In order to obtain tourist visa, Nepalese citizen need to submit visa application form, tourist invitation letter and also a list of other documents to Russian embassy or consular section. It is possible to obtain a tourist invitation in a travel agency which has its own reference number.

An appearance of such invitation may be different, but it must contain of two parts: tourist voucher and tourist invitation confirmation. In an invitation must be complete information about travel agency and foreign tourist and also about trip’s plan and places where he is going to stay during the trip.

Inasmuch Nepal is in the list of High Migration Risk countries, so the presence of tourist invitation letter does not guarantee an issuance of a tourist visa. Nepalese citizen must prove in the Russian consular section that his visit purpose is only tourism. If a decision to issue a visa to foreign citizen has been made, so it will be issued for the period indicated in the tourist invitation letter. The validity of tourist visa does not exceed 30 days. Tourist visas are for single or double entry.

Russian private (homestay) visa for Nepalese citizens

Nepalese citizen need to apply for private visa in order to visit his Russian friends or relatives. He needs a homestay invitation to apply for it. This invitation need to be sent by an inviting person.

For doing this, an inviting party needs to contact Federal Migration Service section on his residence’s administrative unit and submit an application for the issuance of a private invitation. Also it is necessary to collect and submit a list of documents. Among them must be passport copies of invited person and inviting party and also incoming statement of an inviting party and a guarantee letter in which he commits financial liabilities to pay for the deportation of invited Nepalese, if he violates visa regime or Russian law. Inasmuch Nepal is in the list of High Migration Risk countries, so an inviting party has to pass an interview with FMS officer.

After homestay invitation application will be considered, then an inviting party will receive a refusal with indicated reasons or a homestay invitation letter on the FMS letterhead for Nepalese citizen, which is need to be sent to him. After that Nepalese citizen need to contact Russian embassy and submit a list of necessary documents for visa issuance. In case of visa issuance, it will be issued for the period indicated in the invitation. The maximum validity of homestay visa is 90 days. Homestay visa is for single or double entrance.

Nepalese citizen can obtain a business visa, if he will have a business invitation letter sent from Russia by an organization interested in his visit.

The  business visa invitation letter  can be obtained by either of these ways:

  • Russian Business Invitation Letter from organization   (possible to get Online) ;
  • Russian Invitation Letter from FMS ;
  • Telex Russian Invitation ;

Letter from an organization can be issued only by those organizations which are authorized in FMS or in the Consulate department of the Ministry of foreign affairs. In that case, this letter prints on the organization’s letterhead and notarizes by a stamp and sign of official representative. In that letter is a request to Russian embassy for business visa issuance for certain foreign citizen.

In order to issue a business invitation on FMS letterhead , an organization need to submit a list of documents to statutory authority with a request for visa issuance to the certain foreigner. If there is a positive result, then a business invitation will be issued on the forgery protected state sample letterhead. If there is some problem, a refusal in written form will be given with the reasons of the refusal.

If you order an invitation through Telex , the Ministry of foreign affairs of Russian Federation will send an order to Russian embassy in Nepal. Such invitation has its own number which has to be given to an invited foreigner.

Usually business visa issues for the period indicated in an invitation. The maximum validity of business visa is 1 year . Such visas are for single, double or multiply entrance.

Tribhuvan International Airport and Gautam Buddha International Airport (GBIA) are the international airport of Nepal. Immigration Office, TIA (Tribhuvan International Airport) under Department of Immigration has been facilitating tourists flying to Nepal by providing Visa on Arrival. 'On Arrival' visa procedure is very quick and simple. You can expect some queues during peak Tourist season. If you wish to skip those queues, you can also consider getting Visa from Nepalese Diplomatic Missions stationed abroad prior to your arrival. Choice is yours.

 If you have obtained visa from Nepalese Diplomatic Missions, then you must enter Nepal within six months from the visa issued date. Your total stay is counted starting from the day you enter into Nepal.

Visas obtained on Arrival at the Entry and Exit points are 'Tourist Visas'.  They bear multiple Re entry facility. Tourist Visa 'On Arrival' is the only entry visa to Nepal. If you are visiting Nepal for the purposes other than Tourism (sightseeing, tour, travel, mountaineering, trekking, visiting friends and families), you should still get ' Tourist Visa' to get into the country.  However, you must change the category of visa as per your purpose and length of stay in Nepal from Department of Immigration by producing required documents.

Nationals of following countries are requested to acquire Visa prior their arrival from their nearby Diplomatic missions (Embassies/consulates) of Nepal Government.

Please follow these simple procedures for Tourist Visa on Arrival at the airport (TIA)  if you have not acquired Visa prior to boarding the plane.

