MoI Announces Revised Regulations for Family Visit, Residence Visas

Doha, December 03 (QNA) - The Ministry of Interior (MoI) announced Sunday revised regulations and procedures on bringing residents' families to either visit or reside in the country, a move aiming at simplifying their entry and elevating the quality of services in line with the State's strategies.

In a statement, the MoI said the amended regulations would link the residents' families' entry with the provisions of the employees' e-contracts concerning salary and accommodation. For government and semi-government sector, employees must secure family accommodation through their employer or maintain a salary not less than QR 10,000, verified by an employment contract.

Regarding private sector employees, the procedures stated that they must hold a technical or specialized occupation, with a salary not less than QR 10,000, or QR 6,000 along with family housing verified in the employment contract.

Children within the mandatory education age bracket (6-18 years old) must be enrolled in licensed schools in the country or submit proof of their education enrollment outside the country through the educational platform supervised by the Ministry of Education and Higher Education. This requirement is mandatory for them receive or renew the residence permit.

For family visits, the sponsoring resident must have a profession not in the labor sectors, with a salary not less than QR 5,000 and family housing verified by the relevant authorities. The General Directorate of Passports offers all its services through the Metrash2 app and the MoI's official website, according to the statement. (QNA)

To check the medical test reports for a family visit visa in Qatar, follow these steps:

  • Click on “Health E Transactions” and select “Inquiries” from the drop-down menu.
  • Choose “Visa Medical Report” and enter the QID number of the person for whom you are to check the report.
  • Enter the CAPTCHA code and click on “Search”
  • Preview your medical report now.

You may also check your medical test report from Metrash mobile app after 2-3 days of the medical test.

If you are unable to access the report online, you can also visit the Medical Commission office in person to obtain a copy of the report. It is important to note that medical reports are only valid for a limited time, maybe for 3 months. So make sure to check the expiration date.

Undergo the Fingerprinting Process for Family Visit Visa Qatar

Once, you have done the Medical test. You are supposed to provide fingerprints digitally to the Ministry of Interior. You need to follow these steps:

  • Prepare all the required documents such as Sponsor’s Passport and Qatar ID copy, Blood Group report, and two passport-size pictures with blue backgrounds.
  • Book an appointment with the Qatar Visa Center (QVC).
  • Visit them on appointment day.
  • Provide your biometric information and fingerprints which will be scanned electronically.
  • Proofread your information, If it is accurate proceed next.
  • Pay the fingerprint fee, if applicable.
  • QVC will forward your biometric information to the Qatar authorities for processing.
You should have a Blood-type / Blood Group Certificate for residence permit from local clinic. It will cost you around QR 30 to 50.

  • Fill out the application form
  • Copy of your passport and family member’s passport.
  • Copy of your Qatar ID card and your family member’s Qatar ID cards if applicable
  • Proof of your relationship with family such as marriage certificate, birth certificates, etc
  • Copy of your employment Contract and salary certificate
  • Proof of accommodation.
  • Medical Certificate for each family member.
  • Police Clearance Certificate for each member over the age of 18
  • Submit your application: you can submit your application and supporting documents to the Ministry of Interior’s General Directorate of Passports and Expatriates Affairs. You can also apply online or physically in any of the ministry service centers.
  • Pay the Fees: You will need to pay the application fee. This depends on the number of applicants.

Qatar visit visa rules and requirements.

Visit Visas are applicable to tourists, who intend to spend more than 14 days in Qatar, and those coming for family visits as well as those on long-term business visit. It requires the sponsorship of a resident in Qatar or any company or hotel licensed to operate within the country.

The Interior Ministry in Qatar offers entry visas of various types, including, visa-on-arrival , visa-in-advance , electronic notification etc., based on the laws and decision. The applicant should possess a valid passport indicating minimum six month duration and a return ticket or onward ticket. Some countries may also require hotel reservation, cash or credit card too.

Visa-free entry to Qatar

Visitors from most countries in the world can now enter Qatar visa-free, or by just filling out an online application, depending on the passport they carry. Nationals from more than 80 countries are allowed visa-free entry into Qatar, permitting varying stay duration. Nationals of these countries do not require a prior visa when visiting Qatar , and can obtain a visa waiver on arrival to Qatar, upon presenting a valid passport with a minimum validity of six months and a confirmed onward or return ticket.

