The family of an autistic child, who was assaulted by a police officer in school, have called for officers to receive mandatory training on how to deal with children with similar conditions.

In CCTV footage obtained exclusively by Channel 4 News, a police officer is seen threatening to kick a 10-year-old boy lying on the ground, the officer then grabs him and drags him along the floor into a room.

One of the boy’s relatives, who we can’t identify for legal reasons, told Channel 4 News: “I am so angry. I can’t believe the footage. How dare he. The kid struggles enough.

“It’s devastating and he’s only little. He’s not like a big lad, he’s a little, tiny kid. It should become legal that they have this training when they go into the police force.”

A Home Office spokesperson said they “continue to work closely across government on a national neurodiversity strategy”.

‘You’re next’

PC Christopher Cruise, who was an officer stationed at the boy’s school in Merseyside, was convicted of assault after a trial at Crewe Magistrates’ Court and fined.

He appealed the verdict at the Crown Court, but this was rejected.

Cruise faced a Merseyside Police misconduct hearing last month, where it was determined his actions amounted to gross misconduct.

The hearing was told that after assaulting the boy, Cruise walked into one of the classrooms and asked the children if they could hear the 10-year-old crying. He pointed at one of the children and said: “You’re next”.

The hearing was also told that a teacher at the school felt Cruise was trying to intimidate him to prevent him reporting the assault during a conversation later the same day.

The panel decided Cruise’s actions were so serious he would have been dismissed from the police force had he not retired after the incident.

His name will also be placed on the College of Policing Barred List.

Merseyside Police say since this case, all of their officers based in schools have been given extra training.

But that’s not the case in all forces and there’s no legal requirement to do it.

Detective Superintendent Cheryl Rhodes from the force’s Professional Standards Department said: “The actions of this officer are not reflective of the behaviour and standards of our schools officers who do a fantastic job day in and day out.”

The young boy’s relative told this programme: “I am angry but I am saddened as well. The training should be there for this sort of stuff because these children are getting let down especially by the justice system.”

She added: “He struggles day-to-day anyway with his autism, so it’s hard for him on a normal day without something like that happening to him. So how is he coping? Because he’s not spoken about it.

“It’s all inside and it’s pent up frustration, so he’s going to explode at some point. We’ve just got to be there and wait for it.”

Neurodiversity training

Asperger’s syndrome, Attention deficit hyperactivity disorder (ADHD) and autism are all forms of neurodivergence.

A major review into how people with such conditions experience the criminal justice system was published in July.

The ‘ Neurodiversity in the criminal justice system ‘ review highlighted training as a significant gap with most staff reporting “little or no training”.

In the police and probation services, only 28% of staff surveyed for the review said they’d been given any training on neurodiversity while for prison staff it was down at 24%.

The review says specialist training should be developed and delivered to staff working within criminal justice services, including mandatory training for front line staff.

Justice secretary Robert Buckland said: “I asked for this review because all too often I’ve seen people with conditions such as autism and dyslexia struggle to navigate a justice system that doesn’t know how best to help them.

“The findings mark a turning point in how we steer these people out of crime and I’ll set out how we will improve support later this year so that, ultimately, we have safer streets and fewer victims.”

Professor Adrian Harris

Adrian has been the Chief Medical Officer since April 2015 having been appointed as a Consultant Emergency Physician at the RD&E in February 1996.  He studied medicine at the Royal Free Hospital and graduated in 1986.  Prior to this appointment, Adrian served as Associate Medical Director for the Surgical Services Division and previously held the role of Director of the Emergency Department of the RD&E, for 12 years during which time he directed the Emergency Department of NDHT for two years. Adrian has seen healthcare from both a primary and secondary care perspective, having originally trained as a GP before moving into the field of Emergency Medicine, training at St Marys Hospital in London, University Hospital Southampton and Sir Charles Gardiner Hospital in Western Australia .  Adrian has a keen interest in the opportunities provided by digital and led the introduction of Epic, our comprehensive Electronic Patient Record, across all of our sites.  He has transformation and research in his portfolio. 

