Japan Eases Travel Restrictions For Passengers From Hong Kong, Opens All Cities

Japan, which had limited passenger flights from Hong Kong till December 30 (Friday), recently announced that it has opened up travel to all cities for passengers from the region. Here are the details.

As per the latest reports, Japan has opened up all its cities to travellers from Hong Kong. As per its earlier update on December 30, 2022, only a handful of destinations could be visited by people from Hong Kong, as a means to curb the spread of COVID-19 in Japan. On Wednesday, January 4, the Japanese government overturned this ruling, making travelling to all airports in the country permissible for visitors from the region, the report states.

On December 30, the Japanese government limited the number of cities travellers from Hong Kong could fly to. These were Narita and Haneda in Tokyo, Kansai in Osaka, Chubu in Nagoya, New Chitose in Hokkaido, Fukuoka and Naha in Okinawa, reports South China Morning Post . Six days later, the ruling was overturned, allowing visitors to explore all cities in Japan.

All coronavirus-related information on this website is gathered from the government ministries and authorities responsible for handling COVID-19 restrictions and measures. Due to the regularly changing situation and the constant updating of information, it is essential that you always check for updates and follow the latest guidance from the relevant ministries and official bodies.

Information about entry into Japan

For the time being, foreign nationals who have stayed in any of the areas listed in the following table within 14 days prior to the application for landing are denied to enter Japan, unless special exceptional circumstances are found. Note that foreigners from the countries/regions where the entry bans do not apply are not denied to enter Japan, even when traveling via those countries/regions listed in the table for refueling or transit purpose. Those who entered those countries/regions are, however, subject to the entry ban.

The re-entry into Japan of foreign nationals with status of residence who have stayed in designated countries/regions in response to coronavirus variants of special treatment on border measures within 14 days prior to the application for landing are denied for the time being, unless there are special exceptional circumstances.

The current quarantine measures are subject to change regularly.

From 12:00 am (Midnight/JST) December 2, 2021, as an emergency precautionary measure from a preventive perspective against coronavirus variant Omicron (B.1.1.529), validity of visas already issued by December 2, 2021 is suspended except for the status of residence of “Spouse or Child of a Japanese National”, “Spouse or Child of a Permanent Resident” or “Diplomat”. This measure does not apply to foreign nationals who departed from overseas before 12:00 am (Midnight/JST) on December 2, 2021 and arrive in Japan after the time.

As for visas already issued under “Business Track” or “Residence Track” and visas issued based on “New border measures (4)” , for the time being, validity of those visas has been suspended from 12:00 am (Midnight/JST) on January 21, 2021, based on the announcement of the Government of Japan dated on January 13, 2021.

Validity of visas listed below is suspended for the time being.

(1) Single and multiple-entry visas issued by March 8th, 2020 by Japanese Embassies or Consulates General in China (including Hong Kong and Macau) and Republic of Korea

(2) Single and multiple-entry visas issued by March 20th, 2020 by Japanese Embassies and Consulates General in the following countries

(3) Single and multiple-entry visas issued by March 27th, 2020 by Japanese Embassies and Consulates General in the following countries

(4) Single and multiple-entry visas issued by April 2nd, 2020, by Japanese Embassies and Consulates General located in or accredited to the following countries and regions

As visa exemption measures with the countries/regions listed below are temporarily suspended, those who fall under the measures are required to obtain visas before visiting Japan. The measures will be in place for the time being.

(1) Visa exemption measures agreed with Japan and the following countries and regions

(2) The effect of Pre-Clearances (i.e. visa exemptions) granted by the Japanese Government to APEC Business Travel Card (ABTC) issued by the following countries and regions is also suspended.

The Government of Japan announced some measures concerning arrivals at airports/ports.

These measures will be in place for the time being.

Currently, all foreign nationals who wish to newly enter Japan need to apply for a visa except for those with re-entry permit.

Foreign nationals who are entitled to enter Japan as those with special exceptional circumstances are required to apply for an appropriate visa at Embassies or Consulates or Consular Office of Japan (for Taiwan, Taipei Kaohsiung offices of Japan-Taiwan Exchange Association) in your country/region.

