Tourist tax: information

All non-residents staying in accommodation facilities in the municipal area of ​​Milan must pay the tourist tax.

The revenues deriving from the tourist tax are intended for interventions relating to tourist services as well as the recovery and/or maintenance of the cultural and environmental assets of the city of Milan.

Types of accommodation facilities

The accommodation facilities are divided into hotel and non-hotel facilities:

  • Hotels or hotels
  • Tourist-hotel residences
  • Widespread hotels
  • Holiday homes
  • Youth hostels
  • Lombard guesthouses
  • Holiday houses and apartments
  • Bed & breakfast
  • Mountaineering refuges, hiking refuges and fixed bivouacs
  • Open air hospitality companies
  • Short leases pursuant to Legislative Decree 50/2017

Rates from 1 January 2024

With resolution no. 1456 of 26/10/2023 the Municipal Council approved the following rates of the tourist tax starting from 1 January 2024. 

Rates apply per person and per day of stay, taking as reference the registration at the facility and the hotel or non-hotel category:

Rates from 1 January 2018 to 31 December 2023

Tax reduction for fairs and conferences.

The tax due can be reduced by up to 50% for conferences and trade fairs of significant importance. The discount applies if the structures apply a price reduction of at least 20%.

In these cases the tourist tax can be paid directly by the organizer, or by the accommodation facility. Below are the procedures to follow for the declaration and payment based on the alternative chosen.

Tax paid by the organizer The tax must be paid in advance and cumulatively at the beginning of the stay, to allow the manager of the accommodation facility to specify on the invoice the payment of the tax.

  • The organizing body is accredited to the SoggiorniAmo platform
  • for each conference, it enters the number of participants and the number of overnight stays divided by rate into the system
  • make the transfer to the municipal coffers via the PagoPA payment notice generated by SoggiorniAmo
  • the organizer issues the participant a receipt certifying the payment of the tax
  • the participant deliver a copy to hotelier , who (for indicative purposes only) will have to enter in SoggiorniAmo - in the line "performed by conference organizers" - the number of subjects and the number of overnight stays.

Tourist tax paid by the accommodation facility The structure proceeds with the quarterly summary of the tourist tax via StaysAmo and inserts in the "conference event reduction" line:

  • the number of subjects
  • the number of overnight stays of guests participating in the conference.

By 30 June of the following year, it will submit the annual cumulative declaration.

Payment methods for guests

The tourist tax is paid to the manager of the accommodation facility.

The receipt/invoice must be kept for a period of at least six years.

For conference events, conferences or group trips, the tax must be paid in advance, i.e. at the beginning of the stay, to allow the manager of the accommodation facility to specify on the invoice that the tax has been paid.

The following are exempt from paying the tourist tax:

  • minors under 18 years of age
  • young people up to 30 years of age who stay in Youth Hostels, managed by public or private entities for the achievement of social, cultural and educational purposes, as defined by current regional legislation
  • family members and/or relatives or in any case companions, limited to the period of hospitalization, of subjects hospitalized in healthcare facilities in the province of Milan. To obtain the exemption they must present a certificate based on the provisions of articles 46 and 47 of the Presidential Decree. n. 445 of 2000 and subsequent amendments, which states that the stay at the accommodation facility is aimed at providing health care to the family member
  • subjects who, following hospitalisation, continue treatment at healthcare facilities in Milan and the Province of Milan. The exemption extends to their companions
  • those who stay in residences, holiday homes and apartments and in holiday homes managed by non-profit organisations, as identified above. The exemption applies beyond the fourteenth consecutive day of stay. If the consecutive stay is interrupted, the counting starts again for the subsequent overnight stays
  • personnel belonging to the police forces and/or armed forces who for service reasons stay in the City of Milan and limited to the service itself
  • university students up to 26 years of age, enrolled in Milanese universities, who stay in accommodation facilities
  • people with disabilities and their companions
  • all volunteers coordinated by the provincial, regional and national Civil Protection and members of voluntary associations in the event of disasters and major events identified by the Administration
  • those who have been accommodated in accommodation facilities following measures adopted by the public authorities and/or by the Municipality of Milan itself to deal with situations of social emergency or of an extraordinary nature.

How to obtain the exemption Anyone entitled to tax exemption or reduction must complete the self-certification form available in the section Attachments .

Tax not applicable for order and security reasons

Only the Municipality of Milan - not the guest - communicate in advance to the accommodation facilities the reasons of public order and security that allow the non-application of the tax.

