Boundary Tours and Recreation 2023

The Boundary Reservoir at our Boundary Hydroelectric Project offers many recreational opportunities including boating, fishing, camping, picnicking, and sightseeing. City Light is committed to preserving and enhancing these recreational activities for visitors to the Boundary Project area and welcomes visitors for the Boundary Tours 2023 season. 

Summer 2023 Boundary Tours and Recreation

Boundary dam tours .

  • Enjoy an in-depth visit to Boundary Dam, an engineering marvel recognized for its unique double curvature, thin arch structure, and associated underground powerhouse, carved out of a massive limestone cavern. 
  • Hours: Tours are offered Friday, Saturday, Sunday, and Monday from Memorial Day weekend through Labor Day weekend. Times are 8 a.m., 10 a.m., 12:30 p.m., and 2:30 p.m. 
  • Each tour group is limited to 25 participants on a first-come, first-served basis. If your group is 10 or more, please call in advance: (509) 446-3083 . 
  • A photo ID and closed-toe shoes are required for all adults.  
  • The tour runs approximately 60 minutes. 

Forebay Recreation Area

  • Hours:   Open year-round. Please note: In winter, water may not be available and roads may not be plowed. 
  • Flush toilets and potable water available.
  • No hook-ups, dump station, or showers.
  • All campsites have fire rings and picnic tables. 
  • 7 picnic tables
  • 4 BBQ grills
  • 1 large group shelter with 4 tables
  • 14 parking stalls 
  • Concrete boat launch with accessible boarding dock, 13 parking stalls for trucks and trailers, tie-down area. 

Metaline Waterfront Park 

  • Hours: Open year-round. Please note: May be subject to flooding in spring. 
  • Details: Concrete boat ramp, accessible boarding dock, kayak ramp, group shelter with fire pit, playground equipment, restroom with flush toilets, parking. 

Vista House 

  • Hours: Open daily from 6 a.m. to 8 p.m. beginning Memorial Day weekend through Labor Day weekend. 
  • Details: Interior viewing room, exterior viewing platform, flush restrooms. 

Boat-in Campsites 

  • Details: 6 shoreline campsites (Lime Creek, Everett Slough, Monument Bar, Grandview, Slumber Cove [no toilet], Ledbetter Cove) with fire rings, picnic tables, tent pads, food storage lockers, and basic toilets. The shoreline campsites operate on a first-come, first-served basis and reservations are not required.

New Viewpoints and Trailheads

The canyon reach area of the Boundary Reservoir between Metaline Falls and Boundary Dam offers spectacular views of steep rock faces, wildlife, dense forest vegetation, nearby mountains, and waterfalls, including Peewee Falls—which are typically only viewable from the water.

Working closely with the US Forest Service/Colville National Forest , City Light is funding the construction of two new viewpoints and trailheads along the eastern rim of the canyon which will open the views to a much broader range of visitors. These viewpoints will open in summer of 2023. 

For hiking enthusiasts, a new 8.5-mile trail connecting the two viewpoints will be completed by 2024. Additionally, City Light will be developing a new portage trail around Metaline Falls in 2024 to provide paddlers an alternative to running or avoiding the rapids at the falls. The new portage trail will include parking, picnic tables and a vault toilet.

Boundary Reservoir Recreation Area

Due to standing hazard trees, the Grandview Boat-in Camp is closed to overnight and day use until further notice. Please contact Seattle City Light at (206) 858-3061 with any questions, or email [email protected] .

The waters of Boundary Reservoir back up behind Boundary Dam on the Pend Oreille River in the very northeast corner of Washington State. The area offers 3 water-access-only small recreation sites on BLM lands, all along the reservoir’s west bank, which provide primitive amenities. The BLM sites are Everett Slough, Ledbetter Cove, and Grandview. US Forest Service lands on the other side of the reservoir offer additional primitive developed and dispersed recreation opportunities. Due to predominating dense forest and steep canyon slopes, Everett Slough is the only one of these sites that offers a hiking opportunity. There, hikers can travel through forest along the old +1-mile-long no-public-vehicle-access dirt road grade, that ends at the recreation site. Otherwise, activities at Boundary Reservoir include motorized and non-motorized boating, fishing, picnicking, camping, and nature viewing. The 3 recreation sites each provide basic sanitary facilities with privacy fence. Additionally: Everett Slough has 3 primitive campsites, each with tent site, picnic table, fire ring, and bear-proof storage container. Ledbetter Cove has 4 tent sites, 2 picnic tables, 2 fire rings, and 2 bear-proof containers. Grandview has 2 primitive campsites, each with tent site, picnic table, fire ring, and bear-proof container. Note: Grandview Boat-in Camp is closed until further notice.  

