Millington, Tennessee -- Permanent Change of Station (PCS) moves are an unavoidable part of Navy life. Whether you are getting ready to do your very first one or you are a seasoned pro, the process can be stressful and sometimes frustrating because it has so many components to it. As part of the Navy’s ongoing pay and personnel transformation efforts, making it easier for Sailors to execute a PCS move is a high priority. In order to do this, MyPCS Mobile was created. With the onset of Coronavirus Disease 2019 (COVID-19) the Department of Defense issued a stop movement directive on official travel. Consequently, a majority of Sailors with PCS orders now find themselves experiencing additional stress due to the additional expenses incurred as their orders have been cancelled, postponed, or modified. MyPCS Mobile can help ease the stress during any type of PCS move under normal conditions as well as those caused by COVID-19. A new COVID-19 Guidance Link has been added to the MyPCS Mobile Checklist on the Shipping Household Goods page. MyPCS Mobile offers greater choice and control during the moving process, and provides information and resources needed to plan and execute a PCS move. Sailors can access MyPCS Mobile via MyNavy Portal at https://my.navy.mil/ and then clicking on the “Quick Links” tab and the blue MyPCS link. MyPCS Mobile can be downloaded directly from the MyNavy App Locker at (https://www.applocker.navy.mil) and can be used from any type of mobile device. No matter which way you access MyPCS Mobile, you can choose to log-on with a Common Access Card (CAC) or sign up for CAC-free access. People who have made several moves are often able to make checklists of things that they need to do. However, for many, those checklists can be difficult to make, update, and track. Wouldn’t it be nice if there were PCS checklists such as the ones available for other things such as renovation projects or weddings? Guess what? There is! MyPCS Mobile has almost everything that you need to make and plan your move. When a Sailor receives orders, their information is populated in MyPCS Mobile. When logging in the first time, there will be questions to answer such as number of dependents, travelling with a pet, shipping a vehicle, or doing a Personally Procured Move (formerly known as a Do-it-Yourself / DITY move). Afterwards, there will be a screen that has links to the PCS Checklist, Travel Voucher, and Orders. A fourth link for a new Travel Entitlements Calculator was added on May 15. The “View Orders” icon allows Sailors to view a copy of their full orders as well as something called lean orders. The lean orders gives all of the essential information required to make the PCS move a streamlined, simplified, and plain language format. Both can be downloaded and printed. A travel voucher must be turned in within five days of arrival at the new duty station, clicking on the “Voucher” icon will bring you to all of the electronic forms that you need to fill out. Some of the basic information from the orders will already be there, but changes can be made if needed. This section also includes a travel itinerary and travel details. Additionally, travel receipts can be uploaded. Finally, MyPCS Mobile provides the ability to send the completed voucher and receipts to the servicing Command and Pay Personnel Administrator (CPPA) for final processing. One of the biggest benefits of the MyPCS Mobile is the PCS Checklist. The sections are broken down by six, three, and one months prior to a move; one week prior to a move; week of arrival, and then one month after the move. Each of those sections are further broken down into small steps/tasks that are simple to understand and easy to accomplish. There are areas where decisions will need to be made, reminders, tips, and other topics should be discussed with financial specialists, family members, and/or people at either the old or new commands. Each step/task will have a due date and a status so that what has been done, what is in progress, and what hasn’t been started yet can be seen. This entire checklist can also be printed out. One of the critical areas in all moves is the budget. The very first section of the checklist is all about entitlements and budgeting. This section has a complete list of entitlements that Sailors might be eligible for and short descriptions of each. This also tells Sailors who they should meet with during the move (such as their CPPA and transportation office); where to go for more information; links to resources useful for helping with moving budgets; and even a short on-line course from the Fleet and Family Support Center (FFSC) called “Money and the Move.” The fourth icon is the Travel Entitlements Calculator, which is designed to help Sailors to make informed decisions about the various move options available to meet their needs and provides them with the ability to estimate their PCS travel entitlements using their personal mobile devices. Sailors will need to verify or answer a few questions such as identifying which dependents are travelling; selecting DLA type; estimated mileage between duty stations; and what kind of quarters will be used at the new duty station, etc. Once the questionnaire is completed, the Travel Entitlements Calculator will compute total travel days authorized; estimate the Dislocation Allowance (DLA) and flat per diem total; the PCS mileage total; and provide a total entitlements estimate based on the Sailor’s paygrade, single/married status, separating/retiring status, and Sailor inputs from the questionnaire. It also provides links to Joint Travel Regulations, Defense Travel Management Office, DLA rate, and additional allowances. Additionally, interactive training packages have been added to MyPCS Mobile. Training is available for MyPCS Checklist, My PCS Orders, MyPCS Travel Voucher, and MyPCS Travel Entitlements. The interactive training may be found at https://np2.nav.mil under training, then under MyPCS UPK Training. MyPCS Mobile is designed to be convenient, easy to use, and a time saver. Whether Sailors have moved many times or are making their PCS move, MyPCS Mobile can be extremely helpful in clarifying budgets and potentially reducing the overall stress that comes with moving. What is a DITY move?

A DITY (Do IT Yourself) move, now called a Personally Procured Move (PPM), is a type of PCS move in which you are reimbursed for moving part (partial DITY) or all (full DITY) of your own stuff, whether you’re using your own vehicle, a rental truck/vehicle, or borrowing someone else’s vehicle.

Will this calculator work for any PCS move?

This calculator only works for CONUS-CONUS PCS moves (Alaska included). If you are driving to your new base but the government is moving all of your stuff for you, the HHG Weight box, Reimbursement for Movement of HHG box, and some of the expenses boxes will not be applicable. But, you will still receive DLA and Per Diem and can use this calculator to find what you will get. This calculator is not meant for those who are traveling by commercial means (i.e. flying).

