Meru National Park

Made famous by conservationists George and Joy Adamson and the film and book Born Free , the story of Elsa the lioness, Meru National Park has 13 rivers and supports a wide range of diverse habitats. While the area was decimated by poachers until the late 1980s, close partnerships between non-profits, property owners and the Kenya Wildlife Service has resulted in a significant conservation success story.

Visitors to the park can now enjoy the spectacular view of animals such as the once-endangered white rhino, elephants, Grevy’s zebra, giraffes, impalas, serval cats and cheetahs, among others. With the return of the larger mammals, the magnificent bird life has come alive again and the park is now a paradise for birders. A section of the park has been designated a wilderness area and rhino sanctuary with no roads, which adds to the air of wild, remote seclusion.

With only a few properties in the entire park, guests have an exclusive game-viewing experience in lush, diverse terrain that make it a great pairing with the Maasai Mara or the arid dramatic landscapes of Samburu in a Kenya itinerary. Visit the rhino sanctuary, enjoy a picnic along the Tana River, and a spot of fishing in the stream. Meru is a true slice of wilderness.

Lara, Elsa, and Graham follow after their guide, Hamadi, on foot during a walking safari. Hamadi carries a rifle for safety.

Encased in a wild enclave of highland plains and flat-topped acacia trees on the northeast slopes of Mount Kenya, Meru is one of the busiest urban centres in all of East Africa. In a cascade of corrugated roofs and steep roadways, it plays host to countless excursion operators and Meru tour guides, all eager to help travellers break out to the natural wonders that abound in the area. These include attractions such as the zebra-peppered grounds of the Buffalo Springs and Samburu national reserves, the less-trodden Vivienne Falls, the verdant water pastures of the Nkunga Sacred Lake, as well as the volcanic plugs of Ithanguni on the ridges of the great mountain itself.

Luxury Safaris in Meru National Park

Travel+Leisure World's Best Awards 2023 logo in white

Very much like the Samburu , Meru became famous through Joy Adamson’s novel ‘Born Free’ which was published in 1960 and later became a well known movie.

The touching story of Elsa the orphaned lion cub who was raised by George and Joy Adamson in an attempt to rehabilitate her is well known. The success of the rehabilitation is brought to life in this park and it is easy to get caught up in the tale when you take the time to visit their former home and Elsa’s grave which can be found here.

The story of Elsa isn’t the only lure to this equator straddling park. The traffic here is minimal compared to the bustle of the Mara but the key to Meru is that you get all the same magnificent game (minus the migration) with less people to share it with.

Fringed by a chain of hills on its western edge, Meru has an abundance of water with plentiful rainfall and some 13 rivers coursing their way across the landscape. Swamps, forests, savannah and bush form a varied patchwork in which you can find equally diverse range of wildlife. There are white and black rhino, some free roaming within a special sanctuary, as well as elephant, lion, cheetah, leopard, innumerable plains game and over 300 bird species. There are also mammals typical of northern Kenya such as Grevy’s zebra, the long-necked gerenuk, reticulated giraffe and beisa oryx.

December to March and July to October are dry and make for the best game viewing. April to June are beautifully green but can be very wet.

  • Excellent game drives

The perfect safari holiday in Meru

Dry and arid desert plains at the foot of Mount Kenya, a great region to enjoy walking safaris and luxury Meru camping tours

Of all Kenya's wildlife areas, Meru National Park boasts the widest variety of landscapes and habitats. Forest, swamp and savannah are punctuated by 15 rivers flowing down through the foothills of Mount Kenya, creating a captivating wilderness with seldom more than a handful of visitors staying at the any one time.

Historically, poaching has been a huge problem in Meru, with Somali raiders almost decimating the wildlife populations here by the 1980s. Although security has long since been restored and wildlife numbers recovered, large scale tourism has yet to take hold. Which is good news for those who enjoy going out on safari without encountering another vehicle all day.

