Context: Ministry of Tourism had constituted an inter-ministerial task force for National Digital Tourism Mission to undertake consultations with the tourism industry and domain experts, define the context, mission, vision, objectives, and overall scope of the National Digital Tourism Mission.

  • Vision: To bridge the existing information gap amongst different stakeholders of tourism ecosystem through a digital highway.
  • Envisages to achieve the objective of harnessing the full potential of digitization in tourism sector by facilitating exchange of information and services in tourism sector 
  • Most of the tourism systems developed by Central Government, State Governments, Public sector and Private sector function in silos. As a result, the tourism ecosystem is unable to harvest the combinatorial benefits of information exchange . Data systems currently don’t interact with each other using a common language, thereby curtailing data analytics and resultant policy-making. In order to overcome the same, there is need for seamless standardized data exchange amongst various stakeholders

Draft Report on the National Digital Tourism Mission

An inter-ministerial task force for the National Digital Tourism Mission was constituted by the Ministry of Tourism on July 23, 2021 . The main objective of the task force was to undertake consultations with the tourism industry and domain experts , define the context, mission, vision, aims and overall scope of the National Digital Tourism Mission. The aim of the Mission is to bridge the existing information gap among different stakeholders like the national and state tourism organizations, tourism service providers, tourists etc and establish a healthy tourism ecosystem through a digital highway.

Why is the National Digital Tourism Mission in the news?

In March 2022 , the Ministry of Tourism invited final comments on a draft report for setting up the National Digital Tourism Mission. The draft report has been published on the tourism ministry’s website for suggestions and feedback from the public.

Tourism in India: Steps by the government

  • Incredible India Website and Mobile App: A multi-lingual ‘Incredible India’ website and mobile application assist international and domestic tourists to access information about various tourism destinations and attractions in the country.
  • National Integrated Database of Hospitality Industry (NIDHI): NIDHI has been established for registration and classification of tourism service providers namely Tour Operators, Hotels and other Tourism Service Providers.
  • Swadesh and PRASHAD Schemes: Two flagship schemes has been launched specifically to boost tourism sector in India.
  • During COVID, the Ministry has developed an initiative called SAATHI (System for Assessment, Awareness & Training for Hospitality Industry), for effective implementation of Guidelines/SOPs issued with reference to COVID 19 and beyond for safe operations of Hotels, Restaurants, B&Bs and other units.

Draft National Tourism Policy

  Context: The Indian Ministry of Tourism has drafted a National Tourism Policy with key strategic objectives to enhance tourism’s contribution to the economy .

The key strategic objectives of the Policy are:

  • To enhance the contribution of tourism to the Indian economy by increasing visitation, stay and spend and making India a year-round tourist destination
  • To create jobs and entrepreneurial opportunities in the tourism sector and ensure the supply of skilled workforce
  • To enhance the competitiveness of the tourism sector and attract private-sector investment
  • To preserve and enhance the cultural and natural resources
  • To ensure sustainable, responsible and inclusive development of tourism in the country.

Key focus areas of the policy:

  • Green tourism
  • Digital tourism
  • Destination management
  • Skilling in the hospitality sector and
  • Supporting tourism-related MSMEs

Status of Tourism in India

  • India is ranked  54th place in the global travel and tourism development index 2021, down from 46th in 2019.
  • World Travel and Tourism Council calculated that tourism generated over US$170 billion or 5.8% of India’s GDP and supported over 3 crore jobs in 2021
  • As of 2022, there are 40 World Heritage Sites located in India. Out of these, 32 are cultural, 7 are natural, and one, the Khangchendzonga National Park , is of mixed type.
  • India has the  sixth largest number of world heritage sites in the world .

Government Initiatives for Tourism in India:

Conclusion:

The need of the hour is faster development of all types of infrastructure (physical, social, and digital) to support tourism. Ensuring the safety of tourists is a top priority , and an official guide system could be introduced to enhance their experience. India’s vast size and diverse natural, geographic, cultural, and artistic offerings present immense opportunities for the tourism industry to thrive and capitalize on its potential.

INTRODUCTION

Ministry of Tourism formed an inter-ministerial task-force in July 2021 to develop National Digital Tourism mission. Recently, a draft has been prepared to set-up National Digital Tourism Mission. The government has published the draft to collect feedback of the public.

The task-force has given some mandates like: 

  • Consulting the experts and industrialist engaged with tourism.
  • Define the mission, its idea and purpose, and scope.

