The JAPAN eVISA system (electronic visa)

Foreign nationals/people who wish to travel to Japan for tourism for a short-term period can apply for a visa online and receive an electronic visa (eVISA) through the JAPAN eVISA system. As of April 26, 2024, the JAPAN eVISA system is available for nationals/people residing in the following countries/regions.

  • (1) JAPAN eVISA is available only to those who travel to Japan by plane.
  • (2) During the application process, the applicant may be requested to appear in person at the Japanese overseas establishment with jurisdiction over the place of the applicant’s residence for an interview.
  • (3) Only ordinary passport holder is eligible to apply through JAPAN eVISA website.

How to Enter Japan on a Package Tour with the ERFS System

Note: Japan reopens to visa-free tourism for most nationalities starting October 11, 2022. Therefore, most of what is written below is now moot. We are leaving it on our site as a reference and record of this system, but you can safely ignore it.

Japan’s Entrants, Returnees, Follow-up System (ERFS)

Last update: October 10, 2022

ERFS Visa Process FAQ

IMPORTANT: If you are an American citizen living in the United States or a Canadian citizen living in Canada, you can apply for your visa online using Japan’s new eVISA system .

  • Q: What is the first thing you should do when you start the process? Unless you are an American or Canadian citizen (see note above), you should contact your local Japan embassy or consulate and find out if you can visit in person to apply or if you must apply by post/courier. Policies vary widely by location and this can significantly affect processing time, so do this first!
  • Q: How long does it take to get the ERFS certificate? Some Japan travel companies will sell you just an ERFS, so it will only take a day or two. Other companies, who follow the letter of the law, will insist on selling a full package tour, so it can take a week or more. In either case, once you agree on terms and make payment, they will apply to the Japanese government system on your behalf. This system will produce a PDF of your ERFS certificate within 24 hours of application (often almost immediately). They will email you the ERFS certificate, which you take to the nearest Japanese embassy or consulate. They require five business days to process and issue the actual visa. Under ideal conditions, you could do the whole process in two weeks, but it would be better to have month or so to avoid stressing.
  • Q: How long is the certificate of eligibility valid? The ERFS certificate is valid for three months from the date of issue listed at the bottom of the certificate.
  • Q: How long is the visa valid? The actual short-term tourist visa that the Japan embassy or consulate will put in your passport is valid for three months from the date of issue (which is clearly written on the visa itself). That means, you can use it to enter Japan within three months of that date. Note that this is different from the duration of stay to which the visa entitles you (see following).
  • Q: How long can you stay in Japan with the short-term tourist visa? This depends on how long your package tour is. In our test application, we applied using a one-week package tour and they gave us 15 days.
  • Q: How many times can you enter Japan with the visa? The visas are single-entry visas. So, for example, you cannot take a ferry from Japan to South Korea during your Japan trip and then reenter Japan with that visa (even if it’s within the duration of the original visa).
  • Q: How long does it take for a Japanese embassy/consulate to process the visa? 5~7 business days.
  • Q: What do you have to submit to the embassy/consulate when you apply? – Certificate – Application – Passport photo May also be asked for: – Pamphlet of tour – Itinerary of tour – Tour company name and contact details – Guide name – Contact details
  • Q: What happens if Japan opens to independent travelers after you get your ERFS visa? In this case, we assume that the ERFS visa would become irrelevant. You could fly to Japan and they would ignore that visa and give you a 90-day tourist visa on arrival as they did in the “old days.” Note, this is conjecture at this point, since this hasn’t yet happened, but we see no reason why this would not be the case. For a related situation, see the following question.
  • Q: What happens if Japan opens to independent travelers after you have entered the country on an ERFS visa? Since the short-term tourist visa you get under the ERFS system is single entry and for a limited time (in our test case it was 15 days), we assume that you would have to leave Japan before the duration of your visa is up. But there is an easy way to extend your stay: Fly or take a ferry to South Korea (which is open to independent travelers) and immediately return to Japan and you’ll be given a 90-day tourist visa good for independent travel (as long as you can show that you have the funds to support this). BUT, this is only possible if Japan reopens to independent travelers.

Japan starts visa applications for foreign tourists on package tours

japan package tour visa

TOKYO - Japan reopened its borders to foreign tourists on package tours for the first time in two years on Friday (June 10), though this was only on paper as the first arrivals are expected only next week due to administrative procedures.

The government is now accepting registrations by travel agents through a new portal, where they must enter information of tour participants including passport numbers and accommodation details so as to apply for tourist visas.

The Japan Tourism Agency said it can take at least five working days for these visas to be approved.

On Friday, Japan's top business lobby and chambers of commerce issued a joint statement urging a further easing of border measures "to facilitate an environment where people, goods, money and digital technologies can move freely".

Tourism Minister Tetsuo Saito said: "We will make efforts to restore tourism demand by balancing anti-virus measures and socio-economic activities."

He added that the first tour group arrivals will be next week at the earliest.

From this month, travellers from 98 countries and regions - including the United States, China, South Korea and Singapore - can enter Japan without quarantine regardless of their vaccination status, so long as they produce a negative pre-departure polymerase chain reaction test.