In this pleasantly remote sanctuary a great variety of wildlife exists, some in huge quantities. All the Big Five are here and going on a tailor made Meru safari is one of the best places in Kenya to spot cheetah, hyena and leopard. Keep an eye out for northern speciality species too. You might see the unusually patterned reticulated giraffe, or the long-necked gerenuk standing on its hind legs to reach tree branches. There’s also a rhino sanctuary in Meru, which was created to protect the population from poaching, and is a great place to see white, and sometimes black, rhino.

Meru is one of the only National Parks to offer permits for walking safaris . As a result, this has become a bit of a speciality amongst the guides of the area, a particular favourite being getting visitors close up to elephants on foot.

Meru Slopes Tours

About Meru Slopes Tours And Safaris Ltd

Meru Slopes Tours offers tailor-made safaris in Tanzania that bring your safari dreams to life.  We love to show you the famous natural wonders of this country, but also the hidden treasures. We take you from the best wildlife spots in northern Tanzania to the raw authentic wilderness in the south and from the top of the Kilimanjaro to the endless stretches of white sandy beaches in tropical Zanzibar.

Why should you choose Meru Slopes Tours?

Private safaris.

Everyone is different and has other wishes and interests, therefore no itinerary should be the same. You prefer to visit the famous national parks in the north or take the road less travelled in the south or west? Spotting the Big Five is on your bucket-list or birdwatching or a walking safari in the Serengeti? Private safaris offer you a huge freedom. You can travel on your own terms and at your own pace, since you have a private guide and vehicle. If you love to stop at the river for an hour to see herds of elephants bathing, that’s possible. Or if you want to relax at the pool instead of a full day game viewing, it’s up to you. We create a tailor-made safari that meets your expectations and brings your safari dreams to life.

Local tour operator

We are a local tour operator and take care of you from the time you arrive at the airport, right up until you fly home. Meru Slopes Tours is owned and staffed by Tanzanian people who were born and raised in Tanzania and live here. We know everything about this country and can tell you all about the culture, nature, wildlife and hidden treasures. We believe it offers you a richer, more interesting experience. Another advantage of choosing a local tour operator is that locals benefit directly from your presence. Our office is based in Arusha (Tanzania) and we have over 10 years of experience in the safari business.

Experienced multilingual guides

Safari guides are a crucial part of a successful safari. A great safari guide understands what makes a safari special and will turn every game drive into an exciting adventure. That is why our team only consists of skilled and experienced guides who speak from their own personal experience. Been there, done that. All our guide are wildlife experts and great spotters. They are fluent in English and most are multilingual -speaking more foreign languages- including German, Spanish, Italian, Russian and Chinese.

Safari vehicles

We have our own safari vehicles; the latest modified Land Cruisers (4 wheel drive). These vehicles are comfortable with high backed seats and plenty of leg space. The roof hatches allow optimal wildlife viewing since this roof can flip to the front, back and even taken off completely from the vehicle. This way you can stand up, out of the top of the vehicle or even sit on the roof. During long travel distances the roof will be closed. Our vehicles are fully equipped with first aid kits, built-in fridge and long range radio system for easy communication.

Personal Service

We believe the best way to create your dream safari is working together. You tell us your wishes, expectations and interests and we give you a personal advice when to go, where to stay and the things you can see. We blend it into an amazing handcrafted safari itinerary that brings your safari dreams to life. The country's forgotten national park – Meru was once one of the most popular of all Kenya safari parks .

But during the 1980s, when Kenya was going through a rough political patch and instability overwhelmed some parts of the country, Meru turned into a hotbed of poaching.

Security and stability have long since returned to both the country and Meru, but yet somehow this national park never again found its former fame. But for those in the know—and that now includes you—Meru National Park is safari gold.

Best safari camps in Meru National Park

Our expert's top picks.

Elsa’s Kopje

Elsa’s Kopje

This is the best lodge in what is, for me, one of the best safari parks in Kenya. Named after Elsa the lion, of Born Free Fame, the lodge sits on an outcrop with simply incredible views over Meru. Owned by Kenya-based Elewana Collection, it’s undeniably pricey – rooms start at around USD $950 per night and climb steeply from there – but worth a night or two if your budget can stretch that far. If that’s beyond your means I can also recommend Meru Camp and there are cheaper options in the nearby town of Maua.