4. How Much Is The Tourist Tax In Italy?

The tourist tax rate depends on each municipality. This tax is usually updated every year (sometimes every 2 years), therefore you always need to check the most recent rate.

In order for you to know how much you have to pay in each city you’ll be visit ing, I collected all the helpful data below: you will find the most touristic areas and corresponding taxes in three accommodation categories, children and elderly policies together with the period of time when the rate is applicable.

5. Are There Any Exemptions?

Yes, there are some exemptions.

Below I collected the most common as each municipality has its own rules and regulations. The following, however, are shared with pretty much every municipality. Those who are exempt are:

a) residents in the municipality;

b) people with disabilities , with suitable medical certification, and relative accompanying person and parents who accompany children with disabilities;

c) patients in healthcare facilities and accompanying family members;

d) coach drivers and tour leaders who accompany groups organized by travel agencies;

e) members of the police and military forces, as well as the National Fire and Civil Protection Corps in case of service needs;

f) volunteers who offer their services in the social sector for events and manifestations organized by the Municipal, Provincial and Regional Administration or for environmental needs;

g) people who stay in the accommodation as a result of measures taken by public authorities to deal with emergency situations ;

h) university students (only in some cases and upon certain conditions).

6. Is It Possible To Get Any Refunds?

If you book your stay in any accommodation in Italy where the tourist tax is automatically collected (e.g. Airbnb) and you are entitled to a refund (e.g. if you fall into the exemption category), you can request it by completing a refund form that you can find on each municipality website. Refunds will be processed at the end of your booking .

7. If I Stay In An Airbnb Or Apartment, Do The Same Rules Apply?

If you stay in any accommodation other than hotels, you have to pay the tourist tax. There is no exemption in this case.

Milan: the Municipality decides to increase the rates of the tourist tax

From January 2024, every tourist who stays in one, two and three star hotels in the city, in two, three and four star residences, in youth hostels, holiday homes, campsites and tourist villages will pay an extra 50 cents per night compared to current rates. For guests of holiday homes and short-term rentals, bed and breakfast , inns, Lombard guesthouses and guest houses, the increase is 1,5 euros per night. For customers of hotels with four stars and above, the rate remains at the current 5 euros, the maximum amount allowed by national law. The tax, by law, must be used for interventions relating to tourism, maintenance, use and recovery of cultural and environmental assets and for the related local public services. The increase in revenue resulting from the tariff changes will also be used to cover the services necessary and connected to the reception of tourist flows, in particular for local public transport and security, as well as to combat tax evasion. The measure was shared with the category representatives of the most representative associations.

“There has been no action on the rates of the tourist tax since 2012. Then Milan was far from being the tourist destination of international interest that it is today – explained the Tourism councilor Martina Riva -. With over 6,3 million arrivals recorded in the city from January to September 2023 alone, Milan is experiencing the best tourist period in its history. Tourism is a huge opportunity for our city, from all points of view. Given the constant growth in arrivals, it would be reckless not to immediately define a strategy that allows us to manage - and not passively suffer - the increase in the flow of visitors. The desire, in fact, is precisely to invest further in the attractiveness of our city, because every new visitor that we are able to convince represents a victory for our community and for the image of Milan. At the same time, however, it is necessary to accompany this path with policies aimed at limiting the impact on the city that the increase in visitors may entail. For this reason - added Riva - the time has come to think about a slight remodulation of the tourist tax. If our city offers so much to its visitors, then we ask the visitors themselves to leave something to the city, with the commitment to reinvest the greater revenues in public services essential for tourist activity, first of all public transport and safety, as well as in the creation of a small task force specifically dedicated to identifying and prosecuting the still too numerous episodes of tax evasion”.

“We have tried to contain, below the maximum allowed by law, the increase in the tourist tax for B&Bs and hotels up to 3 stars – states the budget councilor, Emmanuel Conte – as the government has not allowed us to spread the necessary increase also on 4 and 5 stars. The Municipality of Milan guarantees a high quantity and quality of services for everyone. Tourism is certainly a source of wealth and economic well-being, but a high number of tourists has an impact on the city, from the environmental point of view, the management of services and the life of citizens. The tourist tax contributes to the burden of local services that Milan continues to offer and implement, for residents and non-residents, without affecting but rather contributing to the attractiveness and competitiveness of the city. It is one of the few means of tax autonomy left to municipal administrations, which continue to suffer, even in Budget Law , spending cuts that impose sacrifices to the detriment of our fellow citizens. As budget councilor, I renew my request that national regulations truly make it an equalization tool available to all local authorities".