Know Before You Go:

  • Access is by boat only, typically via the boat launch at Seattle City Light’s Forebay Recreation Area, located at Boundary Dam.
  • The primary recreation season is Memorial Day through Labor Day.
  • No services are available. Cell phone service is not available on the reservoir.
  • Outside of the Primary Recreation Season, contact Boundary Dam to check on Forebay Recreation Area site conditions and/or if seasonally closed.
  • Boaters should be aware that water levels and flows are subject to extreme and unexpected change. Dangerous currents and rapids may exist. Be alert for debris, obstructions, or partially submerged objects.
  • When recreating on public lands, practice Leave-No-Trace Principles.

Seattle City Light manages recreational use on BLM public lands along Boundary Reservoir, at developed sites and on dispersed lands. Seattle City Light manages this recreational use under the terms and responsibilities established in their Federal Energy Regulatory Commission (FERC) license for Boundary Dam. Boundary Dam Cavern

Enjoy a guided tour to experience how our 299,000 horsepower turbines and electrical generating facilities produce clean, renewable energy. You'll be taken through the Machine Hall Visitor Gallery, located deep inside a massive limestone cavern.

Boundary Tour Details

Tour Details:

  • Tour is suitable for all ages.
  • Photo ID is required for all adults.
  • Wear closed-toe shoes.
  • Tours are offered free of charge.
  • Each tour is limited to 25 people on a first-come, first-served basis.
  • Reservations are not required. However, if your group is 10 or more, please call in advance.

Hours: Offered May 26 - Sept. 4, Friday - Monday. 8 a.m., 10 a.m., 12:30 p.m., and 2:30 p.m. Tour experience lasts approximately 60 minutes.

Location: Tours meet at the Boundary Dam guard station. From State Route 31 in Metaline, WA, turn onto Boundary Road. Drive 12 miles and follow signs to Seattle City Light's Boundary Dam until reaching the guard station at the main entrance.

Outdoor Recreation

The Boundary Project occupies a highly scenic, uncrowded setting that offers many outdoor recreational opportunities, including boating, fishing, sightseeing, picnicking, camping and much more.

Attractions include:

Forebay recreation area.

Located adjacent to Boundary Dam, the Forebay Recreation Area consists of a campground, a day-use area, and a boat launch.

Campground Amenities:

  • Free. First-come, first-served. No reservations.
  • 22 Campsites, including 12 RV sites; Class C RVs can be accommodated.
  • Stays are limited to six consecutive nights.
  • Flush toilets and potable water available.
  • No hook-ups, dump station, or showers.
  • All campsites have fire rings and picnic tables.

Day-Use Area Amenities:

  • Seven day-use picnic tables.
  • Four BBQ grills.
  • One large group shelter with four picnic tables.
  • 14 day-use parking stalls.

Boat Launch Amenities:

  • Concrete boat launch with accessible boarding dock.
  • 13 parking stalls for trucks and trailers.
  • Tie-down area.

Hours: Open year-round. Note: In winter, water may not be available, and roads may not be plowed.

Location: To reach the Forebay Recreation Area, leave Highway 31 in the town of Metaline, WA, and follow Boundary Dam Rd. (County Road 2975) approximately 11 miles until you reach the dam.

Metaline Waterfront Park

This community park is located in the town of Metaline, Washington, upstream of Metaline Falls on the western shore of the Pend Oreille River. It provides opportunities for boating, picnicking, and other day use activities.

Hours: Open year-round. Note: The park is subject to occasional flooding during the spring, approximately late May to early June.

Location: Metaline Waterfront Park is located in the town of Metaline, WA. From State Route 20, turn onto N. Main Avenue and follow the road until reaching the park.