Quarantine procedures at the airport could be pre-registered to save your time. You can register required documents such as Negative Test Certificate, Questionnaire with "MySOS" application. Fast Track is available for those entering from major airports, such as Narita Airport, Haneda Airport, Chubu Airport, Kansai Airport, and Fukuoka Airport. Visit Japan Web is a convenient way to register information for quarantine, immigration and customs procedures before you enter Japan. You can upload an electronic certificate of a negative COVID-19 test result for a test conducted within 72 hours of travel, and generate a QR code. The service is available in English and Japanese.

Japan has partially eased COVID-19 restrictions limiting flights from Hong Kong to a handful of designated airports following protests by the Chinese territory’s government.

Japan, a popular destination for Hong Kong residents, will now allow travellers from the financial hub to fly into seven Japanese airports, up from four previously.

Tokyo announced on Wednesday that flights from Hong Kong, Macau and mainland China would only be accepted at Tokyo’s Narita and Haneda, Kansai in Osaka and Chubu in Nagoya from Friday amid concerns about the potential emergence of new COVID variants in China.

Under the eased rules, travellers from Hong Kong will also be able to fly into the cities of Chitose, Fukuoka and Naha, provided they have not been to mainland China within the past seven days.

The United States, India, Italy and Taiwan have introduced mandatory COVID tests for arrivals from China amid surging cases in the country following Beijing’s decision to unwind its controversial “zero-COVID” policy.

The United Kingdom is also considering introducing similar measures, according to local media.

Hong Kong’s transport department said on Wednesday it was “greatly disappointed by Japanese authorities’ hasty decision during the peak tourist season” and it had contacted the Japanese side to “solemnly request” a reversal of the decision.

“It is understood that around 250 outbound flights of Hong Kong airlines will be affected between December 30, 2022, and the end of January 2023, affecting around 60,000 passengers,” the department said in a statement. “Among them, about 4,000 are tour group travellers. A total of over 150 tour groups involved are affected by Japan’s decision concerned.”

Hong Kong had some of the world’s toughest and long-lasting COVID curbs throughout the pandemic, including a policy of mandatory hotel quarantine that lasted two and a half years .

The Chinese territory on Wednesday scrapped most of its last remaining pandemic restrictions, including COVID rests for arrivals and vaccine passes for venues such as restaurants and bars.

Japan also had some of the strictest restrictions on travel during the pandemic, only fully lifting a ban on foreign arrivals in October.

Japan has slightly eased its entry restrictions for air travelers coming from Hong Kong, adding three more airports open to travelers to and from Hong Kong.

On December 29, 2022, Hong Kong officials asked Japan to withdraw a COVID-19 restriction that requires passenger flights from Hong Kong to land at four designated Japanese airports, saying the decision will impact around 60,000 passengers.

Japan earlier said that it would limit flights from Hong Kong, Macau and mainland China to just four airports from December 30, 2022: Tokyo’s two airports, Narita (NRT) and Haneda (HND) plus Osaka’s Itami Airport (ITM) and Nagoya’s Chubu Centrair International Airport (NGO).  

Hours after Hong Kong’s request, Aljazeera reported that Japan has agreed to ease the restriction slightly. Under the eased rules, travelers from Hong Kong will also be able to fly into the cities of Chitose, Fukuoka and Naha, provided they have not been to mainland China within the past seven days.

There is mounting global concern over the rapid spread of COVID-19 in China following the recent easing of strict lockdown measures . It has been reported that China’s counting method does not correspond with WHO guidance, so results seem to be below the death toll in many other countries.

Japan has announced it will lift tough Covid restrictions on foreign tourists, reopening the borders after two and a half years.

The prime minister, Fumio Kishida, said on Thursday that the pandemic had interrupted the free flow of people, goods and capital that had helped the nation flourish.

“But from 11 October, Japan will relax border control measures to be on par with the US, as well as resume visa-free travel and individual travel,” Kishida said at the New York Stock Exchange. He is in the city for the United Nations general assembly.