Therefore, if you belong to the list of countries that are permitted visa-free entry, it means you do not have to make visa arrangement prior to your trip to Qatar, and you would be eligible for a visa waiver (a definite length of stay in the country without visa) upon arrival, free of charge.

Eligibility for visa-free entry on arrival in Qatar

Here’s the list of countries that are granted visa-free entry. Nationals from these countries are eligible for visa-free entry upon arrival in Qatar. In most cases, applying for a visa is easy and can be done online through Hukoomi portal or the Ministry of Interiry (MOI) website .

VoA service has now been resumed, after it was suspended in 2020 at the start of Covid-19. At present, nationals of over 90 countries are eligible for Free QatarVoA.

As per the latest rules, only eligible travellers who have taken the vaccines approved by Qatar’s Ministry of Public Health will be extended visa waivers upon arrival.

They should also meet other conditions for eligibility of VoA, such as citizenship, 6 months valid passport, hotel booking, return air tickets, credit/debit cards etc. They should also obtain pre-travel approval by applying on the Ehteraz website.

Meanwhile, GCC nationals, GCC residents, EU nationals and residents who meet the immunity criteria as per Covid health apps shall be honoured and accepted in Qatar, and shall be exempted from online registration.

Countries that have a visa on arrival arrangement with Qatar

The latest rule says that Indians, Pakistani and Iranian nationals headed to Qatar seeking Visa-on-Arrival (VoA) will have to pre-book hotel stay for their entire duration. The booking will be valid only if they are made through Discover Qatar. This is applicable only to VoA seekers, who already have family/friends in Qatar, and wish to stay with them. This is not applicable to family visit visas.

VoA is valid for 30 days from date of issuance on single trip or multiple trips. This can be further extended for a period of 30 days.

Further rules that are applicable include:

  • Passport should have at least 6 months validity
  • A confirmed return ticket
  • Passenger entering Qatar should carry minimum cash of USD1400 or valid credit card.
  • Should be fully vaccinated with vaccines approved by Health Ministry in Qatar, and should have completed a period of 14 days after the last dose.
  • Should have a certificate that confirms negative PCR test completed with 48 hours from the time of arrival in Qatar.

List of countries for 180-day (6 months) validity

If you are a national of any of the countries listed below, your visa waiver will have a validity of 180 days from the date of issuance, and the holder can spend upto 90 days in Qatar in a single trip, or on multiple trips. 

  • Antigua and Barbuda
  • Czech Republic
  • Dominican Republic
  • Liechtenstein
  • Netherlands
  • Switzerland

List of countries for 30-day validity

For nationals belonging to the below-listed countries, the visa waiver would be valid for 30 days from the date of issuance and the holder is entitled to stay for upto 30 days in Qatar during a single trip or on multiple trips. The waiver can be extended for another 30days.

  • Falkland Islands
  • French Guiana
  • New Zealand
  • South Africa
  • South Korea
  • United Kingdom
  • United States
  • Vatican City

Visas are not required for nationals of UAE, Bahrain, Kuwait, Sultanate of Oman, Saudi Arabia and residents of GCC or Arab States who hold prestigious positions including medical doctors, businessmen, engineers and people in such other authorized professions.

Confirm with your airline if you are valid for the visa on arrival, before paying for your airline ticket.

To extend visit visa:

  • Go to Visit Visa Extension Service page at the MoI website (https://portal.moi.gov.qa/wps/portal/MOIInternet/services/inquiries/visaservices/visitvisaextension).
  • Enter the visa number or passport number
  • Choose the nationality from the drop-down list
  • Enter the verification code from the picture or the audio
  • Click on “extend” button.

The visa can then be renewed for another 30 days. However, ensure that you renew it before the expiry of the visa to avoid complications.

Qatar VoA for GCC residents

GCC residents, who hold positions in approved professions and those accompanying them, can obtain a GCC Resident Visit Visa on arrival in Qatar.

If you are a resident of GCC, you are eligible for a single-entry VoA. The visa will be issued if your Residence Permit is valid for atleast six months, and if your profession (as mentioned in your permit) falls into the list of eligible professions.

Family Visit Visa

Families of sponsored residents may enter Qatar on a short-term Family Visit Visa. 

When applying for family visit visa for immediate family members (spouse and children), the following documents are necessary:

  • Copy of applicant’s Qatar ID
  • Copy of visitor’s passport
  • Proof of Relation (birth certificate for children, notarized marriage certificate for wife).
  • Work contract
  • No Objection letter rom employer citing profession and salary
  • Photocopy of company card
  • Round trip flight tickets
  • Health insurance 
  • Minimum salary requirement of QR5000 (USD 1373).