Six shoreline sites along the Boundary Project’s 17.5-mile long reservoir provide the opportunity for camping in a remote, primitive setting: Lime Creek, Everett Slough, Monument Bar, Grandview, Slumber Cove, and Ledbetter Cove. Boundary’s boat-in campsites are located on the Pend Oreille River Water Trail , which traverses 70 miles along the Pend Oreille River from Oldtown, Idaho, to Boundary Dam.

Guidelines:

  • Sites are available on a first-come, first-served basis, no reservations.
  • Follow the seven principles of "Leave No Trace."
  • Camp at established sites to minimize your impact on plants, soil and wildlife.
  • Follow all posted fire regulations. Use existing fire rings.
  • Maximum length of stay is 14 consecutive days.
  • Proper food storage is required.

The Vista House

Vista House building

The Vista House, recognized nationally for its modern design when it was constructed in 1965, sits on the eastern rim of the Pend Oreille River canyon, overlooking the Boundary Dam site. The interior of the viewing room offers near-panoramic views of the canyon and surrounding mountains, with interpretive displays on local natural resources and the history and development of the Boundary Project. There is also a short path leading to an exterior viewing platform.

Amenities: Flush restrooms are available.

Hours: Vista House - Open from Memorial Day Weekend to Labor Day Weekend. Daily, 6 a.m. - 8 p.m.

Viewing Platform - Open year-round. Note: The road may not be plowed during the winter months. Please check conditions before traveling in the winter.

Location: Reach the Vista House by turning onto the Eastside Road via State Route 31 at Crescent Lake, approximately 11 miles north of Metaline Falls, one mile south of the Canadian border. The Vista House is located at the end of the Eastside Road. There is no access to Boundary Dam from the Vista House.

Peewee Falls at Boundary Dam Campground – Best Eastern Washington Waterfall

Peewee Falls by Boundary Dam Campground in Washington state is one of the best hidden gems of Eastern Washington. I’ve lived in Eastern Washington most of my life and just discovered Peewee Falls for myself in the last few years. I know when people think of best Eastern Washington waterfalls, they typically think of Palouse Falls. I agree, it’s spectacular. But theres’s nothing like paddling to it and being able to swim and paddle around the energy of a massive waterfall.

Peewee Falls is incredibly close to the Canadian border in Northeastern Washington, and the nearest towns are Metaline and Metaline Falls. The largest major city is Spokane, Washington which is about 2 hours and 15 minutes south.

Getting to Peewee Falls

To get to Peewee Falls, put in “Boundary Dam Campground” into Google Maps NOT Boundary Dam – which will lead you to the wrong/east side of the river. However if you do find yourself on the east side of the river, you can visit the Vista House for a view of the dam and river. You cannot drive to Peewee Falls, you have to go by water. If you’re coming from Spokane, you’ll head north to Newport on Highway 2, turn left heading north on Highway 211 which merges and turns into Highway 20, continue along with the Pend Oreille River on your right through tiny towns like UsK, Cusick, Ione, and finally Metaline.

Just past Metaline, you’ll take a hairpin left turn on Boundary Road and continue about 20 minutes until arriving at Boundary Dam Campground. If you don’t take the hairpin left, you’ll cross the river into the tiny town of Metaline Falls.

Finally, you’ll arrive at the entrance to the campground on your right. If you were to go straight, you’d cross the dam and the river, which I don’t think you are allowed to drive past this point.

The technical name for the campground and boat launch are Seattle City Light’s Forebay Recreation Area. There are 22 camp sites, including 6 walk in tent sites, 3 car camp sites, and 12 RV sites. All sites are FREE and first come first serve, no reservations available. Flushing toilets and running water are available and sites have fire rings and picnic tables. You can stay up to 6 consecutive nights from spring through fall.

The day use area also has BBQs, picnic tables, and 14 parking spots. There is a very nice boat launch with a dock and 13 parking spots for vehicles with boat trailers. On weekends, spots fill up quickly, but midweek you should have no problem finding a spot. You don’t even need a Discover Pass or to pay for parking. Crazy, right?