1st  Step

  • Fill in ' Arrival Card '
  • Fill in Online ‘Tourist Visa ‘form ( you can fill it up  prior to your arrival  visiting our official website  Department of Immigration / fill it up using Kiosk machines upon your arrival at the airport).  If you fill it from the website, you will get submission Receipt with barcode, please print it out and bring it along for acquiring visa. It works for fifteen days and becomes invalid then after.  If so, you will have to fill it up again.

2nd  Step   

  • Make payment  at the bank according to your visa requirement ( 15/30/90 Days)
  • Get the receipt

While you can use different modes of payments (at visa fees collection counter), we advise you to carry some cash to be on the safe side.

3rd Step  

  • Proceed to the Immigration Desk with your online form,  payment receipts and your passport
  • Hand in your documents to immigration officer for visa processing. He/she issues visa to you upon his/her satisfaction.

Visa Extension Fee 

  • Tourist visa extension is done for minimum 15 days with USD 45 and USD 3 per day for additional days.
  • In the case of delay less than 150 days additional USD 5 per day as late fine.

Gratis Visa (Visa for Free)

Gratis Visa is issued free of cost in case of following categories of Visa applicants:

  • Children below 10 years except US citizens
  • Up to 30 days for SAARC Citizen (except Afghanistan) visiting Nepal for the first time in a given visa Year.  Afghan citizen are eligible for Gratis Visa on Arrival only upon the recommendation of Department of Immigration. If you are an Afghan citizen, you can request concerned institution inviting you to Nepal for necessary paperwork with Department of Immigration to get you Gratis Visa 'On Arrival'.
  • Non Residential Nepalese(NRN) card holder ( issued by MoFA /Nepalese diplomatic missions abroad)
  • Chinese Nationals

Kathmandu, Nepal – On a bitterly cold morning in early January, somewhere near Tokmak city in Ukraine’s Zaporizhzhia region, Bimal Bhandari* began a risky journey to desert the Russian army he had been serving with. The 32-year-old Nepali national was with another compatriot who also was fighting for the Kremlin, in and against Ukraine.

The two men knew that getting away from the Russians would be a dangerous task, but they concluded that the risk was worth it, when weighed against their chances of survival as soldiers in Moscow’s savage war.

Bhandari was in touch with a Nepali agent in Russia through a relative. The agent and another people smuggler promised that they could design an escape plan: For $3000 each, the two Nepali soldiers would be  out. Three days after Bhandari and his friend shared their location, a man who spoke Hindi came with a driver and vehicle at the crack of dawn, picked them up and dropped them at an unknown spot that the traffickers claimed was near the Russian-Ukraine border.

The man who spoke Hindi told them that handlers would be waiting to help them once they crossed over to the “other side”. So Bhandari and his friend stomped through knee-deep snow in minus 19 degrees Celsius (minus 2.2 degrees Fahrenheit) temperature for 17km (11 miles) in about seven hours. Famished and cold at the end of that journey, they called the traffickers again – only to be told to wait for 40 minutes for someone to pick them up.

It was three hours before a vehicle arrived. There were no rescuers inside. Instead, it had a Russian border patrol team that handcuffed them and took them in the vehicle. They were jailed for a day, their passports seized before Bhandari was taken to a health facility, suffering from hypothermia.

“It was our one and only chance to escape this brutal war and we failed,” he told Al Jazeera, from his hospital bed. “I do not want to recover – as soon as I get better, I’ll be pushed to the front line.”

It is a fear that’s gripping dozens, if not hundreds, of Nepali families. While Nepal’s government does not have exact numbers of the country’s nationals fighting as mercenaries for Russia, some analysts believe they may total as many as one thousand. At least 12 Nepalis have been killed in the fighting, and five others captured by Ukraine.

Nepal’s government is negotiating with Russia diplomatically for the repatriation of its citizens and the bodies of the deceased, the families of civilian-turned-mercenaries are losing patience. On Tuesday, the families demonstrated outside the Russian embassy in Kathmandu, demanding that their relatives be sent back, dead bodies be repatriated, fresh recruitments be halted and compensation be offered for those killed in combat.

It’s a far cry from the hope and promise of a life in Europe that first drew many of the recruits to Moscow’s side.

‘A good breakthrough’

Atit Chettri, a 25-year-old from Surkhet in western Nepal, had dreamed of a life in Europe. He had his eyes set on Portugal. But he had no pathway to the continent – until last October when he saw a TikTok video about Nepalis being recruited for the Russian army and posted an inquiry message.

Within a few minutes, he got a direct message from an agent with contact details. The agent asked for $9,000 and promised a salary of around $3,000 a month, along with perks and bonuses, and Russian citizenship for him and later for his family.

