US lawmakers to visit India, participate in PM's Red Fort address on Independence Day

WASHINGTON: A bipartisan group of US lawmakers will travel to India to take part in the Red Fort address of Prime Minister Narendra Modi on the country's Independence Day on August 15, according to an official statement.

The bipartisan Congressional delegation is led by Indian-American Congressman Ro Khanna and Congressman Michael Waltz. The two are co-chairs of the bipartisan Congressional Caucus on India and Indian Americans.

"It is an honour to lead a bipartisan delegation to India and be there to celebrate India's Independence Day. My grandfather spent his life fighting for India's independence. So, this is a deeply personal and meaningful trip for me. It is also a historic moment for the US-India relationship," Khanna to PTI on Monday.

"I plan to meet with Prime Minister Modi, External Affairs minister S Jaishankar, cabinet ministers and a diverse range of MPs along with business, tech, cricket and Bollywood leaders," he added.

"This trip will deepen the coordination and partnership between our countries and allow us to engage on important issues like decarbonisation, digitisation, economic partnership, defence ties, and pluralism and human rights," the Indian-American congressman said.  

The lawmakers will visit Red Fort where the prime minister will address the nation on India's Independence Day on August 15. They will meet with business, tech, government, and Bollywood leaders in Mumbai, Hyderabad, and New Delhi and visit Raj Ghat, the historic memorial dedicated to Mahatma Gandhi, the statement said.

Khanna and Waltz will be joined by lawmakers Deborah Ross, Kat Cammack, Shri Thanedar, and Jasmine Crockett along with Rich McCormick and Ed Case.

For Congressman Khanna, this is history coming full circle.

"His grandfather Amarnath Vidyalankar was an Indian freedom fighter who spent four years in jail alongside Gandhi and later was part of India's first parliament," said the statement issued on Monday.

"As co-chairs of the Congressional Caucus on India and Indian Americans, we are proud to lead a bipartisan delegation to India. We will be there to discuss how to strengthen economic and defence ties between our two counties, the oldest and largest democracies," Khanna said.

"Both of us believe that the US-India relationship will be a defining one of the 21st century. India is a key partner in ensuring multipolarity in Asia and the denial of China as a hegemon," he said.

"We must continue to strive to make progress and build our partnership based on our shared founding values of democracy, freedom of the press and assembly, and human rights. This delegation is a historic opportunity to drive further collaboration and advance shared aims," Khanna said.

Earlier this year, Khanna and Waltz hosted a historic US-India Summit on Capitol Hill featuring panels and remarks from government leaders, experts, and Indian-American leaders from across the country.

The State of Georgia, which Ossoff represents in the US Senate, is home to over 100,000 Indian Americans. This week, Senator Ossoff sent a message to the Indian people on the occasion of the 75th anniversary of India's Independence where he highlighted the importance of deepening ties between the two countries.

The US delegation is scheduled to arrive in Mumbai on August 30 and depart from New Delhi on September 6. "During his first two years in office, Senator Ossoff has written and passed legislation to strengthen civil rights, to boost domestic solar energy manufacturing, and to improve public health while leading bipartisan investigations of abuse and corruption as the Chairman of the Senate's Permanent Subcommittee on Investigations," the statement read.

Indian-American lawmakers from the United States, who are a part of the delegation visiting Delhi for the Independence Day celebrations, have expressed interest in scheduling a private meeting with Congress leader Rahul Gandhi.

The development was confirmed by senior Congress party office bearer Praveen Chakravarty, who also said the party had sought a “formal” and “official” request for the same.

"A few members of the US Congressmen delegation reached out to us over the last two days, asking for a private meeting with Rahul Gandhi. We responded affirmatively that we were happy to try to schedule something once Mr. Gandhi returns from Wayanad," he said.

"However, we asked them to make a formal and official request for the delegation to meet with Mr. Gandhi," Chakravarty said.

Upon being asked whether they expect the Ministry of External Affairs (MEA) to grant permission for such a meeting to take place, Chakravarty pointed out, "That's between the MEA and the US delegation. Though I am not sure why the MEA should be concerned if a visiting delegation wants to and has sought a meeting with the principal leader of the Opposition in a democracy."