Adrian undertook the one year NHS Leadership Academy, Executive Fast Track Programme in 2014 and has previously sat on the Council of the Royal College of Emergency Medicine.  He is an honorary associate professor in healthcare leadership and management at the University of Exeter Medical School.

Chris joined the former Royal Devon and Exeter NHS Foundation Trust as chief financial officer in September 2017, having worked in a number of senior NHS roles in the West Midlands across Acute, Mental Health and Commissioning sectors and as director of delivery and Improvement for NHS Improvement. Chris was appointed deputy chief executive officer for the Royal Devon in January 2021. Chris took his first CFO position in 2005 at South Birmingham Primary Care Trust before joining Birmingham and Solihull Mental Health Foundation Trust as director of resources and leading them to FT status in 2008. Chris joined Worcestershire Acute in 2011 as director of resources / deputy CEO.

Chris has taken on strategic change projects, including major PFI hospital moves, EPR and IT change programmes, and developing strategic clinical partnerships with neighbouring providers. Chris has been part of the NHS Top Leaders programme and was also HFMA Chair for the West Midlands in 2015.

Hannah joined the Trust in August 2019, coming to the NHS from Flybe, the Exeter-based airline, where she was director of people. Prior to her Flybe role, Hannah also held top strategic posts for the Church of England and global educational provider Pearson, helping both organisations develop key culture and organisational growth programmes. As well as strategic and business acumen, Hannah brings a strong voluntary and charitable ethos to the Royal Devon.

Carolyn joined the Trust as Chief Nursing Officer in January 2021. Carolyn is an experienced nurse whose career in the NHS spans over 30 years, including working in the acute, community and academic sectors. Previous to joining the Royal Devon, Carolyn worked for Hillingdon Hospitals NHS Trust, University College London Hospitals NHS Foundation Trust in Assistant Chief Nurse positions and was Director of Nursing at NDHT between 2005 and 2014.

From 2014 to 2021, Carolyn was Chief Nurse at University Hospitals Bristol & Weston NHS Foundation Trust, where she had experience of merging together University Hospitals Bristol NHS Foundation Trust and Weston Area HealthTrust.

Prior to this, John worked in a series of national roles in the Cabinet Office, Welsh Government and NHS Wales, having started his career in the Royal Brompton Hospital and then local government in Hertfordshire and Monmouthshire. The surgeon who performed life changing surgery on a brave Scots boy is understood to have been suspended by his health board.

Dr Chris Adams, a consultant spine surgeon at NHS Lothian, has been outspoken about the lengthy waiting lists which have seen patients’ conditions deteriorate while they wait for ops.

One of his patients was little Harvey Martin, 10, who appealed through the Daily Record to the then First Minister Nicola Sturgeon for help.

Little Harvey was suffering from an agonising curvature on his spine which required immediate medical intervention .

But Dr Adams told his family he would have to wait months for treatment because of lengthy waiting lists – despite the fact his organs were being slowly crushed.

Dr Adams’ hands were tied because he could not get the theatre time he needed to try to tackle the backlog of cases and he told how a lack of staff had led to cancellations.

After the Daily Record highlighted his case Harvey got his operation, just in time, because the scoliosis was just 2mm away from his spinal cord by then.

Little Harvey now needs a second operation as his spine has moved again and is already 7mm away from the cord.

The family have been dealing directly with Dr Adams because of the trauma involved last year.

But Natalie said: “I was shown a Facebook post from another mum who had been advised by Dr Adams to go to the press over problems with her son’s case and she wrote that he had been suspended.

“I contacted his secretary and was told he couldn’t be contacted.

“No-one from the hospital has been in touch but suspending him will make the waiting lists even longer.

“I know there is one boy who waited so long his condition has become inoperable.

“The only difference this time with Harvey is he is not in pain at the moment.

“Dr Adams told us there was still time for Harvey’s second operation but if he is suspended I worry about what could happen.”

Last night Dr Adams said: “I am not allowed to speak to the press.”

