From November 30-December 12, representatives from nearly 200 countries came together to coordinate global climate action for the next year—an event referred to as COP28.

If you’ve never heard of COP28, or if you need a refresher, this guide will tell you what to expect from the event, why TNC was there with staff from over 20 countries around the globe—and what this all means for you.

What is COP28?

COP28 stands for the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change. In this guide we’ll call it COP; you might also hear this referred to as the UN climate change convention.

At the annual climate COP, delegates from nearly every country on Earth negotiated global goals for tackling climate change, present their individual countries’ plans for contributing to those goals, and report on their progress.

The amount of emission reductions we could realize by protecting and restoring nature.

The amount of climate funding currently allocated to nature-based solutions.

Why is COP28 important?

The world is facing unprecedented impacts from a warming planet already: record-breaking wildfires, catastrophic floods, and unbearable heat waves. And what’s worse, the first ever report card on our climate progress (appropriately named the Global Stocktake) showed exactly how far behind we are in our climate ambitions. We need dramatic actions to benefit our climate and we need them now. COP28 is the world’s chance to level up

The climate COP meets in a different city every year to demonstrate the importance of collaboration from nations across the globe. This year’s meeting was held November 30 to December 12 in Dubai, United Arab Emirates (UAE). While the overall goal of all these meetings was increasing global cooperation to fight climate change, the specific topics can vary each year.

Similar to last year, the host country sets the tone and initial direction of discussion. 

What were the four areas COP28 focused on?

Transitioning to Clean Energy

Fast tracking the energy transition and slashing emissions before 2030 to limit global warming to 1.5° C (2.7° F) above pre-industrial levels.

Centering nature, people, lives & livelihoods

Put nature, people, lives and livelihoods at the heart of climate action, including helping the most vulnerable communities adapt to the change that’s already occurring.

Delivering on finance

Deliver old promises and set the framework for a new deal on finance. Climate finance must be affordable, available, and accessible to developing countries.

Mobilizing inclusivity

Mobilize the most inclusive COP ever, ensuring that decisions and discussions, and how the solutions are implemented, are truly inclusive and done in collaboration with Indigenous Peoples and local communities.

Why was TNC at COP28?

With some of the world's top policy makers and climate experts at COP28, there's a tremendous opportunity to advance the critical role nature plays in combating climate change and implementing the Paris Agreement. 

As countries work to update and align their climate plans, TNC staff were at the forefront of negotiations with government and business leaders, pushing for greater ambition to phase out fossil fuels, build more resilience into societies, and invest more in both mitigation and adaption efforts.  

To accomplish these goals, we've been advocating for both swifter transition to renewable energy source and more use of natural climate solutions, and more investment from both the public and private sectors, especially to help those countries that have been most affected the impacts of climate change. We're also working to ensure Indigenous and local community voices are heard, as these are the people who know best how to work with nature in their communities.

What can we do to help address climate change?

Every action matters. Every ounce of carbon, every fraction of a degree, every day matters. Our leaders’ climate actions matter and your climate actions matter.

That’s why at COP28 we’re advocating for 3 core themes.

As a global society, we must:.

  • Phase out fossil fuels.  We must accelerate the equitable phase-out of fossil fuels to achieve net zero by 2050 or sooner.
  • Build climate-resilient societies.  We must empower groups who steward nature to secure their homes, livelihoods and futures.
  • Invest in climate solutions.  We must inspire commitments and investments  in nature-positive projects, policies and practices.

Delivering for people and the planet

On 20 November, the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP27), that took place in the Egyptian coastal city of Sharm el-Sheikh, concluded with a historic decision to establish and operationalize a loss and damage fund.

Welcoming the decision and calling the fund essential, UN Secretary-General António Guterres said that more needs to be done to drastically reduce emissions now. “The world still needs a giant leap on climate ambition.”

“The red line we must not cross is the line that takes our planet over the 1.5 degree temperature limit,” he stressed, urging the world not to relent “in the fight for climate justice and climate ambition.”  

