According to the immigration laws of Venezuela, if you are travelling to the country for tourism purposes and entering by air, you can avail a visa-free entry, where you are issued a tourist card at arrival -- that is valid for 90 days.

In order to use this option, you must have a passport valid at least six months on entry with one blank visa page, proof of sufficient funds, onward/return airline tickets, documents that define your trip’s purpose, and required documentation for the next destination.

However, before you plan to avail the visa-exemption option, it is strongly recommended to confirm that the airline allows boarding without a visa.

Most of the times, immigration rules change. Moreover, if you are travelling for purposes other than tourism, you need to apply for a visa prior to your travel plans. Again, you need a visa if you enter the country overland or by sea. Hence, we would advise you to obtain a visa from the embassy before you travel.

Once you submit the completed application package, the Consular Mission shall approve it if everything is in order. You can then collect the stamped passport from the Embassy.

A business visa issued by the Venezuela Embassy is available as a multiple entry visa. It comes with a validity of 6 months, allowing a maximum of 90 days stay per visit.

For this, you will need the visa application form, a valid passport, a photograph, itinerary details, residence permit, proof of funds, and a business cover letter (employment letter)/ Chamber of Commerce Copy -- as detailed under the tourist visa section.

Additionally, you also need:

•  A letter of invitation from the host company in Venezuela
•  A Criminal Record certificate
•  A copy of your ID

As for the application process, you can follow the same steps as outlined under the tourist visa section.

A transit visa allows you to air-transit via Venezuelan airports and it arrives in single entry with a validity of 3 days.

Of course, even for this visa, you need a filled visa application form, a valid passport, and a recent passport-size.

Apart from these, you should attach:

• Proof of Status: This can be either an original ILR card or other evidence of resident status in the UK. The document should come with a minimum validity of six months from the date of entry to Venezuela.
•  Onward air tickets that specify your next destination and proves that your one-off stop does not exceed 72 hours
•  A copy of your ID proof

You need to apply for a Venezuelan transit visa at the Embassy before you enter the country. The application process is similar to the one described for a tourist visa.

A work visa allows you to engage in employment in Venezuela that offers you a remuneration. It is valid for one year and allows a maximum stay of 365 days. Venezuelan work visas are available only in multiple entry types.

For this visa type, you need a valid passport, a passport photo, and a completed application form.

You need to submit your application, accompanied by an authorized letter, issued by a representative of the religious congregation. It should explain that you hold a membership with the organization and are permitted to carry out activities related to your said mission.

As with the other visa types, even here, you need a valid passport, a completed application form, and a passport photo. The specifications are already mentioned under the tourist visa section.

A multiple entry student visa (validity and maximum allowable stay limit of 365 days) is required when you seek to enter Venezuela for studying in an educational institute.

In order to apply for one, you will need a completed and signed visa application form, an

Original and signed United Kingdom passport, a passport photo, status proof, onward/round trip tickets, Criminal Record certificate, yellow fever certificate, proof of funds, and medical report.

Additionally, you need to provide:

•  Proof that the student has been accepted in the stated institute or company where he/she is supposed to intern

•  A copy of academic accreditations

Retirement visa

A retirement visa comes in multiple entries and is valid for up to 1 year. The documentation requirements for this visa type are almost similar to other regular visas -- i.e you need a passport, a completed visa application form, copy of round trip tickets or itinerary, a Medical Certificate, and a criminal record certificate.

Furthermore, you will also require:

•  A Confirmation Letter from the corresponding state authority and original documents which specify that the applicant has a monthly retirement income of 1200 US$, generated from sources outside Venezuela. He/she should also produce evidence of additional 500 US$ for each accompanying traveller.
•  An Explanation Letter that is addressed to the Consul General, which explains the trip’s purpose, accompanying members, and accommodation details.
•  A purchase record if the applicant owns a company in Venezuela
•  A copy of the residence permit or passport.

Investment visa

A multiple entry investment visa comes with a validity of three years. What you would need to apply for this visa is a visa application form, an official British passport, a recent photograph of size 4X4 cm, itinerary details, copy of a recent bank statement (individual and from the company), health certificate, Criminal Record certificate, residence permit, and business cover letter.

