Melaka govt hopes to set up healthcare cooperative to boost medical tourism

The Melaka government welcomes a formation of a healthcare cooperative in the state to boost the growth of medical tourism and to create an affordable healthcare system, says an executive councillor.

State entrepreneur, cooperative development and consumer affairs committee chairman Allex Seah Shoo Chin said he was willing to discuss the setting up of a cooperative with interested parties with an aim to provide high-quality and equitable healthcare to locals as well as tourists.

“I would advocate for health insurance coverage at low cost once there is a taker for the health-based cooperative.

“The essence of this cooperative is to integrate the healthcare delivery system to reach the deserving groups by synergising with various private hospitals and clinics in the state,” he said in an interview here on Thursday (Aug 10).

Seah said the other objective is also to look into the development of medical tourism in the state as well as to provide reasonable medical fees.

He said the cooperative must be led by those in the medical field and able to deliver high-value healthcare.

Seah said the proposed cooperative would also boost medical tourism in the state.

“The state’s healthcare industry is also a key economic driver for the state with the potential of luring more private hospitals to establish their operations in the state.

“Hence, providing affordable medical coverage, especially to travellers on a budget, is seen as a positive move for the local tourism growth,” he said.

Seah said the cooperative can also be designed to benefit daily wage earners and gig economy workers to receive medical treatments at private clinics here.

He said this group of workers is also vulnerable and needs to be better protected in terms of medical care.

“The welfare of the self-employed is also our concern and we hope this aspect is taken into account on how to provide extensive medical coverage when detailing the formation of the cooperative,” he added.

Malaysia: an emerging global giant in medical tourism.

From 643,000 medical tourist arrivals in 2011 to over 1.2 million in 2018, Malaysia has grown its health tourism industry to become a leading global destination for international patients in Asia and beyond. From a revenue of USD 127 million in 2011, the medical tourism business generated over $362 million from the market in 2018. 

What is the secret to the phenomenal growth in Malaysia? Recent analyses suggest that there is solid governmental participation in the market and formidable public-private healthcare collaboration. The secret lies in the creation of an agency - the Malaysia Healthcare Travel Council (MHTC) - saddled with the responsibility of promoting Malaysia as a medical tourism destination by revamping its international healthcare brand. 

Malaysia: Actively Expanding its Market Base in Medical Tourism

The MHTC, an agency under the country’s Ministry of Finance, is actively expanding the country’s medical tourism market base, targeting more international patients. While the main sources of medical tourism arrivals to the country are the United Kingdom, Indonesia, the Philippines, Japan, Australia, China, India, and the United States, the MHTC is actively looking to set up strong market ties with the member countries of the Association of Southeast Asian Nations (ASEAN) and countries in the Middle East. 

The MHTC is promoting its 79 hospitals to Cambodia, Vietnam, Myanmar, Brunei, and Middle Eastern countries such as Qatar, Saudi Arabia, and Oman. 

In addition to promoting its healthcare brand to other countries, the efforts of the council at boosting healthcare quality, affordability, and superior patient experience have led to a compound annual growth rate of 16 to 17 percent over the last five years. This is ahead of the global average of 10-12 percent and the Asia-Pacific’s average of 12-14 percent. 

The MHTC estimates that by 2020, more than two million international patients would visit Malaysia, doubling its revenue to approximately USD 680 million. 

Malaysia is now in strong competition with the giants of the ASEAN medical tourism industry; Thailand and Singapore. Slowly overtaking Singapore as a medical tourism destination despite the greater availability of cutting-edge technology and skilled professionals in Singapore, Malaysia still has Thailand as its strong competitor. Only in 2017, Thailand recorded more than 2 million medical tourist arrivals into the country.

Excellence in Cardiovascular Care and IVF

To compete with world-class hospitals and medical centers across Asia and beyond, Malaysia is carving a niche in cardiology and fertility treatments, with more than 33 advanced heart treatment centers in the country, including its renowned National Heart Institute . Its fertility centers also boast of success rates that are well ahead of the global average.  

