Bihar’s new tourism policy gets cabinet approval

In a decisive move to stimulate economic growth and enhance infrastructure, the Bihar State Cabinet, under the leadership of the Chief Minister Nitish Kumar, approved the Bihar Tourism Policy 2023. The policy aims to foster all-encompassing development and attract investments in the tourism sector.

Tourism Secretary Abhay Kumar Singh, addressing a press conference at the Secretariat auditorium, emphasized the integral role tourism plays in economic and social activities globally. Citing examples from countries like Sri Lanka, Malaysia, Thailand, and Indian states like Jammu and Kashmir, Goa, Sikkim, and Rajasthan, Singh highlighted the potential for economic stability and growth through tourism. The newly approved policy is anticipated to attract investments totaling Rs 10,000 crore, according to estimates by the tourism department.

Present at the press conference were Bihar Tourism Development Corporation Managing Director Nand Kishore and Tourism Director Vinay Kumar Rai.

Objectives of Bihar Tourism Policy 2023:

1.  Creation of World-Class Infrastructure : Aiming for top-notch facilities.

2.  Creation of Tourist Products and Infrastructure : Developing diverse and attractive tourist offerings.

3.  Development of Talented Workforce : Through skill training initiatives.

4.  Emphasis on Tourist Safety and Facilities : Highest standards for safety and excellence.

5.  Implementation of Technology-Focused Tourism : Incorporating cutting-edge technology in tourism initiatives.

The policy anticipates unprecedented growth in the tourism sector, fostering economic activities, job creation, and business opportunities within the state. Financial incentives will be extended to beneficiaries and investors associated with the tourism sector.

Key Provisions:

Capital Subsidy:

– 30% subsidy on investments up to Rs 10 crore, capped at Rs 3 crore.

– 25% subsidy on investments up to Rs 50 crore, capped at Rs 10 crore.

– 25% subsidy on investments exceeding Rs 50 crore, capped at Rs 25 crore.

– Subsidy reimbursement milestones: 50% on commercial operation commencement, 25% after 2 years, and 25% after 5 years.

Other Financial Incentives:

1.  Land Conversion Fee : 100% reimbursement.

2.  Stamp Duty and Registration Fee : 100% lump-sum reimbursement for lease/sale/transfer of land.

3.  Reimbursement of SGST : 80% reimbursement for five years from the date of commercial operation, capped at 100% of the sanctioned project cost.

4.  Electricity Duty Reimbursement : 100% reimbursement for new tourism units for five years.

5.  Reimbursement to Empaneled Entities : Reimbursement of 5% of the monthly remuneration paid to recognized tourist guides for two years, with a maximum monthly limit of Rs 5,000 per guide.

6.  Green Certification:  50% reimbursement of the certification fee for obtaining green certification from an internationally recognized agency, capped at Rs 10.00 lakh.

7.  MICE Incentive : 50% GST reimbursement for organizing costs of meetings, exhibitions, conferences, and events.

Supporting tourism like any other industry; will promote state’s cultural heritage: Bihar Tourism Secy

The Bihar government is working at a rapid pace to promote tourism in the state and is providing support to tourism just like any other industry in the state, said Santosh Kumar Mall, IT and Tourism Secretary of Bihar.

"Tourism and hospitality are a part of the industrial promotion policy of the state. So the state government is providing all the facilities like interest subvention, electricity duty subvention, and support in registration duties to the tourism sector as well," Mall told Business Today.

He said the state government is developing Mahabodhi Convention Centre and a state guesthouse in Bodh Gaya. The projects, located next to each other, are worth more than Rs 100 crore each. A similar convention centre is coming up at Valmiki Nagar Tiger Reserve.

The state’s tourism department also plans to go big on promoting Bihar's rich cultural heritage. "In a bid to promote our destinations, very soon you will see many innovative ads and campaigns coming from the government of Bihar. We have also planned some events in Delhi, Mumbai, where there are opinion makers," he added.

Last week, Bihar received the prestigious India Today Tourism award, with Bodh Gaya in Gaya district adjudged as the runner-up in the Best Spiritual Destination category. The inauguration of Kushinagar Airport in Uttar Pradesh will provide further boost to tourism in Bihar, with destinations like Bodh Gaya, Vaishali, Rajgir expected to attract more tourists from across the world.