UK rules out EU-wide deal on work and study visas for young people

The European Commission announced its plans on Thursday to begin negotiations within the bloc of approaching the UK for a deal. The EU wants to avoid individual deals being done between its members and the UK.

The government has ruled out striking an EU-wide agreement on allowing an exchange of young people to work and study for extended periods of time.

On Thursday, the European Commission announced its plans to begin negotiating with members of the bloc on a joined-up approach that could be taken with the UK.

But the government today ruled out doing a deal with the bloc en masse - saying it preferred negotiating bespoke deals with individual nations.

The proposals related to a Youth Mobility Scheme, a deal between nations allowing 18 to 30-year-olds the opportunity to work or study for up to four years in each other's territories. It also sets out terms for tuition fees.

In its proposal, the EU made clear it was not looking to give UK citizens free access to the Schengen zone, and instead would restrict them to the countries their visa was issued for.

A government spokesperson said: "We are not introducing an EU-wide Youth Mobility Scheme (YMS). Free movement within the EU was ended and there are no plans to introduce it.

"We have successful schemes with 13 countries, including Australia and New Zealand, and remain open to agreeing them with our international partners, including individual EU member states, where it's in the UK's interest and supports the skills and opportunities of our youth."

YMSs still require someone to apply for a visa, and applicants can be rejected.

On its website, the European Commission explained its reasoning for wanting a joint negotiation.

It said: "Only an EU-level approach will ensure that all member states are treated equally in respect of mobility of young people to the UK. This is one of the key considerations of the 2018 European Council guidelines on relations with the UK.

"Parallel negotiations by member states neither guarantee that the UK would be interested in reaching an agreement with each member state nor would they guarantee that each Member State would be treated equally."

Labour also rules out proposal

Some saw the EU's move as a pitch to Labour, should Sir Keir Starmer win the next general election.

However, the Labour Party was also quick to rule out such a proposal.

A Labour spokesperson said: "This is a proposal from the EU Commission to EU member states, not to the UK. It has come about because the UK government is reportedly approaching other European countries to try to establish mobility arrangements.

"Labour has no plans for a Youth Mobility Scheme. We have already suggested some tangible ways that we would look to improve the relationship and deliver for British businesses and consumers, including seeking a veterinary agreement to tackle trade barriers, mutual recognition of professional qualifications and improved touring opportunities for artists.

"A Labour government would seek to improve the UK's working relationship with the EU within our red lines - no return to the single market, customs union or free movement."

Foreign states targeting sensitive research at UK universities, MI5 warns

Ministers considering more funding to protect important research sites, with China seen as a particular concern

MI5 has warned universities that hostile foreign states are targeting sensitive research, as ministers consider measures to bolster protections.

Vice-chancellors from 24 leading institutions, including Oxford, Cambridge and Imperial College London , were briefed on the threat by the domestic security service’s director general, Ken McCallum, and National Cybersecurity Centre (NCSC) chief, Felicity Oswald.

In addition, the UK government is looking at increased funding to improve security at sensitive sites. Oliver Dowden, the deputy prime minister, announced plans for a consultation on a package of measures that could include looking at key university personnel being given security clearance and a strengthened process to improve the transparency of funding, particularly with foreign institutions.

The measures will be focused on a small proportion of academic work, with a particular focus on research with potential dual uses in civilian and military life.

McCallum told the vice-chancellors that hostile states are targeting universities to steal technology that can “deliver their authoritarian, military and commercial priorities”, the Times reported.

The government ordered a review of protections for higher education in its refreshed foreign and security policy last year amid concerns that hostile states – and particularly China – were gaining undue influence over the sector.

Dowden has previously warned that some universities’ reliance on overseas funding could leave them open to being “influenced, exploited, or even coerced” by a foreign power.

After the security briefing, Dowden said: “For a millennium, our universities have thrived on being open – open to ideas, open to innovation, open to being independent of government.

“This is not about erecting fences, this is about balancing evolving threats and protecting the integrity and security of our great institutions.”

The consultation will explore proposals to protect cutting-edge technology under development in sensitive sectors that are being targeted by states intent on stealing intellectual property to enhance their own economic and military capabilities.