For newborns, necessary documents include:

  • Original passport of the child
  • Original birth certificate
  • Copy of Residence Permit for applicant and mother’s visa

Family Visa Validity

The visa holds one month validity. However, the validity can be extended for a period of two months for family members, making the total duration of stay as three months.

Visa Extension

  • Visit the office of Ministry of Immigration (MoI) or MoI Service Centre and submit your passport and return ticket.
  • Pay a fee of QR200 as renewal fee for visit visa for every additional month, with QR
  • For online process, extend your visa from Interior Ministry website page https://portal.moi.gov.qa/wps/portal/MOIInternet/services/inquiries/visaservices/visitvisaextension.

When applying for visit visa for other relatives (please note that only married expats can apply for family visit visa to sponsor other relatives), the following documents are necessary:

  • Copy of Qatar ID of the applicant
  • Copy of visitor’s Passport
  • Copy of wife’s Qatar ID (if she is a resident)
  • Proof of relationship (Passport, Birth certificate)
  • NOC from employer mentioning profession and salary
  • Photocopy of the Company Card
  • Health Insurance
  • Minimum salary requirement for applying for a family visit visa for relatives is QR10,000 (USD2746)

Visa Application Process

Expatriates visiting Doha are required to have a passport and a visa. Therefore, if planning a visit to Doha, begin the visa application process atleast a month in advance to your trip. 

General online procedure for family visit visa:

  • Download and register on Metrash2 application on your mobile phone.
  • Login to your account, and go to visa icon, choose ‘family visit application’ from the menu.
  • Fill up the necessary personal details, and choose the “I agree on validity of data” option and proceed.
  • Upload the visitor documents including Birth Certificate, Passport Copy etc. 
  • Confirm the final step of the process.
  • The applicant will receive an application number, and once the application gets approved in a few days’ time, proceed with fee payment.
  • Pay the fees for visa online after the application is approved and verified. 
  • Once the payment is completed, download the visa copy from Interior Ministry website and send it to the visitor.

General offline procedure for family visit visa

  • Fill up the form and submit it to the Ministry of Interior (MoI) service centre, along with necessary documents.
  • The person at the counter will either accept the form, or may want you to meet the officer for final approval.
  • The officer in-charge may conduct an interview questioning the purpose of your visit, and your relationship with the sponsor. If the officer is satisfied with your answer, you will be given a receipt, containing tracking number, and you can check your visa status online thereafter at https://portal.moi.gov.qa/wps/portal/MOIInternet/services/inquiries/visaservices/visaapprovaltracking. 
  • Once approved, visit the MOI centre once again and submit your receipt.
  • Pay the visa fee at the centre
  • A printout copy of your family visit visa will be handed over to you after paying the fee. The visa can also be downloaded from the Interior Ministry website.
  • You can now book the tickets for your visitors.

The visa fee is QR200 per visa, apart from QR50 for each registered dependent or companion. The visa is extended against same fee with overstay fine of QR200 applicable per day.

Tourist Visas

Nationals of more than 80 approved countries can obtain Tourist Visa upon arrival. This visa can also be issued online prior to travel. The general types of tourist visas are:

  • Tourist visa through employer, wherein hotels, embassies and other authorized employers can arrange visas for nationals of the approved countries before they arrive in Qatar.
  • Tourist visa through airline or hotels, wherein, the visa is granted to visitors of approved countries through authorized hotels operating in Qatar, or sponsoring residents with relationship to applicants through Qatar Airways. This is valid for one month and cannot be renewed.
  • The third type is a Joint Tourist Visa that allows visitors to travel freely between Qatar and Oman. This is a one-month visa that is issued on arrival or online before arrival, and can be extended for another month. The fee for extension is QR100.

Although the requirement of documents may change as per the nationality of the applicant, some of the common documents required for a tourist visa to Qatar are:

  • Original passport with 6 months validity ahead of date of travel
  • Coloured photos as per the specifications
  • Confirmed return tickets
  • Proof of Income Tax Returns
  • Proof of accommodation (invitation letter, hotel reservation etc)
  • Purpose of visit (sponsor letter, exhibition or conference pass etc)
  • Prood of identification and nationality

Transit Visa

Passengers transiting in Qatar for a minimum of 5 hours are eligible to apply for Qatar Transit Visa. This is free of charge, and is valid for four days (96 hours), and is open to passengers of all nationalities.

