Because of the sheer volume of applications, the Japanese Embassy doesn’t accept direct or walk-in applications, except in rare special cases. Instead, tourist and visit visa applications must be coursed through an officially designated travel agency, which will then compile and submit the applications in bulk.

The downside of this system, of course, is the service fee. The embassy’s processing of the visa is FREE-OF-CHARGE. But the travel agency will collect a service charge per application. But this system has ensured a fast, efficient way to process visa applications. In fact, the Korean Embassy has followed suit and employed a similar model recently. The fee varies from agency to agency, so if budget is a concern, contact them before showing up at their office.

Hi Mat, I think legit naman sya kasi yung accreditation ng Japan Embassy yata ay per company, hindi per branch. So since accredited yung Universal Holiday, most likely kasama lahat ng branches nila.

I asked them why they were not listed and I think it has something to do with limitation of what type of visa they were allowed to apply. Nakalimutan ko ano exactly yun. Hehehe. Yung inaply ko tourist visa w/o sponsor which is pwd nila i.process.

All applications will go through an accredited agency. But you can apply at other non-accredited agencies, but they will still course it through an accredited agency rin so mas mahal sya.

Hi Nel, I can’t say for sure because I had a different experience each time I applied. There was a time when the agency also took my old passport too. There were also times when they did not. So I’m not sure what the protocol is.

My advice is to just bring your old passport when you visit the agency and ask them for their reco. :D

Hi Charmaine, I haven’t tried something like this, so I don’t know for sure. But the biggest challenge here is proving the relationship.

According to the travel agency we consulted before, it’s still better if the sponsor is a close relative because you can easily prove the relationship using birth certificates.

Hi ian, ang alam ko po, if kayo ung sasagot ng gastos, no need na for your wife and child. Basta same time kayo mag-apply.

Yung experience ko po kasi nung sinagot ko ung trip ng nanay ko and pamangkin ko, documents ko lang po ung sinubmit.

Pero tawag na lang din po kayo sa agency kung saan kayo mag-apply to be safe.

Depends on agency and type of visa. Tourist visas usually range P700-1000, Visit visas P1500-P2000. Call the agency where you plan to apply to be certain.

Accredited agencies are agencies that directly submit visa application to our office. Registered agencies are those allowed to handle package tours for Japan and they need to submit the applications to any of our accredited agencies.

My Japan Visa Application Approved — Here are 5 Steps for Filipinos

Yay! You don’t know how happy I was when I got my Japan tourist visa. It only took three (3) working days for me to claim my Philippine passport with an attached single-entry Japan tourist visa. I know how overwhelming it is to complete the Japan visa requirements, especially for first-timers. So, I’ve come up with an easy-to-follow Japan visa application guide for Filipinos who wish to travel to the Land of the Rising Sun!

Step 1: Know your visa type and gather your Japan visa requirements

There are actually a number of Japan visa types , each with different sets of Japan visa requirements. As for me, I applied for a Japan visa for Tourism (Temporary Visitor).

Japan tourist visa requirements that I submitted are:

  • My Philippine Passport (with more than 6 months validity)
  • Japan Visa Application Form
  • Photo  (4.5cm × 3.5cm, with white background and taken within 6 months)
  • PSA Birth Certificate (issued within one year)
  • Daily Schedule in Japan (download this Schedule of Stay form )
  • Bank Certificate
  • Cover Letter to explain my Japan visa application without ITR
  • Certificate of Employment (optional)

Step 2: Fill out the Japan visa application form

Download this new Japan visa application form and fill out the required fields such as complete name, date of birth, place of birth, sex, nationality, passport number, etc.

Step 3: Submit your Japan tourist visa requirements to an accredited travel agency

Submit your Japan visa requirements to any of the accredited travel agencies in the Philippines . As for me, I chose RELI Tours & Travel in SM Megamall since this was the nearest location by the time I applied for my Japan visa. They have 6 branches in Metro Manila: SM Megamall, SM Mall Of Asia, SM Southmall, Hotel Dusit Thani, ANTEL, and Lucky Chinatown.

Once you are in the travel agency office, get a priority number and wait for your turn. A travel agent will then thoroughly check your Japan visa requirements and ask for clarifications when needed before you pay the Japan visa handling fee.