Offbeat Meru

Offbeat Meru

Offbeat Meru is a tented camp with just six tents offering down-to-earth old fashioned safari but still with plenty of luxury touches. It's a fine place to see the big five and plenty of other wildlife far removed from the crowds of the Mara.

Wings Over Kenya Flying Safari

Kenya's most exclusive safari experience, meru national park wildlife.

There’s a lot of variety in this park including all of the famed Big Five (though actually finding a leopard among the often dense vegetation can be a real challenge).

Lions are seen with increasing frequency, as are cheetahs and there are sizable elephant herds. There are also around 40 rhinos (both black and white).

But the animal the park is most known for are buffalo. There are huge numbers of these grumpy, dangerous cattle including the biggest herds of buffalo in Kenya. There are also plenty of antelope and zebra and over 300 bird species.

Despite this animal abundance the thick vegetation means that wildlife can be harder to spot here than in parks with more open vegetation.

Meru National Park highlights

Tranquility.

Meru is a park to take slowly and savour every peaceful moment. Of all the country’s main parks and reserves, Meru is by far the least visited and this means that very often you might have this huge tract of wildlife-filled Africa almost completely to yourself.

This is a very diverse park, both in landscapes and wildlife. Straddling the zone between the wet, cool and richly vegetated central highlands and the more desiccated north of Kenya means that there’s a variety of habitats here and a niche for a large range of creatures. In fact, it’s said that there are more animal species here than in the Masai Mara.

The scenery here leaves a lasting memory. There are huge stands of doum palms, dense riverine forests, wide open plains, scrubby acacia woodlands and a network of thirteen rivers and innumerous streams, pools and swamps. And the whole thing is backed by rocky outcrop mountains with big views.

Rhino sanctuary

The rhino sanctuary is a park within a park, Meru is home to a healthy population of both black and white rhinos who are kept in an enormous fenced off (and heavily guarded) reserve within the park.

Most of these rhinos have been translocated from other parts of the country and it’s one place where rhino sightings are highly likely and often from very close quarters.

When to visit Meru National Park

The park sits slightly within the rain shadow of Mt Kenya and can be visited year round, though the wildlife is harder to spot among the long grass, during the April-May and November wet seasons.

How to get to Meru National Park

There are daily flights from Nairobi Wilson airport to Meru with Air Kenya ( www.airkenya.com ) and Safari Link ( www.flysafarilink.com ). These often go via the town of Nanyuki. There are sometimes connecting flights onto Samburu.

By car it’s a five hour drive (excluding traffic congestion delays around Nairobi) via Embu. The road is in good condition all the way and the scenery makes the drive a joy.