The National Heart Institute remains a leader in cardiovascular disease diagnosis and treatment in Asia. It is the national referral center for cardiovascular diseases and it provides world-class care for simple and complex heart diseases. The National Heart Institute is harnessing its position in the Malaysian medical tourism market by collaborating with medical centers of excellence across the world including the Royal Papworth Hospital , the leading heart and lung treatment center in the UK, Hanoi Heart Center in Vietnam, and the University of Australia, Adelaide. 

According to MHTC officials, the institute is equipped with Fourth Industrial Revolution Technologies to enhance diagnosis and treatment of heart diseases. With advanced procedural techniques such as multi-slice computed tomography, endoscopic vein harvesting, and heart-assist devices, Malaysia is projecting its excellence in cardiac care on the global healthcare stage. 

Furthermore, to serve the growing number of medical tourists who seek advanced care for cardiovascular diseases more efficiently, the National Health Institute has established its International Patient Center (IPC) . The IPC offers services to boost patient experience from departure to arrival. These services include visa and immigration services, pre-departure and post-treatment coordination, transfer of health data, and insurance claims.

The institute has expanded its frontiers into other parts of Asia, with liaison offices in Myanmar, Cambodia, and Indonesia.

Building Partnerships to Promote the Malaysian Health Travel Brand

Furthermore, the MHTC recently partnered with Air Asia Indonesia to promote Penang as Malaysia’s top destination for medical tourism, with Air Asia as the official airline for direct travel. According to the CEO of MHTC, Penang receives approximately 60 percent of medical tourist arrivals, with the state generating more than USD 120 million from medical tourism in 2017. This partnership hopes to expand the medical tourism market in Penang. 

Through the partnership, MHTC will arrange medical trips, including airport pickups, for patients traveling from Indonesia to Malaysia. Furthermore, Air Asia will also offer flight discounts for medical travel coordinated by the MHTC. 

Public-private partnerships are also one of the core factors responsible for the growth of medical tourism in Malaysia. For example, Sunway Medical Center , one of the largest private hospitals in Malaysia is at the forefront of promoting Malaysia’s position as a choice medical tourism destination.

This is because blood vessels can be damaged during surgery, which can lead to the development of a blood clot. Changes in atmospheric pressure and lack of oxygen when you’re up in the air may worsen your condition. If you’re not careful, you may develop deep vein thrombosis . 

Other factors that increase this risk include weight (if you have a BMI of 30 or higher), age (if you are above the age of 40) and current health status (if you have had a stroke or cardiovascular disease). 

Hence, experts suggest waiting it out for at least 10 days before you head home, but it is best to consult your doctor as this may differ from person to person. Consider extending your stay to minimise this risk.

Get a pre-travel consultation

Research the provider or facility

Find out all the relevant information relating to the country, the medical institution and the treatment provided. This includes looking up information from the internet and having conversation with the institution of your choice.

  • What is the cost of the treatment?
  • Is this treatment the best solution for me in my situation?
  • When can I schedule an appointment?
  • What is the duration of the medical procedure?
  • How long is the recovery period?

MELAKA: The Melaka government welcomes a formation of a healthcare cooperative in the state to boost the growth of medical tourism and to create an affordable healthcare system, says an executive councillor.

State entrepreneur, cooperative development and consumer affairs committee chairman Allex Seah Shoo Chin said he was willing to discuss the setting up of a cooperative with interested parties with an aim to provide high-quality and equitable healthcare to locals as well as tourists.

"I would advocate for health insurance coverage at low cost once there is a taker for the health-based cooperative.

"The essence of this cooperative is to integrate the healthcare delivery system to reach the deserving groups by synergising with various private hospitals and clinics in the state," he said in an interview here on Thursday (Aug 10).

Seah said the other objective is also to look into the development of medical tourism in the state as well as to provide reasonable medical fees.

He said the cooperative must be led by those in the medical field and able to deliver high-value healthcare.

Seah said the proposed cooperative would also boost medical tourism in the state.

"The state's healthcare industry is also a key economic driver for the state with the potential of luring more private hospitals to establish their operations in the state.

"Hence, providing affordable medical coverage, especially to travellers on a budget, is seen as a positive move for the local tourism growth," he said.

Seah said the cooperative can also be designed to benefit daily wage earners and gig economy workers to receive medical treatments at private clinics here.

He said this group of workers is also vulnerable and needs to be better protected in terms of medical care.

