as of 2019. This makes it an incredibly important source of income for many local communities across the nation.

However, the COVID-19 pandemic has negatively impacted the industry in the past few years. Thousands of livelihoods were severely affected and many jobs were lost. In fact, in 2021, the sector was only able to contribute 5.2% to the country’s GDP. Tourism employment in 2021 also took a nosedive at an estimated 4.90 million, which, while higher than the 4.68 million recorded in 2020, is still significantly lower than pre-COVID numbers.

Challenges of the Philippine Tourism Sector

As mentioned, the recent pandemic has brought unprecedented challenges to the Philippine tourism sector. The industry has been one of the hardest-hit sectors, with a significant decline in international and domestic arrivals. As a result, businesses have suffered due to restrictions on travel, social distancing requirements, and a decrease in tourist spending.

In Standard Insights’ most recent Consumer Report Philippines 2023 , which surveyed over 1,000 Filipino respondents in November 2022, more than half of the population stated health & safety-related issues (53.6%) were their biggest worry about travelling in 2023.

Interestingly, most Filipinos, specifically 76.6%, feel safe and secure travelling abroad despite the ongoing COVID-19 situation. Merely a minority of 6.2% expressed feeling insecure about international travel this year.

Airline Woes & Airfare Costs

Another major challenge facing the Philippine tourism sector is the limited number of air links between domestic and international destinations. For many years, the country has relied heavily on its domestic airlines to provide service to both local and foreign passengers. However, with a limited number of flights available, it can be difficult for tourists to visit multiple destinations within the same trip. The lack of direct routes from other countries also proves to be an obstacle for those hoping to travel to the Philippines for a holiday or business trip.

Adding to this challenge is the high cost of airfare that affects the Philippine tourism sector. The cost of oil prices has been rising steadily over the past few years, and the cost of airfare is one of the most affected areas due to this trend. Moreover, airfares in the Philippines tend to be higher than in other Asian countries due to taxes imposed by both local and international airlines as well as fuel costs that are often not included in ticket prices. This makes it difficult for budget travellers and those who are looking to save money on their trips.

Infrastructure

Another challenge facing the Philippine tourism sector is inadequate infrastructure and services such as hotels, transportation networks, and attractions available at tourist destinations across the country. Inadequate infrastructure often leads to overcrowding at major tourist spots during peak season and prevents visitors from enjoying all that each destination has to offer. Additionally, poor public transportation options make it difficult for travellers to explore beyond just their immediate area without having access to private transport such as cars or taxis.

Government Tourism Revival Efforts

The Philippine government has undertaken various measures to revive the tourism sector. In 2021, it launched the Tourism Response and Recovery Plan (TRRP) to help mitigate the impacts of COVID-19 on the industry and protect jobs, visitors, and communities by providing financial assistance for businesses and individuals in need. This allows support for the recovery of tourism enterprises and helps to rebuild confidence and growing demand in domestic and foreign markets. The plan also included an incentive program for domestic tourists, which was implemented in late 2021 and aimed to help revive local tourism by offering discounts on accommodations, food, and activities.

Moreover, starting in 2024, foreigners will be allowed to get tax refunds for purchases made in the Philippines as part of the government’s aim to attract more visitors. Value-added tax (VAT) , which is presently charged at a rate of 12% on goods consumed domestically, will eventually be refunded to international visitors on items they take out of the country.

Finally, the Philippines can be hopeful about the future of its tourism industry. In the previous year, the country welcomed 2.6 million visitors , surpassing its 2022 goal of 1.7 million arrivals. This achievement has encouraged the Department of Tourism (DOT) to set a new target of attracting 5 million foreign visitors in 2023, double the number from last year.

In recent years, the Philippine tourism industry has encountered a multitude of obstacles, particularly with health and safety concerns. In the aftermath of the pandemic, these issues continue to linger, with over half of the population expressing apprehension about travelling in 2023 due to the ongoing impact of COVID-19. Despite the challenges, the industry remains resilient and adaptable, implementing measures to ensure the safety and well-being of tourists and locals alike.