Getting to Peewee Falls From the Campground

So once you get to Boundary Dam Campground, where is the falls, you ask? Launch your watercraft (motorized or non-motorized) and head south down the Pend Oreille River away from the boat launch. We always use paddle boards and it takes us about 15 minutes to get to the falls. On the right side, the river will branch off into what is called “Z Canyon” and you’ll follow that. In minutes Peewee Falls will emerge in view and it’s absolutely stunning.

The shore is rather rocky and a little steep so there’s not much room to walk around and sitting for lunch is not the most comfortable, which is why we usually stay on our boards near the shore. You can paddle quite close to the falls and feel how incredibly powerful it is. However, I wouldn’t paddle directly underneath it as I’ve heard a story of someone getting injured from falling debris years ago. Here you can see the scale of how huge the waterfall is!

We typically bring our camera, a dry bag to put sunscreen, light clothing to avoid sunburn, snacks, and a water bottle and just strap it to our paddle board. I always bring flip flops or water sandals and strap them to my board too in case I want to walk around on the rocks. It works like a charm. I keep my phone in a waterproof phone case and just strap it to my board.

Things to do Around Peewee Falls

Gardner cave.

These underground caves are only about 5-10 minutes from Boundary Dam Campground. Instead of turning right into the campground, you’d go left on Boundary Road to Crawford State Park. Here, the day use park does require a Discovery Pass. The 500 million year old cave goes down almost 300 feet and over 2000 feet long. If stalagmites and stalactites are your jam, then Gardner Cave is worth a visit. It can only be visited by tour, which takes about an hour with limited slots Thursday though Monday at 10 AM, 12 PM, 2 PM, and 4 PM during May through September. Remember, caves are cold, so bring layers.

Sweet Creek Rest Area and Sweet Creek Falls

This beautiful natural area is just before the town of Metaline. You can stretch your legs and take a short 1 mile walk to the upper and lower waterfalls. Also a great place to have your lunch at the picnic tables.

Sullivan Lake

You can extend your trip by making a side trip from Ione or Metaline Falls to Sullivan Lake. It’s quite a large and pretty lake of 1290 acres and 312 feet deep. You can fish, hike, camp, and use non-motorized watercraft. There are 3 campgrounds on the lake where sites can be reserved for $24 per night at Recreation.gov .

Rail Rider Excursions

From 1981 to 2016, you could ride a breathtaking scenic train ride along the Pend Oreille River from Ione through the mountains across bridges with sheer drops to Metaline Falls. I remember it fondly from when I was a kid. The train route has been retired, but they’ve since replaced it with a very unique tourist experience: a four seat, pedal-powered bike on train tracks! The 9 mile roundtrip adventure runs June through October and costs $24 dollars. You can contact them ahead to make sure they are open and have available slots HERE .

Where to Stay Near Peewee Falls

Honestly, there are not a ton of options. That’s why I think Boundary Dam Campground is your best bet. There is the Ruby Creek Lodge along the river about 45 minutes away that looks really cute and has great reviews. The only Airbnbs in the area are campsites and one cabin near Tiger. I think you could easily visit Peewee Falls as a day trip from Spokane but if you want to add in the rail riding and the cave, you might as well make it a two day affair. There are a few RV parks and small motels listed on Trip Advisor in Metaline and Metaline Falls… but yikes. Or you can stay in an Airbnb in Chewelah which is about a 1.5 hours from the campground where you put in your paddle board.

The waters of Boundary Reservoir back up behind Boundary Dam on the Pend Oreille River in the very northeast corner of Washington State. The area offers 3 water-access-only small recreation sites on BLM lands, all along the reservoir’s west bank, which provide primitive amenities. The BLM sites are Everett Slough, Ledbetter Cove, and Grandview. US Forest Service lands on the other side of the reservoir offer additional primitive developed and dispersed recreation opportunities. Due to predominating dense forest and steep canyon slopes, Everett Slough is the only one of these sites that offers a hiking opportunity. There, hikers can travel through forest along the old +1-mile-long no-public-vehicle-access dirt road grade, that ends at the recreation site. Otherwise, activities at Boundary Reservoir include motorized and non-motorized boating, fishing, picnicking, camping, and nature viewing. The 3 recreation sites each provide basic sanitary facilities with privacy fence. Additionally: Everett Slough has 3 primitive campsites, each with tent site, picnic table, fire ring, and bear-proof storage container. Ledbetter Cove has 4 tent sites, 2 picnic tables, 2 fire rings, and 2 bear-proof containers. Grandview has 2 primitive campsites, each with tent site, picnic table, fire ring, and bear-proof container. Note: Grandview Boat-in Camp is closed until further notice.  