Please note that the 2011 law establishing the tax gives local authorities the power to apply the contribution gradually in proportion to the classification of the structures. TO Milan it was introduced in 2012, with a resolution of the municipal council which defines the structures subject to the tax, the exemptions and concessions and delegates the task of determining the tariffs to the council. The categories exempt from the tax in Milan are minors under 18, young people under 30 who stay overnight in youth hostels, carers of hospitalized people, people undergoing post-hospitalisation care, guests of facilities managed by non-profit entities after on the fourteenth day of stay, law enforcement and armed forces personnel in Milan for reasons of service, university students up to 26 years of age in pensions or university residences, people with disabilities and their companions, volunteers coordinated by the Protection Civil, guests of accommodation facilities for emergency situations. Except for the pandemic period, in recent years Milan has recorded a constant increase in tourist presences in the city. When the tax was introduced, overnight stays in Milan stood at around 8 million per year. In 2019, there were 16,7 million overnight stays. Here is the detailed remodulation of the rates by category: Campsites, tourist villages and youth hostels: from 2 euros to 2,5 euros; One-star hotels and two-star residences: from 2 euros to 2,5 euros; Two-star hotels, three-star residences and holiday homes: from 3 euros to 3,5 euros; Three-star hotels and four-star residences: from 4 to 4,5 euros; Holiday homes and short-term rentals, Bed and breakfast , inns, Lombard guesthouses and inns: from 3 euros to 4,5 euros; Four star hotels and above: without variations, at 5 euros.

Italian tourist tax what is it and how much?

From North to South, there are several cities that will ask for your contribution during your hotel/self-catering/B&B stay on their territory. Introduced with the Tax Federalism Act of 2011, the tourist tax is the tax set directly by the Municipality of reference, which decides the amount and the methods of application.

For example, there are cities where this applies only to some categories of hotels, while in others only for high season periods. There is no obligation to apply; each city is free to decide whether to make its tourists pay a contribution. There are over 1000 municipalities where this tax is due;

The tourist tax is a tax that must be paid per person for each night of your stay. A contribution that tourists pay directly to the accommodation used during their holiday. This tax has variable costs depending on the municipality and is collected by hotels, bed and breakfasts, hostels and campsites. Even for Airbnb customers, the fee is now mandatory when renting a room or an apartment.

To date, the tourist tax depends on various factors such as the number of stars and nights spent in the hotel. Generally, the amount of tourist tax ranges from €1 to €5 per day per person.

Each Municipality can decide independently not only the rate that the tourist has to pay per day but also for how many days it applies. For example, in large cities, it ranges from €3 to €7 in Rome and from €2 to €5 in Milan, while Florence has decided for €5 a day per person down to €1 if you sleep in a farmhouse or bed-and-breakfast.

The fee can be paid in cash or by card, at the end of the stay, directly to the tourist facility manager, who must issue a nominative payment receipt (keeping the copy as normal), or enter the relative amount on the invoice showing it as “VAT free charge”. The tourist tax is applicable also to those who have paid their holiday through their tour operator or travel agent in their own country.

They are normally exempt from paying the tourist tax:

the residents; children up to 10 or 14 years; the disabled; carers of disabled people or those in serious health conditions; patients and carers admitted to health facilities;

Where do I pay the tourist tax?

In 2011, there were only 13 Municipalities claiming the tourist tax from tourists. Over the years, more and more mayors have taken advantage of this tool, also because it is one of the few taxes that does not impact directly on the citizens’ pockets.

In cities, such as in Matera, the tourist tax rates have doubled: €2 for two and three-star hotels and €4 for 4-to-5-star hotels.

But in which cities do you pay the most? Looking at the ranking of Italian cities with the highest tourism tax, we find Rome in the first position, followed by Venice, Florence and Milan.

In the Italian capital, a family comprising a father, a mother and a child over the age of 10, staying in a 3-star hotel for 3 days spends €24, €17.50 in Venice, €14 in Florence, €12 in Milan and Viareggio, €8 in Bologna and €6 in Naples.

In Sicily, the most expensive tourism tax is in Palermo, with a tax of 0.50 cents per night per person in a 1-star hotel and up to €3 a night in the most luxurious facilities.