The government has also responded by launching various initiatives such as the Tourism Response and Recovery Plan to help revive the industry and promote domestic and international travel. By continuing to focus on strengthening infrastructure, encouraging domestic tourism, and offering attractive packages for foreign visitors, the Philippines is taking steps toward restoring its tourism sector to its former glory.

DOT welcomes positive tourism figures for FY2022; vows sustained industry recovery drive under the Marcos administration

The Department of Tourism (DOT) foresees a robust recovery for the country’s tourism industry, underpinned by the encouraging figures in the Philippine Tourism Satellite Accounts (PTSA) for 2022 as compiled by the Philippine Statistics Authority (PSA).

In a recent media release issued by the PSA, the Tourism Direct Gross Value Added (TDGVA) share of the sector to the Philippine economy, as measured by the Gross Domestic Product (GDP), was estimated at 6.2 percent for 2022. Further, the TDGVA last year amounted to PHP 1.38 trillion, which is 36.9 percent higher compared with the PHP 1.00 trillion in 2021. Meanwhile, internal tourism expenditure, which combines inbound and domestic tourism expenditure, also saw a significant increase last year, tallying PHP1.87 trillion in 2022, which is a 131.2 percent growth from the PHP 810 billion in 2021.

Tourism Secretary Christina Garcia Frasco welcomed the optimistic figures and noted the commitment of the DOT to sustain last year’s gains through its seven-point agenda to be pursued under the Marcos administration.

“We are elated and inspired by the figures enclosed in the 2022 Philippine Tourism Satellite Accounts. We ascribe last year’s gains, foremost, to our President Ferdinand R. Marcos, Jr., whose clear vision and confidence in the tourism industry sparked a strong sense of inspiration and urgency for the DOT, and all players that make up the tourism value chain–our national and local government partners, and tourism stakeholders in the private sector–to work together. This whole-of-government approach to tourism allowed the Philippines to achieve great heights less than a year into office,” Secretary Frasco said.

“As we continue to ride the wave of travel resurgence coming out of the pandemic, we in the DOT acknowledge the need for initiatives that will make the Philippine tourism industry sustainable, resilient, and top-of-mind for the next several years,” she added.

The 2022 PTSA showed that inbound tourism expenditure posted the highest growth out of the different forms of tourism expenditure, registering PHP 368.67 billion last year compared with PHP 27.63 billion in 2021, or a growth rate of 1,234.2 percent.  Inbound tourism expenditure, which refers to the expenditure of non-resident visitors or those foreign and Filipinos permanently residing abroad, contributed 5.9 percent to the country’s total exports in 2022, compared to 0.6 percent share in 2021.

Domestic tourism on the rise

With domestic tourism expenditure in 2022 reaching PHP 1.50 trillion, or a 92.3 percent growth from the PHP 782.57 billion in 2021, the DOT chief stressed on the importance of further boosting the country’s domestic tourism.

Domestic tourism expenditure, or expenditure of resident visitors within the Philippines either during domestic trips or as part of their international travel, contributed 9.0 percent to the household final consumption expenditure.

Among the DOT’s initiatives aimed at domestic tourism promotion are the North Luzon Travel Fair last year, Mindanao Travel Expo earlier this year, and the Central Philippines Travel Fair Expo on June 16 inviting key travel and tourism stakeholders from Luzon, Mindanao, and the rest of Visayas to converge in Iloilo. Apart from continuing existing tourism circuits in regions across the country, the DOT also launched the Philippine Experience: Heritage, Culture and Arts Caravans, a nationwide program across all regions of the country highlighting key, emerging and lesser-known destinations, and featuring various tourism products such as pilgrimage tourism, heritage tourism, food tourism, wellness, and arts and local products of communities and micro, small and medium enterprises.