Step 4: Pay the Japan visa fees

Actually, the Japan visa fee for Filipinos is gratis , meaning it is FREE. What you will be paying is the agency’s handling fee, which varies from ₱800 to ₱2,000, depending on the travel agency and visa type. RELI Tours & Travel charges ₱950 for a single entry or multiple entry Japan tourist visa without guarantor (1-B), and ₱2,000 for those visiting friends and distant relatives in Japan (1-A).

Step 5: Wait for the Japan visa processing time and claim your passport

The estimated Japan visa processing time takes about five (5) working days. Surprisingly, the travel agency texted me that my passport was ready for pick up after three (3) working days from my date of application.

Other supporting documents you may submit are credit card statements, proof of owned properties or businesses, a cover letter, and certificate of employment.

5. Should I buy a JR Pass ahead and submit it as one of my supporting documents?

The Japan Rail Pass or JR Pass is not a required document. I would recommend that you buy it once your visa is approved. As the train system in Japan is quite expensive, it is ideal to buy the JR Pass before you enter Japan and NOT before your Japan visa application.

Tip: Klook offers different kinds of JR Passes, but if you intend to cross different regions in Japan, I suggest that you buy the JR Whole Japan Rail Pass (Consecutive 7, 14, or 21 Days) . We somehow regretted not purchasing the JR Pass online before travelling to Japan. It could have minimised our total travel cost in Japan.

6. If I completed all requirements, will this guarantee my approval?

Submission of complete requirements does not guarantee the issuance of your Japan visa. However, this will give you higher chances of approval. You may also read our tips on how to increase your chances of visa approval .

7. If my Japan visa requirements are incomplete, will I get denied?

Not all the time. Some applicants still get approved with incomplete documents. It is a case-by-case basis.

8. Can I still apply for a Japan visa without ITR (Income Tax Return)?

Yes you can. Just like what I did, you can write a letter of explanation on why you have no ITR for your Japan visa requirements. See my Japan visa without ITR sample letter of explanation . Also, here’s how I got my Korean visa without ITR  for your reference.

9. Can I DIY my Japan visa application?

No. All Japan visa applications must be coursed through an accredited travel agency. Here is a complete list of accredited travel agencies by the Japan Embassy .

10. Can first-timers apply for a multiple-entry Japan visa?

Yes. First-timers may apply for a multiple-entry Japan visa if eligible. Check out the multiple-entry Japan visa requirements for tourists.

11. When should I apply for a Japan visa prior to my travel period?

While the Japan visa processing time can only take up to five (5) working days, it is safe to apply for your Japan visa a month or two prior to your intended travel dates.

12. Will there be an interview?

In some instances, you may be called for a personal appearance, especially when the embassy has clarifications about your application.

13. When can I follow up on my application?

You may follow up on your application if your passport has not been returned after more than a week. Get an 8-digit acceptance number from your travel agency and inquire about the status of your Japan visa application at the embassy itself.

14. Can I get back my Japan tourist visa requirements after the application?

No. All submitted documents will not be returned to you regardless of the outcome. Only your passport will be returned to you with a Japan visa pasted on one page if approved.

15. If I get denied, when can I apply for a Japan visa again?

You can only re-apply after six (6) months.

16. Can I still make an appeal to reconsider my Japan visa application?

The Embassy of Japan in the Philippines clearly states that you can only re-apply for the same purpose after six (6) months. However, I found a Japan visa appeal story in 2017 and another one in 2019  wherein both applicants appealed in less than a month, transferred to a different travel agency, and submitted a letter of appeal and additional supporting documents such as confirmed flights , hotel booking , and guarantee letter. Do note that as of this writing, there are no recent accounts saying that an appeal is plausible.

For tourists traveling to Japan for the first time, and without a guarantor, here are the requirements: 

  • Passport . This must be in good condition, valid for at least six months, and with at least two blank pages left. If your passport is damaged in some way or about to expire in a few months, renew your passport first before applying for a Japan tourist visa.
  • Visa Application Form . You can download the application form here and check out a sample filled-out form here .
  • Photograph . One copy, 4.5cm x 4.5cm with white background. Make sure that the photo complies with the guidelines which you can check here . Most photo studios are also aware of the requirements of embassies, so make sure to tell them to which embassy you are applying.
  • If the NSO certificate is not clear, a birth certificate from the local civil registrar is required.
  • If there is no registration of live birth in the NSO, submit a Certificate of Non-Record from the NSO and a birth certificate from the local civil registrar instead.
  • If the birth certificate is a late registration, a birth certificate from the local civil registrar, the original baptismal certificate, the school record (Form 137 or school report card), and school yearbook are required. Note that you also need to submit the contact number of the church and the school.
  • NSO-issued marriage contract , if applicable. (This is not required with the submission of an old, used Japan visa.) If there is no record in the NSO, submit a Certificate of Non-Record together with a marriage certificate from the local civil registrar.
  • Tour Itinerary . The itinerary should cover your entire stay in Japan. You can prepare this yourself or have your travel agency prepare it for you. You can download a sample form here .
  • Bank Balance Certificate . This should be recent (within 3 months of submission of the application) and the amount should adequately cover your airfare and your stay in Japan.
  • Income Tax Return . One original and one photocopy. (If you don’t have an ITR for some reason, write a letter addressed to the Japan Embassy explaining why.)