It has provided with the following suggestions in the draft: 

  • Principles of the domain and technology to be used.
  • The capacity of the governments structure and its standards.
  • Plan for the implementation of the NDTM.

CRITICAL ANALYSIS OF THE MISSION DRAFT

  • It suggests that there are many challenges in tourism as it is divided in fragments such as accommodation, transport, restaurants etc.
  • However, such major integration will bring many job opportunities in these sectors.
  • As most of the tourism system, including government and private, work in silos. Thus, the sector is unable to experience the combinatorial benefits of information exchange.
  • India being a nation with multiple languages, it hinders the data analytics and policy making.

OBJECTIVE OF NDTM

The National Digital Tourism Mission aims to minimise the gap among the various stakeholders of the industry in terms of the information using the digital highway. It will utilise the power of digitalisation to prepare database and enable the exchange of information and services to strengthen the industry in the country.

DIGISAKSHAM – AN INITIATIVE BY MICROSOFT AND LABOUR MINISTRY | UPSC EXAMOn September 30, 2021, Union Labour and Employment Minister Bhupendra Yadav, in conjunction with Microsoft, inaugurated DigiSaksham. It’s a digital skills programme that seeks to improve youth employability by teaching them important digital skills in an increasingly technology-driven world. DigiSaksham is a collaborative effort of the Central Government and Microsoft India, and it is an expansion of the government’s existing youth assistance programmes in rural and semi-urban regions. While addressing at the opening of DigiSaksham, Union Minister Bhupendra Yadav remarked that fast-paced technological advancements necessitate reskilling, continual skilling, and up-skilling. IMPORTANCE OF THE PROGRAMME – There will be three forms of training available under the initiative: Digital Skills self-paced learning, VILT mode training, and ILT mode training (instructor-led). In-person ILT training for SCs/STs will be provided in Model Career Centres (MCCs) and National Career Service Centres (NCSCs) around the country as part of the programme. Aga Khan Rural Support Programme India will implement the DigiSaksham project on the ground in India (AKRSP-I). Nearly one crore active job seekers registered on the National Career Service (NCS) portal will be able to access training in areas such as data visualisation, JAVA Script, Advanced Excel, Power Bi, introduction to coding, and programming languages through the DigiSaksham initiative, which will equip them with the skills required in the digital economy. In the first year, the project would provide technical skills to around 3,00,000 adolescents. On the NCS site, job seekers from throughout the country will have access to Microsoft learning materials such as data analytics, programming languages, enhanced digital productivity, and software development foundations. DETAILS OF NCS – The National Career Service Project has been implemented as a Mission Mode Project by the Labour and Employment Ministry in order to transform the National Employment Service and provide a variety of employment-related services such as career counselling, job matching, internships, apprenticeships, and information on skill development courses, among others. The services under the initiative, which was committed to the country by Prime Minister Modi in 2015, are now available online. All of the portal’s services are free, and it may be accessed directly via Common Service Centers, mobile devices, Career Centers, and internet Cafes, among other places.

The Indian government has released a draft of the National Tourism Policy, outlining key focus areas for the tourism sector over the next decade.

Focus Areas:

The policy identifies five main areas of focus: green tourism, digital tourism, destination management, skilling the hospitality sector, and supporting tourism-related MSMEs.

Challenges to be Addressed:

The policy aims to address issues that hinder the growth of the tourism industry, including perceptions of safety and security, weak engagement between the central and state governments, and problems with touts and low standards of cleanliness and hygiene.

Encouraging Investment:

In order to promote investment in the sector, the policy proposes granting industry status to the tourism sector and formally granting infrastructure status to hotels.

Consultation and Approval Process:

The draft policy has been sent to industry partners, state governments, and other allied ministries for feedback before it is sent for approval.

Impact of COVID-19:

  • While consultations regarding the policy have been ongoing since 2014-15, the need for a well-thought-out policy has become more pressing in the wake of the COVID-19 pandemic.
  • The industry, which has been severely impacted by the pandemic, has made numerous representations to the government for relief measures and tax breaks.
  • According to data from the government, 21.5 million people working in the sector lost their jobs between April 2020 and December 2020.

