National Tourism Strategy Plan for Nepal

Nepal has been officially open for international tourism since 1951 and the sector today is an important employer and earner of foreign currency. The country is endowed with rich resources, including the Himalayas as a leading attraction and a wide range of cultural heritage sites. Yet, the country’s share of tourism receipts and arrivals in Asia has remained relatively limited, and the tourism sector has to address several challenges to achieve its full growth potential over the next few decades. Against this background, the tourism sector identified the need for the direction of a strong strategy to guide its growth. Thus, the Ministry of Culture, Tourism and Civil Aviation (MoCTCA), with the support of SNV Nepal, commissioned the World Tourism Organization to prepare a guiding National Tourism Strategy Plan with a 10-year horizon and a 5-year Action Plan to kick-start the process.

The overall goal of the 10-year National Tourism Strategy Plan for Nepal is to provide Government and stakeholders with a guiding framework that will support the economic development vision of Nepal through technical and financial assistance for developing the tourism industry, as a key catalyst for rapid economic growth and job creation.

The project was carried out over a 10 week-period [mid-September to end of November, 2013] and involved a team of four international and four national experts. A number of techniques were employed, which included review of documents and studies, field trips around the country, workshops with stakeholders (three in Kathmandu, Pokhara and Biratnagar), stakeholder meetings (Lumbini, Bhairahawa, Bharatpur, Chitwan, Dhangadhi, Tikapur, Bardia National Park, Nepalgunj, Namje and Illam), interviews with key informants and tourism stakeholders, interviews with a few visitors at tourist sites, questionnaires with tour operators from different source markets (45 useable surveys) and with domestic operators (90), and reports to the working committee.

The vision for tourism expressed in the Government’s Vision 2020 and adopted for the National Strategy Plan for Nepal is:

Tourism is valued as the major contributor to a sustainable Nepal economy, having developed as a safe, exciting and unique destination through conservation and promotion, leading to equitable distribution of tourism benefits and greater harmony in society

The proposed development strategy is to be implemented in two stages. Phase 1 will be from 2014 to 2018. During the first phase of the strategy the emphasis will be on diversification and improvement . The range of products will be diversified by opening new areas and locations, which will also result in relieving congestion in tourism zones that are under pressure, developing new types of products and consolidating products that are currently emerging. Yet, the very successful trekking and mountaineering product, which Nepal currently relies on, will not be abandoned and efforts will be made to defend it and improve it. The quality improvement of products and services across the board will also be the focus during this phase.

Phase 2 will be from 2019 to 2023. During the second phase of the strategy the emphasis will be on consolidating the new products and the new locations developed during phase one, opening new areas, expanding the product range and targeting new high yield markets. The focus therefore will be on consolidation and expansion . The strive to deliver quality will continue to be the focus of the strategy as well as quality control to maintain the quality improvements that have been achieved.

Govt prepares nepal tourism decade strategic action plan.

Kathmandu: The government has prepared the ‘Nepal tourism decade (2023-2032) strategic action plan’ as part of the revival of the tourism sector.

The action plan has set a target to bring in 3.5 million foreign tourists till 2032 in the country as well as creating employments to one million more people in the tourism sector during the decade.

At a programme organised at the Ministry of Culture, Tourism and Civil Aviation to brief about plan, Tourism Minister Jeevan Ram Shrestha said the concept of tourism decade was brought for the revival of tourism sector which has been adversely affected by COVID pandemic. He expressed the belief that the action plan would help establish Nepal in the front of world tourism market. 

It has been targeted to ensure the arrival of tourists as that of 2019 and increasing tourists arrival by 15 per cent every year, added Minister Shrestha. 

The government has also set the goal to make tourism sectors’ contribution in country’s gross domestic product to 10 per cent. As per the action plan, province and national-level campaigns would be launched for tourism promotion across the country by making institutional strengthening, upgrading of infrastructures, investment and tourism promotion, diversification and revival of tourism.

The Tourism Minister further shared that they would move ahead by establishing a smooth coordination among three-level governments for effective implementation of tourism decade action plan.

It is necessary to move ahead by developing infrastructures and creating tourism-friendly environment to meet the target, he underscored.

As per the strategic plan, a thematic campaign of cultural heritage of Bagmati Province will be launched in 2024, while Gandaki Province will be in focus in 2025 and a nationwide campaign in 2026. Similarly, Buddhist tourism will be promoted in 2027, Madhesh tourism in 2028, and Sudurpaschim tourism in 2028. The tourism promotion will focus Province No 1 in 2030 and Karnali Province in 2031. Ultimately, in 2033, a nationwide tourism promotion will be enforced.

On Thursday, the Tourism Minister was submitted a report by a taskforce formed to prepare the roadmap of the strategic work plan. A five-member team was formed under the coordination of tourism expert Prachanda Man Shrestha to prepare the roadmap.

Nepal and Switzerland discuss bilateral cooperation in trade and tourism

K ATHMANDU, April 3 -- The Nepal-Switzerland Bilateral Consultations Mechanism (BCM) meeting in Switzerland reviewed the entire spectrum of Nepal-Switzerland relations including economic ties, development partnership, multilateral cooperation, and contemporary global issues such as climate change and human rights.