Choose an accredited travel agency.

Unlike when applying for a U.S. visa or a Schengen visa , there’s no need for personal appearance when applying for a Japan tourist visa. All applications are coursed through accredited travel agencies.

Note that while the embassy itself doesn’t charge a fee for visa applications, the agencies do, ranging from less than P800 to P1,500. During the annual PTAA Travel Expo in SMX MOA, the fee can even go down to P500.

For my trip to Japan last September, we used Friendship Tours in Makati; they also have an office in Cebu and charge P1,200 for first time applicants. We got the results in 4 days.

  • UHI (Universal Holidays) (Makati) – P1,200

Just choose an agency, pay the fee, submit the requirements, and that’s it. Wait for their call and you will get your passport back in less than 7 days. Nothing can be simpler, eh?

Tips in applying for a Japan tourist visa

While the visa policies have been relaxed by the Japanese Embassy, it doesn’t mean that they’ve completely removed it. You can still get denied if you give them reason to doubt your application. 

Your travel agency will probably catch any missing requirements, but there are other aspects of the application that they have no control over. That said, here are some tips to help make sure that you get your visa application approved. 

Make sure you have enough in your bank account to cover your expenses in Japan.  For first time applicants (staying a maximum of 15 days), around P100,000 should be enough. 

Ideally, you would have this amount in your bank account for at least half a year, because the average balance for the past 6 months as well as the most recent balance will be reflected in the bank certificate. A sudden (and recent) infusion of money will be a red flag to those who will review your application. 

Show proof that you will return to the Philippines before your visa expires. It can be in the form of your certificate of employment, an approved leave of absence, an ITR, or your travel history (in the form of old passports).

The more stamps you have in your passport, the higher your chances of getting approved because it will show the consul that you have always returned to the Philippines after your travels.

Review your application thoroughly before submitting it. Make sure all requirements are complete (original copies unless otherwise specified), and if you filled out the application form by hand, make sure it’s neatly done. 

Remember as well that you can only get a 15-day visa if you’re a first time visitor, so request for less than 15 days of stay. You can always go back, knowing that the second time you will apply for a visa, you might get a multiple entry for 5 years. Yay!

Note that having a Japan visa can also make it easier for you to visit other countries. Taiwan, for example, has recently announced that Filipinos with either valid or expired visas to Japan can easily get a 3-month multiple entry visa to Taiwan, as long as the Japan visa was issued within 10 years of one’s expected arrival in Taiwan. 

Given the ease of applying for a Japan tourist visa nowadays – as well as the advantages of having it in your passport – there’s simply no reason not to plan your visit to the Land of the Rising Sun, especially this winter when some parts of the country are covered by snow.

How to Apply for Japan Tourist Visa?

  • Client contacts Rajah Travel (or any travel agency accredited by Japan Embassy) to book a package tour. The package tour does not only refer to group tours organized by the travel service provider in Japan. It is possible to organize a package tour for a private party (for example, a family of 4), but this customized arrangement will be between Rajah Travel and the travel service provider in Japan.  
  • Rajah Travel coordinates with the travel service provider in Japan about the package tour request. Rajah Travel will request specific documents from the package tour participants as required by the travel service provider in Japan in order to apply for the ERFS.  
  • The travel service provider in Japan registers the package tour participants with the ERFS (Entrants, Returnees Follow-Up System) in Japan. The travel service provider in Japan must be accredited with the ERFS first to proceed with the registration of the package tour participants.  
  • If successful, the ERFS will then provide a "Certificate for Completion of Registration to the ERFS" to the travel service provider in Japan for each participant.
  • The travel service provider in Japan then sends the Certificates to Rajah Travel.  
  • Rajah Travel then applies for the ERFS single-entry tourist visas at the Embassy of Japan in the Philippines. Travel agencies in the Philippines cannot apply for the ERFS tourist visa directly unless acquired accreditation from the Embassy of Japan in the Philippines.  
  •   If successful, the Embassy of Japan in the Philippines will then issue the ERFS single-entry tourist visas and send them back to Rajah Travel.   
  • Rajah Travel then returns the passports with the ERFS single-entry tourist visa to the package tour participants.