A source close to him said, however: “He is 100% patient focussed and is thinking about Harvey and various others.”

Last night Labour’s health spokeswoman Jackie Baillie said: “It is disappointing that we have young people waiting for essential operations but delays and internal problems in the NHS Lothian are causing unnecessary stress for families.

“The SNP Government need to get a grip of te situation so that young people are not suffering.”

A spokeswoman from NHS Lothian stated: “We don’t comment on individual members of staff.”

She did add that in general terms if a clinician is off work for an extended period of time their cases will be “reassigned and patients contacted in due course”.

She continued: “If a patient or their family has concerns, they are encouraged to contact the service/department.”

As Community Nurse Team Manager you will be a pivotal member of the Integrated Health and Social Care Team linking community nursing and community matrons into the wider cluster teams, including Urgent Response, Community Rehab Team and Adult Social Care Team.  The post-holder will line manage the wider community nursing teams and aligned community matrons and work closely with Community Services Manager to ensure that cluster and practice population receive the appropriate care and treatment as close to home as possible, that health and social care is patient centred and delivered to a high standard.

In your role you will participate in the management team for the Woodbury, Exmouth and Budleigh Integrated Community Health and Social Care Team. As such you will opportunity to get involved in shaping the delivery of services within the cluster and participating in a range of projects.

School police officer dragged boy by his coat and threatened another pupil with the same

A Merseyside Police officer assigned to a Liverpool school dragged a pupil by his coat causing injuries to his knee.

Then PC Christopher Cruise, 57, also threatened a second pupil with the "same treatment".

The officer was hauled before the courts and convicted of assault after a trial at Crewe Magistrates' Court , where he was fined £800 and ordered to pay £100 in compensation.

Cruise, of Long Lane in Aughton, retired from the force after the incident but will face a disciplinary panel on August 12, which could have implications for his pension.

According to a notice published on the Merseyside Police website, Cruise is accused of "allegedly breaching the Standards of Professional Behaviour, namely; Use of Force, Honesty and Integrity, Discreditable Conduct and Authority Respect and Courtesy to the level of gross misconduct".

The notice states: "The officer will face allegations that on January 29, 2020, whilst in his role as a Police Liaison Officer at a local school, he assaulted a pupil by dragging him by the coat, causing him to injure his knee and threatened another pupil with the same treatment.

"The officer received a criminal conviction arising out of an event that occurred whilst he was on duty and in a position of trust."

The force did not name the school involved for legal reasons.

The force confirmed Cruise was convicted on Wednesday May 19 this year, and later appealed to Chester Crown Court - without success.

On top of the £900 in fines and compensation, he was ordered to pay £500 prosecution costs for the trial and an £85 victim surcharge, before being lumped with a further £1,620 in costs for the failed appeal.

According to the Force all schools officers have since undergone additional training in conjunction with the Merseyside Police training academy, School Improvement Liverpool and the local authority. Detective Chief Inspector Craig Sumner said: “Merseyside Police takes the professional standards of its officers and staff extremely seriously and will not tolerate any behaviour that does not meet the high standards and expectations demanded by the police service and the public we serve.

Chris Douglas MBE

NHS Cheshire and Merseyside’s Director of Nursing and Care has been awarded the prestigious title of Queen’s Nurse.

Chris Douglas, who received an MBE in the Queen’s New Year’s Honour’s list in 2021 in recognition of her 40-year nursing career, will be presented with a Queen’s Nurse badge at the Queen’s Nursing Institute annual awards ceremony on December 8th.

The title of Queen’s Nurse was reintroduced in 2007 after a gap of almost 40 years in recognition of a nurse’s commitment to ongoing learning, leadership and excellence in healthcare.

Chris began as a student nurse day at North Manchester General Hospital, qualifying as a registered general nurse in 1984. With a keen interest in patient safety, she completed the Institute of Health Improvement Patient Safety Officer Course in 2009 in Boston USA and took the lead on several patient safety initiatives.