The Federation of Associations in Indian Tourism & Hospitality (FAITH), a key industry body that has been involved in stakeholder discussions with the Ministry of Tourism, has stated that the intent of the new policy is good, but added that “intent is only as good as its implementation”. Green, digital tourism to be govt’s focus areas

Green, and digital tourism will be the government’s key focus areas over the next decade, as per the draft National Tourism Policy. Besides, the government has also identified factors that hamper the growth of the tourism sector in the country. These include ‘perceptions related to safety and security’, and weak engagement between the Centre and the states. Steps will be taken to address these issues, say officials from the Ministry of Tourism.

The draft National Tourism Policy, that was readied last week, also mentions ‘the menace of touts’ and ‘low standards of cleanliness and hygiene’ as other factors that deter the industry from leveraging its full potential. Along with that, significantly, to promote investment in the tourism sector, the document mentions granting of industry status to the sector, along with formally granting infrastructure status to hotels.

As per the document, five key areas would be given significant focus in next 10 years — green tourism, digital tourism, destination management, skilling the hospitality sector and supporting tourism-related MSMEs. The draft has been sent to the industry partners, state governments, other allied ministries for feedback, before it is sent for approval, officials privy to the draft proposals say.

While the consultations regarding the policy were going on since 2014-15, it is only in the wake of the pandemic that the need for a well-thought-out policy was felt for the sector, officials said. The industry, which has been the worst sufferer over the last two years of the pandemic, had sent multiple representations to the government representatives for relief measures as well as taxation breaks.

“The draft policy doesn’t deal with specific operational issues, but offers framework conditions to help the sector, especially in the wake of the pandemic,” says an official from the Ministry of Tourism, adding, “The overall mission and vision is being laid out to improve the experience of tourists, foreign as well as local.”

About 21.5 million people working in the sector lost their jobs between April 2020 and December 2020, going by the data shared by the government in Parliament in July 2021.

Key industry body FAITH (Federation of Associations in Indian Tourism & Hospitality), which was part of several such stakeholder discussions with the Ministry, says the intent of the new policy is good. “However, intent is only as good as its implementation,” it says in a statement.

The monetization of space technology has expanded with the involvement of the private sector in the space race.

The Indian Space Research Organization intends to create a unique spaceship that will transport people to and from space.

A business named Blue Origin just finished the online auction for the first seat on the New Shephard rocket system, which is intended to transport visitors into space.

What is Space Tourism?

Space tourism refers to the commercial activity of sending private individuals, often referred to as space tourists, into space for recreational, leisure, or adventure purposes.

While space exploration has traditionally been the domain of government agencies like NASA and Roscosmos, the emerging space tourism industry aims to make space travel accessible to private citizens.

  • Suborbital space tourism involves brief journeys beyond Earth’s atmosphere, allowing passengers to experience a few minutes of weightlessness and see the curvature of the Earth.
  • Orbital space tourism, on the other hand, entails longer journeys, potentially involving stays aboard space stations.

Preparation for space tourists:

  • During the flight and the landing, passengers must be cushioned and protected from strong acceleration. To handle weightlessness, the cabin needs to be pressurized, and all furniture needs to be fastened.
  • To shield the craft from heat produced by friction, insulation is needed.

Space tourism has generated significant public interest and media attention. Successful test flights and high-profile events, such as the suborbital flights of billionaires Jeff Bezos and Richard Branson, have contributed to raising awareness about the possibilities of commercial space travel.

Significance

The following are the significance of space tourism.

Huge Market: The anticipated market size for these flights is 2.4 million people.

The base for Testing: By greatly reducing travel time, it can serve as a base for testing supersonic travel between various locations on Earth. Additionally, it signals the entrance of the private sector into this field.

Several private companies have entered the space tourism industry, aiming to offer commercial spaceflights. Prominent examples include Blue Origin, founded by Amazon’s Jeff Bezos, and Virgin Galactic, founded by Sir Richard Branson. These companies have developed spacecraft designed to carry paying customers on suborbital journeys.

The future of space tourism

Wealthy adventure travelers may soon have access to space tourism. For instance, Virgin Galactic has received over 500 early reservations for the VSS Unity for $250,000.

To put it into perspective, people pay $50,000 to climb Everest as part of package excursions with guides, trainers, and devoted Sherpa teams.

The future of space tourism holds the promise of increased competition, reduced costs, and expanded offerings. Companies are exploring advancements in technology, infrastructure, and customer experience to make space tourism a more commonplace and accessible activity.