Anne Kyle: 'People want to know what life actually is like here’

Specializing in gastronomy-themed tours, Arigato Travel, founded and directed by Anne Kyle, was once a one-woman operation. Today, it counts more than 100 employees.

Anne Kyle , 46, is the founder and CEO of Arigato Travel, which specializes in gastronomy-themed tours and customized travel curation focusing on cultural experiences around Japan. Growing from a one-woman operation in 2016 to a team that now numbers more than 100, Arigato Travel has been recognized by CNN Travel as one of Japan’s “most authentic experience” companies.

2. Did you begin leading food tours right away? No, I started out teaching English and then transitioned into selling beauty products to Filipinos living in Japan. I had always been entrepreneurial, even as a child, so launching a business was a natural progression for me. I also loved traveling and being exposed to new people, cultures and foods, so after I joined a market tour and cooking class while on a trip to France, I had the idea to merge all of these interests by starting my own cooking school for tourists in Azabu-Juban. These were the roots of Arigato Travel.

3. Did you launch the business on your own? I hired Japanese chefs to teach the classes, while I began leading food tours in Tokyo a few months later. My then-boyfriend (now husband) was also on board. He demanded to see a business plan, so I told him to find the money and I would take care of the rest! He’s the operations guy, while I handle the ideas. He ended up getting a loan from his boss; I knew the timing was right, and indeed everything worked out to plan.

4. And how did you branch out from Tokyo to other cities? Our dream was to expand to different regions, but after about six months we realized that it would be impossible to scale the company by opening kitchens in other cities — so we decided to shift business models by focusing exclusively on food tours rather than cooking lessons. We first branched out to Osaka, where we recruited tour guides without ourselves even yet being familiar with the local food scene. It was a risky thing to do, but it worked out because there were people who believed in us and our vision. Initially, we wanted to offer food tours in all 47 prefectures, but we ended up deciding to focus on a select few locations: Tokyo, Kyoto, Osaka, Hiroshima, Nagoya and around Mount Fuji.

5. What are some of your top Tokyo neighborhoods for food-related experiences? I love Azabu-Juban, where we first started the business. People think of it as being a trendy expat neighborhood, but in fact it is very historical. Many samurai once lived there, and it is a great place to find traditional Japanese foods at shops that have been in the neighborhood for multiple generations; plus more modern places like a fabulous cheese store. I also love Shinbashi, you can have super authentic experiences there drinking with local office workers.

6. What are some of your favorite food regions outside the capital? I love the tiny but flavorful shirasu (whitebait) and sakura ebi (pink shrimp) you can get in Shizuoka; they’re tiny but so flavorful. I also love the hōtō nabe from Yamanashi, and anything from Hokkaido, such as the thick stews.

7. Do you plan to expand the locations and themes of your tours? Yes, we would like to begin offering tours in locations including Yamagata and Sendai. We are particularly interested in focusing on places like family-run sake breweries and small-scale artisans, in addition to just food. Because the tourist infrastructure in many places is not ready yet, though, running these tours requires a balancing act between wanting to offer authentic experiences in places with interesting stories to tell; while also considering how to provide appropriate services for foreign visitors.

8. What types of stories would you be interested in featuring? Our network includes places like tea farmers and indigo dyers in Shizuoka with more than 200 years of history, for example. Many of these types of artisans want to preserve their craft but often don’t have anyone to carry on the family lineage, so the traditions are dying. In the Philippines, there is often a rush to expand and monetize aspects of traditional culture rather than protecting them. So my eyes really opened after meeting these types of artisans here in Japan.

9. You have an impressively large team. How do you find your tour guides and other associates? It’s a combination of advertising and referrals, but mostly it’s about attracting people with like-minded energy. I actually think that one aspect of our special sauce lies in having so many women, who represent such an untapped resource. I’ve always believed in supporting women, and I try to hire single mothers whenever I can. I’d say that women represent about 80% of our company.