Volunteer in Tanzania

On September the 29th, my two closest friends and I made a trip of a lifetime. We joined the childcare program, volunteering in preschools in Arusha, Tanzania for 4 weeks. We made connections with people we'll most likely never meet again, but their impact will be remembered. We booked the trip with PMGY, with a strong will to help and experience as much as we could. We created a fundraiser months in advance so that we could donate to the schools - we ended up doing a lot more than we realised we could. The PMGY house itself is quite big, with 3 stories, and multiple bedrooms and bathrooms. I realise now that we arrived in one of the busiest times, ending up with very limited space. We were cramped in the top floor - a joined bedroom, 18 people to 1 bathroom. Getting breakfast and dinner seemed like a fight for survival; first come, first serve. Being late wasn't an option. There is a set menu, repeated each week, but you have the option of ordering delivery if you no longer want the provided options. There are constant power outings in Tanzania, but fortunately the house has a generator. When the generator is on, it basically shakes the entire house from how loud it is, but it keeps the power on. A downside, when generator is on - there is no hot water. So, timing your shower is crucial. The pressure varies depending if anyone else is using the water, and it is either boiling hot or freezing cold, and don't take too long because several other people are waiting to shower. When you arrive, you are added to the house group chat, where everyone in the house can communicate easily for various reasons, including the ordering of tuktuks from place to place. Sim cards are organised by the coordinators. These were provided to us on the second day of arriving, as there were other volunteers arriving, so you should let your family know you might not be able to contact them immediately. The sim card is a reasonable price, and can be topped easily. Please also keep in mind the free wifi advertised does not exist. Before placement, you will be given an orientation with the rest of the new group. On orientation, you will be shown the most trustworthy ATM, where you can take out money - my regular debit card worked completely fine. You will be taken to the Maasai markets, where you will be taught to bargain, as you will 100% purchase something incredibly overpriced if you are not careful. On the first day of placement, the PMGY coordinators organised the volunteers into separate groups to be sent to each school. We were allowed to change our schools with a good reason. We were also allowed to change to the medical program for a reasonable fee. We walked to our placements everyday, having breakfast at 8am, and setting off by 8:45am, finishing at around 12:30pm. The 4 weeks of placement flew by, we were incredibly sad to go, every child and every teacher we met were so beautiful and welcoming of us - but 4 weeks was the perfect amount of time for me. Weekends are free, so you have time to do lots of funs trips; eg. safari weekend, Maasai village, hot springs, waterfalls, Maasai markets etc. It gets a little tricky to find things to do after placement, and may get a little repetitive. Spending money is necessary to get the full experience, but chilling at the house can also be fun. It's very communal at the PMGY house, perfect for socialising, and getting to know people. Only breakfast and dinner are provided, so you need to eat out for lunch - a perfect time to explore with friends. I spent on average 150,000 shillings ($90 AUD or $60 USD) a week, not including weekend trips or shopping for souvenirs. We got around via tuktuks, small motor vehicles with 3 wheels (fit up to 4 people, 5 is pushing it), which are organised and ordered by the coordinators to ensure they are safe and best price. We went to Zanzibar at the end of the trip, which is a 1 hour flight from the Arusha airport. If you are planning to go, I would 100% recommend staying in Nungwi (up north) so you are near all the activities. If you are going during your program time, you are only allowed to miss 3 days of placement, but 3-5 days is plenty of time for Zanzibar. If you are asking my opinion, I wouldn't recommend Zanzibar. It was very overpriced, and I was very underwhelmed with my experience. Overall, my experience with PMGY was incredible. It has changed my views of travelling immensely. Volunteering allows you to have a much bigger insight to the culture and country you travel to. I would love to travel with PMGY again, and 100% recommend to anyone who is planning on travelling for volunteering.

We were a group of twelve on an 4 days Meru climb Although we were first surprised/wary of how many people they were sending as our support team 23 guides, chefs, porters, for 12 climbers we quickly realized we would not have had the same experience and summit success rate without their help. Rasheedy and his team at Almighty Kilimanjaro exceeded our expectations: always organized, prepared, and caring for our every need. The food was delicious and the accommodation were suitable. I highly recommend Almighty Kilimanjaro for a Meru climb, particularly the guide Jeff and his team.