Japan, along with China, has continued to impose tough restrictions on visitors while much of the world has moved on from the pandemic. But unlike China, it never imposed a strict lockdown during the crisis.

Tourists who come to Japan will benefit from a weak yen, which has plummeted so low against the dollar that the finance ministry intervened in the currency market on Thursday for the first time since 1998.

The return of the visa-waiver program suspended in March 2020 will restore the ease of access that saw a record 31.9 million foreign visitors to the country in 2019.

Since June, Japan has allowed tourists to visit in groups accompanied by guides, a requirement that was further relaxed to include self-guided package tours.

The cautious approach to reopening had been deliberate, said James Brady, the Japan analysis lead at US-based consultancy Teneo.

Kishida “took office a year ago knowing that perceived mishandling of the pandemic had been a key factor in undermining public confidence” in his predecessor’s government, Brady said.

“He has been extremely careful not to repeat those mistakes.”

Japan has recorded about 42,600 coronavirus deaths in total – a vastly lower rate than many other countries – and 90% of residents aged 65 and over have had three vaccine shots.

There is no law requiring people to wear masks, but they are still near-ubiquitous in public places such as trains and shops, with many Japanese willing to sport masks when ill even before the pandemic.

While the return of mass tourism should give a “slight bump” to Japan’s economy, the benefits were likely to be limited by China’s zero-Covid policy, Brady said.

“Much of the economic benefit pre-pandemic came from high numbers of Chinese visitors coming and spending lots of money on tech products, cosmetics.”

But “currently, Chinese citizens face their own travel restrictions at home and won’t be travelling to Japan in large numbers”, Brady said.

There is pent-up demand for travel to the country, however, according to Olivier Ponti, vice-president of insights for travel analytics firm ForwardKeys.

“Searches for travel to Japan reached their highest point this year at the end of August,” he said. And while flight bookings were just 16% of 2019 levels in early September, “we’d expect bookings to jump” when the visa rules are scrapped.

Liz Ortiguera, CEO of the Pacific Asia Travel Association, said demand from Europe might still be subdued “due to the increase in the cost of living in Europe caused by the Russian-Ukraine crisis plus the rising fuel costs driving up air travel costs”.

Meanwhile, Hong Kong announced on Friday it would end mandatory hotel quarantine, scrapping some of the world’s toughest travel restrictions that have battered the economy and kept the finance hub internationally isolated.

The long-awaited move will bring relief to residents and businesses who have been clamouring for the Asian business hub to rejoin the rest of the world in resuming unhindered travel and living alongside the coronavirus.

For the past two and a half years, Hong Kong has adhered to a version of China’s strict zero-Covid rules, deepening a brain drain as rival business hubs reopen.

The announcement leaves mainland China as the only major economy still requiring a lengthy quarantine for international arrivals.

The chief executive of Hong Kong, John Lee, said the current three days of hotel quarantine would be reduced to zero for those arriving into Hong Kong from overseas and Taiwan.

Travellers will be subject to PCR tests on arrival and will be unable to visit restaurants and bars for the first three days under a system authorities have dubbed “0+3”.

“Under this arrangement, the quarantine hotel system will be cancelled,” Lee told reporters.

Japan, Taiwan, and Hong Kong have announced plans to ease strict COVID entry requirements. But what about nearby China?

Taiwan has fully re-opened to foreign tourists after more than two years of strict COVID-19 border restrictions.

Visitors to the self-ruled island are no longer required to quarantine upon entry, or to take any PCR tests.

Instead, they will need to test negative on a rapid antigen test on arrival, and monitor their health for a week.

Taiwan’s tourism bureau estimated that a total of 244 tourists from some 20 tour groups will arrive Thursday.

The news comes as Japan and Hong Kong also relax their entry rules. But would-be visitors to nearby China still face harsh quarantine policies.

What are the travel rules for Taiwan?

Taiwan reopened its borders on October 13. Authorities have scrapped the current requirement that arrivals quarantine in hotels for three days, followed by four days of self-monitoring.