Beyond suborbital flights, there are visions for more ambitious space tourism endeavors, including orbital hotels, lunar tourism, and journeys to destinations beyond Earth’s orbit. These concepts remain in the realm of future possibilities but highlight the potential evolution of the space tourism industry.

The environmental impact of space tourism, particularly in terms of rocket emissions, is a topic of discussion. As the industry grows, there is increasing emphasis on developing environmentally friendly propulsion technologies and sustainable practices.

Climate Change: Unlike soot or black carbon found in the lower atmosphere, soot or black carbon resulting from rocket exhaust accumulates in the stratosphere (about 5 to 31 miles above the Earth). Black carbon may stay in the stratosphere for years as a result, accelerating climate change.

Health: There may be issues with passengers’ health due to the possibility of motion sickness and disorientation, which can impair eyesight, cognition, balance, and motor control.

Challenges with the entry of private players:  Private organizations frequently concentrate on relatively specialized technologies with immediate gratification. Publicly funded national space organizations that did not seek out quick gains have contributed to development in a wide range of fields, including contemporary communications, geolocation systems, renewable energy use, weather forecasting, etc.

What is New Shephard?

  • The spaceport of New Shephard, which bears the name of the first American astronaut Alan Shephard, offers payload space and flights to orbits more than 100 kilometers above the planet.
  • It is a rocket system developed to carry people and scientific payloads past the Karman line.
  • Access to space for activities like academic research, business technology development, and entrepreneurial endeavors, among others, is intended to be made simpler and more affordable.
  • By launching them 100 kilometers above the Earth, it will also enable space visitors to experience microgravity.
  • When anything or someone appears to be weightless, this is known as microgravity. Astronauts and things floating in space exhibit the effects of microgravity.

Private space tourism projects

  • Virgin Galactic, Blue Origin, and SpaceX—three significant private companies—made huge investments in space ventures.
  • Six people on the VSS Unity spacecraft just departed from New Mexico, traveled 85 kilometers away from Earth, and then returned.
  • The online auction for the first seat on the New Shephard rocket system was recently finished by Blue Origin, the space business founded by the founder of Amazon.
  • Even Mars is a goal for SpaceX. The International Space Station (ISS) is already stocked with SpaceX rockets, which also ferry astronauts there and back.

Advantages of Space tourism missions

  • The construction materials and design aspects could be applied to safety features in automobiles and high-speed trains.
  • The removal of space debris might provide another set of advantages. The current Artemis Accords and the 1976 Space Registration Convention both advocate for removing space junk. The presence of wealthy visitors will heighten the sense of urgency.

Indian Efforts

The first Gaganyaan manned mission, primarily a research mission to show an indigenous capability to conduct human space flight missions, has not yet been launched, and space tourism in India has been long delayed.

If all test missions are successful, the human mission is planned to launch between 2024 and 2025.

For the time being, space tourism is a pipe dream that ISRO must first make a reality by completing the Gaganyaan program flawlessly and through many iterations, developing and successfully launching a reusable rocket designed for tourist transportation, and ensuring that all systems are reliable, affordable, and economically viable.

Around 2028, it’s expected that Indian space travel would be economically feasible. We will have to wait and see what happens till then.

What is IN-Space?

The Department of Space of the Indian government is the single-window independent organization known as the Indian National Space Promotion and Authorization Center (IN-SPACe). The Center coordinates and manages India’s space operations.

IN-SPACe will work as a link between ISRO and private sector companies to establish “how effectively to exploit India’s space resources and enhance space-based activity.”

The center will evaluate the demands of private sector companies, including educational institutions, in cooperation with ISRO, and attempt to suit those demands.

According to Sivan, the decisions made by the center would apply to both ISRO and private-sector firms. Previously, ISRO oversaw the space sector, but it will now focus on its core mandate of research and development.

India and Global Space Tourism

The space tourism market has boomed in recent years, with commercial aerospace companies dominating it. The Dragon space spacecraft from SpaceX, which was founded by billionaire Elon Musk, is the industry leader in space tourism because of its ability to transport visitors through zero gravity.

Another significant rival in the market is the New Shepard spacecraft from Jeff Bezos’ Blue Origin, which launches from West Texas and takes people on quick joyrides to space. The flights give the visitors a view of Earth from above and last for around ten minutes.

Way Forward

Considerations for health, comfort, and safety are essential. Before visitors travel to space, training, medical exams, and liability waivers will need to be reviewed.

