A sprawling metropolis choked with traffic, Caracas incites no instant love affairs. The political and cultural capital of Venezuela is densely overpopulated and hectic, with a solid dose of crime and pollution. Few sections of the city are pedestrian-friendly, most are downright dangerous and after dark, it's strictly taxis only.

Who is Edmundo González, the Venezuelan opposition's new hope?

Former ambassador Edmundo Gonzalez, shown here this year at a Unitary Democratic Platform (PUD) gathering in Caracas, was chosen Friday night as the opposition coalition's new candidate for the July 28 presidential election

Venezuela’s political opposition — demonstrating a surprising unity that seems to have caught the country's authoritarian regime off guard — has chosen a new candidate, former diplomat Edmundo González, to run against President Nicolás Maduro. Many Venezuelan exiles here in South Florida, who've been wary of the democratic negotiation process back in their patria, seem optimistic about González's chances of winning — if, that is, Maduro ultimately allows him to run.

Venezuela’s main, 10-party opposition coalition, the Unitary Democratic Platform, or PUD, tapped González Friday night to challenge Maduro in the July 28 presidential election.

González replaces María Corina Machado, who won last fall's opposition presidential primary in a landslide — but whose candidacy is being barred by the Maduro regime. The regime says it's because of corruption charges against, but regime critics call that bogus and insist instead that Maduro is frightened my Machado's broad popularity.

González is a 74-year-old former ambassador who’s been a behind-the-scenes director of the opposition coalition in recent years. A native of Venezuela's Aragua state, just west of the capital Caracas, he holds a master's degree in international relations from American University in Washington, D.C., and was once affiliated with the right-of-center Christian Democratic party known as Copei.

Though a relative unknown inside and outside Venezuela until this past weekend, several polls show González already has an ample lead of as many as 20 points over Maduro, thanks largely to both Machado's backing and the severe humanitarian crisis Venezuelans are suffering — the worst in modern South American history.

READ MORE: More Venezuelans to leave country after July elections, predicts South Florida exile activist

Most Venezuelans blame Maduro and his socialist Chavista government for the economic catastrophe and their country's often brutal political repression, which in recent years has drawn accusations of crimes against humanity from the U.N. Maduro's recent approval ratings, in fact, have barely risen above 20%; and in one recent survey, 40% said they'd join the millions of Venezuelans who have already left the country — more than a fifth of the population in the past decade — if Maduro wins a third six-year term this summer.

Maduro's re-election in 2018 was widely viewed, both at home and abroad, as fraudulent. Last week the Biden Administration re-applied heavy U.S. sanctions against Venezuela's vital oil industry, because the regime, which last fall had agreed to hold a free and fair presidential election this year, instead refuses to let Machado run and has in recent month cracked down harshly on opposition leaders, arresting, jailing and exiling several.

Now, however, the regime seems uncertain how to respond.

As a result, many Venezuelan exile leaders in South Florida feel the PUD's move last week to make González its coalition standard-bearer after the regime allowed him to provisionally register his candidacy on March 26 was smart. Too often during the Chavistas' quarter-century-long rule, say many Venezuela experts, the opposition has simply opted to boycott elections in protest, to its detriment and to the benefit of the regime, because boycotts tend to draw international scrutiny away from the regime's abuses.

'A consensus-builder'

"This feels like a case of serendipity," said Miami business consultant and Venezuelan expat Beatrice Rangel, who was chief of staff to the late Venezuelan President Carlos Andrés Pérez in the 1990s and attended university with González in Caracas.

"It seems Machado and the opposition are playing the cards rather masterfully this time,"

Rangel, who also worked with him closely in government, said he has the right temperament to confront the Maduro regime.

“He’s a very level-headed person — a consensus-builder and incredibly patient," she said.

"So the madness of the regime — the insults and smears and lies they're going to throw at him — is not going to move him from his goal. It’s going to be his best weapon.”

Though González is a diplomat, Rangel also believes he has enough common touch to challenge the socialist Maduro.

“Edmundo grew up in a small Venezuelan town" before moving to Caracas as a teenager, Rangel said. "He’s easy-going — always has a smile, always has a joke.

”There's no social distancing with Edmundo. He respects human dignity; he's never engaged in the kind of predatory practices Venezuelans have come to associate with their regime.

"Venezuelans want to be free now, and he'll be able to relate to them and convince them he can fix this awful situation their lives are in."