“One of our objectives to be pursued under the Marcos administration is the maximization of domestic tourism as it has proven a very strong and reliable contributor to the economy. Through the Philippine Experience Program, our regional expos, fairs, and the like, we intend to generate tourism opportunities by giving our travel and tourism stakeholders opportunities to immerse themselves in other destinations and regions and to come up with tour packages that they can dovetail with their offerings,” the DOT chief explained.

More than 5 million Filipinos employed in tourism-related jobs in 2022 

Further, employment in tourism identified industries was estimated at 5.35 million in 2022, higher by 9.3 percent than the 4.9 million in 2021. The 2022 PTSA also recorded the share of employment in tourism industries to the country’s total employment at 11.4 percent, which increased from the 11.1 percent in 2021.

Road to resurgence of tourism sector in the Philippines

Broad indicators in the global tourism industry, including arrivals, flight capacity, and hotel occupancy rates, are anticipated to finally recover to pre-pandemic levels by next year, according to real estate services firm Leechiu Property Consultants Inc.

Industry stakeholders should thus look out for certain trends that can significantly impact the Philippines in the coming year, including the relaxation of visa restrictions, persistent high airfares driven by escalating aviation fuel costs, ongoing inflation, a high-interest rate environment that may leave consumers with diminished purchasing power, as well as the return of business travel and meetings, incentives, conferences, and exhibitions (MICE) events.

Promising outlook

The third quarter of 2023 alone already revealed a promising outlook on the Philippine tourism sector, with the number of international tourist arrivals reaching 4.038 million as of end September. This places the Department of Tourism (DOT) at an impressive 84 percent of its 4.8 million international tourist arrivals target for 2023.

Despite substantial recovery from key source countries like South Korea, the United States of America, and Australia, the Philippines has yet to reclaim more than 50 percent of its 2019 tourist numbers from Japan and China.

China’s relatively low recovery rate can be attributed to multiple factors, including limited international flight capacity, which currently operates at only 50 percent of its pre-pandemic levels. Meanwhile, the reduced number of Japanese tourists year to date may be linked to a 32-year low for the Japanese Yen, falling below 150 per US dollar, among other concerns.

Private sector investments

To sustain the growth in the Philippine tourism industry, there’s a pressing need for greater private sector investment in additional hotel accommodations. Initiating these investments within the next year is critical to fortify international tourism beyond 2027.

Currently, a development pipeline is in place, with nearly 15,000 new hotel rooms expected to be delivered within the next five years, primarily concentrated in Metro Manila. Moreover, additional hotel projects are anticipated to be announced in the coming months or years, aligning with the DOT’s target of 12 million international arrivals for 2028.

The development of hotels in key cities such as Cebu, Clark, Davao, Bohol, and Palawan highlights the pivotal role of international airports in driving demand for hotel accommodations.

For instance, the establishment of the Bohol–Panglao International Airport in 2018 and the installation of night instrumentation in 2019 have significantly boosted tourist arrivals in Panglao. In 2019, Panglao reached an impressive 1.58 million visitors, coming close to Boracay’s 2.034 million arrivals during the same period.

Premier tourism destination

Given these promising figures, it’s becoming increasingly likely that Panglao Island could surpass Boracay Island as the Philippines’ premier tourism destination.

Alfred Lay, director for Hotel, Tourism, and Leisure at Leechiu Property Consultants, highlighted a key advantage of Panglao over Boracay: its larger size and capacity limits. He also pointed out the ongoing developments in Panglao, including the proposed 50-ha Panglao Shores project, the upcoming JW Marriott hotel, the Cebu-Bohol bridge, and large-scale energy initiatives designed to meet Bohol’s growing energy demands.

These developments have had a significant impact on land values, with Alona Beachfront properties now priced at approximately P80,000 to P120,000 per sqm, approaching the land values in Boracay’s white beach area.

The tourism sector in the Philippines is growing fast. As the number of international flights find their way to the Philippines increases, more and more hotels and resorts are opening themselves up to an international tourist market. Some of the major international hotel chains operate in the Philippines and an increasing number of hotel operators are examining the opportunities that the natural environment provides for international tourism.