Rates The tourist tax is determined per person and per night and is graduated and commensurate with reference to the type of all accommodation facilities. For these structures, the measure is defined in relation to their classification, as laid down by regional legislation on tourism and agritourism activities, which takes into account the characteristics and services offered by them, as well as the consequent economic value / price of the stay.

When you pay The subjects who stay overnight in the accommodation facilities of the Municipality of Minori (taxable persons) at the end of each stay, pay the tax to the manager of the accommodation that hosted them. The latter provides for the collection of the tax (issuing a receipt to the customers) and the subsequent payment to the Municipality.

Exemptions Persons who are under the age of ten at the start date of the stay are exempt from paying the tax. They are also exempt: a) people with disabilities; b) volunteers who provide their service at events organized by the municipal administration, or on the occasion of environmental emergencies; c) bus drivers and tour leaders who provide assistance to organized groups, to the extent of one driver or guide for every 25 residents. The tax does not apply in the following periods: – from 10/01 to 31/03 – from 06/11 to 21/12; The recognition of the exemptions referred to in the preceding paragraphs is subject to the presentation of suitable certification or specific declarations, made pursuant to art. 46 and following of the DPR 28 December 2000, n. 445 and subsequent amendments.

Sanctions for those who do not pay the tax For the omitted, delayed or partial payment of the tax , an administrative sanction equal to 30 percent of the unpaid amount is imposed, pursuant to art. 13 of Legislative Decree n. 471 of 1997. The provisions of art. 9 and 17 of Legislative Decree no. 472 of 1997. The refusal by the taxable person to fill in the form referred to in art. 6, paragraph 4, is punished with an administrative sanction from 25 to 500 euros provided for the violation of regulations, with the observance of the rules referred to in Chapter I, section I and II of Law no. 689 of 1981. For each non-fulfillment, within the prescribed deadlines, by the manager of the accommodation facility, a pecuniary administrative sanction from 25 to 500 euros is applied, for violation of the obligations deriving from the provisions contained in this regulation, pursuant to art. 7-bis of Legislative Decree 18 August 2000, n. 267. The provisions of Law 24 November 1981, n. 267 apply to the procedure for imposing the sanction referred to in this paragraph. 689. Obligations of the manager The manager of the accommodation facility pays the collected amounts to the Municipality of Minori on a quarterly basis in one of the following ways:

postal order or bank transfer direct payment at the Municipal Treasury other forms of payment activated by the Municipal Administration. The manager of the accommodation facility must notify the Office in charge of the number of those who stayed overnight in the previous month as well as the relative period of stay, by the end of the month following the reference period, with a distinct indication of that of those entitled to exemptions provided for by art. 4 of this regulation. For the aforementioned communication, the forms available on the dedicated telematic platform must be used.

The manager of the accommodation facility requests the subjects referred to in art. 3 of this regulation, the payment of the tax to the extent due, upon issue of a specific receipt or through annotation on the invoice or receipt. The payment made, in the case of a family unit, by a member of the same or, in the case of groups of two or more people, the payment made by the group leader on behalf of the others is understood to be duly made. A copy of the payment slip is attached to the communication referred to in paragraph 1.

The managers of the accommodation facilities can be qualified as accounting agents. The accounting agent is subject to the judicial control of the Court of Auditors and is required to report annually on his management. To this end, the manager of the accommodation facility must transmit to the Municipality, by January 30 of each year, the management account relating to the previous year, drawn up on the model approved by Presidential Decree 194/1996 Model 21.

The managers of the accommodation facilities located in the Municipality of Minori are required to inform their guests, in the appropriate spaces, of the application, extent and exemptions of the tourist tax

The following are exempt from paying the tax:

a) minors up to the age of 10 years and elderly people over the age of 75 years;

b) those who assist patients admitted to healthcare facilities in the area, on the basis of one companion per patient;

c) parents, or companions, who assist minors under eighteen years of age admitted to healthcare facilities in the area, for a maximum of two people per patient;

d) individuals with a disability who are not self-sufficient, with 100% civil invalidity;

e) companion of a non-self-sufficient person with a disability as mentioned in the previous point d);

I’m staying in rome for 3 nights and the booking.com room that i booked wrote us that we have to pay 7 eur per person per night, for city tax, it’s a simple room close to the train station not a five star hotel to pay 7 euro is that normal ?