Earlier, when asked if he would be meeting Opposition leaders, including Rahul Gandhi, US Congressperson RO Khanna had said that some individuals had wished to meet with the US delegation. However, the Indian foreign ministry would need to endorse these requests. Rahul Gandhi’s office has clarified that they did not make this request.

On Monday, Khanna told India Today that the delegation is Prime Minister Narendra Modi's guest.

"I and the entire delegation is a guest of the Prime Minister and the foreign ministry. It is for them to arrange that. I know that people have wanted to meet with the delegation and I have conveyed those requests to the foreign ministry and would defer to their judgement. They have been incredibly gracious with us and have set up tremendous meetings. I want to respect that," he said.

"They are doing it through the host, the Ministry of External Affairs. All of our meetings are going to be coordinated through our American Embassy here and the Ministry of External Affairs because they are our host," he said further.

During their visit, the delegation plans to meet PM Modi, External Affairs Minister S Jaishankar and other Indian ministers.

Khanna, a strong advocate for the “progressive Democrat”, previously served as part of the Congressional Pakistan Caucus in 2019. Presently, he co-chairs the US Congressional Caucus on India and Indian Americans, with Republican Congressman Michael Waltz.

Representative Khanna and Michael Waltz are joined by Congresswoman Deborah Ross, Kat Cammack, Shri Thanedar and Jasmine Crockett, as well as fellow Congressional Caucus on India and Indian Americans members Rich McCormick and Ed Case.

The delegation comprises just two Indian-American lawmakers, RO Khanna and Thanedar, one of whom had personally called Chakravarty, requesting a private meeting with Rahul Gandhi, India Today has learned.

US team to visit India for security talks amid Pannun case

In the Homeland Security Dialogue (HSD) with the US, India is expected to raise the use of digital space and how it is being exploited by terrorist groups for propagating radical views, recruitment and funding terrorism

US team to visit India for security talks amid Pannun case

A government delegation from the United States will be in India for the Homeland Security Dialogue with the Union Home Ministry officials on February 28.

The talks hold significance as it comes after a gap of two years and is the first official meeting of a US government delegation with the Central government this year.

The dialogue also is being observed closely as it comes months after an accusation by US federal prosecutors accused an Indian citizen and an unnamed Indian official of being involved in a foiled plot to assassinate Khalistani terrorist Gurpatwant Singh Pannun on American soil.

Top officials of both nations will attend the Homeland Security Dialogue (HSD). Union Home Secretary Ajay Bhalla will head the Indian delegations, while the US government delegation will be led by Acting Deputy Secretary of Homeland Security Kristie Canegallo.

Agenda of India-US Homeland Security Dialogue

A report by Indian Express quoted sources saying for the Homeland Security Dialogue (HSD) with the US, India has listed out a range of issues for discussion. They include:

- criminals using asylum status

- pro-Khalistani elements to carry out terrorist activities in India

- assistance to arrest the attacker of the Indian Consulate in San Francisco

- extradition status of Pakistani-origin Canadian businessman Tahawwur Rana

- terror fugitives and terror financial investigations.

A report by the Economic Times quoted people familiar with the details of HSD saying India is expected to hand over a list of more than 100 fugitives wanted by law enforcement agencies who have taken shelter in the US.

The two sides are also expected to discuss cooperation in counterterrorism, cyber security, illegal mobility, aviation security, global supply chain and maritime security among others.

Digital space exploited by terrorists

During the HSD, India is also expected to raise the use of digital space and how it is being exploited by terrorist groups for propagating radical views, recruitment and funding terrorism.

The drug seizures by the Narcotics Control Bureau (NCB) will be shared by the Indian side seeking the US Drug Enforcement Administration’s (DEA) cooperation. Recently, NCB seized drugs worth Rs 75 crore following inputs from the US DEA.

Cyberattacks on India’s critical infrastructure

India will also be highlighting cyberattacks on its critical infrastructure such as banks, railways, power and energy, as well as hospitals.

Critical infrastructure, in the past, has been targeted by non-state actors from China, Cambodia, the Philippines and Myanmar.