Many international flight operators have flights to the Philippines. At the moment Philippine Airlines (PAL)provide the only direct flights from the UK to the Philippines. Because of that, tourist visitor numbers are up by 11% over the last year. PAL is now flying daily direct flights from London to Manila.

Golf was first played in the Philippines in 1886 by British expats employed by the Manila Railway Company. “Oh, East is East and West is West, and never the twain shall meet,” Rudyard Kipling wrote once long ago, when the Philippines was not yet on the must-visit lists of globe-trotting travelers. A string of 7,641 islands in Southeast Asia, the Philippines can sometimes seem more Western than its neighbors: an overwhelming majority of the population of 100 million speaks some kind of English; the main religion is Roman Catholicism; the political system hews to the American model of representative democracy; and the economy is unabashedly capitalist, dominated by multinational companies from the West.

And yet the Philippines is truly in the Orient, too. A new breed of global citizens is on the rise: volunteers.

They go around the world and teach English in far-flung villages, or nutrition in informal settlements in urban jungles, or non-verbal theater in communities ravaged by war. They help build new homes in the wake of earthquakes, tsunamis, and flooding. They clean rivers and riverbanks, oceans and beaches. They capacitate rural communities through transfer of technology. They reach out and lend a helping hand where it is needed — without seeking financial remuneration. It is their way of giving back.

In this new age of climate impacts, the Philippines has drawn its fair share of volunteers from around the world. After super typhoons and other disasters, they come to the Philippine islands to participate in relief and rescue operations, especially those with the necessary crucial expertise. Philippines’ biggest hotel developer bets big in tourism

M egaworld continues to pour in more investments to help boost philippine tourism as it eyes to have about 20 operating hotel properties in its portfolio by 2029.

M ANILA, Philippines — Behind every successful tourism story in the Philippines is an inspiring narrative of how the world has come to love our brand of hospitality. Take the impressive rise of property giant Megaworld as the country’s biggest hotel developer as an example.

Since it was founded 35 years ago, Megaworld has successfully grown and expanded its hotel portfolio under Megaworld Hotels & Resorts. To date, the company now has more than 6,000 hotel room keys from 12 operating hotel properties in key tourism destinations across the archipelago.

“We take great pride in Megaworld being the biggest player in the Philippine tourism sector. Within its portfolio is the largest array of hotel properties that cater to all types of tourists and visitors. With the surge in domestic and international tourism activities, all our hotels have been experiencing high occupancy rates and much-improved average daily room rates, and these are things that continue to encourage us to invest bigger in Philippine tourism,” says Kevin Andrew Tan, CEO of Alliance Global Group Inc. Perhaps the most notable addition to Megaworld’s growing portfolio is the 1,530-room Grand Westside Hotel within the company’s 31-hectare Westside City township in Parañaque City. Once it opens this coming June, Grand Westside Hotel will bear the distinction as the Philippines’ biggest hotel development to date.

It is just a short drive away from the Ninoy Aquino International Airport (NAIA) via the NAIA Expressway (NAIAX) and is poised to delight guests with wonderful views of the world-famous Manila Bay sunset, as well as the skylines of Makati, Manila and Taguig City.

“We are truly excited to welcome tourists and visitors to our hotel properties across the country, be it in any of our hotels in Metro Manila, in Batangas or Boracay. Last year, we had the opportunity to serve more than 1.7 million guests in our properties. We were also able to generate nearly 3,000 jobs across our developments, and we are looking to create about 1,000 more from the next three hotels that we will be opening soon. All of these allow us to make a significant impact in terms of maximizing the multiplier effect of tourism on the economy,” shares Cleofe Albiso, managing director of Megaworld Hotels & Resorts.

By 2029, Megaworld will further grow its hospitality portfolio with the addition of six new hotel properties. These developments, which are located in Pasig City, Pampanga, Boracay, Bacolod, Iloilo and Palawan and will bring the total number of the company’s hotel developments to 20 by then, are aimed at further solidifying the company’s market dominance in the fast-growing tourism sector.