4-Day Mount Meru( Height 4562Meters) - Trekking Tanzania Tour

4-Day Mount Meru( Height 4562Meters) - Trekking Tanzania

When we arrived in Zanzibar, at first we did not know which company to choose for the Safari. We received many offers, but it was Francisco from Lappet Safari that offered the best price and all the important options for an individual tour for us. He aroused the most confidence and already at the stage of coordinating the entire tour took great care of us and tried to do and find everything possible for our trip. For example, my husband and I have been vegetarians for many years, when Francisco found out about this, he immediately clarified what foods we do not eat and agreed with everyone to prepare the appropriate food for us, and it was, and it is very pleasant. At the Arusha airport we were met on time, helped with our suitcases and took us to our hotel. We checked in and then Francisco suggested that we go to the Masaev market to while away the day and at the same time see the outskirts of the city. We agreed, went for a drive around the city and bought souvenirs for ourselves and our relatives at the fair with pleasure. In the morning, just on time, our guide Naf came to pick us up in branded clothes (and not like many other companies like a trader from the market), who looks like a super soldier from Hollywood films. As we learned later, he had had 15 years of experience in safari and, believe me, it was very felt. He knows a lot of interesting features about animals and talks about them right away himself, he didn't even have to ask. He also drives a car very safely, is well-versed in parks, so we were always the first near rare animals or generally the only observers, he speaks English well and is always happy to take care of tourists. We fell in love with him from the first minutes of our acquaintance. The car opens the roof for a better view, they give you the right amount of binoculars, there is also a sanitizer, a special fridge filled with soda and water, and a large bag that holds your lunch and a thermos of hot water for coffee or tea if desired. There are also sockets in the car and you can charge any of your gadgets. The car itself is just a tank on wheels. You can ride on water, mud and anywhere on this colossus very easily and you will never get stuck anywhere. On the first day in the Serengeti Park, we saw baboons, a huge number of zebras, giraffes, crocodiles, pumbaa, hippos, all kinds of antelopes, bison, griffins and hyenas. We also stopped in the village of Masaev, where we were given an excursion, and we presented them to the children, toys brought from Russia, stationery and sweets. The experience was indescribable - it was something to sit in a hut of an African tribe with a local resident and listen to his stories about their life. In the evening we were taken to our campsite, where inside the huge tents everything is like in ordinary hotel rooms - a large four-poster bed, a shower with hot water, a lot of different furniture such as a makeup dressing table or armchairs. The dining room has a separate huge tent, where everything is very beautifully served, chairs are pushed behind you, a special chef prepares - everything is like in a luxury restaurant. The next day we have already set a plan for ourselves to see the lions and all the cats, and there are a lot of them. The Serengeti Park is very beautiful and huge, the nature in it is constantly changing and Naf showed us beautiful atolls made of stones where lions like to stop and these places really look like in the cartoon "The Lion King". Representatives of the feline family, as it turned out, are more fond of walking in fields and grass. Among them we saw cheetahs, caracal, servals, leopards and 2 little lion cubs. We also saw 6 lions with little lion cubs sleeping on a tree with mighty branches, which while we were filming them - we decided to go down, walk next to our car and go into the sunset. It was something. We also saw a crocodile again, but not in the water, but on land, he was so huge asleep on the sand and we looked at him and could not believe our eyes. Then Naf took us to the lake, which was just a thousand pink flamingos. And we decided to eat our lunch there, lunch in the middle of the lake with a huge number of pink flamingos! On the third day we went to Ngorongoro and on the way saw large migrations of antelopes, bison, zebras, very often giraffes and antelopes and sometimes jackals came across on the way. Animal migration is certainly very impressive. And having enjoyed it enough, we went in search of rhinos and elephants. There are a lot of bison, antelope, zebras, birds in the Ngorongoro caldera, and after 20 minutes after driving along the crater we knew, thanks to our guide, where 5 rhinos are now and where are the elephants. We were so happy when we saw them! When we left the park, the road went straight along the edge of the crater and at a great height, around a beautiful tropical forest, as if you were in Bali. And going up the mountain, we saw in parting once again a whole family of 14 elephants! What can I say at the end - Lappet Faced Safaris fully justified our hopes and confidence, fulfilled all our wishes and gave us even more than we expected. Impressions, photos and videos were taken away for a whole year of memories. Only a small part of our adventures is described here.

Safe and experienced guide for my 4-day hike up mt. Meru Organization beforehand was good, including a packing list. My guide Frank was very friendly and he was very concerned with my well-being the whole time. He has lots of experience, hiking Meru and Kilimanjaro for 23 years. He made a good call hiking up the the summit on the same day as going up to the saddle hut because of rain at night. Another group was caught in the rain at night and had to stop. The food was also amazing, changing every day. Obviously this hike would have been impossible without the amazing work of the porters. I would consider myself lucky hiking Kilimanjaro next with Frank and his crew.