However, to obtain a transit visa, a clear passport copy with a minimum of six months at the time of entry into Qatar.

The visitor should also have confirmed tickets for a journey into Qatar and the onward journey out of Qatar. The flights should be operated by Qatar Airways.

It is necessary that the visitor holds a copy of approved transit visa at the time of boarding and upon arrival in Qatar.  

All residents, except women and children sponsored by their father or husband, will require an exit visa before leaving Qatar. Exit permits are usually arranged by sponsors.

Authorized users can complete the procedure of exit visa online by logging on to http://portal.www.gov.qa/wps/portal/topics  or in person by going to MOI Passports and Airport Security Department. Else, there are immigration offices in Hamad Medical Corporation, Al Dayin, Al Khor, Al Shahaniya, Mesaimeer, Q-Post, Doha Industrial Area, Souq Waqif, Al Wakrah, Al Shamal, Dukhan, and Umm Salal.

Exit permits can be either single or multiple. For online applications, select the exit permit type, and fill in all required fields including the applicant ID and passport numbers and pay requisite fee.

In the year 2020, Qatar made a series of reforms to its employment regulations eversince it was chosen to host the 2022 World Cup. Qatar has scrapped the mandatory exit permits otherwise required for migrant domestic staff and other groups, as part of its efforts to boost rights for guest workers.  Earlier, all foreigners working in Qatar had to obtain authorization from bosses to leave, but now only military people will routinely require such a dispensation.

Qatar has also done away with exit visa requirements for foreign workers including oil and gas workers, civil servants and employees of government bodies including Qatar Airways.

Currently, a domestic worker can enter and exit the country without having to submit their employer’s permission.  

It is now possible for nationals and residents to purchase an e-gate card prior to going on vacation. This can help avoid normal immigration hassles. The e-gate card can be inserted at the e-gate and you can place your finger on a biometric scanner. These cards can be obtained at the airport immigration office, located opposite the airport. However, make sure that you carry your ID card with you. The use of e-gate is free. There is no need to pre-register before you use the e-gate. It can be used when arriving or departing from Qatar. ID card holders over the age of 18 can use this.

Kindly note: Visa rules are subject to sudden change without warning. Kindly contact the embassy in your country or the relevant authority in Qatar, as that is the only source of information that can be relied upon. The General Directorate of Passports is in the process to introduce new procedures that will enable people to submit their family residency applications electronically through the systems and available online mechanisms like Hukoomi website, Metrash2 and the internal services system, said Major General Mohammed Ahmed Al Ateeq, Director General of the General Directorate of Passports in an exclusive interview with The Peninsula.

Since the issuance of the executive regulation of Law No. 21/2015, there are no new conditions set for obtaining families Residency Permit (RP), rather the in force conditions have been simplified, and procedures have become much easier. No applications fulfilling the requirements have been rejected. In addition to this, the government has decided to allow children of residents to work while they are under sponsorship of their guardians, said Major General Mohammed Ahmed Al Ateeq, Director General of the General Directorate of Passports, in an exclusive interview with The Peninsula.

Major General Mohammed Al Ateeq said that the administration is in the process to introduce new procedures that will enable people to submit their applications electronically through the systems and mechanisms available on the online services like Hukoomi website, Metrash2 and the internal services system.

He added that the new, in this aspect, is the provision of family RP service through Metrash system, and making the personal interview of an applicant through visual device is available at the nearest unified service centre in different parts of the country.

In this regard, he explained, in the past the applicant was required to come personally to the headquarters of the General Administration of Passports to meet with the competent committee. After connecting the visual equipment to the headquarters, the service has been simplified saving effort and time of applicants as applicant now does not need to take burden of transportation and can easily visit the nearest service centre, he added.

Regarding the percentage of accepted and rejected applications, he pointed out that applications that meet the required conditions are accepted due to simplified conditions and easy procedures. “Rejection of application is only because of lack of fulfilment of requirements or failure to present some documentation,” he said, noting that even in such cases “applicants are directed to bring the documents and fulfil the requirements to get the application approved”.

 He pointed out that there is an increase in the number of applications for family residency and a significant increase in the number of applications is being witnessed every year. For example, 40160 applications were approved in 2018 compared to 39612 applications in 2017, showing an of increase 548 applications.