Traveling in Italy and the Tourist Tax

The fall is a glorious time of year to travel to Italy. While many readers of the Italian Tribune have already made their plans, there are some things to be aware of for first time travelers to Italy and even for some seasoned visitors. A growing number of tourist destinations around the world now add in an additional tax for stays. Since 2011, all municipalities have been authorized to levy a tax on anyone staying overnight in tourist accommodations, with the tax to be paid directly by the visitor.

To be accurate, Italy has been taxing tourists since 1910. It began with a tax on beach resorts that was gradually extended to other vacation destinations. That levy was withdrawn in 1989, only to be reintroduced in Rome two decades later and then extended to all of Italy.

The concept behind the tax is that since visitors use facilities and services during their trips that are paid for by local residents’ taxes, the tassa di soggiorno , or occupancy tax, passes on some of that cost to tourists themselves. The funds collected are earmarked for public services that benefit both tourists and locals, such as maintaining city cultural centers, running public transportation, as well as putting on cultural events.

Local councils have the right to decide whether to impose such a tax and many of Italy’s most popular destinations have done so, including Rome, Venice, Florence, Naples, Milan, Bologna, Turin, the Amalfi Coast, Cinque Terre and the Lake Como area. Anyone staying in tourist accommodations in these areas has to pay the charge directly to their host. The same rules apply to both foreign nationals and Italian citizens. Additionally, although each area provides an exemption from the occupancy tax for children, the age limit varies considerably. In Milan and Naples, the exemption applies for those who are less than 18, but in Sorrento, the exclusion applies to those who are less than six years of age. There may be other exemptions for senior citizens, guests with disabilities and students.

The occupancy tax is calculated per adult guest, per night. The exact rate is at the discretion of the local council, which is why visitors are charged different amounts in different parts of Italy and different amounts, based upon the type of accommodations.

As an example, in Rome, a stay in a one and two-star hotels carries a surcharge of €3, but it increases incrementally to €7 for five-star hotels. This would add €56 to a four-night stay for two people. Florence is a bit less, topping out at €5 per person, per night in a five-star hotel. In Venice, there are different rates charges depending upon whether you stay in the historic center, on other islands or on the mainland. Many places also set a cap on how many nights are taxed. Florence only taxes the first seven nights of a stay, while in Rome, the limit is ten nights for hotels. Some towns lower their rates in the off-season or waive the tax altogether.

Visitors are sometimes surprised to find the need to pay extra upon arrival when they believe that they have already paid for the room in full. Such is the case if the occupancy tax had not been added in already. In most of the major hotels, the fee is already included and clearly marked on the bill.

Finally, Venice has announced it will introduce a landing fee aimed at those who visit the city without staying overnight. Effectively, it is an entry charge that will range from €2.50 – €10, depending on the season and it will apply to all non-residents arriving in the historic center, though not to visitors who have reserved accommodations and will instead pay the occupancy tax. The fee will go into effect in January 2020. But even with the additional fees associated with travel – there is still no place like Italy.

In light of the 2024 Budget Law amendment to Law Decree 50/2017 effective 1 January 2024, Airbnb has the obligation to collect Tourist Taxes on behalf of short term rentals for stays up to 30 days (“locazione breve”). If you are a short term rental Host in a municipality that imposes a Tourist Tax, Airbnb will collect and remit this on your behalf. This  list provides the short term rental categories for which we will collect and remit Tourist Taxes.

I’m a host offering other types of accommodations that do not qualify as a short-term rental (e.g. an extra-hotel accommodation facility): what should I do?

If you are a host offering other types of accommodations that do not qualify as a short-term rental (i.e. a listing with a category that is not on this list) and your municipality imposes a Tourist Tax, you are responsible for collecting and remitting tourist taxes.

My City opted to use the pass through tax feature where I set up the rules in my account and Airbnb remitted the Tourist Taxes to the authorities. What do I do now? Nothing! Airbnb will now collect and remit the Tourist Tax on behalf of short term rentals in your area.

If you are a host with a listing in one of the municipalities listed below (see the “Default Tourist Tax collection and remittance by Airbnb in Italy” section below), Airbnb will continue to collect and remit the Tourist Tax on your behalf unless otherwise noted. There will be no change—Airbnb will continue to collect and remit as we are today. See below for more information.

