Travelers Put off Holiday Trips to Middle East as Israel-Hamas War Rages

NEW YORK/LONDON (Reuters) - Travelers are canceling or postponing planned vacations to the Middle East and North Africa due to fears of the Israel-Hamas conflict worsening, and as touring companies have also altered itineraries and canceled flights.
Leisure travel demand to the region was hit after Israel said the Palestinian Islamist group Hamas killed 1,400 people in southern Israel on Oct. 7, and Israel responded with air and ground strikes on Gaza that Palestinian authorities say have killed more than 9,000.

Major airlines extended temporary halts on flights into Israel through the end of the year while cruise operators are shifting itineraries to avoid neighboring countries as well. Travel operators say the war is affecting demand for travel to nearby nations including Egypt, Jordan and Turkey.
"We are seeing clients cancel cruises like an Egypt Nile river cruise as far out as December 2024 due to concerns with the war," said Todd Elliott, CEO of Orlando, Florida-based Cruise Vacation Outlet, a travel agency.
Cruise operator Norwegian Cruise Line Holdings told investors on Wednesday that it was seeing a rise in cancellations and a slowdown in bookings to the region, primarily in short-term reservations. Both Norwegian and Royal Caribbean Group changed their 2024 itineraries to avoid ports in Israel.

Washington-based startup booking platform @Hotel said it has seen a 70% decline in new bookings for countries in the region. Over 40% of trips to Egypt in November and December have already been canceled on the platform, said CEO Konrad Waliszewski.
Cancellation rates in Turkey and Cyprus have doubled for November and December, he said.
Still, some industry representatives say they expect the effect to be short-lived. "In terms of demand, based on the CEOs that I've spoken to, they're saying that they can't identify an impact at this stage," said Willie Walsh, head of the International Air Transport Association, an airlines trade group.
German airline Group Lufthansa said on Thursday their Middle East bookings have not been affected by the war, with only an initial dip when the conflict started.
CANCELLATIONS AS FAR AS OMAN
Hotel operator Marriott International said demand has softened and it has started to see some cancellations for its 27 hotels in Lebanon, Jordan, and Egypt, the company's chief finance officer Kathleen Oberg said on an earnings call.
"While the conflict in Israel is very geographically limited so far, we suspect some cruise bookers are hesitant to book a European visit, even to the western Mediterranean," said Truist analyst Patrick Scholes in a note.
Flight bookings to Egypt have decreased by 26% year-on-year, to Jordan by 49%, and to Lebanon by 74% since the onset of the war, according to flight ticketing data firm ForwardKeys, based in Valencia, Spain.
Spanish travel agency Essentialist said it has canceled 75% of trips to the extended Middle East and Northeast Africa region.
Australia-based Intrepid Travel said more customers are looking to cancel trips to Egypt and Jordan, particularly those due to travel at year-end, said Matt Berna, its president for the Americas.
The conflict's effect on travel demand to the Middle East may extend beyond the holidays and even just neighboring countries.
"Our company has a charter flight from Norway to Sharm el Sheikh, Egypt, and for three or four weeks from now we have no new bookings," said Khaled Ibrahim, co-founder of the Middle East Travel Alliance, which works with destination management firms that connect travel agencies and local providers.
About 40% of tours in Jordan have been canceled, 20% in Egypt, 15% in Oman and 10% in the UAE, he said.
"Even Oman is receiving cancellations even though it's so far away (from the war)."

Israel Confirms Regional Military Project, Showing Its Growing Role
The Israeli defense minister, Benny Gantz, said Israel was working with other countries in the Middle East to combat Iranian military threats.