The anticipated tourism reboot has drawn a surge in demand, travel agencies have said. But analysts see a missed opportunity - because of the strict guidelines on package tours - to inject foreign tourism spending into the economy, with domestic consumption tepid given rising prices.

The Japanese yen is now at its weakest in about two decades, making it considerably cheaper for foreigners than before the Covid-19 pandemic. The yen fell to 134.56 against the US dollar on Thursday, while one Singapore dollar was worth about 97 yen on Friday, 15 yen more than what it was valued at on the same day last year.

But the first step in the tourism reopening comes stacked with conditions, such as an entry cap of 20,000 daily arrivals - including returning residents.

Guidelines issued on Tuesday also said that tourists must buy travel insurance, be chaperoned by a tour guide "from arrival to departure", follow a strict itinerary and adhere to rules such as mask-wearing most of the time or face expulsion.

The burden is also on travel agencies to keep detailed records of their tours, right down to where tourists sat in restaurants and on transportation, so that quick measures can be taken to isolate close contacts if a positive Covid-19 case was found.

Tours need not be cut short if those affected are quarantined, the guidelines said, unlike a four-person tour from Thailand in a tourism trial last month.

Japan's business lobby Keidanren and chambers of commerce, including from Japan, the US and France, called for measures such as visa waivers for business travellers, along with the rapid resumption of individual travel "in line with other Group of Seven countries" and a complete lifting of the daily arrival cap.

Still, the government is erring on the side of caution ahead of a national Upper House election next month, with media surveys showing that many are wary of a sudden influx of foreigners.

Mr Raphael Mok, head of Asia country risk at Fitch Solutions, told The Straits Times that the economic impact was "unlikely to be significant".

Moody's Analytics senior economist Stefan Angrick added that lingering virus concerns and the cumbersome requirements on inbound travel mean that "tourist numbers (will) creep up rather than snap back".

Still, Japan's Tourism Ministry said in an annual White Paper on Friday that it was aiming for a "V-shaped recovery" to spark the depressed industry, including through such strategies as targeted campaigns at wealthy foreign travellers.

Japan, which hit a record 31.9 million visitors with a collective spend of 4.8 trillion yen (S$49.5 billion) in 2019, has set a target of 60 million visitors with a total spend of 15 trillion yen by 2030.

Only five airports now accept international flights - Haneda and Narita in Tokyo, Chubu in Nagoya, Kansai in Osaka, and Fukuoka - but Japan is expected to resume international flights to New Chitose Airport in Hokkaido and Naha Airport in Okinawa within this month.

Best 10-day Japan tour guide packages

While 5 and 7-day Japan tours are popular choices, especially for first-time visitors, a 10-day Japan package tour is in my opinion the ideal length for a first visit.

If you have the time I still recommend a 2-week or 3-week visit but 10 days is ideal for those who are short on time to see and experience more of Japan.

It offers a more in-depth experience, and I know that not everyone is bothered by this as much as I do, but it is also better for jet lag.

Now here’s a look at some of the best 10-day tours. Further on we have longer tours of around 14 days .

Not many Japan Package tours stop in Osaka although we really liked this vibrant city

Japan Winter Wonder + 4-day ski package-13 days

The Japan Winter Wonder Tour is a 9-day overview tour of Japan, visiting some of the best spots in the country, with the optional extra of adding 4 days of skiing in the small mountain town of Hakuba.

The tour offers a good amount of free time while still providing guided tours for some of the most important locations.

There is a mix of fun, pop culture, historical sites, and skiing on this tour.

The tour starts in Osaka, where there is plenty of free time to explore the city. The tour then moves on to Kyoto, the historical capital of Japan and home to thousands of temples and shrines.

From here, the tour passes on to Hiroshima. Hiroshima is a key historical site and commemorates this with the Peace Park, Peace Museum, Atomic Bomb Dome, and various other monuments. It is also home to Miyajima Island, populated by wild, yet tame deer.

The tour then moves to the capital, Tokyo.

As a city of contrasts, there is a lot to see and do in Tokyo.

There is also a day trip to Hakone in order to catch some views of Mt Fuji before the 4 days of skiing take place.

Hakuba is a small mountain village located in Nagano prefecture. It is home to a number of ski resorts offering slopes at varying levels of difficulty.

This makes it great for both beginners and more experienced skiers.

There are also a number of onsens (hot springs) available to rest in after skiing. After 4 days, the tour returns to finish in Tokyo.

This tour has breakfast provided every day. However, other meals are always left up to the traveler.

The accommodation is mostly twin-share rooms and transport is mostly covered.