Cryptocurrency

With the US delegation, who will be visiting for HSD, India will also discuss the use of cryptocurrency by entities to fund illegal activities using the dark web, new and emerging forms of terrorism and violent extremism and the use of unmanned aerial systems to commit terrorist acts.

From India, heads of the Narcotics Bureau, National Investigation Agency (NIA), Central Bureau of Investigation (CBI), and Internal Security will be attending HSD.

What US will discuss with India during HSD?

The Indian Express report quoted an official saying the US will discuss anti-Khalistani elements, immigration, counter-narcotics, border and group supply chain security, law enforcement investigative cooperation, local and state law enforcement engagements, child sexual exploitation, human trafficking, trade and economic security, cyber security, and proposal for an electronic travel document.

The homeland security dialogue was last held in January 2022.

India-US Homeland Security Dialogue

The India-US HSD was last held in January 2022.

The HSD between the two countries was introduced in 2010 as a mechanism to a sequel to the signing of the India-US Counterterrorism Initiative. The first India-US HSD was held in May 2011.

Last year, NIA Director General Dinkar Gupta met his Federal Bureau of Investigation (FBI) counterpart Christopher Wray and held wide-ranging discussions apart from raising investigations in the US into the attack on the Indian consulate in San Francisco by Pro-Khalistan elements.

Gupta also highlighted the active nexus between terrorist outfits and terrorist elements with members of organised criminal syndicates, which was spreading to the US as well.

Trump arrived on Monday in Ahmedabad, the largest city in the western state of Gujarat, where he addressed a crowd of more than 100,000 Indians at a cricket stadium.

The event was called “Namaste Trump” (Hello Trump), in reciprocation to the “Howdy Modi” extravaganza Trump hosted last year for the Indian PM in the US city of Houston.

Dwight D Eisenhower in 1959 was the first US president to visit India. His visit was during the tenure of the country’s first Prime Minister Jawaharlal Nehru.

Eisenhower received a warm welcome and was greeted with a 21-gun salute when he landed in the capital, New Delhi. Huge crowds lined the streets to catch a glimpse of the 34th US president in his open-top car.

Besides delivering a public speech at New Delhi’s Ramlila ground, Eisenhower addressed members of both Houses of Parliament. The four-day trip included a stopover in his “dream place”, the Taj Mahal, which was built by Mughal ruler Shah Jahan in the 16th century.

The trip was billed a success and considered a landmark event in US-India relations as it came early in the Cold War, during which the US and Pakistan had become close allies.

Richard M Nixon – 1969

Richard M Nixon visited India on July 31, 1969. Unlike Eisenhower, Nixon spent less than a day in India as the trip was largely meant to reduce tensions between him and then-Prime Minister Indira Gandhi.

Two years later, during the India and Pakistan war of 1971, which lead to the creation of Bangladesh, the US sided with its Cold War ally, Pakistan.

According to tapes declassified by the US State Department, Nixon had reportedly told the White House that Indians were “slippery, treacherous people”.

Jimmy Carter – 1978

Jimmy Carter came to India in January 1978, when the Janata Party’s Morarji Desai was the prime minister.

During his three-day visit, Carter addressed India’s parliament and held several meetings with Indian politicians. Carter visited a village near New Delhi, bringing a television set as a gift.

His visit was meant to break the ice between New Delhi and Washington, especially against the backdrop of the 1971 Bangladesh War of Independence and India’s nuclear test of 1974.

However, he was not able to convince Prime Minister Desai to give up India’s nuclear ambitions, a development that irritated the US.

Bill Clinton – 2000

Bill Clinton, the 42nd US president, visited India in March 2000, more than two decades after the last visit by a US president.

His trip during the prime ministership of Atal Bihari Vajpayee came after a prolonged lull in the relations between the two countries. It also came after India opened its economy for foreign investors in the 1990s.

Clinton’s visit signified the beginning of closer US-India strategic and economic ties. During the 1999 war between Pakistan and India, the US under Clinton sided with India, the first time it had supported India against Pakistan.