JERUSALEM — The Israeli government confirmed on Monday that it is part of a regional military partnership to combat threats from Iran, in the latest example of Israel’s growing engagement with some Arab governments and the recalibration of Middle Eastern alliances.
The members of the new initiative, called the Middle East Air Defense Alliance, are working together with the United States against Iranian missiles, rockets and unmanned drones, Israel’s defense minister, Benny Gantz, said in a briefing to Israeli lawmakers.
“This program is already operative and has already enabled the successful interception of Iranian attempts to attack Israel and other countries,” Mr. Gantz said.
First reported by The New York Times in March, the military partnership is one of the most consequential outcomes of a diplomatic détente that was sealed nearly two years ago between Israel and parts of the Arab world, ending decades of Israeli isolation.
Ostracized for years by all but two Arab states, Israel began to formalize relationships in August 2020 with four others, including the United Arab Emirates, after mediation by the Trump administration .
The air defense alliance highlights the speed at which some of those relationships have moved from symbolism to substance. It also shows how fears of Iranian aggression are now a more pressing concern for some Arab leaders than an immediate end to Israel’s occupation of the West Bank.
Until 2020, all Arab countries apart from Egypt and Jordan had refused to normalize relations with Israel until the Israeli-Palestinian conflict was resolved. But over time, the economic opportunities and military benefits associated with full ties with Israel eroded that stance.
Iran is the clearest example of a common interest. Shared fears of Iran’s nuclear program — along with Iranian support for proxies in Gaza, Lebanon, Western Sahara and Yemen — have led Israel, Bahrain, Morocco and the Emirates to tighten their military cooperation.
Israeli officials have yet to name the specific countries involved in the new alliance, apart from the United States. Other Middle Eastern countries did not confirm their involvement.
But Mr. Gantz said that more details might be announced during President Biden’s visit in July to Israel and Saudi Arabia, which has not yet normalized relations with Israel.
Some military cooperation between Israel and the Arab world has also already been confirmed.
The Israeli Defense Ministry recently signed preliminary agreements with its Bahraini and Moroccan counterparts, making it easier for the three countries to coordinate militarily. The chief of the Emirati air force attended an Israeli-led air force exercise last October, highlighting growing ties between the two militaries. And Israel has stationed a military liaison in Bahrain, as part of a separate regional initiative to combat piracy.
The new air defense alliance already worked to shoot down an Iranian drone that was fired from Iraq toward Israel, according to a senior Israeli military official, who spoke on condition of anonymity in accordance with Israeli protocol.
The members of the alliance are developing a communication system that allows each partner to warn one another in real time about incoming drones from Iran and its proxies, the senior defense official said.
Like the Israelis, the Emiratis fear that American-backed negotiations to persuade Iran to curb its nuclear program on Iranian soil will do nothing to limit other kinds of Iranian aggression outside Iran’s borders.
Israel and Iran have been locked in a shadow war across the Middle East for years — a war that escalated in recent weeks with several suspected assassinations of Iranian officials, and warnings about attempted kidnappings of Israeli tourists in Turkey.
But Iran and its proxies are also targeting their Sunni Arab neighbors. Earlier this year, Iran-backed militants in Yemen, the Houthis, attacked the Emirates and its ally, Saudi Arabia, with drones and missiles, accelerating desires for a regional defense architecture with Israel.
The new air defense alliance follows a major trade deal between Israel and the U.A.E. that was sealed in May. Once ratified, the deal will eventually cover 96 percent of bilateral trade, and will be the widest-ranging deal of its kind between Israel and an Arab country.
In another sign of warming Arab-Israeli ties, the top diplomats from Israel and four Arab states met in Israel in March — the first time that such a high-profile diplomatic summit had occurred on Israeli soil.

Evgeny Kozlov, the chairman of the Moscow City Tourism Committee, has underscored the Middle East as a pivotal partner in Moscow's flourishing tourism sector. A dedicated approach to attracting more tourists involves fostering collaboration between local and international businesses.
"Since the beginning of this year, the Moscow City Tourism Committee has organised eight business missions in eight countries, as well as four family trips to the capital. More than 100 companies from Iran, Saudi Arabia and the UAE have joined them. Such events make it possible to establish cooperation between Moscow and Middle East tourism industries and contribute to an increase in reciprocal tourist flows," emphasised Kozlov.
September and October witnessed the arrival of approximately 40 representatives from travel companies in the UAE and Saudi Arabia, embarking on a comprehensive familiarisation trip to Moscow. During their visit, they explored Moscow's extensive tourism potential and engaged in numerous business discussions with local counterparts. Moreover, they were introduced to the 'Moscow+' programme, which not only unveils the charm of Moscow but also provides access to other captivating Russian cities, including Kazan and destinations in the Moscow region. With Moscow serving as the central transportation hub of the nation, exploring nearby suburbs, with their magnificent monasteries and fortresses in Sergiev Posad, Kolomna, and Zvenigorod, is made conveniently accessible. For those seeking greater adventure, high-speed trains offer a swift journey to St. Petersburg, known as Russia's 'northern' capital, celebrated for its white nights.
Experts in the tourism industry from the Middle East have emphasised the potential appeal of Moscow's countryside infrastructure, which includes an array of spa complexes, elegant estates, golf clubs, and ethnoparks. Winter tourism promises to be a unique and unforgettable experience for Middle Eastern travellers, particularly during the new year holidays when Moscow undergoes a breathtaking transformation, captivating visitors of all ages.

Presently, there are over 100 flights connecting the United Arab Emirates and Moscow, complemented by regular flight connections to countries like Qatar, Bahrain, Oman, Kuwait, and other Middle Eastern nations. RAMALLAH, West Bank — Russia’s Foreign Ministry invited Hamas’ political bureau chief Ismail Haniyeh to visit Moscow , Al-Mayadeen TV reported May 6, citing anonymous sources.
A Hamas delegation visited Moscow on May 4, holding talks with Russian Foreign Ministry officials. On May 7, Al-Mayadeen quoted Hamas sources as saying that another delegation will head to Moscow in early June.