People who were able to enter the country without a visa before the pandemic have been able to do so from 29 September. A ban on tour groups has also been lifted.

“It has finally come to the final moment of the pandemic,” President Tsai Ing-wen wrote on her Facebook page.

“Now, we must make every effort to revive tourism, stimulate the economy and lead Taiwan’s economy to develop by leaps and bounds.”

Visitors who test positive for COVID-19 will still have to quarantine at a hotel or at home.

What are the rules for travel to Japan?

Japan has allowed a small number of visitors since June, but only as part of strictly managed tour groups.

On 11 October, these requirements were dropped and the cap on daily arrivals lifted. Tourists no longer need a visa to enter the country.

"Japan will relax border control measures to be on par with the US ," said Prime Minister Fumio Kishida.

In 2019, 31.9 million foreign visitors travelled to Japan, spending 4.81tn yen (€35.2 billion). This revenue all but disappeared when the pandemic hit.

In 2021, the country hosted just 250,000 international visitors. This figure includes all the athletes and support staff who travelled to the country for the Tokyo Olympics .

What are the travel rules for Hong Kong?

From Monday 26 October, travellers arriving in Hong Kong will no longer have to go into mandatory hotel quarantine.

The requirement to show a negative COVID-19 test before boarding a flight to the city will also be dropped.

To cater for a sudden surge in demand, Cathay Pacific has added more than 200 pairs of flights in October.

Travellers will still have to abide by some rules , however. They will have to take a PCR test on days two, four, and six after their arrival. For three days after they land, they will not be allowed to enter public areas like shopping malls and restaurants.

What are the travel rules for China?

China is still pursuing a ‘zero COVID’ policy, and maintains strict entry rules for travellers.

Travellers to China face 10 days of hotel quarantine at their own expense.

However, the country’s authorities recently hinted that restrictions might eventually ease.

According to a draft policy document released by China's Ministry of Culture and Tourism in September, tour groups organised by travel agencies may soon be able to run in China's border areas.

This plan is similar to the Japanese tour policy that has been in place for much of this year.

For over two years, Asian governments have imposed tough border restrictions to stop imported COVID cases. Even as the rest of the world rolled back their controls, parts of Asia continued to force inbound travelers to spend time in quarantine, or capped the number of tourists that could arrive each day.

But, in the span of two days, several Asian governments finally relented, announcing an end to quarantines and other travel restrictions in a bid to revive their economies.

Here are the places that have recently announced changes to their border restrictions:

Hong Kong’s government announced on Friday that it would end hotel quarantine for inbound travelers, starting Sep. 26. It would also allow travelers to present a negative result from a rapid antigen test before travel, rather than a PCR test. 

The city is still preserving some COVID restrictions. Arrivals would be barred from engaging in activities deemed high-risk, like in-person dining, for three days after arrival. They would also need to undergo regular PCR testing in the days following their arrival.

Yet Hong Kong residents, desperate to travel, flocked to book long-delayed trips as reports of the policy change emerged on Friday. Cathay Pacific, the city’s flagship airline, gave prospective travelers just 30 minutes to complete their bookings as it tried to handle a surge of web traffic immediately following the announcement. 

Hong Kong has forced international travelers to spend time in hotel quarantine since March 2020. These lengthy isolation periods—at times as long as three weeks—have frustrated the business community. Businesses complained that COVID restrictions damaged the city’s international competitiveness, and made it impossible to hire and retain talent. 

The city’s Financial Secretary said on Thursday that there was a “ very high chance ” the city records negative GDP growth for the year.

On Thursday, Taiwan said it wanted to remove inbound quarantine for international arrivals by Oct. 13. The island’s government also said that it would increase the weekly quota for arrivals to 60,000 by Sep. 23, up from 50,000, and would eventually increase the cap to 150,000. Travelers who qualified for visa-free access before the pandemic could also again visit the island without a visa. 

Arrivals currently have to quarantine for three days . 