The NCSC and the National Protective Security Authority have also launched a tool to help universities assess their research security.

Michelle Donelan, the science and technology secretary, said: “I believe that universities are on the frontlines of a battle for information.

“Maintaining the UK’s world-leading reputation as an academic superpower relies on having strong safeguards to protect research from those who wish to do us harm.”

Tim Bradshaw, chief executive of the Russell Group of leading research universities, said: “Russell Group universities take their national security responsibilities incredibly seriously and already work closely with government and the intelligence community to help protect UK breakthroughs in fields like AI, which are important to our national interest.

“But we also recognise security is a dynamic and evolving challenge which means we need the right expertise and intelligence to keep pace with this.”

Universities UK chief executive Vivienne Stern said: “For several years, Universities UK has worked with government to ensure that universities are supported and equipped to recognise and mitigate risks to national security.

“This is important and necessary, and we welcome the government’s approach to working hand in hand with us to get the mechanisms right.”

BRUSSELS (AP) — The European Commission proposed Thursday to start negotiations with the United Kingdom to allow young people to move freely, work and study in both regions after Brexit — the U.K.'s departure from the EU four years ago.

According to the EU, the withdrawal of the United Kingdom from the EU following a referendum in 2016 has damaged mobility between the two areas.

“This situation has particularly affected the opportunities for young people to experience life on the other side of the Channel and to benefit from youth, cultural, educational, research and training exchanges,” the Commission said.

When the U.K. was still a member of the economic and political bloc, its nationals had the right to live and work freely in the EU, with reciprocity for EU nationals in the U.K. Under the agreement proposed by the EU’s executive arm, EU and UK citizens between 18 and 30 years old would be eligible to stay up to four years in the destination country.

The deal would also allow equal treatment of EU and UK students in the field of university tuition fees. Most EU students must now pay international tuition fees if they want to study in the U.K. The Commission says these vary between 11,400 and 38,000 pounds ($14,200-$47,300) per year and are a strong deterrent for EU students who generally don’t have to pay as much within the bloc.

The Commission’s recommendation will be discussed by EU member countries who must give the green light before the executive arm can start negotiations with the UK.

“We have successful Youth Mobility Schemes with 13 countries, including Australia and New Zealand, and remain open to agreeing them with our international partners, including EU member states,” the British government said in a statement.

The U.K. has its own Youth Mobility Scheme, which it has offered to some EU member states. The Commission believes the British plan is less ambitious than its own proposal.

“Our agreements provide a valuable route for cultural exchanges providing partner countries are also willing to offer the same opportunities for young British people,” the British government added.

European Union adopts more favourable Schengen visa rules for Indians

Indian Nationals can now apply for a multiple entry Schengen visa with longer validity

On 18 April 2024, the European Commission adopted specific rules on the issuing of multiple entry visas to Indian nationals, which are more favourable than the standard rules of the Visa Code that applied to date. This new visa ‘cascade’ regime for Indian nationals residing in India who apply for Schengen (short-stay) visas in India will provide easier access to visas with multi-year validity for travellers with an established travel history, if the passport validity allows. 

According to the newly adopted visa “cascade” regime for India, Indian nationals can now be issued long-term, multi-entry Schengen visas valid for two years after having obtained and lawfully used two visas within the previous three years. The two-year visa will normally be followed by a five-year visa, if the passport has sufficient validity remaining. During the validity period of these visas, holders enjoy travel rights equivalent to visa-free nationals.

This decision comes in the context of strengthened relations under the EU-India Common Agenda on Migration and Mobility, which seeks comprehensive cooperation on migration policy between the EU and India, with facilitation of people-to-people contacts being of key aspect due to the importance of India as a partner for the EU. 

Schengen visas allow the holder to travel freely in the Schengen area for short stays of a maximum of 90 days in any 180-day period. The visas are not purpose-bound, but they do not grant the right to work. The Schengen area consists of 29 European countries (of which 25 are EU states): Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Germany, Estonia, Greece, Spain, France, Italy, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland and Sweden, along with Iceland, Liechtenstein, Norway and Switzerland.