Guests who book Airbnb listings that are located in Arzachena, Italy will pay the following taxes as part of their reservation:

Hosts with listings in these areas should also review their agreement with Airbnb under the Terms of Service and familiarize themselves with the Occupancy Tax provisions which allow us to collect and remit taxes on their behalf and explain how the process works. Under those provisions, hosts instruct and authorize Airbnb to collect and remit Occupancy Taxes on their behalf in jurisdictions where Airbnb decides to facilitate such collection. If a host believes applicable laws exempt the host from collecting a tax that Airbnb collects and remits on the host's behalf, the host has agreed that, by accepting the reservation, the host is waiving that exemption. If a host does not want to waive an exemption the host believes exists, the host should not accept the reservation.

More and more popular travel destinations are introducing tourist taxes to tackle problems caused by overtourism – here’s what you’ll have to pay

This year, international travel is forecast to bounce back to the highest levels since 2019 – and while that’s great news for the tourism industry in general, many cities, attractions and entire regions are suffering under the weight of overtourism .

The potential for damage to historic sites, unhinged tourist behaviour  and the simple issue of overcrowding are all common consequences of overtourism. That’s why a growing list of popular travel destinations have introduced a tourist tax, with the hopes of controlling visitor numbers and improving local infrastructure to better cater to higher visitor capacity. 

Many countries and cities introduced a tourist tax in 2023, and many more are due to launch theirs in 2024. Tourist taxes aren’t a new thing – you’ve probably paid one before, tied in with the cost of a plane ticket or the taxes you pay at a hotel. 

However, more destinations than ever before are creating this fee for tourists, and many places have increased the cost of existing ones. Here’s a full list of all the destinations charging a tourist tax in 2024, including all the recently introduced and upcoming tourist taxes you need to know about. 

Austria charges visitors a nightly accommodation tax which differs depending on province. In Vienna or Salzburg , you could pay 3.02 percent per person on top of the hotel bill. 

Belgium , like Austria, has a nightly fee. Some hotels include it in the rate of the room and add it separately to your bill, so read it carefully.

The rate in Brussels is charged per room, and varies depending on the size and rating of your hotel, but is usually around €7.50. Antwerp also charges per room. 

Bhutan has always been known for its steep tourist taxes and charges. In 2022, the Himalayan kingdom  tripled the amount it charged visitors in tax  to a minimum of  $200 per day , but that amount has since been lowered. In 2024, the daily fee for the majority of visitors is  $ 100,  and that is due to continue until August 31, 2027. 

Bulgaria applies a fee to overnight stays, but it reaches a maximum of only €1.50. 

Caribbean Islands

The following Caribbean Islands charge a tourist tax, ranging from between €13 to €45: Antigua and Barbuda, Aruba, the Bahamas, Barbados, Bermuda, Bonaire, the British Virgin Islands, the Cayman Islands, Dominica, the Dominican Republic , Grenada, Haiti, Jamaica, Montserrat, St. Kitts and Nevis, St. Lucia, St. Maarten, St. Vincent and the Grenadines, Trinidad and Tobago, and the US Virgin Islands. 

The tax tends to be tied into the cost of a hotel or a departure fee. 

Croatia only charges its visitors a fee of 10 kuna (€1.33) per night during peak season. 

Czechia (also known as Czech Republic)

Czechia only applies a fee to those travelling to Prague . It doesn’t apply to those under the age of 18, and is less than €1 per person, per night. 

France ’s ‘taxe de séjour’ varies depending on city, and tends to be added to your hotel bill. It varies from €0.20 to €4 per person, per night. 

Earlier this month, Paris announced it would be increasing its fee by up to 200 percent for those staying in hotels, Airbnbs, and campsites, but that it plans to put the funds towards improving the city’s services and infrastructure.

Germany charges visitors a ‘culture tax’ (kulturförderabgabe) and a ‘bed tax’ (bettensteuer) in certain cities, including Frankfurt , Hamburg and Berlin , which tends to be around five percent of your hotel bill. 

Greece ’s tourist tax is based on numbers. Specifically, how many stars a hotel has, and the number of rooms you’re renting. The fee was introduced by the Greek Ministry of tourism to help pay off the country’s debt, and can be anything from €4 per room.

Hungary charges visitors four percent of the price of their room, but only in Budapest . 

Iceland is introducing a tourist tax to protect its ‘unspoilt nature’ this year, which will cost between  €4 to €7 per night. It comes after annual tourist numbers reached an estimated 2.3 million per year. 