Taiwan officials signaled they wanted to  scale back COVID restrictions  earlier this summer by easing some domestic social distancing rules. Officials pointed to low hospitalizations and death rates from the Omicron variant as a reason to start “living with the virus.”

Also on Thursday, Japan’s government announced that the country would reopen to all individual tourists on Oct. 11 . The country will also restore visa-free access to countries that had that status before the pandemic. 

Previously, Japan forced potential tourists to join package tours if they wanted to visit the country, and had strict rules on what tourists could and could not do. That slowed the country’s tourism recovery, with only 8,000 tourists visiting the country in July, compared to 80,000 daily before the pandemic, according to Reuters . 

Japan’s business community now hopes to see an influx of tourists hoping to take advantage of the weak yen .

Elsewhere in Asia

Thailand announced on Friday that it would end a state of emergency spurred by the COVID pandemic at the end of the month. The country will now treat COVID-19 similarly to influenza and dengue, as diseases that warrant surveillance rather than continued controls. The Thai government will also no longer require proof of vaccination to enter the country from next month. 

Another country opening to tourists is Bhutan, which allowed international travelers on Friday for the first time in over two years. But there’s a catch: all foreign tourists have to pay a daily tax of $200, up from $65, which the remote Asian country calls a “sustainable development fee.”

Many countries in Southeast Asia scaled back their COVID restrictions earlier this year. Singapore ended quarantine for vaccinated travelers in April, and in late August, the city-state said it would end indoor mask mandates .

Singapore is trying to attract international business, conferences, and global talent as part of its post-COVID recovery, especially as competitors like Hong Kong languished with COVID restrictions. Singapore is now Asia’s top financial center , according to the Global Financial Centres Index, beating Hong Kong.

The odd one out

There’s a big exception to the reopening spree: mainland China, which maintains seven days of hotel quarantine for all international arrivals. China’s government follows a strict COVID-zero policy, which uses snap lockdowns and mass testing even after a handful of cases. Non-Chinese companies are struggling to get foreign staff to move to China due to concerns about the country’s COVID policies, reports the Wall Street Journal.  

Yet at least one group of arrivals are now able to enter the country. In late August, China announced that international students could finally apply for student visas to attend Chinese universities, two years into the pandemic.

US imposes visa restrictions on Hong Kong officials in response to passing of tough security law

The United States will impose new visa restrictions on a number of Hong Kong officials over the crackdown on rights and freedoms in the Chinese-ruled territory.

Secretary of State Antony Blinken said on Friday that in the past year China continued to take actions against Hong Kong's promised high degree of autonomy, democratic institutions, and rights and freedoms, including with the recent enactment of a new national security law known as Article 23.

"In response, the Department of State is announcing that it is taking steps to impose new visa restrictions on multiple Hong Kong officials responsible for the intensifying crackdown on rights and freedoms," Mr Blinken said in a statement.

The statement did not identify the officials who would be targeted.

In November, Hong Kong condemned a US bill calling for sanctions against 49 Hong Kong officials, judges and prosecutors involved in national security cases, saying US legislators were grandstanding and trying to intimidate the city.

Officials named in that Hong Kong Sanctions Act included Secretary for Justice Paul Lam, Police chief Raymond Siu and judges Andrew Cheung, Andrew Chan, Johnny Chan, Alex Lee, Esther Toh and Amanda Woodcock.

The United States has imposed visa restrictions and other sanctions in the past on Hong Kong officials blamed for undermining freedoms and announced an end to the special economic treatment the territory long enjoyed under US law.

It has also warned that foreign financial institutions that conduct business with them would be subject to sanctions.

The US Hong Kong Policy Act requires the State Department to report each year to Congress on conditions in Hong Kong.

"This year, I have again certified that Hong Kong does not warrant treatment under US laws in the same manner as the laws were applied to Hong Kong before July 1, 1997," Mr Blinken said, referring to when Hong Kong was handed back to China by Britain.