New Delhi-based foreign policy expert Pramit Pal Chaudhuri said it was President Clinton who restarted India-US relations.

“Before Clinton, no US president had visited India for 20 years. Clinton in many ways re-engaged with India after two decades, signalling that America was taking India seriously one more time for number of reasons; nuclear test, economic growth and so on,” he said.

“Bush took it to the highest possible levels with a nuclear deal and Obama consolidated on the strategic side,” said Chaudhuri, who is also the foreign editor at Hindustan Times newspaper.

George W Bush – 2006

George W Bush visited New Delhi in 2006 when the US was being condemned worldwide for its 2003 invasion of Iraq. His trip was met with countrywide protests, with left-wing parliamentarians boycotting his address.

However, the three-day trip boosted the strategic relationship between the two countries, especially in matters of trade and nuclear technology. Bush and then-Prime Minister Manmohan Singh finalised the framework of the nuclear deal that ended New Delhi’s isolation from the nuclear equipment suppliers market.

Michael Kugelman, South Asia senior associate at The Wilson Center, said the US-India relationship improved exponentially since the early 1990s, and especially since the early 2000s.

“The civil nuclear accord [under President Bush] was a milestone and, from that point, the relationship has really taken off -though it has also been saddled by outsize and unmet expectations.”

Barack Obama – 2010 and 2015

Barack Obama is the only US president to make two official visits to India. On his first visit, Obama landed in Mumbai instead of New Delhi as a show of solidarity following the Mumbai terror attacks of 2008, which killed 166 people.

During the trip, he backed India’s bid for a permanent seat in the UN Security Council. Obama and Singh, prime minister at the time, also signed trade deals worth $10bn and agreed to boost defence and national security ties.

Obama visited India again in 2015 as the chief guest on Republic Day under the administration of Prime Minister Modi.

During the trip, the Democratic president made comments on religious freedom in the country, saying “India will succeed so long as it is not splintered along the lines of religious faith”.

Donald Trump – 2020

Donald Trump is the seventh US president to visit India, where he was given a warm welcome.

A personal rapport has developed between Indian Prime Minister Modi and Trump, both of whom have used the theatrics of diplomacy to strike a chord with their respective domestic audiences.

Both right-wing leaders have been criticized for pursuing an Islamophobic agenda – Trump for his Muslim ban and Modi for blocking naturalisation for Muslim immigrants and asylum seekers.

The US is India’s second-largest trading partner after China, with annual bilateral trade going from $11bn in 1995 to $142bn in 2018, according to official US data. But the two countries have been wrangling over a trade deal as Trump pushed for more concessions from New Delhi.

Foreign policy expert Chaudhuri said “Trump’s visit has been a missing piece in Modi’s foreign policy” and this visit has “fulfilled that space”.

He said that by coming to India despite the fact that there is not going to be a trade deal, Trump signals to the rest of the US government that “he takes the US-India relationship seriously and he expects them to move forward on the other issues be it defence and diplomacy.”

Safiya Ghori Ahmad, South Asia director at Washington, DC-based McLarty Associates said it would interesting to see “the deliverables” from the trip.

“I do hope that we see more than a rally, and actually see solutions to long-standing economic issues that impact US companies,” Ahmad said.

Seven Leading Japanese Universities Sign MoUs with JGU During Landmark Visit

Tokyo [Japan], April 29: A senior delegation from India led by the Founding Vice Chancellor of O.P. Jindal Global University (JGU), Professor (Dr.) C. Raj Kumar , concluded a successful visit to Japan with a view to strengthening and fostering the internationalization of higher education between the two countries. The delegation, comprising of deans and senior faculty members of JGU, was aimed at strengthening academic collaborations, intellectual engagement and cultural exchanges between Indian and Japanese universities. They visited five Japanese cities - Tokyo, Yamanashi, Kyoto, Osaka and Hiroshima - interacting with the top academics and leadership teams at 14 Japanese universities represented by their respective Presidents, Deans and other senior leaders including at the University of Tokyo, Temple University Japan, United Nations University, International Christian University, Tokyo University of Foreign Studies, Doshisha University and Osaka Gakuin University.