10. Arigato Travel has achieved immense success. Did you have a supportive community along the way? Yes, we’ve received so much support from people who believed in us. At the same time, though, even as I was encountering many passionate people doing meaningful work in the travel and tourism community, there didn’t seem to be an easy mechanism for networking — so I decided to create one myself. I launched a Facebook group during the pandemic, and it’s been a wonderful way for people to support each other and share ideas.

When it comes to living in Japan, Anne Kyle says she appreciates how safe Japan is and how stable the education and health care systems are.

11. So your whole ethos seems to be about supporting people, is that right? Absolutely. I wanted to take some of the bumps I’ve encountered along the way, and use them to help others who might be interested in starting their own tourism-related business. And because of my own economically tough upbringing, it’s personally meaningful for me to use the means I’ve achieved in order to give back to others.

12. What were some of those bumps? As a foreign woman giving Japan-related tours, I often had to prove my authenticity. Another issue was that we operated the business out of our home, and although this is now normal, it was pretty much unheard of prior to the pandemic. Some travel agencies, restaurants and hotels didn’t take the business seriously; so we ended up going around them and working with foreign companies connected to Japan, instead. I’d say that this foreign mindset, combined with local experience, ended up contributing to the company’s success but it was not always easy.

13. What advice would you offer? I think that sticking to timelines is key to success. It’s the difference between an idea turning into reality, or not. In my own case, I set a goal of moving to Japan by age 19 and opening my first business here by age 30, and staying closely focused on that helped me achieve those goals. Similarly, I aimed to launch my food tours within three months, expand to Kansai in six months, and assemble a team in a year; and I stuck to that plan. I’d also tell people to focus in on potential opportunities. Prior to starting the business, I would often help lost tourists find their way before eventually conceptualizing the idea of turning this action into a monetizable business model.

14. Besides Japanese cuisine, what other types of foods are your favorite? I love the aromas and flavors of Thai food, and the healthiness of Mediterranean cuisines like Greek and Italian. And I am equally drawn toward Michelin-starred restaurants and hole-in-the-wall joints. Food does not have to be expensive in order to be good quality. At home, I love having things like pasta and nabe, which are hearty meals that you can personalize based on the seasons, and whatever ingredients you’ve got on hand.

15. You have two children. How do you juggle family life with running a successful business? I’d say trying to maintain a strict sleep schedule is key. I normally wake up by 5 a.m. each day, since I find that having an early start gives me good momentum. My mind is like clear water when I wake up around that time.

16. Are your kids foodies? My son? Definitely. He is very tuned in to things like the freshness of foods such as strawberries, tomatoes and salmon, and I love exposing him to different food traditions. With my daughter, I am not so sure yet. She definitely has a sweet tooth, that is for sure.

17. Besides the great eats, what else do you love about living and working in Tokyo? Of course, I love the peace of mind from the safety here, and the stable systems of education and health care. When you’re raising children, these things are priceless. Tokyo is also an optimal place to run a business, since everything here runs on efficiency. I cannot imagine doing this work in a place with unstable systems of public transportation, for example.

18. Where’s another place (anywhere in the world) you’d love to try living? I think I’d love to live along the Amalfi Coast in Italy, or maybe in Croatia. The history and culture in those regions is so rich. Growing up in poverty myself, I used to watch movies from other regions around the world to get inspiration, so when I was actually able to visit these places as an adult, the feeling was exhilarating.

19. What is in the works for Arigato Travel’s future? In addition to expanding from exclusively gastronomical tours into cultural ones, and growing our regional tour area, we are also working on building a travel app to benefit global tour operators. This will involve identifying problems and needs, and then finding appropriate solutions. We are also obtaining a license to become a full-scale travel company, which will require expanding our team and operations. In doing so, we will continue to focus on growing our company organically, while cultivating relationships of trust with the people in our networks.

20. What would you say is the most fulfilling aspect of running your business? I think that food is actually a gateway into deeper aspects of a culture. People love the cuisine in Japan, but beyond this what they really want is to know more about what life is actually like here. I feel very honored to be able to share this, and I have also seen our tours actually change peoples’ lives. An Italian woman who booked several of our tours in different cities ended up moving here, and later marrying a Japanese man. And in another case, a 14-year-old boy who went on some of our tours later came back to study at Temple University. Travel is incredibly transformative, and helps fulfill peoples’ dreams — my own included. So I don’t at all take for granted the opportunity to be a part of someone else’s journey.