She held a number of senior leadership roles in both hospital and community settings before joining the Board of Directors at East Lancashire Hospital Trust in 2014.

Chris’s passion for ensuring safe, personal and effective care is delivered harm-free and of the highest quality has remained a constant throughout her career.

Dr Crystal Oldman CBE, the Chief Executive of the Queen’s Nursing Institute, said: “Congratulations to all those nurses who have just received the title of Queen’s Nurse. You join a wonderful, supportive national network of nurses committed to learning, leadership, and providing excellent care for the people they serve. We look forward to working with you.”

From the receptionist (wonderful smile) through to the nursing team , pharmacist more than wonderful. I cannot praise enough their corporation and admin one lady tears the envelope up. easy,. They look after Lidia, my wife and I like a private service thank you thank you thank you. Just a criticism, a management decision to move a staff member did upset a lot of pations . But I think it has been resolved!

I was really impressed with Woodbury surgery today. I called just after 8 am about an urgent problem and my call was answered promptly. The receptionist was really helpful. A GP called me back within the hour and sorted my problem really quickly and efficiently. I had picked up a prescription by 10 am. Thank you for all your help today.

I have been with Woodbury Surgery for a number of years and have found them to be consistently helpful, kind, caring and understanding of not only my needs but my family’s needs too. During Covid they were marvellous when I did need medical help and they quickly sorted out their ways of coping whilst the country were having great difficulties. As a patient with a long term health condition they have treated me with compassion, excellent medical care and helpful advice and follow ups to help me to manage my condition. All the staff remain constructive even when under great pressure and have always gone “the extra mile” when needed. I cannot recommend them enough.

I needed to temporarily register at the practice where a relative is registered as I had neglected to take my medication with me when visiting. I am registered at a large group practice in the South East of England and access has been a problem. There was no trouble with Woodbury Surgery as I was first in the queue on both occasions that I needed to contact them. My prescription request was authorised and issued in a very efficient manner. All the staff who dealt with me were polite and professional and I am very grateful for their support.

Surgeon who performed life-changing surgery on brave Scots boy 'suspended' by health board

The surgeon who performed life changing surgery on a brave Scots boy is understood to have been suspended by his health board.

Dr Chris Adams, a consultant spine surgeon at NHS Lothian, has been outspoken about the lengthy waiting lists which have seen patients’ conditions deteriorate while they wait for ops.

One of his patients was little Harvey Martin, 10, who appealed through the Daily Record to the then First Minister Nicola Sturgeon for help.

Little Harvey was suffering from an agonising curvature on his spine which required immediate medical intervention .

But Dr Adams told his family he would have to wait months for treatment because of lengthy waiting lists – despite the fact his organs were being slowly crushed.

Dr Adams’ hands were tied because he could not get the theatre time he needed to try to tackle the backlog of cases and he told how a lack of staff had led to cancellations.

After the Daily Record highlighted his case Harvey got his operation, just in time, because the scoliosis was just 2mm away from his spinal cord by then.

Little Harvey now needs a second operation as his spine has moved again and is already 7mm away from the cord.

The family have been dealing directly with Dr Adams because of the trauma involved last year.

But Natalie said: “I was shown a Facebook post from another mum who had been advised by Dr Adams to go to the press over problems with her son’s case and she wrote that he had been suspended.

“I contacted his secretary and was told he couldn’t be contacted.

“No-one from the hospital has been in touch but suspending him will make the waiting lists even longer.

“I know there is one boy who waited so long his condition has become inoperable.

“The only difference this time with Harvey is he is not in pain at the moment.

“Dr Adams told us there was still time for Harvey’s second operation but if he is suspended I worry about what could happen.”

Last night Dr Adams said: “I am not allowed to speak to the press.”

A source close to him said, however: “He is 100% patient focussed and is thinking about Harvey and various others.”

Last night Labour’s health spokeswoman Jackie Baillie said: “It is disappointing that we have young people waiting for essential operations but delays and internal problems in the NHS Lothian are causing unnecessary stress for families.