We are proud to have mastered this beautiful mountain. With our 8 person crew we felt most safe and well taken care of. Our guides were really experienced and could tell us alot about the mountain and also about live in tansania itself:) The huts where you sleep were really nice and at beautiful spots so you could have an amazing view. The organisation beforehand was as amazing as the trip itself because we did not have to take care of anything or worry about anything going wrong! Thank you so much for this unforgettable trip!

We have visited Tanzania in july 2022, our trip included Mt Meru climb and safari in Tarangire park, Ngorongoro crater and Lake Manyara park. We were in group of 10 people, including 5 teenagers. For all of these days we have chosen spider tours and safaris and that was very good decision. We received not only what was contracted, but also extra effort, starting from the very beginning, when we have missed the last flight segment and had to stay overnight in Nairobi. spider tours and safaris (in particular Redeem) helped us then and we managed to get to Arusha. We started with Meru trekking. Our guides were very professional, prepared us to the climb, taking care about everything, from water containers to daily health checks or briefings. We were looked after by the whole team, we enjoyed every moment with them, had full trust in them, but also lots of fun. I don't think we would make to the summit by ourselves. With the big group, during the night hours to the summit, each one of our group had difficult moments, but we always had a great support of the team: guides Dickson and Jamal, and porters: Faraja, Dickson Moto, Shehe, Rashid, Innocent. Tanzania warriors: thank you for bringing us there and back safely, in good health and in fantastic mood. After Mt Meru we took safari trips to 3 national parks. Again, our drivers and guides, Tooma and Davis were great, experienced and knew when and where it is worthy to go or to wait. We owe also recognition to our "stomach engineer" for delicious meals :-). That was dream vacation for us. It wouldn't work that way without experienced and engaged team of spider tours and safaris. I can proudly say I have friends in Tanzania now!

Visit Meru: 5 Places to Discover and Explore in Meru

tour firms in meru

Meru is a hotbed (don’t we love that word?) of amazing places to visit and discover. From the flora and fauna to the people and culture, there is so much to see. Actually, so much we cannot list all places in one post – that would take a book. But hey! Let’s give it a try – we will start with 5 in on order at all and keep on adding.

1. Meru National Park

"Visit

Meru National Park is one of the biggest wildlife conservancies in Kenya… and arguably one of the most beautiful, with a whooping 13 rivers  running through it, the rolling plains and mountains in the distance. Oh, and over 2,000 species of wildlife to see (animals, birds and unique trees).

Oh, and the infrastructure and hotels inside and outside Meru National Park will make it quite easy and convenient to visit.

Lyra Aoko had this raving review of Meru National Parks – and Amazing photos.

2. Ngare Ndare Forest

Visit Ngare Ndare Meru

You must have seen this on your social media – tour firms falling over themselves advertising packages to visit the amazing Ngare Ndare forest.  What makes it tick so? Well, it’s a huge, refreshing text book indigenous forest that looks like those Jehovah Witness pictures of Paradise. Complete with waterfalls, rock pools to dive in, lots of wild animals… and the only canopy walk in a forest in East Africa.

All reasons why Ngare Ndare Forest is a UNESCO Heritage site.

3. Gaketha Elephant Maternity

Gaketha Elephant Maternity

One time, I visited David Sheldrick’s elephant conservancy in the Tsavo… and I saw and played with so many elephants you would say I am elephant-full. But then, nothing is more surreal and mystifying about elephants than a certain spot in the Imenti Forest – the Gaketha Elephant Maternity. You know, like we have the Mara Wildebeest Migration, elephants walk thousands of Kilometers to give birth at the same spot, every year around July and December! One of the hardest things in national parks is seeing elephants giving birth, but here, ukoona nteto. Oh, and you get to visit Solomon’s caves – the armoury of the Mau Mau – and the sacred Urumandi natural footbridge on Nithi River – the holy bridge which ritually unclean people are not allowed to use (so, cleanse yourselves, brethren!)

