WSQ Tourist Guide Programme (English)

Introduction

Singapore remains as one of the top visited countries globally. The rich heritage and diverse culture is one of the top reasons contributing to the popularity, and this is why it is essential to equip Singapore tour guides with the knowledge.

Course Objectives

Learn from the experienced tourism professionals who are also licensed STB tourist guides through role-plays, activities and field trips. The programme prepares participants to take the STB (Singapore Tourism Board) practical assessment to be a licensed Tourist Guide.

Course Outlines

The course covers the following knowledge and skills areas.

  • Create Customer Experience (TGS – 2018505078) – 22 hours
  • Tourist Guides - NC/NAP (TGS – 2020504025) – 102.75 hours - Handle Arrival and Departure of Visitors - Promote Singapore as a Tourist Destination & Apply Tourism Knowledge - Write Tour Commentary
  • Conduct Tour (TGS – 2020504029) – 108.5 hours 
  • Total 233.25 hours
  • Classroom Training : Two weekday evenings (6.45pm to 9.45pm) and/or one Saturday morning (9am to 1pm)
  • Field Trips: Saturday (9am to 1pm) and/or (2pm to 6pm)
  • Classroom Training and including Field Trips : Three weekdays, 9am to 6pm

  • Independent learning sessions, mutual sharing and feedback

Certification

Upon successful completion of the programme, and passing all assessments, participants will be awarded with 3 Statement of Attainments (SOAs) by SSG. Participants will be eligible to apply for the Tourist Guide License with Singapore Tourism Board. For Foreigners, please note that STB will only issue the Tourist Guide License to foreigners holding employment pass / work permit which is valid for at least 6 months from date of passing the examination. He/She must also be gainfully employed by a travel agent as a tourist guide.

Company-Sponsored Applicant 

Tourist Guide Programme

  • Applicant must be Singaporean or Singapore PR.
  • Applicant must achieve 75% attendance for EVERY unit and pass ALL assessments by TMIS within 2 attempts.
  • SSG funding applies to the course fees only and excludes application fee and re-assessment fee.
  • Should the applicant resign or be terminated during the training, the sponsoring company will not be eligible for funding. If applicant wishes to continue with the course, he/she can apply as Self-Paying Applicant. Terms and conditions apply.
  • The absentee payroll will be disbursed to the company through Enterprise Portal for Jobs and Skills (EPJS) when the participant attain ALL the required SOAs.
  • Applicant must obtain STB license within 6 months from date of passing examination
  • Applicant must pass the interview conducted by TMIS and sign a letter of undertaking to indicate that he/she fully understands the terms and conditions for the SSG funding.

Self-Sponsored Applicant 

  • SSG funding applies to the course fees only and excludes Application fee and re-assessment fee.
  • Applicant is liable to pay back the funding if ANY of the following is NOT fulfilled:  - Achieved 75% attendance for EVERY units - Completed ALL the required units and pass ALL assessments
  • Self-paying applicants are NOT entitled to absentee payroll.

*SSG Funding is up to 70%, is subjected to Applicant’s age and citizenship.

Please note that admission into TMIS courses and Programmes is based on the following:

  • Compulsory to attend the Course Preview
  • Fulfilment on the Entry Requirements
  • Passing the Interview Assessment (Applicants who do not meet admission criteria will be allowed to appeal. The applicant will be informed via email; an offer for a second attempt for an interview by another set of interviewers will be arranged if applicable.)
  • Availability of course (subject to meeting minimum class size)
  • The student must achieve competency for the STB final assessment within 3 years from the start of class or 3 attempts whichever is earlier.

Students must inform the school in writing of any changes in personal particulars.

Professional Development Course

The Society of Tourist Guides (Singapore) or STGS was started by a group of experienced trainer guides in the year 2003 and has been working closely with Singapore Tourism Board (STB), World Federation of Tourist Guides Associations (WFTGA) and other industry partners to promote the professionalism of tourist guides as the Tourism Ambassadors of Singapore.

STGS conceptualised and conducted numerous Professional Development Courses (PDC) in both English and Mandarin to help Tourist Guides refresh and update their product knowledge and guiding skills.

Below list are STB approved PDCs are for licensed tourist guides to attend for renewal of their license and not available for public.

Terms for Funding

  • Trainee MUST achieve at least 75% of the training hours. For 7 PDC, 100% training hours.
  • Trainee MUST pass the assessments
  • Trainee MUST provide their required information in application forms accurately. In the event information provided are incorrect resulting in STGS unable to claim, STGS reserve the rights to pursue the unclaimed amount from the trainee.
  • STGS reserve the right to reject any trainee that refuse to cooperate in providing the necessary documents (if any) for verification purpose.

  • Company sponsored trainee must via company cheque or account & are eligible for absentee payroll. Click here for more information

Refund Policy

  • No refund allowed 7 days prior to course start date
  • We will forfeit amount paid if trainees fail to show up during course date without any valid reason via written email to [email protected]. Do note that taking last-minute job cannot be consider as valid reason since it means depriving another trainee of the opportunity to attend the class.
  • STGS reserved the rights to cancel, postpone or amend the date and time of the PDC delivery.