In Indonesia , the only destination which charges a tourist tax is Bali , and the fee is set to increase this February  to $10 (£7.70, €8.90, IDR 150,000) – but is a one-time entry fee, not a nightly tax. It apparently goes towards protecting the island’s ‘environment and culture.’

Much like in France, Italy ’s tourist tax varies depending on your location. Rome ’s fee is usually between €3 to €7 per night, but some smaller Italian towns charge more. 

Venice finally announced in September that its tourist tax, a €5 (£4.30, $5.40) fee which will be applicable on various days during high season, will launch in 2024. It only applies to day-trippers rather than those staying overnight, though.

Japan has a departure tax of around 1,000 yen (€8). 

Malaysia has a flat-rate tax which it applies to each night you stay, of around €4 a night. 

New Zealand

New Zealand ’s tax comes in the from of an International Visitor Conservation and Tourism Levy of around €21 which much be paid upon arrival, but that does not apply to people from Australia. 

Netherlands

The Netherlands has both a land and water tax. Amsterdam is set to increase its fee  by 12.5 percent in 2024, making it the highest tourist tax in the European Union. 

Portugal has a low tourist tax of €2, which applies to all those over the age of 13. It’s only applicable on the first seven nights of your visit and applies in 13 Portuguese municipalities, including Faro, Lisbon and Porto.   

Olhão became the latest area to start charging the fee between April and October. Outside of this period, it gets reduced to €1 and is capped at five nights all year round. The money goes towards minimising the impact of tourism in the Algarve town. 

Slovenia also bases its tax on location and hotel rating. In larger cities and resorts, such as Ljubljana and Bled, the fee is higher, but still only around €3 per night. 

Spain 

Spain applies its Sustainable Tourism Tax to holiday accommodation in the Balearic Islands to each visitor over the age of sixteen. Tourists can be charged up to €4 per night during high season. 

Barcelona ’s city authorities announced they plan to increase the city’s tourist tax over the next two years – the fee is set to rise to €3.25 on April 1, 2024. The council said the money would go towards improving infrastructure and services. This is in addition to regional Catalan tax. 

Switzerland

Switzerland ’s tax varies depending on location, but the per person, per night cost is around €2.20. It tends to be specified as a separate amount on your accommodation bill. 

Thailand 

Thailand introduced a tourist tax to the price of flights in April 2022, in a similar effort to the Balinese aim of moving away from its rep as a ‘cheap’ holiday destination. The fee for all international visitors is 300 baht (£6.60, $9). 

The US has an ‘occupancy tax’ which applies across most of the country to travellers renting accommodation such as hotels, motels and inns. Houston is estimated to be the highest, where they charge you an extra 17 percent of your hotel bill. 

Hawaii  could be imposing a ‘green fee’ – initially set at $50 but since lowered to $25 – which would apply to every tourist over the age of 15. It still needs to be passed by lawmakers, but if approved, it wouldn’t be instated until 2025.

The European Union

Finally, the European Union is planning on introducing a tourist visa , due to start in 2024. The €7 application will have to be filled out by all non-Schengen visitors between the ages of 18 and 70, including Brits and Americans.

Airbnb Agrees To Collect and Pay Tourist Taxes in Italy

This collection and remittance is separate from Airbnb’s tax settlement of $620 million with Italy in December 2023.

A new Italian law requires platforms like Airbnb to collect and remit tourist taxes in Italy. It starts Thursday, February 15, and Airbnb said it will comply beginning with more than 1,200 towns and cities.

Airbnb will be required to determine the tourist tax for qualifying stays, using the local rate in the listing’s location. For instance, in Venice it is €1 ($1.08) – €5 ($5.39) per night. In Rome, it ranges between €3 ($3.23) to €7 ($7.54) and in Milan, between €2 ($2.15 ) to €5 ($5.39). 

“We will automatically collect the amount required for each stay and remit this in full to the local authority on a routine basis, in accordance with local terms,” Airbnb said in a statement. 

The company also committed to complying with the new national regulations governing short-term rentals. These regulations include the establishment of a national registration system and will be reinforced by data gathered through EU-wide guidelines promoting home-sharing platforms like Airbnb.

Tax Evasion Claim Against Airbnb

This collection and remittance is separate from Airbnb’s tax settlement of $620 million with Italy in December. That involved the company failing to withhold taxes from landlord’s rental income. 

