A youth or girls player may play on a team in an older classification only if the applicable Affiliate’s rules or decisions, and the applicable local program’s rules or decisions, permit that player to do so. A youth or girls player residing in one Affiliate may not play on a team in an older classification in a different Affiliate unless both the Affiliate where the player resides and the Affiliate where the player desires to play have granted permission to play in an older classification.

Playing Down

Allowing players to play down is not a trivial matter. Considerations extend beyond the excepted player. There are 39 other players on the ice and they also have a right to an expectation for fairness and safety. As in many life situations a separator must be established at some point. Exceptions to that separator create situations where one participant has an advantage over all other participants, creating an inequity that perpetuates unfairness. This exception policy allows individuals with severe medical conditions, the opportunity to experience ice hockey within a safe environment.

In order for a player (of any age), regardless of physical size or skill level, to “play down,” it must be shown by the child’s physician that it is medically necessary for the child to do so. USA Hockey’s current rules do not permit “playing down,” however, in an effort to accommodate disabilities and the Americans with Disabilities Act (ADA), USA Hockey has shown its’ willingness to make some (though not all) accommodations, based on a physician’s medical evidence and their statement regarding the child’s safety and health. The doctor (M.D. or D.O.) must detail (in writing) the specific medical condition that causes the child to incur this medical necessity of “playing down.” Players who are granted permission to “play down” should be limited to participation in house and/or recreational leagues and are not eligible to compete in Invitational Tournaments or on a team bound for a National Championship.

NOTE 1: In-house and Recreational teams competing “in their local area” or against teams which are routinely scheduled to complete league play are not considered travel teams unless the league Commissioner or appropriate Affiliate declares those teams as travel competition.

NOTE 2: Simply being “small for their age” or “not very skilled” are not considered to be adequate reasons for granting a “play down exception, since they do not rise to the level of a disability under definitions and current court decisions concerning the Americans with Disabilities Act (ADA).

It is the District Registrar’s responsibility to grant “playing down” waivers to any individual who meets the following criteria:

  • The player must have a debilitating medical condition that necessitates the need for exceptional consideration.
  • The Parents/Guardians must request a waiver in writing to the District Registrar’s Office, complete an A Typical Medical Condition Release form and attach the documents discussed below.
  • An attending physician must identify in writing the medical condition necessitating the exception, the number of additional "on-ice aides," if necessary, to ensure the safety of all on ice members including the child and other players, and indicate a willingness to fully discuss the child's condition with myself or my designee.
  • The Local Association must approve the parents' request in writing. The written approval will stipulate that the child will play in that association’s house/recreational program, the excepted team will not play outside the house/recreational program, the additional "on-ice aides" that the physician indicated were needed to ensure safety in his/her letter will be identified, the officials for all games will be USA Hockey certified, and the opposing team's coaching staff and on-ice officials will be aware of the excepted player's condition, who the "on-ice aides" are and any modified rules to ensure a safe experience for all participants.
  • The District Registrar’s office will review the above documentation in addition to any other information deemed appropriate to decide the matter. A written response will be sent to the parents, local association and the appropriate Associate Registrar.

CAHA Travel Permit for United States Travel Only

You must be registered with SportNgin to process a travel permit. Click on 'Become a Member' on left side of top bar.

Teams are required to have a travel permit for all out of state travel (with the exception of the Rocky Mountain District Playoff Tournament and USAH Nationals). This includes tournaments, league games, and non-league games.

You must complete all required fields. Incomplete travel permits will not be processed.

You will need the following information to complete the travel permit: Team Information - Association, Division, Level, Team Name, Team ID number (found on your 1-T roster) Team Manager - Name, email, phone number. The manager must be on the roster in order for the permit to be approved. To change, postpone or cancel a game outside of electronic scheduling dates you must request the change through the crossbar league system reschedule process.

When you request a change through this process the system will notify your opponent, if they accept the change, it will then be automatically sent to the league for approval and scheduling.

Cancellations with Assigned Officials:

If all officials have been assigned to a game and the game is subsequently cancelled, the service fee will be charged.

Cancellations Less than 24 Hours Before Game:

If all officials have been assigned to a game and the game is subsequently cancelled with less than 24 hours’ notice, the service fee and game fees will be charged.

