The South African Revenue Service (SARS) has clarified the new South African Traveller Online Declaration System’s rollout.

SARS announced in mid-October that a new ‘travel pass’ system would be implemented in the country, but provided little to no detail on the process or who would be affected. This caused widespread consternation among travellers and travel industry operators.

The taxman clarified what the pass is and how it works in a briefing this week.

According to SARS, the pass is simply a new way to digitally declare goods, similar to how travellers must currently do through customs in paper form.

A new web-based application will be used with the new system to allow travellers entering and leaving the country to pre-declare goods purchased, received, or otherwise acquired and pay applicable taxes.

Some goods that are required to be declared include things such as:

  • Products purchased or acquired abroad;
  • Goods remodelled or repaired abroad;
  • Anything prohibited or restricted, or controlled under any law.

According to SARS, the system’s goal is to collect travel information and, in exchange, grant a traveller pass via email.

This new system is scheduled to be installed at Durban’s King Shaka International Airport on November 29, 2022. The tax authority added that this will be done voluntarily.

Travellers will be permitted to enter South Africa despite the lack of an electronic online declaration. However, the original declaration method must be followed.

The new approach aims to:

  • Make it easy and simple for travellers to comply with their tax obligations;
  • Strengthen government approach to detect and deter illicit activities;
  • Create seamless processes at ports of entry;
  • Create awareness of a culture of voluntary complaint.

Beyers Theron, the tax authority’s director of customs and border control, told the media that travel cards and declaration documents are becoming more common around the world.

If they have any items to declare, all visitors to the country are currently required to fill out a Traveler Card (TC-01) at the airport. During the customs procedure, this card is used in conjunction with your passport; the online system seeks to change this.

Traditional paper declarations are notorious for taking up travellers’ time and being a thorn in administrative processes, according to Theron.

SARS stated that with the declaration process now being moved online, travellers can expect a more seamless experience when entering or exiting South Africa at any port of entry or exit.

As border crime becomes more prevalent around the world, more safeguards are being put in place to prevent illicit goods flows – mandatory permits have become popular in Canada, Australia, and even Mexico.

The new declaration system will be voluntary at all ports of entry in 2023 and 2024 under SAR’s new SMART border project, but it may become mandatory at some point, according to Theron.

The new declaration method saves time for travellers while also reducing administrative costs for SARS.

This move by SARS is consistent with the government’s overall goal of fortifying South Africa’s borders. Through the new online declaration system and subsequent issuance of travel permits. Traveller data and information is collected to ensure the country’s security.

To successfully complete the declaration on the online system, travellers will need the following:

  • Passport details;
  • Travel details;
  • Contact details;
  • Travel companion’s passport numbers;
  • Entity/Business details when travelling on a business trip;
  • Goods including currency, when, entering, or leaving the country.

Applicants will be required to declare certain goods to SARS; the tax authority will provide a full list of restricted or prohibited goods on the app and SARS website, according to SARS.

The South African Revenue Services (SARS) has issued a statement regarding some of the confusion about their new Travel Pass.

SARS has cleared up some of the confusion regarding the introduction of their controversial Travel Pass, after it caused widespread panic in the travel and tourism industry recently.

As per Travel News , the Revenue Service claimed that the new system is being piloted to digitise the process of voluntarily declaring goods or cash upon entering or leaving South Africa.

The new project is part of a South African Traveller Management System (SATMS), which is designed to modernise customs procedures. 

In their statement on Thursday, 20 October, SARS said that new system would allow travellers to pre-declare goods ahead of arrival.

“SARS will launch a pilot implementation of an electronic online portal for travellers to make declarations on a voluntary basis, well ahead of their arrival or departure to/from South Africa. The new system will allow travellers to pre-declare goods purchased, received, or otherwise acquired,” the statement revealed.

“The new online traveller declaration system will, during the pilot phase, be fine-tuned based on insights gained as well as further engagement and feedback with various government departments and other stakeholders,” SARS said. 

Implementation

The pilot will be launched at King Shaka International Airport on 1 November 2022, and upon the success of this pilot, progressive implementation across all South African ports of entry will begin on 1 April 2023. 