“We can and must win this battle for our lives,” he concluded.

From 6 to 20 November, COP27 held high-level and side events, key negotiations, and press conferences, hosting more than 100 Heads of State and Governments, over 35,000 participants and numerous pavilions showcasing climate action around the world and across different sectors.

Taking action at cop28, taking practical action at cop28.

COP28 (28th Conference of the Parties of the United Nations Framework Convention on Climate Change) was the final key climate moment of 2023.

The global conference needed to move beyond past commitments and deliver bolder action to keep 1.5 degrees in sight, avoid even greater losses and damages and accelerate a just transition to an economy that works for people and the planet.

For decades we have worked together with communities, governments, civil society, and the private sector to take change from a local level to a national scale and to the world stage.

As official observers we aimed to put the people we work at the heart of the negotiations, to demonstrate solutions that bring together the right mix of stakeholders to take these to scale.

Effective Loss and Damage Funding

The Loss and Damage Fund must be housed and made accountable to the financial architecture of the UNFCCC, making it accessible to developing countries who are overwhelmed by climate disasters. The option of the World Bank will need widescale and overdue reform if it is to meet these needs.

Help Communities Adapt

The agenda for the Global Goal on Adaptation needs to be wrapped up at COP28. We will aim to ensure that the GGA incentivises and includes measures for actions that help communities on the frontlines of the climate emergency to adapt.

Targeted Assistance

The Santiago Network for Loss and Damage (SNLD) must operate in a way that is accessible to developing countries and specifically, to the most vulnerable communities. It must be focused where needs are greatest and the assistance provided must suit local contexts, using local community knowledge and resources.

A Comprehensive and Inclusive Stocktake

How well the Paris agreement has been implemented will be discussed and agreed on this year. This stocktake needs to recognise that loss and damage is the failure to respond to the climate emergency fast enough or at the scale needed. To protect more people from this failure we need to rapidly increase support to help communities vulnerable to climate change, and the GST needs to help us understand the scale of those needs.

An Ambitious Goal for Finance

Negotiations around a new climate finance goal (New Collective Quantified Goal) will be underway and these must include loss and damage. To avoid even greater climate impacts, governments need to consider how to shift the current climate finance target to one that considers the needs of communities on the frontline.

Over 90% of waste in low-income countries is openly dumped or burned. This causes a range of pollution and health risks. Greenhouse gas emissions from methane, black carbon and other climate-forcing emissions from poor waste management are likely to be at least 10% of global emissions.

Practical Action is part of a global multi-stakeholder partnership which aims to eliminate the open burning of waste. Our approach will always be people-centred, ensuring that actions help to improve the lives and livelihoods of highly vulnerable communities as well as addressing environmental concerns.

As part of this session our CEO Sarah Roberts helped to set the scene and was part of a panel that included representatives from Local Government, the World Health Organisation, Lloyds Register Foundation and the Global Methane Hub to discuss solutions.

Loss and Damage & Resilient Recovery: What Nepal Needs

Climate-induced loss and damage disproportionately affects vulnerable communities in Nepal, pushing them into poverty cycle and increasing inequality. Due to limited policy frameworks and resources, Nepal relies heavily on external funding in the form of loans and grants to support its existing Disaster Risk Management initiatives, including recovery efforts.

This session aimed to gather support for the agenda of addressing loss and damage, highlighted the need for resilient recovery, and the global commitments needed for the loss and damage fund.

Practical Action teamed up with WaterAid at the Bangladesh Pavilion to explore how to ensure strong integration of WASH and water resource information into loss and damage evidence. Together, we showcased experts, examples from different counties and how to influence practitioners and policymakers. Real-world examples offered inspiration to other countries, practical recommendations and the role of governments.

This session looked at how an entrepreneurial approach to renewable energy technologies that support regenerative agriculture and agri-food value chains can fast track the just energy transition, improve livelihoods and build resilient food systems in developing countries.