The historic visit culminated in the signing of seven Memorandum of Understanding ( MoUs ) and Student Mobility Agreements with the following 7 leading Japanese universities:

On the success of the visit to Japan, Professor (Dr) C. Raj Kumar, Founding Vice Chancellor of JGU observed, "Our visit to Japan had five major objectives: first, to introduce the Indian higher education system and universities to the key leaders of Japanese universities and policymakers of Japan; second, to create substantive opportunities for the students and faculty of JGU to collaborate with the leading Japanese universities; third, to build international partnerships with Japanese universities that will promote exchange programmes, joint, dual and pathways degree programmes and short-term study abroad programmes; fourth, to collaborate with Japanese universities to promote research and scholarship through the advancement of faculty engagement by organising joint conferences and joint lectures leading to joint research projects and publications; and fifth, to promote collaborations among all stakeholders within Japan that includes government agencies, public institutions, private corporations, think tanks and research institutions with a view to establishing a strong intellectual presence and institutional imagination of India in Japan and for Japan in India."

The Vice Chancellor of JGU, Professor Kumar said, "I had the amazing opportunity to address the Members of Parliament at the Japanese National Parliament, Diet on issues relating to higher education partnerships and the overall trajectory of the strategic relationship between India and Japan. These initiatives will further strengthen and consolidate the strategic partnership between India and Japan in the higher education sector.

Washington, Aug 17 (PTI) The ongoing visit to India of a US Congressional delegation led by Indian American lawmaker Ro Khanna has further solidified deep ties and underscores a unique vision that can serve as a blueprint to advance the bilateral relationship, according to Indian Americans.     The four-term Congressman representing Silicon Valley in the House of Representatives, Khanna on Wednesday met Prime Minister Narendra Modi, External Affairs Minister S Jaishankar and attended the Independence Day celebrations at the Red Fort on Tuesday where the prime minister hoisted the national flag.     During his trips to New Delhi and Mumbai, he has met leaders of the civic society, Bollywood superstars, including  Amitabh Bachchan, and the opposition leaders.     “I am happy that elected members of the US Congress are present here today on the occasion of our celebration,” Modi said in his Independence Day address.     “I was honoured to visit Raj Ghat on India’s Independence Day to pay my respects to Mahatma Gandhi, one of the world’s greatest leaders. I also had the chance to lead our delegation at the Red Fort,” Khanna posted on X, formerly known as Twitter.     “Glad to receive a Congressional delegation from the US, including co-chairs of India Caucus in the House of Representatives, Rep. Ro Khanna and Rep Michael Waltz,”     Modi wrote on X after his meeting with the Congressional delegation. US Congressional delegation's visit to India solidified bilateral ties: Indian Americans

The ongoing visit to India of a US Congressional delegation led by Indian American lawmaker Ro Khanna has further solidified the bilateral ties and underscores a unique vision that can serve as a blueprint to advance the relationship, according to prominent community members.

Khanna, the four-term Congressman representing Silicon Valley in the House of Representatives, on Wednesday met Prime Minister Narendra Modi, External Affairs Minister S Jaishankar.

He and the delegation also attended the Independence Day celebrations at the Red Fort on Tuesday where the prime minister hoisted the national flag.

During his trips to New Delhi and Mumbai, he has met leaders of the civic society, Bollywood superstars, including Amitabh Bachchan, and the opposition leaders.

“I am happy that elected members of the US Congress are present here today on the occasion of our celebration,” Modi said in his Independence Day address.

Modi wrote on X after his meeting with the Congressional delegation. Modi said that strong bipartisan support from the US Congress was instrumental in further elevating India-US Comprehensive Global Strategic Partnership.

“Ro's trip to India is historic. For the grandson of an Indian freedom fighter who fought alongside Gandhi and was even jailed with him — to return to his parents' birthplace and lead a CODEL in his role as a Member of Congress is as beautiful as it is poignant," said Ronak D Desai, a leading India practitioner at global law firm Paul Hastings LLP.

"It is a remarkable story that is only possible in America. This fact is one that I suspect Ro thinks about often, and motivated his desire to become a public servant,” said Desai, also an expert at the Mittal South Asia Institute at Harvard University.