It remains to be seen, however, if the regime will accept González's PUD candidacy or find a way to nullify him as well — as it did earlier with Machado's first choice of a substitute candidate, professor Corina Yoris, who was not allowed to access the government's registration process.

Still, even countries Venezuela considers allies in Latin America, such as Brazil, have indicated Maduro risks becoming an international pariah if he takes the same tack fellow leftist authoritarian Daniel Ortega, president of Nicaragua, followed three years ago by imprisoning or disqualifying virtually every candidate who sought to run against him.

READ MORE: YouTuber's 'terrorism' arrest raises a 'red flag' about visiting Venezuela

Meanwhile, Maduro’s government is making it much harder for millions of Venezuelans living in South Florida and elsewhere around the world to register to vote in the July election.

Among the common complaints: the regime has created a labyrinth of new bureaucratic red tape for voter registration abroad; it is requiring more expensive steps of Venezuelan migrants, such as passport renewals costing hundreds of dollars; or the regime is keeping consulates abroad closed or operating with irregular hours to prevent exile voters — who are almost all anti-regime — from signing up.

In fact, because the regime has closed its consulates in the U.S. in retaliation for Washington’s refusal to recognize Maduro as Venezuela’s legitimate president after the 2018 controversy, Venezuelans in the U.S. may end up not being able to vote in July.

US reimposes oil sanctions on Venezuela after broken election promises

Michael Stott in London and Joe Daniels in Bogotá

Roula Khalaf, Editor of the FT, selects her favourite stories in this weekly newsletter.

The US is reimposing sanctions on oil from Venezuela, saying President Nicolás Maduro’s revolutionary socialist government has “fallen short” on commitments to hold a free and fair presidential election this year.

The measure amounts to a recognition by the Biden administration that sanctions relief, granted six months ago, has so far failed to persuade Maduro to run a genuinely competitive contest.

Mindful of the risk that fresh sanctions on Venezuela might push up oil prices in a US election year, Washington will allow US major Chevron to continue a joint venture with Venezuela’s national oil company PDVSA, which has been steadily increasing output.

In October Maduro and the US-backed opposition coalition signed an election agreement in Barbados, but the ink had barely dried before his government launched a sweeping crackdown.

The main opposition candidate, María Corina Machado, was banned from running, her selected replacement candidate was not allowed to register and some of her campaign team were arrested. Polls had indicated that Machado would beat Maduro by a landslide.

“We have determined that although the Venezuelan authorities have met some key commitments, they’ve also fallen short in several areas,” a senior US administration official said, describing “a continued pattern of harassment and repression against opposition figures and civil society”.

The US administration official added that Maduro had upheld “certain aspects” of the Barbados agreement, including setting an election date, updating the electoral register and “starting a process to allow international election observation”.

In another gesture of collaboration, Washington and Caracas in December completed a prisoner exchange, in which 10 Americans — including six classified by the US as wrongfully detained — were released from a Venezuelan jail in exchange for the release of Alex Saab, a Colombian businessman and ally of Maduro whom US prosecutors accused of siphoning $350mn from Venezuela into US accounts.

Despite belligerent government statements in recent weeks, Maduro said on Monday he would “never close the door on dialogue” with the US, adding that his negotiators had met Washington’s envoys in Mexico last week. “I tell the negotiators to give President [Joe] Biden the following message: ‘If you want, I want. If you don’t want, I don’t want,’” Maduro said.

In response to the reimposition of sanctions, the president of Venezuela’s congress, Jorge Rodríguez, accused Washington of breaking a commercial agreement reached with Caracas. “We respect our word, and will never tolerate an ultimatum,” Rodríguez said. “We shall see who complied and who didn’t comply with their word and their commitments.”

The Biden administration has been juggling a wish to punish Maduro for rowing back on promises of free and fair elections with other concerns. It is worried about pushing Venezuela further into the arms of its allies Russia and China, and anxious that fresh sanctions might spur more Venezuelan migration towards the US.

Once a top global oil producer, Venezuela’s output collapsed from almost 2.9mn barrels per day in 2014 to below 400,000 b/d in 2020 as years of mismanagement combined with Trump-era “maximum pressure” sanctions intended to topple Maduro.

Helped by October’s temporary lifting of sanctions and increases in Chevron’s oil joint venture, Venezuela has boosted crude production to an average of just over 800,000 b/d in the first quarter of this year, according to Opec figures. The sanctions relief also allowed Venezuela to sell its oil directly, without having to use black market go-betweens charging large fees.