"This year's report catalogues the intensifying repression and ongoing crackdown by PRC [People's Republic of China] and Hong Kong authorities on civil society, media, and dissenting voices, including through the issuance of bounties and arrest warrants for more than a dozen pro-democracy activists living outside Hong Kong," Mr Blinken said.

The Commissioner's Office of China's Ministry of Foreign Affairs in Hong Kong said the report and statements issued by Mr Blinken "confused right and wrong" and "stigmatised" Hong Kong's national security law and the city's electoral system.

The threat to sanction Hong Kong officials "grossly interferes" in Hong Kong affairs and China's internal affairs, a spokesperson said in a statement issued on Saturday.

"Instead of acting as the world's policeman and issuing an annual 'Hong Kong Policy Act report', the United States should take time to examine itself."

China's embassy in Washington said it strongly deplored and firmly opposed US threats to "impose unwarranted unilateral sanctions" on Hong Kong.

"The US side disregards facts, makes irresponsible remarks about Hong Kong affairs, and levels groundless accusations" at the Chinese and Hong Kong governments, the embassy posted on its website.

China sanctions two US firms, points to arms trade with Taiwan

BEIJING — China on Thursday announced rare sanctions against two U.S. defense companies over what it called their support for arms sales to Taiwan, the self-governing island democracy Beijing claims as its own territory to be recovered by force if necessary.

The announcement freezes the assets of General Atomics Aeronautical Systems and General Dynamics Land Systems held within China. It also bars the companies’ management from entering the country.

Filings show General Dynamics operates a half-dozen Gulfstream and jet aviation services operations in China, which remains heavily reliant on foreign aerospace technology even as it attempts to build its own presence in the field.

The company also helps make the Abrams tank being purchased by Taiwan to replace outdated armor intended to deter or resist an invasion from China.

General Atomics produces the Predator and Reaper drones used by the U.S. military. Chinese authorities did not go into details on the company’s alleged involvement with supplying arms to Taiwan.

Beijing has long threatened such sanctions, but has rarely issued them as its economy reels from the COVID-19 pandemic , high unemployment and a sharp decline in foreign investment.

“The continued U.S. arms sales to China’s Taiwan region seriously violate the one-China principle and the provisions of the three China-U.S. joint communiqués, interfere in China’s internal affairs, and undermine China’s sovereignty and territorial integrity ,” China’s Foreign Ministry said in a statement.

It insists that the mainland and the island to which Chiang Kai-shek’s nationalist forces fled amid civil war in 1949 remain part of a single Chinese nation.

Sanctions were leveled under Beijing’s recently enacted Law of the People’s Republic of China on Countering Foreign Sanctions, aimed at retaliating against U.S. financial and travel restrictions on Chinese officials accused of human rights abuses in mainland China and Hong Kong.

General Dynamics’ fully owned entities are registered in Hong Kong, the southern Chinese semi-autonomous city over which Beijing has steadily been increasing its political and economic control to the point that it faces no vocal opposition and has seen its critics silenced, imprisoned or forced into exile.

The two companies did not immediately respond to requests for comment.

China has threatened action against foreign companies and governments that aid Taiwan’s defense and the U.S. military presence in the region , leading to commercial boycotts and diplomatic standoffs.

China banned American firms Lockheed Martin and Raytheon from the Chinese market in retaliation for the use of one of their planes and a missile to shoot down a suspected spy balloon that flew over the continental United States last year. Similar balloons have frequently been discovered floating over Taiwan and into the Pacific Ocean.

Despite their lack of formal diplomatic ties — a concession Washington made to Beijing when they established relations in 1979 — the U.S. remains Taiwan’s most important source of diplomatic support and supplier of military hardware from fighter jets to air defense systems.

Taiwan has also been investing heavily in its own defense industry, producing sophisticated missiles and submarines.

China had 14 warplanes and six naval vessels operating around Taiwan on Wednesday and Thursday, with six of the aircraft crossing into Taiwan’s air defense identification zone — a tactic to test Taiwan’s defenses, wear down its capabilities and intimidate the population.

So far, that has had little effect, with the vast majority of the island’s 23 million people opposing political unification with China.