4. A tale of 2 Trees: The King of Trees (King Muuru) and the General (Tallest Tree in Africa – Ndagani)

Visit King Muuru Meru. Tallest Tree in Africa

Muuru Means Oak Tree in in Kimeru. And Oak Trees have a King who sits in the Imenti Forest in Meru – King Muuru. The tree is so large, it takes about 10 adults with outstretched arms to circle it. It has such a large tunnel  that goes through the tree trunk and a 3-metre radius doorway; over 20 adults can sit comfortably inside the tree.

And then, in Ndagani, there is the famous Mutunguruni tree which could be the tallest tree in Africa at over 100 feet tall, for you to visit. It has a cultural significance, too, and serves as the shrine for the Chuka sub-tribe. When you visit, though, mind the snakes, there are many on the tree – maybe the poor crawling animals just want to see further than God allowed them.

5. Meru Equator Tamaduni Cultural Center

There are 2 places you need to visit to learn the Meru culture – The Ameru Blog and the Equator Tamaduni Cultural Center.  The Equator Tamaduni Cultural Center is a private museum where you will experience the Meru Culture first-hand. It’s like walking into a Meru hut in the year 1918. Lots of lessons from the wazees there and Meru traditional artifacts such as clothing, kitchenware, ornaments, weapons and all the great stuff our great grandparents used

Germany’s Leader Walks a Fine Line in China

Chancellor Olaf Scholz tried to promote German business interests while delivering warnings from Europe about trade and geopolitical tensions.

Chancellor Olaf Scholz of Germany and Xi Jinping, China’s leader, both in dark suits, stand on a red carpet in front of large Chinese and German flags.

By Alexandra Stevenson and Melissa Eddy

Chancellor Olaf Scholz of Germany tried to strike a delicate balance on a trip to China this week, promoting business ties with his country’s biggest trading partner while raising concerns over its surge of exports to Europe and its support for Russia.

Mr. Scholz met with China’s top leader, Xi Jinping, at the Diaoyutai State Guesthouse in Beijing on Tuesday, the culmination of a three-day visit with a delegation of German officials and business leaders. He also met with Premier Li Qiang as the two countries navigate relations strained by Russia’s war in Ukraine and China’s rivalry with the United States, Germany’s most important ally.

Throughout his trip, Mr. Scholz promoted the interests of German companies that are finding it increasingly hard to compete in China. And he conveyed growing concern in the European Union that the region’s market is becoming a dumping ground for Chinese goods produced at a loss .

But Mr. Scholz chose a conciliatory tone over a combative one in his opening remarks before sitting down with Mr. Xi on Tuesday morning, in a meeting that stretched over three hours and turned into a walk and lunch.

It was the German leader’s first visit to China since his government adopted a strategy last year that defined the Asian power as a “partner, competitor and systemic rival ,” calling on Germany to reduce its dependency on Chinese goods.

Germany’s economy shrank last year, and its weaknesses have exposed a reliance on China for growth. Energy prices have risen because of the war in Ukraine, which has been facilitated by Beijing’s support for the Kremlin. German companies have pushed for more access to China and complained that they face unfair competition .

The chancellor visited German companies with extensive investments in China and met with trade representatives and officials in the sprawling industrial metropolis of Chongqing in China’s southwest and in Shanghai and Beijing.

At a talk with a group of students in Shanghai on Monday, Mr. Scholz fielded a question from a student who planned to study in Germany this year, who said he was “really worried” because the country had partially legalized cannabis. “When you study in Berlin, you can run around the whole time and never meet anyone who does that,” the chancellor assured him.

But he also used the platform to push more serious messages about trade. “Competition must be fair,” Mr. Scholz told the students. “We want a level playing field,” he said.

Mr. Scholz’s trip was an example of the difficult dance that Germany is trying to do: maintaining economic ties with China while managing U.S. pressure to align itself more closely with Washington against Beijing.

In his meetings, Mr. Scholz highlighted Germany’s commitment to doing business with China, but he also warned that Beijing had to curb the flood of Chinese goods into Europe. At the same time, he expressed reservations about the European Union’s investigations into China’s use of subsidies for green technology industries, saying that any discussion about trade must be based on fairness.