For Chettri, who was unemployed, this looked like a ticket to a better life. He accepted the offer. Four days later, he had a Russian tourist visa and a ticket to Moscow via Dubai booked for October 21, 2023.

It was Chettri’s first flight to a foreign land. “The agent had asked me to call him if I had problems at the immigration. The immigration authority stopped me for a while, but let go immediately after I called my agent,” Chettri told Al Jazeera from Ostrykivka, also a village near Tokmak.

Bhandari, who was offered a similar deal, flew to Russia on October 19. He had lived in Kuwait for six years previously but never managed to save enough to lift his family out of poverty. What he earned went into repaying interest on loans he had taken to get to Kuwait.

Frustrated, he had returned to Nepal and was working as a tipper truck driver when the chance to fight for Russia came along. “My family’s economic condition is miserable so I thought this would be a good breakthrough” said Bhandari.

He also connected with the traffickers via TikTok. They ran a travel agency in front of the Russian embassy in Kathmandu. On his way to Moscow via Dubai, Bhandari said he met close to 30 Nepalis waiting to board the plane to join the Russian army – some were travelling from Kathmandu, while others were Nepali migrant workers already in the Middle East.

When he landed in Moscow he was received by a local agent, also Nepali. “I was directed by the Kathmandu agent to give him $1,200 upon arrival. He took me to the toilet at the airport, and I gave him the money,” said Bhandari. He was then dropped at a recruitment camp where he signed a one-year contract to fight as a soldier.

Like Bhandari, 36-year-old Bharat Shah could not resist the offer. In Nepal, he worked as a traffic policeman before leaving for Dubai, where he earned 2,400 dirhams ($650) a month. So when agents offered $3,000 a month fighting for Russia, he agreed.

“I told him many times not to go to Russia. He said it was a great opportunity to make more money and later settle there with his family”, his father Kul Bahadur Shah told Al Jazeera over the phone from Kailali, in western Nepal.

Initially, that “opportunity” appeared to be paying off. Shah sent 250,000 Nepali rupees (around $1,900) back, after going to Russia.

But he was killed in battle on November 26. At home, his wife must now singlehandedly take care of their four-year-old son and a two-month-old daughter whom he never saw.

‘We were like their shield’

Recruits say they received hardly any training before being sent to fight. While the traffickers had assured these civilians of a full-fledged, three-month-long training programme, they received less than a month of combat drills in the Rostov region in southwestern Russia bordering Ukraine. “I had only seen a gun from a distance, I had never held it before,” Chettri told Al Jazeera.

Another soldier, 34-year-old Ratna Karki*, was injured in battle and is currently in hospital. According to Karki, officers in his unit mostly send Nepali, Tajik and Afghan fighters to the front line. “The Russians just commanded us from behind. We were like their shield,” he told Al Jazeera over the phone.

Before Bhandari was deployed to his battalion, he thought he was part of a backup force for the Russians as he did not have any war skills. “They [Russian commanders] even make us go and inspect enemy grounds which is very scary,” said Bhandari. “I have killed so many, or else they would kill me,” he said.

“We have to be on standby, it could be anytime during the night or day. When they command, we need to go to the battleground,” said Chettri. “Some days we have to spend the entire night in a bunker.”

Unlike Bhandari, who was detained during his attempted escape, Ram Chandra Shrestha was fortunate enough to get away.

Shrestha, an ex-Nepal Army soldier, and three of his friends paid $2,000 each to human traffickers to get out from Ukraine and cross the border to Russia. He then reached Moscow and travelled to Kathmandu via New Delhi in December. “Many more have tried to escape, but have failed. Now the Russians have also tightened their vigilance, hence it is very difficult to flee,” Shrestha told Al Jazeera.

Three months into the war, Bhandari has not been paid even once, while Chettri has received less than half of what was promised.

Nepali fighters and their families are urging their government to step in, so the recruits can get back to their country.

“We are in regular communication with the Russian government, and have asked them for the name list of Nepali recruits, to repatriate them and send dead bodies soon.” Amrit Bahadur Rai, spokesperson of the Ministry of Foreign Affairs told Al Jazeera. “We have also urged them to provide compensation to the families of the deceased”. However, the Russian government has not publicly responded to any of the requests. The Russian embassy in Kathmandu was not available for comments.

Kul Bahadur Shah has given up on receiving his son’s body, but he is still waiting for compensation. “His friends said we will receive a compensation of at least $45,000 and also his widow and children would receive residence permit, education and state privileges from Russia,” he told Al Jazeera.

Back in Ukraine, Bhandari does not even care about the money anymore, he said. “I want to get back home,” he said. “When I talk to my family, I say I am safe, for them not to worry.

“But it’s a horror, I could be dead anytime.”

