The West is freaking out that China is making too much stuff, and it looks like China might be starting to agree

• China has published draft regulations for the battery industry, and it wants to curb overproduction.
• That's at odds with China's official stance that there's no  industrial overproduction in the country.
• The West has been complaining about China's overcapacity, but analysts say it doesn't apply to all sectors.

The West has been complaining that China is overproducing goods and dumping them on the global markets. The comments have incurred the ire of Beijing, which has, as recently as Monday, denied the claims .

But on Wednesday, China's Ministry of Industry and Information Technology issued a proposal that indicates Beijing may agree with some of the West's accusations.

In its proposal, the ministry lays out plans to regulate the battery industry — which, alongside electric vehicles and solar cells, is a key pillar of growth in China's economic transformation .

The proposal covers a range of issues, including minimum technical standards and ecological guidelines for battery production. Notably, however, it also states that lithium-ion manufacturers should avoid building factories that "simply expand production capacity."

In 2023 alone, China's battery production was already big enough to fill global demand, a BloombergNEF analysis found.

The proposal illustrates China's own separate concerns about overcapacity despite the administration of China's leader, Xi Jinping, pushing back on the claims. It has come just as Xi wraps up his first trip to the European Union in five years.

China's overcapacity problem doesn't extend to all sectors

To be sure, the issue of overcapacity in China doesn't extend to all sectors.

Another Bloomberg analysis found that the problem was mainly in areas in which China already had the upper hand over the West, such as lower-tech goods and building materials after the country's real-estate bust .

The country is also producing a vast oversupply of solar panels and batteries.

Other analyses support Bloomberg's findings that China's factory production isn't flooding global markets in every sector.

"We find emerging, but not overwhelming, macro proof to support the recent geopolitical narrative of excess Chinese goods production that unfairly undercuts global manufacturing competitors on price," Louise Loo, the lead economist at Oxford Economics, wrote in a note at the end of April.

Loo said cyclical oversupply was probably in the near term because of China's economic woes, which had hit domestic demand, but it wasn't a persistent issue over time.

Still, this doesn't sit well with the West, which is trying to ramp up its own onshore battery capacity with government incentives in markets including the US , Canada , Europe , and India .

Chim Lee, a China analyst at the Economist Intelligence Unit, wrote in a note in mid-April that the "super-cycle" in strategic sectors — such as those of EVs and renewable equipment — was politically charged.

"These sectors are highly politicized globally: lower prices can be perceived as the result of government support, but they are also key to accelerating the green transition," Lee wrote.

China's global share of battery manufacturing capacity is expected to fall

Despite the West's consternation, there's an upside for the bloc. China's global share of battery manufacturing is expected to decline in the years ahead, according to a report from the International Energy Agency published on Monday.

China now accounts for more than 80% of battery manufacturing capacity, followed by the US and the EU with about 5% each, according to the IEA.

But China's share of battery manufacturing could fall to about 60% by the end of the decade, while the US and EU could each triple their share to about 15% thanks to the Inflation Reduction Act and policies to support energy transition commitments, according to the IEA.

PARIS (AP) — Chinese President Xi Jinping kicked off a three-country trip to Europe on Sunday with the continent divided over how to deal with Beijing’s growing power and the U.S.-China rivalry.

European carmakers are losing ground to subsidized Chinese electric vehicles . Diplomats fret about alleged Chinese spies in European capitals. And China’s continued defense trade with Russia worries anyone in Europe who supports war-ravaged Ukraine and fears that the Russian army won’t stop there.

But Europe and China have hefty economic ties — EU-China trade is estimated at 2.3 billion euros per day — and Xi appears determined to rebuild and deepen relations with European leaders after a prolonged absence prompted by the COVID-19 pandemic.

Xi started Sunday in France, whose president wants Europe to have more economic and strategic independence from other world powers. Then the Chinese president heads to Serbia and Hungary, both seen as China-friendly and close to Russian President Vladimir Putin, and recipients of substantial Chinese investment.