Community leader Yogi Chug said on Wednesday the visit of the US delegation further solidified the deep bilateral relationship.

CAIRO (AP) — The United States stepped up pressure for a cease-fire deal  in Gaza  on Monday as the secretary of state said a new proposal had been put to Hamas, whose officials were in Cairo talking to Egyptian mediators. Israeli airstrikes killed 26 people in Gaza’s southernmost town of Rafah, according to hospital records.

U.S. Secretary of State Antony Blinken,  ahead of a visit to Israel this week , urged Hamas to accept the latest proposal, calling it “extraordinarily generous” on Israel’s part. Hamas has been designated as a terrorist organization by the United States, Canada and the European Union.

The terms were not made public. But according to an Egyptian official and Israeli media, Israel has softened its position, lowering the number of hostages it demands that Hamas free during the initial six-week phase of the cease-fire in return for the release of hundreds of Palestinians from Israeli prisons.

One question is whether that will be enough to overcome Hamas concerns over the cease-fire’s second phase.

Hamas has demanded assurances that an eventual release of all hostages will bring a complete end to Israel’s nearly seven-month assault in Gaza and a withdrawal of its troops from the devastated territory. Israel has offered only an extended pause, vowing to resume its offensive once it is over. The issue has repeatedly obstructed efforts by U.S., Egyptian and Qatari mediators during months of talks.

Some Israeli commentators depicted Israel as at a crossroads: Go for a deal with a potential end to the war, bringing benefits that could include normalization of ties with Saudi Arabia, or push ahead with plans including an attack on Rafah in the hope of crushing Hamas and risk international isolation.

Israel’s closest ally, the United States, and others have repeatedly warned against an offensive on Rafah, saying it would bring  a surge in casualties and worsen a humanitarian catastrophe . More than 1 million Palestinians have sought shelter in Rafah after fleeing fighting elsewhere.

Israel’s offensive in Gaza has killed more than 34,000 people.

Overnight and Monday morning, Israeli strikes flattened at least three homes where extended families of Palestinians were gathered. The dead included nine women and six children, one them just five days old, according to hospital records and an Associated Press reporter.

“Everyone was sleeping in their beds,” said Mahmoud Abu Taha, whose cousin was killed with his wife and their year-old baby in a house where at least 10 died. “They have nothing to do with anything.”

Egypt has stepped up mediation efforts for a cease-fire deal in hopes of averting an assault on Rafah, on Gaza’s border with Egypt.

An Egyptian official said Israel has lowered the number of hostages it wants freed in the first stage, down from earlier demands for 40. He did not specify the new number. Israeli media said it now seeks the release of 33 hostages in return for the release of some 900 Palestinian prisoners. Hamas is believed to hold around 100 Israelis in Gaza.

Israel has also shown flexibility on allowing residents to return to northern Gaza, the Egyptian official said, speaking on condition of anonymity to discuss the internal talks.

There was no immediate comment from Hamas or Israeli officials.

Netanyahu has repeatedly rejected stopping the war in return for hostage releases and says an offensive on Rafah is crucial to destroying Hamas after its Oct. 7 attacks on Israel that triggered the fighting. His government could be threatened if he agrees to a deal, since hardline Cabinet members demand an attack on Rafah.

At the same time, Netanyahu faces pressure to reach a deal from families of hostages.

On Monday, the families of two hostages — Keith Siegel and Omri Miran — urged both sides to reach an agreement, days after Hamas released a video showing the men.

“I appeal to Sinwar, please approve this deal. And to the members of the (Israeli) Cabinet, please approve any deal,” said Omri’s father, Dany Miran, referring to Yehiya Sinwar, the top Hamas official in Gaza. He spoke at a news conference in a Tel Aviv square where supporters of hostage families regularly hold rallies.

Israeli officials, meanwhile, appeared increasingly concerned that the International Criminal Court may issue arrest warrants against the country’s leaders.

It was not clear what sparked the concerns. The ICC launched a  probe three years ago  into possible war crimes committed by Israel and Palestinian militants going back to the 2014 Israel-Hamas war. The probe is also looking at Israel’s construction of settlements in occupied territory the Palestinians want for a future state.