SARS will also make a physical paper form available, as well as self-service counters for travellers who choose not to make use of the online portal on their mobile devices.

The Revenue Service also said that travellers who don’t submit pre-declarations will still be allowed to enter or leave South Africa, but “are encouraged to voluntarily declare pre-departure or arrival to avoid the inconvenience of making a declaration at a port of entry”.

SARS has introduced a new online travel declaration system for South Africans & its residents.

The South African Revenue Service (SARS) says it will implement an "online traveller declaration system" that will go into effect on November 1, 2022. According to SARS, the new system will be applicable to all South Africans travelling abroad and says that it will simplify passenger movement at South African airports.

According to SARS, the system's goal is to collect travel information and in exchange, grant a traveller pass via email. It requires that all South Africans and residents leaving or entering South Africa by air complete the declaration.

Once completed and submitted, travellers will receive a pass before boarding.

Rollout of the new SARS Traveller Pass

The new online system will be implemented in all South African international airports, beginning with OR Tambo International Airport on 1 November 2022 and will further rollout to other airports in the first quarter of 2023.

While SARS has not updated their website nor given us a way to find out more information, travellers can expect instructions upon arrival in South Africa from 1 November should all go according to plan. This information will serve to guide and inform travellers on what to do.

SARS travel pass system starts in November

The South African Revenue Service (SARS) has announced the introduction of an online traveller declaration system to take effect, first at OR Tambo during November, and then to be rolled out to all international airports during the first quarter of 2023.

SARS says it is to “simplify passenger movement at South African airports”. How it will achieve that end remains a mystery, as the methodology outlined by SARS in its own document adds complexity rather than simplifying any aspect.

SARS says in its release: “The new system requires all travellers, including South African citizens and residents, children and infants, leaving or entering South Africa by air to complete and submit an online traveller declaration, as well as receive a traveller pass before they travel.” This implies that all travellers, including foreign tourists, will be subject to this process, but clearly, clarification on this point will be required.

“The new traveller declaration process is an online system that collects travel information and returns a traveller pass via email. Upon arrival in South Africa, there will be instructions at the airports that will guide and inform travellers what to do next,” says SARS’ statement. 

SARS does not supply the URL for the link for travellers, nor any way to address queries about the system.

South Africans looking to depart or enter the country will soon need to obtain a traveller pass.

The South African Revenue Service (SARS) announced on Wednesday that the country will be introducing a new online traveller declaration system.

The new process requires all travellers, including South African citizens, residents, children and infants to complete and submit an online traveller declaration. The online system will collect all travel information and returns a traveller pass via email.

The aim is to simplify passenger movement at all South African airports .

“Upon arrival in South Africa , there will be instructions at the airports that will guide and inform travellers what to do next,” says the announcement.

SARS says the new system will roll out from November 2022 at OR Tambo International Airport being the first. Thereafter, all South African airports will follow suit in the first quarter of 2023.

The new online travel declaration system or travel pass to be introduced from next month has some South Africans flustered.

The South African Revenue Service (SARS) on Wednesday announced that from 1 November, South Africans will have to obtain the travel pass before they depart or enter the country after an international trip.

Sars Commissioner Edward Kieswetter explained the details of the travel pass, saying it was more than just a simple travel document and declaration.

“It is the flow of money across our borders that is not properly disclosed for exchange control purposes and tax.”

According to Sars website, currency brought into or taken from South Africa is monitored by law.

How much ZAR can you currently take out of the country?

Sars said a traveller is allowed to declare and carry a maximum of R25 000 unlimited foreign currency, whether leaving or entering the country.

“South African bank notes are unlimited if the traveller is going to or coming from a country within the Common Monetary Area (CMA).

“It might happen that a South African resident has a certain Rand amount more than R25 000 when leaving South Africa, which the traveller intends to use in paying import duties on their return. This is allowed where the traveller has made use of the Red Channel and can give a copy of the prior approval of the Exchange Control Department of (SARB),” Sars said.

How much forex can you have when leaving SA?

“To the value of R1 million per adult and R200 000 per child under the age of 18, per calendar year out of South Africa.

“Prior clearance from an authorised dealer (on an official letterhead) must be produced to Customs as proof. Without such clearance, only an amount equalling R25 000 is allowed per person,” Sars said.