“The Ministry thoughtfully planned to offer the necessary facilitation to ensure their stability. We believe that when the resident stays with his family he is more stable and productive.”

In response to another question about the continuous growth of population despite the completion of most of the mega infrastructure projects in the country which could be a cause of return of large number of expatriate workers to their countries, Major General Al Ateeq said: “There is a coordination between the Ministry of Interior and the Ministry of Administrative Development, Labor and Social Affairs to adjust the conditions of these workers with the completion of major projects to benefit from their experiences and skills in other projects in process and benefit from available job opportunities in the Qatari labour market.”

Major General Mohammed Ahmed Al Ateeq also talked about the period allowed for newborn children born outside Qatar and whose parents reside in Qatar. He said they shall be granted an immediate entry visa from the airport/port of entry before the lapse of six months from the date of their birth. In case, babies exceeded the six month period, they need to get entry visa in prior. For children who are grown up and exceed the legal age they are granted RP under their parents for one year in order to find an employer for the following year.

Moreover, he said, the Ministry has decided to allow children of residents to work while they have residency permits under their parents regardless of their age. He also commented on complaints of some residents who think that they meet the requirements for obtaining family residency permit despite that their application for family RP get rejected by the Committee, saying: “Any application that fulfils the requirements gets approval.

Applications which does not fulfil requirements and have deficiencies are the only ones rejected by the Committee. However, applicants are also directed to complete the requirements and resubmit the application for approval. He reiterated that no application that meets the required conditions will be rejected.

In response to another question regarding a connection between family residency and a university degree, he explained: “After the issuance of Law No. 21 of 2015 and its executive regulations, this condition has been cancelled therefore the Committee does not require a university degree for obtaining a family residency permit.

However, he said, the competent authority looks at the profession of the applicant and the salary ceiling and also on family housing to make sure that the applicant is capable to bear the burden of living with his family, and accordingly RP approval takes place.

Regarding a question that a husband cannot be a sponsor of his wife in case the wife has a university degree and he does not have it, the Major General stated that this condition of having university degree is no longer required.

Speaking about requirements of family visit, the Director General of the General Directorate of Passports said any person applying for a family visit or wants to bring relatives on visit visa needs to prove that he can provide them housing and capable to bear their responsibility. As for the requirement of being the first-degree relatives, the Major General said that the first-degree kinship was not a condition that can prevent the entry visa for relatives of other degrees such as uncles as well as it also applies to the relatives of the wife.

When asked about any plans for opening new unified service centers, he stressed that the State has opened 15 service centres distributed throughout the country, and six service offices located at Qatar Airways, Qatar Financial Center, Ministry of Interior, Ministry of Administrative Development, Labour and Social Affairs, and the Higher Committee for Inheritance and Projects, adding that new outlets will open when and where needed. Al Ateeq explained that the new administration for recruitment support services plays an important coordination role between Qatar and labor-exporting countries through Qatar Visa Centers abroad.

He said that the service centres opened in the labour-exporting countries complete the procedures for obtaining residency permits for new workers, where they go through biometrics, medical check-up and also sign employment contracts and according to the results, they are granted entry visas and a residency permit in Qatar.

In response to a question whether the attestation of an employment contract from the Ministry of Foreign Affairs and the Ministry of Labour is a prerequisite for obtaining the entry visa, he explained that it is necessary to make sure that employment contract is attested and all the relevant documents are available via electronic systems and used by Qatar Visa Centers abroad to complete the necessary procedures for the entry visa and granting a residency permit to work in the State of Qatar.

With regard to non-renewal of residency permit, the Director General of Passports said that any person who fails to renew his residency permit in the required time, is actually committing a violation of the provisions of the law of entry, exit and residence of foreigners in the State of Qatar. In case of the inability to renew the residency permit within the legal period which is three months, there is a fine of QR10 enforced by the law which is paid by the violator for each day of delay for non-renewal of residency permit and QR200 for the visitor who exceeded the permissible period.  

In case of non-renewal, the residency of the expatriate in the country shall be considered illegal and shall be subject to legal prosecution and the penalty as prescribed by law.

Regarding the accumulation of these fines, Al Ateeq said these fines have a financial limit of QR12,000 as a maximum for violating the non-extension of the visit visa, and QR6,000 for the violation of non-renewal of RP.