Missouri Hockey requires teams traveling out of the immediate St. Louis area to obtain a travel permit from the Missouri Hockey registrar. Travel permits are required for all tournaments and all practice, friendship and exhibition games if one of the teams playing is not a Missouri Hockey League team. Travel permits are not required for Missouri Hockey League games.

By applying for a Missouri Hockey travel permit the applicant, coaches, and team agree to abide by the federal health guidelines and regulations in force at the time and location of the event.

FAILURE TO OBTAIN A TRAVEL PERMIT WILL RESULT IN $100 FEE PER INCIDENT and the possibility of additional Rules and Discipline action.

USA Hockey provides award patches for players participating in games during the fall hockey season. Patches are limited to one of each patch per player per season.

Hat Trick Award  – For a player scoring three goals in a game. 

Playmaker Award  – For a player registering three assists in a game. 

Zero Club Award  – For a goalkeeper playing a complete game without allowing a goal.  Goalkeeper must play the entire game to receive the award. 

Qualifications

  • The recipient is a registered player.
  • The game was in league competition (this includes declaration and regular season games, but NOT exhibition or friendly games) or a sanctioned tournament involving registered USA Hockey teams. 
  • The game was officiated by a registered USA Hockey Referee.
  • A copy of the score sheet is supplied to the Associate Registrar.
  • Limit of ONE of each award, per player, per season.

Every year we receive score sheets that are incomplete, incorrect or simply not legible. We know that volunteers are the scorekeepers and appreciate your time and effort! Click the LINK below to download how to fill out a scoresheet and please write legibly, these sheets are uploaded so it is very important the sheets are easy to read!

Travel Permits

Why you need a travel permit.

Hockey Canada only sanctions events in which all participants are registered members of Hockey Canada or USA Hockey. When playing in a tournament or exhibition game you need to verify your registration with the branch and a travel permit serves as the verification that your team and its members are registered with Hockey Northwestern Ontario.  Teams traveling without a travel permit will be subject to a fine and loss of further travel permits. 

How to get a Travel Permit

Starting with the 2017/18 season a portal based system will be used for Travel Permits.  Each association will have an individual with a login that will apply for the travel permits for all the teams in that association. 

So, team managers must follow the protocol put in place by your association to apply for travel permit in a timely manner.

Travel Permits are required for all tournaments (except the tournament hosted by your own association) and all exhibition games HNO teams and against non-HNO teams (i.e. USA Hockey, OWHA, NOHA, Hockey Manitoba, etc.).   If you are playing a team that is not registered with HNO, you will be required to submit a copy of the teams approved Hockey Canada Registry Roster or Approved USA Hockey Roster with the request.

Approved Travel Permits will be issued back to the association automatically via the portal system once the permit is approved by HNO.

What is Required for an Approved Travel Permit

An approved roster in the Hockey Canada Registry which includes:

  • Coaches meeting clinic requirements for that division and category of play
  • Trainer with proper certification
  • All personnel with Speak Out/Respect in Sport Activity Leader training 
  • Completed two online training modules on gender equality (new for 2017/18)
  • Police Record Checks on File with the HNO office 
  • Copy of opponents Hockey Canada Registry Approved Roster or Approved USA Hockey Roster for exhibition games
  • Rowan’s Law waiver for everyone
  • Respect In Sport Parent for the players

Teams are required to submit any gamesheets from exhibition games and tournaments outside of HNO that have a major penalty, match penalty or gross misconduct within twenty-four hours of the exhibition game or last game of the tournament.  

Travel Permit Cost

$16.00 + HST for travel permits submitted more than 5 working days before the tournament start date or any exhibition game.

$50 + HST for any travel permits requested less than 5 business days before the tournament start date or any exhibition game.

There is no fee for U7 Travel Permits. 

There is no fee for an exhibition game against another HNO team provided it is submitted more than 5 business day before.

Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website. Additional UI, design, and readability adjustments

  • Cognitive disorders – we utilize a search engine that is linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others.
  • Additional functions – we provide users the option to change cursor color and size, use a printing mode, enable a virtual keyboard, and many other functions.