The Global Goal on Adaptation

Building accountability for adaptation access and finance Learning from Nepal and other countries

In 2015, the Paris Agreement established the Global Goal on Adaptation which aimed to increase ambition and focus by enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change. At the same time Nepal and other countries in the region have developed their National Adaptation Plans and Nationally Determined Contributions including adaptation.

This interactive session explored lessons on adaptation and resilience and how to build accountability to ensure it benefits those who need it most. It called for action from developed countries to fulfil their commitment for climate finance and promote appropriate technology.

Demet’s work is focused on ensuring that climate adaptation and resilience is embedded across Practical Action’s programmes.

Dharam Uprety

Thematic lead for climate and resilience, south asia.

Dharam is the strategic lead for our climate and resilience work in South Asia, developing new business opportunities, providing technical advice and engaging to shape national and local policy.

With a PhD in Natural Resource Management, a post-Doc in Landscape-Ecology and almost 20 years of experience on disaster risk reduction and climate resilience, he is well placed for this role.

Dharam is attending COP28 as an official delegate of the Government of Nepal. He will be engaging in the negotiations utilising his expertise on loss and damage, nature-based solutions, climate adaptation technologies, early warning system and climate finance.

Shyvonne has over 10 years of work experience in both the private and international NGO sectors.

Tazeen Hossain

Head of programme delivery & operations, bangladesh.

Tazeen Hossain is a development facilitator with 20 years’ experience in the non-government development sector. She has vast experience in facilitating a range of social development agenda.

Her specific skills include programme design and delivery, advocacy for human rights and equality, partnership and collaborations, resource mobilisation, adolescent and youth sexual reproductive health and rights, entrepreneurship, and youth engagement.

She has designed and implemented disability inclusive disaster risk reduction and a climate change adaptation programme in Bangladesh.

EVENTO PRIVADO : Copbrands se reserva el derecho de admision a pesonas que no cuenten con registro previo e invitación por parte de un equipo participante.

SOMOS UN DEPORTE, VAMOS JUNGADO LIMPIO  

- Cualquier conducta ANTIDEPORTIVA o de agresión de o hacia cualquier asistente a los eventos de COPBRANDS, será removido de manera inmediata de las instalaciones donde se este efectuando el campeonato. Generando de manera automatica una penalziacion directa a la puntuacion del equipo participante en dicha conducta. 

- No se permite el ingreso de Alimentos, bebidas Alcoholicas, Armas de fuego, Uitensilios pulso cortantes y susntancias quimicas que pongan en riesgo a nuestros asistentes. 

-  Todos los asistentes sin el debido registro ante COPBRANDS y/o sean sorprendidos dentro de los campeonatos o intercambiando brazaletes, su equipo quedará automaticamente descalificado.

- La falsificación de cualquiera de los medios de acreditación como los son: boletos, gafettes, brazaletes o credenciales serán motivo de la descalificación del equipo infractor, siendo acredor a una multa proporcional a la magnitud de los daños o ingresos afectados de la empresa y puestos a disposicion de las autoriades corresponientes. 

- El ingreso sin acreditacion pertinente a lugares de acceso contraldo como lo son areas de Cabina, Zona de jueceo, Amazing Coach, pasos de Seguridad, Zonas restrigidas de bakstage, Generara amonestaciones y deducciones de puntos a los integrantes y equipos en infraccion. 

Las camaras fotograficas en dispositivos moviles SON PERMITIDAS ( a excepcion de CAMARAS PROFESIONALES tiplificadas como REFLEX  con objetivos tipo gran Angular, se prohibe el uso de las camaras de video asi com cualquier tipo de tripie).

Para todos los asistentes que realizaran tomas fotograficas se les pide de la manera más atenta no estar en lugares restringidos durante el evento como ejemplo en pasillos y salidas de emergencia, zonas exclusivas para trafico de staff y Zona de Vip.