In November, an Italian judge had ordered the seizure of €779.5 million ($836.40 million) from Airbnb’s Ireland unit for alleged tax evasion . The issue involved Airbnb’s alleged failure to withhold 21% of landlords’ rental income and pay it to Italian tax authorities for years 2017-2021.

Italian Premier Giorgia Meloni then committed to tightening measures against tax evasion associated with short-term rentals, with plans to increase the tax rate for owners from 21% to 26%.

Airbnb settled the tax dispute without admitting any liability. The company stated in a financial filing that it does not plan to recover tax withholdings from affected hosts for audited periods (tax years), though it seeks information on hosts’ taxes paid for 2022 and 2023. 

The company said that as of the third quarter in 2023, it has generated more than $9 billion in tax revenues for authorities globally. And there will be more to come. 

Amsterdam will raise its tourist tax on short-term rentals and hotel rooms to 12.5% in 2024, making it the highest tourist tax rate in Europe. Currently at 7%, the tax is set to rise to 12.5%, resulting in a notable increase in nightly costs for visitors.

Tourist tax in the municipality of bologna.

Those spending the night in Bologna in accommodation facilities who do not reside in the municipality are required to settle a small fee for their stay, which varies according to the price ranges (net of VAT and additional services) relative to the cost per person of the room.

1. range 1 - 30,99: €   3,00 €  p/person per night; 2. range 31 - 70,99 €: 4,20 €  p/person per night; 3. range 71 - 120,99 €: 4,60 €  p/person per night; 4. range 121€ and superior: 5,00 €  p/person per night; 5. campings and hostels: fixed rate  2,00 €  p/person per night:

The tax shall not apply to:

  • residents in the Municipality of Bologna
  • minors under 14 years of age
  • university students regularly enrolled at the University of Bologna if housed in student residences
  • severely disabled persons whose disability condition is certified pursuant to art. 3 paragraph 3 of law no. 104/92 and similar provisions of the countries of origin for foreign citizens and their carer.

The Municipality of Bologna, in compliance with legislative indications, will allocate the proceeds of the tourism tax to projects aimed at promoting the local tourism system.

Upon departure, guests of accommodation facilities shall pay the tax to the manager, who is then required to account for and remit the proceeds to the municipality.

Italy Posts Highest 2023 Budget Deficit in EU by Far in Latest Revision

ROME (Reuters) - Italy last year posted by far the highest budget deficit-to-GDP ratio in the European Union, the bloc's statistics arm Eurostat reported on Monday, after Rome's 2023 fiscal gap widened to 7.4% of gross domestic product from a 7.2% estimate issued in March.

The latest figure is more than twice the 3.5% average of the 27 EU countries and underscores the Treasury's difficulties in getting the country's public finances under control.

In all, 11 countries reported deficits above the EU's 3% of GDP ceiling, including France at 5.5%.

The European Commission is expected to invoke its deficit infringement procedure for all these states, Italian Economy Minister Giancarlo Giorgetti said this month.

The only other countries with deficits above 5% last year were Hungary (6.7%), Romania (6.6%) and Poland (5.1%), all of which are outside the 20-nation euro zone.

Italy's latest upward revision highlights the government's miscalculations of the impact of costly fiscal incentives for energy-saving home improvements.

In April last year the Treasury targeted a 2023 deficit of 4.5%. In September it revised that up to 5.3%. On March 1, official data from national statistics bureau ISTAT reported it at 7.2%, before Monday's fresh upward revision to 7.4%.

The revision factored in updated figures on the take-up of the incentives, especially the contested "Superbonus" scheme which offered to pay homeowners 110% of the cost of the energy-saving renovations.

Introduced in 2020 and due to be gradually phased out by the end of next year, the Superbonus forked out more than 160 billion euros ($170 billion) as of April 4, the government said this month, far above any previous government estimate.

Addressing parliament on the Treasury's multi-year budget framework, Italy's central bank said on Monday the Superbonus cost almost 4% of GDP in 2023 alone, more than five times what Rome had estimated last April.

"In introducing new incentives, it will be necessary to avoid repeating the mistakes that have characterized these recent measures," the Bank of Italy told lawmakers.

The bank also warned that Rome's goal of extending to 2025 temporary tax cuts for low- and middle-income earners would increase "uncertainty" over the public finance trend.

Italy's public debt, the second largest in the euro zone as a proportion of output and under close scrutiny by rating agencies and markets, will follow a rising trend towards 140% of GDP through 2026, according to the latest Treasury forecasts.