“The welfare of the self-employed is also our concern and we hope this aspect is taken into account on how to provide extensive medical coverage when detailing the formation of the cooperative," he added.

Patients around the world are increasingly opting for medical treatment abroad over health care at home. This trend, known as medical tourism, happens for varied reasons, with accompanying risks and mixed results.

The Reasons

Cost : Medical treatments may be significantly cheaper abroad than in an individual’s home country. This is especially true for elective surgeries such as cosmetic operations, dental procedures, fertility treatments, and organ transplants. For example, according to the AEDIT Medical Advisory Board, a rhinoplasty currently costs up to $20,000 in the US; up to $15,000 in Canada; up to $6000 in Colombia; and up to $3,600 in Japan.

Timing : Patients may manage to avoid long wait times for high-demand procedures by traveling to another country for care. In 2018, the Organization for Economic Cooperation and Development reported that wait times for elective surgeries among member countries were the lowest in Denmark, whereas they were the highest in Chile. Some international health clinics have shorter wait times and less regulatory requirements, so scheduling a surgery abroad can be one way to skip the line at home.

Access : Part of medical tourism’s allure is that certain medical treatments are more accessible in certain countries. In some cases, a procedure that is restricted or illegal in someone’s home country may be more available beyond borders. For example, people seeking stem cell therapy are often drawn to the Caribbean, where there are fewer restrictions on this controversial practice.

Quality : Some international destinations are renowned for high-quality care, cutting-edge technologies, and state-of-the-art facilities. In 2019, the Medical Travel Quality Alliance’s list of the world’s best hospitals included facilities in Lebanon, Turkey, Jordan, Germany, Thailand, Malaysia, Canada, and the Czech Republic. These hospitals reportedly have some of the greatest staff and equipment in the world.

Culture : People may be drawn to certain countries for the local languages, customs, and values. A location’s cultural environment can make medical travel more comfortable and even enjoyable. This is especially true for patients visiting destinations where they are more accustomed to the culture or more near to loved ones.

Safety : Health care and hygiene standards vary across countries. In some cases, travelers may face an increased risk of surgical blunders or postoperative infections. The US Center for Disease Control reported in 2024 that the most common complications for medical tourists are bloodborne infections, donor-derived infections, and wound infections.

Regulation : Medical procedures that are unregulated abroad may be risky and even ethically questionable. Some governments choose to restrict controversial medical practices such as human embryonic stem cell therapy, genetic modification, or unproven cancer treatments. A lack of sufficient research or regulation may increase the dangers of undergoing such procedures.

Unfamiliarity : Receiving medical treatment amid an unfamiliar language, culture, and health care system could pose challenges for patients. Accurate information about medical procedures may be more difficult to find abroad, and misunderstandings could have dire consequences.

Recovery : Travel-related stress from jet lag, climate differences, or culture shock could impede the healing process. After returning home, patients may struggle to recover, especially if follow-up care is inadequate.

Expense : Although medical procedures abroad may be more affordable at the outset, they could turn out to be expensive in the long run, especially when factoring in travel costs. In the case of postoperative complications or expenses, insurance coverage may not apply, and compensation is not guaranteed.

The Results

Globalization : Medical tourism breaks down traditional borders and contributes to increased global travel, trade, and interconnectedness. Travel for medical purposes may broaden patients’ perspectives on health care.

Competition : As people become more aware of diverse treatment opportunities, they are more likely to compare and choose between options based on features such as cost and quality. This could lead to a more consumer-based health care market in which medical providers around the world compete to attract international patients, in turn increasing the quality and efficiency of care.

Reform : Competition in the health care market could place pressure on global health care systems to improve the services they offer. Policymakers may consider reforming their own health care systems, while insurance providers may shift toward more international coverage options.

Innovation : Increased medical travel could lead to increased sharing of medical technology across borders. The demand for cutting-edge treatments may drive medical research and innovation across the globe.

Inequality : Although medical tourism can be a cost-saving option, it may not be affordable for everyone. Those who have the funds to travel for treatment may take precedence over local patients and strain local health care systems. Medical tourism may therefore intensify the inequality in health outcomes among people of varying socioeconomic status.