“The SNP Government need to get a grip of te situation so that young people are not suffering.”

A spokeswoman from NHS Lothian stated: “We don’t comment on individual members of staff.”

She did add that in general terms if a clinician is off work for an extended period of time their cases will be “reassigned and patients contacted in due course”.

She continued: “If a patient or their family has concerns, they are encouraged to contact the service/department.”

General cruise travel health advice, reducing risk of travel related illness, other risks.

Cruise ship holidays remain popular with people of all ages. Cruise schedules are often to remote and exotic destinations and can range between a few days to several months in duration.

Health problems and disease outbreaks can quickly occur on board a ship due to the crowded environment and limited availability of medical care.

  • Before booking a cruise holiday, it is important you consider all of the topics covered on this page to help protect your health, and also the health and safety of others on board.

Make sure you are as fit and healthy as possible before embarking on a cruise.

  • On board activities and trips on shore can quickly become tiring, particularly if you are sailing to warmer climates.

See your GP, specialist physician or travel health professional to discuss your health and suitability for cruise ship travel if:

  • you have a chronic health condition
  • are pregnant
  • have a condition which affects your immune system

Contact your cruise operator to determine what pre-boarding health screening measures may be required:

  • notify your cruise operator of any special needs (such as wheelchair access, dialysis, oxygen tank)

Medical facilities

You should find out what medical facilities are on board the ship you plan to sail on before booking your cruise.

  • Cruise ships have a medical centre on board able to provide both GP and emergency level care. Most, but not all ships have beds in their medical centre if you become seriously unwell.
  • Be aware that you may need to be evacuated from the ship to a hospital on land if you become seriously unwell whilst on board, and/or the medical staff cannot safely care for your illness or injury.

If you are admitted to hospital abroad, it is likely you will need to fly home following your recovery. Consider this when choosing a cruise and the destinations to be visited, particularly if you are unable to fly for any reason.

There may be restrictions for pregnant women or young children being able to travel on certain itineraries or ships due to the lack of maternity or child medical services on board.

  • You should check with your cruise operator before booking if this may affect you or your family.

Dental care is not usually available on board.

  • You should consider having a dental check-up and completing any ongoing dental work prior to boarding.

Medications and medical supplies on board may be in limited supply. Make sure you bring:

  • enough supply of your own regular medications , kept in the original packaging to cover the whole trip and some extra, in case you are abroad for longer than expected
  • a copy of your current repeat prescription
  • a medical summary from your GP for any chronic conditions or medical treatment you are receiving

Travel Insurance

Medical care on board a ship is not covered by the NHS.

  • You will be charged to see a doctor or nurse and for any medical treatment or medication you receive.
  • The cost of medical care on a cruise ship can become expensive very quickly, particularly if you require to be taken off the ship for further medical care.

Buy cruise-specific travel insurance which covers:

  • all of the countries on your itinerary
  • any pre-existing medical conditions you may have

You should check if your policy covers costs associated with COVID-19 or travel disruptions.

Cruise ships have strict security screening at the ship's gangway and within the terminal buildings at each port, just like airports. All passengers and crew must pass through security each time they board the ship.

  • If you have a pacemaker, you should consider carrying an alert card and advise the security staff if you are unable to pass through the x-ray screening devices.

Consider your own personal safety and respect local laws, customs and cultures whenever you are in port:

  • Read the 'safety and security advice' and 'local laws and customs' sections in the Foreign Commonwealth and Development office (FCDO) foreign travel advice pages for the countries you are visiting.

Slips, trips and falls are a frequent cause of injury on ships. Pool side areas, outdoor decks and stairways can become wet and slippery.

  • Wear appropriate shoes at all times, particularly around poolside areas and during rough seas.

Before you start your cruise, think about ways to reduce the possible health risks you may face, both on land and on the ship.

Vaccinations

At least 6 to 8 weeks before travel see a travel health adviser to find out if you need any vaccinations for the trip.