The 2023 UN Climate Change Conference will convene from 30 November to 12 December 2023 in Dubai, United Arab Emirates (UAE). It will comprise:

  • the 28th meeting of the Conference of the Parties (COP 28);
  • the fifth meeting of the COP serving as the Meeting of the Parties to the Paris Agreement (CMA 5);
  • the 18th meeting of the COP serving as the Meeting of the Parties to the Kyoto Protocol (CMP 18);
  • the 59th meeting of the Subsidiary Body for Implementation (SBI 59); and
  • the 59th meeting of the Subsidiary Body for Scientific and Technological Advice (SBSTA 59). 

In a letter dated 13 January 2023 , the UNFCCC Secretariat announced that Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology and UAE Special Envoy for Climate Change, has been appointed to serve as COP 28 President-Designate.

The COP 27 Egyptian Presidency and the Incoming COP 28 Presidency are  convening informal consultations  to engage governments at the ministerial, Head-of-Delegation, and technical levels to lay the groundwork “to deliver a successful COP 28 that drives global transformation towards a low-emission and climate-resilient world, fosters ambitious climate action and facilitates implementation, including the related support”.

The first Global Stocktake of the implementation of the Paris Agreement will conclude at COP 28. Each stocktake is a two-year process that happens every five years, with the aim of assessing the world’s collective progress towards achieving its climate goals. The first Global Stocktake takes place at the mid-point in the implementation of the 2030 Agenda for Sustainable Development and its SDGs, including Goal 13 (climate action). It will be preceded by a mandated workshop on the elements of the outcome of the GST in October in the UAE.

In a letter to parties dated July 2023, the Incoming Presidency announced that COP 28 will focus on four paradigm shifts:

  • Fast-tracking the energy transition and slashing emissions before 2030;
  • Transforming climate finance, by delivering on old promises and setting the framework for a new deal on finance;
  • Putting nature, people, lives, and livelihoods at the heart of climate action; and
  • Mobilizing for the most inclusive COP ever.

The letter also outlines a three-fold vision to course correct that includes a negotiated outcome, an action agenda, and a call to action.

COP28 concluded in Dubai, UAE, this week after two weeks of negotiations and multistakeholder commitments to advance climate action, in what has been one of the most complex COPs since Paris. The largest attended climate COP in history brought together 97,000 delegates, including over 150 heads of state, along with negotiators, business leaders and non-state actors, reflecting the increasing momentum and attention of public, private and civil society leaders on this critical issue.

The key outcome of COP28 was the conclusion of the first ever Global Stock Take (GST). The GST was a mid-term review of progress that UN member states were making towards the 2015 Paris Agreement (which committed countries to limiting temperature increases to below 2°C and targeting 1.5 °C compared to the pre-industrial era).

The final GST landed on a positive outcome with a final text calling nations to “transition away” from fossil fuels. All in all, the UAE Consensus can be seen as a win for multilateralism and climate diplomacy.

Five key takeaways from COP28

1. taking stock of actions.

Dubai was seen as a critical opportunity for nations to “course correct” climate action through the GST, as global emissions continue to rise by 1.5% a year, when they need to reduce by 7% annually to 2030 to keep the goal of 1.5ºC alive. The GST was a sobering reminder that the world was far off its targets when it was released this summer.

An important purpose of the GST is to inform what must be done now, and the document was a key anchor for planning and debate. Negotiators concluded that:

  • There is “the need for deep, rapid and sustained reductions in greenhouse gas emissions” and calls for parties to contribute to “transitioning away from fossil fuels in energy systems, in a just, orderly and equitable manner, accelerating action in this critical decade, so as to achieve net-zero by 2050 in keeping with the science.”
  • Tripling the global capacity of renewable energy and doubling the annual rate of energy efficiency improvements before 2030.
  • Significantly curbing non-CO2 emissions, with a particular focus on reaching near-zero global methane emissions by 2030 – which are 80 times more harmful than carbon dioxide in the short run.
  • Phasing out inefficient subsidies for fossil fuels that do not address energy poverty or facilitate just transitions, as soon as feasible.