Although it will only represent a minor portion of the market, space tourism will benefit the entire New Space sector.

When space travel does become commonplace, it will also have a favorable effect on many socioeconomic aspects of Earth’s society, including the development of new solar-powered energy infrastructure and the creation of jobs.

For many years now, Moscow has lagged behind St. Petersburg when it comes to making life easy for tourists, especially where getting around the city is concerned. Whereas the northern capital installed English-language maps, signs and information points throughout its subway system in the late 2000s, the Russian capital’s metro remained a serious challenge for foreign visitors to navigate.

Recent visitors to Moscow may have noticed some signs that change is afoot, however. In many stations of the Moscow subway, signs have appeared on the floor – with large lettering in Russian and English – indicating the direction to follow in order to change lines. Previously, foreign visitors using the Moscow metro had to rely solely upon deciphering the Russian-language signs hanging from the ceilings.

However, this new solution has a significant drawback. “The floor navigation is visible only to a small stream of people – fewer than three people per meter. During peak hours, this navigation will simply not be noticed,” said Konstantin Trofimenko, Director of the Center for Urban Transportation Studies.

One of the biggest problems for tourists in the Russian capital remains the absence of English translations of the names of subway stations in the station vestibules and on platforms. The Department of Transportation in Moscow has not commented yet as to when this problem will be solved. However, Latin transliterations of station names can already be found in the subway cars themselves.

Finding the right exit

At four of the central stations – Okhotny Ryad, Teatralnaya, Ploshchad Revolyutsii, Lubyanka and Kuznetsky Most – the city authorities have now installed colorful stands at the exits with schematic diagrams of the station’s concourse and surrounding area, which provide information about the main attractions and infrastructural facilities.

The schematic diagrams are the work of British specialists from the City ID and Billings Jackson Design firms, who have already implemented successful projects in New York and London.

According to Alexei Novichkov, expert at the Design Laboratory at the Higher School of Economics, the design of these information booths raises no objections: The color solutions, font, layout and icons are consistent with international standards.

However, the stands do have some shortcomings. “Many questions are raised about the fact that the developers of these maps did not apply orientation to the north, and have provided layouts of the surrounding areas with respect to the exits,” says Novichkov. “A system like that is used for road navigators, but most of the ‘paper’ guides and maps are oriented strictly to north. The subway map is also oriented to north, so people may become confused.”

Muscovites and foreign visitors are generally positive about these navigation elements, with most of them citing the numbered exits from the subway as the most useful feature.

The fact is that many Moscow subway stations have several exits. One of the busiest central stations of the Moscow subway in particular, Kitay-Gorod, has more than a dozen exits. Previously, these exits were differentiated from each other only with signs in Russian referring to the names of streets and places of interest to which they led – making it easy for tourists and those with poor navigation skills to get confused.

Now, when making an appointment to meet a friend, instead of struggling to find the right spot when they tell you: “I'll meet you at the exit to Solyanka Street,” you can just propose to meet under a specific exit number.

“I’ve lived in Moscow for seven years,” says Angelika, a designer from Voronezh, “but I still don’t always know where to go to find the place I need, so the new schematic diagrams will be very useful. Previously, some subway stations had maps, but not with so much detail.”

Teething problems

Foreigners, meanwhile, focus their attention on other elements. “It is good that the new information boards have QR-codes, which can be ‘read’ by smartphones,” says Florentina, a writer from Vienna. But there are also shortcomings. “The English font of the information on posters and in the captions to theaters and museums is too small – you have to come very close to see it well,” she says.

Pleasant encounters on the streets of Moscow

Florentina was also dissatisfied with the fact that such posters are not provided at all subway stations: “When I was trying to find Tsaritsyno Park (a museum and reserve in the south of Moscow) at a subway station with the same name, it turned out to be quite difficult,” she says.

“There are no maps with landmarks for other areas, such as those already in the city center. There were no clear pointers in the English language, and the passers-by I met did not speak in English, so they could not help me,” she adds.

Officials say that the navigation system is gradually being redeveloped and improved. According to Darya Chuvasheva, a press representative for the Department of Transport of Moscow, the introduction of a unified navigation system will take place in stages.

“By the end of 2014, the system will first appear on the first subway stations on the Circle Line. By the end of 2015, we plan to install the system at all major stopping points, subway stations and transport interchange hubs,” says Chuvasheva.