  • You should make sure you are up to date with vaccinations recommended in the UK. Outbreaks of chicken pox, measles , rubella or meningococcal disease on cruise ships are not uncommon.
  • see a travel health professional if you are unsure, and take a copy of the places you are visiting and activities you are doing.
  • if you need a yellow fever vaccine or certificate, you should see a travel health professional at a yellow fever centre.

Coughs, colds and chest infections

Coughs, colds and chest infections are common on ships. Flu is the most common, can happen all year round and can be prevented by vaccination.

The cruise operator may require you to be vaccinated against flu (influenza) and COVID-19 :

  • make sure you have had your flu vaccine and COVID-19 vaccines in the UK if you are eligible

To prevent coughs, colds and chest infections on the ship:

  • wash your hands regularly
  • you should return to your cabin and report to the ships' medical centre as soon as possible if you develop a high temperature (fever) and/or any coughs, colds or breathlessness when on board

COVID-19 can quickly spread on ships due to the limited space and close mixing of people. Since the COVID-19 pandemic started, cruise operators have improved infection control measures on board.

Before booking a cruise, you should:

  • read the latest UK government guidance on international cruise ship travel and domestic cruise ship travel
  • read the UK Chamber of Shipping guidance for UK passengers on cruises during the COVID-19 pandemic
  • check with your cruise operator if you are considered clinically vulnerable or clinically extremely vulnerable as you may not be able to cruise at this time
  • check the protocols of your cruise operator to ensure you are comfortable with the safety measures on board
  • read the COVID-19 Health Considerations for Travel page
  • follow physical distancing measures , good hand hygiene and respiratory hygiene measures when on board to reduce the chance of catching COVID-19 .

Infections from insect bites

Travelling to tropical destinations might expose you to diseases spread by insects, most of which cannot be prevented by vaccines. To reduce your risk, you should:

  • follow insect bite precautions , particularly when going ashore or on trips
  • hats, water shoes, and clothing with long sleeves, long skirts or trouser legs to cover up exposed skin should be considered
  • see a doctor or nurse if you develop a fever, rash or feel unwell

If your cruise visits country where malaria is present, you may be at risk, especially if the ship stays in port overnight, or you have a trip overnight on shore. You should:

  • be aware of the risk of infection
  • practise insect and mosquito bite avoidance measures at all times
  • take antimalarial tablets if they are recommended by a travel health professional

Diarrhoea and Vomiting illness

Stomach upsets and travellers’ diarrhoea are a common complaint on cruise ships because there are lots of people closer together and changes to your diet. Norovirus infection is one of the common causes of outbreaks on ships.

You can reduce your risk of vomiting and diarrhoea illness by:

  • following safe food and water precautions , both on the ship and when on land
  • maintaining strict hand hygiene and personal hygiene measures

It is essential to report any episodes of diarrhoea or vomiting immediately to the ships' medical centre to help prevent onward transmission to other passengers and crew.

Environment Risks

Depending on where the ship is going, you might meet extremes of hot and cold temperatures.

It's easy to underestimate the amount of sun you are exposed to on a ship, especially with the cooling effect of sea breezes.

Protect yourself by:

  • covering your skin with clothes
  • wearing a hat or head scarf
  • use a high factor sunscreen
  • drink lots of clear fluids throughout the day

When it is cold consider wearing layers of clothing to allow you to adjust according to the temperature:

  • always bring a warm jumper and hat with you to wear if there is a ship emergency requiring the use of lifeboats

Sea sickness is common, especially on smaller ships, and/or when the seas are rough.

  • Consider taking medications to prevent sea sickness if you suffer from this or if this is your first cruise, talk to your GP or pharmacist.

Behavioural risks

Drinking increased alcohol or using recreational drugs increases the chance of accidents , injuries, unsafe sex or breaking safety rules.

  • Falling overboard or leaning or climbing over balconies or rails on board can result in death.
  • Take care when swimming in pools on the ship or in the sea when on land as lifeguards are not always available.
  • Follow safe sex rules.
  • Be aware that the Captain may make people leave the ship at the next port if they break safety rules.