There was no comment from the court on Monday, and  it has given no indication  warrants in the case are imminent.

But Israel’s Foreign Ministry said late Sunday that it had informed Israeli missions of “rumors” that warrants might be issued against senior political and military officials. Netanyahu said Friday that Israel “will never accept any attempt by the ICC to undermine its inherent right of self-defense.”

Neither Israel nor the United States accept the ICC’s jurisdiction, but any warrants could put Israeli officials at risk of arrest in other countries. They would also serve as a major rebuke of Israel’s actions at a time when  pro-Palestinian protests have spread across U.S. college campuses .

The International Court of Justice, a separate body, is investigating  whether Israel has committed acts of genocide  in the ongoing war in Gaza, with any ruling expected to take years. Israel has rejected allegations of wrongdoing and accused both international courts of bias.

In the Hamas-led attack on Oct. 7, terrorists stormed through army bases and farming communities across southern Israel, killing some 1,200 people, mostly civilians, and taking around 250 hostages. Israel’s air, sea and ground offensive in Gaza has killed at least 34,488 Palestinians, mostly women and children, according to Gaza’s Health Ministry, which does not distinguish between civilians and combatants in its tally.

Israel blames the high civilian death toll on Hamas because it fights from dense, residential areas. The military says it has killed over 12,000 militants, without providing evidence.

The war has driven around 80% of Gaza’s population of 2.3 million from their homes and pushed northern Gaza  to the brink of famine .

The ongoing visit to India of a US Congressional delegation led by Indian American lawmaker Ro Khanna has further solidified the bilateral ties and underscores a unique vision that can serve as a blueprint to advance the relationship, according to prominent community members.

Khanna, the four-term Congressman representing Silicon Valley in the House of Representatives, on Wednesday met Prime Minister Narendra Modi, External Affairs Minister S Jaishankar.

He and the delegation also attended the Independence Day celebrations at the Red Fort on Tuesday where the prime minister hoisted the national flag.

During his trips to New Delhi and Mumbai, he has met leaders of the civic society, Bollywood superstars, including Amitabh Bachchan, and the opposition leaders.

“I am happy that elected members of the US Congress are present here today on the occasion of our celebration,” Modi said in his Independence Day address.

“I was honoured to visit Raj Ghat on India’s Independence Day to pay my respects to Mahatma Gandhi, one of the world’s greatest leaders. I also had the chance to lead our delegation at the Red Fort,” Khanna posted on X, formerly known as Twitter.

“Glad to receive a Congressional delegation from the US, including co-chairs of India Caucus in the House of Representatives, Rep. Ro Khanna and Rep Michael Waltz,” Modi wrote on X after his meeting with the Congressional delegation. Modi said that strong bipartisan support from the US Congress was instrumental in further elevating India-US Comprehensive Global Strategic Partnership.

“Ro’s trip to India is historic. For the grandson of an Indian freedom fighter who fought alongside Gandhi and was even jailed with him - to return to his parents’ birthplace and lead a CODEL in his role as a Member of Congress is as beautiful as it is poignant,'' said Ronak D Desai, a leading India practitioner at global law firm Paul Hastings LLP.

''It is a remarkable story that is only possible in America. This fact is one that I suspect Ro thinks about often, and motivated his desire to become a public servant,” said Desai, also an expert at the Mittal South Asia Institute at Harvard University.

Community leader Yogi Chugh said on Wednesday the visit of the US delegation further solidified the deep bilateral relationship.

“From Mumbai, Hyderabad, and New Delhi - whether it was with meeting Amitabh Bachan, Anupam Kher, corporate leaders, or their visit to Akshardham this further solidified the deep relationship,'' he said.

He said the visit was important as the people-to-people and cultural interactions will be needed for the growing US-India Partnership in the years ahead.

With Prime Minister Modi’s successful State Visit and the upcoming visit of President Joe Biden to India, the Congressional delegation led by US Congress India Caucus Chairs Ro Khanna (CA) and Michal Waltz (FL) could not have come at a better time, he said.