2. Tripling renewables, doubling efficiency

A massive build out of new energy infrastructure, in particular clean power, is needed to meet the goals of the energy transition with total investment estimated at $4.5 trillion by 2030. Following the IEA’s recommendation , 117 countries agreed to triple global renewable energy capacity by 2030 (to over 11,000 GW) and double the annual rate of energy efficiency improvements within this decade. These ambitious yet achievable targets are vital to keep the 1.5°C goal within reach. The private sector stepped up to support these efforts, with Danish investment firm Copenhagen Infrastructure Partners announcing a new $3 billion fund for new renewable energy projects in emerging and developing markets.

Commenting on the pledge, IRENA ’s Director General said: “This decision unequivocally confirms the central role renewables play in addressing climate urgency. Renewables stand at the forefront of climate action, offering a path to enhance energy access, security, and affordability.” While climate action in the 2020s will focus on existing technology, by 2050, 50% of the reductions needed for net-zero emissions must come from technologies not yet available at scale. Hence the imperative to have a decarbonized and reliable grid that enables the adoption of new climate technologies at scale.

Climate change poses an urgent threat demanding decisive action. Communities around the world are already experiencing increased climate impacts, from droughts to floods to rising seas. The World Economic Forum's Global Risks Report continues to rank these environmental threats at the top of the list.

To limit global temperature rise to well below 2°C and as close as possible to 1.5°C above pre-industrial levels, it is essential that businesses, policy-makers, and civil society advance comprehensive near- and long-term climate actions in line with the goals of the Paris Agreement on climate change.

The World Economic Forum's Climate Initiative supports the scaling and acceleration of global climate action through public and private-sector collaboration. The Initiative works across several workstreams to develop and implement inclusive and ambitious solutions.

This includes the Alliance of CEO Climate Leaders, a global network of business leaders from various industries developing cost-effective solutions to transitioning to a low-carbon, climate-resilient economy. CEOs use their position and influence with policy-makers and corporate partners to accelerate the transition and realize the economic benefits of delivering a safer climate.

3. Reshaping demand to slash emissions in agriculture

Food systems are an impact multiplier for a just and equitable transition, accounting for 30% of global emissions, rising costs and nutrition issues. The COP28 Presidency placed this issue as a core part of its climate action agenda, announcing the Emirates Declaration on Sustainable Agriculture , Resilient Food Systems and Climate Action with the support of 134 countries (representing 70% of the world’s land), with commitments to include emissions from agriculture and farming into their national climate action plans.

We need to produce enough food for the global population, but our aim is also to decouple growth in agriculture and food from harming the environment.

In response, the World Economic Forum launched the First Movers Coalition for Food , to create aggregated market demand for sustainably produced and low-emission agricultural commodities. The initiative, which is championed by the UAE and a growing coalition of corporate and research partners, aims to de-risk upfront investment, with its 20 current members signalling a combined estimated procurement commitment of $10-$20 billion by 2030.

4. Enabling a holistic nature and climate action agenda

The accelerated collapse of global ecosystems continues to take place, with nearly 1 million species currently at risk of extinction. However, interventions towards a nature-positive economy by 2030 can generate an annual business value of over $10 trillion, with nature-based solutions able to provide up to 30% or more of the emission mitigation targets. Dubai was a key milestone in the convergence of the climate and nature agendas, with the UAE joining forces with China (currently presiding the UN’s parallel COP on Biodiversity) to issue a statement acknowledging the interdependence between the two agendas, and reflecting a commitment to align and implement nature and climate strategies together. The COP28 Presidency also launched a series of initiatives with an initial commitment of $1.7 billion to simultaneously meet climate and biodiversity goals .