Know Before You Go:

  • Access is by boat only, typically via the boat launch at Seattle City Light’s Forebay Recreation Area, located at Boundary Dam.
  • The primary recreation season is Memorial Day through Labor Day.
  • No services are available. Cell phone service is not available on the reservoir.
  • Outside of the Primary Recreation Season, contact Boundary Dam to check on Forebay Recreation Area site conditions and/or if seasonally closed.
  • Boaters should be aware that water levels and flows are subject to extreme and unexpected change. Dangerous currents and rapids may exist. Be alert for debris, obstructions, or partially submerged objects.
  • When recreating on public lands, practice Leave-No-Trace Principles.

Seattle City Light manages recreational use on BLM public lands along Boundary Reservoir, at developed sites and on dispersed lands. Seattle City Light manages this recreational use under the terms and responsibilities established in their Federal Energy Regulatory Commission (FERC) license for Boundary Dam. A Scenic Eastern Washington Road Trip Itinerary

An Eastern Washington road trip is the perfect way to experience the diversity of Washington’s natural beauty. The entire east side of the state holds many hidden gems, incredible geographic history, scenic views, and fun recreation opportunities.

This trip is an ideal route for all kinds of travelers. From multi-generational groups (that’s what we did – Berty and I took his parents around the state!) to avid hikers and photography enthusiasts, here are the highlights of a fun 5-day road trip around Eastern Washington.

Eastern Washington Road Trip Route

Day 1: spokane to walla walla.

Drive: Highway 195 and Highway 12 (part of the Palouse Scenic Byway )

See: On Day 1, depart Spokane (more starting locations at the bottom of this post) and drive through the rolling hills and farmlands of Eastern Washington. They are varying shades of green in the spring, and a rich, toasty yellow at the end of summer and fall season.

On the way, experience Steptoe Butte State Park. Here, you can drive to the highest point in the area, with dizzying panoramic views of the farmlands and distant mountains near Spokane .

Don’t forget quick stops at Steptoe Battlefield State Park , Patit Creek Campsite , The Jolly Green Giant , and Lewis & Clark Trail State Park .

Stay: There are several adorable places to stay in this part of Washington’s Wine Country. Bed & Breakfasts provide a more intimate stay and guests can receive personalized tips from their hosts during a stay. Book The GG for a fun and eclectic way to enjoy a historic Walla Walla mansion.

If you come in the afternoon, you still have time to visit some spots in town. Opt for a wine tasting at one of many beautiful wineries in the area. Tranche and Kinhaven are some of our favorites. For a little bit more activity, consider calling for a meet and greet at Old Homestead Alpacas , or lavender picking at Blue Mountain Lavender Farm .

Day 2: Walla Walla to Yakima

Drive: Harvey Shaw Road/Lyons Ferry Road, Highway 261/260, Highway 24

See: Encounter Washington’s state waterfall on today’s route – Palouse Falls !

Other major stops on day two of your Eastern Washington road trip include Lyons Ferry State Park (a great swimming stop) and Hanford Reach National Monument . Hanford Reach is a once-prohibited nuclear area turned wildlife refuge, where you can see an abundance of species.

Stay: Downtown Yakima is a great place for an overnight stay. The Hilton Garden Inn is centrally located, and if you come on Thursdays in the summer, you can catch some live music at Yakima’s Downtown Summer Nights free festival!

Day 3: Yakima to Soap Lake

Drive: Yakima River Canyon Scenic Byway (Highway 821), Interstate 90

See: Before heading out of Yakima for the day, take a morning stroll in Cowiche Canyon . You’ll find a network of trails to explore here, but starting at the Weikel Trailhead is most common.

Leaving town, drive the Yakima River Canyon Scenic Byway. It’s a winding route along the Yakima River, with swimming, boating, and fishing opportunities practically around every corner!