The 19-story, two-tower Grand Westside Hotel is the latest hotel development set to be opened soon by Megaworld, the only Philippine real estate development company to earn a Hall of Fame distinction as Best Developer after winning the Outstanding Developer Award at the Property and Real Estate Excellence Award by FIABCI Philippines for three straight years (2015, 2016 and 2017). The country generated more than US$100bn in the export of goods and services in 2023.

The Philippines.- The Department of Tourism (DOT)  has announced that the Philippines recorded  a net trade surplus of US$2.45bn in 2023 after surpassing US$100bn in exports of goods and services. The DOT noted that export receipts had doubled since 2022 , reaching US$9.1bn and accounting for 93.2 per cent of the 2019 levels.

Authorities noted that travel services constituted “an impressive 18.9 per cent share of the country’s total service exports amounting to US$48.28bn.”According to the  Bangko Sentral ng Pilipinas’ (BSP) , the growth of service exports was attributed to the strong performance of the IT-BPM sectors and a turnaround in tourism revenues.

Tourism secretary  Christina Frasco emphasised the collective efforts of stakeholders in establishing the Philippines as a tourism powerhouse. She reaffirmed the DOT’s commitment to advancing tourism as a key economic pillar and highlighted ongoing initiatives in the National Tourism Development Plan (NTDP) 2023 to 2028.

For 2024,  the Philippines aims to attract 7.7 million arrivals . Last year, it received  5.45 million international visitors .

VALENCIA, Negros Oriental (PIA) -- Tour guides in Valencia town had the chance to update their skills as the Department of Tourism (DOT) conducted a six-day back-to-back training on community tour guiding and Filipino Brand of Service Excellence (FBSE).

A total of 52 tour guides underwent walking tour coaching to improve their skills as the industry’s frontliners.

DOT, in partnership with the Valencia municipal government, has provided training for tourism workers on tourism reception, tour guiding techniques, and effective communication skills.

The town of Valencia is a first class municipality located in the highlands of Negros Oriental that offers various tourist spots such as Mt. Talinis, waterfalls, and museums, among others. 

Part of the training is a mock tour of the geodiversity of Mt. Talinis, as hiking to the volcano is a popular adventure among visitors. 

“It is our goal to capacitate our tourism industry workers for them to be able to provide quality service leading to customer satisfaction and increase competitiveness of our industry that will subsequently lead to increase in tourism arrivals and receipts,” said Cynthia Monzon of DOT-7. 

DOT also introduced the FBSE program in training to sustain excellence in hospitality and enhance the quality of tourism services.

More confidence 

Maurina Buladola, secretary of the Valencia Eco Guides Association (VEGA), said the training has made her more confident as a worker in the tourism industry. 

“Daghan jud kaayo ang akong nakat-onan niining maong training. Akong na realize nga ang pagka tour guide mahimo pod diay nga profession. Mas confident na ko nga mo guide karon tungod sa bag-ong learnings na akong nakat-unan sama sa proper handling sa mga bisita. Among dakong pasalamat sa facilitators,” said Buladola. 

(I have learned a lot in these training sessions. I realized that tour guiding can be a profession. I am now confident to guide because of my new learnings, like proper handling of visitors. We are grateful to all the facilitators.)

Valencia tourism officer Des Tilos, Jr., said the training is in response to the need to capacitate the tourism frontliners with the right skills and attitude to become “effective stewards of the town’s tourism industry.” 

“The local government of Valencia shares the same vision with that of DOT to capacitate our tourism frontliners in order to level up the kind of service we extend to our visitors,” said Tilos. 

The more satisfied the tourists are, the better it will be for the local economy as more tourists will be coming into the town, he said. 

“This translates to a vibrant tourism industry that creates jobs for the locals,” added Tilos. (JCT/PIA7 Negros Oriental)