A notable refrain that surfaced from the summit was that “there is no Paris without the ocean ”. Although it is the world’s largest carbon sink, and absorbs 90% of the warming generated from climate change, investment into ocean action remains the least funded of the UN Sustainable Development Goals. COP28 provided an opportunity to bolster blue solutions, including 21 countries joining the Mangrove Breakthrough , to restore and protect 15 million hectares of mangroves (which can hold more than four times more carbon than tropical forests) globally by 2030. Overall, the summit was successful in mobilizing over $2.5 billion to bridge the substantial funding gap in nature conservation and restoration for climate resilience.

What's the World Economic Forum doing about the ocean?

Our ocean covers 70% of the world’s surface and accounts for 80% of the planet’s biodiversity. We can't have a healthy future without a healthy ocean - but it's more vulnerable than ever because of climate change and pollution.

Tackling the grave threats to our ocean means working with leaders across sectors, from business to government to academia.

The World Economic Forum, in collaboration with the World Resources Institute, convenes the Friends of Ocean Action , a coalition of leaders working together to protect the seas. From a programme with the Indonesian government to cut plastic waste entering the sea to a global plan to track illegal fishing, the Friends are pushing for new solutions.

Climate change is an inextricable part of the threat to our oceans, with rising temperatures and acidification disrupting fragile ecosystems. The Forum runs a number of initiatives to support the shift to a low-carbon economy , including hosting the Alliance of CEO Climate Leaders, who have cut emissions in their companies by 9%.

5. Addressing adaptation and supporting the most vulnerable

The failure to adapt to climate change is the second most severe long-term global risk (with climate mitigation failure being the first). The GST was successful in defining seven targets as part of a Global Goal on Adaptation by 2030, including enhancing resilience to water-related disasters, embedding climate positive approaches in food and water production and use, and ensuring climate-resilient health services. The summit supported the mobilization of $188 million for the UN’s Adaptation Fund for 2023, which, although progressive, falls short of the aim of $300 million targeted annually in contributions, and significantly lower than the estimated $215 billion required per year for developing countries.

In tandem with accelerating adaptation efforts, another key milestone achieved at COP28 was the operationalization of the Loss and Damage Fund , securing over $726 million in funding to support countries most severely affected by climate change. The commitments, while a positive start to the fund, represents 0.2% of the funding required .

What’s still needed?

While it’s always hard to match the high expectations of the global community, the conference outcomes reflect a step forward in the right direction. However, it's important to note that the UAE Consensus, just like the Paris Agreement, is not legally binding. Therefore, there is a pressing need to define a roadmap for this transition and ensure a swift and effective implementation of the GST by nations.

Expectations were also high regarding pledges and investments from both public and private capital to fast track the net-zero transition, after limited progress on the topic at COP27. While COP28 successfully mobilized over $85 billion in financing, there is a clear acknowledgment that this falls short of rebuilding trust and translating the first GST into tangible actions that can effectively bend the emissions curve.

The climate summit concludes with a growing recognition of the urgency to address climate change and the determination to accelerate action. Enhanced Nationally Determined Contributions (NDCs), the commitment to transition away from fossil fuels, triple the renewable energy capacity by 2030, significant climate pledges, the operationalization of the Loss and Damage Fund and the acknowledgement of a just transition are all key takeaways from COP28. Moreover, the emphasis on nature-based solutions and the climate-health nexus signals a shift towards a more holistic and inclusive approach to climate action and expectations are to see more cross-sector collaborations, fostering inclusivity in our pursuit of a resilient 1.5°C world that leaves no one behind.

As COP28 draws to a close, leaders have much work to do. For a start, governments will make their next revisions to their NDCs by 2025, with the GST guiding what those changes should be.

But beyond this, leaders will build momentum most successfully through true multistakeholder events. The next of these on the global calendar – the World Economic Forum Annual Meeting in Davos this January – will draw international organizations, global companies, relevant civil society and academic institutions, and more than 100 governments. As in past years, these leaders come together to move forward the takeaways from COP28 and other milestone events. As we speed closer to 2030, such events will serve as critical and pivotal junctions for the global community to make change happen.