Near Vantage on the Columbia River you’ll find Ginko Petrified Forest State Park and Wild Horse Monument . Hike to the monument for sweeping views and to admire artist David Govedare’s horse sculptures, officially titled “Grandfather Cuts Loose the Ponies.”

If you’ve ever driven from Seattle to Spokane, you’ve likely noticed these spots, and they are definitely worth a visit!

Stay: After a long day, check in at the Soap Lake Natural Spa & Resort for a night of R&R. Each room has an option of filling their tub with the healing waters of the lake. It’s known for its rich mineral properties, good for skin ailments and sore muscles.

Day 4: Soap Lake to Kettle Falls (Via Lake Roosevelt)

Drive: Washington State Route 17, and Highway 25

See: Highway 17 is chock-full of geographic wonders, leftover from the historic Missoula Floods, around 18,000 years ago. You can see evidence of this at Dry Falls State Park and Lake Lenore Caves .

Along the route, you’ll also discover the Grand Coulee Dam , one of the largest concrete structures in North America. Explore the free interactive museum during the day, and try to catch the Laser Light Show once the sun goes down.

Continuing north, take the scenic Highway 25 north along Lake Roosevelt for great views of the water. On the way to Kettle Falls, you can stop by Fort Spokane and St. Paul’s Mission to learn more about the area’s history.

Stay: Relax at the Columbia Point Resort in Kettle Falls for the night. Here, you can take your pick of lodge rooms, campsites, and glamping tents (coming soon!). If you’re lucky, you may even show up on a night that the hosts are doing a cookout for everyone on-site!

Day 5: Kettle Falls to Spokane

Drive: Highway 20, and the North Pend Oreille Scenic Byway (Highway 31)

See: For the final day of your Eastern Washington Road Trip, enjoy the wonders of Pend Oreille County. Crawford State Park is home to the famous Gardner Cave , the longest limestone cavern in Washington. Tours are free but required advanced reservation . You’ll be taken down with a guide, who shares history and cool facts about the cave.

If you have time, take a tour of the Boundary Dam. Tours are also free, and run between Memorial Day and Labor Day. Check here for opening dates and times , and remember, the tour is first come first serve with a max of 25 visitors.

On your way south to Spokane, drive the North Pend Oreille Scenic Byway home. The route kind of reminded us of Highway 20 through the North Cascades. Stops like Eagles Nest Viewpoint , Sweet Creek Falls , Box Canyon Viewpoint , and Metaline Waterfront Park are all great places to pull over and snap a photo.

Stay: Finish off your road trip in Spokane! This city has a ton of options to choose from, from luxury to budget-friendly. We recommend staying close to downtown. It’s very walkable, and you can find great places for an evening stroll like Riverfront Park and the Centennial Trail.

Road Trip Logistics + Planning Tips

There are a few things to think about when planning an Eastern Washington road trip. Here are some of our top suggestions for a smoother ride:

Google Offline Maps: There are several stretches of road that may not have cell service. Download a Google Offline Map of the area to help with navigation during these times.

Washington State Park Discover Pass: You will see several Washington state parks along this route. An annual pass is $30, and it will pay for itself the first day. (The average day-use fee is $5-$10) You can pre-purchase one online here , or buy one at the kiosk at any state park.

Not starting in Spokane? If you are coming from the west side, you can easily drive to Spokane from Seattle (4 hours on Interstate 90) or take a quick 30-min flight into the city and rent a car.

If you want to begin your trip on the west side, consider starting your route in Yakima (2 hours from Seattle). From here, you can rearrange the days of the trip to fit your driving direction. See more alternative itineraries at the end of this blog post.

Seattle City Light - Boundary Dam

The Boundary Hydroelectric Project, located on the Pend Oreille River in Northeastern Washington, supplies almost half of Seattle City Light's power. Discover the Boundary Hydroelectric Project nestled in the foothills of the Selkirk Mountains and positioned along the banks of the scenic Pend Oreille (pronounced "pond-ah-ray") River.

The Forebay Recreation Area at Boundary Dam is a first-come, first serve FREE campground with 22 campsites, 13 of which are RV accessible along with 2 ADA accessible sites. Campsites have a fire ring and picnic table - no hook-ups or dump stations are available. Other amenities include a day use area, group picnic shelter, boat launch, and a restroom that meets ADA requirements with sinks, flush toilets, and access to potable water. No reservations are accepted or required.