  • Guided tour of Kyoto
  • Itsukushima Shrine on Miyajima Island
  • Hakone Ropeway
  • Hakuba ski town

Pros and cons about joining the Japan Winter Wonder tour

  • There is a good amount of free time provided.
  • The ski resort consists of 135 lifts and 200 runs.
  • A good range of cultural activities and tours are included.
  • The skiing leg of the trip is unescorted and due to the round trip to Tokyo only 2 full days. This should be enough however to enjoy the excellent powdery snow.
  • The tour doesn’t really go ‘off the beaten track’.
  • Age is restricted between 18-35 years.
  • Airport pick-up and drop-off are not provided.
  • Insurance is not included.
  • The tour guide doesn’t accompany the group for the 4 days of skiing. This should be okay for most travelers; however, it could be surprising for those who come to rely on the guide.
  • Ski hire and ski passes aren’t included.

Most previous customers loved their time on this tour and enjoyed the company and knowledge of their guides.

Some mentioned that it is important to take into account travel times as this can reduce the amount of time available for activities.

This is true of any trip but is sometimes easy to forget when reading a tour itinerary.

This tour is great for those who want both the ideal skiing trip as well as the perfect Japan vacation.

This tour comes to around € 3.773 (about $ 4.081 at the current exchange rate at the time of writing). Without the ski add-on package the tour costs € 2.298 ( $ 2.486).

What to look for when booking a Japan Holiday Package

The duration of the package is of course important, but it is not everything.

And we would not fixate too much on the destinations either. You obviously want to check off those highlights but all aspects of the tour must be good so that you can fully enjoy your trip.

That is why we recommend carefully looking at these aspects before booking your tour.

  • Group size: Large groups can reduce the price of a tour but can also lead to frustration during the tour. With a larger group everything always goes a bit slower and there always seems to be someone you have to wait for.
  • Does it matches your interests: While some tours manage to balance different interests really well others have a clear focus on a certain aspect. If you are a nature lover, you won’t be able to appreciate the country and the tour if your guide tells you endless stories about the many temples you visit day after day.
  • Pace of the tour: Fast-paced tours are ideal for visiting many highlights in a short time. This allows you to get a good impression of this beautiful country in a relatively short time. But too much is too much. If you think you will no longer be able to enjoy your trip due to the fast pace, it is better to choose another tour.
  • Free time vs guided activities: Some of these tours offer no free time at all while others offer several free days. Both have their advantages and everyone has their preference. It is important that the tour matches what you want.
  • Read the reviews: The reviews are a good place to learn additional things about the tour. Travelers who did the tour before you often share their insights about the pace of the tour and the guide. Things that are useful to get a better idea of what you can expect.

Flights, Visas, Airport Transfers & Travel Insurance

These package holidays take away many of the worries of traveling, but you still have to arrange a few things yourself.

Although travel insurance is never included some tour operators do require that you have it.

Book your flights

Once your tour is booked, you can start looking for flights. We recommend Momondo , Kayak , and Skyscanner to more easily compare the many flight options. These 3 flight aggregator sites compare hundreds of sites to find the best fares.

More info on these and other flight booking sites with tips for finding cheap flights.

Arrange your airport transfer

This is sometimes taken care of by the tour operator, but not always. If not, it might be a good idea to arrange it yourself, or at least have a look at the different options, before arriving. This way you can start your vacation with confidence.

When arriving in or departing from Tokyo

Tokyo’s airports are well-connected by public transport .

Taxis are quite expensive. If you prefer private transport, it is best to arrange this in advance. Here you can book your  private transfer from Narita.  If you are arriving at  Haneda airport, click here to book your private transfer.

When arriving in or departing from Osaka (or Kyoto)

To get from Kansai International Airport to Osaka or Kyoto you can use the train or one of the limousine buses .

Taxis are expensive, if you do prefer a private transfer it’s best to book one in advance .

Most people can travel to Japan under the Visa-exempt program . The period of stay is usually 90 days, except for residents of some countries who can only stay for 2 weeks or 1 month without a visa.

Travelers who need a visa can be assisted by the professional and highly-rated visa services of iVisa .

Don’t forget travel insurance

Finally, a step that is easily forgotten or ignored, is travel insurance.

Travel insurance is often one of those things that it’s easy to think is overpriced and unnecessary until you’re in a situation where you need it.

Unfortunately, we speak from experience and we had to get into an accident ourselves before we started taking out good travel insurance for our trips.

To avoid this happening to you, make sure to book travel insurance well before traveling.

Have a look at  SafetyWing  and   HeyMondo or read this article to see how they compare . Or have a look at VisitorsCoverage . A well-trusted insurance broker with policies for Japan for travelers from age 14 days to 99 years.

The list of tour companies operating in Japan is very long. You have well-known international brands as well as many local niche companies.

The short answer is that there is no one-size-fits-all tour company. Each tour company adds its own accents to a tour.

How much is a Japan tour package?

Prices for a tour package range on average from 200 USD to 370 USD per person per day. Whether your tour will be in the lower or upper end of this range will largely depend on the comfort you choose.

Cheaper tours tend to include accommodation in hostels, or low-end hotels. More expensive tours include accommodation in 3 and 4-star hotels.

Flexible tours that only include limited guided excursions and offer plenty of free time to explore the destinations on your own are usually also cheaper.

If you don’t mind exploring Japan on your own you can opt for a self-guided tour where the itinerary and all documentation, as well as train tickets, will be provided giving you the ability to explore the country at your own pace.