Browser and assistive technology compatibility

We aim to support the widest array of browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible. Therefore, we have worked very hard to be able to support all major systems that comprise over 95% of the user market share including Google Chrome, Mozilla Firefox, Apple Safari, Opera and Microsoft Edge, JAWS and NVDA (screen readers).

Travel Permits

Some affiliates within the Rocky Mountain District require that teams playing in invitational tournaments outside of their home affiliate or state obtain a travel permit.

Travel permits are issued by the team's Affiliate ( state ). Contact your affiliate president for additional information. Note that some affiliates may charge monies for the travel permit.

Canadian Travel Permits and International Competition Applications are available to Rocky Mountain District teams from your Associate Registrar. Teams outside the Rocky Mountain District should contact their appropriate District or Associate Registrar. 

Canadian Travel Permits  

All USA Hockey teams traveling to Canada to play games against Canadian Hockey Association (CHA) teams must obtain a USAH Travel Permit, and all Canadian Hockey Association teams playing in the United States are required to have a CHA travel permit in order for games to be sanctioned. Travel permits should be requested no later that 14 days prior to departure. 

Please note USA Hockey insurance does not cover teams traveling to Canada during June, July and August as the CHA does not sanction games or tournaments during the summer months. 

Canadian Travel Permits are available from your  Associate Registrar . 

International Competition Application  

An International Competition Application (excluding Canada or Canadian teams) is required for all inbound/outbound games played against member federations of the International Ice Hockey Federation (IIHF). 

1. Only the USA Hockey International Council is authorized to approve international matches with foreign federations. Per IIHF regulations, no team(s) shall be permitted to deal directly with each other or with the ice hockey federation of another country until both federations involved have approved the games. 

2. International Competition Forms must be submitted to and receive approval from the Affiliate Association, District Registrar, USA Hockey International Council and participating federations; in that order. 

3. Fees for games  outside  the USA (other than Canada) 

A. Teams and/or Associations that have been members of USA Hockey for at least two years shall remit the fee of $150 ($100 if submitted 90 days or more before the first game) payable to USA Hockey. 

B. Teams and/or Associations that are not members of USA Hockey or have been members for less than two years shall remit the fee of $250 ($200 if submitted 90 days or more before the first game) payable to USA Hockey. 

4. Fees for games in the USA (other than Canadian opponents) 

A. An approval fee of $100 per international team is applicable for foreign teams playing games in the United States. 

5. All international matches are played under the jurisdiction of the International Ice Hockey Federation and the federation of the host country. IIHF playing rules should be used during competition. 

Registrar Information

When applying for and receiving approved travel permits and tournament sanctions, all competitions are expected to be conducted in compliance with all local, state and federal guidelines and regulations in force at the time and location of the activity.

All teams traveling to Canada to participate in sanctioned events must obtain a USAH/Hockey Canada travel permit.  This permit must be approved prior to travel by the USAH District or Associate Registrar in your area.  Travel permits request should be made at minimum 14 days prior to travel, 30 – 40 days in advance is ideal. 

                                 All Travel permit request must come through the club registrar. No other requests will be granted.

The travel permit is only valid during the dates listed on the permit. During the months of June, July and August sanctioned play is not recognized in Canada therefore the travel permit expires on May 31 st of the current season and is not valid during the summer time frame.

Canadian Permits

A permit is required for all exhibition games played in Canada. This permit has a date of issue and date of expiration. (This is NOT valid for League or Tournment Play)

The following information will be needed when applying for your Canada/United States Travel Permit for Exhibition Games.

  • Proposed game dates 
  • USA Hockey Team Name
  • USA Hockey Team Registration Number (Can be found on your certified roster)
  • Classification (Mite/Squirt/ Pee Wee, Bantam, Midget) Girls (8U/10U/12U/14U/16U AND 19U) Division (B, BB, A, AA, AAA,)
  • Chief Officer (coach, manager or responsible person for the team)
  • Address (coach, manager or responsible person for the team)
  • Telephone (coach, manager or responsible person for the team)
  • Email address (coach, manager or responsible person for the team)

Note: You can list all your exhibition games of the season when you apply of the $25 fee. If you need to add games at a later date you will need to submit a new application, which will result in an additional fee being due.

ALL REQUEST MUST BE SUBMITTED AT LEAST ONE WEEK PRIOR TO YOUR DEPARTURE FOR CANADA.