Do you need a visa to travel to Nepal?

With world-class trekking, mountain biking and whitewater rafting, historic cities and abundant wildlife, it’s easy to understand why Nepal draws so many travelers from across the globe. Few countries in the world fit so many thrilling landscapes – from the towering Himalayas to forested foothills and steamy lowlands – into such a small space.

Deciding to visit Nepal is easy, but the logistics of getting into the country can be a bit more complicated. Here’s our handy guide to the visa requirements for Nepal, including information on tourist visas, how to extend your stay and applying to work or study in the country.

Most travelers can get a Nepali visa on arrival

Here's the good news – for most travelers, the entry requirements for Nepal are fairly simple and pain-free. Indian citizens do not need a tourist visa to visit the country, and most other tourists can get a 15-, 30- or 90-day visa on arrival. This includes visitors from the United States, Canada, Australia, New Zealand, Japan, South Korea, the UK, Ireland, France, Germany and most other Western European countries. 

When you land at Kathmandu’s Tribhuvan International Airport , you need to fill in an arrival card and have your photo taken at one of the automatic registration machines – to save time, you can do this online in advance (this must be done less than 15 days before you arrive). If you leave it till you land in Kathmandu, expect the process to take over an hour, with lots of queuing.

Once the paperwork is filed, you must then pay a visa fee of US$30 for 15 days, US$50 for 30 days, or US$125 for 90 days at the payment counter. Children under the age of 10 do not need to pay for their tourist visas unless they are US citizens. Payment is accepted in a variety of major currencies but it’s advisable to bring small bills.  Finally, head to the immigration desk with your arrival form, payment receipt and passport, and enjoy Nepal!

Crossing into Nepal overland

You can also cross into Nepal overland via a series of border crossings in the Terai plains, including the busy crossing at Sunauli/Bhairawa, accessible by bus from Delhi and Varanasi in India. You can still get a visa on arrival if you enter Nepal by land, but it's best to bring some passport photos with you, and you'll need to pay the visa fee in cash in US dollars. 

Getting a visa in advance will save time

Even if you're eligible for a visa on arrival, the queues for a tourist visa at Tribhuvan airport can move painfully slowly, particularly during the October–November peak season. To save time, you can get a tourist visa in advance from the Nepali embassy or consulate in your home country (or the nearest embassy in a neighboring state).

If you do obtain a visa before you travel, you must enter the country within six months of the visa being issued, though the 15-, 30- or 90-day period only starts when you actually arrive in Nepal. The web portal of the Government of Nepal has a full list of Nepali overseas missions.

Some travelers can get a free visa

Reflecting Nepal's friendly relations with neighboring states, Chinese citizens are eligible for a free tourist visa, while Indian travelers can enter Nepal without a tourist visa. Travelers from many South Asian Association for Regional Cooperation (SAARC) countries can get a free 30-day visa for their first visit to Nepal in a calendar year. This rule applies to citizens of Bangladesh, Bhutan, the Maldives, Pakistan and Sri Lanka, but not to citizens of Afghanistan.

Other travelers must get a visa in advance

Citizens of Afghanistan, Cameroon, Eswatini, Ethiopia, Ghana, Iraq, Liberia, Nigeria, Palestine, Somalia, Syria and Zimbabwe must obtain a visa from their local Nepali embassy or consulate before traveling. Refugees with travel documents from their host nation must do the same.

Travelers can pay extra for a multiple entry visa

While it's more common to detour from India to Nepal than the other way round, you can turn your single-entry Nepali visa into a multiple-entry visa for US$25 at the Central Immigration Office in Kathmandu or the smaller office in Pokhara . This is helpful if you plan to take a side trip from Nepal to Bhutan or Tibet .

If you are entering Nepal from India and plan to return to India, make sure you get a multiple-entry India visa – obtaining a new visa for India in Kathmandu is a painfully slow and complicated process.

You can extend your visa for up to 150 days

If you decide you need more of Nepal's mountains and monasteries, you can extend your visa at the Department of Immigration offices in Kathmandu or Pokhara, up to a limit of 150 days in any calendar year (January to December). Extensions cost US$45 for the first 15 days, followed by US3 per day after that until you reach the 150-day limit.

Don’t overstay your visa – if you do you’ll be fined US$5 per day and you may have trouble visiting Nepal in future. Make sure you leave a gap of several days between the end of a trek and your international flight home in case there are delays getting back to Kathmandu from the trailhead.

Apply for work and study visas well in advance of travel

If you want to work or study in Nepal, you’ll need to apply for a special class of visa and fulfill a number of strict criteria. The process can be complicated, bureaucratic and time-consuming, as you have to provide recommendation letters, bank statements and other documents.