What allowances will I receive if I do a DITY move?

Most members will receive MALT (Monetary Allowance in Lieu of Transportation), Per Diem, and DLA (Dislocation Allowance). You will also be compensated for moving your own household goods, paid by the pound. Please see the explanations under each allowance in the “Allowances” section of the calculator for more information.

Does this calculator estimate reimbursement for moving household goods?

Yes. Enter your estimated weight (in pounds) of household goods that you will be moving in the HHG Weight box and see a rough estimate of the compensation you will receive in Reimbursement for Movement of HHG box. See the Calculating DITY Move Weight Rates  blog post for information on how weight rates are calculated.

How accurate is this calculator?

The DLA, Per Diem, and MALT allowances are accurate down to the penny and are always kept up to date. The HHG Reimbursement estimate is a rough estimate and should only be taken as so.

Is it worth doing a DITY move?

In addition to the potential expenses listed in the expenses section, remember to account for your time spent organizing everything, properly packing everything, and moving all the boxes and furniture into the truck. If you still think the potential profit from a full DITY is worth it, then go for it! If not, you can always do a partial DITY and get reimbursed for just the stuff you move in your own car.

Will I get reimbursed for…

• Yes, per diem should cover hotel expenses; and you get to keep it even if you don’t actually stay at hotels.
• Yes, you will still most likely get DLA, per diem, and MALT even if the government moves your stuff and you just drive to your new duty station.
• A rental car is considered a POV so you will get MALT to partially cover it but you will not get directly reimbursed for it.
• Yes, if the trailer “single axle, no more than 12 feet long or 8 feet wide, with side rails or body less than 28 inches high and ramp or gate less than 4 feet high unless detachable. For civilian employees, vehicles other than a POV must be of reasonable size and fit into a moving van. ”
• Yes, up to 2,000 lbs in general. Pro-gear is not counted against your regular weight allowance. Pro-gear must be declared at the origin of shipment and must be documented.
• Generally no. In certain situations you can elect to receive reimbursement for moving a mobile home instead of HHG. See Chapter 5 Part D in the JTR for more info.
• Possible, if you have dependents. See Chapter 5 Part E in the JTR for more info.
• Yes, a motorcycle is considered HHG.
• Yes, per diem is meant to cover meals and hotels and is set at a flat rate.

When and where should I get the weight tickets?

For the Air Force, it should not matter when you get the weight tickets, so long as you get one for each empty vehicle and one for each fully loaded vehicle. You can get the empty one before packing the car or after unloading it, it is up to you which one you prefer. For other branches, there may be different requirements for how many weight tickets you need and when you need to submit them, so please check with your travel office. You can get the weight tickets at any certified vehicle weight scale. The most common are probably the CAT scales, which are located all over the U.S. To locate certified scales and to find more information on weight tickets, check out the weight tickets and weigh stations post .

I’m hiring a moving company to move my stuff, do I still need weight tickets?

First off, ask the moving company if they will be weighing your HHG. They may, and they may also provide you weight tickets at the end of the move. If not, they may go by cubic feet instead of weight. If this is the case, the government MAY use a constructed weight of 7 lbs per cubic foot to estimate the weight of HHG moved. You should always find out how weight estimation will work with a moving company before hiring them, and then check with your travel office to make sure you will get reimbursed for the HHG the company you hired is moving.

Can I get an advance of funds for a DITY/PPM?

The JTR states in paragraph 051307 that an amount of 60% of the PPM monetary allowance for HHG reimbursement is allowed when the service member moves his or herself. Since the rate for HHG reimbursement is always changing, you will need to talk to your travel office to find out exactly how much you can get.

Military PCS Allowances

PCS Travel Allowances

You can travel from your old duty station to the new one via common carrier (air, rail, etc.) or privately owned vehicle (POV). The rules and reimbursements are different for each, so we will discuss them separately:

Common carrier (air, rail, etc.): You must normally use a government-provided ticket when you travel by common carrier. You are authorized transportation from the airport/train station to and from your old and new permanent stations. If this is not provided, you will be reimbursed -- as always, save your receipts. You and your dependents receive per diem for the actual travel time and authorized delays.

Privately owned vehicle: You will be paid mileage between your old and new duty station. The reimbursement rate changes every year. The official distance is determined by the Defense Table of Official Distances. If you travel with your dependents and use more than one vehicle, you may be authorized mileage reimbursement for each vehicle. You will also be reimbursed for any tolls incurred during the trip -- save your receipts, just in case. You will be authorized one day of per diem for each 350 miles of official distance. Per diem: You and your dependents are authorized per diem for the allowed travel time. If you are traveling with your dependents, they are also authorized per diem but at a reduced rate: Dependents 12 and older receive 75% of the authorized per diem; dependents under the age of 12 receive 50% of the authorized per diem. Additional per diem also covers your hotel expense along the way -- receipts are needed for reimbursement.

Special Cases:

Dependents authorized to travel separately: Sometimes dependents are authorized to travel separately. For example, if you receive orders to a deployed ship or unit, your family may be authorized to delay their travel until you return from deployment. In these cases, the dependents will receive full travel allowances including per diem at the 100% rate for your spouse and applicable rates for children.

Retirement: A member who retires is authorized travel for themselves and their dependents to anywhere in the U.S., their home of record outside the U.S., or anywhere in the world if the cost does not exceed transportation to a continental U.S. location.

Separation from active duty: A member who separates from active duty is authorized travel for themselves and their dependents to their home of record or any other location, not to exceed the cost of travel from their old permanent station to their home of record.

Overseas dependents: In some cases, overseas dependents may be authorized to travel back to the U.S. alone and receive full travel allowances. This may happen in the case of divorce, custody proceedings, legal situations, or dangerous conditions.