With regard to the exit permit for employees and their job transfer to another employer, he said: “After the issuance of law No. 21/2015 regulating the entry and exit and residence, a committee has been formed to look into the grievances and complaints of residents related to exit.”

The Committee responds to any complaint or request relating to exit permit within three working days and the resident is allowed to leave the country unless there is a travel ban by courts or public prosecution as in this case it is not allowed to leave the country that can be done only after the removal of the order prohibited by the justice authority.

When asked why people visit the General Directorate of Passports despite the effectiveness of the service of Matrash 2 and its availability in the hands of people, Maj. Gen. Al Ateeq explained that the State has made great strides in utilizing electronic services especially the Matrash2 system and most services are provided through online service.

The Directorate General of Passports strives to provide all services through this system and other electronic applications in the coming period, he added.

Regarding the visitors, he stressed that most of them are elderly or individuals who are unable to use this service or companies’ representatives who have a shortage of certain conditions or sometimes people make mistakes and they visit for their correction or on reasons related to the system when it does not accept their applications due to some deficiencies and requirements which are lacking.

Regarding unbridled labor, Al Ateeq said that the existence of this phenomenon is linked to the fake companies that bring employees and leave them without jobs or allow them to work with others, sometimes with their consent and sometimes without their consent. “We coordinate with the Ministry of Administrative Development, Labour and Social Affairs and the security departments to carry out inspection campaigns, arrest violators and take legal action against them.”

He said that legal action is taken against companies that have hired them and companies that employ them illegally; as well many such companies were blacklisted and banned.

He added that the Ministry of Labour, scrutinises and examines the conditions of companies and their activities before agreeing to grant them permission to bring workers from abroad, and attest the contracts before saving them in the electronic system.

Al Ateeq stressed that this phenomenon has not disappeared permanently despite its significant decline. The situation is not like it used to be several years ago thanks to the strict measures taken by the concerned authorities against the fake companies violating the rules and rights of workers.

He added there were cases of unbridled labourers and workers being recruited without granting them jobs. “We also coordinate with the Embassies of their countries, cooperate in solving their problems, protect their rights by settling their situations in accordance with the law, and punish those who committed these violations.”

He added that the opening of Qatar Visa Centers abroad plays an important role in preventing such violations because the contracting process requires to ensure the integrity of the legal status of the company, its activities and also ensures the right of the worker, and these procedures eliminate the phenomenon of loose labor and protect rights of workers.

In this regard, he said, the General Directorate of Passports has plans to open new visa centres abroad in more countries. Currently, the focus is on Asian countries as main source of labour. He said that these centres will be opened in other labour-exporting countries, including Arab countries.

He said: “There are some workers who claim that the companies they work with have allowed them to work on their own.” He advised such workers not to violate the laws under the pretext that companies have allowed them because the company is the employer. If the company is unable to provide them with a job opportunity, they should look for another employer by resorting to the competent authorities to whom they should submit their complaints, Legal actions will be taken against the violating companies and the workers’ rights will be protected and their legal status will be rectified.

But if the worker is arrested without doing these procedures, it is considered an offending act same like the company that allowed him to do so, and action will be against them. At the end of the interview, Maj. Gen. Al Ateeq said that the law has become clear to all, including residents, and what we ask them to abide to its provisions.

“If they face a problem in renewing their RP, they should check with our concerned authorities before fines accumulation without complicating the problem and making their stay in the country illegal. It is best to address the problem at the earliest to avoid violation of law.”

Directing his talk to the citizens and residents, he said people should abide by the laws in force in the country because these laws laid the basis for their service.  “We have awareness campaigns through the Department of Public Relations and inform citizens and residents of all new laws, regulations, systems or procedures related to the work of this department.”

How to Convert a Family Visit Visa to Qatar Residence Visa

Initially, the family visit visa is granted for one month and can be extended for another five months for first and second-degree relatives and in-laws (Father, Mother, Sister and Children). For other relatives, it can be extended only for two months. As stated in the Ministry of Interior Qatar .

Should you wish to convert it to family residence visa, the Hukoomi of Qatar states that expats or employees who wish to bring their family in Qatar can apply for family residence visa only after getting an approval from the Ministry of Interior. And you must be earning at least QR10,000 to be allowed to sponsor your family.

Guide to Changing a Family Visa (Visit) to a Residence Visa in Qatar

After obtaining an approval from MOI, you have to follow the process on how you can convert the family visit visa to permanent residence visa, and this is according to the Hukoomi Portal of Qatar.