Xi’s trip will be closely watched in Washington for signs of diminishing European support for its key foreign policy goals. At the same time, there’s increasing uncertainty in Europe about future U.S. support for trans-Atlantic allies.

Xi was greeted at Paris’ Orly Airport by French Prime Minister Gabriel Attal — and by protests by groups demanding that France pressure China to respect Tibetan and Uyghur minority rights. Activists seeking a free Tibet attempted to unfurl a banner Saturday beneath the Arc de Triomphe in Paris, and protested in the French capital around the same time as Xi’s plane landed.

After arriving, Xi said he hoped the visit would bring ‘’strategic convergence’’ between China and France, and that further developing their relations would contribute to ‘’stability and positive energy in an turbulent world,’' according to a text provided to reporters at the airport.

On Monday French President Emmanuel Macron will treat the Chinese leader to formal honors of a full state visit. They will also meet with European Commission President Ursula von der Leyen, who is expected to join Macron in pushing for fairer trade policies and for China to use its leverage with Russia to push it toward ending the war in Ukraine.

The EU launched an investigation last fall into Chinese subsidies and could impose tariffs on electric vehicles exported from China.

China claims neutrality in the Ukraine conflict but has refused to call the full-blown Russian assault on its neighbor an invasion, and has been accused of bolstering Russia’s capacity to produce weapons.

Australia to provide $100 million in funding and supplies to Ukraine

Defence Minister Richard Marles has unveiled another $100 million in Australian funding and supplies for Ukraine, as Kyiv pleads for greater international support in its resistance against Russian forces. 

In the package, $50 million will fund short-range air defence systems, while $30 million is being spent on drones for the Ukrainian military and another $15 million on equipment including helmets, inflatable boats, boots, fire masks and electricity generators.

Mr Marles made the announcement during a quick visit to Ukraine, where he met with the country's Prime Minister Denys Shmyal and Deputy Defence Minister Ivan Havryliuk.

"Ukraine and its people have endured more than two years of Russia's full-scale invasion but their spirit remains strong," Mr Marles said in a statement.

He said the latest package took Australian military assistance for Ukraine to $880 million since Russia began its illegal invasion of the country in 2022.

Among the equipment Australia has given Ukraine are 120 Bushmaster armoured vehicles and six Howitzer artillery guns.

Australian troops have also been crucial to training Ukrainian soldiers in the United Kingdom, as part of Operation Kudu.

The latest commitment came as Ukraine President Volodymyr Zelenskyy pleaded with his country's allies to bolster support for his besieged military.

In recent days, the United States congress signed off on an aid package worth $US95 billion ($145 billion) for Ukraine, Israel and Taiwan, including $US13.8 billion for Kyiv to buy weapons.

Mr Zelenskyy said he needed at least seven Patriot surface-to-air missile systems to protect Ukrainian cities.

"We urgently need Patriot systems and missiles for them," he said.

"This is what can and should save lives right now."

The Coalition "welcomed" the funding but called for more, including a response to a Ukrainian request for more coal shipments and the provision of soon-to-be retired Abrams tanks and any useable elements of the retired Taipan helicopter fleet.

In a statement, Coalition foreign affairs spokesperson Simon Birmingham and defence spokesperson Andrew Hastie also said more detail on the "source and timing" of the commitment was needed.

"Is this new funding additional budget support for Ukraine, or another raid on the already stretched Australian defence budget? How quickly will this new support be provided, and where will the missile launchers, missiles and drones come from?"

Mr Marles' visit to Europe comes after a Russian missile attack pounded power facilities in the centre and west of Ukraine on Saturday.

"Terror should always lose, and anyone who helps us stand against Russian terror is a true defender of life," Mr Zelenskyy said in response to the attack.

Mr Marles has also held meetings with his Polish counterpart Władysław Kosiniak-Kamysz while in Europe.

"We are very committed to supporting Ukraine in its conflict with Russia, but we have also become much more illuminated about what is occurring in Europe," Mr Marles told reporters in Warsaw.

"And in that sense, the relationship with Poland is put into sharp relief and we see that there is an enormous opportunity for our two countries to work together."