Arriving in South Africa

Sars said a Traveller Card, also called a TC01 form, needs to be completed by those arriving in South Africa who have anything to declare to Customs.

“Should you have South African currency exceeding R25 000 or any foreign currency, this must be declared.”

What is the travel pass?

Kieswetter said the “travel pass is a single component in a response by the whole of government (National Treasury, Sars, Financial Intelligence Centre and the South African Reserve Bank) to improve the integrity of financial flows, and to improve capacity to detect illicit flows and to enforce  laws and regulations.” 

“The declaration by a traveller is the commitment we seek as the South African Revenue Service about whether or not they have on their person any amount which are in excess of the amounts that are permitted,” Kieswetter said.

South Africans have reacted to the announcement of travel pass , with some welcoming it, and others sceptical about the new system.

The former leader of the Democratic Alliance (DA) in Parliament Lindiwe Mazibuko said she is “not mad at the system.”

“Filing taxes when you are back and forth living in and out of SA is absolute hell on wheels. You literally have to review every single stamp in all your passports and mark the dates on a calendar. This system will be a lifesaver.”

However, others were not too happy with the new system.

Kieswetter said Sars would make more announcements in due course on how the revenue service would use data and technology from structured and unstructured sources, to be more aware of the economic activities of taxpayers and tax paying entities.

The Airports Company of South Africa (ACSA), which owns and operates the country's nine principal airports, has warned of a potential crisis in jet fuel supply owing to a dispute between the South African Revenue Service (SARS) and petroleum companies.

Dispute between SARS and fuel suppliers

According to a media statement by ACSA, the company was requested to assist in deliberations between the South African Petroleum Industry Association (SAPIA), SARS, and individual petroleum companies to resolve a tax dispute regarding the use of the multi-product pipeline from Durban to Johannesburg, and related storage facilities.

The airports company has been engaged in the deliberations, as it is concerned about the negative impact of the fuel shortage on its airport operations. The concerns come as the inland refinery, which is also the primary source of jet fuel into Johannesburg OR Tambo International Airport (JNB) , is preparing for a planned temporary shutdown between May and June 2024.

The planned closure has led to a greater dependence on imported fuel from Durban, but as an anticipated development, jet fuel supply will continue through alternative routes. However, the shutdown comes during a dispute between SARS and the petroleum companies, which raises concerns about a potential jet fuel supply crisis. The Airports Company of South Africa said,

"This planned shutdown unfortunately coincides with the challenges posed by the SARS impasse with the parties. This is the reason for the potential crisis in jet fuel supply, and as indicated, ACSA, SARS, and SAPIA have been discussing and are finalizing the implementation of the contingency plans to avert this situation."

Shell To Continue Fueling South African Airports After BP's Exit

With the refinery preparing for the shutdown, the overall fuel stock levels at Johannesburg OR Tambo recently dipped below the recommended five days' cover, which provides a buffer to cater for any unexpected short-term interruptions that may occur in the jet fuel supply chain. Some airlines serving South African airports have already been warned of reduced fuel supply and have started taking operational decisions to plan for this impact on their services.

ACSA remains in communication with all parties to find ways to resolve the matter. The company has requested patience from stakeholders until it has received firm feedback from SARS, SAPIA, and the petroleum companies. ACSA further highlighted that keeping adequate jet fuel stocks to meet the demands of airlines is the responsibility of the fuel suppliers and SAPIA, which use its infrastructure.

Following the correct procedures for moving fuel

SAPIA Executive Director Avhapfani Tshifularo told News24 that the dispute was not really about tax but related to the correct procedure to move the fuel - specifically Duel Purpose Kerosene (DPK), which is also used for domestic purposes. He stated,

"The processes that we had in the past, they have not been aligned to a sort of 'import mode'. And if you don't move product according to the SARS procedures, you can be penalized."

While the handling procedures differ depending on the market the fuel is supplied to, different processes must also be followed depending on whether the fuel is produced locally or imported. According to News24, the closure of South African refineries, including Durban's Enref and Sapref, has led to a greater dependence on imports, with local processes and procedures still yet to catch up.