The Gorge Inn

The Gorge Inn is one of the earliest buildings constructed at Newhalem, it was originally the cookhouse for providing meals to City Light workers in the early days of constructing the Skagit River Hydroelectric Project. Over time, it also hosted thousands of visitors who came to the area to experience Skagit Tours.

While at the Gorge Inn, enjoy interpretive displays about the cultural history of the Skagit Project and the surrounding area, as well as a special section on the life of J.D. Ross, the “father” of Seattle City Light and the Skagit Project.

Outdoor Recreation

City Light works with local partners to provide access to the abundant recreational opportunities in the Skagit Project area. One of the highlights of the Skagit Project is the Environmental Learning Center , constructed by City Light on the shores of Diablo Lake and operated by the North Cascades Institute . City Light also provides annual funding to the National Park Service and U.S. Forest Service for construction of new facilities, operation and maintenance of existing facilities, and development of educational materials.

Trail of the cedars.

Trail of the Cedars is a three-quarter-mile loop with a short spur trail to the Newhalem Creek Powerhouse. Sights include large western red cedar trees, Douglas fir trees and vegetation regenerating from the 2015 Goodell Creek Wildfire. The bridge from Main Street to the trail provides great views of the Skagit River. Visit the National Park Service website for more information.

Ladder Creek Falls Trail and Garden

Ladder Creek Falls trail at night

Ladder Creek Falls is one of the most spectacular and accessible waterfalls in the area. The trail continues through the Ladder Creek Gardens to Gorge Powerhouse. Finish the loop by crossing back over the river on the walkway along an old railroad bridge. For a visual treat, visit at night for a light show that illuminates the falls from dusk to 11 p.m. Visit the National Park Service website for more information.

Hours: Open daily year-round. Lighted from dusk to 11 p.m.

Location: Newhalem, WA Trail starts at the parking lot across the river from Gorge Powerhouse. Follow the trail to the right and cross the suspension foot bridge.

Diablo Lake Ferry

In the summer and into the fall, City Light operates a ferry on Diablo Lake to provide transportation for guests and customers of the Ross Lake Resort, which offers lodging and equipment rentals on Ross Lake. Hikers or backpackers heading to or returning from Ross Lake may also opt to take the ferry.

Gear Restrictions for the Ferry

Note: Each passenger is allowed three items (any combination of the following):

  • Standard Tote (approx. 30” x 20” x 15”)
  • Standard Cooler (approx. 36-quart cooler)
  • Backpack or Duffle Bag

Passengers may also bring one additional small item (e.g., fishing gear, small cooler bag, diaper bag) and one small personal item that passenger will carry while on board (e.g., purse or small backpack).

Additional Gear Guidelines:

  • Try to pack gear in hard-sided totes or coolers
  • Secure fishing gear, rod cases, and tackle boxes
  • No loose gear, grocery bags, paper bags, or other similar open bags
  • No firewood
  • No personal watercraft
  • Any firearms must be secured with the ferry captain
  • All fuel must be stored in the ferry fire locker during passage

North Cascades Environmental Learning Center

North Cascades Environmental Learning Center building

Nestled on the shores of Diablo Lake, the award-winning North Cascades Environmental Learning Center is a hub of discovery for all ages, offering programs for adults, teachers, families, and children, it is the result of an exemplary partnership between the North Cascades Institute, Seattle City Light, and the National Park Service. Location: The tree-sheltered campus features 16 buildings clustered on the north shore of Diablo Lake.

Skagit General Store

Fudge for sale at the Skagit General Store

Established in 1922, the General Store is one of four existing buildings on Main Street from the original construction camp. The company store serves residents, workers, and visitors alike. Stop in for some famous homemade Skagit fudge, snacks and beverages, camping supplies, and other essentials.

Hours: Monday 7:30 a.m. - 6 p.m. Tuesday - Sunday 7 a.m. - 6 p.m.

Stop by the visitor gallery inside Gorge Powerhouse to learn more about how power is produced at the Skagit Hydroelectric Project. The gallery offers a great view of the generator floor, interpretive displays, and a historic photographic timeline of the Skagit Project.