The BCM also discussed the exchange of high-level visits, Nepal's graduation from the LDC category, progress made towards meeting the Sustainable Development Goals, and ways to further enhance bilateral cooperation in trade, investment, tourism, science and technology, and vocational training, among others, according to the Nepali Embassy in Geneva.

The fourth meeting of the Nepal-Switzerland BCM was held at the Federal Department of Foreign Affairs (FDFA) in Bern, Switzerland on Tuesday.

Head of the Europe-Americas Division of the Ministry of Foreign Affairs of Nepal, Joint Secretary Ganesh Prasad Dhakal and Assistant State Secretary for Asia and the Pacific in the FDFA of Switzerland, Heinrich Schellenberg led the respective delegations. Nepali delegation included Ambassador of Nepal to Switzerland, Ram Prasad Subedi and the Embassy Officials whereas the Swiss Delegation included officials from the FDFA and the Swiss Agency for Development and Cooperation (SDC).

On the occasion Joint Secretary Dhakal requested the Swiss side to encourage the participation of their investors in the upcoming Nepal Investment Summit being held in Kathmandu this month.

The Nepali side thanked the Swiss Government for consistently placing Nepal as a priority country for Swiss Development Cooperation. While expressing satisfaction over Nepal's progress, the Swiss side assured of their continued support to Nepal's development endeavors.

Nepal-Switzerland Bilateral Consultations Mechanism was established in 2015 and the next meeting will be held in Kathmandu on mutually convenient dates, adds the Embassy.

USAID and Nepal Tourism Board launch 2024 International Tourism Campaign

Nepal Tourism Board and the United States Agency for International Development (USAID) have jointly launched the 2024 International Tourism Campaign, a collaborative effort between USAID and the Board, in partnership with Steller, a global travel-inspired storytelling platform.

“This campaign aims to showcase Nepal's rich history, cultural diversity, and abundant tourism opportunities to a global audience, building upon the success of the 2023 campaign which reached over 16.3 million travelers and achieved $15.8 million in earned media value,” the US Embassy in Nepal said in a statement on Monday. “In its second phase, the 2024 campaign will feature international content creators from Steller, who will capture the essence of Nepal through captivating videos and photos during their exploration of key destinations such as Kathmandu, Pokhara, Bardiya, and Ilam.”

With an expected reach of over 20 million viewers, this initiative aims to stimulate tourist arrivals and position Nepal as a premier tourist destination, the embassy said.

Speaking at the event, the US Ambassador to Nepal Dean Thompson emphasised Nepal's vast potential as a top-tier travel destination, citing its diverse landscapes, rich biodiversity, and vibrant cultures.

“Expressing USAID’s unwavering support for Nepal's tourism sector, he underscored the pivotal role of tourism in advancing inclusive, sustainable economic growth,” read the statement.

Echoing this sentiment, Nandini Lahe Thapa, officiating CEO of the Nepal Tourism Board, highlighted Nepal's “remarkable tourism growth”, with over 1 million international visitors in 2023.

According to her, the campaign is poised to sustain this upward trajectory by showcasing Nepal's year-round tourism offerings and positioning the country as a preferred destination for global travelers.

Education ministry sets criteria for appointment of member of TU Service Commission

Applications of individuals involved in intellectual theft will be terminated

KATHMANDU, April 3: The appointment process commenced five months after the member post of Tribhuvan University (TU) Service Commission became vacant. This time, specific criteria have been established for appointing new members.

Keshab Dahal, Spokesperson and Joint Secretary of the Ministry of Education, Science, and Technology, mentioned that a committee formed under the chairmanship of the Education Minister in accordance with Section 15 (2) of the Tribhuvan University Act, 2049, has formulated a procedure for recommending members of the Service Commission. The procedure entails holding an open competition to fill the vacant posts, for which open applications have been invited.

According to the prescribed standards, individuals accused of intellectual theft will be barred from applying. "Since the university operates within the academic sphere, the ministry's objective is to appoint members who are pure experts and have not faced allegations of intellectual theft," stated spokesperson Dahal.

According to the criteria, applicants must hold the rank of professor with a minimum of 10 years of teaching experience in higher education, along with at least 2 years of managerial responsibilities in a higher educational institution. They should also have no conflict of interest with the university and should not be affiliated with any political party.

Applicants are required to include copies of their academic qualification certificates and appointment letters to the professorial post, details of published articles in recognized journals as part of scholarly research, and the web link of the published articles on NepJOL (Nepal Journals Online), if published in an equivalent recognized reviewed journal. Additionally, evidence of a minimum of 2 years of administrative experience at a higher educational institution should be provided.

Furthermore, applicants must submit a vision paper of 3000 words, outlining future strategies related to the impartiality, neutrality, quality, and enhancement of the Service Commission's competence in establishing a center of academic excellence at the university. Details of experience in presenting research-based papers at international conferences and a copy of Nepali citizenship are also required to be included in the application criteria.