“Many have described the US-India partnership as one of the most consequential partnerships of the 21st century. Equally exciting was that the Congressional delegation was invited and able to attend Modi’s August 15 address at Red Fort. This is significant that a delegation was accorded such honour and visibility,” Chugh said.

“A good interaction with the US Congressional delegation today. Glad they could join as we celebrated Independence Day. Discussed the transformation underway in India, especially its outcomes of better governance,'' External Affairs Minister Jaishankar posted on social media platform X.

''Shared our aspirations and expectations for Amrit Kaal. Also exchanged views on our advancing bilateral partnership. Shared perspectives on the global situation and our collaboration on multilateral, regional and global issues,” he said.

From news reports, it appears the delegation accomplished much during its visit, which also included ministerial-level meetings with the Defence and External Affairs ministries and tours of Western Naval Command further amplifying the critical need for elevating the US-India Comprehensive Global Strategic Partnership.

“This is an indication of the importance of the increased congressional engagements one will see in the years ahead. The India Caucus in the US Congress has the potential to play a critical role in this US objective and priority,” Chugh said.

“Ro Khanna has been a tireless champion of US-India relations for at least 20 years, well before he was elected to Congress. It is unsurprising that he has focused some of his efforts in the House over the past several years to lead the way in strengthening and advancing the bilateral relationship even further,” Desai said on Wednesday.

According to Desai, Ro’s delegation, in many ways, has been unlike any others that have visited India in the past.

“While it included some traditional aspects, including meeting with the Prime Minister and EAM, it seems Ro really endeavoured to capture the full cultural richness and complexity of India through his meetings with Bollywood legends like Amitabh Bachchan and Anupam Kher, academics, and other civil society leaders.

''It underscores a unique vision of US-India relations that can serve as a blueprint for both counties moving forward,” he said.

The Congressional delegation once again reaffirms one of the central, most important features of the US-India relationship - the nearly ironclad bipartisan consensus surrounding it, Desai said.

It is one of the primary reasons the partnership continues to grow in leaps and bounds regardless of who is in power in Washington, he said.

“Ro’s ability to work across the aisle is well reflected in the various bills he sponsored and have become laws. He’s predictably deploying those bipartisan credentials now in service of the bilateral relationship,” he said.

New Delhi, Apr 28 (PTI) A central government delegation is on a three-day visit to Bangladesh beginning Sunday to further boost bilateral ties on governance matters, according to an official statement.

The visit is being undertaken on the invitation of the Bangladesh Ministry of Public Administration and will focus on the mid-career capacity building programs in field administration for Bangladesh civil servants, said the statement issued by the Personnel Ministry on Sunday.

“V Srinivas, Secretary of Department of Administrative Reforms and Public Grievances (DARPG) will lead a four-member delegation to Bangladesh from April 28-30, 2024 for bilateral discussions regarding renewal of memorandum of understanding (MoU) between National Centre for Good Governance (NCGG) India and Bangladesh Ministry of Public Administration for the period 2024-2029,” it said.

The NCGG and the Bangladesh Ministry of Public Administration have collaborated for conducting capacity building programs for Bangladesh civil servants since 2014.

Under the bilateral collaboration, 71 capacity building programmes were held and 2,600 Bangladesh civil servants have visited the NCGG since 2014, the statement said.

“The Bangladesh government has emphasised on the utility of these training programmes and conveyed interest in renewal of the MoU between NCGG and the Bangladesh Ministry of Public Administration under which these training programmes are being organised for the next five years when it expires in 2025,” it added.

During the three-day visit, Secretary Srinivas will hold bilateral meetings with Minister of Public Administration, Senior Secretary Ministry of Public Administration, Director General of the Civil Services Administration Academy, Director General of the Public Administration Training Centre, Director General Governance Innovation Unit in the Prime Minister’s Office and the Additional Secretary Career Planning and Training Wing of Ministry of Public Administration.

Srinivas will address the participants of the law and administration courses and faculty of Bangladesh Civil Services Administration Academy on “Institutionalization of SMART Governance to Enhance Public Service Delivery”, the statement added. PTI AKV NB