“This must be done from a position of self-confident competitiveness and not from protectionist motives,” Mr. Scholz told reporters on Monday.

China’s manufacturing push in green sectors like electric cars and solar panels has touched off trade disputes with Europe and the United States, where such industries have also received government support. But with 5,000 German companies active in the Chinese market, Germany stands to lose more than many of its European partners would if Beijing were to retaliate against the European Union.

“If the E.U. goes too hard against China, we could expect countermeasures and this would be a catastrophe for us,” said Maximilian Butek, the executive director of the German Chamber of Commerce in China.

“For us it’s extremely important that the Chinese market remains open,” he said.

In his meeting with Mr. Xi, Mr. Scholz indicated that Russia’s war on Ukraine and its arms buildup were high on his agenda. “They directly affect our core interests. Indirectly, they damage the entire international order,” he said in opening remarks at the meeting, a transcript of which was provided by Mr. Scholz’s office.

Despite pressing the issue with Mr. Xi, he did not appear to win the commitment that he had sought from the Chinese leader to take part in an international conference for Ukraine planned in June. Germany had hoped that China could use its influence over Russia to help work toward a peace agreement.

Germany would also like China stop selling goods to Russia that have potential uses on the battlefield, and Mr. Scholz told reporters that he had brought up the issue in his meeting. “The point has been made,” he said. “There can be no misunderstanding about how we see things.”

China is hoping to drive a wedge between Europe and the United States by courting leaders such as Mr. Scholz. State media reports depicted his visit as demonstrating the strength of China’s relations with Europe, playing up its economic ties with Germany.

In his opening remarks to Mr. Scholz, Mr. Xi said cooperation between China and Germany, which have the second- and third-largest economies, was beneficial to the world, a remark that could be read as directed at those who have urged Berlin to distance itself from Beijing.

“The two countries should view and develop bilateral relations from a long-term and strategic perspective and work together to inject more stability and certainty into the world,” Mr. Xi told Mr. Scholz, emphasizing the importance of seeking “common ground.”

Beijing is sure to welcome the message that German businesses are committed to China. The Asian giant is trying to court foreign investment to reinvigorate its economy, which has faltered because of a housing slowdown. Some Western businesses and investors have also been rattled by Mr. Xi’s emphasis on national security, which they regard as making it riskier to operate in the country.

From China’s perspective, Germany may be its best hope of delaying or watering down any trade restrictions from Europe, said Noah Barkin, a senior adviser in the China practice at the Rhodium Group, a research firm.

German carmakers have invested billions of dollars in China, and much of their revenue comes from there. Many worry that if the European Commission imposes higher tariffs on Chinese exports, and Beijing retaliates, German businesses will suffer most.

Chinese officials “know that German companies are heavily invested and they use that politically to influence political decision making in Berlin,” Mr. Barkin said.

Germany’s biggest companies, including BMW, Mercedes-Benz and BASF, have large operations in China and strong, effective lobbies in Berlin, Mr. Barkin added. Executives from those companies, along with several others, traveled with Mr. Scholz to China.

“The supply chain in China is stuffed with German goods,” said Joerg Wuttke, a former president of the E.U. Chamber of Commerce in China. “If China has a price war with Germany, then no one will make money anymore.”

Mr. Scholz also brought along the German ministers for agriculture, the environment and transportation, officials who experts said would be particularly interested in working with China.

“You set an agenda with these three ministers, the tonality is overall a cooperative one, these are areas that we want to work on,” said Janka Oertel, director of the Asia Program at the European Council on Foreign Relations.

Chinese officials, for their part, have brushed off the European accusations of unfair trading practices, calling them groundless and an act of “ typical protectionism .” They have hinted that they could retaliate for any actions taken by the European Union, saying that China was “strongly dissatisfied with and firmly opposes” its investigations.

In an interview with the German newspaper Handelsblatt, Wu Ken, China’s ambassador to Germany, said the competitive edge of Chinese electric vehicles “relies on innovation, not subsidies.”

“The challenge faced by developed countries lies more in the fact that Chinese companies are more efficient,” the ambassador said.