Application Details

There are 2 types of travel agent licences:

  • Niche Licence Under the Travel Agents Regulations 2017, a Niche licence is a licence that is subject to a condition restricting the licensee granted the licence to supply only tours within Singapore without any right of accommodation. An example of such a tour is a sit-in coach day tour. The Niche licence has minimum financial requirements of $50,000.
  • General Licence Under the Travel Agents Regulations 2017, a General licence is a licence that is not a Niche licence, i.e. it is a licence for travel agents conducting any other activity beyond what is described in the scope of a Niche licence. The General licence has minimum financial requirements of $100,000.

  • Do I need to apply for this licence? You will need to apply for a travel agent's licence with Singapore Tourism Board (STB) if your business falls within Section 4 of the Travel Agents Act (Cap. 334): i. supplying any person a right to travel on any conveyance ii. supplying any person - a right to travel on any conveyance to; and - a right of accommodation at a hotel or similar boarding premises at, one or more places, whether in Singapore or elsewhere iii. purchasing, or reserving, for resale to a person a right to travel on any conveyance iv. supplying any tour (whether or not organised by the person) to any other person; or v. such other similar activity as may be prescribed. The term "supply", in relation to a travel product, includes the sale, or arranging for the provision, of the travel product. Despite the above, a person does not carry on the business of a travel agent if: - For the activity mentioned in (a), the person carries on the activity only in respect of a conveyance the person owns; - For the activities mentioned in (a) or (c), the person carries on the activity only in respect of a conveyance that is: - used for a regular route service within the meaning of the Bus Services Industry Act 2015 (Act 30 of 2015); or - used for a community bus service or courtesy bus service, within the meaning of the Bus Services Industry Act 2015, and that travels only within Singapore; or - used for a train service within the meaning of the Public Transport Council Act (Cap. 259B); - For the activity mentioned in (b), the person carries on the activity only in respect of: - a conveyance the person owns; and - a hotel or similar boarding premises the person owns or operates; - For the activity mentioned in (d), the person carries on the activity only in respect of any place or point of interest that the person owns or operates. - The person supplies a tour where participants only visit places or points of interest within Singapore and where: - the person does not provide any conveyance to the participants of the tour (e.g. walking tours); or - every participant is required to contribute to the movement of the conveyance provided (e.g. cycling tours); - The person supplies a right to travel on any conveyance only within Singapore and does not carry on a business of supplying any tour. - The person supplies services to a licensee for the purposes of a tour. Additionally, the following entities do not require a travel agent licence: - Government and statutory boards - Institutions of a Public Character Under Section 6 of the Travel Agents Act (Cap. 334), a person must not carry on the business of a travel agent unless the person is authorised to do so by a licence. Any person who contravenes or fails to comply with this requirement shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $25,000 or to imprisonment for a term not exceeding 2 years or to both.   • What conditions do I need to fulfil? Before proceeding to apply for a Travel Agent's licence, you are required to fulfil the following conditions: - Register the business with the Accounting & Corporate Regulatory Authority (ACRA). - To apply for a travel agent licence, the business must meet the minimum financial requirements of S$50,000 (for Niche Licences) or S$100,000 (for General Licences). - The latest set of management accounts (both Balance Sheet and Profit & Loss Statement) will be required for business entities incorporated for more than 18 months including entities with dormant status. - Open a corporate bank account under the business entity's name. - The latest bank statement reflecting the injection of the paid-up capital will be required. - Set up an e-mail address specifically for the operation of your travel agency business. - All applicants must nominate a suitable person as the Key Executive. The Key Executive is responsible for the day-to-day administration and operations of the travel agent. He/Sheshould preferably be a director of the business and/or have managerial experience in the travel business. - Directors' Resolution on the appointment of the Key Executive will be required. The Directors' Resolution must be printed on the business entity's letter head and signed by more than 50% of all directors if the entity has two or more directors. - A front and back copy of the Key Executive's identification card (e.g. NRIC, Employment Pass) will be required. - A copy of the Key Executive's Resume, including previous employment, experience and qualification(s), will be required. - Specify an office (e.g. home office scheme, commercial office) to be used for the conduct of the travel agency business. You may apply without an office premises first and seek STB's pre-approval. Confirmation of the office premises must be submitted within 3 months of the pre-approval. - Sole-proprietors/partnerships are also required to submit their latest credit report.
  • How to apply? Applications for a travel agent licence must be made online via the Travel Agents & Tourist Guides Licensing System (TRUST) website . An application fee of $200 is payable. You may save a draft at any point of time during the application. All saved drafts will expire after 90 days.
  • How soon can my application be processed? Each application will take approximately one to two weeks to process upon submission of complete supporting documents.
  • How much is the license fee? A licence fee of $400 is payable upon approval of the licence application.