Venezuela has the world’s biggest oil reserves, as well as abundant natural gas. Energy companies have taken advantage of the sanctions relief to flock to Caracas over the past six months seeking possible deals with Maduro.

Shell and Trinidad’s national gas company signed an agreement to export Venezuelan offshore gas via the Caribbean island, while Spain’s Repsol and France’s Maurel & Prom also inked deals, according to news reports. These were covered by separate US sanctions licences. US officials declined to say whether these permits would continue, citing commercial confidentiality.

US companies investing in Venezuelan oil and gas not covered by existing licences will have until May 31 to wind down their operations. The US Treasury’s Office of Foreign Assets Control “will consider requests for specific licenses to continue activities beyond the end of the wind-down period on a case-by-case basis”, according to a US State Department statement on Wednesday.

Venezuela’s oil minister Pedro Tellechea told reporters the sanctions would not hurt the country’s economy, and that foreign companies could apply to the US Treasury for individual licenses.

Analysts said the decision to tighten sanctions on the oil sector would have a limited short-term impact on Venezuela’s current production and exports but would hurt its long-term recovery.

“There will be no significant impact on Venezuelan production as the general license revoked on Wednesday was not generating investment,” said Francisco Monaldi, a Venezuelan oil expert at Rice University’s Baker Institute. He added that Chevron, with its own ongoing licence to operate in Venezuela, was the crucial investor in the country’s oil sector. “The reimposition of sanctions will slightly impact the availability of diluents on non-Chevron projects.”

Asdrúbal Oliveros, the director of Caracas-based consultancy Ecoanalítica, calculated that the renewed sanctions could cause Venezuela losses of foreign income worth about $3bn, and a 3.6 per cent decrease in gross domestic product growth — a price Maduro is willing to pay.

“In Maduro’s cost-benefit analysis, it was important not to cede too much political space,” Oliveros said. “This may give the government an excuse to tighten the political dynamics with more repression, giving less space to the opposition in the elections.”

In Venezuela, Edmundo Gonzalez Urrutia, the unknown challenger to Nicolas Maduro

The former diplomat is replacing Maria Corina Machado, who won the primaries of the main opposition coalition but was banned from running for office for one year. He will face the incumbent president on July 28.

Venezuelan presidential candidate Edmundo Gonzalez Urrutia, in Caracas on April 24, 2024.

Venezuelan Edmundo Gonzalez Urrutia , 74, was completely unknown just a month ago. On July 28, the former diplomat will face on the ballot President Nicolas Maduro, who has been in power since 2013 and is seeking a new six-year term. On Sunday, April 21, parties of the main opposition coalition, the Democratic Unity Platform (PUD), "unanimously" confirmed Gonzalez's candidacy.

Maria Corina Machado, who was very active for months and won the PUD primaries but was banned from running , returned to the campaign trail on Thursday. The photo of the day shows Machado surrounded by a small crowd of supporters in the western town of Chabasquen, holding a portrait of Gonzalez. On the loudspeakers around her, the campaign slogan "Todo el mundo con Edmundo" ("All the world with Edmundo") was sung to a salsa tune. "We are united and strong," Machado repeated.

Gonzalez, for his part, has no intention of traveling around the country. "Maria Corina is doing it very well," he told journalist Isnardo Bravo on Thursday. The unitary candidate keeps repeating that she is "the legitimate leader of the opposition." However, he added: "I am not the candidate of Maria Corina. I am the candidate of unity." For the past three days, the surprise candidate has been giving numerous interviews and posting videos on social media.

Soothing speech

A career diplomat, Gonzalez was ambassador to Algeria in the early 1990s, then to Argentina between 1998 and 2002 when Hugo Chavez, the historic leader of the Bolivarian Revolution, came to power. Then, like many of his colleagues, he was sidelined. An active but discreet member of the opposition coalition, he had never run for elected office and had no plans to do so.

On March 25, the deadline for registering candidates for the presidential election, the PUD decided to register the name of Edmundo Gonzalez Urrutia as a "provisional" candidate to counter the maneuvers of the Chavista government, which had disqualified Machado and prevented the registration of her chosen replacement, Corina Yoris . Venezuelan law allows parties to change the name of a registered candidate up to 10 days before the election.

After days of difficult internal negotiations, the PUD announced that its provisional candidate had become its unitary candidate. The Platform's unity – even if only on the surface – has delighted opposition voters. "Political leaders have put the good of the country before everything else and abandoned their ambitions in favor of a candidate who didn't want to be one," wrote economist José Toro Hardy. "A wind of change is blowing across Venezuela."