Canadian Tournament Application Form (Travel Permit) $25 Fee Required

Any team participating in Canadian Tournaments must complete the Canadian Tournament Application form together with a $25.00 application fee. To complete the form click on Canadian Travel Permit link below.  This must be completed prior to your departure or your USA Hockey insurance will not follow you to Canada and you will be turned away by the Canadian Tournament Director as it will compromise the Canadian teams as well.  When entering tournaments in Canada, we recommend that you ask the Tournament Director if the tournament is a sanctioned tournament.  

You must submit your application at least (1) one week in advance to ensure time for approval prior to the tournament.

When you apply for a Canadian Tournament permit you will need the following:

  • All the pertinent information for where and when you will be playing in Canada
  • Your USA Hockey Team Number
  • The $25 application fee will be collected at the end of the application process.

Things to know when going to Canada or playing a Canadian team

Per a standing agreement between USA Hockey and Hockey Canada (HC), the following policy regarding playing rules and protective equipment is in effect.

CANADIAN TEAMS PLAYING IN THE UNITED STATES All USA Hockey sanctioned 12‐&‐Under age classification games that are played in the United States are required to play under the Body Contact Category Playing Rules. This includes all invitational tournaments sanctioned by USA Hockey and non‐league games involving teams from each respective country. All U.S. based games played in this age classification and younger shall also play under the immediate off‐sides rule.

USA Hockey sanctioned games played at the 14‐or‐under age classification and below shall also play under the USA Hockey Icing rule (no icing is allowed by a team that is shorthanded).

In addition, all Canadian players must wear the following Hockey Canada mandatory equipment:

  • Hockey Skates (approved design for hockey)
  • CSA Certified Helmet (All age classifications)
  • CSA Certified Face Mask (with color-coded CSA sticker – per following chart)

BNQ Certified Throat Protector (For players in all Female and Youth classifications)

NOTE: Hockey Canada rules do not mandate the wearing of a mouthpiece at any age classification where a full face mask is required. A mouthpiece is required for any junior player wearing a visor.

If a player on a Canadian team is not wearing the proper equipment, as outlined above, the player shall be sent off the ice and a warning issued to the coach of that team. Any subsequent violation for the same equipment by the same team shall result in a misconduct penalty being assessed to the offending player. In all instances where a Hockey Canada team is not wearing their proper mandated equipment, a game report shall be submitted by the Referee to the Proper Authorities.

USA HOCKEY TEAMS PLAYING IN CANADA

USA Hockey registered teams playing games in Canada are authorized to play under the Hockey Canada playing rules provided they have received the proper travel authorization from their USA Hockey Registrar.

In addition, USA Hockey registered players must wear the following USA Hockey mandatory equipment:

  • Hockey Skates of approved design for hockey
  • HECC Approved Helmet (Mandatory for all Youth and Female classifications and those players under the age of 18 in Junior classifications. HECC approved helmets recommended (with or without earpieces) for players in the Junior or Adult classifications. However, non‐HECC approved helmet must be designed for ice hockey.)
  • HECC Approved Face Mask (Required for all Youth and Female classifications and Juniors below age 18. Junior players who have reached age 18 may wear a HECC approved Visor.
  • Non‐Clear Internal Mouthpiece (Required for Youths‐and Girls 12‐&‐Under and older, including Junior Classifications.

NOTE: USA Hockey playing rules do not mandate the wearing of a neck guard at any age classification and USA Hockey registered teams are not required to wear neck laceration protectors while playing in Canada.

Any USA Hockey player/coach committing major infractions while playing in Canada that would normally incur a suspension under USA Hockey rules, or count towards the progressive suspensions rules, shall serve all suspensions according to the USA Hockey Playing Rules. This includes the 5/15 penalty rule and anytime a game misconduct penalty is assessed.

The standard insurance coverage will be considered to be in effect as long as the injured participant was wearing the proper protective equipment as mandated by the organization (Hockey Canada or USA Hockey) with which he/she is registered.

Please note that all other playing rules of the host country are in effect for games played in that country, except when U.S. teams are playing on U.S. soil in Canadian‐based leagues using Hockey Canada rules under league direction, and vice versa.