  • What are the roles and duties of a Key Executive? Q. The Key Executive is responsible for the proper administration and management of the affairs of the travel agency. The Key Executive must also be contactable at all times.
  • What are the criteria a Key Executive has to fulfil? The KE should be a Singaporean, Permanent Resident or a foreigner holding a valid employment pass (employment pass of minimum one year validity period is required if the Key Executive is a foreigner).The KE should preferably be a director of the company. Otherwise, he/she should have at least one year of managerial experience and be familiar with the travel business.The proposed Key Executive must submit his/her curriculum vitaeto STB for assessment and approval.
  • Am I required to have an office premise for my business prior to my licence application? No, you are not required to secure an office premise at the time of applying your licence. You will be notified to locate a suitable office once your licence application has been approved in-principle.
  • If my application is granted in-principle approval, can I start to operate my business? No. You are not allowed to commence business until STB grants final approval to your application.

Theatres in Moscow

Cultural life of Moscow city is various and rich! Operas, ballets, symphonic concerts... Russian composers have created some of the most beautiful classical music. Russian classical music is very popular in Moscow. It is performed in many beautiful historical venues. Do not forget to include a visit to a concert hall in your itinerary when you are planning your stay in Moscow! And do it in advance.

There are almost no restrictions on dress code in Russian theatres. Visitors may wear jeans and sports shoes, they may have a backpack with them. Only shorts are not allowed.

A typical feature of Russian theatre – visitors are bringing a lot of flowers which they present to their favorite performers after the show.

Here are some practical advices where to go and how to buy tickets.

The Bolshoi Theatre

The Bolshoi Theatre is the oldest, the most famous and popular opera and ballet theatre in Russia. The word “Bolshoi” means “big” in Russian. You can buy a ticket online in advance, 2-3 months before the date of performance on the official website . Prices for famous ballets are high: 6-8 thousand rubles for a seat in stalls. Tickets to operas are cheaper: you can get a good seat for 4-5 thousand rubles. Tickets are cheaper for daytime performances and performances on the New Stage. The New Stage is situated in the light-green building to the left of the Bolshoi's main building. The quality of operas and ballets shown on the New Stage is excellent too. However, you should pay attention that many seats of the Bolshoi’s Old and New Stages have limited visibility . If you want to see the Bolshoi’s Old Stage but all tickets are sold out, you can order a tour of the theatre. You can book such a tour on the official website.

If you want, following Russian tradition, to give flowers to the performers at the end of the show, in the Bolshoi flowers should be presented via special staff who collects these flowers in advance.

In August the Bolshoi is closed.

The Stanislavsky and Nemirovich-Danchenko Music Theatre

This theatre is noteworthy. On one hand, it offers brilliant classical opera and ballet performances. On the other hand, it is an experimental venue for modern artists. You can check the program and buy tickets online here http://stanmus.com/ . If you are opera lover, get a ticket to see superstar Hibla Gerzmava . The theatre has a very beautiful historic building and a stage with a good view from every seat. Tickets are twice cheaper than in the Bolshoi.

The Novaya Opera

“Novaya” means “New” in Russian. This opera house was founded in 1991 by a famous conductor Eugene Kolobov. Its repertoire has several directions: Russian and Western classics, original shows and divertissements, and operas of the 20th and 21st centuries. It is very popular with Muscovites for excellent quality of performances, a comfortable hall, a beautiful Art Nouveau building and a historic park Hermitage, which is situated right next to it. Galina Vishnevskaya Opera Center

The Opera Center has become one of the best theatrical venues in Moscow. It was founded in 2002 by great diva Galina Vishnevskaya. Nowadays its artistic director is Olga Rostropovich, daughter of Galina Vishnevskaya and her husband Mstislav Rostropovich, great cellist and conductor. Not only best young opera singers perform here, but also world music stars do; chamber and symphonic concerts, theatrical productions and musical festivals take place here. Tchaikovsky Concert Hall and The Great Hall of Moscow Conservatory

These are two major concert halls for symphonic music in Moscow. Both feature excellent acoustics, impressive interior, various repertoire and best performers. Moscow International Performing Arts Center (MIPAC)

This modern and elegant concert hall houses performances of national and foreign symphony orchestras, chamber ensembles, solo instrumentalists, opera singers, ballet dancers, theatre companies, jazz bands, variety and traditional ensembles. Actually, it has three concert halls placed on three different levels and having separate entrances. The President of MIPAC is People’s Artist of the USSR Vladimir Spivakov, conductor of “Virtuosy Moskvy” orchestra. You can see pictures of the concert halls here http://www.mmdm.ru/en/content/halls . ​STB manages the regulatory environment for hotels, tourist guides, travel agents and cruise terminals. This includes licensing, ensuring compliance as well as policy and regulatory reviews.

HOTEL LICENCE

Any premises renting out 4 rooms or more to guests staying less than 7 days would need to possess a valid hotel licence issued by the Singapore Hotels Licensing Board (HLB) to operate such a business. Please visit the HLB website for more details.