Besides, some tourism projects in the state have also been taken up under the Centre’s ‘Swadesh Darshan’ scheme. One of the project under the scheme is going on at Mandar in Banka district, Mall said. “They (projects) are all basically for the development of tourism entities in the state.”

The Union Ministry of Tourism is developing infrastructure at tourist destinations across the country under its Swadesh Darshan (SD) and PRASHAD schemes. Under the Swadesh Darshan scheme, 76 projects have been sanctioned across the country, including different themes such as coastal circuit, Buddhist circuit, eco circuit and spiritual circuit.

Shedding light on Bihar's tourism promotion and marketing strategy, Mall said, "We have revamped our Bihar tourism website, and our social media campaigns are running on our Twitter and Facebook and Instagram handles and the number of followers in last one year also has increased by many folds. So, we are trying to focus on the strategy to promote destinations which are not much known because there is a segment of tourists which are always looking for new things."

In a significant move aimed at stimulating economic growth and boosting infrastructure, the Bihar State Cabinet, led by Chief Minister Nitish Kumar, has given its approval to the Bihar Tourism Policy 2023. The policy is designed to facilitate comprehensive development and attract investments in the tourism sector.

During a press conference at the Secretariat auditorium, Abhay Kumar Singh, Tourism Secretary, underscored the global importance of tourism in economic and social activities. Drawing examples from countries such as Sri Lanka, Malaysia, Thailand, and Indian states like Jammu and Kashmir, Goa, Sikkim, and Rajasthan, Singh emphasised the potential for economic stability and growth through tourism. Estimates by the tourism department suggest that the newly approved policy could attract investments totaling Rs 10,000 crore.

Multi-faceted Objectives

The first goal is the creation of world-class infrastructure, with a focus on achieving top-notch facilities that enhance the overall tourism experience. Another key objective is the development of diverse and attractive tourist offerings through the creation of tourist products and infrastructure. To support these endeavours, the policy emphasises the need for a talented workforce, advocating for skill training initiatives to ensure the industry has the necessary expertise. Furthermore, there is a strong emphasis on tourist safety and facilities, with a commitment to maintaining the highest standards of safety and excellence. Lastly, the policy advocates for the implementation of technology-focused tourism, aiming to incorporate cutting-edge technology in various tourism initiatives. Overall, the policy envisions unprecedented growth in the tourism sector, anticipating positive impacts on economic activities, job creation, and business opportunities within the state. Financial incentives are set to be extended to beneficiaries and investors contributing to the advancement of the tourism sector.

A subsidy of 30 per cent will be provided for investments up to Rs 10 crore, with a maximum cap of Rs 3 crore. For investments up to Rs 50 crore, a 25 per cent subsidy will be applicable, with a cap set at Rs 10 crore. In the case of investments exceeding Rs 50 crore, a 25 per cent subsidy will still apply, but the cap is raised to Rs 25 crore.

Subsidy Reimbursement Milestones

50 per cent upon the commencement of commercial operations, followed by 25 per cent after 2 years, and a final 25 per cent after 5 years.

Additional Financial Incentives

Additional financial incentives outlined in the policy include a 100 per cent reimbursement for the Land Conversion Fee, ensuring the complete return of this expense. For the Stamp Duty and Registration Fee related to the lease, sale, or transfer of land, a 100 per cent lump-sum reimbursement is provided. The reimbursement of State Goods and Services Tax (SGST) stands at 80 per cent, applicable for five years from the date of commercial operation, with a cap set at 100 per cent of the sanctioned project cost. New tourism units benefit from a 100 per cent Electricity Duty Reimbursement for the initial five years. Moreover, empaneled entities are eligible for a reimbursement of 5 per cent of the monthly remuneration paid to recognised tourist guides for a period of two years, with a maximum monthly limit of Rs 5,000 per guide. The policy also encourages green practices by offering a 50 per cent reimbursement of the certification fee for obtaining green certification from an internationally recognised agency, capped at Rs 10.00 lakh. Additionally, there is a Meetings, Incentives, Conferences, and Exhibitions (MICE) incentive, entailing a 50 per cent GST reimbursement for the organising costs of meetings, exhibitions, conferences, and events.