  • Download and fill out the  application form .
  • Attach the following documents:
  • A copy of employer QID.
  • A copy of the valid passport of the person to be brought in.
  • An attested copy of marriage contract and birth certificate for children.
  • An attested copy of the employment contract proving job and salary.
  • A certificate of good conduct for adults attested by relevant authorities.

Reminder: The marriage contract and birth certificate(s) of the people to be brought in should be attested by the Ministry of Foreign Affairs (MOFA) of your country and The Qatar Embassy in your country.

Bear in mind that this is an important transaction, and it will be a lengthy process, so you have to be prepared for the long queues and long wait. Completing the necessary requirements would also mean a long process.

Additional Information in Completing the Family Residence Visa Application

The following are additional information for the family residence visa application. Again, as per requirement of the Hukoomi of Qatar :

  • The form should be typed in Arabic and name & data should be typed as written in the passport.
  • All copies should be clear and original documents are required when for visibility submitting the application for approval.
  • The applicant should pass the medical test outside the country as per the mechanism laid by the concerned authorities.
  • Any other conditions deemed necessary by the relevant authority in this regard will be applicable.
  • To cancel the visa, please visit the centers affiliated to the General Directorate of Border Passports and Expatriates Affairs.

Upon completion, you need to submit all these requirements to the immigration office which is located in Madinat Khalifa in Doha .

The visa issuance fee is QR200. And for each family member whose visa will be converted to residence visa, a charge of QR100 will be required.

Note: For those working in the government agencies in Qatar, the letter from your employer needs to be approved by the Ministry of Civil Service Affairs and Housing .

Qatar is now issuing Family Visit and Tourists Visas following the announcement of the Ministry of Interior (MoI) on July 8 this year.

Under the latest policy, vaccinated people from all countries are exempted from quarantine. Countries are classified into 3 categories – green, yellow and red. Vaccinated people coming from the red list are required to have repeat RT PCR on arrival.

If coming from green list countries then adults including pregnant women, lactating mothers and 75 years old and above will need home quarantine for 5 days.

Can Family Visit or Tourist Visa Holders Work in Qatar?

According to Hukoomi, Qatar’s e-Government Portal, residents in Qatar who are under the sponsorship of their family members may submit a request to obtain a work permit at the Recruitment Department at the Ministry of Administrative Development, Labor and Social Affairs (MADLSA).

There is also a report circulating on social media that  17 Indians who arrived in Doha on tourist visas last July 22, were denied entry and sent back after failing to meet all of the requirements to be eligible for on-arrival tourist visas.

According to Indian media, the 17 passengers, who landed from Kozhikode on an Air India Express flight about noon, failed to provide QR5,000 in cash or a credit or debit card with the appropriate balance, both of which are required for Indians seeking on-arrival tourist visas.

The passengers were sent back late at night after spending roughly 10 hours at Hamad International Airport, the report added.

Passengers coming to Qatar from all ports will have to pre-register on the "Ehteraz" website ( www.ehteraz.gov.qa ) and attach all the required documents before arriving in Qatar for a period of no less than 12 hours.

No quarantine required for Qatari citizens and residents including GCC citizens who are currently QID holder if fully vaccinated with an approved vaccine or diagnosed and recovered from COVID-19 (within 9 to 12 months) in Qatar, or in other member states of the GCC provided that the latter received at least 1 dose of any of the MOPH-Qatar recognized vaccine.

Qatar Family Visit Visa Now Open For More Countries

Metrash2 now accepts family visit visa applications from more countries including India, Pakistan, Sri Lanka and Bangladesh. Now residents can fill in the details and submit relevant papers via Metrash2. 

The Philippines and Nepal, which were part of the compulsory 10-day hotel quarantine requirement list, are also now available in the family visit visa list.

As per the new travel policy, people with family visit visas can travel to Qatar, provided they are fully vaccinated by a MoPH approved vaccine and they are exempted from quarantine requirements.

Regardless if you are coming to Qatar for work or visit, MoI added that travelers coming to Qatar through its land, sea and air ports will be subject to the requirements and procedures set by MoPH.

Whether with regard to those who have been vaccinated with vaccines approved in Qatar or those who will be subject to quarantine procedures approved in the country, everyone is required to comply with the travel requirements to limit the spread of COVID-19.
